Pfizer vaccination for kids starts this Friday Patricia Harcourt Editor Health officials announced the arrival Tuesday, Nov. 23, of the Pfizer pediatric vaccine for children ages five to 11 years. The vaccine will be rolled out to 120 Alberta Health Services vaccination sites in time for first doses to be administered this Friday.

It is expected that half of eligible children will be vaccinated in the following two weeks, which will put the province at 80 per cent for all age groups having at least one shot of vaccine.

Health Minister Jason Copping stated that finding “that magical number” would be difficult in trying to determine when restrictions could be lifted as some have hoped in time for Christmas.

He noted that other jurisdictions with high vaccination numbers are starting to see a fifth wave of COVID-19 develop despite their good statistics.

Premier Jason Kenney may have provided the answer to that question by stating that the last few months of the province’s fourth wave has been driven by 10 per cent of the population that remains unvaccinated (statistics for population 12 years and up).

With 88 per cent of people 12 years and older having had at least a first dose, he said: “We’re down to 12 per cent with no vaccine,” at all in their arms. Kenney said he hoped that the 88

per cent that are vaccinated would be open to having their children vaccinated.

But the age five to 11 group will not be subjected to the exemption restriction program, he said, as children have already been through a lot and don’t warrant being stigmatized for not being vaccinated.

“We’re concerned for the mental health impacts on children and youth,” he said, adding “we don’t want to force them into an REP program.”

Kenney said unvaccinated children don’t have the same risks as their adult counterparts for serious illness if they do catch the virus, but added that even if they can spread the virus to others it’s not to the same extent.

The rollout will not include vaccinations in school settings, either.

Copping stated it isn’t an efficient use of the schools as it is difficult to determine how many will take advantage of the site to get the shot and he feared some wastage may occur because of this.

He called similar rollouts in high schools unsuccessful. “We will use the tried and true,” of AHS vaccination clinics, he said.

Kenney said the decision had nothing to do with ideology and politics as British Columbia, with a completely different government, is doing the same.

“Parents want to be with their children,” he said, when they are getting

vaccinated. With 50 per cent of parents expected to get their children vaccinated as soon as possible, he said that meant up to 200,000 of them between five and 11 would be getting their shot within the next three weeks.

“The large flow clinics (at AHS) work better,” he said.

“This is another milestone day,” said Dr. Deena Hinshaw, provincial officer of health, in describing the rollout announcement for the youngest group so far.

The vaccine is one-third the dosage for adults, and has an efficacy rate of 90.7 per cent with “no serious side effects identified,” she said. And the immune response is equal to that of older children.

Plus, any risk can be reduced by delaying the second dose for at least eight weeks. This applies to the risk of myocarditis, which has been a concern for some parents.

Hinshaw was quick to point out, however, that the risk of getting myocarditis is much higher if a child contracts COVID-19. In the past 120 days, she said 13.4 per cent of those getting COVID-19 were in the five to 11 age group with 26 ending up in hospital and three of those in intensive care.

Of the 10 deaths she reported over the past 24 hours, for the first time one was a young child under the age of two with pre-existing conditions.

She also reported 253 new cases of the

virus, with 475 in hospital and 94 in intensive care.

Hinshaw said that parents should wait at least two weeks for their children to get the COVID-19 shot if a child received another vaccination like influenza, “as a precaution.”

She also reported that the incidence of myocarditis was higher for younger people getting the Moderna vaccine, as opposed to the Pfizer.

For Moderna it was one in 2,000 compared to Pfizer’s incidence of one in 7,000.

However, Copping reassured parents that the pediatric vaccine had gone through “a rigorous review,” before being approved last week by Health Canada.

Parents can start booking the first shot for their children starting Wednesday, November 24, said Kenney.

He noted that, since the province put in targeted restrictions and the REP program, the fourth wave has crested downwards.

In Viking (Beaver County East) there are now three active cases of the virus and a double vaccination rate of 67.2 per cent.

In Tofield (Beaver County West) there are nine cases with a 62.3 per cent full vaccination rate. The M.D. of Wainwright has 11 active cases with a 66.9 per cent full vaccination rate.

Flagstaff County has 30 active cases with 66.8 per cent fully vaccinated.

LETTER Dear Editor: On Sunday, Oct. 24, I got very ill, sweating, couldn’t see very well, trouble walking... As we were only a few blocks from Hardisty Health Centre (Emergency Closed) that is where we went.

At the door we weren’t allowed in.

Only between the two exit doors, where I lay on the wooden bench, waiting to see what would happen.

After this, I remember nothing.

Apparently an ambulance was called, from I believe, Killam. Hardisty managed

to bring out an oxygen tank.

Dr. Stan and his staff in Killam worked hard to keep me alive and called STARS, which took me to the Royal Alex Hospital in Edmonton, then after many tests ground ambulanced me to the U of A where I underwent a nine-hour-plus surgery for Type A Dissection, Bentall Procedure, Aorta valve, etc.

Somehow I managed to live through it but now am on the long road to recovery.

I’m not blaming Hardisty, but we did have a CAO a long time ago that said he would not condemn a health care profes-

sional from helping out because that was the promise.

Hardisty Emergency Service needs to be open! We have heard promises from AHS before: First was temporary shutdown when COVID-19 started; second was open once every staff and resident was vaccinated; third was after they shut Galahad down, when it reopened we would.

Galahad was one of the best, brightest, and the place you want your loved one to be.

The big excuse now is staffing. First

give staff full time positions so they’re not going to two or three hospitals for .5 or .6 positions with the potential to drag COVID or other diseases from place to place, and less travelling for staff.

We have a large farming community, and a huge tank farm, oil holding facility, but no emergency services, other than a great fire department.

Maybe URBAN should start remembering there is a RURAL Alberta.

Word on the Street: arrest after disturbance at hotel

Early on November 15, police received a complaint of a suspicious male located near an oilfield lease site. A patrol was made and the person in question was found. He was transported to Viking. Later in the day, further information was obtained and it was determined a theft of copper wire had occurred at the lease site. The next day, police applied for and, were granted, a search warrant for two residences in Viking. Members from Viking and Killam RCMP attended the residences and conducted the search. The investigation into this crime is continuing.

Later that morning, police received a report of a sudden death at a rural location. They attended and determined the cause to be non suspicious in nature.

That afternoon, police received a report of an abandoned vehicle west of Viking. The caller advised the vehicle was blocking the lane of travel. Police attended and contacted the registered owner who advised her son had been driving it. The son was then spoken to and he advised he had ran out of gas but had no one to retrieve the vehicle. Police had it towed, as it was a traffic hazard.

Also that day, a citizen attended the detachment to report he may have been the victim of a fraud attempt. He advised he had received several emails from someone claiming to be with a Windows security system. No funds had been lost but he did provide banking and personal information. Police are following up on this complaint.

On November 16, police received a report of a two-vehicle collision on Highway 26. Police attended and found one vehicle in the ditch and

the other still on the highway blocking traffic.

Both vehicles sustained major damage but fortunately, both drivers only sustained minor injuries.

They were transported to the Viking Health Centre for treatment. Poor visibility and road conditions were a factor in this collision.

That afternoon, police received a complaint of trespassing in Bruce in relation to an ongoing dispute between neighbours. Police are following up on this incident.

Also that day, police were advised of an alarm going off at a business in Viking. An employee contacted police and advised they were testing the system and having issues with it and there was no need for police attendance.

On November 18, police received a complaint of a domestic disturbance in progress in Viking. They attended the residence and spoke with the involved parties. It was determined the incident had only been a verbal argument and no assault had taken

place. A third party arrived on scene and helped to mediate the situation. Police had no grounds to lay any charges.

Also that day, police received information regarding a person trespassing at a residence in Viking that had occurred the week prior. Police are following up on this matter.

That evening, police were called to a local hotel as a patron was refusing to pay his bill. When they arrived on scene, they located the heavily intoxicated subject in the parking lot. He refused to provide his identification and was arrested for obstruction of justice. He was transported to Killam detachment for a judicial interim release hearing.

Forty-eight-year-old Scott Richard Nelson has been charged with Sec. 364(1) CC – Obtain Food/Lodging by Fraud, Sec. 129(a) CC – Resists/Obstructs Peace Officer and Sec. 115(1) GLC – Public Intoxication. He will be appearing in Vegreville Provincial Court in

December. Nelson also had an outstanding warrant for an assault charge out of Killam that was dealt with.

On November 19, police received a complaint of a theft of a horse trailer from a rural property southeast of Viking. This matter is still under investigation.

That afternoon, police received a request to conduct a well-being check on a person in Viking as they had not been heard from in a few days. Police spoke with the person in question and all was fine.

Also that day, police received a complaint of a suspicious vehicle in Viking. The complainant advised she is concerned she is being followed when she leaves for work early in the morning. Police are following up on this matter.

Late that night, police received a report of a hitchhiker on Highway 14 who was trying to flag down vehicles. Police were not in a position to make an immediate patrol as they were assisting Killam RCMP with an urgent matter.

Tax incentive program for new residential homes in Irma Patricia Harcourt Editor

A Village of Irma tax incentive program for residential areas is being highlighted by village council.

The program helps financially with the replacement or new construction of residential homes.

Irma Village Council met September 14, prior to the last general municipal elections October 18, and passed a motion that read as follows: “Moved by Councillor Doug Coubrough that the tax incentive program for replacement residential development or new residential developments offering a rebate to prop-

erty owners of $1,000 per year for 10 years, and $2,250 over three years respectively, remains in effect for 2021 to 2022; and the program be advertised in The Weekly Review in the fall of 2021 and spring of 2022 once a month, with a review of the policy in October 2022.”

A South African physician recruited to join Viking’s medical staff next spring is being granted a $10,000 recruitment incentive by the Town of Viking.

Viking councillors considered a letter from Sandra Nietfeld, secretary of the Viking Health Foundation, concerning the recruitment of Dr. Joan Smith from South Africa.

Dr. Manie Potgieter did the recruiting of the doctor on behalf of the Viking Health Foundation.

“As per our policy, she has been offered a recruitment incentive from Viking Health Foundation,” stated Nietfeld, in her letter.

“In the past, Town of Viking has also offered a monetary incentive of $10,000,” she stated, which is separate from the health foundation’s package.

Viking Council approved the $10,000 incentive for the new doctor, who is expected to arrive sometime in the spring.

“It would be wonderful if we could show her our community’s generosity and support,” Nietfeld

stated.

“I understand from previous recruitments that the funds would be donated to VHF and we in turn would forward the money to Dr. Smith,” she said, adding the doctor would be “advised of Viking’s generosity.”

In confirming the donation from the town to the doctor, town CAO Don McLeod added: “We’re very excited,” about the new doctor’s impending arrival. With the new doctor, that would mean five doctors working out of the Viking Medical Clinic and hospital.

And, if someone replaces a modular home with an approved modular home, that person will qualify for a three year rebate of $2,250.

Camrose MLA Jackie Lovely is one of five MLAs named as Parliamentary secretaries by Premier Jason Kenney on Tuesday.

of Status of Women. A Nov. 23 statement explained her role: “MLA Lovely will provide Associate Minister Whitney Issik with advice on ways government can reach out and support elder women on quality-of-life issues like women’s health, housing and aging in place, per-

sonal finances, estate planning and other civil legal matters, and life events such as the death of a spouse, divorce or health crisis.”

Four other MLAs were appointed as secretaries in the areas of environmental protection and addressing homelessness.

Viking to be part of highway signage program Patricia Harcourt Editor

Viking businesses will be given the opportunity of having their names and services placed on a highway sign to advertise what they have to offer.

It’s part of phase 2 of a new Tourism Highway Signing Program that will tell those passing through what services are in the community.

Town administration was contacted by program director Edward Chin regarding the Tourism Highway Signing Program (THSP) and its Phase 2 Logo

Essential Services Signage.

“June 2006 marked the commencement of change for rural business signing from the old now terminated Community Business Sign Program (CBS) to the new logo signs,” said Chin.

The town has opted for the second of three choices provided to them.

That choice includes the removal of the old signs and having Alberta Traffic Supply administer and supply new logo signs in accordance with their contract with Alberta Transportation.

The other two choices included taking down the old community business signs and not proceeding with the new program, or having the town administer the program itself.

Town CAO Don McLeod said the favourable choice was for THSP “to go to the businesses and see if they want to participate,” and if so to get packages to present them to the businesses.

THSP “looks after all of it,” he said, and the businesses “pay a rental fee to have the signs up on the highway.”

Legion members place poppies on veteran grave sites to 'show respect' Patricia Harcourt Editor

Four Legion members placed poppies on the headstones of 130 veterans in local cemeteries in November to mark their place with honour and respect.

Viking Legion President Elehda Sevcik, past Legion president Penny Hammer, plus members Dorothy White and Dale Madu attended gravesites to place a poppy on the graves of veterans.

The cemetery sites included Lornedale, Mount Carmel (Gas Camp), Golden Valley

Lutheran Church, Town of Viking, Town of Viking Catholic, Prague and Lake Olivia.

“A total of 130 veteran headstones had a poppy placed as a sign of respect and gratefulness for their service,” said Hammer, who noted this was “similar to the idea of the ‘No Stone Left Alone’ program.”

Hammer stated that the local Legion is open to the idea of continuing the poppy observance on veterans’ graves with the inclusion of student participation from the school.

“We have not approached them but just thought of it after reading about the ‘No Stone Left Alone’ program,” she said.

This program is becoming a popular way to get school children involved in understanding the sacrifices made by soldiers in the

wars fought by Canadian service men and women.

This year, the Legion held a virtual service at the Golden Valley Lutheran Church which was broadcast via social media so everyone could watch.

Ag societies receive payments from county Patricia Harcourt Five agricultural societies in Beaver County will each receive $7,500 in funding from Beaver County, thanks to a motion from county council at the regular November 17 meeting.

The motion said the payments related to COVID-19 needs would be made to Ryley, Holden, Bruce, Viking and Kinsella agricultural societies, “in order to match the payment made to Tofield Agricultural Society.”

The Tofield ag society requested $7,500 in February from the county in the form of a community support grant to help offset lack of fundraising ability by the society due to the pandemic.

All six ag societies receive a Shared Service Formula (SSF) grant which is separate from this

latest COVID-related funding.

“Given that the pandemic would have affected these other societies in a similar way (to Tofield), and in an effort to maintain fair distribution of funds, council included in the 2021 budget a matching $7,500 payment to the five other agricultural societies for a total of $37,500,” stated Ethan Forrest, finance department, Beaver County.

“These additional payments have not been expressly approved by council beyond passing of the budget and since they are outside of the SSF grants they require approval from council before they are paid.”

Division 2 Councillor Lionel Williams asked if the funds were being dispensed “because fundraising couldn’t be done so this is filling in?”

Forrest replied that was the case, calling the funding “fair across the board…to keep running things without the revenue coming in.”

Williams’ motion to proceed with the disbursement of funds to the ag societies was carried.

“I think this is a great gesture,” said Reeve Kevin Smook (Division 1).

In his report, Forrest had added to that sentiment by stating: “The agriculture societies in Beaver County are important in establishing and maintaining a sense of belonging in the community for our residents.

“The societies provide recreation opportunities and community events that bring together the residents of the county as well as attracting visitors from outside.”

Councillor losing patience over whistle cessation Patricia Harcourt A Beaver County councillor is growing impatient over the county’s efforts to obtain whistle cessation on three CN Rail crossings.

“This has been going on for how long,” said Division 4 Councillor Barry Bruce. CN and federal government officials “are going on holidays (and) going about their merry way and nothing is getting done,” he said.

Bruce suggested a way to send a strong message of displeasure was to withhold “maintenance costs paid by Beaver County,” for upkeep on the crossings.

His motion to have administration research the withholding of paying railway crossing fees until the county receives confirmation that the whistle cessation process is complete was passed.

As a new member of council, Division 2 Councillor Lionel Williams asked administration for background information on the issue.

County Council passed a motion at a previous meeting, agreeing to fund the necessary

improvements to enable train whistle cessation at the following crossings: Mile 196.7 Bruce Main Street, in the amount of $26,384 Mile 197.16 SH 857, in the amount of $17,984 Mile 232.39 SH 630 (Lindbrook) in the amount of $20,295 As well, council withdrew the whistle cessation request for Mile 205.14 RR 161, thereby saving a cost of $500,000.

Interim CAO Margaret Jones, told council that achieving whistle cessation “takes a long time,” especially those that occur at the intersection of a rail crossing and a road.

“Timelines are in place so in our opinion (CN and Transport Canada) do their best to drag it out to that time line,” said Jones.

“Beaver County is at the stage in the process where it has agreed to pay money; once that is done, ‘CN stops the whistle.’”

The crossing at S.H. 857, the representative of the road authority also has to sign an agreement and certain improvements have to be made by the county.

“It probably won’t happen until spring because that is the construction season,” she said, when the improvements can be made.

She added that, “it’s not uncommon” for the process to take between two to three years to complete.

There are different requirements made upon a municipality depending on the situation, she said. For example, before getting the whistle stopped going through Tofield, the town had to build a fence along the rail line as a safety measure.

“I didn’t realize it would cost that kind of money to stop (the whistle),” said Williams.

“CN states how much and we have to pay it,” said Bruce.

“I feel your pain,” said Reeve Kevin Smook (Division 1), noting that CN officials are often invited to attend council after conversations such as the one had at this meeting Nov. 17.

An earlier request asking the new Transport Canada minister has not been responded to up to that meeting.

County reports tax collection improves Patricia Harcourt Tax collection rates have improved this year, reported Interim CAO Margaret Jones. Beaver County’s rate this year reflects an improvement in the county economic situation.

Councillors were examining the financial records at November 17’s regular meeting. Another question on RCMP ticket revenues now going completely to the province also came up.

Jones said the percentage of taxes collected to that date was 86.2 per cent, and that was not including the taxes coming in from an agreement with Axiom.

“So we are in better shape than last year,” she said. Beaver County in 2020 had to contend with a poor economic situation based on reduced linear assessments, with the effects of COVID-19 compounding the problem.

The poor economy was reflected in some ratepayers having difficulties financially as jobs left the oil and gas industry.

But another section of the financial reporting surprised Deputy Reeve Gene Hrabec (Division 3), who noticed a line item reporting zero collection of RCMP fines.

“We get nothing from the RCMP any more,” said Jones. “We haven’t for years.” Jones noted that the Public Safety department’s reporting of fines

from tickets issued by the county’s community peace officers also shows a drop in ticket revenue.

She said the county used to keep 100 per cent of the tickets paid by violators for tickets issued by the county CPOs. Now, the province takes 40 per cent of that revenue as well. To date this year, the CPOs reported $22,728 in ticket fines meted out, shown under operating revenue in public safety.

Previously, the province would only take 20 per cent of ticket revenues from this source but now it is 40 per cent.

She said that the last time the county received funding from the Department of Justice for RCMP fines handed out in Beaver County was 2013. That year the county received $30,000 but now it gets nothing.

“So we’re getting it on both ends,” observed Hrabec, adding this was a “good question to ask the RCMP” when the council meets with ‘K’ Division on Thursday, November 25.

“I want to ask that question,” he said.

Reeve Kevin Smook (Division 1) added that the county should “keep this on the radar for the spring convention.” He also wanted to ask the Minister of Justice about this issue.

Jones offered to “put together some information for council,” prior to the RCMP meeting. “Then we can decide who will speak to it,” said Smook.

County re-appoints FCSS members, gives first reading to road closures Patricia Harcourt Beaver County Council has re-appointed Zsuzsanna Hemberger as the county’s public-at-large member on the Tofield/Beaver Family and Community Support Services (FCSS) board. This term of office will expire on December 31, 2022.

Council also agreed to reappoint Tricia Chrystian, Erin Hollar, and Debbie Oracheski as the county’s members on the Viking/Beaver FCSS board, with a term of office expiry of October 31, 2024.

“Beaver County partners with the towns of Tofield and Viking to provide FCSS services to residents in their service areas,” explained Interim CAO Margaret Jones, in her report to council November 17.

“Between the two programs, all county residents have access to support services,” Jones stated.

Road Closures Enacted

A motion to give first reading of Bylaw 21-1113 for the closure and consolidation of the surveyed road plan 3808TR located in the SW-15-51-19-W4 off Range Road 193, about 0.51 acres, was passed.

Development Officer Kim Vana said the parcel is landlocked and a new approach was proposed that was approved by all parties involved.

At the moment, the street running past the front of the property is being used as a driveway.

A public hearing will be held to hear those for and against the road closure before considering further readings by council.

Council passed another motion to give first reading to Bylaw 21-1114 for the closure and consolidation of the road allowance north of NE 12-50-18-W4 (Twp. Rd. 502), about 2.76 acres.

“The road allowance currently dead ends at the applicant’s driveway and is

the sole access to their property,” states Vana, in her report. “The applicants would like to include this in their titled parcel as there is no through access for the general public and they are the only residents located off this portion of Twp. Rd. 502.”

She added that a closure of the road would help prevent the public accessing the private property.

A public hearing will be scheduled.

Meetings Scheduled All of council will be attending the Rural Municipalities Association (RMA) convention in Edmonton from November 23-26.

Of note will be a meeting of council with Minister of Municipal Affairs Ric McIver on November 23 for 15 minutes (1:45 p.m. to 2 p.m.)

A special meeting to discuss road construction policy has been scheduled for

the morning of December 8,. Council will then meet off site in the afternoon with consultant Kelly Rudyk attending for a strategic planning session.

Reeve Kevin Smook suggested all of council read the strategic planning manual the county has in place prior to this meeting.

Council is also planning to meet with Strategic Planning consultant Gordon McIntosh in midFebruary.

Skully’s Oilfield Gas Kings off to great start for the season Submitted The 2021-22 hockey season started back in September with everyone eager to get back on the ice. It didn't take the kids long to get their feet under them again and into the groove of the hustle and bustle of the hockey season. The team got to welcome two newcomers to the team, Avery Erickson and Breece Erickson.

Practices were held Mondays and Wednesdays, and then the time came for Skully's Oilfield Gas Kings to host their first home game against Mannville on October 16. The following weekend, October 23,

another home game was held against Wainwright Team #3.

Skully's Oilfield Gas Kings then hit the road and played their first away game taking them to Irma to play against the Irma Aces, with another home

game against Irma the following weekend on November 6.

Viking Minor Hockey was also able to get Sean Malone to come out once again to work with the team in skills training, such as puck handling and

skating skills.

Skully's Oilfield Gas Kings have had a great start to the season with many games taking place in the near future. Please come on out and help cheer them on during their home games!

Vialta Lodge Chatter - great live entertainment in October and November Marion. R. Cottrell What a beautiful autumn we had! I believe we all appreciated our first snow and first blizzard of the year held off until November 15-16.

What a treat not to have to deal with snow boots and cumbersome winter gear until November was half gone! Surely that will help to make the winter seem shorter.

Decorations on the walls and in the halls of Vialta Lodge are continually changing.

The arrival of A u t u m n ,

Thanksgiving weekend, Halloween, and Remembrance Day have all been noted.

Now the Christmas decorations are emerging. Unadorned Christmas trees have been hauled into position, waiting for a group of decorators to emerge.

Everyone who enters outdoors will know it is the Christmas season.

It is with sadness that we once again have to eliminate invitations to our Christmas Party.

However, we are very grateful we are able to

have live entertainment for it this year.

We're looking forward to Onel Potgeiter blessing us with music of the season. I believe the kitchen has already begun to stock Christmas goodies for us. We never go short on sweets, especially at Christmas time!

In lieu of Christmas Cards campaign back With the campaign kick-off underway for the Viking Legion’s annual “In Lieu of Christmas Cards” campaign, the public is being asked to give to the less fortunate in a unique and time honoured way.

The campaign asks community members to donate rather than send cards to family and friends. Those who donate will have their names featured in the Community Christmas Card published in The Weekly Review’s Christmas Edition on Dec. 21.

All the donations are used to help the community and local children's groups and or-

ganizations. There will be decorated donation boxes along with envelopes at many locations in Viking to help make the donations as easy to make as possible.

Anyone wishing to take part in the campaign is encouraged to drop off their donations any time before Christmas. However, the deadline to have your name appear in the Community Christmas Card is Dec. 18.

All entries received before or on Dec. 16 will appear in the card. Dorothy White is pictured dropping off The Weekly Review’s donation box to officially start the campaign.

Christmas Parade and lights competition returns to Viking Patricia Harcourt Editor

Excitement will be building with the news that the Town of Viking is once again planning to celebrate the holiday season with a Christmas Lights Parade and “It’s A Beaut, Clark!” light display competition.

After having to cancel plans last year due to COVID-19, this year will give residents a chance

to enjoy the town’s Christmas activities and help get people into the spirit of the season.

The outdoor parade down main street will start at 6 p.m. on Friday, December 3.

Following that, there will be fun indoors at the Carena from 6:30 p.m. to 7:30 p.m. including a free public skate, hot dogs and pop, and a visit with Santa and his helpers.

The Carena has imple-

mented a restriction exemption program so only those with proof of having two doses of vaccine can enter the building.

The Christmas Lights Competition invites residents and businesses to enter their decorative display into the contest, with judging to take place on December 9.

Prizes will be awarded for first, second and third place for residential

and businesses. People can donate to the Viking Holden and Area Food Bank and vote for their favourite Christmas light displays.

The Viking Lions will be out serving hot chocolate on judging day as well. However, there will be no wagon rides available this year.

During the fun at the Carena following the parade on December 3, the restriction exemption

program will be in place.

“You have to provide a QR code proof of vaccine. As of November 15 the QR code is the only thing the government will recognize,” said CAO Don McLeod, as proof of vaccination.

“To participate with Santa or take part in the food, anyone over the age of 12 must show proof of vaccination or a negative rapid test.”

Also, as a public building, masks must be worn when entering and participating in activities inside the Carena.

People without vaccination can get takeout from the Carena kitchen but must follow the rules of social distancing and masking.

Councillors had heard complaints from users upset with a previous rate increase many considered too high.

Council’s November 15 motion was to amend the Master Rates Bylaw using the latest rate proposal, then bring it back for council’s approval at another meeting.

The changes in rates would be as follows:

For a single adult the rate stays at $50 for a month but drops from $255 for six months to $150. For a year, the rate will now be $300 instead of $420.

For each family add on member the monthly rate stays at $35; the six month rate drops significantly from $180 down to just $50; and the yearly rate drops even further from $300 down to $75.

The category for

RCMP, EMS, nurses and seniors stays the same for the monthly rate at $40, but drops from $200 to $125 for the six month rate.

The yearly rate also drops from$335 to $250 for this grouping.

Walking track only rates do not change but remain $20 for monthly,

$50 for six months, and $100 for a year’s use.

After the rates had been increased earlier this year, there were complaints from residents who said they could no longer afford to use the facility.

The town provided statistics that the rates were conquerable or

even less than surrounding communities’ fitness centres, but council felt the residents’ complaints carried some credibility as this facility was government-run as compared to others being compared that were privately owned.

Viking Council reviewed the rates for use at the town’s fitness centre and passed a motion approving a reduction of the rates in most categories.
