ATV recovered

by RCMP near Daysland

Killam RCMP recently released information on an incident that took place on March 8 on Highway 36.

On March 8 at around 4 p.m. Coronation RCMP received complaint of a U-HAUL truck stuck in a field.

Occupants of the vehicle, a male and a female, damaged the owner’s property.

The vehicle was determined to be stolen and the occupants were associated to a call of pointing a firearm the previous day.

The male suspect fled from area.

The female was arrested without incident, Pamela LaFontaine (37years-old) from Edmonton, was charged with: Sec. 430(3) CC- Mischief - Damage to Property over $5,000; and -Sec. 355(a) CC - Possession of Property Obtained by Crime LaFontaine was released on an Undertaking for Court in Coronation on April 9.

Killam RCMP Members were dispatched to assist Coronation RCMP in locating the male suspect.

Police Dog Services (PDS) and Emergency Response Team (ERT) were also contacted to assist in apprehension of the male

who possibly had a firearm.

The male was located

by ERT and PDS and was arrested without incident.

Jason Anderson (39years-old), from Rocky Mountain House was charged with: -Sec. 430(3) CC- Mischief - Damage to Property over $5000 Sec. 355(a) CC - Possession of Property Obtained

by Crime Sec. 56.1 CC – Illegal Possession / Trafficking in Government Documents Sec. 403(1)(d) CC – Fraudulently Personate to Avoid Arrest; and Sec. 129(a) CC – Resist/Obstruct a Peace Officer.

Anderson was held for a Bail Hearing and was remanded into custody.

He is scheduled to appear in Court in Coronation on April 9.

In another more recent incident, Killam RCMP recovered an ATV on March 21 around 11 p.m. on Highway 855 south near Daysland.

The ATV has been repainted and had no license plate on it.

The ATV is currently in RCMP possession and the owner is unknown.

Trout Pond organizers grateful for recent donation Leslie Cholowsky Editor

The 100-plus Women Who Care in Flagstaff recently picked the Lougheed Trout Pond as a recipient of one of four ‘Share the Love’ donations of $3,050.

Trout Pond Society member Bruce Bovencamp, who made the presentation to the organization during their February meeting, said that he is grateful that the organization decided the Lougheed Trout Pond was worthy of their support.

He called the campground a “hidden prairie paradise,” a phrase coined in a summer of 2020 feature appearing in The Community Press.

Bovencamp says the Trout Pond Society has managed to get a number of larger projects done over the past few years, but would like to invest some of the donated funding into adding to and improving the play structure at the park, as well as

adding to and enhancing the walking trails.

“We would like to add wildlife and botanical plaques along the trail eventually,” he says.

The park has a couple of windmills, and he says, “We were going to fix the windmill up so it’s a working unit, but for various reasons, are presently considering solar submersible pumps at the water well.”

Essentially, he says, the money will go towards ongoing maintenance and improvement of the site.

Bovencamp says that the Society recently received a few donations of fruit trees, and they are hoping that the transplantation works, and the trees thrive in their new home. “We are looking to increase the diversity of the greenery at the site; the apple and plum trees we’ve planted will provide food for the wildlife.”

All the work done at the Lougheed Trout Pond is by volunteers, using their own equipment. He says some of the bigger jobs might see some charges for equipment, but most of that was turned right back to the Society as a donation.

Bovencamp says the Trout Pond had a lot of skaters taking advantage of the site this winter, and that a portable fire pit was built that could be towed onto the ice.

He says, “A lot of people are still unaware of where we are, but we are slowly getting the word out.

“There’s so much potential for the site for the future.”

Bovencamp says the site has changed

into a real family ‘gem’ for daytime or camping trips, and says he has to give credit to Janice Bishop, who acts as on-site maintenance and security every summer.

“Now we just need more customers.”

He says that 2019, being a rainy summer, saw numbers down, and 2020s pan-

demic also had an effect.

Camping at the Lougheed Trout Pond is on a first-come, first-served basis, where sites are reserved by parking in them.

Bovencamp is hoping that the coming season bring great weather and many visitors.

The Lougheed Trout Pond is used year-round, from enjoying the wildlife and large playground in the summer and fall, to winter skating on the pond, with a toasty fire afterwards in the camphouse.

Spring Break coming up for students Ally Anderson Killam News

Howdy my fellow Killamites. Spring has arrived and I hope it brings the greenery soon. Although I think we could use a little moisture before that happens. It’s a little dusty and dry out there.

I’ve started to plan out my garden already. Have most of my seeds ready to go, just missing a few things like onion bulbs and potatoes.

We are going to try square foot gardening in our garden this year. I’m currently researching companion planting and trying to optimize our garden this year!

I did not realize how many plants benefit being planted side by side. It will be interesting to see how it goes this year.

As long as we don’t have a nasty storm in August again, maybe this year I’ll be successful at growing

Thank you to those who went out of their way to wish me a happy birthday. It was a great weekend, which went off without any surprises, so it was perfect. We FaceTimed family, went on walks with the dogs, and ate too much great food.

Street sweeping has been going on in town here.

Not sure if they’re done yet or not, but if a sign is put up at the entrance to your street, remember to move your vehicle before they begin sweeping!

Reader: A time for change Dear Editor; I just read the March 17 article in The Community Press discussing oiled roads transitioning to gravel near Forestburg and Daysland. It made me angry to see the rhetoric used to justify Flagstaff County Council’s decision to rip up “perfectly good heavy traffic” oiled roads because “it’s been in the budget for three years”; because “over the last three years, our message has been consistent”; “the issue has been debated multiple times from different angles for the last 13 years. Do we want to pass this issue on to the next council?”; “If these 13.5 miles (of oil) were gone, we would have no more complaints and no more issues”; “It’s about a whole rural road network and study”; “Consistency of Council is key to respect”; or because “we are appeasing one area, but that will torque off the other 300-plus oiled transition roads.”

So in a nutshell, a study was done, a decision was made to transition from oil to gravel for a ban-free arterial road network and a budget for the ripping up of the oiled roads was passed based on a schedule, not the actual road conditions or changing usage over time.

Many people have complained about the transitioning and this has caused repeated debate about this issue for 13 years. However, because they want to be respected and appear consistent and just get it over with so the next council won’t have (the opportunity) to debate the issue, some of the members of council are steadfastly sticking to the plan, regardless of the actual condition of the roads scheduled to be transitioned or the wishes of the people who drive and live along them.

The ratepayer, whose presentation started this current round of debate, said she thought the transitioning had been put on hold when no action was taken last summer.

This indicates to me that ratepayers are not being adequately informed of what is planned, and when they show up to complain are basically being told, “It’s too late, you should have complained before we passed the budget.”

Perhaps in this election year, councillors need to be reminded that they work for the people, not for the budget and not for the schedule set out in some plan.

If they can’t justify their decision any better than wanting to appear consistent so they don’t “torque” off their ratepayers, ummm... you’ve already ticked off many of them with the original decision!

By poorly informing people of what it actually is that has made you come to those decisions, deferring to phrases like “I’m comfortable with the path we are on for a variety of reasons we’ve discussed several times,” and your steadfast sticking to plans even when they are repeatedly being challenged and would seem to need reassessment, shows tone deafness and bureaucratic political posturing.

For this voter it’s an indication it is time for a change! Happy municipal election year everyone, may the odds be ever in your favour.

Unnecessary descriptors frustrating Dear Editor; There have been attempts by many in the media to stop the spread of 'fake news' in order to improve the quality of news reporting.

There is another frustrating, although minor, trend appearing more often in some papers - the inclusion of irrelevant information, perhaps as padding in or to draw reader attention to stories.

A recent article in a newspaper here in Australia included “A morbidly obese Melbourne man...jailed...for importing machine guns.”

Machine guns are illegal in Australia and should be in all countries.

The rest of the article was a standard crime report but the superfluous part is the reference to the obesity.

There are concerns with obesity as a health issue but surely none that relate to criminal activities.

It's not really the size of the person behind the gun that is the issue but what comes out the front.

Another common reference that is irrelevant in most cases is a person's career especially if it is not current or family members with mentions such as “The defendant, a retired football player...” or “...the brother of ...”.

There is so much in newspapers that needs to be read and discussed that articles need to be precise and accurate so that people will read the whole article.

To paraphrase, 'The story must be the facts, the whole facts, and nothing but the facts'.

There will be a Battle River Railway Excursion on April 10 if all goes well. It is a spring celebration with outdoor games and a scavenger hunt, as well as a train ride from Forestburg to Heisler and back.

There is a new sign on the highway advertising Main Street Medley and also a sharp new sign high up on the front of their building on Main Street.

Two Flagstaff communities out of 25 to receive asset management grant funding Leslie Cholowsky Editor

The Federal government announced late February that 25 Alberta communities received funding support for asset management, including the Village of Forestburg and Flagstaff County.

With a total of $1.5 million for 25 new projects in Alberta communities, through the Municipal Asset Management Program, delivered by the Federation of Canadian Municipalities on behalf of the federal government, Flagstaff County will receive $50,000 to assess infrastructure service and risk levels for water, sanitary, and transportation services, and the Village of Forestburg will receive $38,700 to develop an asset

management roadmap and data centralization project.

Garth Frizzel, President of the Federation of Canadian Municipalities says, “Municipalities of all sizes are Canada's builders.

“They own nearly 60 per cent of the public infrastructure that supports Canada's economy and quality of life.

Bus Driver Appreciation Day was Sweet at HPS Dawsyn Bomersback Student Reporter

Students and staff at Hughenden Public School decided to do a good deed for their bus drivers to thank them for their service. Grade 7 students took responsibility for making cards and getting everyone to sign them.

Students were excited that their efforts paid off.

“It was hard and a lot of

work to get everyone to sign them. It took awhile to find everyone. In the end it was good to see the smile on their faces though," said Kaleigh Mann.

All bus drivers were also served coffee and a cinnamon bun by their Grade 7 riders after students disembarked in the morning. All drivers were pleased to have such an amazing surprise.

I had some roof repairs done before the rain will come. Steve Wyse came to the rescue since my “friends” tell me I am too old to be on the roof.

I did just have another birthday that the friends celebrated with a little party for me at Vickie Cloakey’s.

The United Church online auction is getting lots of action on Facebook. I don’t want to make the mistake I did last time and wait until the end to bid just for my internet to go down. It did save me some money, but I went into a pout about losing.

I did the service on Sunday, Laura Towers will do next week, and Rev. Steve Haughland has a service online.

On Friday, three of us ladies went to Camrose for the day. It wasn’t your typical gals’ day out. I donated blood and Grace Reister and Rose Marie Wickstom got the Moderna vaccination.

Flagstaff County agrees to payment schedule on 2018-20 $430,000-plus outstanding tax bill Leslie Cholowsky Editor

Flagstaff County Council recently agreed to accept a payment schedule proposed by CLEO Energy Corp to pay three years of property taxes totalling $432,537.45.

Council discussed the issue at their March 10 general meeting.

Flagstaff County filed a statement of claim with the courts in December 2020, Council heard, with one payment of $55,000 received in 2020 which went towards the 2018 outstanding taxes.

Flagstaff County CAO Shelly Armstrong told Council that this company was one of just a few who reached out to the county.

CLEO Energy Corp drew up a payment schedule that allows for fluctuations in the price of oil to determine the amount of repayment made monthly, with a cap of $12,000 if the price of Western Canadian Select (WCS) drops below $40/barrel USD, with higher payments tied to WCS increases.

The WCS averaged $40.04 USD in January this year.

Reeve Don Kroetch said, “It’s a way to get repayment on the taxes owed; something’s better than

nothing.”

The payment plan proposed included only the actual taxes left owing from 2018, 2019, and 2020, with no penalties applied.

Council voted to approve the proposed repayment schedule.

The Rural Municipalities Association (RMA) release a statement this February saying that a member survey identified approximately $245 million in property taxes currently owed to rural municipalities by oil and gas companies that has gone unpaid.

“This continues the now multi-year trend of this issue worsening. The latest survey shows a 42 per cent increase in unpaid tax amounts compared to 2020, and a 203 per cent increase from 2019.

“While municipalities can take action to recover unpaid taxes on most residential and commercial properties, the oil and gas industry is subject to a legislative loophole that does not allow municipalities to place special liens or use other tax recovery tools on linear property,” said the RMA in its statement.

“This puts rural municipalities in a powerless position to enforce the payment of property taxes on oil and gas companies

and has made recovering unpaid taxes from both operational and non-operational companies extremely difficult.

According to the member survey results, approximately 57 per cent of unpaid taxes are the responsibilities of companies that continue to operate” The RMA also acknowledged, “It is important to note that while this is a province-wide issue, most oil and gas companies pay taxes on time, or work with the municipality to develop an agreement to defer taxes or pay through installments.

“Many rural municipalities have recognized the issues facing the industry in recent years and have extended payment deadlines and reduced penalties for late payments.

“However, some companies still prefer to simply avoid paying property taxes, regardless of the impacts on the municipality and other property owners.”

Flagstaff County’s 20212023 Business Plan and Budget contains a notation from Armstrong regarding unpaid taxes in the oil and gas sector resulting in total bad debt expenses of $2,800,000 prior to this agreement being signed.

Council also entered into a payment schedule agreement with a private landowner, suspending a pending tax sale on two rolls, scheduled for April 28.

Current outstanding taxes on the two properties is just over $27,000, with the landowner proposing payment be made in three installments, starting immediately, including a six per cent late penalty.

Council heard that the landowner had been seriously impacted from COVID-19.

Armstrong told Council: “It’s a way to offer some leeway to them while they are in a serious financial situation.” She advised Council that this type of agreement was not precedent-setting; that previously this type of arrangement has been approved in the past.

Council agreed that if the payment wasn’t made according to schedule, the property could be put up for tax sale.

Local equestrian coach wins provincial 2020 Outstanding Instructor award Leslie Cholowsky Editor

Each year, the Alberta Equestrian Federation (AEF) gives out a number of awards to those they determine to be most deserving.

The AEF says the Annual Provincial Awards honour outstanding deserving members achievements within Alberta’s equine community.

“These awards acknowledge those who stand out and have made a positive impact on the equestrian community.”

This year the AEF committee respon-

sible for choosing the award recipients received over 100 nominations for nine awards.

Local riding coach Ashley Bishop, owner of Cointreau Stables and Tack near Daysland, was given the 2020 Outstanding Instructor/Coach award in late February.

Bishop says, “Thank you students past and present for your kind words and love. I truly love and am passionate about what I do!”

Typically the award would have been presented at an annual banquet, but the event was cancelled due to the pandemic.

Community rallies behind Hardisty couple who lost all their belongings in a house fire Leslie Cholowsky Editor

Eighteen minutes is all it took for one young couple’s lives to change. That’s the time the Fisher family from Hardisty recorded from Hailee Fisher’s call to her mom, Ina Fisher, when she first saw the smoke rising from their residence, until Fisher and fiancé Darian Kozak saw their new home fully engulfed with fire.

After seeing the smoke and making the call, Fisher and Kozak rushed into the house to rescue their two house cats, who quite naturally hid from the sound of the smoke alarms.

The couple were able to rescue all their pets, the cats and their two great pyrenees dogs, and then bolted back into the house to get their wallets and vehicle keys, with Hailee going back a second time when they realized one set of keys was missing.

The Hardisty Fire Department, along with firefighters from the Lougheed and Sedgewick Fire Departments, and the Flagstaff Water truck from Killam,

arrived on scene shortly afterwards to contain the blaze.

Hailee was treated on scene for smoke inhalation, says her mom, Ina, but thankfully was not burned and did not require hospitalization.

The couple’s new house had arrived on site on Dec. 10, and by mid-February, the couple had moved their belongings from a seacan where they’d been stored to their new home except for a few odds and ends still at Hailee’s parents’ house nearby.

Afterwards, as the family searched the rubble, there were a few minor bright spots, as they found a dresser with some clothes inside, and Hailee’s jewelry box, where she was able to find her grandma’s ring, her engagement ring, and her school class ring. “That ring meant a lot to her, she and her grandma were very close,” says Ina. The couple also found two special items in the rubble, slightly bent, and blackened but still recognizable were two special belt buckles, one a gift from Hailee to Darian, and the other Hailee’s first belt buckle. Hailee also managed to

find eight photos that were damaged.

It’s the small victories that are helping the family get through the fire, which unfortunately, meant the loss of all their household goods, as they were not yet insured, although the building was.

Hailee was planning to go in that Monday and change the insurance.

Mom Ina says, “It’s hard to watch them go through it.”

The couple are presently staying with Hailee’s parents, along with their small herd of cattle, three horses, and their pets.

Ina says the outpouring of support from the Hardisty community has been awesome. “They had an offer for a garbage dump of the debris, for the cleanup, and one gentleman, who suffered a severe accident almost a year to the day ago, offered them free use of a home in town, for as long as they needed.”

For now, with the two large farm dogs, the couple will continue to stay with her parents, but are so grateful for the generous offer, Ina says.

“There have been so many well wish-

ers.”

The couple and family are very grateful for all of the community support they’ve experienced.

Ina says that Hailee said recently, “It’s so much easier to be on the giving end of a situation like this.”

Family friends Connie Beringer and Melissa McInnes-Wolf have set up an account at the Encompass Credit Union in Hardisty where donations can be accepted for the couple, and also announced that e-transfers can be sent to hdfirefund@gmail.com for anyone who wants to help.

Ina says it’s shocking to her that this could have happened in such a new house, an example of how it can happen to anyone.

She says the couple is still very shaken by the fire, which happened just one week and a few days ago, on March 13.

“We are just so proud of them, though,” Ina says.

“They are being so strong, and doing the best they can to move forward day by day.”

Flagstaff Fire Departments have busy 10 days, multiple fire calls and accidents Leslie Cholowsky Editor

Highway 13 just west of Hardisty was closed for parts of two days over Friday, March 19, and Saturday, March 20, due to a single-vehicle collision involving a semi-truck.

Just before 1 p.m. on Friday, Killam RCMP responded to the accident, which occurred near Range Road 103.

Police say their preliminary investigation has revealed that the semi-tractor was travelling westbound when it lost control and rolled.

The 57-year-old driver from Stony Plain was taken by STARS to an Edmonton hospital.

Police are still investigating the cause of the accident.

Hardisty Fire Department Rescue responded with the Lougheed and Sedgewick Fire Departments to the collison.

Flagstaff County Regional Emergency Services Coordinator Kim Cannady says that driver was trapped in the vehicle and a lengthy extrication took place.

Highway 13 remained closed as the semi-tractor’s load, two extremely heavy crane weights weighing approximately 20,000lbs each, were extracted from the swampy area adjacent to the highway.

Local firefighters coordinated traffic control until Emcon crews arrived. The highway remained closed until midday Saturday.

The last week has been a very busy one for Flagstaff firefighters.

On March 12, the Galahad Fire Department and Forestburg Rescue responded to a single-vehicle rollover on Highway 36 with minor injuries.

On March 13, Hardisty Fire Department responded to a structure fire near Hardisty, with Lougheed and Sedgewick Fire Departments lending as-

sistance, as well as the Flagstaff Water truck housed in the Killam Fire Hall.

Cannady says, “The home was destroyed in the fire. Fortunately there were no injuries, and the cause is accidental.”

Just hours later for Killam Fire Chief Joe Knievel, who drove the Tender to the Hardisty fire, a call came in to the Killam Department for a structure fire and grass fire near Killam early Sunday, March 14.

Cannady says, “There was no one living at this location and by the time the fire was called in to 911, the house was destroyed.”

He says Killam firefighters were able to stop the grass fire before it reached a nearby stack of bales.

The cause of this fire was determined to be criminal, Cannady says, and is under investigation.

On Friday, the Hardisty Fire Department had just responded to a structure fire at a shop when they received the call about the accident involving the semi tractor.

Hardisty firefighters, along with assistance from Amisk and Hughenden Fire Departments, responded to the structure fire. Cannady says the shop building that was burning was extinguished and can be repaired. There were no injuries as a result of the fire, and the cause was determined to be accidental.

Cannady says, “It is getting quite dry and surrounding municipalities have begun responding to numerous grass fires.

“If everyone remains careful we can avoid most grass fires, now is the time for everyone to check their burn piles from this winter to ensure they have been extinguished.”

Step 3 of Alberta re-opening delayed as province tries to fend off third wave Leslie Cholowsky Editor Alberta Health Minister Tyler Shandro and Chief Medical Officer Dr. Deena Hinshaw announced on Monday, March 22 that the province will not be moving into Step 3 of reopening.

Shandro said the issue was discussed by the Cabinet COVID Committee, who felt that taking that step forward would be: “A new opportunity for the virus to spread in our communities.”

Shandro clarified the criteria for moving to Step 3, saying that hospitalizations should be less than 300 and declining, and new case numbers on a clear downward trajectory.

He pointed out that hospitalizations due to COVID-19 had risen in recent days, unlike the decline seen in January and February, predicting that hospitalizations will increase to 300 by the end of the week based on the current transmission rates.

“No move is the safe move and the smart move.

This pause is prudent and essential.”

Shandro said the province has seen seven straight days of growth in the number of people in hospital, and said that 50 per cent of those in hospital beds were under age 65, and nearly 90 per cent of those currently in ICU were under 65.

He said the largest growth has been seen in the age range of 20-29, with 16 per cent of all current cases from the more contagious variant strains of the virus.

“We saw in November and December what can happen in a short time.”

Shandro said that the Province has completed 487,493 doses of vaccines.

He expressed his frustration at the lack of vaccine supply available, citing the US vaccination rate of 37 for every 100,000 people compared to Canada’s 10.5 per 100K. “We will expand our vaccination program as soon as vaccines are received, and closely monitor case numbers and hospitalizations.”

Dr. Hinshaw said that there were 456 new cases as of Monday, out of 7,500 tests, a 6.1 per cent positivity rate, with 110 new cases identified as variants, with the average daily total running at 20-25 per cent of

new cases identified as variants.

On Monday, Flagstaff County had eight active cases, double last week’s total.

Cases have been found in 339 schools, with a combined 1,474 case count since reopening Jan. 11.

There are presently 280 people in hospital, with 48 in ICU, with five deaths over the past 24 hours.

Under questioning, Dr. Hinshaw noted that the biggest cause of the increased daily cases is tied to a number of issues.

“There has been not one particular context; people are tired of the measures, letting their guard down, and it can happen very quickly if we let our guard down even for a few minutes it can cause transmission if there’s someone present who is infectious.”

Hinshaw cited a few specific instances she was aware of, one being where an infected individual visited multiple restaurants and spread the variant very quickly in one night, and another where infected people attended a work place where “their guard was let down and the virus spread.”

Hinshaw said she’d thought very hard about the message she wanted to impart to Albertans this week.

“It is important that everyone understand the powers that our actions have. And how crucial it is that we all make choices to protect our communities over the coming weeks.

“I said last Thursday that it might be possible to consider appealing to those who are not currently following Alberta Health measures by offering them a lower risk way of gathering.

“Unfortunately, as we have seen, cases, variants, and hospitalizations continue to rise in recent days.

“We cannot take the risk of easing any measures at this point. Now is not the time to abandon tried and true practices that have protected our communities and health care system over the past year.”

She said for those who would point out that even 300 cases is just a fraction of the province’s acute-care capacity, she would remind them of experiences in November when cases and hospitalizations began to grow sharply.

Growing by 200 to 250

cases every two weeks, the province went from 250 to 927 in a six-week period.

“The reality is that once we hit a growth phase with this virus, our numbers will not stand still.

“That’s why we all need to continue doing our part; not only following the letter of the law and the public health orders, but the spirit of them as well.”

Talking about vaccinations, Hinshaw said, “While immunity will eventually protect those who are most vulnerable, we are not yet at a point where we have protected this whole group.”

She reiterated that 88 per cent of those currently in ICU are younger than 65years-old.

But all was not doom and gloom, as Hinshaw said, “We are in a challenging but hopeful time.

Spring is officially here, the snow is almost gone, and

warmer weather opens up many opportunities to get out of our house, stay active, and safely gather with friends and family outdoors.”

She added, “In a few months, with widespread vaccinations, we will be in a very different place and enjoy many elements of our lives that we have had to put on hold because of COVID-19.

“But until we get there, it is more important than ever that we keep cases low.

“The rules in place, whatever they may be, are only as good as the steps we take day in and day out to follow them.

“Looking for loopholes, or thinking that it doesn’t matter if you bend an inconvenient rule ‘just a little bit’ jeopardizes the progress we’ve all made together.”

She stressed vigilance in

minimizing the number of people we come into contact with each day, physical distancing, wearing a mask, and staying home and getting tested when feeling unwell remain critical to stopping the spread of the virus.

“Though it may be hard to see it, choices have immense power, and each of us has a say in whether cases rise or fall in the days and weeks ahead.

In response to a request to put forward to name a date when Alberta will move into Step 3, Shandro said, “We will be looking at all the data. There’s no specific date in mind. We will continue to monitor and move forward only when it is safe to do so.”

Hinshaw said the province is presently seeing cases coming out of trends where there is significant household spread, especially with the UK-117 vari-

ant, and that there are also trends of social gathering spreading the virus and variants.

“I recognize that it has been extremely frustrating and a very, very long time that people have gone without seeing family and friends via social gatherings.

“I also recognize that over Christmastime, Albertans were one of the bestperforming groups in the country when it came to making sure they were protecting their communities by not having social gatherings.

“We need to get back to that, just for the next little while, because we know that social gatherings are driving the spread, and we are seeing again a very rapid spread from one to many when people are in such situations where public health rules are not being followed.”

Assist in maintaining and updating the Municipal Emergency Plan, assist in planning exercises, and develop and maintain an Emergency Operations Centre (EOC) inventory checklist. Maintain the “Main Event Log” when the EOC is operational.

Assist in the preparation and maintenance of bylaws, agreements, policies and procedures.

Prepare correspondence, documents and reports as requested to the Legislative and Health and Safety departments.

Provide backup assistance to the Receptionist.

Maintain administration department filing, including Laserfiche, to ensure an orderly and efficient filing system, including archiving and records clean up/ destruction.

Schedule and organize monthly staff meetings and minutes and complete any follow up required.

Authority to Enforce the Public Health Act and Chief Medical Officer of Health’s Orders Council approved a motion that Flagstaff County choose not to enforce through the provision of our Community Peace Officers, the Public Health Act and Chief Medical Officer of Health’s Orders.

Forestburg South Road Council approved a motion to leave the Forestburg South road (ENE 34-41-15 - Rge Rd 152 south for 3.5 miles) as an unbanned oiled surface road until it deteriorates.

Council approved a motion to leave the Daysland East road (NNW 10-45-16 - Twp Rd 452 east for 4.0 miles) as an unbanned oiled surface road until it deteriorates.

RCMP Killam Detachment Initiative Council approved a motion that administration gather additional information that outlines the duration, the objective and how it benefits the region, on the RCMP Killam Detachment’s request to provide funding for an initiative to encourage members to be more visible in the public.

Transitioning of Oiled Roads Council defeated a motion to leave the Hardisty South road (ENE 21-42-10 - Rge Rd 102 south for 4.0 miles) and Heisler East road (NNW 35-42-16 - Twp Rd 430 east for 6.0 miles) as unbanned oiled surface roads until they deteriorate.

Wow, haven't we been blessed with amazing weather? It's great to see so many enjoying the outdoors. We celebrated the first day of Spring with ice cream for the entire family.

Unfortunately COVID19 has made a comeback in Flagstaff County. I know it's discouraging to see the numbers go back up after we were so low and doing great.

Unfortunately, some businesses had to close as a precaution since they were identified as close contact.

Please know, those who are following the rules and taking extra precautions to ensure others stay safe are appreciated. I know it's been over a year and we are all tired of this new normal.

Our boys haven't seen their “Oma and Opa” for over six months and I know others have made sacrifices too.

However, we can't give up. As more and more people share the great news of having received their vaccine; inspired by a post from Randy Hedeman, hope wins. I came across a meme the other day. It said, “And in fifty years shortly before the family gathering: ‘And remember, no word about illness or grandma and grandpa will start talking about the COVID-19 pandemic again.’”And wouldn't we all wish it was already in our rear-view mirror?

On a lighter note, Branch 55 has announced they

will reopen as of April 1.

They are currently accepting applications for all positions.

The Sedgewick Dental Clinic received some renovations and an outdoor sign. Did you notice it when going downtown?

Whichever grade was responsible this year did an excellent job cleaning up the fence line and school grounds. Thanks to the beautiful weather it was earlier than usual, too. It might not seem like much, but it makes a huge difference. Thank you.

Hello folks, spring is surely here. The geese are nesting in their usual spots, the calves are being birthed everywhere you look, and the bulls are getting frisky.

They can’t wait to be released among their multitude of girlfriends. Moo moo, love is in the air.

The Hardisty Library was recently very excited to welcome MLA Jackie Lovely. She visited to deliver a children’s book named Eloise, written by Alberta authors. Jackie and her assistant were surprised with how open, airy,

and welcoming our small town library was. She met a couple of library board member volunteers that were busy filling Easter Activity bags.

Children ages 10 and under are asked to colour Easter pictures. Upon returning them to the library we display their pictures in our window and the children are gifted with an activity bag. Our usual Easter Egg hunts were cancelled

by COVID-19, so the bags are in lieu of the egg hunt.

Here’s a joke: what do you call an Easter Bunny with fleas? Bugs Bunny!

Gerry Coghill is a selftaught artist and she generously displays her art at our library. Her varied pictures of people, animals, and scenery certainly brighten up our walls. She exchanges the paintings intermittently and on Thursday she happened to meet our dignitary Jackie Lovely.

The MLA was quite taken

by Gerry’s self-taught art and even made a short video of her. Library Board volunteers are just a few of the many volunteers keeping our town alive.

On Friday there was a bad roll-over accident just west of the Hardisty Highway 13 turn-off. The highway was closed and our fire and rescue personnel tended to the accident.

STARS air rescue even landed on the highway.

What would we do without your skills and dedication?

Be it accidents, recent fires, and etcetera. Thank you!

Our local thrift shop is also run by volunteers from the Catholic and United churches. You’re still required to call and make an appointment to shop, but

on Tuesday evenings you can now stop by to check in and drop off donation items. We hope we can soon open at regular hours and allow shoppers to experience our exciting treasures and lovely, gently used clothing.

St. Paul’s United Church has voted to have the Easter service in the church. Until now we have enjoyed Zoom services, but you can’t beat the church experience. We can safely follow all the AHS guidelines.

I’ve enclosed some Easter Bunny jokes, but we all know that Easter is truly about how “Jesus Christ has risen.”

Here’s one last joke: what happened to the Easter Bunny when he misbehaved at school? He was “egg-spelled.”

Sedgewick resident sharing inspiring photos of Flagstaff sunsets Leslie Cholowsky Editor

Marlaina Eldey, of Sedgewick, says she’s always enjoyed walking, and this past year has been enjoying long walks with her boyfriend’s dog Roxy, and sharing some of the spectacular sunsets she’s experienced, this past summer, fall, and winter, on her social media accounts.

Eldey says she gets a lot out of it, “I get to unwind from the day’s events, and if I feel down or anxious, walking while listening to music, or to the world around me is very grounding and comforting.”

She’s not the only one to enjoy these evening walks, she says: “Roxy loves walks to the point where she understands what the word ‘walk’ means! It gets her out of the house; she gets to sniff and see all kinds of things, and once in a while she gets compliments from people we pass on our regular walking route.”

She says her favourite places to walk are down the back road in the country near her dad’s house, or the Sedgewick walking path by the Rec Centre, as well as the trails at Sedgewick Lake Park.

During the winter she tried to get out as soon as she got home from work, and in the going saw some great scenery.

Eldey is an artist, and sees the landscape with an artist’s eye: “I appreciate the nature and beauty of it, the fact that every sunset is unique, every cloud formation is something new. “I appreciate how nature’s colours contrast and compliment one another. And I thought that sharing what I see on my walks might connect with others who appreciate it too.”

She says she’s really missed the gym this past year during the pandemic, and walking gives her some exercise and a good dose of vitamin D. “I get to feel grounded, I’m able to listen to music, Roxy gets her ex-

ercise for the day, and we both get to enjoy the walk.”

Eldey’s “doggo walk” photos are very popular with her followers; recently they even caught the attention of a professional photographer living in the Okanagan who has photographed some of the most beautiful scenery in the world.

Eldey’s photos are not only showcasing some of Flagstaff’s most beautiful sunsets, they are inspiring in many ways, reminding us of the incredible prairie landscape that we sometimes take for granted. It also serves as a reminder of how easy it is to enjoy them first-hand for yourself with the many walking paths located in Sedgewick and surrounding communities.

Helena Margaret Hiebert (Harder)

Dec 22 1923 Feb 28 2021 Through much heartache and many tears, we said goodbye to the shining light of our family on February

28, 2021.

Helen’s adventurous life brought her to Canada from Russia at an early age. Her family settled in Manitoba but later moved to Kitchener, Ontario, where as a young adult she worked at Electrohome.

There, too, she met and married her husband, Wally, to whom she was obviously devoted. Why else would she have crisscrossed Canada so often?

She never lost hers spunk nor willingness to make life the best it could be for her family.

She was very musically inclined - a talent she shared with her three brothers - Nick, John, and Walter as well as her three sons.

To say Helen was crafty would be an understatement. She was very creative and talented.

TOPS was huge for her when she lived in Alberta, too.

Helen was pre-deceased by her loving husband of 57 years and two of her sons Lance and Larry.

Left to grieve her loss are her daughter Linda

van Hoof (Peter), son Les Hiebert (Debbie), daughter-in-law Shelly, numerous nieces and nephews, as well as many, many friends and relatives.

Held so very closely to her heart were her dozens of grandchildren and great-grandchildren.

She had a way to make each and every one feel loved and special. One simply cannot imagine their deep sense of loss for such an amazing Oma. The family would like to thank the great care

February 28, 1963 to March 22, 2021 It is with the heaviest of hearts that we announce the passing of our dearest Dean, also known as Mr. Dean, Papa Dean, and Deanie.

He leaves behind his love and traveling companion Patti; stepson Giacomo; stepdaughter Angelina (Gary); granddaughters Justina, Natasha, Reigha, and Mianna; and grandson Nicola. He will be fondly remembered by his brother Dave (Sue), sister Shelly, and twin brother Dale (Debbie); as well as numerous aunts, uncles, nephews, nieces, cousins, and dearest friends. Also left to mourn are children Micheal and Amber.

While Dean was born in Ontario, he headed to Alberta immediately after graduating from high school. He challenged the millwright

provincial exam and aced it with flying colours. He became one of the best self-taught millwrights, with an amazing work ethic and he rarely encountered a problem he couldn’t fix.

Dean could fix everything from the lawnmower to the snowmobiles and loved being on the acreage with Patti. He spent a majority of his career at the Power Plant near Forestburg.

If you had the good fortune of being someone Dean cared about, you would know how generous and giving he was.

He never asked for anything in return, but would love nothing more

than for you to stop by and have a cold beer with him.

Dean had the incredible gift of gab and could tell you stories and make you laugh the whole night through. Dean also earned the nickname Disco Dean and could really light up the dance floor. Dean and Patti travelled to many sunny destinations: from Mexico, to Cuba, to the Caribbean.

The last several months Dean battled the most debilitating and terrible disease, ALS. Not once did he complain, but only wondered why this happened to him. He remained positive and it good spirits until he was

Bill 55 to make leaders more accountable Moush John Staff Reporter

Earlier this month, Adriana LaGrange, Minister of Education, stated that Alberta’s government will strengthen the K to Grade 12 education system by creating a professional organization for school superintendents.

If passed, Bill 55, the College of Alberta School Superintendents Act, would make the college a legislated organization responsible for upholding the superintendent profession.

This includes superintendents and deputy superintendents employed in public, separate or francophone school authorities.

Speaking to this, Battle River School Division (BRSD) Superintendent, Rita Marler said, “I think having a professional association is a good thing, because it will make all superintendents and education system leaders more accountable and provide us all with opportunities to be better leaders; having strong educational leaders helps ensure quality education systems are in place

for students.”

This legislation will strengthen the education system and empower superintendents to provide better outcomes for Alberta’s students.

“Superintendents play an important and unique role in making sure every student receives a highquality education,” said LaGrange.

“Having an education system full of tremendously professional leaders will foster better outcomes for all students across our great province, which is something Alberta parents and students deserve.”

According to Marler, the College of Alberta School Superintendents (CASS) has been advocating for this kind of legislation for about 15 years.

“They believe that having a professional association for those who guide educational leadership will ensure high professional standards are upheld, and that benefits both students and school boards,” Marler added.

“In addition, having a professional association enables superintendents

and other school system leaders, whose work is outside of the classroom and the school, to have strong professional development opportunities that focus on their unique role, as well as a group with whom to share effective practices.

“This also builds better school division leaders which, of course, benefits students and school boards.”

The creation of this act is the result of engagement with education partners, including the college, Alberta Teachers’ Association, Alberta School Boards Association, Association of Alberta Public Charter Schools, Association of Independent Schools and Colleges in Alberta, Association of School Business Officials of Alberta, and First Nations superintendents and education directors.

“CASS is thrilled with the opportunity to further define and elevate our profession with this legislation,” said Bevan Daverne, president, College of Alberta School Superintendents. “This will strengthen Alberta’s education system

and provide better outcomes for our students.”

The legislation builds on the government’s professional practice standards for superintendents, and existing legislation governing other professional bodies in the K-12 education sector, by ensuring leaders are skilled and competent in their professional practice. The college would also be responsible for offering professional development to its members and setting learning requirements.

“Alberta’s school boards value superintendents and ASBA is pleased to support legislation that enhances their profession, while reinforcing boards’ authority as the employer,” said Lorrie Jess, president, Alberta School Boards Association (ASBA).

If passed, the act will require amendments to the Education Act and other regulations to ensure enforcement. Given the number of changes that will be required to the college’s operational and governance structure; the proclamation date of the act is scheduled for September 2021.

Faith Column: Weekly Meditation I read this little story some time ago and thought it may be an encouragement to someone reading this column today.

It is once again an example of how wonderful a personal relationship with Jesus Christ is.

When Harry Truman became President of the United States, he worried about losing touch with common, everyday Americans, so he would often go out and be among them.

Those were in simpler days when the President could take a walk like everyone else.

One evening, Truman decided to walk down to the Memorial Bridge on the Potomac River.

When there, he became curious about the mechanism that raised and lowered the middle span of the bridge.

He made his way across the cat walks and through the inner workings of the bridge, and

suddenly he came upon the bridge tender, eating his evening supper out of a tin bucket.

The man showed absolutely no surprise when he looked up and saw the best known and most powerful man in the world.

He just swallowed his food, wiped his mouth,

smiled, and said, “You know, Mr. President, I was just thinking of you.”

It was a greeting that Truman adored and never forgot.

Wouldn’t it be wonderful, if Jesus Christ were to suddenly appear before us physically or come suddenly in a cloud, if we

could say, “You know, Lord, I was just thinking about you.”

Choosing the right variety

As spring approaches, many people have their crop varieties lined up, with germination tested and cleaned. For those who are looking for the latest and greatest, it might be a good idea to review the factors that should be considered when choosing a new crop variety.

Front and center is almost always yield. And why not? That’s how you’re paid. However, don’t be swayed by a 2% to 5% improvement in yield. Those low number are not statistically significant unless tested many times.

In the variety trials they list the station years a variety has been tested. The greater the number of station years a variety has been tested, the more likely your chosen variety will really be an improvement. You often see a new variety showing much higher yields when first tested, but over time, the yield bump tends to decline. Pay attention to station years.

Maturity rating is important.

There is a direct link between length of maturity and yield.

However, in the marginal areas around the province where the growing season is short, you can plant yourself a huge headache in the fall with an early frost or poor harvest conditions. Be realistic about the maturity rating. Differences in growing seasons from year to year can be extreme. In the 1930s, we had at least one year with a frost free growing seasons of less than 90 days.

If you use a simple, two-crop rotation, you’d better pay attention to disease resistance. Growing the same crop frequently causes greater disease pressure. It becomes important to have good disease packages in the variety.

Luckily, our plant breeders always work hard to incorporate multiple genes for resistance to a wide variety of diseases.

For clubroot in canola, for example, they first found resistance in several lines of field mustard, black mustard, and wild cabbage.

The problem with resistant genes is that there is a limited number of sources for resistance. Continued growing of a crop with one or two genes for resistance will quickly lead to those genes being overcome by the disease organism. Resistant genes, like any other tool in variety development, need to be used carefully to prevent resistance.

What the crop is being grown for can have a bearing on the crop variety. With barley, is it grown for feed, forage, or malt? If for forage, you want lots of growth and plenty of leaf material. Feed barley is all about high yields and heavy bushel weights. Malt barley needs to have yield and low proteins.

Seed size is a particular concern in peas. In yellow peas CDC Prosper has a thousand kernel weight of 146 grams. Compare that to

AAC Delhi at 288 grams. If you seed for a target plant population of seven to nine plants per square foot, with germination being identical, you’d have to seed almost twice as many pounds per acre of the Delhi than the Prosper to get the same plant stand. That is a significant cost to buying certified seed! To a lesser extent, this can also affect how many pounds or kilos per acre you seed of cereals or canola. Always seed to a target plant population.

Height is an issue in crops as well. Standability in peas is important, especially for harvesting.

No one wants to scrape the crop off the ground in fall. In cereals height and standability will affect the risk of lodging too. In lentils, the location of pods has a big effect on how close to the ground you need to cut.

Ultimately, which variety does best on your farm is a result of genetics, resources available, weather conditions, manage-

ment, and other factors. Use the variety guides as only a guideline. Pick one or two varieties you may want to try, then test them out on your own land.
