Pop Up Vaccine Clinic

A pop up COVID-19 immunization clinic was held at the Viking Community Health Centre for one day only last Friday, June 4.

The clinic ran from 10:30 a.m. to 2 p.m. and took people in for their first dose of vaccine by appointment only.

There were 24 doses administered. Three receiving a dose were under the age of 18 while 17 others were over the age of 18. As well, four clients residing in long term care and designated supportive living facilities also got their first dose that day.

Alberta Health Services (AHS) organized the clinics for any Albertans born in 2009 or earlier.

Yolanda Genu, senior communications advisor, Central Zone, for the AHS’ community engagement and communications department, called this a “targeted immunization clinic” for people who had not yet received their first dose.

Referendum at municipal elections takes away from local issues, say those opposed Patricia Harcourt Editor

Municipal elections this fall aren’t just going to be about electing local political leaders, thanks to the provincial government’s desire to hold a referendum on federal equalization payments.

While Premier Jason Kenney wants to make a statement on how many residents oppose having money taken from provincial coffers and sent to other provinces, the move is being called unfair by taking away from local election issues.

The referendum question was voted on June 7 in the Alberta Legislature and passed. It will read: “Should Section 36(2) of the Constitution Act, 1982 Parliament and the Government of Canada’s commitment to the principle of making equalization payments - be

removed from the Constitution?”

“Albertans elected this government to get a fair deal for them. That’s exactly what this referendum is about,” stated Premier Jason Kenney, in explaining his reasons for holding the referendum.

“For too long, Albertans have been forced to subsidize public services in other parts of the country where politicians have been trying to block our pipelines and impair our vital economic interests, even during times of great economic hardship for us,” he said.

“This fall, Albertans will finally get a chance to tell the federal government that they’ve had enough of the unfair equalization program, and want reforms that recognize our province’s role in creating national prosperity.”

The Alberta Party is opposed to holding a referendum on the same day as municipal elections, calling the move

“an ineffective piece of political theatre and comes with a steep cost to local democracy.”

Acting Alberta Party leader Jacquie Fenske said the Alberta Party joins local elected officials, supported by the Alberta Urban Municipalities Association Local Democracy Pledge, in their plea to keep local elections local.

Fenske also stated: “As a former municipal councillor, I know how important engaged residents are to local decision making. The best opportunity to engage comes during elections.

“And this time around, Premier Kenney is making those critical elections not about local issues but about him and his fight with Ottawa,” she said.

“October should be about potholes, recreation centres, property taxes, community services and other local issues,” stated Fenske. ”Instead, it is going to be

about stoking the Premier’s ego through his farce of a referendum.”

Kenney says the equalization program “does not take into account fundamental matters of fairness, including the ability of ‘have provinces’ like Alberta to contribute transfers even when their provincial economies are down.”

But the Alberta Party states that “even if this referendum is successful, it will have zero impact on the equalization program.”

That’s because the federal government is under no obligation to act on it.

Premier Kenney isn’t asking for a fair deal for Alberta. He isn’t asking to reform the formula which he helped create while in Stephen Harper’s government,” said Fenske. “Instead, he is asking to throw the entire program out.

Which is a popular idea to Albertans but has no chance of success.”

A unique contest is going to make the backyards and gardens in Holden just that much more beautiful with beautifully painted wooden butterflies.

Holden’s “Butterfly Project” is sponsored by the village’s Economic Development Committee in collaboration with The Gallery.

The competition is being held to enhance flowerbeds in the community,

showcase local talent and exhibit a vibrant community for visitors.

Residents were invited to purchase a wooden butterfly from either The Gallery or the Village Office, paint it themselves and plant it in their back yards.

Elaine Cooper, secretary of The Gallery board, encouraged everyone to get on board and get a butterfly, then paint it in bright colours, “like the ones we see flying around.”

Opinion MLA excited about returning to normal life Jackie Lovely Camrose MLA

Before I get into any other news in the Camrose constituency, I want to talk about the painful discovery of the remains of the 215 precious souls in Kamloops. The thought of my two children being taken from my home is one I could never imagine but has been a tragic reality for parents who had their children taken forcefully from their homes. My heart and thoughts are with anyone and everyone who has been affected by this shameful act, and whoever lost their kids in such a tragic way.

On May 31, Indigenous Relations Minister Rick Wilson announced the government’s intention to fund research into the undocumented deaths and burials of hundreds of Indigenous children who did not make their way home. The details of that funding will be forthcoming, so I encourage you to stay tuned for details around that. I stand with our government in extending sincere condolences to the Tk'emlúps te Secwépemc and all the families affected by this profound tragedy.

As you know, we are nearing the end of this long, and tiring, COVID-19 pandemic. However, that is not what I want to talk about this week. Many of you have asked me if I will be resuming my videos of the exciting news and events happening in the Camrose constituency and the answer is a very loud, yes!! You may have noticed on my Facebook page that I have been going around the riding and talking to businesses owners, not for profits and various people in our community.

What is particularly exciting to me in the first week of June, I was going around the riding meeting the owners of newer businesses. Whether it be a food truck, a florist, or a disc golf course – also known as frisbee golf, it

has been great to see. Whether it is promoting a local business, sharing the latest job opportunities, or the accomplishments of our residents, I want to hear about all the great news. Please get in touch with my office if I can help share any of your good news or if you would like me to shoot a video.

I also took time in the legislature to thank some of the most important frontline healthcare workers in our constituency and our province. On May 31, I was able to tell the house about National Nursing Week and the over 35,000 nurses that work right here in Alberta, including my daughter.

Here are a few words from my member’s statement that day.

“Nurses provide critical health care supports, spending more time with patients than doctors. They care for the physical, intellectual, and societal needs of their patients.

This pandemic has been hard on our nurses. I won’t sugar-coat this.

Nurses work long shifts, often later and longer than expected. They see individuals take their last breath. They see families grieve.

They carry a burden that many of us would not be able to carry. The pandemic brought to light the courage and commitment that nurses work under each and every day and conveyed the important role that nurses play in our communities.

From day one nurses were there, and they still are. “ In closing, I want to give my heartfelt well-wishes to 14-year-old Brooke from the Tofield area. She is off to Des Moines, Iowa, to compete in the American Junior High School Finals Rodeo. She will be representing us in pole bending and ribbon roping. I know Brooke will make us proud.

Fighting rural crime Damien C. Kurek, MP (Battle River-Crowfoot)

Many Albertans have felt the impact of rural crime, an issue that has been top of mind since I was elected. My Conservative colleagues and I have been working tirelessly to ensure greater resources for law enforcement to do their jobs, tougher laws to deter those would-be criminals, and reduce the number of recidivists on our streets. This contrasts with the Liberals’ approach to public safety which is characterized by numerous miscues, poorly crafted and misguided legislation such as C-21 (gun buyback), C-22 (eliminating mandatory minimums), and C-71 (a backdoor gun registry passed by the Liberals in 2018).

MP Blaine Calkins recently introduced his Private Member’s Bill, C289. This initiative, which I am proud to co-second, targets recidivism and provides rural crime with necessary distinction in the Criminal Code. The bill, if passed, will create an aggravating factor for targeting a property or person vulnerable due to its remoteness from emergency medical or police services, and expands the aggravating factor for home invasion to better apply to crime in rural areas.

This will be done in two ways; by expanding the applicable area for home invasion beyond just the “dwelling-house” to other buildings on the property such as a barn or a shop, and by expanding the criteria so that the possession of a weapon or imitation weapon would trigger the aggravating circumstances, even if violence or threat of violence was not used. This means that shops, barns, or garages, which many rural Canadians spend great amounts of time in and keep extremely expensive equipment and other possessions in, would qualify in the same way as their home would.

Bill C-289 will also address repeat criminals and the “revolving door” of our legal system by ensuring that a sentencing judge considers the reason why an offender did not receive bail for the purposes of credit giving for time served while awaiting trial.

Over the last number of years, we have seen a troubling increase in rural crime. The police-reported crime rate and the crime severity index have increased every year between 2015 and 2019 (the most recent year that data is available.

Police-reported crime increases in 2019). Further, the crime severity index (CSI) and Violent Crime Severity Index (VCSI) are significantly higher in rural Canada than in urban areas. This is evidence of a failed approach to rural crime and an absentee Public Safety Minister who refuses to admit there is a problem, even when given the opportunity to do so.

The crime problems we face here in East-Central Alberta wreak havoc on law-abiding citizens and cause incredible amounts of distress, and Conservatives know this. As a lifelong resident of Battle River-Crowfoot, I have seen the escalation in crime and know the impact it has had on our communities, which is why I will continue to fight for rural Canadians by supporting the passing of Bill C-289 into law. We will continue to hold the Liberals accountable for their lack of action in combatting rural crime.

Word on the Street: stolen cell phone reported On May 31, police received a complaint of the theft of a cell phone. Investigation revealed the complainant had lent his phone to a friend who was now refusing to return it. Police advised the complainant that this matter was civil in nature and therefore no criminal charges could be pursued.

On June 1, police received a complaint of a break and enter at a vacant rural property southwest of Viking. The complainant advised the culprits had broken into his barn and stolen various items. Police have no suspects at this time.

On June 2, CN Police called to report a vehicle was parked at a railway crossing in a position that was preventing the crossing arm from functioning properly. Police attended the location and spoke with the owner of the vehicle, who advised he was part of a paving crew completing roadwork and had parked his trailer too close to the railway crossing; but, the vehicle had been moved. CN Police were updated.

On June 3, police received a complaint of two suspicious males who had attended a rural property east of Viking. The complainant advised the males were looking to buy copper, brass or old batteries. No offence occurred but he wanted police made aware as it seemed odd.

Also that day, police received a request to attend a residence and keep the peace while personal belongings were retrieved. Police agreed to provide assistance; however, the person who called never showed up.

On June 4, police received a complaint of an historical sexual assault that had occurred in the Viking area. This matter is still under investigation.

That afternoon, police were dispatched to a fire at a rural property southwest of Viking. Once on scene, it was determined the fire was non-suspicious in nature.

On June 5, police received a complaint of a male refusing to leave a property and threats being uttered. Police spoke with the complainant a short time later and were informed that the male had left the property voluntarily and was no longer on scene. Patrols were made but the person in question was not located. This matter is still under investigation.

Later that day, police received a complaint of a break and enter to a shed in Viking. Police attended and learned that the complainant’s partner had given a neighbour permission to enter the shed and

retrieve a tool, so no crime had been committed. The complainant was updated.

That evening, police received a report of a suspicious male loitering around a gas station in Viking for several hours. Police attended and spoke with the male who advised he was waiting for a friend to pick him up.

On June 7, police received a complaint of an erratic driver on Highway 14. Police were not in a position to intercept the vehicle so the information was shared with neighbouring detachments.

During this time period, police also dealt with several collisions involving deer and issued violation tickets for various traffic offences.

Province set to move to Stage 2 this week - local virus cases change very little Patricia Harcourt Editor

COVID-19 numbers have changed little since last week in the two regions of Beaver County.

Provincially, the decrease in the virus cases has meant moving on to Stage 2 is imminent.

Viking (Beaver County East) has remained the same with one active case of the virus as of June 7. In Tofield (Beaver County West) there remain eight active cases, also the same as last week.

Last week saw the M.D. of Wainwright with 29 active cases, but that has dropped to just 15; while Flagstaff County dropped from 34 last week to 28 currently.

In terms of shots in arms, the vaccination rate for Viking and area stands at 53.3 per cent, or 1,271 people with one dose.

Alberta Health Services targeted Viking for a pop up clinic last Friday as the vaccine numbers are not as high as desired. In the western half of the county, just 50.5 per cent, or 3,976 people have one dose of

vaccine.

In the M.D. of Wainwright, 50.2 per cent, or 6,043 people, have had one dose, and that percentage rises to 54.8 per cent, or 4,620 people in Flagstaff County.

The province plans to go to Stage 2 of its reopening strategy this week on June 10, as the numbers of new cases, hospitalizations, ICU patients and deaths continues to drop.

The government has been pushing hard to get as many people as possible vaccinated in order to make the reopening work.

Stage 3 is planned to start on June 28, everything else going according to plan. That’s when events like the Calgary Stampede will be allowed to proceed, albeit in a modified form.

Currently, there are over 3,123,226 people with a first dose vaccination in the province which makes up 67 per cent of the population aged 12 years and over.

And 15 per cent of people have had both doses and are fully vaccinated.

With summer almost here officially, Viking/Beaver Family and Community Social Services (FCSS) is gearing up for the 2021 Summer Fun program in July.

Registration is now open but the children will be attending from home again this year due, of course, to the coronavirus pandemic and the uncertainty right now about how health

restrictions and lockdowns will play out over the next few weeks.

“However, we are building personalized take home kits for kiddos in our community,” said Viking/Beaver FCSS Director Dawn Chrystian, to use while at home. The kits will include activities, arts and crafts, personalized items, and more.

Summer Fun will start the week of July 6 in Viking and the week of July 13 in Holden. It is open to children 6-14 years of age.

On June 6, at 7:55 p.m. Vermilion RCMP received a report of a small plane having crash landed in a slough near Highway 640 between Range Road 45 and Range Road 50.

RCMP and emergency medical services attended and located a small single engine Cessna plane with the lone pilot, a 65-year-old male from Clandonald trapped inside with injuries. The plane had sustained damages to its wing and body.

Vermilion River County Rescue was

able to extricate the pilot who was taken to the hospital for treatment and then air lifted by STARS to an Edmonton hospital for further treatment of serious, but non-life threatening injuries.

Early indications are that the pilot attempted to land on a private airstrip and the aircraft wing hit a tree on the downwards path causing difficulties with the landing.

Transportation Safety Board will be conducting an investigation.

County agrees to remove beaver from private property in 50/50 cost sharing agreement Patricia Harcourt Much like the recent change in the county’s dust control policy, there are now new rules when it comes to the county performing beaver control on private property.

Like dust control, the landowner will now pay 50 per cent of the cost to have the county get rid of beaver on private land.

The county, which didn’t go on private property previously unless county infrastructure was affected, will pay the other half of the cost.

At the June 2 regular meeting, Beaver County Council passed amendments to both the Level of Service Overland Drainage Policy and the Level of Service Pest Control Policy.

The amendments allow landowners to request the county for assistance in beaver control.

Three readings were also given to Fee for Services bylaw amendments requiring a 50-50 cost sharing arrangement for the county to remove beaver dams from landowners’ private property - at their request.

Councillors have been hearing complaints from landowners that beavers are causing damage.

At the last meeting in May, council held a discussion on water management and fee for services.

An important issue was the removal of beaver from private lands even if there is no licensed waterway held by the county on a particular property.

At the June 2 meeting, Division 4 Councillor Barry Bruce referred to

a water soaked road about a mile from his property, with water almost overflowing from the ditches.

“We’ve got to stop fiddling while Rome burns,” he said. “We’ve got to go after the beaver,” referring to the presence of “a dam right in the ditch” causing the problem.

“We have to control the beavers, not exterminate them,” he said, qualifying his statement.

“I see this as a good move, a step in the right direction,” said Division 1 Councillor Kevin Smook. “It may help keep the water moving, flowing.”

Deputy Reeve Gene Hrabec (Division 3) added: “I would like to see where are we going at identifying the infrastructure issues.”

Two landowners he spoke with preferred a 2/3 (county) to 1/3

(landowner) cost sharing agreement, “but they are okay with 50/50.”

“We have the equipment to do it,” he said, but referred to one situation where removing one beaver dam revealed there were more further down backing up water.

“If it’s an infrastructure matter the county should follow up and deal with it,” replied county agriculture fieldman Mike Bates.

Division 5 Councillor Dale Pederson also agreed with the changes, but wondered, based on issues with Twp. Rd. 492, if the county should develop a separate policy for cleaning out municipal ditches.

CAO Bob Beck said administration would check this out and bring back an RFD to a future meeting.

Multiple Voting Stations Bylaw passed by county - Premier adds referendum question Patricia Harcourt The county passed a bylaw to allow more than one voting booth in each voting subdivision at the June 2 regular meeting.

Assistant CAO Margaret Jones explained the county needed to enact a new bylaw because there was doubt that the old bylaw was still valid.

“In 1995, Beaver County Council passed Bylaw 95-761 to authorize the designation of more than one voting station per voting subdivision, or electoral subdivision,” Jones stated in her report to council.

“This bylaw was passed under authority of Alberta Regulation 123/87 which was replaced by other regulations over the years,

and then subsequently repealed in 2018.

“It is unclear whether Bylaw 95761 is still in effect and on the advice of Municipal Affairs, administration recommends that council pass a new bylaw to ensure the legality of multiple voting stations in each Division (where necessary),” stated Jones, who is the returning officer for the October 18 municipal elections in Beaver County.

“The Returning Officer designates the locations of the voting stations,” she explained.

“At this time, assuming that Senate selections and a referendum vote will be held in conjunction with municipal elections, the voting stations will be at the following locations:”

- Division 1 - Lindbrook Hall and Tofield Community Centre; - Division 2 - Spilstead Hall and Tofield Community Centre; - Division 3 - Ryley Legion; - Division 4 - Bruce Community Centre; - Division 5 - Viking Seniors Centre and Kinsella Community Hall.

Jones said the locations would be finalized closer to the Nomination Day and the public would be informed in accordance with the Local Authorities Election Act. Premier Jason Kenney announced June 7 that a referendum will be held along with the municipal elections regarding equalization payments to the federal government.

Kenney introduced a motion in

the Alberta Legislature June 7 that will put the following question on a province-wide referendum ballot on Oct. 18 in conjunction with the municipal and Senate elections.

The question is to read: “Should Section 36(2) of the Constitution Act, 1982 - Parliament and the Government of Canada’s commitment to the principle of make equalization payments - be removed from the Constitution?”

“This fall, Albertans will finally get a chance to tell the federal government that they’ve had enough of the unfair equalization program and want reforms that recognize our province’s role in creating additional prosperity,” stated Kenney, in explaining the reason for the referendum question.

County councillors approved a “Budget Highlights” document to use as a reference when speaking to ratepayers about this year’s recently passed budget and mill rate bylaw.

The approval included both the form and content of the document, which will be posted for public information on the county’s website as well.

Deputy Reeve Gene Hrabec (Division 3) said that Assistant CAO Margaret Jones “did a good job outlining the pages,” for council at the June 2 meeting. “It’s just being a little more specific (now) about where the money is coming from, and where it is going.”

“Good work,” said Division 1 Councillor Kevin Smook, adding it “explains things well.”

Division 5 Councillor Dale Pederson agreed. “I’ve got a little bit more (information) to satisfy the ratepayers with. I’m very impressed with it.”

Ratepayers will now be able to ask their councillors what information is in the document or check it out on the county website.

Deputy Reeve introduces Clean Energy Program as option for county Patricia Harcourt Beaver County Council expressed interest in the Clean Energy Improvement Program (CEIP) after Deputy Reeve Gene Hrabec (Division 3) brought the matter forward June 2.

“I want to put this on the table to see if administration has looked at this before,” he said, noting the program is coming out this summer and, “We need a motion to participate.”

CAO Bob Beck stated that the county is not involved at this time in CEIP, but “we could if you pass a motion.”

“I think it’s a good program,” said Hrabec, adding he “knows a couple other municipalities doing it.

“I’d like to give direction to administration to come back with the information on whether or not to participate in the program,” said Hrabec, referring to finding out the pros and cons of the program.

He added that he “doesn’t know how much it will cost the county.”

Division 4 Councillor Barry Bruce told council he “likes the motion,” and thanked Hrabec for bringing the idea forward.

With the average age of farmers “quite high” in the county, Bruce felt a program such as this one would attract young families who may want to use solar, wind and insulation choices.

“It’s a good incentive,” he said. “People can make their home more comfortable and affordable…It’s a great program.”

“I see this as a potential enhancement,” said Division 1 Councillor Kevin Smook, adding he “looks forward to what (administration) brings back (as information).”

Participation in the program is completely voluntary for municipalities, which could pass a municipal tax bylaw allowing CEIP to operate in the given community.

Property owners don’t pay upfront for their energy efficient upgrades as the cost of the upgrade is recovered through the owner’s property taxes.

More information is expected to be brought forward at another council meeting.

2021 Vegetation Management

2021 Vegetation Management Program As part of Beaver County’s roadside maintenance program, the removal of trees, brush, and regulated weed species within Beaver County road allowances will be running from May through October 2021.

• Spot herbicide applications will be conducted within all divisions to control tree and brush regrowth within County road allowances.

• Blanket Spraying will be conducted within Division 5.

• Mechanical roadside brush control efforts will be focused within Divisions 3 and 4 (Holden and Bruce areas). The mechanical removal and clearing of trees from County road allowances is targeted at improving traffic safety and machinery movement, eliminating areas prone to the trapping in the winter months and improving sight lines at intersections and yard sites.

• Roadside mowing operations will commence in late June/early July, depending on growing conditions. Roadside mowing will be conducted on all County roads west of Secondary Highway 834, and hard-surfaced roads east of Secondary Highway 834.

While this process is much different from the process to pave a road with asphalt, the end result will seem similar to residents and the travelling public resulting in a road that is not dusty when it is dry, nor muddy when it is wet.

During this construction phase, portions of the road may be closed to allow crews to work safely please use another route, detours will be posted or be cautious when you need to drive through construction zones (local traffic only). Beaver County's goal is to provide a healthy, injury free work environment for all employees, contractors, visitors and general public. Already this year we have had people exceeding the posted speed limit through our construction zones, endangering staff, contractors and the public.

There are potential hazards to the public and vehicles during the construction process. This can include heavy machinery, dust or mud, road material such as gravel, asphalt coatings and rock chips.

The work of transforming the land around the Gallery in Holden into a beautiful Serenity Gardens is underway in earnest, with Elaine Cooper, secretary of the Gallery board, extolling the goal of the project once completed.

“This is a project where we can all enjoy the outcome,” she said.

“A place to sit quietly and meditate, or a place to sit and watch the birds as they pick berries from the trees or take a dip in one of the bird baths.”

The first stage was to pound the corner posts into the ground to establish the perimetre of the garden.

“We will install the planters for the poles at the same time and the solar lights will be added,” she said. “The Serenity Garden will be looking for some large rocks/boulders. If any farmers have them, please contact Elaine.

The $500 donation from Viking/Beaver Family and Community Support Services (FCSS) was acknowledged, with Cooper stating plaques would be a show of appreciation for all the volunteers that make up the project.

The project actually began with Viking/Beaver FCSS Director Dawn Chrystian and Holden Mayor Joy Zoopkow performing a ground breaking ceremony on site.

“This will become a reality,” said Cooper. “It just will take hard work, I have faith in this community.”

Genu wants the public to know that vaccines are a critical way to limit the spread of COVID-19.

Although some individuals are at greater risk for severe complication, without immunization, we have seen that even healthy Albertans are at risk of severe illness and even death from this virus. We must all do our part to protect one another. Immunization is the single most effective means of protecting yourself, your loved ones and the greater community from COVID-19.

Funding to find unmarked Indigenous graves: Minister Wilson Minister of Indigenous Relations Rick Wilson issued the following statement on support for survivors and loved ones of the Indian residential school system: “Residential schools operated between 1893 and 1996 across Canada. Of the 134 schools, at least 25 operated in Alberta. For generations, Indigenous parents had their children taken from them to attend schools away from their families, communities, languages and culture.

For too many families, children never returned.

“The intergenerational trauma caused to students, families and communities sparked the need for a countrywide effort to document the history and legacy of the residential schools. The Truth and Reconciliation Commission released their report in 2015, and the work toward reconciliation continues.

“Action 74 of the 94 Truth and Reconciliation actions calls for the federal government to work with churches and Indigenous leaders to let families know where their children or relatives are buried and to respond to their wishes regarding commemoration of beloved family members.

“Alberta joins that effort. Today, I am announcing the Alberta government’s intention to fund research into the undocumented deaths and burials of hundreds of Indigenous children who did not make their way home. The details of that funding will be announced in the coming days.

“Finding their graves is a matter of reconciliation and another step toward closure for families. Many of the schools have been destroyed and while their general location is known, the
