Community Clean Up The weekend before Labour Day weekend, a group of community volunteers got together to help clean up the lot in front of the new Anacaron location.

Organized by Laurie Richie and Judy Acres, more than 20 people arrived with garden tools and great community spirit to cut, dig and haul away the overgrown shrubs and weeds from this lot.

WEEKLY REVIEW New rescue unit and SEPT & OCT hall addition “huge boost” to eastern end of New HOURS: county’s fire response

Dear Editor: The new addition to the Viking Fire Hall is a project that the Viking Volunteer Firefighter Society brought forward to the BESC board; as a community project primary funded by the Society by fundraising and a large donation by a former community member. This project is supported by BESC as the board has committed to topping up some of the funds that is community driven. The contractor who was picked by the society is a local business that continues to give back to the community.

The new medium duty Rescue Unit ordered will be a replacement on a dated unit will greatly improve our response as it has more space and horsepower to haul specialized equipment. Some of the equipment now available to the firefighters are hydraulic rams, cutters and spreaders used in vehicle extrication as well as high pressure air bags for heavy lifting jobs like tractors, combines and transport trucks. The new vehicle will provide low amperage L.E.D. scene lighting and monitoring equipment for dangerous goods & confined space incidents like grain bin entrapment.

In addition to rescue capabilities it will assist in other operations such as medical, structure and wildland (grass and brush) fires along with side-by-side ATVs. This allows our fire services to be rapid and efficient with the right tools for a variety of jobs.

This is a huge boost to the eastern end of Beaver County and the municipalities. We can address most calls without having outside resources being utilized. From Holden to Kinsella and beyond, BESC will now have the hardware to respond with the training to match.

BESC will be looking at updating and improving some specialized equipment especially on remote access with some new capital approved projects. BESC is very proud of all of our volunteer firefighters especially during the pandemic as well as the quality of training that they have attained to ensure our community is protected at a high level.

I would like to thank the members of the Society for all of the work they have preformed to make this project a reality.

Word on the Street: theft in Kinsella On August 30, police received a report of a male trespassing at night in Viking. The complainant was able to provide trail cam footage that showed the male walking around his yard with what appeared to be a set of pruning shears. Police were able to identify the male and charges are pending.

On August 31, police attended a residence and spoke with a female who appeared to be emotionally unstable. She was taken into custody under the Mental Health Act and transported to a health facility for assessment.

That same day, police received a complaint of a theft in Kinsella. The complainant advised an acquaintance had stolen his wallet out of his vehicle. This matter is still under investigation.

Later that day, police received a complaint of an aggressive dog that was loose on the north side of Viking. Police attended and found the dog in question. It was returned to its yard by a neighbour.

Also that day, police received a complaint of theft from a gas lease site near Bruce. This matter is still under investigation.

On September 1, police located a male in Viking who was known to have an outstanding warrant in Vegreville. He was arrested on the warrant and transported to the Viking Detachment.

Upon searching the male, police located a bag containing a white, crystal substance believed to be an illegal drug. The male from Viking has been charged with 1 count of Sec. 4(1) under the Controlled Drugs and Substances Act as well as

Sec.733.1(1) under the Criminal Code for failing to comply with a probation order. He was held for a JIR hearing and will be appearing in Vegreville Provincial Court in October.

That evening, police received a complaint of two suspicious people in a backyard at a residence in Viking. Police attended, however, the people in question were no longer on site and had departed in two separate vehicles. Patrols were made around Viking in search of vehicles matching the descriptions provided. Police noted a similar truck still running with its lights on, backed into a driveway of a residence. As police were about to exit their vehicle and approach the truck, it pulled out of the driveway and fled south on 50 Street at a high rate of speed. A pursuit was not initiated as police did not want to put the public’s safety at risk.

Police are following up on this incident and the investigation is continuing.

On September 2, a citizen called police to advise she had received a phone call from an unknown caller who tried to convince her to enter personal information on a website. The complainant did not comply and so did not become a victim of this attempted fraud.

That afternoon, police received a complaint of a male trespassing on a rural property north of Viking. The complainant advised a neighbour saw a male on his property and confronted him. The male got in his vehicle and smashed through a gate and departed north on Highway 36. The investigation into this matter is ongoing.

That evening, police received a report of two small fires burning in an open area just east of Viking. Police attended and found the fires had been extinguished and no evidence to further an investigation was left behind.

On September 3, police received a complaint of an aggressive dog lunging at a fence in Viking. The complainant was advised to contact the Town of Viking for follow up with bylaw enforcement.

That afternoon, police received a complaint of a horse loose on Highway 14 west of Viking. Police

attended and found the owner already on site dealing with the animal. Police warned the owner about possible charges under the Stray Livestock Act if this continues to be a problem.

Later that day, police received a complaint of mischief. The complainant advised that the driver of a passing semi tractor-trailer had thrown a rock out his window that struck and shattered her windshield. Local historian to be missed, passes on day of book release Patricia Harcourt Editor

Author and local historian William “Peter” McArthur has passed away at age 82. Unfortunately, his passing on Thursday, September 2, was ironically the day his latest book, a novella and labour of love on the history of Erik the Red, was delivered in print.

It was just one of many ironies for the man who loved all history but especially the history of his maternal family (Norwegian) and his paternal (Scottish) family, and local history in general.

Peter combined this family lore and that of the area to gather much information, research and writing about a vast array of historical topics. He spent his twilight years writing about those topics so he could share his knowledge and findings with others.

For several years, Peter wrote about Viking, its current happenings, as well as its history in a weekly column for The Weekly Review called “Common Sense.” Every week it told lively and engaging stories of events and people who lived in Viking over many decades. He expressed that most problems in the world could be easily solved if a little common sense and logic was applied.

Peter especially loved to trace the steps of explorer Anthony Henday, who camped in this area on his journey through what is now western Canada.

Peter liked to write about history and spent much of his adult life uncovering details about the famous explorer. After 50 years of research, he published “Pearl of the West,” about the life and times of Henday.

The historical novel concerned the story of the explorer and his travelling companion, a young aboriginal girl named Pearl.

At the time, Peter said it was “based on the first recorded non-Native per-

son to enter what is now called the province of Alberta.” Henday’s mission was to meet with native tribes of the far west as a Hudson Bay Company trader.

Peter described the book as “a dramatic novel that will acquaint you with the harsh realities of the 16th Century in Canada’s vast western frontier.”

His final book, “Erik the Red” is newly printed as he hoped to distribute copies to his family during Labour Day weekend. Previously he had aimed for a release to coincide with Vikings in the Street, but this year's event we not held.

Weekly Review publisher Eric Anderson expressed regret that Peter was unable to see it completed, having arrived the same day of the author’s passing.

"I was excited for him to see the finished product so he could show it to his family over the weekend. It's a real shame, but I think Peter would've found a bit of humour in the timing."

Peter said his historical novella “may have been (Erik’s) glory days, or the glory days of his ancestry or followers.” Peter had spent many years studying the Norseman Sagas as part of his research.

This was the third book Peter released, the first being his own autobiography called “My Many Hats.”

He spent time in years past as a Viking town councillor expressing viewpoints often based on an historical perspective few others had at their disposal. He spent countless hours pouring over records at the legislative library, discovering documents about the now defunct drainage district and many other early Viking committees still relevant to Viking and area to this day.

It’s only natural then that this love of history would also extend to his own Clan McArthur family history. In his usual diligent manner of investigation, Peter had compiled a great deal of information about his own family tree of Scottish ancestors.

He spent his final months digitizing binders of wedding records that he had ambitiously hoped to deliver to Clan McArthur in Scotland, before his health took a turn.

As with all of his historical and ancestral pursuits, it was a labour of love for him tracking down family members from Ontario and far beyond the seas into Scotland.

The candidates running in the Sept. 20 federal election for the Battle River-Crowfoot constituency are: Green Party candidate Daniel Brisbin, Maverick Party candidate Jeff Golka,

The federal election day is officially held on Monday, September 20, with polls open for 12 hours.

On September 5, police received a complaint of a stolen vehicle from a rural property in the Kinsella area. The vehicle was recovered the next day in Wainwright. Police have no suspects at this time.

Later that day, police received a report of a possible break and enter at a residence in Viking. The complainant

advised they had seen a male attend the residence and remove property from it. This matter is still under investigation.

That evening, police were dispatched to a single vehicle collision on Highway 14 just west of Viking. Investigation revealed a pickup pulling a holiday trailer had been eastbound when it drove onto the rumble strips on the shoulder which caused the trailer to sway. The driver over corrected

which then caused the trailer and truck to fishtail. The trailer then entered the ditch and rolled, separating itself from the truck.

Fortunately, no injuries were sustained. Traffic on Highway 14 was rerouted while the scene was cleaned up and the trailer was towed.

On September 6, police received a complaint of a dead deer on the roadway on Highway 626. EMCON was contacted and they attended and removed the carcass.

The Legion is planning thousands of dollars in upgrades to the hall but why proceed if the branch closes due to a lack of members, and interest from residents of Viking and surrounding area? If the Branch folds all Legion monies are deemed property of Dominion Command in Ottawa, and will be spent at their discretion. Federal Candidate Profile: Dennis Trepanier, PPC

Benalto’s Dennis Trepanier is representing the People’s Party of Canada (PPC) within the Battle River-Crowfoot constituency for the federal election less than a month away.

Not new to the arena, Trepanier ran for Red Deer mayorship in 2013, and was the Deputy Mayor and former councillor of Blackfalds.

“I am concerned about the future of our country and the legacy we leave behind for generations of Canadians,” he said.

“The current government has incurred an unsustainable debt; is fiscally irresponsible; has undermined Canadian sovereignty by taking direction for foreign entities (UN, WHO); and is actively committed to the destruction and redistribution of wealth and prosperity of Canada, particularly when it comes to the industry and economy of the western provinces.”

According to Trepanier,

PPC is the only true conservative federal party left in Canada.

“All the others have succumbed to socialism, including the CPC. All other parties represent big government, government control, collectivism, unbridled fiscal irresponsibility (tax and spend promises).

Ultimately, it’s a party’s platform that counts.

The PPC has the best platform of all federal parties. The PPC represents small government, less government intervention, fiscal control and personal responsibility.”

Trepanier’s campaign is hinged on the following platforms – a return to common sense and sanity; respect and follow the Canadian constitution; repeal all Liberal bills that violate Canadian freedoms and constitutional rights, namely C-6, C-16, C-10, etc.; bring the fiscal house in order within a single mandate; essentially, protect the right to life, including the unborn – his

personal perspective, and liberty, and security of the person.

As a father and husband, Trepanier is prolife. He is also an entrepreneur and business owner, having two incorporated businesses and a partnership. He is also an IT professional, holding several certifications. Trepanier is based out of Benalto, but farms out of Donalda.

He said, “I believe the disastrous and irresponsible record of the Liberal government will no longer be tolerated by the governed and the sitting government will at best

be reduced to a minority, perhaps voted out. I believe the nature of all parties will be revealed.

“In particular, in this election, the true nature of the CPC, they are no longer conservative. The CPC policies and promises reveal a non-conservative party that embraces the globalism of the Liberals, the socialism of the NDP, and the alarmism of the Greens.”

Trepanier said PPC is “fighting to win.”

“We are fighting for freedom, for democracy, for prosperity of all Canadians. I expect an awakening to the true nature of choice that Canadians have this election; that the PPC is the only true conservative party left in Canada and the only party that can lead Canada to prosperity, now and for generations.”

When it comes to beliefs, he stands with Maxime Bernier.

“I’m with Maxine Bernier when he says he doesn’t care about the colour of your skin, the province you live in, the God you worship, your sexual orientation, your

heritage, etc. All I care is that you are Canadian.

And I will do everything in my power to protect your democratic rights as a Canadian citizen.”

Trepanier explained that as he is campaigning through the Battle RiverCrowfoot constituency, he has heard that constituents want a party that they can trust.

“Foremost in earning trust is a solid party platform,” he said.

“The PPC platform is documented, conservative, and has not funda-

mentally changed from last term and will not change in the next. This is in contrast to the CPC platform, which drifts with the winds of polls and trends.

“Like all Canadians, the people of Battle River-Crowfoot need to know that the government is responsible in managing our foreign relations, our military, our monetary system, our economy (especially O&G and agriculture) and our democratic rights and freedoms.”

Surface Drainage Bylaw passed after hearing Patricia Harcourt Beaver County Council passed its Surface Drainage Bylaw by giving second and third readings following an in-person public hearing Sept. 1 at the Ryley Community Centre.

In her discussion paper, Interim CAO Margaret Jones stated that Bylaw 21-1110 “will enable the county to investigate drainage related complaints whenever the county has jurisdiction over drainage and waterbodies. This applies primarily to the registered subdivisions in Divisions 1 and 2.”

She also explained that “the bylaw prohibits the alteration of the surface elevation or grade of any property (public or private) if such work creates a nuisance or danger, adversely affects the stability of a slope, alters an on-site storm water management system, or alters the elevation of an adjacent property.”

Also, natural drainage features or easements cannot be filled in, drained or redirected in the newly enacted bylaw. Inspections by county officers can take place provided the landowner gets “proper notice gives his or her consent (Municipal Government Act regulations).”

The bylaw includes penalties and fines and/or stop work orders as a way of getting the landowner to put the property back to its original drainage pattern.

Council was not obligated to hold a public hearing but did so “to enable the public an opportunity to comment,” said Jones. There was a

virtual hearing August 18 and an in person hearing September 1.

Division 5 Councillor Dale Pederson said the feedback received at the hearing Sept. 1 appeared to show that residents were confused about what the bylaw was about,” adding: “I’m fully in favour of it.

Division 4 Councillor Barry Bruce agreed that “it became very clear this morning (that this) is a very emotional issue.” People are either being flooded or don’t have enough water, he said, calling it a “difficult” situation.

“My heart goes out to people being flooded,” he said, noting presenters mentions Alberta Environment “a few times,” regarding regulation problems. “Where is Alberta Environment?” he asked, describing how difficult it is to reach someone in that department.

Bruce also wondered, “Who has the real authority?” stating the county “is on the front line” of the issues facing the landowners.

“We have to help these people and we also have to deal with Alberta Environment,” he said, and, in doing so, “we’re chasing our tail…

We need to get them involved.”

“I think there was a nerve struck,” said Deputy Reeve Gene Hrabec (Division 3), noting the bylaw could include more divisions that Divisions 1 and 2.

Jones replied that “It could but you don’t see it very often.”

Hrabec also noted that the confusion over what jurisdictions is in charge of waterways started a year

ago. At that time, it was assumed all drainage of land was Alberta Environment’s jurisdiction but now the county appears to be in charge for registered subdivisions, he said.

Hrabec said he “likes the bylaw and supports it,” but felt the issue regarding subdivision authority “was overlooked. But Jones explained that in terms of water courses or drainage channels, “Alberta Environment does have authority over that no matter where it is…

“It’s not easy to understand,” she said, agreeing that “up to a year ago their jurisdiction seemed to be a lot wider,” referring to Alberta Environment.

But she added: “This bylaw is meant to apply to all areas (of the county).”

Division 1 Councillor Kevin Smook said that several points were brought up at the public hearing of interest.

“We’re there to listen and take their concerns into consideration,” he said, wondering how the Biosphere and wetlands policies figure into such a specific bylaw.

“If it’s in our jurisdiction,” said Jones, the rules on “drainage would apply no matter where it is in the county.”

Part of the UNESCO approved heritage site of Beaver Hills is located in the county.

Smook also said he was “concerned (the bylaw) is a complaint driven system and would pit neighbour against neighbour,” asking:

“So will we respond if there is no complaint?”

“Yes,” said Jones, but added there would be no official hired just to drive around the countryside and “check things out…We’ll do what we can with the resources we have.”

Smook also recognized the concern expressed that the county going onto private land to make inspections was actually trespassing.

But he noted that, “it says in the bylaw the count has the right with proper notice to go onto the land and work with the people,” which he felt responded to the concern.

Despite a previous suggestion from Hrabec to look into the jurisdictional issue, and Reeve Jim Kallal (Division 2) asking if council “should go back and work with it a little more,” Pederson did not want to delay the enacting of the bylaw.

His motion for second reading was passed. After Smook made the motion to pass third and final reading, Hrabec made an unsuccessful bid to delay this to the next meeting.

“I’m not against the bylaw,” he said, but wanted “some additional followup before passing third reading.

Bruce suggested putting information about the bylaw onto the county’s website, newspaper and online.

“I don’t think the public always has (all) the information,” he said, and “want it explained more.”

With that, council voted and passed third reading making the bylaw official.

Clean energy program idea pursued Patricia Harcourt Beaver County has agreed to participate in the Clean Energy Improvement Program after discussion at the September 1 meeting of county council.

Deputy Reeve Gene Hrabec (Division 3) brought forward the idea as a way of helping residents afford renovations and projects that would make their homes more energy efficient.

Hrabec said the program fits into the county’s vision excerpt under the Strategic Plan for advancing energy and housing needs, as well as the county being a leader in innovative ideas.

Calling it “an opportunity for infrastructure investment,” Hrabec said that as a council “we can’t put our heads in the sand anymore that (clean energy) is coming.”

The Municipal Government Act allows municipalities to have a CEIP, and borrow funds on behalf of participating landowners for projects that increase energy efficiency or the use of renewable energy. The county has to obtain money to finance the program and can either come from the county itself or an external source.

Project costs would be tied to the landowner’s property and collected through property taxes over an extended period of time.

“Anywhere along the process if we

feel it is too costly or overbearing on administration can we pull out,” Hrabec asked, and was told that the county was “just getting in line” at this stage.

Division 1 Councillor Kevin Smook welcomed the initiative, calling it a “good program” that would “probably be welcomed by our citizens…I’m on board.”

Division 5 Councillor Dale Pederson wanted to know if any landowners have expressed interest, but was told that the program has yet to be advertised. He was in favour as long as it didn’t add a significant new burden on administration.

Division 4 Councillor Barry Bruce was “glad to see it come,” but wanted to know if the landowners could do their own work instead of having to use contractors.

“I would like to see people be able to employ themselves,” he said, noting that “farmers are builders and do labour.”

But he was told that it didn’t appear that homeowners wold be allowed to do the work themselves.

Hrabec said he “wants to get in line for (the program) and get the costs for it sometimes down the road.

His motion was carried which stated that, “if the county proceeds with the program, that council direct administration to participate in a cohort for assistance from the Alberta Municipal Services Corporation.”

Corporate review consultant hired by County for base fee of $49,500 Patricia Harcourt A consultant for Beaver County Council was hired to conduct a comprehensive corporate review of all aspects of county services and operations.

Interim CAO Margaret Jones reports that the consultant, J.R. McDonald & Associates, is under contract for a base consulting fee of $49,500 plus expenses and GST. These expenses have been described as disbursements for travel, mileage, meals, lodging, and report publishing.

Beaver County received an update of

the progress of the review at council’s regular September 1 meeting. A final report is expected at the end of the month, said Jones.

In the report, McDonald states: “We commenced the corporate governance review for Beaver County formally on July 6, 2021. As we indicated at the outset it usually requires a minimum of 90 days to complete a full assessment of the corporate governance of a municipality.

We are currently working on the draft report in the terms of reference we outlined the review objectives.”

Each council member has been inter-

viewed separately, and each division toured with the councillor for that division.

The report states that “we care working on assessing the current governance/administrative situation,” and that this review “provides key indicators about how the powers and responsibilities of council are currently being exercised and. how well the administration is implementing council direction.”

Interviews have also been done with employees, regional partners, ratepayers and stakeholders.

“We are currently working at identify-

ing strengths of the current delivery model to assess how these are currently being implemented and how they might best be enhanced,” the report states.

The summarized report will be a summarized presentation to be made available by the end of September, said Rick McDonald, CMC, President.

The move to have a corporate review occurred after CAO Bob Beck went on medical leave until the end of September and council had to grapple with how to handle the situation. Assistant CAO Margaret Jones is now acting as Interim CAO.

County councillors decide to perform extra chip seal repairs Patricia Harcourt After completing the roads already scheduled for 2021, Director of Transportation Dan Blackie’s request to get in a few more resurfacing jobs in this fall was granted.

“We finished this year,” he said, adding the results were “a great job…the chipping’s great.

“We have an opportunity to resurface a few more roads (that will) tie into the roads we did this year,” he said. But he noted that any job over $75,000 goes to tender according to county policy.

He said that the work could still be done this year if council waived the need to go to tender and approve an amendment to Ant Construction Ltd’s 2021 Chip Seal contract for $105,000 (plus

GST) to supply and apply chip seal on the following roads: • 0.3 miles of Range Road 201 from Twp. Road 510 to Hwy. 14; • 1.5 miles of Twp. Rd. 510 from S.H. 833 to the west county border; • 1 miles of Twp. Rd. 512 from S.H. 603 to R.R. 195.

In his report to council, Blackie stated that these roads had been cemented and chip sealed in 2018 but the county was not happy with the work.

“These roads are now seeing wear and tear on the top chip seal layer this is outside the normal range expected,” he stated. “The cement base is holding up well; however, without proper protection over top we will soon start to see that deteriorate as well.

to rectify this issue with out 2021 chip seal contractor, Ant Construction,” Blackie said. “Their contract provides for a modification to the scope of services; however, due to the amount of the increased cost, the county’s Purchasing Policy requires that this additional work be tendered.”

In discussion, he said: “If council could waive it we could do the work this year.”

Reasons for approving the waiving of the purchasing policy were given as follows: • Administration is pleased with Ant Construction’s work and the quality of work would extend the life of the roads; • The warranty will be extended to the extra roads; • The price is competitive and could increase if delayed by tendering;

• Ant Construction can do the work in this construction season if approval is granted quickly.

Reeve Jim Kallal (Division 2) deferred to Councillor Kevin Smook for an initial opinion as the work would be in Smook’s Division 1.

“This is fixing a problem that was created (by a previous contractor),” said Smook, declining to name the contractor.

“This is a solution to that problem,” he said, calling it necessary “to protect the longevity of the road so I’m in favour.”

“We don’t really have a problem, do we?” asked Division 5 Councillor Dale Pederson.

Smook’s motion to approve Blackie’s request as per the recommendation was carried.

Province announces indoor mask mandates return as cases surge Patricia Harcourt Editor

Mask wearing in indoor spaces became mandatory again as of last Saturday following a COVID-19 update held by provincial officials on Friday, Sept. 3.

And this time Premier Jason Kenney didn’t pull too many punches in describing the situation. A surge in cases of the virus among mainly younger unvaccinated people has caused the placing of new health restrictions to try and curb a fourth wave.

“COVID-19 is surging all over Alberta,” said an earnest sounding Kenney, noting the Delta virus is surging among mainly unvaccinated persons.

With 2.9 million people 12 years of age and older having received the vaccine, this means 78 per cent in the province has had one dose with 70 per cent having had both doses.

When the province lifted restrictions July 1, it was believed that the two-dose goal of 70 per cent would keep the virus manageable if people took personal precautions.

But that thinking is no more as the Delta variant aggressively goes after mainly younger adults who are not vaccinated.

“Delta is ripping through this population,” said Kenney. “And because of the large number of people with no vaccine, we are seeing much more severe outcomes,” when people do get sick.

For the age group 20-59 years who are not vaccinated, it is expected they will have 50-60 times higher risk of hospitalization, he warned. And 80 per cent of hospitalizations due to COVID-19 infections are now within that age group.

Kenney also cited statistics showing 243 people hospitalized with the virus on Aug. 24 spiking 154 per cent to 373 just a week later. In the same time frame, the numbers in intensive care went from 59 a week before to 114 on Sept. 1 (93 per cent jump).

While 80 per cent of people hospitalized are unvaccinated, Kenney said 91 per cent of people in intensive care are unvaccinated.

“Please get vaccinated,” he pleaded. “We have to find a way to limit the damage.” The choices of the one in five who aren’t vaccinated are hurting the rest who are vaccinated, said Kenney, as they spread the virus around.

“For the love of God, please get vaccinated now,” was a plea Kenney

made that was relayed all over the country.

The COVID cabinet committee decided on a course of action including mandatory mask wearing in indoor public spaces, and the dispensing of the a third dose for seniors in continuing care facilities and immuno-compromised individuals.

“This is essentially a crisis of the unvaccinated,” he said, “which is putting pressure on hospitals.

“So you are putting yourself at risk, and others,” including hospitals having to cancel surgeries due to reaching patient care capacity. “Your personal choice has very real world consequences.”

Health Minister Tyler Shandro spoke to the vaccine hesitant when he said: “The vaccines work. The problem is we still have too many who are not vaccinated…The Delta virus is going through this population and filling up the hospitals.”

The 30 per cent of the population over 12 years of age and over without full vaccination need to “step up,” or Shandro warned their chances are high of becoming sick and/or being hospitalized.

“We need to bring back measures that work,” he

said, with the wearing of masks mandatory in public spaces and work spaces.

Although this does not apply to schools, school boards can set policies of their own in this regard.

Sales of alcohol will stop at 10 p.m. in bars and restaurants. And people are being encouraged to work from home.

“We continue to see high cases of the virus and low vaccine rates among young people,” he said.

So unvaccinated people are being asked to limit their contacts to two cohorts up to a maximum of 10 people. There was no mention of a vaccine passport for the province, although the opposition New Democrats are now pushing for this as a way of allowing businesses to remain open safely.

“We need more Albertans to get vaccinated,” he said. To that end, anyone getting a first or second dose will be eligible for a $100 debit card. “We’ll

keep trying new options.”

“The virus has moved the goal posts on us,” he said. “We need to drive the vaccine rates even higher.”

With doctors and nurses tired after 18 months of battling the disease, Shandro also said: “We need to be realistic about what we can demand from them.”

“The pressure on our health care system is building as the numbers needing intensive care increased rapidly in the past week,” warned Dr. Verna Yiu, AHS president and CEO. The premier was asked during media questions why people were being bribed to get a vaccine. He was asked why they weren’t being restricted from going into public places and gatherings instead of punishing those who have already had their shots.

Another asked what kind of message was being conveyed in the “pander-

ing to the unvaccinated.”

“This is not the time for judgements,” said Kenney, adding the government “has left no stone unturned yet we still have the lowest vaccination rate in the country.”

“I wish it didn’t come to this,” he said, but he wasn’t interested in “abstract messaging.”

The premier was also asked: “How you square that circle” of making the vaccinated wear masks but allowing unvaccinated people into bars and restaurants, and giving them $100 to get vaccinated.

Kenney said the province “won’t forcibly jab people” so they must come up with incentives.

He pointed out that there is a difference between this fourth wave and previous waves, because now a much smaller group of unvaccinated people is being affected rather than an entire population as was the case previously.

Village of Holden residents are being asked by the village office not to place large items in or around the garbage bins, as Claystone Waste Ltd. will not pick them up. In its monthly newsletter, the village items that are leaned up against the bin or are so big inside the bin that the lid doesn’t close will also not be picked up.

There will be five Village of Holden council positions available to fill come the Oct. 18 municipal election.

However, interested persons wanting to run for a position will have until noon on Monday, Sept.

20 to get their nomination papers into the returning officer Christine Mackay.

On Election Day Oct. 18, residents will be able to vote from 10 a.m. to 8 p.m. Advance polls will be held on Oct. 7 from 1 p.m to 4 p.m. Both voting days are being held at the Holden Community Hall.

Residents will also be able to cast a ballot for a senate seat and provide an answer on a referen-

dum question. The trustee position on the Battle River School Board will be another voting opportunity, if more than one person is nominated.

Property taxes in the village are due by end of business day of September 7. After that, there will be an 18 per cent tax penalty imposed on unpaid taxes.

The mother and sister of the late Elaine Cooper, who was a beloved community organizer and booster of the village, thanked everyone for the support received after her passing.

Joan Cameron and Louise Mackintosh also reminded residents: “Just remember Elaine made Holden her home and loved the village and the people very much.”

And they urged everyone to “carry on the work she started and complete the projects she started, especially the Serenity Garden which was close to her heart.”

Holden will hold its Terry Fox Run on Sunday, Sept. 19 with this year’s run starting at the home of Christine Mackay where people can come and register.

Our community was deeply saddened to hear of the passing of Jake Larson after a vehicle accident. We send our sincere sympathy to his dad Darren, mother Tany, sisters Dakota and Haley, and grandparents Philip and Evelyn Larson and Susan McDonald. He will be dearly missed by family and friends.

Federal Candidate Profile: John Irwin, Veterans Coalition Patricia Harcourt Editor

John Irwin, federal candidate for the Veterans Coalition Party of Canada, has been busy knocking on doors to introduce himself to the voters in Battle RiverCrowfoot.

At 48, Irwin and his wife Deanna live in Fabyan located just west of Wainwright. After 20 years in the Army he is now retired and has decided to throw his hat in the political ring representing a party he can get behind in a big way.

Irwin says he is using his own money to campaign, and has been eager to go since before the writ was dropped.

“I’ve been out campaigning,” he said, “pounding the beat” to get his message out that this new party of his has something to offer people who believe in personal freedom and in finding ways to make life easier for society’s vulnerable citizens, such as ex-military, seniors and aboriginal people.

“We don’t have a lot of money in the party,” he said, a party he said believes in raising funds through donations only. But Irwin said he is also using his own funds to finance his campaign.

“It’s worth it to reach people,” he said, describing the party as “a combination of former lefties and righties” who are now aligned in what he calls the ‘political centre’ with a “live and let live” mentality.

The party also stands for protecting personal freedoms “from government over reach, abuses, threats and intimidation,” he said, citing the coronavirus pandemic as one example of this over reach.

“Who is the government to tell you not to travel or where to travel,” he said. And mandatory testing for the virus should not be mandated but be up to the individual to decide.

“Your body, your choice,” he

said. “Common sense should prevail,” such as staying home if you feel sick, which is also a personal choice. Irwin indicated the rules would be different for a “contagious and lethal” virus like Ebola, but compared the COVID-19 virus to any respiratory illness.

Irwin also stated that his choice is not to be vaccinated against COVID-19. And he decried the restrictions used by some provinces in fighting the disease. “This province has had more liberties,” he said, referring to Alberta. But he feels other provinces have had unreasonably tight restrictions, including Ontario where he originally hails from.

But he was quick to add that “we’re not anti-vaxxers, it just should be your choice.”

As for the protests dogging Liberal leader Justin Trudeau, he is against any violence but says he understands why people are angry. “I condemn their throwing stones but a lot of people are angry, fed up.” He referred to a “snitch line” he said is being used to turn in people who aren’t following the COVID-19 health rules as one example.

But the party is also standing up for vulnerable citizens, he says, such as seniors.

“I don’t think any pension should be taxed,” he said, noting that “seniors have paid in for over 40 years to the Canada Pension Plan,” and shouldn’t have to pay taxes on either CPP or Old Age Security.

As for the extra $500 a year promised by the Liberals for seniors’ pensions, Irwin calls this “a slap in the face,” adding: “They should be getting $500 more a month not a year. “The majority of pensioners need it, they’ve worked 40 plus years and few have company pensions.”

Irwin says he gets a military pension but pays over $600 in taxes every month.

His party wants to cut back on funding some sources in order to

give more to people in Canada who need it.

Irwin said his party wants a review of foreign aid spending.

“We’re still giving aid to China,” he said, by way of example of why a review might be needed.

The Veterans Coalition party also wants to see a moratorium on immigration for a couple of years to put more money back into Canada’s economy.

However, the candidate says: “I have been asked on the street about that,” and he has been accused by some of racism.

“We’re not racists,” said Irwin.

“We are very diverse, and we are very LGBTQ friendly.” He explained the reason for a proposed pull back on foreign aid and immigration was necessary to help out Canadians, such as those in the Aboriginal community.

Irwin said many in the Aboriginal community “want to be part of the system. We want to stand side by side with them.” And he called clean water in every community a human right.

As a military man who did two tours of duty in Afghanistan and saw his share of traumatic action, Irwin said he has “witnessed a lot of things.” And he doesn’t think the government adequately handled the recent pull out of Canadians and others from that country.

For that reason, he “has a lot of sympathy” for the separatist stance of the Maverick Party, but remains a staunch and loyal Canadian.

“I love this nation. I fought for this country, I carried a rifle for this country, I did it for 20 years,” he said. But he wants more support for the military. He feels that support has declined over the last six years.

But if he is elected, he promises to take the pay cut for MPs as proposed by his party.

“If elected, I will do it myself,” he said. “That’s a Parliamentarian’s responsibility. I believe in the 30 per cent pay cut.” Instead,

he says the last set of MPs gave themselves pay raises - twice.

“We want people to keep their money and go about their business,” he said. “We don’t want to change the gun laws,” but does want to repeal an order in council passed last year banning semi-automatic weapons.

“We need firearm experts to do a review, people who have used and understand guns,” Irwin stated.

“We’ve seen a lot of our freedoms compromised. I understand we don’t have a Second Amendment in Canada (as there is in the United States). But we can still express ourselves.

“People are angry about the national debt,” he said, and the possibility of a sales tax on house sales, something Trudeau denied would happen during a press conference on Monday.

Irwin espouses “cutting from the top,” and wants to “send some blue collar basics back to Ottawa.”

In the meantime prior to the Sept. 20 federal election, he will continue to campaign and talk about his party’s platform.

“I enjoy reaching out and talking to people,” he said. And if elected, “I want to govern with fairness and bring back accountability.”

‘Parents against Mask Mandate’ advocacy group forms to protest BRSD rules Leslie Cholowsky Staff Reporter

In response to the Battle River School Division’s back to school plan, with regards specifically to the mandatory mask strategy for the upcoming school year, BRSD parents formed a social media advocacy group against a mask mandate from the division.

The division states it is making masks mandatory for all K to 12 students and staff, on school buses, in school hallways, and common areas and when in close contact.

“This was a unanimous decision of the BRSD Board of

Trustees, made on Aug. 16, 2021.”

Growing to over 900 members over the first few days of its existence, group members represent parents of students attending schools throughout the entire BRSD Division.

The group’s founders say: “The group has been created to show the number of parents against the mask mandates put in place on our children by BRSD and to help protect our children.

“We want our children/parents to have a choice.

“Masks should be a choice not mandatory.”

Group members are being en-

couraged to contact BRSD board trustees and administration with their reaction to the issue.

A petition has also been created, which has been distributed throughout the division, with members posting daily where the petition can be accessed in person, as they are asking those who sign to do so physically, not virtually. Local businesses in 11 communities have also offered to host the petition at their place of business to increase the accessibility for parents throughout the region, including Flagstaff County, Beaver County, and Camrose County, as well as the City of Camrose.

Members have also reported contacting MLA Jackie Lovely, with one member recently posting Lovely’s response, which says, in part: “As well, while masks are no longer required across the province, it will be mandatory on school buses.

“It is an expectation that schools support those students and staff who choose to continue wearing a mask throughout the school day.

“In addition, school boards have the local autonomy and accountability to implement additional measures, beyond provincial guidance, where they deem it appropriate.

“However, if school authorities make the decision to go beyond provincial guidance, part of their accountability to their communities is to explain why this is necessary in their local contexts.”

Lovely’s final piece of advice to parents is: “If you are concerned or have any questions about any additional health measures that your school division has implemented, I encourage you to contact your local trustee to discuss your concerns.

I am forwarding your concern to the BRSD Chair, Karen Belich, and Superintendent of Schools to answer your questions.”

RCMP body cameras to 'promote trust' Patricia Harcourt Editor

While providing a snapshot of crime statistics and other data for town council, Viking’s RCMP also discussed the use of body worn cameras expected at detachments in future.

Cpl. Ryan Doucette, detachment commander, elaborated on the wearing of these cameras by officers as a way of enhancing trust and increasing transparency.

“Body worn cameras are one way to enhance trust by increasing transparency of police interactions with citizens,” he said. “We want to ensure all Albertans have the confidence that the justice system is there to protect them.”

Council received an overview of the crime and other statistics at the August 16 meeting,and included with it was an information package on body worn cameras, or BWCs. These BWCs “will be phased into operations over the latter stages of the year,” said Doucette, with the federal government funding this project for the first three years.

Doucette said the up front funding will provide “some time for contract partners to factor this into their future planning processes.”

Details on how much this will cost local jurisdictions isn’t yet known but in time the RCMP is going to provide “financial forecasting to our communities with Municipal Policing Service Agreements,” he said.

A report to council on crime and other statistics compared the months of January to July 2021 to the same time period last year.

The statistics showed a decrease in total Criminal Code offences by eight per cent.

Persons crimes had dropped by 46 per cent, although property crimes had increased 29 per cent. But other Criminal Code offences were down 15 per cent.

There were two fewer instances of break and enters (seven per cent drop), no change in the number of vehicles stolen, and nine more instances of theft under $5,000, an increase of 43 per cent.

2020 and 2021 each had one instance of a sexual offence, Assaults dropped from 13 in 2020 to nine in 2021, with one instance in 2020 in the kidnapping/hostage/abduction category.

2021 saw two instances of criminal harassment, the same as last year; and there were also two instances of uttering threats (down from eight last year).

The Viking Detachment dealt with 26 cases of break and enter in 2021, down from 28 in 2020. There were six motor vehicle thefts in each year with two cases of theft over $5,000 in 2021 compared to two last year.

There were 30 cases of theft under $5,000 compared to 21 last year. Police dealt with 20 cases of possession of stolen goods in the first seven months of this year compared to 13 in the same time period last year.

Fraud cases have risen with 22 for the first seven months of this year compared to 14 in 2020. Mischief and damage to property cases were stable at 20 in 2021 and 13 last year.

In possession of offensive weapons cases dropped from seven last year to two this year, but disturbing the peace files rose from one last year to four this year. People failing to comply and breaches of court orders rose from 13 last year to four in 2021.

Total Criminal Code complaints dropped from 34 last year to 29 this year.

“Our first priority is always safety and security of Albertans,” stated Doucette, “and this reporting along with your valued feedback will allow us to assess and enhance our policing service to ensure we are meeting your needs on an ongoing basis.

“Accountability, efficacy and transparency are the cornerstones of our service delivery as we continue to address the priorities that are important to your community.”
