Despite the weather playing truant, the 2021 Tofield Sodbuster Rodeo went ahead as scheduled to a packed audience both on Saturday and Sunday, Aug. 7-8.

When the province goes to elections on Oct. 18, Albertans will have a say on two of the most burning topics of the day.

Elections Alberta has received the Orders in Council to conduct a Referendum Vote in conjunction with the 2021 Alberta Municipal Elections and the Alberta Senate Election.

Both referendum questions allow for a ‘yes’ vote or a ‘no’ vote. The two questions are: • Should section 36(2) of the Constitution Act, 1982 – Parliament and the Government of Canada’s commitment to the prin-

ciple of making equalization payments – be removed from the constitution?

• Do you want Alberta to adopt year-round Daylight Saving Time, which is summer hours, eliminating the need to change our clocks twice a year?

All local jurisdictions holding elections on Oct. 18, will facilitate the vote by also issuing the referendum ballot to electors.

In addition to Election Day voting, local jurisdictions may also offer advance voting, institutional voting, and special ballot voting. At each voting opportunity, the referendum ballot will be provided to electors to vote in this election.

As not all communities will hold elections on Oct. 18, Elections Alberta and Alberta Municipal Affairs are working with First Nation communities, Métis Settlements, Lloydminster, Summer Villages, Improvement Districts, and Special Areas to provide voting opportunities for electors residing in these communities.

Canadian citizens who reside in Alberta and are at least 18 years of age or older on Election Day are eligible to vote in the referendum. As the vote is being conducted by local jurisdictions, electors must vote in the municipality or local jurisdiction in which they reside.

Following the close of

voting on that day, all local jurisdictions will complete the unofficial count of ballots. These counts are submitted to Elections Alberta for tabulation. The official announcement of the provincial referendum results will take place on Oct. 26.

The referendum question regarding equalization is a constitutional question asked under the authority of section 1 of the Referendum Act. The referendum question regarding Daylight Saving Time is a non?constitutional question asked under section 5.1 of the Referendum Act. The result of the vote on the Daylight Saving Time question is binding.

Main Street bustles with Rodeo Promenade “We’re excited to share our new name and identity with the community,” said Anne Ruzicka, Program and Communication Supervisor. “This event is a great opportunity to chat with folks and answer their questions.”

Raising funds for the Indigenous community was Kelly Kristensen, selling various merchandise and decals by donation.

On the flyer that Kristensen handed out was the story of Phyllis Webstad, an Indian residen-

tial school survivor, and also an Northern Secwepemc author from the Stswecem’c Xgat’tem First Nation, and the creator of Orange Shirt Day, a day of remembrance marked in Canada.

After two years, the Sodbuster Rodeo Promenade returned on Friday, Aug. 6 with vendors lining up Main Street, as visitors from the town and surrounding areas – even as far as Edmonton –

came in to enjoy one of Tofield’s main outdoor events.

Hosted by the Tofield and District Chamber of Commerce, the Promenade featured local vendors as well as those from the neighbouring areas.

The event had something for all ages, with in-

flatables, a petting zoo, pony rides, Mechanical Bull, an outdoor market, food vendors, balloon animal guy, and artisans who occupied Main Street and the Tofield Community Hall.

Also present at the Promenade was Claystone Waste Ltd.

Wondering About COVID Restrictions?

BRSD will continue to require staff to isolate if they are ill and, as is always the case, we ask families to ensure that students who are not feeling well remain at home until they are better.

Our most recent information from Alberta Education indicates that schools will be returning to a more “business as usual” environment for the 2021-2022 year. Masks are not required but BRSD will continue to encourage their use by staff and students in schools. Hand sanitizer will also remain available.

Activities such as sports teams and field trips are able to resume.

There will be no contact tracing or quarantine processes in place.

If, at any time, there is a surge in COVID cases in a specific community, Alberta Health Services could put short-term measures in place to address the situation. BRSD will continue to share information with families when it is made available to us.

Loose Ends: Back Then

Hubby was born in 1942 and I made my appearance two years later, in 1944. A lot was going on in the world back then – for example, in

1942 War Bonds raised billions for the war effort and Kellogg’s Raisin Bran and instant coffee were introduced too; in 1944 Chiquita bananas and ‘Seventeen’ magazine made their debuts and Dow Chemical patented Styrofoam. But as newborns with very narrow views of the world, we didn’t know any of that. Just feed when we were hungry keep our diapers clean and dry and we were happy.

Many years have

passed – 79 for Hubby, 77 for me – so if I ever knew any of those facts I’ve forgotten them.

I’ve drunk a lot of instant coffee, munched what is probably millions of bananas and even read Seventeen magazine when a friend loaned me her copy (I couldn’t afford my own) but never once wondered how, why, where or when any of them first appeared. The only reason I know them now is because the ‘Kardlets’a nostalgic look back in

time - we received as belated birthday gifts tell us that and plenty more.

Take the cost of living figures, for example.

The average income (in the US) went up a mere $493 between ’42 and ’44. A new car cost $920 in ’42 and $975 two years later. Gasoline stayed the same and the only thing that went down was the price of a new house (down from $3775 to $3475). Foodstuffs all went up a penny or two except fresh ground hamburger

that went up two cents per pound – maybe someone saw McDonald’s on the horizon.

The Kardlets were sent in the hope that we’d get a few laughs out of them. And we did, especially when Hubby learned he shared his birth year with one of our favourite actors, Harrison Ford while I got Michael Douglas, not quite in Harrison’s league. But I also got George Lucas of Star Wars fame while

Hubby’s second best was Mouseketeer Annette Funicello. Take that, fella!

We didn’t laugh ‘til we cried but we did have tears in our eyes. Not only because seeing a movie back then was thirty or forty cents and now the lowest is $2.99 on Amazon or Netflix for C-movies not worth a nickel. But comparing today’s prices for anything, well, I don’t recommend it. It’s been three days and we’re still sobbing.

Tofield RCMP Report Sgt. Lee Knelsen Tofield RCMP

The Tofield RCMP responded to 42 occurrences from Aug. 2 to 8, 2021 (inclusive). Also included in these calls for service were fifteen traffic complaints/tickets, eleven suspicious person/vehicle complaints, six wellbeing checks and traffic enforcement provided by the K Division Traffic Unit.

On Aug. 2, Tofield RCMP responded to an assault complaint in Ryley. RCMP attended, located all parties involved and determined that it was just a verbal argument. RCMP were able to separate all parties with no further is-

sues reported.

On Aug. 3, Tofield RCMP responded to a domestic assault complaint in Holden. RCMP attended and spoke to all parties involved.

RCMP separated the parties and follow-up to be conducted concerning the incident. This file is still under investigation.

On Aug. 4, Tofield RCMP responded to a mischief complaint in Tofield. RCMP attended and found that a window on a residence had been damaged. This file is still under investigation.

On Aug. 4, Tofield RCMP responded to a domestic assault complaint in Ryley. RCMP attended and separated

all parties involved.

This file is still under investigation.

On Aug. 4, Tofield RCMP responded to a sexual assault complaint in Ryley. RCMP attended and spoke to the victim concerning the allegation. This file is still under investigation.

On Aug. 6, Tofield RCMP responded to complaints of potential gunshots in Beaver County. RCMP spoke to the complainant who advised of hearing noises throughout the evening although unsure of location. RCMP patrolled the area and spoke to neighbours, and were unable to determine location or confirm validity of

complaint.

On Aug. 8, Tofield RCMP responded to an assault complaint in Beaver County. RCMP attended and separated both parties. Alcohol was a significant contributing and present factor in this incident.

On Aug. 8, Tofield RCMP responded to complaints of potential gunshots in Beaver County. RCMP spoke to the complainant who advised of hearing noises throughout the morning and into afternoon although unsure of location. RCMP patrolled the area and spoke to neighbours although unable to determine location or confirm validity of complaint.

Optimism in the face of hardship MP DAMIEN KUREK Battle River-Crowfoot

From the economic challenges faced by East-Central Alberta, to the uncertainty the COVID-19 pandemic brought, it has been a difficult few years to say the least. Yet, in the midst of it all, the resilience of Canadians has shone through.

Travelling across Battle River-Crowfoot, I’ve seen a growing feeling of optimism about our future as we are able to open our businesses, see our loved ones, and live life without restrictions.

This optimism comes despite the many hardships over the last couple of years as well as the challenges to come as we face drought, a struggling economy, and a challenging national political situation.

This speaks to the willingness to soldier on despite the odds, a trait that has long

defined rural Alberta.

That said, each day I hear how folks from across this constituency are fed up with Prime Minister Justin Trudeau and his scandal-plagued Liberals. We want a government that respects provinces, acts in the best interests of all Canadians, and isn’t lining their own pockets. Ensuring there is an ethical and strong alternative to the Trudeau Liberals is something Canada’s Conservatives are working toward each and every day.

The question of an election is a difficult one. Many folks have shared that a summer election is not appropriate, and it is important to ensure that the economic and fiscal consequences of the COVID-19 pandemic are better under-

stood, and investigations into the Prime Minister’s conduct have been completed. Overall, there is very little trust that Justin Trudeau and the Liberals will be fair players in a pandemic election.

Generally, a minority Parliament sees an election triggered by a loss of a vote of confidence in the House of Commons, something that has not happened because the Liberals have been propped up by the NDP. However, there is no enforce-

ment mechanism in place that would stop a Prime Minister from going to the Governor General to ask for an election to be called. If the rumours are true, it sounds like the Prime Minister will break his word and ask for an election in the coming weeks.

The timing of an election is supposed to reflect the democratic process — either the four-year fixed date or a confidence vote in the peoples’ House of Commons. However,

neither the will of the people nor the law has stopped our current Prime Minister from trying to do what he feels is in his political best interest.

As your Member of Parliament, you can count on me to work diligently each and every day on your behalf, regardless of the election speculation. And when an election is called, I will be proud to once again have my name on the ballot as your Conservative choice, ready to stand on my record and present a

plan that will focus on securing your, and East-Central Alberta’s future.

Obituary Obituary Karen Lynn Wright December 1, 1956 - July 24, 2021 Karen Wright passed away at the Mazankowski Heart Institute on July 24, 2021 at 10:30 p.m. Karen Wright was born Karen Lynn Annas in the Hanna Hospital, December 1, 1956, Hanna, Alberta.

Her parents were John Peter Annas, father, and Edna Annas, mother. John was born in 1931 at Scapa, Alberta on the farm, her mother, Edna Olson, was born at Dynant, Alberta, south of Tofield, in 1931.

Karen was educated in Hanna, Alberta and was privileged to be taught by John C. Charyk, the most noted teacher of mathematics in the province of Alberta. Karen went on to achieve a degree at Mount Royal College, Calgary in Business Administration.

Karen married Forrest Wright on September 7th, 1974, in Hanna, Alberta. They had two sons, Stuart Dean Wright and his partner Shawna Ogonoski, of Lethbridge and Christopher John Wright and Nicole Wright of Beaumont and their daughter and our granddaughter, Ania Alexander.

Karen’s career commenced in Edmonton with the firm of Gary Coskey and Associates, as an accounting technician. Gary Coskey often commented that even though Karen did not have a formal accounting degree she had the most natural accounting mind he had ever encountered. Karen went on to become the Chief Executive Officer of Crown Corporation in East Central Alberta where she served for over twenty years.

After Karen left her career as a CEO, she commenced a seven year odyssey in the research of her father’s genealogy. Karen and Forrest, with many of the distant relatives, mostly in the Wetaskiwin area, traveled across the Ukraine to visit where her father was born in the only Swedish village granted, by Catherine the Great, to the Swedes in the year 1774. At the culmination of her research she published a book, named “The Promised Land”, where she meticulously documented, in 530 pages, the story of her dad’s family going back to 1552.

Karen and Forrest shared a deep affection for music, mostly due to Forrest’s maternal Grandmother, Gladys Givens. They attended Handel’s Messiah with a special group of friends, over forty years at Christmas. Karen and Forrest were fortunate to travel extensively and attend many of the great music halls.

A service will be held for Karen Wright at the Mount Olivet Lutheran Church, 205 Fir St., Sherwood Height Park, Sherwood Park, Alberta at 2:00 p.m. on August 14th, 2021. At a later date with Forrest, our two sons with spouses, and a family entourage, will inter Karen at the Hanna Cemetery.

August is the Theft From Vehicle and Theft of Vehicle Awareness Month, and the Tofield RCMP would like to provide the public with the following tips and best practices in an attempt to prevent theft of Motor Vehicles or Theft from Motor Vehicles.

“Here are some of the best practices when it comes to protecting theft from or of motor vehicles in the community,” said Sgt. Lee Knelsen.

• Do not leave any property in your vehicle – or expect to find it gone when you return later. Thieves will break in for as little as a few coins or a cigarette lighter. If you absolutely must leave items in your vehicle, secure them in the trunk as many thieves routinely check the glove box and under the seat

for hidden items. Typical items stolen from vehicles include purses, wallets, credit cards, GPS units, passports, house keys, cash, clothing and sunglasses.

• Do not leave any personal identification – in an unattended vehicle or you could become a victim of identity theft. (includes drivers license, financial documents, credit/debit information or any mail that could identify who you are) Often, the thieves are taking only identification and credit cards from purses, but leave the purse behind and the owner may not realize a theft has occurred until much later. Once armed with a few cards, thieves are able to then apply for, and receive loans in your name, additional credit cards, and cash advances.

Reeve concerned about berms obstructing view for drivers outside of Tofield Patricia Harcourt Beaver County Reeve Jim Kallal expressed concern at the August 4 council meeting that berms were obstructing site lines for drivers at an intersection east of Tofield.

Construction at the corner of Highway 14 and Secondary Highway 834 has resulted in berms running on the west side of the secondary road that Kallal felt was obstructing the view, and may cause accidents since other vehicles are not visible.

(Division 3) said he felt “that corner will still be an issue in the long term.”

Darby Dietz, superintendent of public works, told council that there is topsoil piled up at that site that will eventually be flattened out.

He did note, however, that “sometimes berms are left so people don’t blow through the intersection,” in other words they will slow down to check because they can’t see what’s coming.

“So the driver knows he can’t see both ways so he will slow down,” said Dietz, adding this “could be

part of the design features.”

But Kallal, who represents Division 2, felt the berms might be dangerous if left in place.

“It’s just that it’s a real long curve (there),” he said, adding he “just doesn’t see” commercial trucks slowing down for safety then speeding up again.

Dietz said the design concept would work more “for regular traffic,” agreeing with Kallal regarding the trucks.

Kallal added that “people travelling highway speeds and having to stop” was a safety issue for him.

The speed limit will be down-

graded to 50 km/hr, said Dietz, and the flashing lights at the intersection will remain.

He and Community Peace Office Trent Kenyon planned to meet with Alberta Transportation that afternoon “to go over what the site lines will be when completed.”

The construction at the intersection west of Tofield is designed to move the 834 so it will no longer run through the west side of town.

The highway is designated as a high load corridor with many large loads heading north that currently have to travel past the elementary school in Tofield.

Roadside Mowing Program expanded to certain routes Patricia Harcourt Beaver County councillors addressed concerns about overgrown vegetation in ditches at the Aug. 4 council meeting.

However, instead of going back to a policy of mowing roadsides everywhere, council agreed to expand mowing to include bus routes, collector roads and resource roads for safety reasons. The work was to be completed by October of this year.

To facilitate that work, the motion included the purchase of a wing mounted mower from Capital Industries.

However, Councillor Barry Bruce felt it was too late in the year to start mowing after talking to residents in his Division 4, saying “they are unanimously not in favour… It’s still putting lipstick on a pig,” adding the farmers are now out silaging.

They would rather the division get three inch crush to put into the black

boils (holes) in the roads instead of mowing, he said. Council later agreed to doing this in that division with grader operators “using their discretion on spreading the crush.”

Bruce said this “would be more permanent,” in keeping up the roads.

Division 5 Councillor Dale Pederson said he has received no calls in his division regarding the need for mowing, stating concerns have been raised about the deer that come to eat “the tender stuff” in the high grass later in the year.

“I don’t think it’s a necessity in the east end,” he said, other than what is already being done.

Deputy Reeve Gene Hrabec (Divison 3) asked how the collector roads are chosen. To that, Agriculture Fieldman Mike Bates said these roads are based on a traffic study conducted in 2013. Bus routes are based on what the school division sends the county, and these can

change every year.

Councillor Kevin Smook (Division 1) said: “The goal of council was to address the clover in the roadside ditches, and the question was if mowing would prevent that.” But he noted that, in the west end, “we get our ditches done,” and he doesn’t get calls or complaints about this issue.

Bates said that there are “a lot of places we can’t spray,” such as sloughs and bodies of water.

“Where there’s water there’s wildlife,” so mowing would be the only way to knock down the clover and sow thistles instead of spraying chemicals.

Hrabec said the previous two years were so wet spraying couldn’t be done “as the water was everywhere.” He noted that the grader operators know where the clover is located and there is a lot in his division along with the water.

Bates informed council that the

October 2021 timeline for expanding the mowing program to bus, collector and resource roads “relies on having another mower.”

Discussion of hitting deer also took place, with Kallal saying this mainly happens in the spring and fall. “Most deer are hit on highways not rural roads,” he said.

The motion to add the extra mowing routes and purchase another mower was passed unanimously.

However, the next motion to have three inch crush added to Division 4 black boils on the roads in lieu of mowing was a split decision.

Hrabec and Smook were against the move and voted against it.

Smook said that, although he respected Councillor Bruce and wants to see improved roads, he felt a mowing program is what was needed.

Kallal supported Bruce, stating that he, too, has received calls from ratepayers as Bruce has done.

Beaver County councillors revisit mowing policy Patricia Harcourt After passing a motion directing administration to mow bus routes, collector roads and resource roads before October, council revisited the roadside mowing policy.

The issue came to the forefront due to concerns about vegetation in ditches since council no longer mows every roadway.

Ag Fieldman Mike Bates’ initial question to council in his report asked if all local roads should be mown at least once annually, which would be a return to the previous policy.

“I’m satisfied with the way it sits,” said Dale Pederson (Division 5).

But Division 4’s Barry Bruce said: “The mowing program we used to have was quite equitable,” with all the divisions treated the same. “They all got mowed,” he said, adding that “the biggest complaint was with the timing” of the mowing.

Bruce said it seemed too late in the year to start mowing the bus routes, collector roads and resource roads. “Nobody would do it with their lawn,” he said, adding that it should be left alone if not done before August 1, although he agreed to having the school routes done.

Bates replied that the reason the subject is being raised now is “to get direction on future planning.”

Councillor Kevin Smook (Division 1) spoke in favour of a universal mowing

policy. “I think all roads should be mowed annually,” he said, noting that the west end of the county has 60 per cent of the population.

Smook said that “everything west of Highway 834 is mowed,” and he didn’t want that changed. He thought cutting the vegetation late in the year would still help prevent with snow removal in winter.

“This is one thing residents can actually see the visual of,” he said, work showing “bang for the buck.”

But Deputy Reeve Gene Hrabec (Division 3) said “the reason we changed the policy was because it was flawed,” recalling animosity between two divisions regarding which should get mowed.

“That is something that the public sees,” he said, “if two divisions don’t work in unison.” He added that “the weather wasn’t our friend last year at all,” resulting in water in the ditches fostering growth.

He challenged administration, including agriculture and public works, to come up with a solution.” Doing the bus routes, collector roads and resource roads is a good solution, but Hrabec asked if it is the best.

“True, we waited too long,” to start mowing those roads, but “that’s what happens when we are reactive (instead of proactive).”

The Successful Tenderer will be notified in writing.

has failed to act on it.

“In the last three years we have been blowing the public engagement horn but we didn’t do nothing,” he said, adding he wasn’t trying to be critical “but council has to take some of the blame…because we didn’t do anything with the policy.”

Council must be more proactive because calls in his division are about being able to graze cattle in county ditches due to the drought, not mowing.

“I think we will have to be more proactive because it’s going to be bad, bad,” he said. “Some are getting rain but the central areas (of the county) are not getting rain.”

If the county keeps cutting levels of service, then more public engagement is needed, he said.

Reeve Kallal said not mowing means a fire hazard and problems for the grader operators, and wondered about modifying the policy to include the east end of the county.

Bruce felt it was a safety issue to mow so late as grass, hay and clay from the ditch can be left on the road. There was so much grass left on one road he drove down that he said “you could bale it.”

“That’s what happens when mowing is done too late,” he said, calling it “a fool’s error.”

Bates said the mower recommended for purchase (which council agreed to buy earlier) puts the grass back into the ditch once it is cut. With other cutting methods, “sometimes there’s just no

avoiding it.”

Kallal said it is also difficult to mow in the spring with all the gravel in the ditches. “It’s a tough call,” he said, asking administration to bring back a policy for cutting along roadsides of bus routes, and resource and collector roads.

But Hrabec said “there’s a lot more to the discussion,” noting that council had only discussed one point of the report’s questions.

Discussion on the last question to council “will be an eye opener,” he said.

That question asks: “Is Council open to exploring contract mowing in future years? If the scope of work remains low, it may be more economical to contract the mowing of county ditches.”

“I’ve heard from employees that don’t like the contracting out,” said Hrabec.

“We need to have everybody included in the engagement process.”

Bates replied that contracting out work “depends entirely on how much we are doing,” such as costs per mile and how many miles being done.

Other questions included whether to mow only certain roads in the county, or if the level of service should be equitable across the county.

Kallal’s motion regarding the need for administration to bring back a policy including the agreed upon new routes for mowing was passed. Other considerations could also be included dependent on council’s responses to the administration’s queries.

The locations and costs of improvements are as follows: • Mile 196.7 (Main Street in Bruce) with improvement costs of $26,384 • Mile 197.16 (SH 857) with improvement costs of $17,984 • Mile 232.39 (SH 630) with improvement costs of $20,295 • Mile 204.44 (Twp Rd 492) with improvement costs of $0 (nil) The County will be responsible for 50% of the annual maintenance fees at the above crossings once the improvements are complete.

The County is seeking to fill the following positions on Election Day, October 18, 2021: • Deputy Returning Officers (Viking and Kinsella voting stations) • Stand-by workers (all areas of the County) For more information and an application form, go to www.beaver.ab.ca.

Council withdrew its train whistle cessation request at Mile 205.14 (Rge Rd 161) because the cost of improvements exceeded $500,000.

Construction Update

The next step in the process is to sign funding agreements with CN. The agreements are being prepared by CN and if they are submitted to the County in a timely manner, the improvements may be completed this Fall.

Over the next few weeks, Range Road 132 from Parrish & Heimbecker to Township Road 482 and Township Road 482 from Range Road 132 to Highway 36 will be having spot repairs done.

ASB Scholarship

During this construction phase, portions of the road may be closed to allow crews to work safely. Please use another route. Detours will be posted or be cautious when you need to drive through construction zones (local traffic only). Beaver County's goal is to provide a healthy, injury free work environment for all employees, contractors, visitors and general public. Already this year we have had people exceeding the posted speed limit through our construction zones, endangering staff, contractors and the public.

To help promote agriculture as a career choice among our youth, the Beaver County Agricultural Service Board sponsors an annual scholarship for students who are pursuing a field of study related to the Agriculture Industry. The scholarship is open to all students graduating from Tofield, Ryley, and Viking High schools that are enrolled in a post secondary agriculture or agriculture related program, of two or more years in length. Proof of enrollment will be required.

The scholarship awarded is in the amount of $ 500.00.

Deadline for application submissions is September 1, 2021.

There are potential hazards to the public and vehicles during the construction process.

This can include heavy machinery, dust or mud, road material such as gravel, asphalt coatings and rock chips.

Public Hearing: Surface Drainage Bylaw Beaver County Council has given first reading to a Surface Drainage Bylaw and is now inviting public input.

AAAF Memorial Bursary The Association of Alberta Agricultural Fieldman, as an ongoing tribute to active or retired AAAF members who pass away, and in the spirit of continuing education valued by our Association, created the AAAF Memorial Bursary.

The bursary is intended for students continuing their education in a College or University program that focuses on Agriculture or Environmental Science. One $ 1000.00 bursary is available annually for each of the 5 Provincial regions of the AAAF. Application submissions must be received by September 1, 2021.

Blowdown Notice The County has received notification from TC Energy that it intends to conduct “blowdowns” on its natural gas pipeline in SE 2-49-13-W4. The blowdowns are necessary to release natural gas so that maintenance work can be performed on TC Energy’s facilities.

The timeframe for the blowdowns and maintenance activities is August 11 – 24, 2021. If you live near the blowdown area, you may hear a loud roaring sound for approximately 15 minutes each time natural gas is released.

The Surface Drainage Bylaw will enable the County to investigate drainage-related complaints wherever the County has jurisdiction over drainage and waterbodies. This applies primarily to the registered subdivisions in Divisions One and Two. Surface water diversions on agricultural lands remain under the jurisdiction of Alberta Environment and Parks and may require an authorization from Alberta Environment and Parks.

The County’s Surface Drainage Bylaw prohibits the alteration of the surface elevation or grade of any property (public or private) if such work creates a nuisance or danger, adversely affects the stability of a slope, alters an on-site storm water management system, or alters the elevation of an adjacent property. The Bylaw also restricts naturally occurring drainage features or easements from being filled, drained, or redirected.

Enforcement of the Bylaw includes the power of a County Designated Officer to enter onto the property (after reasonable notice is given) to carry out an inspection and obtain information. The Designated Officer may issue a fine for contravention of the Bylaw and/or may issue an Order to a person to return the property to its original state. The costs incurred for the remediation action are the responsibility of the landowner or the person who caused the contravention.

Alberta RCMP promotes safe driving practices for new motorists Moush John Tofield Mercury

With Alberta reopening and summer travel resuming, there is more traffic out on our provincial roadways – including new motorists. The Alberta RCMP encourages motorists who have recently received a learner’s licence or a probationary graduated driver’s licence (GDL) to adopt safe practices as they become more comfortable and confident in the driver’s seat.

“Both new and experienced drivers are responsible for understanding and following traffic laws,” Supt. Gary Graham, Alberta RCMP Traf-

fic Services said. “Implementing safe driving practices can reduce the risk of collision and serious injury.”

New drivers are reminded of the following safety tips: • Do not travel with more passengers than seat belts.

• You must have a blood-alcohol level of zero when driving. Never drive under the influence of drugs or alcohol.

• Driver’s with a learner’s licence must be accompanied by a fully licenced (non-GDL probationary) individual. The individual must be 18 years of age or older and seated beside the driver

(Govt. of Alberta, 2021).

• Obey all traffic and speed signs. Entering a construction or playground zone? Slow Down.

• Be aware of your surroundings and practice defensive driving.

• Before heading out on long trips, be sure to communicate your destination and anticipated arrival time with an adult.

• Ensure your vehicle is in safe operating condition before hitting the road. Your ride is your responsibility.

• Do not drive distracted. Keep your focus where it needs to be – on the road.

• Do not set the 'Home' function on your GPS device – to your home address, but rather to a nearby intersection, thereby not allowing the suspects to know exactly where you live.

• Do not keep your garage door opener in your vehicle – along with any identifying information as this could result in directing the suspects directly to your residence.

• If you have a garage, use it – all the time when parking at home.

• Always wait for an automatic gate to close behind you – when entering or leaving a controlled parking area.

• Do not keep spare

keys to your vehicle in the vehicle – Police see this happen all the time.

What would have been the theft of some change in the ashtray, turns into a theft of a vehicle.

• If you see any suspicious persons or activities near a vehicle, call the police immediately – Report suspicious activity while it is happening. Try to get a description of the suspects and their vehicle (including license plate).

Do not confront the suspects. Let the police determine if it’s a crime in progress.

• People often fail to report suspicious activity while it is occurring – because they don’t want to be embarrassed if their suspicions are unfounded. The po-

lice prefer that you call in suspicious activity so it can be investigated, resulting in criminals being apprehended and further criminal acts prevented.

• Park in open, visible areas – Avoid parking behind fences and hedges.

• At home, light your driveway at night – Elsewhere, park in well lit areas near pedestrian traffic.

• Record the serial numbers of all items of value – The serial number is the best way police have of tracking property and returning it to the rightful owner.

• When fuelling your vehicle, ensure that you have your vehicle’s key with you – at all times and lock your vehicle when you go in to pay.

April 25, 1938 - Aug. 6, 2021 June Jabs of Tofield, Alberta was born in Wetaskiwin on April 25, 1938. She passed away on August 6, 2021 in Tofield at the age of 83 years.

She is survived by her daughters Karen (Andrew) Patterson and Barbara (Kevin) Ray; 3 grandchildren Justin Ray, Dallas Ray, Shawna Ray; 1 brother Norman; brother-in-law Len Humbke; sister-in-law Anna Bohl; numerous nieces, nephews, relatives and friends.

June was predeceased by her husband Fritz; sisters Patricia Humbke and Marjorie Sjoberg.

A memorial service will be held at 11:00 a.m., Saturday, August 14, 2021 at Bardo Lutheran Church in Tofield (5609-48 Street) with Rev. Kevin Langager officiating.

Inurnment will follow at the Tofield Cemetery.

He is survived by his wife of 57 years, Jan; and children, Deanne (Jamie) and Brent (Pauline); grandchildren, Ashley (Ricky), Aaron (Sasha), Kayla (Ted), Braeden (Emma), and Justin (Maggie); great grandchildren, Ethan, Khloe, Beau, Alix, Mia, Ellie, and Weston; his siblings, Doreen, Bob, Rick, Maxine and their families; as we as numerous extended family, friends and neighbors.

David is predeceased by his parents, Edith and Roy Marler; and siblings Garnett, Minerva, Neil, Bernice, Reggie, Oma, Basil, and Allan.

David farmed along side Jan in the Ross Creek area for 52 years and retired five years ago. He loved his family and was a fair, loyal, trustworthy, and firm man, with a good sense of humor.

He loved playing hockey, fastball, and darts.

Cremation has taken place and no formal service will be held.
