“This legislation means RSCs will continue to be prohibited from operating with the intention of making a profit or be able to distribute surplus funds to its members,” informed Mr. Wynnyk on behalf of Alberta Municipal Affairs. “If such factors exist within a regional service delivery model, other corporate structures, such as municipally controlled corporations, may be more appropriate.”

Breau added that BMS is looking to get this process done through the MCC Steering Committee at the earliest.

“Through the MCC Steering Committee we are looking to expedite the resolution votes,” he said. “This is being done to ensure we can eliminate legal risk, continue to provide revenues back to municipalities to fund local priorities and protect ratepayers in the region.”

For several years, BMS, municipal administrations, and member councils have been studying the need to transition from a re-

gional services commission to a municipally controlled corporation.

Unlike an RSC, a municipally controlled corporation (MCC) is a for-profit entity that is owned by a municipality or group of municipalities that is allowed to provide dividends back to the shareholder municipalities.

Public hearings on whether to establish Claystone Waste have occurred in each BMS member municipality throughout June and July.

The majority of concerns from residents have not centred on the

proposed organizational structure or nature of the MCC but have focused on ongoing operational issues.

BMS is currently completing a ‘What We

Heard’ report to respond to items raised by residents at the public hearings.

In response to the legislative changes impacting BMS, member

municipality councils are now looking to schedule resolution dates to formally approve or disapprove the founding of Claystone Waste prior to Sept. 1.

This past week the Tofield RCMP responded to 22 occurrences, including three traffic complaints and one 911 hangup. The K Division Traffic Unit along with Tofield RCMP members issued 52 violation tickets for various traffic, vehicle equipment and liquor offences.

ple tools and equipment were stolen, and attempts were made to steal a truck located inside the shop but the attempt was unsuccessful. This case is still under investigation.

At 9:18 a.m., careless driving was reported in rural Beaver County on country roads; this was for information purposes only.

At 9:45 a.m., a complainant reported that he fell victim to a computer/phone scam. Several hundred dollars were withdrawn from the victim’s bank account.

This matter’s still under investigation by the bank and its fraud department.

At 9:35 a.m., reports of a possibly impaired driver operating a super

B semi were received.

The vehicle was located and stopped. The tank were empty and it was possibly being pushed side to side by the wind on Hwy. 14.

At 6:30 p.m., a threeyear-old child was reported missing to the Tofield detachment.

However, while the parent was on the phone, the child was located in the camper behind the house safe and sound.

At 8:07 p.m., a Tofield detachment member succeeded in locating a stolen truck from the Camrose area. One arrest was made, and custody of the accused was turned over to the Camrose RCMP detachment members.

On July 29 at 8:22 a.m., report of a roadside assault between a male and a female on a secondary highway was received.

Tofield member attended, however all parties had left the scene.

The witness did not stop, and had very little information.

At 11:15 p.m. that day, report of a possible stolen vehicle was received by the detachment. Tofield RCMP members checked the vehicle, which was not reported stolen. The owner stated that the vehicle was having mechanical problems, and would have it towed.

Loose Ends: Bugs in the wild

There’s a problem with our newly built gazebo.

No, it isn’t falling apart already – stuff like that doesn’t happen when Hubby is at the helm.

The problem is that it isn’t portable. Even if we had a flatbed to pull behind the trailer, making us a very odd convoy, the gazebo, with its lovely screened windows and door and that neat little beanie on its head – called a cupola it is firmly attached to the octagon deck. That thing ain’t going nowhere. This means we can’t take it with us on our annual camping trip - where there will be bugs.

Anyone who has ever been camping will tell you that bugs in the wild are not anything like the ones we encounter at home, as pesky as those may be. Bugs out in nature are bigger and nastier and travel in packs.

They believe that we’ve encroached on their domain and need to be punished. They will pester us until we give up and flee – the sooner the better. Since it is necessary to reserve a campsite in advance, leaving

That means we, well I will likely have to stay in the trailer a lot, something I’ve been looking forward to not doing.

We have a bug tent but it is a very poor cousin of the gazebo and mostly becomes a gathering place for wasps, mosquitos, spiders of outrageous proportions and swarms of flies, some that bite and others that just like to nest in your

ears, and beetles with wings that remind me of baby pterodactyls. I can hear them laughing as I try to skin through the zippered entrance with them hitchhiking on my clothes and in my hair.

Then I’ll be harassed – chewed to bits – by fistsized mosquitos and terrorized by aggressive wasps demanding that I share my iced tea, until I make a beeline for the trailer faster than . . . well, as fast as this pudgy body of mine can

At 10:09 a.m., reports of a possible impaired driver on Hwy. 14 westbound was reported.

Witness had passed the suspect vehicl and wasn’t able to obtain the license plate number. Patrols were made, but suspect vehicle wasn’t located.

At 10:16 p.m. that night, a complainant reported a possible stolen truck and trailer at a local Tofield gas station, having seen the truck on a social media website.

Tofield detachment members located the truck and performed a vehicle stop.

The vehicle that was stopped was not stolen, nor was the trailer.

On July 31 at 9:34 a.m., Tofield members were called to a rural area to settle a dispute between two men yelling at each other. RCMP were called off prior to attendance as all parties had departed.

At 10:46 p.m., Tofield members were dispatched to remove a belligerent male at a local drinking establishment.

Once told, the male departed on foot prior to police arrival. No further complaints were received.

On Aug. 1 at 9:47 a.m., Tofield member was dis-

patched to an assault complaint between two ex-partners. The accused in this matter has been arrested, and charged ac-

rural area. On investigation it was revealed that it was only fireworks. No charges have been warranted in this matter.

Timing is everything. How many times in a person’s life has the path been altered simply because of timing?

How many friends and relationships were not to be, because the timing wasn’t right? How many jobs were lost because of poor timing?

Inexact timing is what has happened to Conservative MP Pierre Poilievre, and consequently it has also happened to Canada.

With the Federal Conservative leadership race winding down this month, and the Canadian Right about to choose someone to replace Andrew Scheer, there will be a lot of “what might have been” thoughts among Canadians because of Poilievre

not being in the running.

Many people have seen the Ottawa MP on the main stage asking tough questions to Liberals in Parliament, and most recently his deadpan, no nonsense (unanswered) questions to PM Trudeau regarding the shifty WE Charity scandal last week.

“It’s not that I want to do harm to the people of the other parties,” said Poilievre, “but I deeply care about what I am doing and when I think they are doing something wrong – then it matters to speak out.”

Poilievre has been gathering fans across Canada because of his tough, forward approach, with thousands on social media stating what a shame it is that he isn’t running to be Conservative leader.

The 41-year-old politician began a drive toward this goal after the October election, but opted out of the race despite great national sup-

port back in January, citing reasons stemming from having a wife and one-yearold daughter.

He said a good friend advised him to write two letters to his young daughter; one telling her why he did run, and the other telling her why he didn’t run for Conservative leader and potentially Prime Minister.

“The letter I wrote to her deciding not to run was a better one,” Poilievre said

after making his decision. “One day I hope she reads it, and I hope she agrees.”

Poilievre has an impressive record for a relatively young person. The adopted son of school teachers in Calgary, he studied international relations and commerce at the U of C. In his early 20s he was writing policy for Jason Kenney, and was a full time assistant to Stockwell Day and the Canadian Alliance Party.

In 2004 at the age of 24 he defeated Liberal Cabinet Minister David Pratt to win the seat as Member of Parliament in Napean-Carleton. Since, he has won by large amounts in 2006, 2008, 2011, 2015 and 2019.

Poilievre had many achievements with the Harper government and proved to be a fast learner and climbed up quickly through the political system.

He is now the Shadow Finance Minister for the Opposition Con-

servative Party.

As we have learned with the quick demise of Mr. Scheer, parties which lose elections rid themselves of leaders. Perhaps if the newly chosen Conservative leader, like Scheer, cannot defeat the Teflon Prime Minister in the next election it will finally be the right timing for Mr. Poilievre. Until then, it is certainly fun watching him make members of the government sweat.

On Tuesday afternoon, Aug. 4 it was announced there are 1,191 active cases of COVID-19 in the province of Alberta.

Even before the announcement however, residents in Tofield, Ryley, Holden, and Viking have been overwhelmed with the spike in cases.

“There are no specific restrictions in place at Alberta Health Services (AHS) healthcare facilities in Tofield and Viking at this time, however we are carefully monitoring the situation,” said

Heather Kipling, Communications Director – Alberta Health Services (AHS) for the central zone. “Since the beginning of the pandemic, AHS healthcare facilities have followed and continue to follow rigorous infection prevention and control standards. All healthcare workers are asked to self-assess for COVID-19 symptoms and exposure risk using a screening tool before reporting to a site for their shift, and our frontline teams are practicing continuous masking while at work.”

She added that any patient with symptoms, or

who has tested positive for COVID-19, is isolated away from other patients, and stringent visitor restrictions are in place, minimizing any risk of transmission from outside of the hospital.

“We understand people may feel anxious to visit the emergency department and want to remind county residents that our hospitals and emergency departments, and the services facilities provide remain a safe place to come and to receive care – there is no increased risk to patients coming to hospital,” Kipling explained.

“We’d also like to remind

residents that all Albertans are eligible for COVID-19 testing, whether experiencing symptoms, or not. Expanded testing is an important part of the effort to contain COVID-19 in our province.

“Testing, which is done via a throat swab, will tell you whether you had COVID-19 at the time your swab was taken, even if you were not showing symptoms at that time. Testing will not tell you whether you have previously had COVID-19. It will also not tell you whether you Continued on Page 8

“As Alberta continues to relaunch, it’s important that we all continue to take precautions to protect our family, friends, and community,” she added. “It is important we do not let our guards down, and remain vigilant in our efforts to combat COVID-19. We are in this together, and we will get through this together.”

Kipling stated further that AHS is investigating a number of COVID-19 cases in Hutterite colonies within the province, and there is minimal risk to the general public.

“We are working closely with the Hutterian Safety Council and individual colony leadership to support COVID-19 contact tracing and further reduce the impact of COVID-19 on the colonies,” she said.

“Colonies with confirmed cases in Alberta are working closely with AHS and Alberta Health.”

According to Kipling,

health officials are in close contact with all those impacted to limit spread and protect the public health.

“Contact tracing and testing are underway of anyone who may be at risk, and we are not releasing specifics about individual cases in order to maintain patient confidentiality; nor are we releasing detailed breakdowns of cases by particular religious groups or communities in order to maintain patient confidentiality and protect against discrimination, including colonies. The individual communities are free to comment further as they see fit.”

She noted that these are difficult times for everyone in the province and around the world.

“Nobody is to blame and it is more important than ever to be kind and supportive of one another. It is understandable that people have concerns and fear as we deal with the COVID-19 pandemic. But, we should not allow those fears to harm others in any way. We must all work together and support each other every day until this worldwide health issue is no longer a threat.”

67 active cases of COVID-19 in county, all in east Patricia Harcourt The number of cases of COVID-19 is on the rise in local rural areas which fall under the jurisdiction of Beaver County. Most of the increases are in the east end of the county, called “Viking region” on the Alberta Health Services interpretive tracking map.

Beaver County has confirmed it has been in contact with Alberta Health Services over these cases, an indication that they are happening in rural parts of the county not in the urban areas.

In fact, Viking Mayor Jason Ritchie stated last Friday that the town has not been contacted by AHS, an indication that the new rise in cases is not originating there.

This has also been confirmed by Beaver County Reeve Jim Kallal, who said: “Beaver County is experiencing an increase in the diagnosed cases of COVID-19 (and) relies on AHS to update us on a regular basis…

“The county has taken the pandemic very seriously and would ask all of our residents to maintain social distancing and wear a mask when at all possible. This is not the time to be cavalier…about the pandemic.”

AHS statistics put the outbreak in Beaver County at 80 cases overall as of Aug. 3 with 67 active and 13 recovered.

The “Viking region” of the county has all 67

active cases with six recovered for a total of 73.

This region has been placed on a “watch” status.

The Tofield region in the west side of the county has no cases at present with seven previous cases recovered.

Indeed, the county stated in an update that, “The general population in Beaver County Region is not at risk.”

It has been widely speculated the outbreak is related to one or more hutterite colonies in the area, but that has not been confirmed publicly by Alberta Health Services. Many advocates have warned against discrimination, however, as afflicted colonies from Alberta to Manitoba are said to be taking necessary precautions to limit the spread to nearby communities.

“Alberta Health Services and Beaver County administration continue to stay in touch as the number of COVID-19 active cases increases,” stated Assistant CAO Margaret Jones. “We are pleased to see only a small number of new active cases overnight. The number of active cases is now 71 (as of Aug. 1).” (Editor’s Note: That number has since dropped to 67 active cases as of Aug. 3.)

“Alberta Health Services is confident that the outbreak is under control,” stated Jones.

“The cases come from a known source and the affected people are cooperating with AHS to increase testing amongst close contacts and follow the AHS guidelines for cleaning and disinfecting

and physical distancing.

“The includes self-isolation and quarantine where applicable.”

Jones also urged: “Above all, please show kindness to your neighbour. People who have contracted the COVID-19 virus did not do so with intent and they need our compassion and support at this time.”

Reeve Kallal echoed this word of caution: “We all must realize that cases should be kept confidential,” he said, explaining why the outbreak sources have not been identified.

“And as of this week we have closed our county office to the public after a brief reopening that allowed virtual distancing and limited access previously allowed.

“We see numbers increasing and likely will go back to closed door virtual meetings after the discussion in council tomorrow,” he said, referring to after Aug. 5’s county council meeting.

“The good news is there has been no loss of life here in the county because of the pandemic and there have been numerous recoveries,” he added.

“County councillors, management and our employees are so thankful for our front line AHS health care staff, the leadership of Dr. Deena Hinshaw and our own Beaver Emergency Services chaired by Deputy Reeve Gene Hrabec and managed by Al Weiss right here in Beaver County,” Kallal noted.

Stimulus funding expected to boost county Patricia Harcourt Beaver County Reeve Jim Kallal expects the recently announced $500 million municipal stimulus program could benefit the county, and its residents, to the tune of about $700,000.

Alberta’s government is providing municipalities with $500 million in additional funding to build shovel-ready infrastructure projects starting in 2020.

The province claims it will provide “thousands of jobs as part of Alberta’s Recovery Plan.”

There will also be $233 million in federal funding that the province will match to support municipal operating costs during the pandemic.

This stimulus program will boost municipal infrastructure funding by 30 per cent, states the provincial government, and create 2,500 jobs for projects beginning either this year or next.

“Council has not discussed the stimulus (program) yet,” stated Reeve Kallal.

“But it looks like we are eligible for approximately $700,000 if the formula is per capita.

Council will discuss the projects (the county wants to put forward for funding) tomorrow,” he said, referring to the Aug. 5 county council meeting.

However, as the county is getting funding for its infrastructure, other funds are being taken away by another provincial initiative.

Kallal said the county is very concerned about

the province’s new tax formula that will take funding out of the county’s pockets to give it back to the oil and gas companies which are hurting due to a collapse in that sector of the economy.

“The biggest concern for council is the new suggested tax formulas for reducing tax with the oil and gas sector and putting a heavy tax burden on residential and agriculture,” he said.

“This will certainly become a very debated topic in the very near future.

In the meantime, county council will also be discussing the possibility of declaring an agricultural disaster designation for the county due to the flooding issues and road damage as a result of the wet spring and continuing wet summer.

Recent Beaver County meeting highlights Beaver County Council held its last meeting on July 15. Here are some of the highlights of the meeting which was held in the Ryley Community Hall: Bylaw 20-1078 – Road Closure Bylaw Plan 146 E.T. is the undeveloped portion of Third Avenue located west of Queen Street in the Hamlet of Bruce and between two parcels owned by the applicants. The applicant has occupied and maintained the undeveloped road for many years and would like to include this in their titled parcel. First reading was passed on February 5, and a public hearing was held on May 20. No objections arose from the public hearing. The Minister of Transportation approved the bylaw on June 12, 2020. Council passed second and third reading of Bylaw 20-1078.

Request to Name a Road The family of the late Marion Chubaty requested that two miles of Township Road 522 between Secondary Highway 834 and Range Road 192 be named Chubaty Way. The request was referred to landowners of property along the proposed route for comments.

At the May 6, 2020 council meeting, council considered the comments received. Of the nine affected landowners, one responded in favour and one in opposition. Council tabled its decision until the matter could be discussed with the Town of Tofield in the event that the town wished to bestow a similar honour on the Chubaty family.

At a Tofield Intermunicipal Committee meeting, the town advised that it had in the past, allowed the purchase of a memorial bench with plaque to honour a significant person. The applicant is responsible for the cost of both the bench and the plaque (approximately $3,000).

Council passed a motion to deny the request to name two miles of Township Road 522 between Secondary Highway 834 and Range Road 192 to Chubaty Way. Council also passed a motion directing administration to review the Fee for Services Bylaw with respect to the Road Naming Fee and bring it back to a subsequent council meeting.

2020 Backsloping Program Administration received one backsloping application before the May 31 deadline. The landowner has requested that approximately 150 metres of backslope be cleaned up and levelled as a result of the county’s mulching operations in the fall of 2019. The landowner requested the mulching.

Council approved the 2020 backsloping project, to be scheduled after the remaining 2019 backsloping projects are complete, as resources permit.

2020 Landflood Control Contract In 2020, Council contracted 2086391 Alberta Ltd – Shawn O’Shea to complete landflood control services on Beaver County infrastructure. The contract was scheduled to run from April to December 2020, with an allocated budget amount of $40,000.

The 2020 spring was exceptionally wet and there have been a number of problem areas that the contractor has had to respond to. In conjunction with Public Works, areas were identified and targeted so that damage to road infrastructure could be reduced.

If work levels continue and moisture levels persist, to the extent seen in May and June, there will not be sufficient funds left in the 2020 allocated budget for the program to continue. To allow for work to continue in 2020, administration recommended that additional funds in the amount of $40,000, be allocated to the Landflood Contract.

Ltd. Council also passed a motion that administration bring back a hybrid site specific Bounty Program, that includes other resources.

Public Hearing – Whisper Hills Estates – Lease to Telecommunications Company Council held a Public Hearing to hear objections or comments regarding the County’s intent to lease a portion of Plan 782 2156, Block 1, Lot 11MR in the NE 1951-19-W4 (Whispering Hills Estates) to a telecommunication company.

One member of the public attended the hearing, and there was one submission received regarding the county’s intent to lease a portion of Plan 782 2156, Block 1, Lot 11MR in the NE 19-51-19-W4 (Whispering Hills Estates) to a telecommunication company.

2020 Grader Tender Council approved the purchase of two new John Deere 872G motor graders with the 6YR/9000HR warranty from Brandt for a cost of $460,000 each, without snow wings, plus GST, to be delivered approximately 8-10 weeks after order.

Range Road 132 North of Township 482 Council approved a fall application of dust control for the residents (2) (200 metres) between Township Road 482 and Township Road 484 and further to approach P&H to consider paying for the dust control.

Bylaw 20-1090 – Redistricting Application SE 13-51-20-W4 The owners of SE 13-51-20-W4 have submitted an Application for Amendment to the Land Use Bylaw with respect to redistricting approximately 74.26 acres from Agricultural District to Country Residential District. The remnant of the quarter section will remain zoned as Agricultural.

The owner of this parcel would like to subdivide a 20-acre lot. However, this quarter section has already previously been subdivided three times. The land is located in the Moraine Residential Area and according to Section 2.11 of the Municipal Development Plan, the creation of four or more titled parcels in a quarter section will result in a multi-lot country residential subdivision. This will require the titled parcel directly affected by the subdivision to be rezoned from Agricultural to Country Residential.

Council approved first reading of Bylaw 20-1090 and will hold a public hearing at a subsequent Council meeting.

Request to Lease Plan 1670 TR Lot R1 – SE 13-51-20-W4 Administration received a request on May 4, 2020 from a resident who is interested in leasing the municipal reserve Plan 1670 TR, Lot R1 in SE 16-50-20-W4. The land is adjacent to the resident’s property and the purpose of the lease would be to use the land for recreational use such as a walking trail and/or horseback riding.

This land was advertised for tender for lease in March of 2020, however no bids were received.

Council passed a motion to schedule a public hearing regarding the County's intent to tender for lease the municipal reserve, Plan 1670 TR, Lot R1 in SE 16-5020-W4.

Black Nugget Lake Campground – Provincial Lease Council authorized administration to pursue a change in Black Nugget Lake Lease from a recreation lease to a miscellaneous lease, which would permit Beaver County to sub lease the campground property to an operator. Council also discussed the recent decision by the Provincial Government to open group camping, public showers and cookhouses in Provincial Campgrounds. Council passed a motion to not open public showers and cookhouses in Beaver County Campgrounds.

BRSD pleased to receive government support for PPE Moush John Tofield Mercury

As part of a number of new school safety measures to combat COVID19, it was announced by Alberta Education and AHS on Tuesday morning, Aug. 4 that mask use for Grade 4 to 12 students, and all school staff, will be mandatory when school returns for the 2020-21 year.

“The safety of our staff and students continues to be my number one priority. Since cancelling inperson classes in March and developing our school re-entry plan, we have been clear that we would continue to adapt our guidelines as necessary based on current medical advice,” said Adriana LaGrange, Minister of Education. “These new safety measures will help prevent the spread of COVID-19 in our schools, and we will con-

tinue to work with our school authorities to ensure they are equipped for a successful start to the school year.”

While mandatory mask use is for students in Grades 4 to 12 and all staff, all students and staff in public, separate, Francophone, charter and independent schools will receive two reusable masks from Alberta’s government.

More than 1.6 million masks will be distributed to 740,000 students and 90,000 staff. Additional single-use masks will be available at schools, if required.

“BRSD is pleased that there will be government support for PPE for both students and staff," said Diane Hutchinson, BRSD Communications Director. "We appreciate the financial support very much and consider the use of masks to be an extra layer of protection,

in addition to the other protocols we are implementing, to help ensure students and staff can feel safe at school.”

Mask use will be mandatory for staff and teachers in all settings where physical distancing cannot be maintained, the announcement stated.

Students will be required to wear them in all shared and common areas such as hallways and on buses. Exemptions will be made for students and staff who are unable to wear a mask due to medical or other needs.

Mask use for kindergarten to Grade 3 students will continue to be optional. Mask use for younger children is a challenge due to difficulties with proper fit and compliance. In addition, evidence shows that children under 10 may be less likely than older chil-

Tofield School grad costs run high with COVID restrictions Moush John Tofield Mercury

Despite heavy fundraising by Tofield School students, COVID-19 pandemic has led to each dollar being stretched for the graduation ceremony to be held outdoors on Saturday, Aug. 15.

“All decisions have been made in our weekly committee meetings,” said Principal Janice Muench.

“As many businesses can attest, planning any event during a pandemic comes with additional costs, and if anyone has any questions about the extraordinary costs, I can definitely address those. We are very proud of this year’s graduating class for their maturity in managing their graduation during this

unprecedented time.”

Tofield School will be one of the few in the province to be hosting a full graduation ceremony albeit outdoors.

“We are aware that this has not been an opportunity afforded to most students in Alberta,” Muench added. “Our ceremony will be outdoors and will be in compliance with all Phase 2 protocols; and we would not have been able to afford the event either if not for the generosity of our amazing community members.

Brian Schultz of Wild Oats and Notes has offered the venue at no additional cost; while Samantha Kelch, the main event planner along with Tofield staff Ms. Korpan have methodically

planned all of the details, equipment, and safety procedures.

“The costs for event planning were donated

by Sam, and Ravenwood was even willing to waive the insurance premiums for the Special Event Insurance,” Muench explained.

“Many of the vendors have given us significant discounts as they understand that we have a limited budget.

“Graduation is an important rite of passage, and for this reason we are very proud that we have so many people willing to work throughout the summer in order to make it happen. It will be first class, memorable, and most importantly it will be safe.”

Spring sports cancelled, hockey still a go for Tofield community Moush John Tofield Mercury

On any summer afternoon or evening, Tofield ball diamonds and soccer fields have been busy.

However, not this year.

Speaking to whether ball would be a go, Craig Neufeld, Tofield Minor Baseball President said, “Pretty much every medium to large association is back, running in some way. But smaller associations like ours and in every other league have decided to cancel the season.

“Players have either gone to larger areas, or have taken the year off.

We don’t have capabilities to run under Baseball Alberta guidelines at the moment; and it’s also much more expensive to use the diamonds and run the season for just potential practice!”

Soccer didn’t have a different story either.

“Although Canada Soccer had suspended all soccer activities throughout the country due to COVID19 as early as March, the Tofield Minor Soccer Association (TMSA) executive held off as long as possible in making a final decision for the 2020 outdoor soccer season,” said Alan Cahoon, Tofield Minor Soccer President. “It was only later that we arrived at a

unanimous decision to cancel our season.”

Cahoon said that TMSA had incurred various non-refundable costs associated with the 2020 online registration, and it was decided that all soccer fees would be fully refunded and any shortfall would be covered by Tofield Minor Soccer to be made up in future years.

“Work has already begun on taking appropriate steps to ensure that we will have a safe environment to play the 2021 outdoor season and we appreciate everyone’s patience as we work to provide a safe and fun environment for our kids

to learn, play and grow together.”

As of now, Tofield minor hockey is still expected to be on this winter.

“Tofield minor hockey will still be operating within the guidelines set out by Alberta Health authorities and Hockey Alberta,” said President Jason Pope. “Should circumstances change then Tofield Minor Hockey Association (TMHA) will revisit the situation. We will be following the latest return to play guidelines from Hockey Alberta and Hockey Canada.”

Some of these will include daily check in for

participants, possibly requiring participants to be dressed and in full gear to minimize time spent at the arena, and/or wearing masks when not participating in on-ice activities such as arriving at arena and leaving and having separate entrance and exit for participants to use.

“If there’s another outbreak of COVID that could prevent kids from going on ice,” Pope added. “We are hoping that all kids are able to participate in this season.

Possibly if some kids don’t pass the check-in routines they may not be able to participate for some time.”

Pope explained that so far this isn’t something that they have discussed as they are still hoping the season will continue normally.

“If the season were to be cancelled we would potentially look at what Alberta Health authorities are suggesting in conjunction with Hockey Alberta to determine if this is something that could even be possible; as of right now there is no drop-in activities available for anything,” he added. “We are also following closely and working with the Town of Tofield and the Agricultural Society to have a successful season.”
