Viking’s former bylaw officer re-hired Patricia Harcourt Editor Viking’s new council discussed two intersecting subjects at their first meeting October 25 - bylaw enforcement and the Snow Angel Program.

CAO Don McLeod said that, ever since the former bylaw officer covering Viking left the security firm he worked for, bylaw enforcement has been unsatisfactory.

McLeod recommended re-hiring the former officer, who has gone into business for himself, back under his own company name to work for the town again.

He noted that other towns including Sedgewick, Daysland, Forestburg, and Donalda, have discontinued the services of the security company following Wayne Nyback’s departure.

“Bylaw enforcement has been almost non-existent since Mr. Nyback left,” said McLeod. “I have been informed by the other towns that they have contracted directly with Mr. Nyback to provide these services.

“I have met with Mr. Nyback and he is willing to come back to be our bylaw enforcement officer along with the other towns,” he said. “His rates are the same as the other company.”

Council agreed to terminate the contract with JAG Security and hire Mr. Nyback (under the name Rural Bylaw) as the bylaw officer for Viking.

On another bylaw topic, the Snow

Angel program is being spearheaded by Viking/Beaver Family and Community Services (FCSS) and concerned citizens.

There was an uproar last February over bylaw enforcement tickets given out to citizens regarding snow removal on sidewalks which many felt were unfair.

Town CAO Don McLeod explained that the problem developed when snow fell twice within a 48 hour period in early February, giving people little time to react.

Then the temperature dropped and stayed at dangerously frigid levels for at least a two week period preventing many from shovelling. One individual who contracts out to shovel snow even refused to go out in the very cold temperatures.

“Something went awry there,” said new councillor Cindy Lefsrud, noting her household also got a ticket even though they regularly used their snow machine to clear the snow. McLeod said the method of giving out tickets has been changed to help people receive tickets in a timely manner.

He told council regarding the issue of snow and sidewalks, “We need to stay on top of that because we could be sued,” if someone falls on an unshovelled sidewalk.

The snow shovelling program is for people unable to do the work, and unable to pay to get someone else to do it. Residents will be able to submit their names to FCSS anonymously. McLeod said volunteers to do the shovelling are still needed.

Viking Council says no to gym refund, no refund policy moving forward Patricia Harcourt Editor

A former resident refused a refund on a gym membership to the Apple Fitness Centre said there was no policy in place by the Town of Viking on which to make that decision.

Janna Ferguson recently moved with her family to Edmonton. Prior to this, while still living in Viking, she purchased three months on the month to month option for a gym membership in advance for October, November, and December.

Ferguson explained that her family originally did not intend to move until the beginning of the year but the ideal house came up for rent and they took it.

Use of the gym was on a monthly basis, so she felt that a refund for the final month of December was reasonable as she would no longer be in Viking during that time. Ferguson also said her health had since deteriorated and she hardly used the membership anyway.

The membership had been taken out with the intent of helping her flagging health.

When the town denied her request,

she took her cause to new councillor Cindy Lefsrud, who brought the case to Viking Council October 25.

Lefsrud pointed out that there was nothing on the gym sheet stating that there was a “no refunds” policy in place.

“My personal opinion is if you prepay but don’t use it you should get your money back,” she said.

Deputy Mayor Jamie Buttner disagreed, stating that this never happens in other sports like golf or hockey.

“I don’t see it,” he said, asking, “Are we a charity?”

Mayor Laura Yakiwchuk agreed: “That’s business,” she said, noting she doesn’t give refunds for flowers that are cancelled as the flowers have to be pre-paid by the business when they are ordered. Yakiwchuk is the owner of Java Blossoms in Viking.

“It should be in the policy saying ‘no refunds,’” responded Lefsrud.

CAO Don McLeod did not recommend the refund, stating: “What happens if you get four more people asking for the same?”

“They’re asking for December when they’re not going to be living here anymore,” replied Lefsrud.

Her motion that the town refund the

membership fee for December was defeated 3-2 - in favour of the motion were Lefsrud and Councillor Debbie O’Toole-Balaban; opposed were Buttner, Councillor Gary Hafso and Yakiwchuk.

In response to the negative vote, Ferguson said: “I can’t even believe I am dealing with this. There’s a difference between a yearly membership and one that is month to month.

“I can’t believe they would vote that

way,” she said.

“When did we turn into a society that is so cold hearted?”

Afterwards, another motion was defeated by council directing administration to develop a policy on how to handle requests for refunds for gym memberships going forward.

Council then passed a motion directing administration to change the membership forms to state “no refunds" are allowed.

The new Viking council was swornin at an October 25 organizational meeting, including Mayor Laura Yakiwchuk, and councillors James (Jamie) Buttner, Gary Hafso, Cindy Lefsrud and Debbie O’Toole-Balaban, Buttner became the first councillor to become deputy mayor for a one-year term. Each of the four councillors will serve in that capacity over the four year term, chosen in alphabetical order for the job. The previous council had reduced the number of councillors from seven to four before leaving

office. This leaves one-year terms for each of the four councillors remaining.

Council agreed to continue with the current remuneration, which town CAO Don McLeod states has remained the same for several years. And the $.58/km mileage “is pretty standard across the municipalities,” he said.

Councillors then chose postings on the various boards and committees on which the town has representation.

The meetings of council will stay the same as previously, held on the third Monday of the month at 5:30 p.m. unless that is a holiday, which puts the meeting on the next day of Tuesday.

Fundraising starts early for Christmas Hamper and Food Bank holiday needs Patricia Harcourt Editor

With current expectations that the need for Christmas hampers and other kinds of donations will be on the rise this year, two local organizations are starting their fundraisers early to meet the need head on.

Any donations made to them will be put towards the local Food Bank and Community Christmas Hamper Program - and, as in years past, it will be done through the generous donations of a caring public.

Viking/Beaver Family and Community Support Services (FCSS) started its 2021 Christmas Hamper Program in early October, as did the Weekly Review with its “Fill the Tree” campaign.

“We started at the beginning of October,” said Rachel Mayko, Viking Community Programmer for Viking/Beaver FCSS. Last year, the organization distributed 80 Christmas hampers in the Viking and Holden areas. But FCSS believes this has been a rough year for many people and “we’re thinking there will be more due to the year we’ve had,” she said.

And that feeling may be hitting home,

as the two FCSS offices, in Viking and Holden, are already getting “quite a few” requests, she said, for hampers.

The Weekly Review has also started its campaign early and already has donations coming in for the food bank and hamper program, indicating a public’s awareness of the hardship this year has brought some people this year.

“We're proud to once again provide an easy way for the public to donate any amount,” said WR Publisher Eric Anderson.

The amount a person donates is never published, and The Weekly Review does not keep a cent of donations.

“Despite the pandemic, last year was a record year for our campaign meaning more and more people are sensing the need to help those less fortunate right now,” he added.

Back at FCSS, Mayko invites people who need one to sign up for a Christmas hamper. “If someone thinks they or their family will need a hamper this year, it is an easy thing to sign up with FCSS,” she said, hassle free.

“We don’t do intake questions,” said Mayko. “A person simply signs themselves up or is referred by someone else for a hamper. If someone is signed up

by another person, we contact the potential receiver and see if they will accept it.”

For those wishing to give FCSS donations to the hamper program, non perishable food items or cash/cheque donations can be taken to their offices in Viking or Holden. Later on, Mayko said donation boxes will be set up within the communities.

“Our offices are still open for in-person donations, stop by if you want to donate,” she said.

And, once again, “we’ll be doing the Angel Tree Program this year,” said Mayko, starting in the beginning of November. Details such as where the tree will be located are yet to come.

The Angel Tree program allows people to purchase a gift or other item such as clothing for the hamper program recipients.

“People registering for a hamper can also register for gifts, clothing or other items,” explained Mayko. The needs go on the Angel Tree on a slip of paper, someone can come and pull a slip of paper off the tree and purchase the item listed.

“The lists are on the tree for specific requests for certain hampers,” she said,

and it’s all done anonymously. “People can get ideas off the Angel Tree and bring back the purchases to wherever the tree is located.”

People can call and register for a Christmas hamper until December 13.

The “Fill the Tree” program at The Weekly Review asks that people wishing to donate either come to the office with cash or a cheque. Cheques can be made out to either the Viking Food Bank, or to “Viking Christmas Cheer” for the hamper program. “This time of year is an especially hard one to see people in despair, so we need to do what we can if we are able,” said Anderson. "The hamper program and the work the food bank does yearround needs to be appreciated and supported.”

Word on the Street: home broken into by Church Services force while owner was away For October 2021

During the early morning hours of October 18, police received a complaint of a theft of fuel from a rural property southeast of Viking. Police are not able to identify a suspect at this time.

Later that morning, police received a 911 call from a patient at a local hospital who was upset no one was responding to his call button.

Police did not attend.

On October 19, a citizen reported someone had been trespassing in her yard the previous night. She advised the person shone a flashlight in her windows and walked up on her deck. Police have no suspects.

On October 20, police received a complaint of a person trespassing in a yard in Viking. Police attended and made several patrols in the area and did not locate any suspect.

Later that morning, police were dispatched to a single vehicle rollover on Highway 14 west of Bruce. A westbound semi pulling a trailer loaded with poultry drifted to the right and then over corrected, lost control and rolled into the ditch.

Fortunately, the driver suffered only minor injuries. The investigation into this matter is ongoing.

Also that morning, police received a complaint of a break and enter at a residence in Viking. The complainant advised the culprits had kicked in the door of an attached garage and then gained entry to the house and stole several items. The homeowner was away when this crime occurred. This matter is still under investigation.

That evening, police received a complaint of a single vehicle collision on Highway 26 southwest of Viking. A pickup pulling a livestock trailer swerved to miss a deer on the

roadway. The driver then lost control of the vehicle, entered the south ditch, and rolled. The driver and passenger were taken to the Daysland Health Centre by a family member to be checked out for minor injuries.

On October 21, police received a complaint of a vehicle with no license plate parked at a local gas station. The vehicle departed and police were not in a position to intercept it.

Later that afternoon, a citizen attended the detachment with a bike he had found propped against a fence on 50 Street in Viking. If anyone is missing a bike, please contact the Viking Detachment with a description to claim ownership.

That evening, police received a complaint of a break and enter at a shed in Viking. The culprit entered the shed and removed some property but left it on the ground near the shed. Police have no suspects at this time.

On October 22, police were advised of a suspicious truck and trailer backed up to an abandoned property in Viking and two males were loading things onto the trailer.

When police arrived on scene, the truck had already departed. Police are following up with the property owner to determine if a break and enter occurred or if these people had permission to be on the property.

While conducting the investigation, it was learned these same two males had also been on a neighbouring property. The owner of this property stated he had not given them permission to be there. The males in question were later identified; however, the owner of the property where they were trespassing did not wish to proceed with any charges.

Later that afternoon, police

received a complaint of a female causing a disturbance in Kinsella. Police attended and transported her to a health facility where she was admitted for treatment.

That night police received several complaints of a suspicious person walking on a rural road east of Viking. Viking members were unable to attend so members from Killam attended and located the person in question. When confronted, the male advised he was attempting to walk to Edmonton. He was given a courtesy ride into Viking, as he was not dressed properly for the weather.

That same night, police received a complaint of harassing communications. The complainant advised she was receiving harassing text messages from an individual regarding a civil matter. Police spoke with the person in question and advised him to stop texting the complainant directly and go through a lawyer for all further issues.

Later that night, police received a complaint of a suspicious male who had showed up at a rural property west of Viking. Police are following up on this matter.

Also that night, police were dispatched to a single vehicle collision involving wildlife on Highway 26 southwest of Viking. The driver sustained minor injuries and was transported by EMS to Viking Health Centre for treatment.

On October 24 while on patrol, police noted a northbound vehicle on Highway 36 with a burned out headlight. A traffic stop was initiated. The driver was unable to produce valid insurance for the vehicle so was issued a violation ticket for this offence. The vehicle was towed.

Reader disappointed at no refund decision Dear Editor: My partner, Brae Stewart and I decided to get a town of Viking gym membership. We knew that we would be moving within the near further but most likely not until the new year. So we opted to go with the month to month option. Knowing we had money at the time, (cause as we all know times are tough right now and being parents to two kids and an adult special needs son) we chose to pay for October, November and December.

I, Janna Ferguson, have been having health issues and knew that I really needed to work on continuing to lose weight and tone the areas of my body that my obesity caused problems to. I have been on this journey for many years and have supported other forms of great exercise programs offered especially the amazing program of Viking Pound Fit! Soon after purchasing our membership, I was diagnosed with Pericarditis and fluid around my heart. I have been in and out of the hospital continuously and now see a cardiologist. Then, I was diagnosed with peptic ulcers that cause me to vomit every day and be so sick. So I have not been able to even use the membership.

Then an opportunity came available for us to move to Edmonton and rent a home that will accommodate Miguel my 19-year-old son with special needs to have his own “space” with him having the basement suite and us having the upstairs suite of the house. It’s absolutely perfect. We move November 15.

I called the town and asked about obtaining a refund for our membership only for the month of December. Nothing else. Let’s remember that we only paid for a “month to month” membership, not a yearly membership. And paid in advance till end of December.

I was informed that a supervisor stated they do not give back refunds. They have no policy in place for this. I asked who the supervisor was many times and was informed: “ I do not have to give you that information.”

After speaking to a superior, I was called back minutes later to tell me that I would have to discuss this with a town council member or put my request in writing to be brought up at a town council meeting. I could not believe this was a matter that seriously needed to be brought to a council meeting.

This is the way the Town of Viking treats its resi-

dents who support their facility and gym?

So I spoke with councillor Cindy Lefsrud, and she let me know that she would bring this matter forward in the next meeting that was held last Monday night. (It’s all on YouTube for further information.)

This matter actually went to a vote and it was voted against refunding our money by a vote of 3 to 2.

Why should this matter have even had to go to a council meeting? What kind of customer service is this? I didn’t ask for a full refund for the three months, to which I have used once to go to the walking track and that’s it. I only asked for a refund for the month of December.

So because there is not a “No refund policy” in place, they can and have always done what ever they want. I have had enough of people in this town being bullied and treated with such disrespect.

Let me end with this, it is with a sad heart that I will be moving, a very sad heart. This town is full of very loving and compassionate people who have helped me through some very tough times. It takes a village to raise a child and this village has gone above and beyond to help me as a single mom raise my three boys. There are memories that I will forever cherish in my heart. There are people I will never forget who supported me through the death of my husband in 2017.

When we had our garage broken into and all our food stolen from our deep freeze at the beginning of Covid, we were blessed beyond words with food and monetary donations from this community and surrounding communities. There are services that have helped me through dealing with abusive issues in my life. I have had to use the food bank when in need and they supported me with loving open arms.

The United Church welcomed Brae and I as an openly gay couple to their congregation.

Unfortunately there are those in this community who need to seriously think through some of the decisions they are making. Don’t let these people ruin this town. I am not afraid to take a stand and voice things that are wrong. So wrong. It doesn’t cost anything to …Treat people with decency, respect, compassion and love. Thank you from the bottom of my heart for those who have done this and continue to do this daily.

Local voting and governance ‘not so simple’ Dear Editor: For the first time in my adult life as a voter I decided that I would help with the election as a worker handing out ballets and counting them. It couldn't be that hard and it would be fun. My simple idea of how it works collided with the complex reality of how it is done. I had to be trained. What an eye opener. The training manual is over 100 pages, and a copy of the Local Authorities Election Act that is 142 pages of rules and definitions. Not so simple. All of this is done to ensure that everyone not only has an opportunity to vote but that vote is honoured in a fair and just way. Who knew.

Now let’s contrast with running for the office of councillor. Yes, there are rules one must conform to in terms of the campaign. Every candidate is given the same playing field to challenge for the right to hold office. Five names and signatures, and $100, and now you are a potential leader. A few signs, a couple of topics, i.e. roads and taxes and the power of your personality, you too can be the local “Dear Leader.” What more to know; you can single- handedly make everything right and good.. Simple.

Do you know how your local government works?

What power do you have? What are you allowed to do?

What laws have the federal and provincial governments imposed on local governments? The lists go on.

Sadly, most voters and elected officials have no idea how complex even local government is. What is the role of council, the administration, the mandated boards?

Who gets to decide how tax assessments are made?

What are the rules of law? But don't worry, a couple of days with 1,000 plus people at a training session run by the provincial government and you will be equipped to run the county.

I am writing because I am increasingly angered at the level of misunderstanding of the way the government works and the elected officials who talk in sound bytes to impose their personality over principle. We spend more time teaching children about sexuality than how our country actually runs.

Real education for the roles of citizenship, government service, and the role of elected officials would in the long run make the lives of all of us better and easier to understand.

Civil society as we know it is under increasing pressure from those who think they have the best idea and the right to impose it on us. Knowledge, respect for others and learned debate over ideas, compromise on means, are just a few of the things we need to keep our democracy alive. Knowledge and humility are but two keys, ego is not.

New councillors hold lively discussion re: lease agreement Patricia Harcourt Editor

Viking Council’s new council engaged in a lively discussion after CAO Don McLeod reported on his intention to develop a lease agreement with the Viking Agricultural Society.

“The Ag Society will be in charge of the Rodeo Grounds,” he stated, in his report Oct. 25. “The town will not be involved (in the) decision making process.

“All related organizations need to work together under the umbrella of the Ag Society,” stated McLeod, as the direction intented. “By working together they will form a plan where everyone gets their needs looked after.”

He later explained that the Ag Society was chosen as the umbrella organization because it owns the Multiplex located on the grounds.

However, new councillors were quick to point out that this might not go over so well with the town’s other groups and organizations.

Jamie Buttner was the most vocal in stating that the Cloverlodge Stampede Association and Viking Gymkhana Club

deserved more recognition as both “did a lot of work while others sat back…We need to be fair to all parties.”

He cited the $15,000 spent by the two groups to bring in sand and pay to make the grounds good for events.

“And that has to be respected,” he said.

McLeod indicated that he understood the agreement and the decisions around it needed to include all the parties involved.

But Buttner replied by asking:”Do we want to become involved in a war?” adding that “it’s a fine line to walk.”

Buttner also said that “it’s always been Cloverlodge that brought something to town,” speaking in terms of the country rodeo coming to town. He quickly also gave the Ag Society its due as a community service organization.

New councillor Cindy Lefsrud added she was certain that a Cloverlodge 99-year lease agreement had been signed when the rodeo first moved to town.

But McLeod had checked only as far back as 2017 in stating that no agreement had been

signed after searching the records for the last several years.

He said a lease agreement was formulated in 2017 but tabled by a councillor who wanted more information.

“In 2017 we got the lawyers to write up a lease agreement (but) council tabled it pending answers for the councillor,” he said. To that, Lefsrud said she was referring to an agreement made when the rodeo first moved to town, which would be some two decades ago.

But McLeod insisted that “now we have no valid leases on the property (and) no motion of council to sign that lease.”

“I’m trying to get everyone together,” he explained, adding the organizations need to “sit down, work together (in order to) get it resolved.

He added: “The town cannot be caught in the middle of all these organizations, we (the town) should not be there.

“We have an excellent facility out there,” he said, of the Multiplex “But it has to be utilized to the maximum…and it has to be everybody working together to make that happen.”

His plan was to first

develop the lease, then hold a meeting to explain what the lease is about, he said.

Incumbent councillor Deb O’Toole-Balaban said Cloverlodge Association should be consulted before proceeding.

For McLeod, the master lease under the Ag Society would involved other organizations in town.

“We have to work out how together.

“All I’m trying to do is get everybody at the same table,” he said. “We need to move the grounds under the umbrella of the Ag Society…Then all the organizations get together and agree (on) how to utilize the grounds.

“The Ag Society owns the building so we are saying that all organizations should work together to fulfill all the potential use of that building.”

But Lefsrud said she was “disagreeing hard with the CAO,” wanting him to “look further back” regarding a possible lease agreement made much earlier.

She suggested having a special meeting with all the groups in town. “We have a little bit of time, we don’t have to rush it,” she said.

The motion passed.

After the meeting, the Weekly Review learned that the Cloverlodge organization has a 10-year lease with the town but needs a longer term lease in order to qualify for grants.

The lease information will be conveyed to the councillors prior to the next council meeting November 15.

OBITUARY

David Edward McCracken

March 16, 1938 to October 22, 2021 Dave was born and raised in Killam, Alberta, to parents Edward and Ruth. He passed away peacefully in Daysland at the age of 83.

He spent his younger years on the family farm. When Dave was only 13, his father passed away. His mother packed up Dave and his sister Arlene and they moved to Chippawa, Ontario, to be closer to Ruth’s brother. Dave finished his schooling there, completing Grade 11.

Dave returned to the Sedgewick/Killam area in 1955 and worked not only on the

family farm, but for other area farmers as well. In 1958, he purchased a half section of land from his mother.

Along with farming, Dave spent many years pipelining with A&B Pipelines, among others.

In 1973, he married Mavis Craig and they lived on the ranch just east of town until their retirement in 1995.

Dave decided retirement wasn’t quite in his cards yet so he bought a tractor and baler and ran a custom baling business for the next 15 years.

In that time, he also worked for brothers Ellie and Ross Skori for 10 years.

Mavis passed away in 2005 and Dave moved into the Flagstaff Lodge shortly after. It was there that he struck up a special friendship with Adeline Patten and the two resided in Sedgewick until Dave’s passing.

Dave leaves to mourn: stepdaughter

Penny (Serge) Stachnik granddaughters Tammy and Tracy, and their families; two sisters-in-law Val (Sherman) Lane, Madeline Kornak ;and numerous nieces and nephews.

He also leaves behind his special friends Adeline Patten and family, Ellie and Ross Skori and their families, and his niece Sherry Schatz.

Dave was predeceased by his wife Mavis; parents Edward and Ruth; sister Arlene; mother and father-in-law Lillian and John Craig; brothersin-law Ken Craig, John Kornak, and Bill Spilak; and sister-in-law Shirley Spilak.

As per Dave’s wishes, there will be no formal service. He will be laid to rest at the Sedgewick Cemetery.

If so desired, memorial donations can be made to the Sedgewick Historical Society, the Sedgewick Public Library or a charity of the donor’s choice.

The Viking 4-H Beef Club had its first meeting of the 2021-2022 year on October 8.

Elections were held with executive positions voted in. For this year the Club President is Luke Brooke, VicePresident Shelby Sarafinchan, Secretary Jocelyn Klein, and Treasurer Ashley Klein.

Our Communications Officer is Alex Klein.

The Beaver District reps are Lincoln Hollar and Logan Brooke.

Crop quality tops five-year average - yields 37 per cent below Compiled by Patricia Harcourt Alberta’s crop producers have shown resiliency and determination despite extremely dry conditions as a result of recording-setting heat throughout the summer months.

Alberta’s final Crop Report of the 2021 growing season indicated significantly lower yields - about 37 per cent below the five-year averages.

Despite these lower yields, overall quality for all crops was above the fiveyear averages, with the exception of malting barley and oats.

In addition, farmers across the province were three to four weeks ahead in harvesting this fall due to favourable harvest conditions.

“The drought this year hurt our farmers and ranchers but their hard work and hope for a ‘better year next year’ is what built up our world-class agriculture sector,” stated Devin Dreeshen, Minister of Agriculture and Forestry.

The final crop report for the province indicates that feed availability is variable across the province, even within municipalities, depending on topography, precipitation received, etc. Some producers have adequate or even surplus feed grain and forages, while others are supplementing their feed shortfalls with straw from their fields, as there has been a substantial amount baled after harvest.

In other cases, producers need to buy straw where little crop was harvested.

Additionally, cattle in most areas are grazing on harvested fields and producers are cutting and baling harvested fields. Hay and straw are mostly moved locally to minimize trucking costs.

Provincially, forage reserves are estimated at 20 per cent deficit, 26 per cent shortfall, 50 per cent adequate, and four per cent surplus, while feed grain supplies are 18 per cent deficit, 24 per cent shortfall, 52 per cent adequate and 6 per cent surplus.

In Region Three (North East), harvest is almost complete in the region and temperatures are cooling off with heavier frosts occurring overnight. Cattle are

grazing on harvested fields and producers are cutting and baling remaining crop.

Supports for producers Agriculture Financial Services Corporation (AFSC) continues to provide much-needed business risk management tools to producers facing adverse conditions.

The AgriInsurance program offered a 20 per cent discount for the 2021 crop year. As the growing season progressed, it became clear this discount would help ease some of the financial burden on producers facing adverse conditions.

Seeking producer input AFSC is holding virtual Input Advisory Group meetings Nov. 1-10 to gather feedback on potential changes to Moisture Deficiency Insurance.

The virtual meetings will focus on how to account for extreme heat events and changing weather patterns and

how to make the program more reflective of what happens on the insured fields. The deadline to sign up is Oct. 27.

Quick facts • The Alberta Crop Report is developed through a partnership between Agriculture and Forestry, AFSC and the Alberta Association of Agricultural Fieldmen.

• As of Oct. 12, harvest progress was 99 per cent complete provincially, well ahead of the five-year average of 71 per cent and the 10-year average of 81 per cent.

The northwest region had the highest yields (20 per cent below the five-year averages).

The south region had the lowest yields (56 per cent below the fiveyear averages).

• The Alberta Crop Reporting

Program has delivered timely information on crop production since 1940.

• AFSC’s current suite of business risk management programs serves producers faced by adverse conditions, providing needed financial support.

The suite, which includes AgriRecovery, AgriInsurance, AgriStability and AgriInvest, is designed to respond to each producer’s unique situation and offset the financial impacts of weather-related challenges.

• In January 2021, Alberta’s government announced a 20 per cent reduction in insurance premiums, which has saved farmers and ranchers $70 million.

• Agriculture and Forestry provides online information and tools to help with on-farm business management and production issues during dry conditions and periods of business stress.

Tofield bypass update vehicles may ‘bottom out’ at intersection Susan Lungal Beaver County

Important Notice - New Tofield Bypass and Rail Crossing on Secondary Highway 834 North.

Alberta Transportation has advised the county that there is a potential that traffic may "bottom out" on the rail crossing north of the Highway 14 and Secondary Highway 834 (North) intersection.

The potential hazard is a result of the angle at which the crossing was constructed and the depth of the asphalt.

If you must use this route, please exercise extreme caution. As an immediate safety precaution while they work on a long term solution, Alberta Transportation will be implementing the following: Immediate speed reduction at the crossing to 30 km/hr

Installation of message boards warning traffic of the clearance issue Flag persons on-site 24/7 to stop low-clearance traffic from using the crossing These immediate precautions will continue through the winter while Alberta Transportation works on a long-term solution, which may include either milling and paving both sides of the crossing to reduce the crossing grade, reinstallation of the rail line to reduce the crossing grade, or both.

Any long-term solution will not be implemented until at least Spring 2022.

Alberta Transportation will be issuing an advisory on their 511 system as well as through the TRAVIS permitting system to deter low clearance traffic from using the crossing.

For this reason, it is very important that materials that are collected for recycling, are free of garbage. If not, t, the materials may not actually be recycled due to the contamination c and instead may be landfilled. For example, when w recycling that cardboard box that held your new computter, r, it is important to break it down or flatten it. By doing this, it accomplishes two things. First, t, it allows more cardboard to o be placed in the recycling collection bin and second, it ensurres that the packing contents of the box are removed. This usua ally includes plastic bags and Styrofoam. These materials, if placed in the cardboard recycling bin, contaminate the cardboard product, making the overall bin unacceptable for recycling. This is why it is very important that if you choose to recycle your cardboard or paper, r, you place only the acceptable items in the bin.

Beaver County Deadline for Payment of 2021 Property Taxes The deadline for payment of the 2021property taxes is as follows: 4:30 PM, MONDAY, NOVEMBER 1, 2021 (if paid in person at the County Office). or Postmarked on or before NOVEMBER 1, 2021 (if paid by mail). or Payment processing dated on or before NOVEMBER 1, 2021 (if paid online).

To avoid line-ups, please consider early remittance. Postdated cheques are being accepted.

INTERAC, cheques, online, pay simply and telephone banking are encouraged. Please ensure adequate time for payment processing.

If you missed us during regular office hours, please use the mail drop box at the Beaver County Service Centre located at 5120 50 Street, Ryley, Alberta.

Payments received in the drop box will be cleared from the box at 8:30 am each morning and deemed received the previous business day.

A penalty of 6% will be added to outstanding CURRENT taxes on November 2, 2021.

Campgrounds Closed for the Season Black Nugget Lake, Camp Lake Campgrounds and online reservations are now closed for the Season.

Firearms Regulation Firearms Regulation Reminder Beaver County Enforcement Services would like to remind citizens of the regulations surrounding use of firearms. These regulations are found in the Alberta Wildlife Act and citizens are urged to review this legislation frequently.

The legislation can be reviewed in full by visiting the Alberta Queens Printer website, clicking the Laws Online/Catalogue tab and then typing Wildlife Act. According to Section 51(1) it is illegal for a person to discharge a firearm from, or cause a projectile from a firearm to pass along or across any roadway. The roadway would also include the ditch portion extending to any private or public land. If there is no identifiable property line (ie. fence) the ditch portion is considered to extend 20 feet from the closest edge of the travelled portion of the roadway.

Additionally, Section 52(1) prohibits discharging of a firearm within 200 yards, or causing a projectile from a firearm to pass within 200 yards of any occupied building. It is also unlawful to discharge any firearm at night, with night being defined as being ½ hour after sunset and ending at ½ hour before sunrise the following day. The current sunrise/sunset table for our area can be found at www.albertaregulations.ca.

Specifically, for the upcoming firearm hunting season, Section 2(1) of the Petty Trespass Act prohibits the entry on any land without the permission of the owner or occupier of the land. If charged and convicted a person may be liable to a fine up to $2000. Landowners are not required to post signage prohibiting trespassing for this charge to be laid. Land that is under cultivation, surrounded by a fence or natural boundary, or that is enclosed in a manner that indicates the owner’s intention to keep persons off the land or animals on the land is by default considered to be private even without signage.

Always ask permission for entry on any land for hunting or any other purposes.

Both campgrounds have seen significant increases in campers in the past few years, this year both campgrounds were exceptionally busy.

No doubt, residents and visitors are catching onto the great experience they can have right here in Beaver County.

Black Nugget Lake, features 90 sites, open May – October. 6 full service sites, 33 powered sites + one powered overflow site, 39 non-serviced sites. We also have 4 non-serviced tent sites, 4 powered group sites (min 3 units per group site, but room for more) and 4 non-serviced group sites (min 3 units per group site, but room for more).

For reservations call (780) 663-2421 during regular camping season office hours, or book online beginning March 1, 2022 (online only) at https://www.campreservations.ca/. At Black Nugget Lake, it’s been a great year for bird watching, we have had numerous pelicans, and migratory water fowl. Black Nugget Lake is long and winds around the campground, making it perfect for kayaking, canoeing and hiking. Visitors are also enjoying the new site improvements and green spaces. This past fall/spring, new sites were built close to the Lake with room for large RVs, or visit the day use areas, perfect for a day of fishing and picnicking. In the new year visitors will see an upgraded concession, public washrooms and showers. The lake continues to be a popular draw – each year Black Nugget is stocked with rainbow and tiger trout. We encourage you to come out to catch some spectacular sunsets and fish! Find Black Nugget Lake Park 15 minutes east of Tofield, from Hwy 14 turn south on RR 182.

Camp Lake Park, features 73 sites, 20 powered, 41 non-serviced, 5 powered group sites (min of 3 units per group site but room for more) 7 non-serviced group sites (min 3 units per group site but room for more). Camp Lake is open May – September. For reservations call (780) 336-3414 during regular camping season office hours, or book on line beginning March 1, 2022(online only) at https://www.campreservations.ca/.

Lyle Albrecht new BRSD Trustee for Beaver County Moush John Staff Reporter

Lyle Albrecht is the new Battle River School Division (BRSD) trustee for Ward 2 of Beaver County.

He bagged 755 votes, compared to Zsuzsanna Hemperger’s 736, and Brett Huculak’s 677 to be elected.

“I would like to take this opportunity to thank my running mates in this election,” he said. “The close outcome of this election shows that all who voted have a great

interest in what happens in the schools in Beaver County and across the division.

“I feel privileged to be able to carry on in this position and to be the voice of the families and students in all of the schools in this ward.”

Albrecht who was representing the east part of Beaver County (with Zsuzsanna Hemperger representing the west) in the previous term will now be in charge of the entire area, as the school division merged east and west because of declining student numbers. This resulted in only one position this term.

“There will be many bumps in the road as far as operation of schools

until we reach the end of this pandemic, but we must look at the goals by trying to give all students the best opportunities for learning in a safe and caring environment.”

According to Albrecht, the strain on everyone has really brought the issue of mental health to the forefront.

“We must continue to ensure we are there to support whomever needs it,” he stated. “One topic that was brought up was dealing with lockdowns.

“I will bring this up at a future meeting for discussion to see if there is something that needs to be addressed in regards to timelines on notifications sent out.”

Albrecht hopes to work

together as a board with local levels of government on any new projects that may come up so they can make the most of any dollars that’s received.

“Now that there is only one trustee for the County I look forward to attending functions at schools in the west end as well when asked to do so,” he added. “While campaigning I met and talked to many people who were very receptive to me and I look forward to having the opportunity to work with them and represent them well.

“I feel the incoming board is a very good cross-section of people who will do their best for all students and staff across the division.”

Continued from Page 3 Council agreed to a recommendation from the CAO that all of council be granted signing authority, as well as the CAO and office manager. “To be able to sign all documents,” he said, in a timely manner.

For now, the auditors, legal counsel, assessors and engineers that serve the town will remain the same. Council did agree that administration would get bids from other engineering firms with the intent of examining that option in January.

McLeod also recommended that council keep the Code of Conduct bylaw in place, even though this has been deleted as mandatory by the provincial government. The Code of Conduct was put in place in 2017 under the Municipal Government Act by the previous government.

“I recommend we don’t rescind the town Code of Conduct bylaw at this time,” he said.

Council will attend mandatory training on their roles and functions in Ryley on November 2.

Alberta referendum results announced Leslie Cholowsky Staff Reporter

Public Service Alberta released the results of the Senate Election and Referendum votes that took place alongside municipal elections on Oct. 22 this past Tuesday.

A two-thirds majority of Albertans, 61.7 per cent to 38.3 per cent, voted Yes on the question “Should section 36(2) of the Constitution Act, 1982 - Parliament and the government of Canada’s commitment to the principle of making equalization payments – be removed from the constitution?”

The question of adopting year-round Daylight Savings Time was far closer, with a very small majority of voters, 50.1 per cent compared to 49.9 per cent, saying “No” to the question: “Do you want Alberta to adopt year-round Daylight Saving Time, which is summer hours, eliminating the need to change our clocks twice a year?”

In the Senate candidate selection, the following three candidates received the highest overall num-

ber of votes: Pam D a v i d s o n , Conservative Party of Canada, Erika B a r o o t e s , Conservative Party of Canada, and Mykhailo M a r t y n i o u k , Conservative Party of Canada.

Premier Jason Kenney held a press conference on Tuesday, Oct. 26, where he said, “A clear majority of Albertans have rejected the fundamentally unfair equalization program.”

Kenney indicated that later Tuesday he would table a motion to ratify the results of the equalization referendum and initiate the amendment process.

Kenney said the Province will respect the decision of Alberta voters with regards to adopting permanent Daylight Savings time and not pursue it any further.

He explained that the context of the question was that some neighbouring provinces and jurisdictions are making this move.

Kenney congratulated the three senate nominees, noting that October’s vote was the fourth of its kind since the 1980s.

Carena patrons and staff must be double vaccinated to enter Patricia Harcourt Editor

The Viking Carena Complex is requiring proof of vaccination by putting in a Restriction Exemption Program (REP). People using the facility as well as staff operating it will all have to provide proof they are double vaccinated against COVID-19 in order to enter the facility.

The restrictions will not apply to anyone

under the age of 12 years. But the province states that “everybody must have two vaccinations,” to enter participating facilities in the program.

Town CAO Don McLeod explained at Viking council’s Oct. 25 meeting that as the weather turns colder it is necessary to allow people to eat inside the facility. Under the non-REP rules the Carena has been under people ate

As hockey season gears up, however, the Carena has “a full calendar through until two weeks before Christmas.”

With such a busy facility, he said the patrons can’t eat in their vehicles or outside in the cold temperatures, affecting the HSL showcase events, minor hockey tournaments and figure skating carnivals.

Under the new REP rules staff will also have to be vaccinated, or provide a non positive Covid test every 72

hours at their own expense. “Most jurisdictions are giving the staff two months to get it done or be on leave without pay if not vaccinated,” said McLeod.

Someone would have to “man” the door to check as everyone enters the building. McLeod said that will cost money “but if we want to operate we have to do it.”

But McLeod stressed that, “we need to ensure the current staff are not taken away from their main job,” in order to man the doors. But everyone over the age of 12 will have to checked for their proof of vaccination.

As for the HSL, the players and staff must be vaccinated as part of their own mandates, “so

we know they are okay,” he said.

“The onus is on them to prove to us they are vaccinated,” he said, of the players and people coming into the facility.

And that will mean displaying the QR code as the only valid proof as of November 15. Council agreed to act on this recommendation.

Council passed a second motion directing that all staff working for the Carena must be vaccinated - the first shot given no later than November 15 and the second shot no later than December 31.

Those failing to adhere to this directive would be placed on administrative leave without pay.

The town also agrees to give staff three hours

paid time to go and get vaccinated.

In his report, McLeod said that “other facilities are moving to the REP model so they can continue to operate.”

Viking’s upcoming season has 35 kids in Can Skate and figure skating, two or three minor hockey teams and two adult teams.

McLeod stated that, without the REP in place, he felt the Carena would lose the HSL. Facilities now using the REP include Wainwright, Camrose and Leduc, and arenas in Edmonton and Calgary.

Municipalities run rinks as a community service for the townspeople, he said, and most rinks are the centre of winter activity.
