World Suicide Prevention Day is Ryley community and surrounding areas came together to bid a fond September 10th farewell to the last graduating class of Ryley School – Class of 2020.

On Saturday, Aug. 29 the Ryley Community Centre came alive as 16 gradWorking together to the Prevent Suicide uates, and their friends and families celebrated milestone.

Graduates included – Juan Mira Arroyave; Kallen Burns; Jayson Forstner; Dylan Fuller; Cole Hellekson; Reilly Holowachuk; Evan Hunt; Delayna Koch; Logan Landrie-Budd; Mackenzie Larson; Reanna Neiley; Logan Oslund; Daniel Romaniuk; Cody Weight; Taylor Yeske; and Ethan Zemlak. , Master of Ceremonies was Brent Anderson, while valedictorian was Logan Oslund.

The ceremony started at 2 p.m., and commencement exercises kicked off with the processional.

Anderson addressed the graduates, welcoming each one on stage with introductions, followed by messages from dignitaries.

This was followed by valedictorian Logan Oslund’s speech.

Class historians Cole Hellekson and Daniel Romaniuk were next as they spoke about each of their classmates.

Rounding off the event was the presentation of diplomas. However, instead of a school representative handing their diplomas, each student received it from a parent.

During the ceremony, social distancing protocols were in place with each family sitting with their own group.

Anderson thanked the parent volunteers, and the Village of Ryley, acknowledging all those who had been involved in making the event a success.

May I say thank you to the Town of Viking administrator after watching the sidewalk sinking away at the front of one of our more historic buildings for some years now. I speak of the former Hilliker Store which was built as the new store for Hilliker Bros., who had first set up their General Store about one half mile to the southeast in Township 47, Range 13 - W4th. That store was known as Hilliker Bros. General Store at Harland, Alberta. The name Harland having come done from a Hilliker son by the name of Harland Hilliker.

In 1906 Hilliker Bros. made a massive commitment to the new Grand Trunk Pacific Railway Townsite by purchasing the lots located on Main Street where this two-storey brick building was erected, thereby serving notice to all the local settlers that Hilliker Bros. was committed to this new townsite which was officially noted by an Order in Council by the young Alberta Government in 1909.

This brick building served as the

local Opera House and a Court House, as well as other meetings held in Hilliker’s Hall. Then in 1936 a fire raged through the entire block in which Hilliker’s Store was located at the south end of the block. This grand old brick building was the only survivor in the entire block as that raging fire claimed the entire block taking the King Edward Hotel at the north end and devouring every building south to the Hilliker Bros. General Store. That store carried a food store line along with dry goods, millinery, ladies’ wear and men’s wear.

To watch this store in present day resting on the verge of collapse into a potential sink hole, as the sidewalk was dropping away, bothered me a great deal. Now perhaps with the tamping in place of under fill and a new sidewalk, along with the repair to the step in front, this is a great improvement to the Main Street of Viking. This repair was a common sense item requiring the proper attention of the Town of Viking, noting that we can now hope that the main floor of this historical commercial building may now be returned to a viable use.

I must say this is a great improvement to our Main Street.

LETTERS Modernization of municipal taxation would help Alberta prosper There was a time when Alberta’s economy was hot. It was fuelled by an active and growing energy industry. The result jobs were plentiful, businesses throughout the province grew, government revenue achieved record levels and we became the place to live and work in Canada.

Then slowly everything changed. The price for natural gas began to fall in 2008 and then oil prices plummeted in 2016.

Cash flows have dropped, share prices have plunged and access to capital has evaporated. Energy companies have been forced to cut spending and sadly thousands of Albertans have lost jobs. Industry has responded to find new, better and cleaner ways of doing things, with technology paving the way.

During these transitional times, municipal property tax revenues grew from $3.8 billion in 2008 to $7.4 billion in 2018 resulting in crippling property taxes that are paralyzing the industry.

The root cause of the problem is that assessments for oil and gas properties no longer reflect the true underlying value of property. The Alberta government has recognized this and is now reviewing options to modernize the municipal property tax assessment system to re-align assessments with the real value of the property.

Companies have gone bankrupt with property taxes being an underpinning cause. Other companies simply cannot afford to pay the tax burden anymore, resulting in more than $170 million in outstanding property tax bills.

Annual property taxes are intended to be a small percentage of the assessed value of physical assets. For a homeowner, our property tax is calculated based on the current market value of our house. If this assessed value is overstated, homeowners can challenge this to get it right.

This opportunity is not afforded to oil and gas companies. Assessments are regulated and formulaic and target to estimate a replacement value for the property. In contrast to the market value of a home, oil and gas properties inherently become less valuable over time. Production declines; equipment, like a car, gets older and depreciates in value; and as oil and gas property gets close to its end of life there are abandonment and reclamation obligations that need to be addressed. The current assessment process does not adequately reflect these facts.

When the property tax take is too high, projects are less profitable and investment goes elsewhere. But when industry can count on predictable and fair municipal taxes, we are left with our talent and natural resource to dictate our competitiveness and that is where Alberta can continue to be a winner.

Companies expect to and will pay fair taxes. The proposed changes to municipal property tax calculations do not exempt energy companies from paying this levy. It simply resets the assessment of property values to be responsive to today’s operations and inevitable changes over time and will more closely reflect the real value of property, the cornerstone of our property tax system.

With an updated assessment regime, municipalities will still administer their tax roll to match their needs. Well managed mill rates will protect existing jobs, create new jobs and balance the burden on industry and residents. It will help make Alberta’s resource development competitive and avoid situations like we have now where similar gas wells in our province are taxed at over 20 times than those in BC. The Rural Municipalities of Alberta have suggested that the four scenarios under review by the government will see a loss between $109 million and $291 million in 2021. The options will see some municipalities, particularly with primarily mature assets, experience a lower tax collection from industry but for others it could mean an increase to revenues.

In the short term, municipalities, just like every other Alberta business, will need to take a close look at revenue sources and expenses. As counties figure out the best way forward, it may be necessary to pull down from accumulated surpluses. The good news is most municipalities have an accumulated surplus that can sustain current spending levels for multiple years.

Correcting the municipal property tax assessment system now is a must - for everyone’s benefit. This change presents an opportunity for municipalities to connect with residents and engage everyone to help find the best solutions for our communities. Albertans will find creative and smart solutions – we always do.

Word on the Street: police intervene tenant/landlord dispute On August 31, police conducted a curfew check on a male who is currently on probation. The male was not at home as per his conditions so a charge is pending and a warrant for his arrest will be sought.

On September 1, police received a complaint of a landlord/tenant dispute. They spoke with all involved parties and tried to mediate the situation so it wouldn’t escalate. Police also advised them to contact the Landlord Tenancy office for direction on how to proceed with this matter.

That afternoon, police received a complaint of an attempted fraud. The complainant advised she had received a phone call from a male named Jerry who claimed he worked at the local pharmacy. He stated he needed to confirm some personal information before she could pick up a prescription for her

husband. When the male asked for banking information, the complainant hung up. “Jerry” is NOT an employee at the local pharmacy; but fortunately, the complainant did not provide her banking information so did not become a victim of fraud.

That evening, police received another call regarding the landlord/tenant dispute they had dealt with earlier in the day. They attended again, spoke with all parties, and advised them to keep the peace until this matter is dealt with.

On September 2, police attended a residence in Viking for a matter and observed a male with outstanding warrants in the home. The male attempted to hide in the house but was located in a closet and placed under arrest. He was remanded in custody and will be appearing in Vegreville Provincial Court this week to

answer to several charges of breaching his probation order as well as a new charge of obstructing justice.

On September 3, police received a complaint of a theft that occurred north of Viking. The complainant advised thieves broke the lock on his sprayer and stole a stereo. Police have no suspects at this time.

That evening, police received a complaint of a domestic dispute that had occurred earlier in the day. Police attended the residence and learned one of the involved parties had already left to stay at a friend’s home. The investigation into this matter is ongoing.

On September 4, police were advised of a bike that had been left outside of a business. Police have not been able to determine the owner of the bike yet.

That night, police received a complaint of a hit and run collision that had occurred on Highway 14. The complainant advised a small white car had crossed the centre line and sideswiped his semi tractor. Patrols were made and the vehicle in question was located a short time later in Tofield. The driver of the vehicle was arrested by Tofield RCMP and has been charged with impaired driving at their point.

Early on September 6, police were dispatched to a structure fire southwest of Viking. Once on scene, police learned the residence had been broken into and several items were stolen. The culprits also backed a van into an empty barn and the van caught on fire and the fire then spread to the barn, destroying it. The owners were not home at the

time. This matter is still under investigation.

Later that morning, police received a complaint of a possible impaired driver east of Viking. The complainant advised a male had driven into his yard and claimed he was lost. The complainant said the

driver appeared to be intoxicated and he noted several pill bottles on the passenger seat. The suspect vehicle left his yard and was later involved in a collision near Minburn. The driver was arrested by Vegreville RCMP and charges are pending at their point.

No active virus cases in Beaver as of Tuesday, one in MD of Wainwright Patricia Harcourt Editor

The news has been good for people Beaver County with no active cases of the COVID-19 virus reported as of

Tuesday, Sept. 8.

Of the 74 cases reported in the eastern half of the county, all 74 are now listed as recovered. In the western half of the county, the 15 cases there have also all recovered.

The M.D. of Wainwright has one active case out of 61 cases.

Of these 58 have recovered and there have been two deaths.

Food Bank needs expected to rise for fall Patricia Harcourt Editor

With fall-like conditions arriving over the Labour Day weekend, the need to stock up at the local food bank takes on more urgency to prepare for those who will need provisions as temperatures drop.

The Viking/Holden and Area Food Bank is in need of certain staples right now to stock its shelves for that eventuality. These staples include mac and cheese boxes, juice boxes, fruit cups, any school lunch foods and garden produce.

“We would be grateful for excess garden produce folks might have,”

said food bank Chairman and pastor at Golden Valley Lutheran Church Alvin Sorenson.

He advised that “it works best to contact Donna Congdon prior to bringing this (garden produce) in at 780-3362268,” or email at ldcongdon4@gmail.com.

Donna is the Food Bank site manager, who deals with incoming food and other issues regarding the food bank.

Garden produce needs to be distributed in a timely manner as a perishable item since the amount of cold storage space is currently limited.

At present, Sorenson said the food bank is

holding its own, but attributes that to the federal government’s financial help during the time of the coronavirus pandemic. But that support could end for many soon.

“Usage is down but the government’s assistance money has been helping a lot of folks,” he said. “Once that stops I’m expecting another onslaught (of people needing help).”

A Director’s Meeting will be held Sept. 16 at the Golden Valley Lutheran Church at 10:45 a.m. and Sorenson said the public is welcome to attend to make requests or offer comments.

As of last Friday, there were 61 active cases and 985 recovered cases in continuing care facilities in the province, and 159 residents have died overall.

Alberta has issued a new order giving continuing care facilities and hospices more flexibility regarding isolation requirements, recreation, dining and volunteers.

The order comes into effect on Sept. 17, which will allow more flexibility

Mural project favoured over demolition of Bruce historical building Patricia Harcourt A building on the Hamlet of Bruce’s main street is an eyesore to one complainant but of potential historical significance for the reeve of Beaver County, who spoke against destroying the former grocery store.

Rick Ells, a county peace and bylaw enforcement officer, stated in his report to the Sept. 2 council that, “there are far worse properties in Beaver County that should likely receive a clean-up order if this property is to receive a clean-up order.”

He noted that the building in question, located at 202 Main Street, was not included as part of a list about unsightly premises presented to council in August 2018.

“At that time, there was no specific direction given to deal with 202 Main Street, Bruce, or to change the bylaw,” stated Ells.

“Also at that time, the county held an open house and worked with a number of landowners in Bruce to improve the condition of their properties,” he continued. “The subject landowner is one of those landowners (and) the owners have attempted to maintain the building and property in a safe and neat condition.”

As soon as discussion began, Councillor Barry Bruce (Division 4) immediately made a motion to contact the owners “to see if they would be interested in destroying the building.” He proposed trying to find “shovel ready program funds” for the project, referring to the municipal stimulus funding that the county will be receiving from the province and the federal government.

But Reeve Jim Kallal (Division 2) immediately interjected that he wanted to discuss the fact that the building may be an historical site and was willing to go in-camera to do it.

Bruce said there was no interest from local county residents or the ag

society in dealing with the building, indicating other avenues would have to be found.

“I’m not in favour of using shovel ready projects for demolishing a building,” said Hrabec, adding he wanted “to keep it for roads.”

Having seen the use of murals to brighten up older buildings in other communities, Hrabec advocated for having murals on the building.

He said the Bruce Stampede Association has appealing murals inside the community centre hall on its walls and this could be replicated outside on the old store building.

If the building was painted, “it would look historic, it has historic appeal” he said, using rural visuals.

He wasn’t opposed to talking to the property owners about the issue.

Kallal replied that he “loves the comments about a mural,” calling it “an excellent suggestion.”

Kallal felt that an outside mural would add to the aesthetics of the building.

“I think it would be a shame to demolish that building,” he said, “regardless of where the money comes from.” Smook had suggested looking into using the county’s municipal sustainability initiative funding.

Bruce remained unconvinced: “The building is rotting from the inside out,” and is “imploding on itself,” he said, noting it would fall down in five to 10 years.

CAO Bob Beck told council that “administration recommends against this motion” by Bruce, stating it goes against the “the entire Unsightly (Premises) Bylaw…Private owners are responsible for keeping their own properties,” he said.

“Previously other property owners have done their own work,” he said, asking: “Should the county pay then for their work, too?…It should be on the private property owners to clean up their properties.”

“People can still beautify their

Beck explained: “We are looking for a bylaw that would apply for all across the county.”

Kallal noted that administration had recommended that council disregard the complaint. The vote was defeated 4-1 with only Councillor

Bruce in favour.

Kallal repeated his support for a mural being painted, and suggested the county provide the paint for it.

Hrabec added the property’s owners would need to be consulted, and suggested asking the Bruce Ag Society and Bruce Stampede Association to do the job.

Hrabec asked if the building was falling down as Bruce had stated, but Ells didn’t agree, stating: “The wall is not falling in at this point.”

Another motion by Hrabec regarding contacting the Ag Society and Stampede Association through administration about doing some beautification work on the building, with permission from the owner, was carried.

Beaver County Council provides direction on chronic spot repairs Patricia Harcourt Beaver County Council provided direction Sept. 2 regarding chronic trouble spots for roads that would benefit from cement repairs.

After much discussion, council didn’t go completely with administration’s recommendations. Repairs recommended on three spots of Rge. Rd. 173 in Division 3 will be delayed until the spring of 2020.

But Reeve Jim Kallal’s road in his Division 2 will be tackled this year after he pushed council on the issue. The 200 metres that will be cemented is located on Rge. Rd. 192 south of Hwy. 14. The road was previously treated with MG30, said Director of Public Works Dan Blackie, “and we are unsure of how the cement will react to it. The ditch has standing water and we could clean out the ditch to help water flow first to see what happens.”

The spots on Rge. Rd. 173 that will be deferred are 200 metres north of Hwy. 626, 400 metres north of Hwy. 626, and 400 metres south of Hwy. 14.

Council also heard from Blackie that the public works crews are working hard to replace culverts all across the county this fall in order to help with water runoff next spring. He said this work was more important than pulling crews away to do spot repairs on roads.

But Kallal insisted he wanted “to see (the soft spot) addressed on 192 this year,” telling Blackie to “use your expertise…I think cementing is the only way (to get that) soft spot to disappear and have the (road) shoulders hold up.”

Earlier he stated: “I want to see the road tightened up where it’s especially soft,” adding he didn’t think “cleaning the ditches up would solve the problem.”

“I would really hope council will support me in cementing those 200 metres,” he said.

He added that he believed it was the only way to “get through that boil (soft spot).”

Soil dug up from cleaning the ditches could be used along with the cement to put in the soft spot, with gravel on top, said Blackie, who added that any washboarding could be dealt with later by blading the gravel.

Deputy Reeve Gene Hrabec (Division 3) spoke in favour of deferring the three projects in his division, agreeing the resources were better served getting culverts unplugged and in place for the spring runoff rather than using the crews for soft spot repairs.

“It’s a volatile month,” said Blackie. “If we do decide to go ahead with these repairs we will have to shut down culvert installations before winter.”

Hrabec said the repairs on four different road spots would also prevent farmers from getting around with equipment and doing field work for harvest.

“I would be willing to defer it to next spring,” he said, noting that “farmers are concerned (about getting in the fields if the road projects went ahead this fall).”

Plus, having all 100 culverts installed “would solve issues for next year,” he said, for the spring.

“In the end those culverts are number one for everybody,” he said, with the second issue being that there is limited time to get the harvest done so the road projects should be deferred.

Council agreed that the snow could come anytime in September or later, so the rush was on to get the culverts done.

The issue of getting culverts in place is due to the high water runoff and plenty of rain this spring and summer.

The need for good infrastructure to deal with this is likely as the water table this fall is considered at an all time high.

Blackie reassured council that although the 173’s high water line is “right there,” the road itself is solid.

“And that’s what’s killing us,” said Hrabec. “Farmers say they’ve never seen so much water.”

The policy change also meant revising the Fee for Services Bylaw. The motion by Deputy Reeve Gene Hrabec (Division 3) was passed 4-1 with Division 1 Councillor Kevin Smook opposed.

“It happens so infrequently,” said Smook. “I’m not in favour… I don’t have a problem with the county paying the cost,” which he said was “not huge.”

But Hrabec defended his motion, stating the county needed to be consistent in its overall policy to be “leaner and meaner” in line with the previous policies the county has altered such as dust control.

“Other policies are being geared that way,” he said, not-

ing that a sign costs $200.

Councillor Barry Bruce (Division 4) agreed: “Once you open the gate you never know what’s going to come through it,” he said, noting there are many centenary farms in the area.

“We might get a lot more requests,” he said, adding he didn’t want to set a precedent.

“I’m not in favour of the county funds being used to name roads.”

County then passed three readings enacting a revised Fee for Services Bylaw (20-1092) reflecting this change in policy.

The previous policy had the county paying for and installing a maximum of two road naming signs, with the applicant responsible for a third or more signs.

But after receiving a request this summer for a road to be named, council asked that the policy and bylaw “reflect 100

per cent cost recovery for all signs installed,” stated Assistant CAO Margaret Jones, in her report to council Sept. 2.

“In accordance with prioritybased budgeting principles, the cost includes both materials (approximately $400 for each sign) and county staff time,” Jones said.

The Naming of Roads policy now states, following the motion, that: “A maximum of two signs may be posted along the named road for identification at locations satisfactory to the county.

“The cost of the signs and installation will be the sole responsibility of the applicant.”

The signs would be similar in size and fabrication to other directional signs for the road.

It is up to the “sole discretion” of council regarding whether or not an application is approved or denied.

How does the assessment work?

With the on-going discussion regarding proposed changes to the oil and gas industry assessment model, many are asking – what is this type of assessment?

Oil and gas industries have several types of property: a) below-ground oil and gas pipelines, b) below-ground wells, c) above-ground well heads and associated machinery, equipment, and buildings.

Assessment of each of these types of property is regulated by the Province of Alberta. The assets are not based on market value like the assessment of homes and acreages; rather the assessment is determined by size, materials, depreciation, etc. This method is intended to assign an objective value to the industry’s assets.

The Provincial Government has been receiving pressure from oil and gas industries to adjust the assessment model so that their taxes will be lower. The industry claims that to be competitive in today’s marketplace, property taxes must decrease substantially.

However, what may not be known to many is that the oil and gas industry in general, and specifically, the companies in Beaver County, have already received some help in this direction.

In 2018, the Provincial Government assumed responsibility for the assessment of certain industrial properties, including oil and gas. These properties had previously been assessed by municipalities, however the industry felt that the assessment regulations were not being applied consistently throughout the Province.

County Council is confident that the County’s assessment team had been applying the assessment regulations accurately, however we respected the Government’s decision to implement this new system in the interests of fairness and consistency. Note that in order to pay for this service, the designated properties are charged a separate mill rate (i.e. separate tax) to reimburse the Province for its costs.

Secondly, in 2019, the Provincial Government targeted shallow gas producers for additional tax relief. The industry was granted a tax break equivalent to 35% of its property taxes. Following that, the Government adjusted the method by which this industry is assessed so that they would receive the same 35% reduction in property taxes from that point on. In the first year of this program, the Provincial Government paid the County a grant for the taxes it was not able to collect, however in 2020 and going forward, other County taxpayers must make up the shortfall in taxes. The amount of this tax relief is approximately $70,000.

Finally, the Provincial Government has placed limitations on the mill rate charged to oil and gas companies. Municipalities are not permitted to levy a mill rate to non-residential assessments that is more than 5 times the residential mill rate. This ensures that businesses and the oil and gas industry are not bearing more than a reasonable share of the municipality’s tax base. The County’s current mill rate ratio is approximately 4:1.

The County has also done its part to assist the industry. County Council supports oil and gas industry as they are sources of economic activity, jobs, and municipal tax revenue. The County is committed to maintaining the infrastructure (roads and bridges) needed to access industry assets (well sites) and works with our intermunicipal partners to provide a quality lifestyle for company employees.

In the last few years of economic challenges, the County has agreed to negotiate one-year tax payment agreements with specific companies. The County has met with some success, but unfortunately other companies have not paid any of their taxes. For the first time in its history, the County is faced with year-over-year uncollectible taxes. Including 2020, the County will be forced to write off $5.6 million of uncollectible taxes. To buffer the impact on other taxpayers and maintain service levels, Council has been forced to use reserves and the BMS grant to offset the loss in revenue. However, this is not sustainable in the long term.

Despite all these measures, the oil and gas industry is calling for more. The Provincial Government’s latest proposal to assist the oil and gas industry by adjusting the model by which it is assessed will unfairly shift the burden of taxes to small commercial and residential taxpayers. Even the small to mid-sized oil and gas companies – the companies that exist and employ residents in our communities – will experience tax increases.

This will result in a loss in tax revenue of up to $3 million. The County will have to respond and without large industrial growth or exploding residential expansion, it may have no choice but to reduce service levels, cut staff by 64%, increase taxes, or implement a combination of these options.

County Councillors have been working hard to put this issue in front of our MLAs and request that the changes be reconsidered. Your voice will have significant impact as well.

The Beaver Regional Waste Management Services Commission, also known as Beaver Municipal Solutions, has transitioned to Claystone Waste Ltd. – a municipally controlled corporation effective Sept. 1.

However, General Manager Pierre Breau assures residential and business customers that while their name and corporate structure has changed, they will continue to provide “best-in-class waste management services” and their vision

to remain a leader in environmentallysound waste management practices hasn’t changed.

“Service levels or the nature of services will not be negatively affected by this change,” said Anne Ruzicka, Program and Communications Supervisor.

“Urban collection services for residents and businesses of the towns of Tofield and Viking, villages of Holden and Ryley, and the hamlet of Bruce will continue as usual. Rural bin collection services will also continue as usual.”

According to Ruzicka, over the coming weeks and months, they will be tak-

ing a number of steps to complete their transition and rebrand to Claystone Waste.

“Claystone Waste, as part of its mandate to provide benefits back to the community, will explore ways to improve services and provide new services for residents moving forward. By Nov. 1, the municipal shareholders of Claystone Waste will appoint a permanent board of directors for our new corporation,” she said. “The current Board of Directors of BMS will function as the interim Board of Claystone Waste until that time.”

Breau further explained that there will

be no changes to rates resulting from this change for residents and local businesses.

“Residents and businesses will continue to receive below-cost garbage pick-up and waste services that are 66 per cent less than market rate,” he added. “Many residents will likely not notice too many immediate changes because of the transition to a municipally controlled corporation outside of the re-branding to Claystone Waste Ltd. Moving forward Claystone Waste is committed to actively exploring ways to improve services for residents.”

Viking Royal Purple honours members of longstanding Dawn Hodgins Viking Royal Purple

Viking Royal Purple is honouring several members. We have tried to get together since spring and the rules keep getting in our way. So, we finally decided that we had to do this one way or another. They couldn’t come to us, so we will come to them.

President Dawn, secretary Chris and 1st VP Nancy met with two very dedicated RP members outside at the Vialta Lodge on September 1.

Our first honour was given to PHRL Marjorie Hanson for 70 years of volunteering for Viking RP. Marj joined RP in 1950 when the lodge received its charter. Forty-two ladies joined the group then. Marj is the last charter member of this lodge. Our lodge should have celebrated our 70th anniversary but Covid19 got in the way. Marj’s dedication to volunteering is a huge milestone.

Not many people can say they have belonged to a group for that long.

I actually found out that Marj had helped institute the Viking RP lodge in 1950 and she was also a member of Holden Lodge for a couple of years. Marj will celebrate her 100th birthday in September.

Congratulations to Marj!

PHRL Marj held the HRL position in 1952, ’53, ’80 and ’81.

With all the changes the name Honoured Royal Lady is being replaced in modern terms with the word president. Marj has no doubt seen a lot of changes. She joined Order of the Royal Purple (OORP), it changed to Royal Purple of Canada and now we are Canadian Royal Purple Society.

There was a strict dress code with the purple and white regalia, skirts, hats, gloves and now we can wear whatever we want, although a lot of us still like the traditional purple and white.

Rituals and floor work have changed in order to attract the younger people, but I am not sure that is actually effective.

Membership declines yearly as we all grow

older! Today our little lodge is down to 16 members and five of them will receive recognition for over 60 years of service in Royal Purple!

The beautiful 70-year pin that Marj received is a gift on CRPS. The glass hummingbird is a gift of the local lodge. Both are a small thanks for all of Marj’s years of dedicated volunteering.

Our second honour is to PHRL Joyce Naslund.

This beautiful certificate to honour Joyce was presented from CRPS and the hummingbird was from the local lodge.

Joyce joined Viking RP in 1953 at a very young age.

Her mom (Mrs Robinson) was a member of this group.

Joyce has been a very active member for 67 years and still attends our meetings and assists with all of our fundraisers. Over these years she has held many executive positions and was the HRL in 1960. The last 20 years or so she has been a leader on our drill team and as per days gone by

she still marches like it should be done! This, too, is small thanks for so many years of working for one special organization.

Joyce has been part of raising probably hundreds of thousands of dollars in many fundraising events and especially working the Royal Purple Bingo and giving to many local kids’ groups, much went to the building and equipping of the community hall, lots to hospital projects, much of that money went to the Carena and we actually bought the first real Zamboni that the old Carena used and was moved into the new Carena after the fire. I believe it is gone now.

We will honour three more over 60 years of volunteering members Joan Fountain, Doris Arnett and Gurene Hammer at our September 8 meeting. At that time, we will celebrate 70 years of RP in Viking with our small group and all of us will be social distancing!

Events to support suicide prevention - uptake in mental health issues seen locally Patricia Harcourt Editor

Several events will be held this week in Viking and area to help recognize that Sept.

10 is Suicide Prevention Awareness Day. The day is designed to increase knowledge and awareness of the warning signs that someone may be considering suicide, and what to do about it.

Speakers at the event in Viking Wednesday, Sept. 9, include Camrose MLA Jackie Lovely, Golden Valley Lutheran Church Pastor Alvin Sorenson, Beaver County Councillor Dale Pederson and Viking Deputy Mayor Gary Hafso.

Residents were being invited to “drop by and see us in your community for treats, information and discussion around preventing suicide,” said Viking/Beaver FCSS Director Dawn Chrystian.

It will take place in front of the ATB Financial building on Viking’s main street and will run from 9 a.m. to 11 a.m. with dignitaries addressing those present at 10 a.m.

Sorenson said that, as a pastor in the community, he has had a growing concern about mental health issues in the local area since the COVID-19 pandemic started last March.

Sorenson said it was difficult to say as mental health can’t be tracked like the virus. “Mental health issues are very real and need to be reckoned with,” he said.

And because it can’t be tracked, “we need to look at everything” when it comes to mental health.

Chrystian agrees that her office has seen greater numbers of people expressing concern about their lives.

“We’ve definitely seen an increase,” she said, “of people dealing with anxiety and different things.” She noted that “it’s difficult to speak about suicide, it’s so person-

al.”

But the office gets a lot of incidental stories from people who might be coming in about one thing or another and end up sharing their anxieties and other issues in their lives.

“People are struggling with financial and food insecurity,” she said, among other things And the COVID-19 situation “makes it just a little bit worse…Anecdotally we’re getting a lot of feedback.”

As a result there have been more referrals to the great number of resources available to people in Viking and Beaver County.

“There is an in-house general family counsellor and many different mental health supports available,” she said.

She urged anyone who feels the need to call FCSS at 780-336-4024, or visit the Viking/Beaver FCSS facebook page for more information.

Viking/Beaver FCSS is working in partnership with Beaver County Victim Services, the Village of Holden, Town of Viking, Beaver County, and ATB Financial to jointly host this week’s information events.

The first event was in Kinsella on Tuesday morning. Following Viking’s event on Wednesday, the message about suicide prevention will move on to Holden’s main street Thursday, Sept. 10, from 9 a.m. to 11 a.m.

Then on Friday, Sept. 11, the Bruce Community Centre will host another event from 9 a.m. to 11 a.m., also featuring treats, information and discussion.

Alberta Health Services has issued some warning signs and events that may make suicide more likely, although it is hard to know if someone is contemplating suicide.

People may be more likely to attempt suicide if they: • Are male.

• Have attempted suicide before, or have had a family member who has killed themselves or who attempted suicide.

• Have had or have mental health problems such as severe depression, bipolar disorder, schizophrenia or anxiety.

• Have been through family violence, including physical or sexual abuse.

• Drink a lot of alcohol or use drugs.

• Are veterans or are members of the armed services.

Events that may put people at greater risk for suicide include: • Changes in life such as death of a partner or good friend, retirement, divorce or problems with money.

• The diagnosis of a serious physical illness, such as cancer or heart disease, or a new physical disability.

• Severe and long lasting pain.

• Loss of independence or not being able to get around without help.

• Living alone or not having friends or social contacts.

The expressions by those contemplating suicide include talking about killing themselves or someone else, or talking or writing about death and/or pills, guns or knives.

Another indication is when people say they have ‘no hope left’ and see ‘no point in going on,’ or feeling trapped. They could also want to be alone a lot, and not take care of themselves or follow medical advice.

Giving away things and completing a will are other indications that suicidal thoughts might turn into action.

The events being held in Kinsella, Viking, Bruce and Holden will offer advice on what can be done to try and prevent suicide and help a person who is contemplating it.

“Be willing to listen and help the person find help,” is the common wisdom. “Don’t be afraid to ask: ‘what is the matter?’ or bring up the subject of suicide. There is no evidence that talking about suicide leads to suicidal thinking or suicide.”
