Killam Rodeo and Blacktop Bonanza to be delayed until 2022 Leslie Cholowsky Editor

The Killam Agricultural Society has made a difficult decision, and has decided to delay their annual indoor rodeo for another year.

Normally this event would go ahead on the coming weekend, but organizers say, “Unfortunately, due to the COVID19 regulations that remain in place, the Killam Indoor Rodeo will be postponed until June of 2022.

“We will be celebrating our 50th Anniversary and are looking forward to seeing our friends, families, and many visitors back once again!”

Earlier in the month, the Killam Chamber of Commerce decided to also delay bringing back the traditional rodeo Blacktop Bonanza event.

They have decided to do a Canada Day scavenger type flag hunt instead.

The Canada Day Flag Hunt will take place in Killam on July 1 from 9 a.m. to 9 p.m.

Six special Canadian flags will be displayed at various locations in the town.

Once participants find one flag, they will receive clues on where to find the rest.

Participants need to take a selfie with each of the six flags, then post them to the Killam and District Chamber of Commerce Facebook page to be eligible for a draw for $154 Killam Kash, as well as a Canada Flag windsock.

The flags that normally fly throughout the town, at the RCMP, School, Town, and Legion hall, are not considered to be part of the Canada Day Flag Hunt.

Central Grad in June Ally Anderson Killam News

Howdy my fellow Killamites!

It’s exciting to hear CHSPS grads are breaking with tradition and having a ceremony next Friday, June 25 plus a parade in Sedgewick for the public at 6 p.m. on main street that day.

We usually run our accompanying Grad Salute in September, so obviously we’ll be scrambling to put that together for next week’s paper. If anyone wants to save me a call and sponsor a $42 spot, call the office or email us please!

I’m sad to hear that the Killam Rodeo and the Blacktop Bonanza that accompanies it are not going on this year, but for sure next year.

Sounds so far like Hardisty Stampede, Cloverlodge Stampede (Viking), Bruce Stampede, and Kinsella Bullarama will be proceeding this summer if vaccine numbers are met and COVID numbers stay down. I can’t wait to enjoy these rodeos!

Have you entered yourself in for the Alberta COVID raffle? There is the potential to win one of three million dollar prizes just by getting vaccinated.

Eric and I entered almost immediately. Why not? We already have our first shots and are waiting for our chance to book for round two, so doesn’t hurt to also try and win some big bucks.

I’m crossing my fingers that somebody local wins that big prize.

Eric and I celebrated our sixth anniversary in Banff this weekend. Man oh man was it packed everywhere we went. We ended up spending most of our time in our rented cabin as all the lots for places were full.

Also didn’t help that we took the dogs, and our elderly girl just can’t handle that much activity. I’m not complaining though. We explored the trails around where we were staying, ordered in and watched some movies by the fire. It was a great way to spend some time away.

The Killam Chamber is having a Flag Hunt on Canada Day. There will be six special Canadian Flags hidden around town in a scavenger hunt style game for families to take part in.

The big prize is $154 Killam Kash and a Canadian Flag windsock. You can find out all of the details in the Classifieds in this ‘Press.

Stage 2 great news for Killam Aquatic Centre Leslie Cholowsky Editor

Charlene Sutter, Community Services Director for the Town of Killam, says Stage 2 of the Open for Summer plan means the Killam Aquatic Centre is open for one-third occupancy.

She says, “To be on the safe side, we’ve reduced it just a few less than that to allow for things to flow between classes more smoothly, and to ensure people feel safe using the facility.”

Sutter says that June is bringing the wrap up for school lessons. “Sedgewick, Killam, and Daysland were able to come and do swimming lessons for Grades 1 to 6.

“It was so great to see schools back. Kids also felt a little bit more like things are normal.”

Sutter says staff were reminded of just how much lessons were needed, seeing that many youth are now two years behind in their swimming skills.

Sutter says with that, they also saw a larger number of students with a bit of a fear of the water.

She adds, “All our swimming lessons are now set to start in July. They will have reduced class sizes, and are filling up nicely.”

She says that the private swim lessons have been very popular, with the first week in July already sold out.

Galahad Continued from Front

Galahad businessman and farmer Doug Grovet also addressed Council. He reiterated that residents were not happy with the move. “We have one of the finer, smaller residences in Alberta. We all want to see it open.”

He made three main points, saying he felt the issue could have been averted by addressing the province-wide nursing shortage.

He said he also would like to know what AHS’s position is on keeping Galahad, and other small rural care centres, open for the future. “What would be their commitment to keeping smaller places open?”

He also expressed concern over the province’s, and AHS’s long term plans for long-term care in Alberta, asking what that will look like, especially for rural Alberta. “For example, how many beds per capita?”

Former County councillor Gunnar Albrecht spoke about his personal experience, as his mother was one of the residents who was moved. He said his mother wasn’t told by AHS, that he had to do it, and said, “She seemed a little bit shocked, and concerned.”

In his mother’s case, he asked if she could be moved closer to him, where initially she was offered a shared room, which prompted a call to AHS to express his concerns. Albrecht said then his mother was offered a choice of two single rooms, but that he was told he was unable to view them prior to the move. That prompted another call to AHS, who did get them cleared to preview a room if they wanted to.

He said they decided to go ahead without seeing the room, and proceeded with the move, on June 2.

He said once she was moved, he and his wife had to run a small errand, and when they returned, were told that his mother was now in isolation, some-

Albrecht expressed his concerns about a lack of documentation throughout the process.

“And the families, too, should have had more notice in my mind.”

Albrecht says that he is considering reaching out to the Alberta Ombudsman about the issue, and is still holding out the desire to be updated on the progress on staffing.

Dietz summed up the presentation, also saying he had received an invitation to an AHS information session/presentation on the Galahad Care Centre issue for the next day.

“I would like to propose to Flagstaff County the following resolution: “We ask that Flagstaff County lobby AHS to fulfill their obligation to reopen the Galahad Long Term Care in four months or before that time.

“It’s a simple ask.

“We need to remind those decision-makers at AHS is that these residents have contributed to the betterment of rural Alberta for many years, and we now feel they’ve been mistreated by the system, and we hope to avert any such decision as a temporary closure in the future, by taking a positive, proactive approach in addressing these issues.”

Council also heard from Deanna Maertz, whose mother is also a Galahad resident. She said she received no notice, and in fact was not even aware of the initial meeting for resident families.

Maertz says she wasn’t presented as having a choice in where her mother ended up, which was

Reeve Kroetch said “We are aligned perfectly in this issue going forward. Council is clearly aware of the importance of the social and economic impact of the Galahad facility and all the AHS facilities in our region.”

Kroetch added, “Our seniors are our most valuable assets. They are the people who built our communities, who built our province, and it is vitally important that they continue to live in the communities they helped build.”

He acknowledged that the County’s economic development department has a strong role to play.

“We understand the challenges of recruiting qualified personnel to rural remote.”

He noted that similar discussions with the oil and gas industry earlier on had led to the creation of a relocation guide, available to anyone coming in to the region. He noted the role that tourism plays in citizen attraction and retention. “We’ve already been working on that.”

Kroetch said he agreed with Albrecht about the need to build communication with AHS and be part of the dialogue going forward, not just for Galahad, but for all AHS facilities in the area.

“We have an opportunity to work in partnership with AHS, and work collaboratively with them... and try to find a collaborative approach that works.”

Kroetch said that one of the most important jobs of a municipal government is lobbying for the region, and expressed that Flagstaff County has done that in the past with success.

Kroetch said, “Starting tomorrow with that meeting, we will engage, and offer our support, and try to find solutions for the viability of all long term care services in our region.”

Kroetch said that Council would formulate a path after the AHS meeting, and go forward from that point.

Alberta Continued Care Review Recommendations Final Report outlines needed changes

LETTER Reader: Urging all citizens to voice their concerns

The issues that precipitated the temporary closure of the Galahad Care Centre are the same as many outlined in a Final Report released earlier this month to the Province with regards to continuing care.

“Increase staff hours and consistency of staffing to improve quality of care,” was in the top five recommendations made to the province for facility based continuing care.

The panel members who compiled the information found in the report say that the quality of life for residents could be improved through changed staffing models. Two major changes recommended were decreasing the number of different staff caring for residents, and increasing the number of front-line staff available to provide care.

The report also recommended including primary caregivers as essential members of the care team, and providing supports to those workers to reduce burnout.

Report findings were that, “the root causes of workforce concerns and challenges need to be identified and addressed to improve satisfaction, morale, and wellbeing.”

There are 60 per cent of Health Care Aides (HCA) in the province in continuing care who work in part time or casual positions, and less than half of registered nurses work full time.

Just 38 per cent of Licenced Practical Nurses (LPN) work full time (38 per cent). Overall, the report found that 45 per cent of all staff work part time, 33 per cent full time, and 22 per cent as casual/other.

The report says, “An excess use of part-time personnel in a facility creates instability in the organization,” adding, “it makes it impossible to provide consistency of care providers.”

The report recommends that “the high percentage of part-time employment should be reduced to improve continuity of care.”

According to the report Alberta, like other jurisdictions, is expected to experience a drastic increase of persons over 75 years in the population between 2020 and 2030, creating an “urgent need to project the types and quantities of labour force required to address the needs of the aging population.

“Ways of attracting and retaining workers such as HCAs, LPNs, RNs, and professional therapy staff will be an important element of this strategy.”

Wages also were identified as an issue, where HCA positions “are perceived as low-valued jobs, and few see any opportunity for advancement.”

The report adds, “HCAs, who very often know the residents best, are not always involved in the care planning of residents.

“The culture needs to change.”

Alberta is facing some clear challenges in the decade ahead when it comes to meeting the needs of an aging population, and we’re seeing that now, in situations like Galahad.

The letter reads: Dear Ms. Grant: The moving of Galahad Care Centre residents to other area facilities came as a big shock to me. This facility has cared for many of our area’s residents, including some of my own family. These seniors have lived full lives and contributed much to our communities. To move them out of their home with short notice and little explanation was devastating for residents and families.

Why were the families and community not informed of these staff shortages, which had apparently been ongoing for months?

Galahad Care Centre is located in a caring rural community. If people in the community had been made aware of the problem, they might have been able to help with finding a solution before it came to the crisis point of having to relocate residents.

For example, I saw many of the positions available shared on Facebook after the moving of residents had already been announced. Perhaps community organizations would have stepped up to offer recruitment incentives like housing or transportation assistance.

It appears to me that perhaps the problem in finding staff is that many of the positions offered are part-time and with few benefits.

To recruit and maintain a good core of staff, full-time permanent positions with benefits need to be available. Our residents deserve that.

Galahad Care Centre has consistently been one of the best continuing care facilities in the province. The family atmosphere created by caring staff, Auxiliary members and community volunteers is second to none.

As soon as possible, I urge you to give the residents, their families, and the community, a firm date as to when residents can move back home to Galahad Care Centre.

Noisy neighbours providing wealth of birding experience for local landowner Leslie Cholowsky Editor

Murray Hampshire has had a busy spring, observing the ruffed grouse on his land, located between Killam and Sedgewick, as they drum up their mates.

Hampshire says he has around eight ‘drumming sites’ on his property, where he has around 100 acres of contiguous bush that houses a wealth of birds and animals. He says it’s mostly younggrowth poplar, which is a preferred food source for the birds.

Normally quite timid, elusive birds, grouse have a bigger presence during mating season, which lasts from March until around the end of June.

Hampshire says the male grouse will sit atop a fallen log, and rapidly rotate its wings back and forth for around eight to 10 seconds, about every 15 minutes or so, for a period in the morning that starts around 4 a.m., and then again in the evening until night falls.

The rapid wing movement emits a deep thumping noise, akin to drumming.

Hampshire says he’s read that the ‘thump’ is from the bird drawing its cupped wing backwards, creating a vacuum that makes a sound, much like lightning creates thunder.

Hampshire says up close, all you can

hear is the wings moving, but from a distance, you hear the ‘drumming’ noise.

The ‘drummer’ stands on a log likely so that he can keep a look out for predators, but the log itself has no effect on the drumming noise. Hampshire says that all it does is likely give the bird a place to dig in its claws while drumming.

The drumming advertises to any nearby hens that the male bird is seeking a mate.

He says, “The breeding season is almost over, but these males are still drumming, perhaps in hope of attracting a female whose nest has been damaged or destroyed.”

Most times the drumming is heard but not seen, but Hampshire has been able to capture the birds on a trail cam. He says he and a photographer friend, Kasy Kaczanowski, built a number of blinds near drumming sites this spring, to no avail. The birds abandoned the sites until the blinds were removed.

He says Kaczanowski was able to get a few outstanding stills of the birds, one of which he’s shared with us. Hampshire says, “The grouse’s first instinct when you approach is to freeze, but Kasy has a lot of patience, and he stood off to the side for hours, and the male finally came back.”

Hampshire says the trail cam filled up

with 500-600 photos in a 10 day period that he couldn’t wait to have a look at.

It turns out that the drumming log he set the cam near had a lot of action.

Not only did he capture a few hundred photos of the male grouse, but he said there were also photos of a rabbit, who appeared to be eating the grouse droppings, and a robin, perhaps also attracted by the bugs who would be attracted to the droppings, both who appeared daily on the trail cam.

Hampshire said he also had some audio recordings of male and female grouse that he took into the woods and played on a portable boom box. He couldn’t believe what happened when he played a recording of a male drumming.

“These normally elusive female grouse came right up to me, right at my feet, to find the male.”

Hampshire says the grouse drumming will return in the fall when the daylight hours are the same as the spring. In the fall, however, the message is different.

The fall drumming is done not to attract females, but to alert other males that “this territory is taken.”

Hampshire says in the fall and winter, his land, adjacent to his brother’s which has around 240 acres of brush, is also home to many deer. He enjoys capturing a wealth of wildlife on his trail cams.

The Hardisty Toddler’s Inn Playschool has wrapped up their year of learning. It was a much different year due to COVID19, but thanks to our amazing teacher Darci Kroening and teacher’s assistant Katie Whitehead, it was a successful one!

I asked what age attends playschool and it’s three to four year olds.

The playschool’s mission statement ensures the children are in a nurturing, social, interactive environment where each child can develop and learn through music, fun, laughter, and play. Teachers are multi-skilled to ensure that this is an inclusive experience for the little ones. They recognize

the specific needs of each child and their goal is to help them prepare for the next education step: kindergarten.

Most playschool teachers have an Early Childhood Certificate or a similar education.

The playschool depends on grants and donations from businesses and charities, for which they are truly grateful. If you are interested in more information regarding the fall session you may email hardistytoddlersinn@gmail. com.

Many of us in the over 50 crowd never had the pleasure of attending playschool. Personally, I did not even have a chance to go to kindergarten because it did not exist at our school. One half of my Grade 1 class was made up of post-World War II immigrant children. They came from Holland, Germany, Poland, Russia, and

Switzerland. Many could not even speak English, myself included. I knew the meaning and how to say yes and no. I remember being terrified, but we had a kind gentle soul of a teacher.

Her name was Miss Field. She was a pretty, gray haired bachelorette who had chubby pink cheeks and wore pink lipstick. Unsure why I recall that, but it stuck with me.

Can you imagine what a nightmare teaching must have been for her? Well, we all survived and young minds are like sponges. We all aced English sooner or later thanks to our teacher.

So let’s thank our playschool teachers who are building the characters of our children, so they become fabulous adults.

Lana Love proudly informed me that her daughter Stacey, a millwright by

trade, has received a promotion. She will now be the “valve and packing” manager for her firm in Canada. She will be doing some teaching and occasional travelling to Ontario and Texas. Congratulations Stacey!

This was a fun activity to finish off a novel study at the tail end of a challenging school year.

On June 3, an oilfield site in Flagstaff County was broken into and Dallas Vaudrin, 42, from Killam was arrested and accused of Breaking and Entering and Theft Under $5,000. Vaudrin’s first court appearance is scheduled for July 6, in Killam.

The Killam Detachment is continuing its “Being Awesome” initiative through the month of June, where constables are recognizing citizens for good deeds and obeying the law.

Killam members dealt with 108 occurrences for the period of June 1 to Sunday, June 13.

Six of those included following up on 911 call/hang-ups, and two false alarms.

In all, RCMP had four break and enter complaints from oilfield sites in the county, as well as two break and

enter complaints at residences, one in Killam and one in Daysland.

RCMP received a complaint of possible TNT on an abandoned property. The Explosives Disposal Unit attended the scene, and determined that the TNT box did not contain any explosives.

Three abandoned motor vehicles were reported to police, none were crime related.

RCMP had one animal call during this period.

Members conducted a curfew check on known prolific offenders in the Detachment area and one failure to comply with court order.

Police responded to a causing disturbance complaint.

Killam members provided assistance to other federal and provincial agencies, including other RCMP Detachments, nine times over the last 13 days.

Two times, RCMP had suspects attempt to flee.

During this period, four com-

plaints of fraud under $5,000 were made and are under investigation.

Two items were returned to RCMP to be returned to their owners.

Members had four calls under the Mental Health Act, and one report of a missing person. The individual was located and found to be in good health.

RCMP had 12 reports of suspicious persons or vehicles from the public.

The Detachment welcomes calls of this nature.

Members wrote 27 motor vehicle act violation tickets, and dealt with one complaint of an individual driving while disqualified, and one suspected impaired driver.

Police had seven motor vehicle collisions, non-severe with no injuries, reported during this period.

Police had two complaints of trespassing, and also two complaints of uttering threats.

RCMP were asked to perform a wellbeing check on an individual in the region.

Allianceʼs Donna Chalifoux was surprised to discover this fuzzy fellow hanging out in her yard.

County 2021 development permits exceed $7 million

Leslie Cholowsky Editor Flagstaff County has issued 23 development permits so far for 2021, County Council heard during their regular meeting of Wednesday, June 9.

Development Officer Rosemary Hoyland reported that the total value of developments for 2021 was over $7 million.

In 2020, there were 75 permits issued, valued at $17.6 million; and in 2019, 40 permits were issued with a value of $27.2 million.

Hoyland advised Council that seven of the 23 were for dwellings, with nine subdivision applications. Three of the 23 were for commercial businesses, including the Viterra rail track expansion The county is in the process of developing an Unsightly Bylaw, Hoyland advised Council, which is still in the draft stage. She reported that there have been several complaints made of unsightly properties in the hamlets.

Hoyland advised Council that six new developments were found by the assessor during his annual inspection that would have required permits. She said four of those have been cleared by receiving and approving development permits, and the other two are in the process of becoming compliant.

The county recently demolished two derelict buildings in Galahad, at an estimated cost of $15,421. These properties had deferred back to the county due to unpaid taxes, and received no bids when advertised for sale.

The county will now add the properties to the Galahad lots for sale listing, at $2,410 each.

Hoyland advised that the county is presently in the process of obtaining a hazardous materials assessment for a property in Strome obtained through tax forfeiture.

Killam project nearly complete Leslie Cholowsky Editor The Town of Killam is well into the work of rehabilitating 53 Street as part of its 2021 capital plan.

The project includes water main replacement, which started at the end of May, and also included replacement of CC Valves for properties located between 48 and 50 Avenue.

Surface works, including repaving and concrete replacement, is stage two of the project, and the concrete work has been completed, which was finished over the weekend, but was delayed due to rain.

Concrete work is now to begin today and tomorrow, and depending on the weather, will take one to two weeks, says Killam CAO Kim Borgel.

Border Paving will be working on the road, potentially starting next week, to complete the repaving process.

That’s expected to take two to three weeks, again, it is weather dependent.

While contractors are working on the concrete, some sidewalks may be temporarily closed and barricaded.

Traffic and water disruption has been minimal, especially considering the scope of the work being done, with a few scheduled water shut offs going mostly as planned, with crews putting in very long hours to ensure the work was done in as expedient a manner as possible.

Replacement of the CC Valves required holes to be dug at each serviced site along 53 Street, and the Town says that landscaping work will complete the project, including grass, sidewalks, and any driveways. Initially the holes were backfilled for safety, and the final landscaping will begin after the concrete work is complete.

The Town says the total expected cost of this project is $883,500 and will be funded by grants as well as Water Reserves.

Water Reserves are generated from the collection of the Infrastructure Fee that is part of Killam's monthly utility bills. The town has also done repairs due to a water leak, near 50 Ave, and has been replacing some fire hydrants, which also caused a minor disruption to water services.

Beth Smith spent a couple of days in the hospital, but she's home now.

Kevin Davidson celebrated his fourth birthday on Saturday. He had two of his aunties attending, Maggie and Helen.

Donna had a beaver walk up to her front yard in the middle of town.

The library is planning a storybook walk and a bicycle parade for July 1.

This will be down at the old school grounds. There

will be craft materials there to decorate the bicycles.

There will be old-fashioned kids’ games and ice cream treats as well at the storybook trail. This will all take place at about 2 p.m. on July 1.

Alberta health services is offering their yearly summer program "Arrr you ready for kindergarten?" It has a pirate theme and actually is a lot of fun, even though it's held online via Zoom. We participated last year and Zackery loved seeing the faces of his future kindergarten friends.

Their activity bags surely kept us sane through the beginning of COVID-19 and they are still going strong. Additionally, they

For example, tickets to the 12th annual Movie in the Park. And for the first time, there will be two movies. Raya and the last Dragon followed by Jumanji. It will be held once again at the airport. Faith Column: Great is Thy faithfulness... Oh God my Father As we prepare for this special Fathers Day this weekend, I think it is so important we take time to thank God for the special gift He has given us. Dads are a vital part of our physical and spiritual development. They have an incredible responsibility to model what a father is; so we can properly understand who

our Heavenly Father desires to be in our lives.

I am so thankful for the example that was set for me by my dad. I will never forget the kitchen chair back on the farm, which my dad used as an altar to bring each of us kids every morning to the throne of grace.

I’ll also never forget the

“Praise The Lord” comment after each completed task. It taught me that in all things we must give thanks and the recipient of that thanks must be our Father who orders each one of our steps.

I’ll also never forget the times when dad would take time to build relationship with me

through games, talks, or going fishing. It was through this that we were able to develop a bond that allowed us to sit together and enjoy each others friendship and company. These are some of the memories of one of my best friends. My Dad. How I wish that I could have one of those chats and conversations again.

New vaccine lottery

Following the lead of other provinces, Alberta Premier Jason Kenney announced Sunday, June 13, that Alberta has introduced a new province-wide lottery related to COVID-19 vaccinations.

Every Albertan aged 18 and older who gets fully vaccinated has three chances to win $1,000,000.

The first draw, to be held in July, is for anyone who has received at least their first dose. Registration for the July draw will close one week after the province reaches the 70 per cent mark. That means when 70 per cent of eligible Albertans have had their first dose.

The winner will be drawn when Stage 3 of Alberta’s ‘Open for Summer Plan’ begins.

There will be two more draws, held in August and September, for those who have reached a second-dose status by then.

Registration into the draw is not automatic. Albertans must register by

going to: alberta.ca/lottery.

There is a limit of one entry per person.

Proof of vaccination is not required to enter, but the winning entry must provide proof of residency (must be Alberta) and must have their immunization status verified. If they received the first dose of the vaccine outside the province, they will be required to prove their vaccine status, and that the vaccine received is one that has been approved as a COVID-19 vaccine by Alberta Health Services.

Kenney says, “This lottery will help us cross that 70 per cent threshold so we can reopen and stay open.

Albertans have already responded in such a big way to our vaccine program and we’ve been able to lift many health restrictions because of their efforts.

“We just need one final push so we can lift them all and get back to normal. If you’ve been waiting to book or you’ve been looking for a reason to get the shot, here it is.”

Health Minister Tyler Shandro adds, “The arrival and uptake of the COVID-

Opposition against referendum Patricia Harcourt Staff Reporter Municipal elections this fall aren’t just going to be about electing local political leaders, thanks to the provincial government’s desire to hold a referendum on federal equalization payments.

While Premier Jason Kenney wants to make a statement on how many residents oppose having money taken from provincial coffers and sent to other provinces, the move is being called unfair by taking away from local election issues.

The referendum question was voted on June 7 in the Alberta Legislature and passed.

It will read: “Should Section 36(2) of the Constitution Act, 1982 - Parliament and the Government of Canada’s commitment to the principle of making equalization payments - be removed from the Constitution?”

“Albertans elected this government to get a fair deal for them. That’s exactly what this referendum is about,” stated Premier Jason Kenney, in explaining his reasons for holding the referendum.

“For too long, Albertans have been forced to subsidize public services in other parts of the country where politicians have been trying to block our pipelines and impair our vital economic interests, even during times of great economic hardship for us,” he said.

The Alberta Party is opposed to holding a referendum on the same day as municipal elections, calling the move “an ineffective piece of political theatre and comes with a steep cost to local democracy.”

Acting Alberta Party leader Jacquie Fenske said the Alberta Party joins local elected officials, supported by the Alberta Urban Municipalities Association Local Democracy Pledge, in their plea to keep local elections local.

Fenske also stated: “As a former municipal councillor, I know how important engaged residents are to local decision making. The best opportunity to engage comes during municipal elections.

“And this time around, Premier Kenney is making those critical elections not about local issues but about him and his fight with Ottawa,” she said.

19 vaccines in our province have accomplished extraordinary things. It’s only fitting that we respond in kind with a once-in-a-lifetime event in Alberta. This lottery is an investment in Albertans and our province’s economic future. I am confident that we will see that final upswing in vaccinations to take us across that finish line to widespread immunity.”

AHS holds public information session on Galahad Care Centre temporary relocation of residents Leslie Cholowsky Editor

Alberta Health Services held a public information session via Zoom on Thursday, June 10, where a number of AHS staff were on hand to explain the situation in Galahad, and talk about next steps for reopening the Care Centre for residents.

AHS administrators who were directly involved in the last-minute, emergency decision to transfer 18 residents from Galahad Care Centre to other facilities in the region, provided information on what events led up to them making that decision.

Members of the public were invited to pre-submit questions, or submit them via text during the session.

At the peak, 58 people attended via zoom, with others choosing to call in and hear the meeting that way.

The hour-long session was moderated by Carolyn Paradis from AHS. She first invited Camrose MLA Jackie Lovely to speak. Lovely spoke about the issue being important to the community, and said that she felt everyone was on the same side, looking for solutions.

The first 30-40 minutes of the meeting were an overview of the situation at Galahad, with a step by step description of the issues leading to the decision to move residents.

Paradis said pre-submitted questions were worked into the evening’s presentation.

Chief Zone Officer for Central Zone Janice Stewart began the presentation on behalf of AHS. Stewart said, “We very recently and on very short notice had to announce the temporary relocation of our longterm care residents from the Galahad Care Centre.

“We took every measure possible to avoid having to create such disruption for those who call this care centre their home.

“This is not the result of poor care,” she said, “we and the community are very well aware that the facility has provided and been ranked among the top in the province by residents and families for the safe, quality care, and the supportive environment that our staff have provided.

“This is a temporary relocation, and is the result of significant staffing challenges that have continued to grow, despite ongoing efforts for recruiting and retaining staff. It’s been exceptionally challenging.”

She said there have been over 30 staff members who have left the facility over the past five years.

Steward said that long term care requires registered nurse support 24 hours/7 days a week under the Provincial Nursing Home Act, requiring an RN or RPN, or graduate nurse on-site or on call at all times during registered

psychiatric nurse coverage.

She said the last five years have seen AHS turn to contracted staff to fill positions in the facility, adding that this spring posed significant challenges with recruiting Health Care Aide (HCA) personnel as well, having to turn to contracted services to fill these positions, too.

“Efforts to fill these shifts is not new, nor unique to Galahad,” Stewart said, adding that staffing issues at all rural sites has been compounded by the COVID-19 pandemic.

“With the increased demand for staff to cover additional work related to the pandemic, agency staffing options have been exhausted.” She says they have no staff available at this time.

She added that calls that require existing staff to self-isolate due to COVID19 often come out of the blue.

“This has happened in Galahad; it has pushed us to a critical tipping point. We didn’t have enough staff for the facility, and we have been unable to bring AHS staff from other facilities without further impacting services in the area.”

She said other facilities have been forced to reduce services in some cases in order to provide enough staff for Galahad.

She said AHS has been working with Union partners, current employees, making staff shift rotations, adding hours to part time or casual positions, exploring alternative care models, like LPNs, mandated staff to work additional shifts, called on former or retired nurses, explored headhunting options for qualified staff. She said the biggest thing the team pursued was a singlesite exemption from Alberta Health.

The pandemic forced AHS to limit staff to just one location, instead of being able to work in two or more locations to pick up full time equivalent hours, or help fill open positions.

She said that collaboration with out of province professionals, and even the military were tried before the decision to move was made.

“We had to move quickly to ensure residents didn’t experience disruptions of care.”

Leanne Grant, Area Director - Camrose, Beaver Two Hills, Lamont, and Flagstaff counties, talked about the transfer of patients to neighbouring facilities, adding, “This is not a closure.

The facility is a very valuable resource to the community and to all of us.”

She said the entire AHS team wants services to continue in Galahad, “just like you.”

She stressed that the offices in Galahad remain open, and that resident belongings remain in the facility.

She said the facility maintenance staff will undertake a few projects that normally would have been disruptive to residents, including painting, floor polishing, and other maintenance work.

“We will work to have all that done and completed as soon as we are able to have staff and residents return to their home.” She said this has been a challenging and emotional time for staff and caregivers as well as for residents and families.

Grant said every care was taken when determining new locations for residents, including family location and care needs. Six residents went to Hardisty, four to Killam, four to Stettler, and also Daysland, Provost, and Coronation, she said.

“Many of them have been very precious to us, and we wanted to maintain their familiar faces from Galahad,” Grant said, visibly emotional.

She said that was the benefit of having six move to Hardisty, with staff moving with them.

Grant said AHS has been following up with families, and ensuring medical charts transferred with patients, with phone calls from nurse to nurse, and physician to physician. “We’ve had sites call back, asking what are those special ways to make residents more comfortable.”

Another virtual meeting with families will be held June 16, she said.

AHS Human Resources support, Jamie Cairney and Jeff Gillis from Talent Management Strategies, talked about the challenges in staffing throughout the province, but also in Galahad. They said there have been 12,000 new positions created, compounding existing staff shortages. Across Canada and around the world.

New positions have been posted for Galahad, outside RN and HCA fulltime, part-time, and casual, that include Licenced Practical Nurses.

Cairney addressed a question on why part-time positions were advertising.

She said 80 per cent of staff in rural communities work in part time positions. She said that’s largely staff-driven, by request, be it young families, working on the farm, and other reasons.

Many of the present Galahad postings are drawing zero to no qualified applicants, as of now, she said, with some postings up to 65 days old, and even up to 105 days old.

She said that AHS makes bursaries

available to those interested in taking the HCA training, and provides training support. Gillis said local efforts, through Vermilion College, are looking promising, also developing an online four-yr RN course through the University of Calgary.

In 2019, Cairney said a survey on retention and recruitment identified the community has having little to no amenities without having to commute to larger areas. Ninety-three percent said limited amenities and isolation were the main limiters to attracting staff.

Lynne Jenkinson asked about working with local agencies like FFCS, for HCA training opportunitys, since FFCS delivers back-to-work programming in the community.

Another question was about working with Flagstaff County to provide information on the entire region to potential applicants, and Flagstaff County Economic Development Officer Kristy Jackson also reached out during the meeting, asking that AHS get in touch with her.

Forestburg CAO Dwight Dibben asked if AHS would be working with staff presently filling the 12,000 new COVID positions to see if they could be diverted to Galahad. AHS indicated that was one of the strategies they hope to capitalize on.

She said if displaced residents wish to remain where they were moved to, AHS will continue to place new residents at the Galahad site.

Stewart said the single issue is staffing, to be able to reopen the facility.

She said relocation subsidies are also available to move to the community.

Stewart reiterated: “This is not a closure. Absolutely not.”

OBITUARIES Joseph Carl Schneider

March 28, 1938 to June 4, 2021 Joseph, known as Papa Joe or Little Joe, passed away peacefully at the Daysland Hospital June 4, 2021, at the age of 83 years.

Joe was born March 28, 1938, in the Daysland hospital to John and Susanne (Zimmer) and stepmother Mary Rose (Smith). He

was the seventh of nine children. He was raised in the Spring Lake District and attended St. Leo school. Then went to Vermilion College for agriculture; he was an agrologist, welder, mechanic, carpenter, veterinarian, and a herdsman. He returned home where he farmed along with his father then later ran the family farm.

In December 1969, Joe met the love of his life Shirley (Ronsko) while drying grain at her family farm north of Daysland.

They were married April 11, 1970, and continued farming. To this union, five daughters were born.

The farm was his life, the grain, cattle herd, pigs, sheep, chickens, farm dog,

and the country living. On his time off, he enjoyed playing cards, fishing, stampedes, country drives while checking crops and cattle, and 4-H with his girls. The farm door was always open to anyone who wanted to stop for a quick hello, Shirley’s fresh baking or eggs, to listen to one of his many quirky jokes or stories, or to discuss grain and the feeder market for fats that day; cattle were his true passion. As age came upon him, he eventually sold the herd and had a farm sale.

Joe leaves to cherish in his memory his five daughters Susan (Robert) Allen of Ottawa, Penney (Mark) Schultz of Stony Plain, Anita Sorenson of

Daysland, Sharon (Rick) Adloff of Rosalind, and Wendy (Daymion) Weiss of Daysland; 10 grandchildren Daniel, Haesel, Caitlin, Chelsea, Darian, Makenzie, Connor, Keelor, Sasha, and Wells; siblings Genevieve Dunnigan of Edmonton, Geraldine Rymarchuck of Winnipeg, Melvin (Rosemarie) of Edmonton, Jean (Art) Arsenault of Calgary and Irvin (Catherine) of Winlaw; brothers and sisters in-law Mary Schneider and Clifford, Gloria and Linda Ronsko. He also leaves behind numerous nieces, nephews, extended family and friends.

She will be lovingly remembered by her husband of 64 years, Robert “Bob”; her son Robert (Audrey); daughters Aileen (Darol), Felzien and Valerie (Ben)

Glassman; nine grandchildren; and 10 great-grandchildren.

A memorial service will be held at a later date.

July 4, 1984: The Hardisty International Flag Society received the Official Flag of the Olympic Games that flew over Sarayevo, Yugoslavia during the Winter Olympics. It was sent to Hardisty by the Olympic Organizing Committee.

June, 1984: An Access film crew came out to Heisler this week to record a segment with Heisler Author Bob Kroetsch for an educational film series featuring 24 Canadian authors. Kroetsch received the Governor General’s Award for one of his novels, “Studhorse Man.” Kroetsch has been hailed as “the greatest writer who was born in Alberta and who ever lived there.” Kroetsch passed away in 2011 in a tragic vehicle accident.

Not too late to join the 2021 Flagstaff Region Bike Challenge Leslie Cholowsky Editor

It’s back! The Flagstaff Region Bike Challenge has returned for year two, and it has expanded to include some family activities designed to get Flagstaff residents active!

All participants are asked to download an app called Strava, which is free, and join the ‘Flagstaff Bike Challenge’ club. By having the app open and recording each session, Strava tracks their time and distance. It even tracks elevation and speed.

Then they upload the results, and join all the other participants on the board.

This year, the ride will run the entire summer, running from June 1 to Aug. 31.

Cary Castagna, Flagstaff County Communications Coordinator is organizing the event, and says, “This year I decided to try to go bigger and better.”

Whatever he’s doing, it’s working, with registrations up to 69 already. Everyone who records at least one ride will also receive a Flagstaff Region water bottle.

Castagna records the weekly numbers to determine the final winner, which will be the person who logs the furthest distance.

He says there’s a competitive division, where the top five riders will receive prizes at the end of August, and also a family division, where there’s a couple of different ways to earn prizes.

Any ride made by a parent who is accompanied by one or more of their children is logged, and then that ride is considered an entry into a draw for a prize.

Castagna has also created a Bike Bingo card, where families are encouraged to cross off everything they can by Aug. 17, the deadline for sending in their bingo card. On the card are activities like “bike in a Flagstaff community I haven’t been to before, or been to for a while,” and “Waved or said hello to another cyclist.”

Through the Strava app, participants can cheer each other on, challenge each other, and even share photos from their rides.

Each week Castagna prepares a leaderboard with the top 10. So far, the top 10 in the club have logged well over 2,000 km, with top rider, Grant Thoreson, topping the 500 km mark this week.

Castagna says that you don’t have to live in Flagstaff County to participate, but you do have to record at least one of your

rides within the county limits to be eligible for a prize.

He says that the top five leaderboard entries could look different from the top five winners.

Castagna says there have been riders from as far away as BC, and also from neighbouring communities, like Wainwright, Irma, and Camrose.
