New Andrew Mayor Barry Goertz says communication a priority

BY JANA SEMENIUK Nearly 60 people gathered for a somber and chilly Remembrance Day ceremony at the village of Andrew’s cenotaph, including four new village council members out of five. Osama Hamed, the only returning incumbent, was out of the country and not able attend.

The new council met soon after the Oct. 20 election and voted to name the new mayor, Barry Goertz, and the new deputy mayor, Merwin Haight.

“It feels like a whirlwind already,” said Goertz. “My council experience was from two terms ago and Osama was the only returning councillor (this year) so there has been a lot of learning.”

Goertz described the feeling of the first meet-

ing with so many new council members.

“It was a challenge.

Knowing what to do, what to expect, and how to deal with it. And then right off the bat after we were sworn in, we picked a mayor and a deputy mayor,” he said.

Goertz added that the biggest priority for the council team this year is communication.

“Everything about this has been communication, we need to be better at being prepared and make decisions based on knowledge, not feelings,” he said.

Goertz gave an example.

“Did you know we have a bowling alley here in the village?,” he said. “It’s in the Village Office. A two-lane bowling alley. It’s in great shape and people can use it but I don’t think

anyone knows about it.”

Another change experienced by council is the addition of an executive assistant for Chief Administrative Officer Pat Skoreyko. Goertz said former councillor Sheila Lupal was hired Oct. 2 to fill the role.

“It was a decision made by the previous council,” said Goertz.

“Sheila will be reporting to Pat. It was new, we haven’t had an executive assistant before.”

Goertz added that moving forward he feels very confident in the new council team.

“I think our personalities match really well.

We have energy and enthusiasm and to me that’s huge,” he said.

“We all want to be involved and active.”

Andrew’s next council meeting will be held on Nov. 24 at 7 p.m.

Minor hockey: Lamont U15s beat Camrose KERRY ANDERSON These are some of the results from Minor Hockey League games held recently.

Lamont U9 was scheduled to play CNN on Sunday at Bruderheim Arena but no score was

posted at Monday deadline.

Bruderheim U11 Tier 5 squad skated to an 8-8 tie against Camrose at Lamont Arena on Saturday. Bruderheim had a 5-2 second period lead but Camrose roared back to tie the game by the end of the second period.

The teams exchanged goals in the third with Camrose tying

the game 8-8 with 2:46 remaining. Scoring for Bruderheim were; Declan Morgan (5g 1a), Madden Cossey (2g 1a), Keegan Ellis (1g 2a), and Austin Klita (1a). Max Maschmeyer got the tie in goal for Bruderheim.

Lamont U15 hosted Camrose on Friday, and sent the visitors home after a 7-2 win for the home team. Scoring

Lamont goals were; William Furey (2g 1a), Kayden Winslow (2g 1a), Camryn Fossum (1g 1a), Rowan Young, and Kyran Belcourt. Assists went to; Reid Chudyk, Ashton Strickland, Andrew Svitich, and Ashlynn Dickinson.

Opinion Don’t expect anything substantial from Washington gabfest

BY JOHN MATHER So our Prime Minister goes to Washington this week to chat with sleepy Joe Biden and Mexican President Andres Manual Lopez Obrador.

Now mainstream media calls this a meeting of the “three amigos,”. I refer to it as a meeting of the three stooges, but I don’t know the record of the Mexican president so well to call him a stooge. The other two certainly qualify.

Their announced purpose of the gabfest is “an effort to chart a new path to spur economic growth and continental competitiveness.”

Yeah like that is going to happen.

The U.S. is in protectionist mode, the Mexicans have hundreds of thousands of migrants amassing on the U.S. border and we have a green leader who is doing all in his power to throttle his national economy and drive up inflation.

How they’ll overcome these issues to develop “continental competitiveness” is beyond me.

Biden has done more damage to our international relations on the energy front by cancelling the Keystone XL pipeline to cater to the leftist greenie wing of the Democratic party. Trudeau is also kissing the derriere of the green extremists in Canada, going so far to appoint an eco warrior as his environment minister. He’s wanting to have electric powered vehicles only by 2035, and stated oh so proudly at the COP26 summit in Scotland recently that his government will be slapping more emission caps on the fossil fuel industry, which happens to be the largest contributor to the Canadian economy..

This has all damaged Alberta’s economy and also that of the country.

Rising food prices, fuel prices, and unrestricted insurance rates are all rolling northward and much of that can be laid at the feet of Trudeau’s carbon tax that will be hiked again next month.

Biden has done little to stop Michigan Gov. Gretchen Whitmer, a fellow Democrat, from trying to shut down Enbridge's Line 5 pipeline – a crucial artery that supplies oil products and natural gas to power huge portions of the Canadian economy. Experts agree its closure would be devastating to Canada – a threat to the continued operation of Toronto’s Pearson International Airport and the free flow of fossil fuels to other critical industries not mention the loss of jobs that would accompany it.

CONTINUED A spokesperson for Biden said last week the White House is awaiting a review by the U.S. Army Corps of Engineers before deciding whether to wade into a debate over the future of the controversial pipeline. If the U.S. corps of engineers is studying the situation the Feds are already in the debate, make no mistake about it.

While, I have a number of relatives living in southern Ontario, I think I would welcome Line 5 being shut down.

The Wall Street Journal stated last week in an article “the issue shouldn’t become political,” but then admitted with the number of left wing activists in the

Democratic Party calling for a complete shut down of the oil and gas industry, it would be hard to prevent this from happening.

It is a major supply line to eastern Canada and if the players in that part of the country can’t understand the need for oil and gas, perhaps they should go without.

I like to see our provincial government tackle this issue but the Kenney regime have not stood up for our province yet, so I doubt they’ll begin any time soon. But then they have a meet and greet this weekend, so maybe the majority of delegates will demand some action be taken against the Feds.

Shutting down Line 5 would send a shock throughout eastern

Canada and perhaps they would slow down this race to eliminate the oil and gas industry.

And do the Mexicans care about this matter?

Nope.

Really the three leaders have little to chat about in common.

“I look forward to meeting with my counterparts to discuss a new path for our partnerships at a time when the world is facing complex global challenges," said Trudeau.

And my one hope is that Trudeau is seen to get that Covid PCR test before he decides to come back to Canada as is required by law, and pay for it out of his own pocket.

He shouldn’t be exempt over ordinary Canadians.

FROM WHERE I SIT: Find Relief

BY HAZEL ANAKA Let’s begin this week with a little one question quiz. I’ll give you some hints to help you make an informed guess.

Between 75 and 85 percent of us will experience this condition at least once in our lives with a higher number of females being affected.

Half of us will have more than one episode a year.

Symptoms may persist anywhere from days to weeks during the acute phase. If symptoms last more than twelve weeks, the condition is considered chronic. The condition will sometimes resolve on its own within days.

Care to guess? Or do you need a few more clues?

This condition results in 264 million lost work days per year or roughly two work days per fulltime worker in the United States. As with most medical conditions, quality of life is affected.

In addition to the pain,

loss of productivity, and sleep disruptions, there are some very real treatment costs. Patients may seek relief through medical modalities like chiropractic, acupuncture, therapeutic massage, physiotherapy. Bed rest is no longer recommended as a treatment option.

Over-the-counter pain meds, creams and ointments, tools and devices are part of the desperate patient’s attempt at selftreatment. A patient history including description of symptoms; a physical exam by a doctor including range of motion and neurologic testing; and diagnostic imaging tests like x-ray, CT scans, and MRI are used to diagnose this ailment.

Is the answer getting any clearer? Consider this: as with most medical things, the odds increase with age, a sedentary lifestyle, weight gain, inactivity, smoking, and the diagnosis of a related condition like arthritis. Okay, here’s the last of the clues. Using ice, applying heat, building core strength, practising yoga, improving posture, carrying less, avoiding uncomfortable shoes, treating kidney stones

and urinary tract infections will all help.

If you guessed lumbago or lower back pain, congratulations; you deserve a pat on the youknow-what!

Another thing I didn’t hint at was the type and condition of mattress you’re sleeping on. If your mattress is old, saggy, the wrong firmness for you and your sleeping position, it could be making matters much worse. If like me, your back pain is worse in the morning, that could be the culprit. Our 100% natural latex mattress is nearly five years old. It was sold as the creme de la crème when we last replaced our ‘normal’ coil mattress.

Before this week’s bone density test and back x-ray could happen, I made a special trip to Sleep Country to buy a new mattress. There was some urgency with the Black Friday Sale ending on Sunday. The reason I was so convinced the mattress was the issue is that I spent a week on a hotel mattress in Canmore and didn’t have the morning backache.

While I took my shoes off and padded around the store in socks, I should have taken off my jacket and scarf too. Between that and the mask, I was getting overheated and frankly light-heated from all that up and down. I learned that the bed-ina-box technology has improved and that even most coil mattresses today will work on our electric base. I opted for a foam Purple 3, saved a

few hundred dollars, and got a complimentary pillow. I also chose a Purple pillow because it comes with two pads of different heights that you can use to ‘build’ the pillow of the ideal height for you.

A big, strong, ex-military guy working at the warehouse loaded the bag (yes, the bag) into the Venza all by himself.

At this end, Roy and I used the tractor’s frontend loader and a couple dollies inside the house. I can’t wait to see how we get the old heavy sucker off the bedframe and this new heavy sucker onto it. Luckily, Roy aced physics in high school and can usually rig something up. Heaven

knows, we don’t want to hurt our backs.

I’ve also recently replaced my desk chair.

My fix for the broken arm rests on my old one didn’t last long and my physio suggested just replacing it. A new chair with integrated lumbar support, a higher back, and more adjustments should help reinforce my new awareness of my posture and some of the weird stuff I do when I’m sitting. The physio also suggests setting a timer to build in breaks (and stretches) every twenty minutes.

If you are suffering, I hope you find relief whether it comes with a change in lifestyle or mattress or both, from where I sit.

Good samaritan gets car hijacked at gunpoint after he stops to help

BY JANA SEMENIUK An Andrew resident was hijacked on his way to work Tuesday morning at 5:30 am, after he stopped to help a vehicle on Highway 29 eight kilometers east of Lamont and north of Chipman.

The suspects stole the man's car at gunpoint, leaving him stranded. A nearby motorist picked him up and brought him to a gas station in Lamont at 6 a.m.

The victim's stolen car was recovered shortly after, abandoned in a ditch. Two Hills RCMP apprehended four suspects that day and are simultaneously investigating an early morning B & E that occurred at Mundare Pharmacy in which the four are suspected of being involved. Details in next week’s Leader.

Interim Chief Administrative Officer Peter Tarnawsky suggested if that was a requirement they could make note for future elections and let the returning officer know local results should be released first.

McCann said the returning officers at each poll were under a lot of pressure to get the counts in but some didn’t get the final results until about 12:30 a.m.

Reeve David Diduck felt since it was a municipal election he felt the key component was the municipal election.

“I think the polling stations in the future, if there are referendum questions also on the ballot, should count the local ballots first and notify the candidate of the results and then proceed to count the referendum results.”

I hope that’s something we can deal with going forward.”

Diduck also said he was concerned there was no voters list and while some of the deputy returning officers were taking civic addresses down, it didn’t happen at all polling stations.

“My concern is some were just using and accepting a mailing address, but they may not physically live at that address. They own the land, but live elsewhere.”

Regular updates during elections and voters lists discussed in County election review

BY JOHN MATHER A few interesting points were brought up at Lamont County’s Nov. 9 meeting as council discussed the election results with returning officer Debbie McCann.

Several councillors wondered why voting results took so long to come in, following the close of polls at the Oct. 18 election.

Division four Councillor Roy Anaka said he didn’t see any issues in his division.

“Everyone was asked their rural address when they came to vote and it seemed to go smoothly,” he said.

In Division 2, newly elected Councillor Aaron Wick suggested he felt people were more interested in getting the local election results but they weren’t released until the results of the Senate election, and two provincial referendum questions were counted, which took a long time.

Division 5 Councillor Neil Woitas, who was returned by acclamation, said he heard from several people that they couldn’t get regular updates as the polls closed.

“Obviously here in my division, we only had the Senate and referendum votes and I had people calling and asking why they couldn’t get updates on the other division races.”

He said other municipalities had done regular updates as the polls closed.

“In Fort Saskatchewan they were given updates as they were counted,” said Woitas. “There were

required by provincial legislation and it would be up to candidate scrutineers to determine whether the voter physically lived in the division.

“If we had a three or four vote difference how would you validate who actually lived there?” questioned Diduck.

He suggested for the next election he would like to see a voters list prepared and further suggested the County do a municipal census.

“I’m not sure where my fellow councillors are in regard to that, but it’s something I’d like to see.”

He suggested a census should be done sooner.

“I think there’s some indication our population has dropped and some of our grants and charges are based on population numbers. I think doing a census is something we should

look at.”

Tarnawsky said the timing for doing a census was off at the current time, but it was something that should come out of council orientation discussions.

Diduck said without a voters list in four years, he would like to have a requirement that voters be required to provide a civic address in a bylaw.

“That could then negate the need for a voters list,” he said.

Anaka said they had previously been told by administration it was too costly to provide a voters list.

It cost the County 30,249.84 to run the election coming in under the budgeted amount of $35,000 by $4,750.16.

A total number of 1,144 people cast a vote out of 2,500 eligible voters for a 46 percent turnout.

Bruderheim mayor campaigns for ATB to change closure plans

BY JANA SEMENIUK When the Alberta Treasury Branch closes the doors of its Bruderheim location for the last time on Mar. 8, 2022, it will leave the little town without its own banking service for the first time in 43 years.

ATB announced on Sept. 22 the impending closure, upsetting residents, including the town Mayor Karl Hauch, who worries about the impact losing the town’s only bank will have on the community as well as affecting future growth.

“A bank is one of the key institutions people look to when they choose a community to live in,” Hauch said. “When people have to travel outside of their community to do their banking, they likely will be doing some of their other shopping outside of the community as well.”

Earlier this spring ATB closed 10 branches across the province; four in Edmonton, five in Calgary and one in Grande Prairie. The move cost 13 people their jobs while ATB cited frequency of inbranch transactions, number of customers, and customer growth as

reasons for the closures.

Hauch indicated that ATB may put an Automated Banking Machine in place of their in-person branch.

“My fear is this may be more harmful than helpful to Bruderheim,” he said. “I know there’s a lot of people who use computers and their phones for banking but there are a lot of people that still like to go into a bank and see the same person across the till from them and want to deal with a person not with a machine.”

Prior to ATB’s arrival in Bruderheim on Apr. 6, 1978, the little town had been without its own bank for 25 years when previous banking services, provided by the Bank of Commerce, closed their doors in 1953 according to From Bush to Bushells a history of Bruderheim and District.

The ATB opened an agency along Queen Street in 1978, and later the town council campaigned for the ATB to establish a branch in Bruderheim. The ATB building, which stands today, opened its doors on Jan. 15, 1982.

Meanwhile, Hauch has been doing all he can

to look for a solution.

“I have spoken to the ATB president and CEO Mr. Curtis Stange and gave him more to consider. He said he would take the info under advisement and speak to his team, but he did not commit to calling me back,“ he said. “Our MLA Jackie Armstrong Homeniuk has also been providing background support.

I’ve also reached out to the finance minister, but he has not yet responded to my requests.”

Bruderheim’s dilemma has also garnered attention from mainstream media outlets such as CBC, Global news and CTV. Chief Administrative Officer Patty Podoborozny expressed concern that the loss of ATB will negatively affect Bruderheim’s local businesses.

“I’m worried about our business people who can’t leave to another town in the middle of the day for change (for their tills),” she said. “It hurts to lose any business in town. It’s a service level drop that’s for sure.”

Andrew only pharmacy in county to offer rapid paid Covid tests

BY JANA SEMENIUK Andrew Pharmacy is the only pharmacy in Lamont County offering rapid paid COVID tests for those wanting to access areas participating in the Restrictions Exemption Program, and don’t want to get vaccinated.

The program, for certain inscope businesses listed on the Alberta.ca website since Oct., requires proof of vaccination, an exemption, or a negative COVID test taken within 72 hours to access the building or business.

While cases are continuing to shrink throughout Lamont County, vaccination rates are rising. The county sits at a total of 14 cases as of Nov. 15, with just over 72 per cent of all residents over the age of 12 fully vaccinated with both doses.

Lamont County has a population of 7,845.

Andrew pharmacist Asif Majeed said the demand for the rapid tests has been low since he began administering them two weeks ago and believes the high vaccination rate is the reason.

“I do maybe two or three a week,” he said. “Most people are vaccinated and the ones who come in for the test are needing to go to an event or need it for their jobs.”

Although the vaccination rate is high, Majeed said he is still seeing people coming in for their shots.

“We are still busy with vaccinations. I’m still getting people coming in for their first shot,” he said. “We are also getting a lot of people coming for their third dose booster. If they are 70 years old, and their second shot was six months ago they can come in for a booster.”

Majeed encourages all eligible people to be vaccinated.

“For the health of the family and the community, everyone should be vaccinated,” he said.

Land donation a large step in getting water permit for County

BY JOHN MATHER Lamont County received a donation that could be very beneficial to its plans to expand its industrial lands for development during its Nov. 9 council meeting.

Michelle Dawson, director of Public and Regulatory Affairs with Inter Pipeline Ltd., was at the meeting to transfer title for a 29.2 acres parcel of land the company owned along the North Saskatchewan River to the County for the sim-

ple fee of $10. The land has a value of $200,000.

“This is just wonderful news for Lamont County,” said Tom Koep, Economic Development Manager for the county.

“They are donating 29.2 acres of land right along the river and this will help with our application to Alberta Environment for a water licence.”

“As you’re aware we don’t have a lot of access to processed water in Lamont County and this

will give us an opportunity to have that and enhance our ability to attract industry to the heartland area of the county.”

Dawson said she had met with County officials “some time back” and the subject of water and access to it had come up.

Dawson agreed industry needed water.

BY JOHN MATHER The donation of land to Lamont County which can provide access for an intake to draw water from the North Saskatchewan River goes a long way to helping the County provide a stronger base to attract industrial development, but economic development manager Tom Koep admits there’s a long way to go.

The County was donated 29.2 acres of land at their Nov. 9 council meeting by Inter Pipeline Ltd. for a nominal $10.

“That transfer on Range Road 201 allows us to go to Alberta Environment to work on getting a permit to draw water from the river.”

He said IPL had put more than a million dollars into the parcel of land as they built their own 40-inch pipeline under the river at the location which is one of the deepest locations on a long stretch of the North Saskatchewan.

Once their pipeline was in place, the company had no real need for the surface lands making it feasible to donate it to the County.

“We put our first application for a water permit to Alberta Environment last year,” said Koep. “Having the site for an intake and knowing IPL donated the site certainly makes our application look stronger.”

He explained having industry involved is needed when application is made.

“It shows they (IPL) are interested in helping us acquire water as a good corporate citizen.”

Koep said an initial response from Alberta Environment earlier this year suggested the application wouldn’t be approved and should be withdrawn.

But Koep said the County didn’t accept this and moved forward to more senior Environment officials who suggested getting a water permit was expensive with many studies needed prior to any approvals.

“They also said we’d need confirmation from industry saying they would need water,” he added. “So now we have that confirmation but industry won’t come until we have the water.

So why not apply prior to having the water.”

The County is now waiting on follow up meetings with Alberta Environment.

Koep said the County is waiting to hear what deficiencies are in their application and the County is hoping to have a meeting soon.

If the project does get approved, Koep said it would then enter a design and engineering

phase.

“It’s premature right now. Initially we want a water intake, but industry has explained they would like to have an outflow as well, but we haven’t looked at that.”

Koep explained the County is hoping to get enough of a go ahead from Environment to allow the County to proceed with some engineering.

He said he wasn’t sure what they might have to do with either land purchases or if there are existing right of ways once approval was granted.

“It depends on whether we’d have to have any reservoirs and just what the most direct route might be.”

“We’re not there yet, but we would want to build it in the most efficient, cost effective way possible.”

He said in planning for the future they must wait for Environment to approve the project and let the County know what their water draw could be before deciding on a pipeline size.

She gave a little background on Inter Pipeline.

It had been purchased by Brookfield Properties in the past year but she wanted to reassure council it was the same company as before the sale and its operations would continue as before.

“This donation is very exciting for us and we’re quite happy with it.”

She explained the land was part of the corridor pipeline that runs through the county and once that pipeline had been constructed then the land was available for other uses.

Reeve David Diduck thanked the company for its donation.

He mentioned the company’s big project was the polypropylene plant currently being

constructed in Fort Saskatchewan.

Dawson added during the next year, parts of the plant would be coming on stream in phases.

“My relationship with IPL started through our former economic developer officer Jim Newman,” Diduck said.

“He arranged a meeting in Calgary and at that time the council asked what industry they wanted to develop in Lamont County?”

“They wanted processed water, rail, and good highway connections,” he said. “Well the rail is there and a study is underway to improve our highway connections. We also have applied for a processed water permit from Alberta Environment.”

“This donation of land in my mind is a key factor in moving the processed water application forward.

He said a study was

being conducted by Alberta Environment in making the heartland area a designated industrial zone.

“This location for a water intake is ideal,” he said, “We need industry to grow, but it is evident that for industry to grow, we need processed water.”

“This donation of land for the nominal sum of $10 is truly appreciated by all residents of Lamont County.”

“We strongly believe that if water is going to be controlled, it be by the municipality,” said Dawson.

Diduck said that was the plan going forward admitting a utility would probably be established once a water permit was issued and it would service the needs of any industry locating in the county. It would not be available for just a single user.

The land, adjacent to the North Saskatchewan River can be used as a water intake, which would allow the County to access processed water for industrial development if approved by Alberta Environment. Council approves plow truck purchase following closed session debate

BY JOHN MATHER Lamont County Council asked its administration to provide council with more information on Oct, 26, with regard to the purchase of a new plow truck whose tender had come in over budget.

The council had budgeted $280,000 for the vehicle, but the lowest tender came in at $286,470. leaving council to approve an increase of $6,470. to make up the difference.

Several councillors had expressed concern they hadn’t seen the tender documents and wanted to see more information before approving the difference.

Interim Chief Administrative Officer Peter Tarnawsky reported council had been sent the public tender documents.

“If required we can go into closed session to show you a score sheet on the successful tender and the other two bidders and showing how the documents were scored.”

He said the closed session was necessary to maintain confidentiality when discussing each

bid and how it was scored.

“This is competitive information for the bidders so we have to go into closed sessions too protect that confidentiality.

Public Works Director Andrew Phillips reported to council that his department had tendered for the plow truck and the criteria included: quality of Service/ Dealer facilities; lifetime costing; warranty and guaranteed services; user feedback; delivery date and price.

He said the specifications for the vehicle had been developed and the bids reviewed by internal staff including an infrastructure supervisors; an infrastructure technologist; a mechanic and a truck operator.

Phillips reported the amount being requested could be found from savings of other budgeted items already purchased.

Tarnawsky then stated questions only about the specifications could occur in public but anything regarding specific bids would have to happen in closed session.

He added any further details on service, lifetime costing warranty and such would be competitive information and not provided as public information.

Councillor Roy Anaka wondered how the process was different from a gravel tender.

“Everybody knows what the price per tonne is and what pit it’s coming from,” he said. “Yet the last gravel tender we didn’t know about loading and other things. I don’t know why we’re changing things now.”

November 9, 2021 – LAMONT, AB: Lamont County has received a 29.2-acre parcel of land from Inter Pipeline Ltd. (IPL). IPL is a great corporate citizen, working with Lamont County to improve and enhance industrial opportunities.

When IPL heard the County needed North Saskatchewan River access to apply to obtain a water license with Alberta Environment, it stepped up to donate the required land. The County now has an application to apply for a water intake license—and if approved, grants the County ability to provide processed water to businesses in the Industrial Heartland.

“One of the major business needs for the region includes access to processed water,” said Lamont County Reeve, David Diduck. “Having land accessible to the river is an important part of sustaining business needs and attracting more industry to the County and Industrial Heartland.”

Access to processed water helps attract more business to the region.

The river-adjacent land, valued at $200,000, provides opportunity to run a processed water line. This differs from potable (drinking) water, and is a requirement for many industrial operations. IPL runs a transportation line across the property and agreements are in place for this to continue.

Inter Pipeline Limited (IPL), a division of Brookfield Infrastructure, is a petroleum transporter that operates the Polaris, Cold Lake and Corridor oil transmission pipeline systems across and surrounding Lamont County, it also operates petroleum and propane pumping stations and other related activities.

Lamont County is very appreciative of this donation and the opportunity to work with industry on the future opportunities access to processed water creates.
