It was a beautiful fall day last Thursday, September 29 when Irma School and the community came out for the annual Terry Fox Run. The run is held starting at the school and makes its way east past the golf course, then north for about a mile before turning around and coming back to the school.

All the while, participants were able to enjoy the fall countryside with leaves turning colour and Canada

Geese flying overhead, honking as they passed in the skies above.

The Terry Fox Run is a grand tradition at the school and community members always turn out as well to help with the cause of raising funds to fight cancer and help those afflicted with the disease.

Sometimes the run has been held with snowflakes falling as early winter conditions took hold, but this year everyone lucked out as temperatures cooperated to make conditions perfect for students and community participants alike.

Alberta’s first annual Reservists’ Recognition Day September 24, 2022, was Alberta's first annual Reservists' Recognition Day. A private member’s bill, introduced by Minister Rutherford, recognized the contributions reservists make in defence of the country and honour the service and sacrifice of current and former reservists and their families.

Reservists are members of the Canadian Armed Forces (CAF) who train and serve with the CAF on a part-time basis. Reservists respond to fires, floods, and other natural disasters while helping their neighbours, community and country.

In addition to their military responsibilities, they also work full-time in the civilian workforce.

Carolyn Patton from the Canadian Forces Liaison council works to advocate for employers on behalf of Reservists.

Reservists attend military courses and training

that last one or two weeks and they can volunteer to serve on domestic and international operations fulltime.

Due to the occasional leave for duty and training, reservists may find it challenging to find a stable workplace that accepts and accommodates their variable schedule. That is where the With Glowing Hearts program steps in to help create an understanding workplace while building relationships with employers and the reservists.

It is an HR program that aims to attract and retain reservists to an organization or business.

The program provides guidance and tools to support both employers and reservists. It is with programs such as the With Glowing Hearts that civilians, can get involved and make a difference.

JOHN’S RANT Shandro is right to stand up to Feds So Tyler Shandro, Alberta’s Justice Minister in the Jason Kenney government, isn’t going to help the Feds collect your guns.

Well, good for him.

While the Feds continue to crack down on law abiding citizens and their rights to own some firearms, criminals continue to bring in weapons from the U.S. and illegally use them in the pursuit of criminal activity.

Message to Prime Minister Sock Boy Trudeau, “criminals don’t give a damn if you restrict a weapon or not. They’re already planning on breaking a law or two, so what’s another, by using an illegal weapon.”

Young Justin should also look at a map of his country and maybe have his minions explain to him that it is not all in the area from Montreal to Windsor, with a small part of B.C. around Vancouver thrown in for good measure.

Nope, Canada has a lot of wilderness and rural areas. People out here use the long guns for hunting, for survival and sometimes for self protection.

So Shandro said he has asked the provincially-paid RCMP, (you know the ones, who swear they don’t take any orders from Ottawa), not to follow through if Ottawa tells them to collect weapons which have been banned.

Now, where have we heard a statement similar to this for the past few months… you know a suggestion that some Federal

rules imposed on Alberta could be ignored?

Oh, that’s right … the Sovereignty Act. The proposal put forward by UCP leadership candidate and perceived frontrunner Danielle Smith.

She states her Act will allow Alberta to reject enforcing any dictates from Ottawa that will harm the province or that the province vehemently disagrees with.

Our Lieutenant Governor, to the chagrin of many, has said she wouldn’t give this Act royal assent if it passed through the Legislature yet was deemed illegal.

Premier Kenney has called it “nuts” among other things.

Yet here is his Justice Minister basically telling the RCMP not to pick up banned guns from law abiding gun owners in Alberta.

The firearms that they are seeking to confiscate were part of a list of over 1,500 models that were banned by the federal Liberals in 2020. An amnesty is currently in effect until October 2023, after which time they will be prohibited to possess.

The list of banned models were all previously non-restricted and restricted firearms, including hunting rifles and shotguns as well as historical artifacts almost a hundred years old.

“In reality, we know these firearms,” wrote Shandro in a release. “No matter how they may be styled, are in no way materially different from more familiar look-

Further the province, said Shandro, will apply to intervene in six ongoing lawsuits challenging the constitutionality of the prohibition.

Shandro added Alberta taxpayers pay over $750 million per-year for the RCMP and “we will not tolerate taking officers off the streets in order to confiscate the property of law-abiding firearms owners.”

Since Shandro made his announcement both Saskatchewan and Manitoba have sided with Alberta and stated they also won’t order their provincial RCMP to enforce the buyback program.

And if course Federal Public Safety Minister Marco Mendicino is apoplectic over this refusal of the colonies to assist his government’s plan.

“He’s (Shandro) wrong about all of that, and let’s take a step back. Assault-style rifles were designed for one purpose, and one purpose only. And that is to kill people, and they have in Canada,” Mendicino spluttered. “It’s a political stunt. He knows full well that the regulatory powers when it relates to firearms falls squarely within the exclusive jurisdiction of the federal government.”

This is the Public Safety Minister who cowered under his desk while a few truckers parked on Ottawa streets and honked their horns while their kids played on bouncy castles last February.

I agree with Shandro on this decision,

even though I know many in our urban centres won’t.

I will argue often for the urban residents to get off their bicycles and get in a car and drive 30 miles into any direction from Edmonton and take a look around.

What will they see?

Wilderness. Areas of scrub and sloughs where wildlife gather.

Some of these wildlife are legally hunted by people providing food for their families.

There are also criminal elements driving the backroads of these rural areas scouting the homesteads, acreages and farms for potential theft.

Shouldn’t the landowners have a the right to own a firearm to protect themselves if facing violent threats from these criminals?

I’m not advocating a shoot first ask questions later mentality, but you can rest assured the criminals will use violence if confronted.

Sandro’s move is Alberta standing up for Albertans against a silly process designed to appease and appeal to voters in the central part of Canada.

It has nothing to do with stopping crime.

But it also smacks of Danielle Smith’s Sovereignty Act proposal. So maybe covertly Kenney is moving to her side.

I guess we’ll find out on Oct. 6.

WORD ON THE STREET Female assaulted at property north of Bruce On September 26, police received a report of an abandoned stock trailer parked in the middle of a rural road in the Bruce area.

Police attended the location and while on scene, they received a report that this same trailer had been stolen the previous night along with a pickup, from a rural property in the vicinity. The truck is still outstanding and police have no suspects at this time.

That same day, police received a complaint of mischief at a property south of Kinsella. The complainant advised someone drove through his fence which resulted in his cows getting out. He also had located bags of stripped wire along the fence line. Police do not have enough evidence to further an investigation.

Early on September 27, police received a 911 hang up. When following up, they learned the call had been placed in error by a child and there was no emergency.

Later that day, police received a report of a stolen U-Haul trailer.

Upon speaking with the complainant, it was determined that credit had been extended to the renter of the vehicle making this matter civil in nature. It was later learned that this same trailer had been seized

by Killam RCMP along with a stolen truck a few days prior. This

matter is still under investigation.

That afternoon, police received a complaint of stolen property that had been located at a residence in Bruce. The complainant advised she had located some items that she had previously reported as stolen at a friend’s property. Police were unable to determine who had brought the items to the property and no charges were pursued.

Also that day, a female called Vegreville RCMP to report she had been assaulted at a property north of Bruce. This matter is still under investigation.

On September 28, police received a complaint of a break and enter at a business in Viking. The investigation into this crime ongoing.

On September 29, police received a complaint of mischief at an abandoned wellsite west of Viking. The complainant advised she saw a female with bolt cutters and a blue truck at the location.

Police made patrols in the area but did not locate the person in question.

Late that night, police received a report of a person in the backyard of an empty residence in Viking. Police attended but did not locate anyone and found the property secure. The complainant was

updated.

On September 30, police received a noise complaint at a property southeast of Viking. Police are following up on this matter.

On October 1, a citizen contacted police to advise he had been threatened by a neighbour. Police arrested a male and a charge of Sec. 264.1(1)CCUttering Threats is pending. The male was released with conditions to have no contact with the victim. He will be appearing in Vegreville Provincial Court in November.

That evening, police received a complaint of a person on an ATV driving around a rural property east of Viking.

The complainant approached the driver and asked him to vacate the area and he did. Police were unable to positively identify the driver.

During the early morning hours on October 2, police received a complaint of people trespassing in a yard southwest of Bruce.

The complainant advised the people had already departed and he was

unsure if anything had been taken. Police are following up on this incident.

That afternoon, police received a complaint of a suspicious vehicle parked on a lease road southwest of Viking. Police made a patrol and located the vehicle in question. The driver advised he was a hunting guide and had permission from the landowner to be there. The complainant was updated. The complainant called back a few hours later to advise the same truck was back and the occupants were flying a drone over the area. He was told to contact Fish and Wildlife if the situation persists or escalates.

Late that night, police received a complaint of a vehicle trespassing on a rural property southwest of Viking. The complainant advised a dark coloured truck pulled into her yard and approached an outbuilding. A male got out and went up to the locked building. She turned her house light on and the male took off eastbound in the truck. Police have no suspects at this time.

County meets with acting commander of Viking Detachment Patricia Harcourt Editor

Beaver County’s Governance and Priorities Committee (GPC) met with Viking RCMP Detachment’s Acting Commander Anita Doktor at GPC’s September 28 meeting.

Doktor explained that she arrived in August to replace the commander who is on medical leave.

The GPC is a committee composed of five members who are the county councillors for Beaver County.

They heard that Doktor has “noticed a lot of property crime,” including at oil lease sites and other property in the area.

The RCMP is working on a crime fighting strategy and are charting criminals in the area “to get charges that will stick,” she said.

The detachment is getting “lots of cooperation” from Alberta Central Alberta Crime Reduction Unit. Her priorities in policing, she said, included more police visibility and getting officers engaged in more community events. She asked those

on the committee to let her know about events they would like the police to be involved in.

She called herself “a community lady who grew up in rural Alberta.”

Doktor also called traffic “a big issue for the RCMP, adding that these are three crime reduction initiatives “we will be working hard on.”

“I’m pretty sure the community is satisfied with what the detachment is doing in Viking,” said Dale Pederson, who represents Division 5 as councillor. He agreed that “oil field thefts are prominent,” noting: “You are working on that so that’s good.”

Division 4 Councillor Barry Bruce told Doktor he attended the recent Viking RCMP Barbeque and enjoyed meeting the members there. “Crime fluctuates in our area,” he said, so there is always a need to keep it under control.

Deputy Reeve Gene Hrabec told of “chasing off” two men who were hanging around his area at 4 a.m. that day. Hrabec said he “would

All political eyes will be watching Thursday, October 6 for the announcement as to who will be the new United Conservative Party (UCP) leader.

Premier Jason Kenney’s declaration he is stepping down as premier of Alberta set off a horse race among what was eventually seven serious candidates for the position.

As of the final week, the consensus is that Danielle Smith (UCP nomination candidate for Livingstone-Macleod) is the frontrunner. She was formerly the leader of the opposition (2012-2014) and leader of the Wildrose Party (2009-2014). She is followed by the more traditionalist Travis Toews (MLA-Grande Prairie-Wapiti) who was the Minister of Finance and President of the Treasury Board when Kenney announced he was stepping down as leader.

Other candidates are the prominent Brian Jean (MLA-Fort McMurray-Lac La Biche). Jean was the final leader of the Wildrose Party and leader of the opposition

party (2025-2017) before the WR amalgamated with the Conservatives to form the UCP. Other candidates are Todd Loewen (MLA-Central Peace-Notley), Rajan Sawhney (MLA-Calgary NorthEast), and Leela Aheer (MLA-Chestermere Strathmore).

The new leader of the UCP will automatically become the premier of the province, and likely lead the party into the next provincial election expected next spring.

Frontrunner Smith has stated she will not call an early election this fall if she is elected the new premier.

Kenney made the announcement of his departure following a leadership review last May. But Kenney only garnered 51.4 per cent of the vote and said he would only stay on until a new leader is elected by party membership.

Main-in voting began on September 2 and closes this week as of October 3. On October 6, the results of the vote will be announced at an event being held at the BMO Centre in Calgary starting at 5:30 p.m. and livestreamed on the UCP website.

To that, Doktor stated that “criminals figure out our shifts,” and take advantage of the times when they know the police aren’t out patrolling. For that reason, shifts are adjusted somewhat to mitigate this factor. “We’re randomly doing this,” she said. “We don’t have enough members to provide 24 hour service.”

Councillor Lionel Williams (Division 2) commented that this, in essence, makes it a one-member detachment and puts the RCMP in a position of having to work alone while on duty.

Doktor replied that Viking RCMP’s shifts are amalgamated with Killam RCMP, “so we have to back Killam up,” she explained, adding the detachment usually has her and another member on duty.

“You have one of the toughest jobs I can think of,” said Williams, and they are also understaffed in his opinion. “It would sure be good to see more support in Viking.”

“I don’t disagree with you,” replied Doktor, but she added that “staff issues are not unique to

Viking.”

Williams told her this issue would be discussed when county council meets with the RCMP at the upcoming convention in Edmonton.

Doktor also explained that she is based out of the Vegreville detachment, and was first sent to St. Paul to fill in there. However, she was then sent to Viking for what was expected to be a month, which she said has “ended up longer” in duration. She has 16 years of policing experience.

Hrabec asked her if she thought the Viking detachment was short staffed, to which Doktor replied that officially there can be a full complement of staff at a detachment but issues like maternity and paternity leaves, and stress leaves, can make actual numbers of working members less than the official count.

Doktor then invited the county to attend a community engagement town hall meeting to be held at the Viking Carena Complex the evening of October 19.

And once the county has hired community peace officers, “we want to collaborate with them,” she said.

Claystone explains proposed compost facility to county Patricia Harcourt Claystone Waste Ltd. announced September 19 that it will be opening a “$4 million state-of-the-art aerated compost facility,” at its landfill operations in Ryley in the summer of 2023.

It stated that the 20,000 tonne compost facility will process “source separated organics including biodegradable supports such as wood fibre,” on an annual basis.

Claystone stated its intent was to help municipalities meet their waste diversion targets, and expects to be “a leading organics provider in the Edmonton metropolitan region.”

However, first the landfill must obtain a development permit from Beaver County, which has already been submitted and is now under review. The county currently has no development officer, however, as their officer recently left the position. So it will be reviewed by Municipal Planning Services instead.

The development permit is necessary because the organic composting facility lies within the county’s landfill and composting district, legally described as SE 10-50-17-W4, northeast of the Village of Ryley.

Claystone CEO Pierre Breau came before Beaver County’s Governance and Priorities Committee (GPC) meeting nine days later, along with other officials of the project, to provide an overview for the five members. This delegation was a last minute add-on to the meeting with no information provided in the agenda package Breau did provide a power point presentation for the committee members concerning the facility. Claystone will pick up organic waste from municipalities and large scale commercial enterprises.

“Claystone will process it into rich, saleable compost,” said Breau, who said the announcement made about the new composting facility “was well received.”

Odours stemming from this process can be controlled, he said, stating they

are “always an issue from incoming organic material…If not properly managed (a compost) can get odours…

“Claystone wants to do this, and has to do this, right,” said Breau. “We will be putting in what is recommended,” citing the use of proper oxygenation and wood chips.

“Claystone is committed to be responsive to neighbour and partner concerns,” he said, citing an odour control management plan. Breau brings up the falconry program at the landfill which now controls the bird population, and the clean up done at the landfill. “Many say it’s the cleanest they have ever seen,” he said.

When questioned about using local contractors for the construction part of the project, he replied: “We are committed to providing local employment.”

The announcement made Sept. 19 referenced the use of design and diligence in operation to control odours “to levels that are not disruptive to the neighbouring airshed.”

“Claystone is committed to be a good neighbour and responsive community partner,” he added. “Part of being a good neighbour is mitigating issues before they occur through bestin-class odour management strategies.”

Claystone states that the construction phase of the project will create 40 jobs and four permanent positions to operate the facility, “based on what we know now,” said Breau.

Breau said the material that will be used to produce the organic matter will come “mainly from the Edmonton area. The matter is consolidated, brought to the site and immediately tipped “and dealt with right away.”

The compost will be available to anyone and has uses in gardening and landscaping, among other uses.

He also said that since 2013 over $20 million in profit has been returned to the shareholders of what was previously Beaver Municipal Solutions which recently incorporated into

Claystone.

“That is a fantastic number in less than 10 years,” he said. Plus, tipping fees for garbage services in the five member municipalities have been frozen since 2009, calling it “no inflation, we eat it.

“Now we’re paying property taxes when we became a corporation,” he said, even as the assessment doubled, “and we didn’t bat an eye.”

Consultants then showed the committee how the process would work to reduce odours, starting with placing the waste organic matter on a concrete pad to allow for easy cleanup, and immediate processing.

Blending in wood chips help reduce odour before starting the composting by placement in an aeration system for 15-21 days.

Claystone has an odour response plan but needs to be told if and when odours are impacting people, and then they can respond to it.

Starting construction (earth moving) was slated for this fall with an operational plant built and running by the summer of 2023, said Breau.

Deputy Reeve Gene Hrabec (Division 3) said he wanted the facility’s product to be available to everyone including locally. He also wanted to know where he could visit a similar facility already operating. Consultant Dr. John Paul said there is a similar one in Vegreville.

“It’s not a new process, it’s well proven (and) it’s impact to the community is minimal,” said Paul.

Hrabec said he had a concern that new Alberta regulations for these kinds of facilities have come forward, which he “found out after the process (in Ryley) had already started.”

“I also have other concerns brought forward from (county) residents,” said Hrabec.

Councillor Barry Bruce (Division 4) also wondered if wheat and barley straw could be provided by local farmers instead of using wood chips.

However, Paul explained that the wood chips were chosen to help

reduce the organic waste’s moisture content from 75 per cent down to 60 per cent.

Wood chips can also be screened out and reused, he said, whereas wheat and barley straw gets absorbed.

Hrabec also wondered if Claystone could pick up organic waste from local towns and villages to process. Breau said Claystone “is looking into that sourcing.”

Breau also referenced a meeting for residents to hear more about the composting facility. It is to be held the evening of Tuesday, October 4, at the front entrance of the Claystone administration building, and can hold up to 70 people.

Beaver County CAO Kayleena Spiess commented on behalf of administration, stating that the development application for this project “is still under review” and “follows the regular steps” in the process. A review includes looking at blueprints, site plans, transportation routes, hours of operation, and plans to mitigate nuisance factors such as litter, dust, odour and noise.

She also said that written notification of the application has been sent to adjacent landowners to the landfill, including 13 different persons, on Sept. 16. The deadline for submitting comments on the application has been extended to October 14.

These adjacent landowners and other interested stakeholders are invited to submit comments and concerns to the county by that date.

Spiess also stated that, because the county has no development officer at present, Municipal Planning Services will handle the application on the county’s behalf. After that, if more information is required, an Environmental Impact Assessment report can be done.

Reeve Kevin Smook (Division 1) said he believed the county should “put out a statement” regarding the project and the process it goes through during the development process.

Beaver County councillors to meet with RCMP at convention Patricia Harcourt Beaver County Council is requesting a meeting with the RCMP during the Rural Municipalities of Alberta fall convention to discuss rural crime and other matters.

One of those other matters is sure to be the provincial government’s initiative to replace the RCMP with a provincial police force..

Council has been invited by the RCMP’s Eastern Alberta District to meet its commanding officer, with the request that several items for discussion be provided so the RCMP can prepare for the meeting.

“It’s timely, the issues aren’t going away,” said Reeve Kevin Smook (Division 1). “I sure would like to meet with them,” and he also wanted “Tofield and Viking Detachments in the loop.”

Deputy Reeve Gene Hrabec (Division 3) said that, regarding the stance of the RCMP on proposed changes to Victim Services by the province, “I find it eerily silent.” noting the RCMP have a very important role in the VS mandate.

Hrabec said that, while Beaver County’s Victim Services is not happy with the proposal to change the service in the province, there are other municipalities who are in favour because they struggle with the fundraising aspect of it.

Beaver County’s VS “is very good (and) is run top notch,” he said, including fundraising. Hrabec said he wanted to know what the RCMP provincially and at “K” Division thinks of the remodelling of provincial VS. Councillor Lionel Williams (Division 2) said the issue of criminals being caught in rural Alberta only to go through the “revolving door” syndrome back out on the street to continue offending is still front and centre.

He was also concerned about staffing of rural RCMP detachments when it comes to the VS redesign, and “public perception” that detachments “are not a safe place,” although he did not see this himself as a problem.

Citing several incidents in rural Alberta and Saskatchewan, Councillor Barry Bruce (Division 4) said there is no clear definition of what is allowed when defending person or property.

“People don’t know their rights,” he said. “We don’t know what we can or cannot do,” when being robbed or other incidents.

CAO Kayleena Spiess said that, although Viking and Tofield detachments work together, they report to different authorities, “creating a lot of inconsistencies on how the two detachments are being run.” And even though they work together in Beaver County, she said, “there’s a bit of a disconnect.”

Councillor Dale Pederson (Division 5) added that Viking RCMP also work with the detachment in Killam.

She also advocated for an increased police presence and meetings with the public.

County intends to give historical designation to property north of Tofield Patricia Harcourt Beaver County is serving a notice of intention to designate the Warner House on Sunnyside Stock Farm north of Tofield as an historical site. The property is owned by film maker Francis Damberger and officially located at SW 1951-18-4 SW. Council also directed administration to advertise the notice of intention to designate the property as an historic resource.

Francis and Lynn Damberger wrote council on August 22 that their property meets three of the five criteria to be designated as an historic site, when only one criteria needs to be met to be eligible. These three criteria were laid out in the letter with the following points: Daniel W. Warner and his heirs contributed to the establishment of both the political and agricultural

landscape of the area now known as Beaver County; The Warner home has the classic architectural design style of the ‘Foursquare’ home in the interior and exterior, which was popular in the 1890s to 1930s.

The Warner home has been a landmark on the Sunnyside Stock Farm north of Tofield from the time the road was a wagon trail until the present day.

Since its inception, the home has been owned by John and Alice Warner from 1914 to 1957; Alan and Joan Warner from 1957 to 1995; and, Francis and Lynn (Warner) Damberger from 1995 to the current day.

whether the county would be liable for the upkeep of the house if historically designated.

Francis Damberger attended the meeting and responded that the county shouldn’t be liable for those costs, and there are grants available for sites with provincial designations of this kind.

The site for the historical designation would include the house and an area of land around it, but not the rest of the property, he said.

But the county would have control over changes proposed for the house, or any other development that could affect the look or feel of the house, he added.

“It’s a wonderful building,” said Division 5 Councillor Dale Pederson, expressing some concern over the designation affecting the development of S.H. 834 which runs past the property to the west north to Highway 16.

Damberger said he wanted to protect the home and thinks there should be more such designations in the province, adding: “It’s not going to stop the highway from being built.”

A motion by Division 2 Councillor Lionel Williams was passed as per the recommendation.

Aimee Boese, GM of Community Services, stated that the next step would be the

making of a bylaw that would “plan out the details,” including the size of the property around the house which would be included in the historical designation.

“This would just be serving a motion of intention,” she said, speaking of the motion that day.

“We have 60 days to get all the information, form the bylaw, provide first reading, then hold a public hearing.”

Even though county policy doesn’t mandate that the county advertise the notice of intention, she said: “We don’t have to do that but we’ll give people the opportunity to speak.”

RMA District 5 Golf Tournament

RMA District 5 Golf Tournament hosted in Beaver County On July 15th, 2022 Beaver County had the pleasure of hosting a golf tournament, on behalf of the Rural Municipalities of Alberta (RMA) District 5.

This event took place at the Coal Creek Golf Course and was an opportunity for District 5 municipalities to network, build relationships and raise funds for a very worthy cause.

Overall, the tournament resulted in a $2,272 donation to the Beaver County Victim Services. Council presented Victim Services with the check at the September 21, 2022 regular meeting of Council.

Campgrounds Closed for the Season Black Nugget Lake, Camp Lake Campgrounds and online reservations are now closed for the Season. Both campgrounds have seen increases in campers in the past few years. This year we saw some new faces as we partnered with Go East of Edmonton Rural Tourism, by being sticker stations for the Road Trip Adventure Game. Claystone Waste Proposed Compost Facility Claystone Waste recently announced that it will be constructing a compost facility at the landfill near the Village of Ryley (on SE 10-50-17-W4, northeast of the Village).

The proposed compost facility will accept up to 20,000 tonnes of organic waste per year which will be transformed into usable compost. For more information regarding the proposed facility, please go to www.claystonewaste.com/residential/landfill.

Prior to construction, Claystone Waste must obtain a development permit from Beaver County. An application has been submitted and is currently under review.

The land on which the compost facility will be constructed is located within the County’s Landfill and Composting District. The application process includes a review of blueprints, site plans, transportation routes, hours of operation, and Claystone Waste’s plans to mitigate nuisance factors (such as litter, dust, odour, and noise). An Environmental Impact Assessment may be requested if there is uncertainty regarding potential impacts.

In addition to a review of the application, adjacent landowners have been notified. They, and other interested stakeholders, are invited to submit comments and concerns to the County by October 14, 2022. These comments will be considered before a decision is made about the application.

It is with heavy hearts we announce the passing of Brandon Cameron Rauser of Viking, Alberta, on October 2, 2022, at the age of 18 years.

Brandon is survived by his dad Jay and sister Kelly. Grandparents: Lance and Connie Rauser, Norman Safranka, and Sylvia Hoffman (Donnie), Great-grandmothers: Norma Hogstead and Rose Safranka, Aunts, Uncles and cousins: Michael Safranka (Angie), Axel, Avery, Christine Zarski (Sheldon), Brayden, Quinton, Kailyn, Melanie Zarski (Dennis), Carson, Madison, Brian Zarski (Lisa), Brett Winczura (Darren), Kami Brittain (Gary), Presley, Sloan, Corbin, Morgan Rauser, his girlfriend Madalynne Ruzicka, numerous friends and extended family.

Brandon is predeceased by his mom Cindy, Grandma Cheryl, and Uncle Doug.

Brandon was well known in the community for his lawn care and snow removal business that he started at just 8 years old.

Brandon was born three months early, weighing two pounds 2 ounces, he came into this world early and left it much too early too.

He was loved by all who knew him.

New Holden charter school issues first earned credit Jana Semeniuk Staff Reporter

Newly created grade 712 charter school, Holden Rural Academy, celebrated their first academic milestone last month when grade 11 student Ben McNight completed a course and was issued the school’s first credit on Sept. 19.

“A big moment for our school today. We can officially say a student has completed a course and gained a credit. It might be a one credit course, but it’s mighty awesome,” said a post on the school’s social media page. The post added that the course McNight took was a short prerequisite workplace safety course.

Karla Janzen, secretary for the Holden Rural Academy’s five-member Society which runs the school, said like most

rural Alberta schools, prior to the creation of the academy, Holden school, K-6, was slated for closure.

“Holden had a K-6 school and neighbouring Ryley had a 7-12 school, and the students were cross bused between us, so it was one bussing area,” Janzen explained.

She said enrollments at both schools dropped to critical levels in early 2020.

“Battle River School Division determined that there were not enough students in our area to operate a high school, based on their policy, that a junior high or a high school program needed to have at least 40 students to be viable,” said Janzen.

“Our high school, which was at that time in Ryley, had dropped to 35.”

It is already October and there are many signs that fall has arrived and winter can’t be far behind.

Many think of the privations of winter and are encouraged to help out with donations of food to the Viking/Holden and Area Food Bank during the holidays.

But the food bank needs donations all year round, now more than ever. People are struggling due to the rising cost of living and the effects of inflation. Food has especially risen in price these past few months, and the cost of electricity is expected to skyrocket.

Donations to the food bank are always actively encouraged but the onset of cooler weather is a reminder to many that not everyone is doing well. in this economy and may need help getting through.

On that theme, Viking/Beaver Family and Community

Support Services (FCSS) has announced that registrations for the Christmas Hamper program are now open.

The deadline to register for a Christmas hamper this year is December 14, and the FCSS offices in Viking and Holden are now taking calls to ensure everyone who needs a hamper gets one.

If you or someone you know may need help in this way feel free to reach out to the FCSS office in your area.

The Weekly Review will again be raising money for the Food Bank and hamper program this year as well.

The 'Fill the Tree' campaign will launch next Wednesday, Oct. 12, at the Weekly Review office. As always, cash and cheque donations can be received by mail to Box 240 (address cheques to the Viking Food Bank). There will also be an open house food and cash drive at the Weekly Review office in November at a date to be announced.

school program and the school board opted to combine the K-6 students in Holden with the remaining 7-9 students in Ryley to have one K-9 school serving the area located in Ryley. High school students were divided up between Tofield and Viking.

“On the 19th of March, they had a meeting to close the Holden school for June. It was awful.

(Due to the COVID pandemic) The students at the school never got to say goodbye or anything,” she said. “The teachers all moved along but this is the building they've been in. They (students) never got to say their goodbyes to that era of history here.

It was just nope, closed for COVID and you never get to come back kind of thing.”

Janzen said that was when the Holden Rural Academy Society was born.

“We thought that we did have the potential to have enough students to have a viable school, even if the criteria put out by the division said no,” she

said.

The group attended a local presentation led by Kevin Van Lagen, also known as the Prairie Principal. Van Lagen is the principal of Altario and Consort schools in central Alta., and a vocal advocate for the value of rural education in Alta.

Through his leadership, Altario and Consort schools have both seen increased enrollments due to their school’s specified focus; Altario on agriculture and Consort on baseball.

Janzen said Holden Rural Academy’s focus is on place-based education where the school teams up with local businesses in the community.

“We wanted to validate the jobs and the entrepreneurs and the farmers and the trades people and the elderly, as well, that live in our community, as people that were worth knowing and worth studying,” said Janzen.

“We also take our kids into the community to engage in programming that enhances our visual arts or performing arts.

Given that our school doesn't have a home-ec lab, or a shop, we connect them with our community.”

So far, the school has 61 students enrolled which Janzen said was slightly below the level of 70 students they were hoping for, but she said interest in the program was steady leading up to the first day of school. “(We had a lot of) interest at the end of Aug., but

the Sept. 30 cut off date has come and gone, and we don’t accept registrations after that date because of funding,” she said, although she added exceptions could be made for a family newly moved into the area.

In terms of student feedback, Janzen said so far, it’s been very positive.

“They tell me ‘We love the school’,” she said.

“Which is so good to hear.”

Many families in the Camrose Constituency and across Alberta are facing extreme increases in energy prices in recent months due to Russia’s illegal invasion of Ukraine, global supply shortages and other factors. These high energy prices are creating immense stress for Albertans.

To combat rising energy prices and the rising cost of living, our government remains persistent in executing programs that will make life more affordable for families and businesses.

Starting Oct. 1, Alberta’s natural gas rebate program will provide price protection from spikes in natural gas costs this winter.

In Budget 2022, our government committed to ensuring natural gas consumers are protected from European-style price spikes this fall and winter. The rebates will provide critical support and cost certainty to at least 1.6 million homes, farms, and businesses, including those in rural and remote areas. These rebates will put money back into Albertans’ pockets, exactly where it belongs.

From Oct. 1 through Mar. 31, any time the monthly default rate exceeds $6.50 per gigajoule, a rebate will be issued to all eligible Albertans to help cover the increased costs of the natural gas or other petroleum-based heating fuels they consume that month.

The monthly default rate will be posted on alberta.ca for about five business days before the start of each month, which will inform Albertans if the rebate will be

triggered and how much they will receive per gigajoule that month.

Information for those consumers that are not connected to the natural gas system or consume other eligible heating fuels will be posted online after the program starts.

The natural gas rebates combined with the $50 monthly electricity rebate and fuel tax pause are all working together to help combat the rising cost of living by providing protection from high energy prices. These actions are just some of the ways our government is working to make life more affordable for Albertans.

More will need to be done to help working families cope with rising costs, but these are three immediate actions we are taking to make life more affordable at this important time in our economic

recovery. We are also urging the Trudeau Liberals to stop feeding this inflation bubble by printing and spending money as fast as they can.

Alberta is in a strong position to help Alberta families fight inflation because our budget and our economy are in great shape. Alberta currently has a balanced budget and the first budget surplus we have seen in nearly a decade.

Further, the Alberta Heritage Savings Trust Fund grew to its highest net value in Alberta history – earning $1.95 billion in investments to bring the total value of the fund’s investments to $20 billion.

Your provincial government is supporting Albertans, maintaining fiscal balance, paying down the debt, investing in the future, and getting Albertans back to work.

Help needed from parents to compile hockey stats Kerry Anderson With minor hockey season fast approaching and youngsters getting seeded into their skill-level tiers, it’s time to consider sending us a quick email so we can report on how your local minor league player is doing.

If you live in Lamont County, Beaver County, or Flagstaff County, this is open to you; and we’ve been told it is such a thrill for young hockey players to see their names in print when they score or assist on a goal.

But we need your help. Either the Lamont Leader, Tofield Mercury, Viking Weekly Review or Community Press in Flagstaff County will report scores and scorers from minor hockey games - but we have to know your youngster’s name, what team he/she is on, what

league he/she plays in, and the web address.

Please send your email to: kamcjm@gmail.com Sometimes people send the wrong web information, or improper instructions as to find players’ teams and scores. So if your child is missed, please double check and send another email.

If your youngster is playing outside of our counties in higher levels, please let us know what team, league and the web address for score sheets from games.

We will be collecting all the players names, teams, leagues, and web addresses from now until all the leagues begin, and then looking up and reporting the scores each week during the hockey season.

Let’s drop the puck and have a great hockey season.
