EMCON workers injured after roadside accident Leslie Cholowsky Editor

Vermilion RCMP reported a collision involving two EMCON highway road workers on Highway 16 that took place Wednesday, Dec. 16, around 10 a.m.

The two male workers were in the eastbound land when they were struck and injured by a vehicle travelling eastbound.

A 58 year old male was airlifted by STARS to Edmonton, and a 50-yearold was transported by road ambulance to Vermilion Hospital, then to Edmonton for further care.

The 25-year-old driver of the vehicle did not sustain any injuries.

Traffic was rerouted for several hours while RCMP investigated.

EMCON Services reported the incident on social media, saying three operators were carrying out pothole patching on the highway when two of the three were struck by a passing motorist, while a third was able to exit before being struck.

“Please join us in asking all drivers out there to respect maintenance operators trying to improve safety on the highways we operate on.

“Our prayers and wishes for a speedy recovery to our three team members.”

The speed limit for all Alberta highways when workers are present, whether they are road workers, tow truck operators, or first responders, automatically drops to 60 km/hour.

The Province announced at the end of November that new measures were being introduced to increase the safety of snowplow operators and tow truck drivers.

Snowplows will now be allowed to use flashing white strobe lights to increase their visibility; while new signage is being installed along Al-

berta highways to remind Albertans to drive to conditions, and to be cautious near roadside workers.

In 2019-20, there were 31 collisions with snowplows operated by government highway maintenance contractors.

“Snowplow and tow truck drivers are essential workers who face significant risks as they keep our highways clear and safe for travel.

“New lights and signage will make sure workers are more visible on the highway and encourage motorists to be alert to roadside workers.

“As drivers and fellow Albertans, we owe it to them to drive responsibly so that each of us can get home safely,” said Ric McIver, Minister of Transportation, in that announcement.

The Minister’s office says, “Alberta’s government will be consulting Albertans throughout the winter to identify further steps that should be taken to protect roadside workers, including tow truck drivers, which may include the expanded use of lights.

“Alberta drivers should take care whenever they see the amber light of a roadside worker by slowing down and passing with caution.”

The Traffic Safety Act provides protection for first responders by mandating all motorists in the adjacent lane slow down to 60 km/h (or the posted speed limit, whichever is slower) when passing an emergency vehicle with its lights flashing.

Speeding fines also double in construction zones where workers are present.

The Alberta Motor Association has been pushing for changes to improve the safety of tow truck drivers since before a fatal accident occurred in early 2020.

Tow trucks are presently equipped with amber flashing lights, similar to those used by

road construction crews, but the AMA is asking that they be allowed to use blue lights, which they say are the most visible colours when it comes to inclement weather circumstances.

Happy new year! And I truly, truly hope it will be better than the last; for multiple reasons.

I forgot to mention in my Christmas column, that we actually gather around the tree and sing Christmas carols before opening gifts. From "Oh Christmas Tree,” to “Jingle Bells,” all the way to “Silent Night,” and, of course, we have a selection of German songs as well. However, Christmas was quite different this year anyways.

As many of you know, our 10 month old niece passed away suddenly on Dec. 21. It's a tragedy we're all still struggling to comprehend.

The outpouring support from extended family, friends, and the community have been incredible. On behalf of the entire Erickson family, we'd like to take this opportunity to thank you all, each and everyone.

From kind words, providing meals, offering support and help, lending thoughts and prayers, to an online auction that has taken off immensely.

So many people are donating and raising funds to help with expenses and making sure Callie's parents and sister have time to process this tragic loss. It truly means the world at a time like this.

I mentioned before the amazing people of this County and area. Thank you, thank you, thank you. There's too many to list everyone by name and I'm sure I would forget someone.

Even

LETTERS Reader: thank you to Albertans Open letter to Premier Kenney for following the rules Thank you to our friends, family, and all residents who showed a conscience and did the right thing by staying home this Christmas.

We were supposed to have 12 at our place, but scaled it back to just the two of us.

Our parents, brother and family, and daughter all cancelled flights from BC. They stayed home to flatten the

curve. Same with our kids who live in Edmonton. We missed being together this year, but we did this because it was the right thing to do.

For all of us, it meant we couldn't be close to many of our loved ones during a special time of the year. You showed a conscience and did your part to flatten the curve.

You also showed more

leadership than many of our Elected Officials, who chose to ignore the advice to avoid nonessential travel, advice from Dr. Hinshaw and Provincial Government.

Albertans deserve and expect better from those in leadership roles.

Thank you for doing your part during this pandemic.

“Out of Egypt I called my Son” “Out of Egypt I called My Son” Christmas comes and goes so quickly. The preparations might take a month or two, for some a whole year. But then, it passes. I hope you had a memorable Christmas.

The Gospel of Matthew records for us the memory of the Birth of Jesus, and a lot of confusion, fear and difficulty filled the air in this memory. One statement that caught my attention in Scripture was this, “Out of Egypt I called My Son.” (Matthew 2:15) In the midst of bearing a child, in a barn, on a filthy dirt floor because there was no room in the

Inn, if that wasn’t bad enough, the family had to pack up and get out of Bethlehem and go to Egypt to get away from Herod – who wanted to kill Jesus.

No matter how difficult things became, there was a memory of this day recorded – and these days of your life are recorded also… not for a newspaper article, not for a book we can read later, but recorded in the heart of God. A loving God who sees you and cares about where you are and what you are going through. Nothing that you have experienced has been missed

by God. He has seen your fear, confusion, anger, and everything

else… and He still has a plan for your life.

Jesus didn’t stay in Egypt. An angel speaks to Joseph and tells him to pack up his family and go back home…

Herod is dead.

That’s good news!

What we are experiencing today won’t always be here… it will be recorded in history, and we will look back at history and have our own story to tell.

God is not through!

He has not abandoned us. He continues to work out His plan for you. Are you a part of His plan?

Yes you are! So just trust Him to bring you out.

Sir, As an Albertan who has followed health regulations and recommendations related to COVID-19 since last March, I am incensed by your cavalier dismissal of the irresponsible and arrogant travel undertaken by elected officials and public servants over the holiday season.

I have not attended public gatherings, not gone out in public without a mask, not socialized with neighbours, friends, or relatives in weeks. I have not visited my grandchildren nor my mother-in-law, who lives alone, in months. I go out only when necessary.

I am sick of being home and sick of my own company. In spite of that, I will continue to follow the regulations and recommendations set out for my own safety and more importantly, for safety of my family, my friends, and my community – not just because it is the law, but because it is what is morally right.

The year of 2020 has come and gone, and we can't go back again.

The year has been filled with challenges and sadness from beginning to end.

The sun is here to heal our hearts, and when the wind blows, we bend.

actually incredible. A lapse, by definition, is “a temporary failure of concentration, memory, or judgement.” Each of these vacations took time to plan, book, and reserve. This was done by people who were fully aware of the intent and purpose of COVID19 health regulations and recommendations.

There is nothing temporary about any of that.

This was clearly people doing what they wanted, regardless of what was right, because they thought they could get away with it.

As Rachel Notley said, "This is... the UCP government lacking moral judgement, lacking any compassion for the four million people in Alberta who were told they couldn’t see their parents and grandparents at Christmas,” I would add that through your inaction, you are also lacking accountability to the people of this province.

By their own actions, Minister Tracy Allard, MLA Jeremy Nixon, MLA Tanya Fir, MLA Pat Rehn, MLA Jason Stephan, Jamie Huckabay, Michael Forian, and Eliza Snider have all not only endangered the health and lives of Albertans by the possibility that they have contracted COVID-19 in the course of their travels, but they have sent two very strong messages. The first is that our health and wellbeing is less important than their vacations. The second message is that rules do not apply to members of your government and validates the actions those people who are wilfully not following the regulations.

Let's be perfectly clear, there was no “rule” governing travel, but the guidelines were clear that travel was allowed for essential purposes only. None of these trips were essential by any stretch of the imagination. That you accepted as a defense “incredible lapse of judgement” is

Albertans can now see and compare local governments’ fiscal information on six major points Leslie Cholowsky Editor

The Province of Alberta launched a new tool for local Councils and all Albertans to see a number of key statistics in all of Alberta’s 338 municipalities.

Albertans can now view financial and statistical information, including property tax rates, major revenue and expense categories, assessment values, and debt values in one easy step online, and can compare those figures with similarly sized municipalities using the new Municipal Measurement Index.

Former Municipal Affairs Minister Tracy Allard commented, “We want municipalities to be strong, fiscally responsible partners in the province’s economic recovery.

“Having a tool Albertans can use to view and compare data for municipalities across the province will increase accountability and transparency, while helping improve local decisionmaking. This was one of the government’s election platform commitments and, with this tool, Albertans now have the ability to grade the performance of their local government.”

Allard said the information is for all Albertans, both residents and municipal leaders across the province. “It will be a good tool for Councils to see if they are trending how they want to.”

She said the December rollout was the first iteration of the MMI, and that more data points are being considered, including, perhaps, “Unpaid taxes.”

Brazeau County Reeve Bart Guyon commented, “The Municipal Measurement Index will allow municipalities to be even more transparent and accountable to Alberta taxpayers.

“This tool is a one-stop shop for residents to find out where we spend their money, how we spend their money, and it will allow us to be even more accountable to their needs as Albertans. Brazeau County continues to work hard to be fiscal stewards for all residents and support a regional environment conducive to economic growth and activity.”

The data used in compiling the comparisons comes directly from municipalities through audited financial statements, financial information returns, statistical information returns, and other publicly available data sets, including Statistics Canada, from the years 2014 to 2019.

At present, the dashboards can only be viewed on a laptop or desktop computer due to security concerns and software limitations, but the province is working towards allowing smartphone access to the information.

We’re looking for feedback on what’s working, and what’s not.

“We wanted to field test this in December, and add tweaks early in 2021.”

Allard said Alberta is the first province to provide a ‘one-stop’ view; although others make the same information publicly available, it’s not in the same format.

Some have referred to the MMI as a ‘fiscal report card,’ but Allard disputed that name, saying, “It’s a misnomer. Voters want fiscally responsible governments and transparent governments. This tool helps achieve that.

“None of us signed up to be in government during a pandemic. It is encumbant among us collectively to build a strong tomorrow.”

Allard cautioned against taking all data at face value, encouraging those with concerns to talk to their local leaders.

Hello everyone, Al Duncan contacted me and wanted to let folks know about the passing of Fernie Milton Gibbs (71) on Dec. 10. He said that not everyone has social media or receives the Camrose newspaper.

Fernie was raised in the Battled Bend area, just east of the old Battle Bend store. He spent the majority of his career as a pipeliner, mostly as a hoe operator and running heavy equipment.

Many of you retired

pipeliners will remember Fernie well. He is survived by his wife Arlene and children, Cyndy (Blake) McMurray and Karry (Tyson) Sikstrom.

His siblings are Bev (Al) Duncan, Murray (Diane) Gibbs, Theresa Gibbs, Cliff (Lynne) Legge, and Tony Legge.

Due to AHS restrictions a celebration of life will be at a later date. Rest in peace Fernie.

Sandra Mielke contacted me to give me some happy news. Hailey Fischer and her partner Darian Kozak have moved their new home onto the Rick and Ina Fischer farm.

Their furry family includes two great pyrenees dogs that are a great deterrent to the overpopulation of coyotes.

So welcome to your new home.

On another positive note I received news that Hardisty will be having two new businesses in our professional building at the end of main street: a hairdresser and a foot care nurse. Now you can look fabulous from top to toes.

Our United Church Women have supported Faithlight Campus ministry at the University of Alberta. I received a letter from them during the holidays.

I find it most interesting that the minister found the best way of communicating with students in 2020 has been through good, oldfashioned phone calls.

RCMP lay charges after break-andenter in Hardisty in December On December 14, police received a complaint of a theft of fuel from a rural property southeast of Viking.

The complainant advised he had witnessed the suspect vehicle leaving his property and followed it to Kinsella.

Members from Viking and Killam Detachments both attended Kinsella and located the vehicle in question, parked and vacant.

It was the same vehicle that was connected to a break and enter in Hardisty that morning and had fled from police earlier in the day when they attempted to conduct a traffic stop on it.

Two suspects were located a short time later and taken into custody, 29-year-old Nicholas Krock from Red Deer is facing nine criminal charges including four charges of possession of stolen property, flight from a peace officer, dangerous operation of a motor vehicle, theft

under $5,000 and fail to comply with a release order condition.

The female passenger was released without

charge. Krock will be appearing in Killam Provincial Court in January to answer to his charges.

ANNOUNCEMENT

The proposed additional use is to accommodate a discretionary use within the C1 – Primary Commercial Land Use District. The development application is to develop a 35ft x 13ft Alcohol Retail Sales establishment within the current commercial building being used as a General Retail Establishment – Grocery Store. The proposed business will operate as a stand-alone entity within the building and will have a separate public access from 51st Avenue.

To grant an approval for the proposed development, the Municipal Planning Commission is considering a variance to special provisions outlined in Part I, Sec (1) Subsec. Alberta seeing COVID case declines following record highs in December Eric Anderson Publisher

With the holiday season came a drop in reported COVID-19 cases across the province, according to Alberta’s Chief Medical Officer of Health Deena Hinshaw.

While overall testing also went down around Christmas and New Year’s, hospitalizations and ICU admissions have decreased, indicating an encouraging sign after weeks of heavy restrictions.

Alberta reported 843 new cases on Tuesday, Jan. 5 (reporting Monday’s numbers), with 13,411 listed as active and 91,799 now recovered. This is a positive sign after the province’s second wave peaked at nearly 2,000 new cases per day and over 20,000 total active cases in mid-December.

Locally, numbers of infections have remained roughly the same as pre-Christmas levels, with no signs of a major outbreak at this time.

As of Tuesday, there were 10 reported active cases of COVID in Flagstaff County. Beaver County reported 15, MD of Provost just five, MD of Wainwright 11, County of Paintearth 12, and Camrose County (including City of Camrose) reported 77.

In mid-December, the provincial government put in place strict measures that, among other things, prohibited non-household gatherings and travel during Christmastime. Not all Albertans followed these restrictions - including some high level government officials - raising concerns that a rebound in numbers could be forthcoming.

With Christmas now being over 11 days ago (at press time), so far the numbers remain encouraging.

But, active hospitalizations and ICU admissions are still too high, Hinshaw said in her Tuesday press conference, and continue to put a strain on the public health system at large.

There were 919 Albertans still in hospital fighting COVID symptoms, with 140 in ICU as of Tuesday.

Unfortunately, the high number of daily deaths has not stabilized, as 1,168 Albertans have now lost their lives due to complications of the infection. For comparison’s sake, that’s over 600 more deaths than were reported on Dec. 1.

CBC’s Robson Fletcher noted on his Twitter account in early December an alarming spike in new cases among the elderly, predicting at the time that this could result in a large increase in deaths.

Alberta’s daily death counts now remain near the highest levels since the pandemic began.

According to the Alberta government’s COVID statistics website, the average age of COVID death is 82, while the average age for hospitalization is 63 and average age hospitalized with an ICU stay is 59. The youngest reported person to die in Alberta was 23.

In Praise of Shelterbets Notice of Application In many parts of the Prairies there is a tendency to remove existing shelterbelts to create larger fields, to improve field efficiencies, and allow the use of larger farm equipment. This is not necessarily a gain: it comes at a cost.

Shelterbelts were originally planted during and after the dirty thirties to reduce wind erosion in the fields.

Some may think that was the only reason for planting them and zero tillage has made them obsolete.

Wrong! Shelterbelts provide a range of benefits other than preventing wind erosion.

They are excellent at reducing wind velocity up to 20 times their height into the field.

They collect snow moisture to the benefit the following year’s crop. Trees also provide shelter for crops from strong winds. A producer in the county stated his peas did not lodge and yielded higher than other peas that did not have the benefit of the windbreak. Peas that stand are a lot easier to harvest.

Shelterbelts also provide an environment to increase pollinating species of insects.

Canola seed growers have both leaf cutter bees and honeybees placed around their fields to increase seed production.

A shelterbelt provides a refuge for pollinating insects as well as

increasing insect and plant diversity. It can even play a part in providing natural predators to control crop damaging insects.

Before you plant a shelterbelt, consider the soils, location, and moisture in which these trees and shrubs will become established. Not much point planting willows in a sandy, dry area.

Using a mix of shrubs and trees provides more windbreak effect.

A varied number and types of trees means no one disease or insect pest will wipe out the entire stand.

One tip for establishing or renovating a shelterbelt is to use a diverse number of tree and shrub species. Ones that are well adapted to the prairies will have the greatest chance of establishing.

It is very important to control weeds in the first few years after planting as weeds will out-compete the trees and shrubs for nutrients and moisture.

Plastic mulch when planting can give your seedling trees a fighting chance.

If you want to renovate an existing shelterbelt, plant into the existing one as the larger trees will provide shelter for the seedlings. In some cases, shelterbelt trees will supply their own replacement seedlings.

The county has been coordinating the purchase of shelterbelt trees for county rate

payers for several years. This year, the county will not be able to fund 50 per cent of the cost of the trees and full cost will be borne by the individuals.

The county will continue to be a central purchaser of trees, to obtain bulk discounts, and will assist in distribution and shipping as well as supplying tree planters and plastic mulch is available at cost, along with the applicator.

Confined Feeding Operation The Hutterian Brethren Church of Wavy Lake has filed application for amendment RA19059A with the Natural Resources Conservation Board (NRCB) at an existing multi species confined feeding operation (CFO) on the SW 20-44-15 W4M in Flagstaff County of Alberta. The application is to modify the location of the already permitted broiler barn #2, from south of the existing broiler barn #1 to its constructed location north of broiler barn #1. There is no proposed increase in livestock with this application.

Filing a Statement Any person who is directly affected by the application may submit a statement of concern to the NRCB. The statement of concern must be received by the NRCB on or before February 3, 2021.

On New Year’s Eve, Vickie and I took a drive around Alliance to look at all of the lights decorating the houses and yards.

Very nice. Thank you to all of the citizens who made our little village sparkle.

I spent Christmas Eve and New Year’s Eve with my friend Vickie Cloakey.

We ate, of course, and enjoyed watching several episodes of The Crown.

On Christmas Day Vickey joined me and my granddaughter Emily for a little turkey dinner. The dinner was big; just the turkey was small.

The Valley Inn is doing take-out only. The Bottle Depot is open the regular three days a week. The Landfill is still doing business on Wednesday and Saturday afternoons.

Marilyn Korth spent Christmas day with her brother Bob Kuefler and Cecile at their home half way to Killam. Marilyn lost her partner, Fred Schmidt, just a few days before Christmas.

I have been on the phone a lot, as has everyone else. I had a nice chat with Wilma McLeod in Vanderhoof and also with Judi Burke Solonick in Whitehorse and had a message from Mary Lockwood in Calgary.

They all reported that things were going well and they miss their friends in Alliance.

There have been no in person church services in Alliance for a few weeks, but, come Jan. 10, there will be one at 9:30 a.m.

A single-vehicle rollover on Highway 53 west of Forestburg on Monday, Jan 6 sent a 28-year-old Red Deer man to hospital in Camrose with minor injuries. Members of the Forestburg Fire Department attended the scene and directed traffic. RCMP say no criminal investigation will be done.

Federal Carbon tax kicks in for Albertans Leslie Cholowsky Editor

While Alberta eliminated its carbon tax at the end of May 2019, as of Jan. 1, Albertans will be subject to a federal Greenhouse Gas Pollution Pricing Act; a charge on fossil fuels at a rate of $20 per tonne of carbon dioxide equivalent, with that cost set to rise to $30 per tonne in April.

According to a federal fuel charge rate chart, the “nominal” increased cost for gasoline will be $0.06.63 per litre; and for natural gas 5.87 cents per cubic metre.

Alberta is currently challenging the federal carbon tax at the Alberta Court of Appeal, and is supporting Saskatchewan and Ontario in legal efforts to repeal the tax in those provinces.

Alberta Justice Minister Doug Schweitzer released a statement at the end of December, saying: “Tomorrow Ottawa imposes its carbon tax on our province, forcing Albertans to pay more to fill their tanks and heat their homes.

“And since so much of what Albertans use in modern day life is delivered by diesel-powered trucks and trains, the cost of essential items such as groceries and clothing will rise as well.

“At the same time, the cost of doing

business will increase at one of the worst possible times for our province.

“Economic analysis of the former Alberta government’s carbon tax showed that upwards of 16,000 fewer jobs would be created every year due to the carbon tax.”

The federal plan provides some relief to farmers for fuel used in tractors, trucks, and other farm machinery without a need to register, with a strict definition of “eligible farming machinery.”

The National Farmers Union is presently calling for a rebate on fuel used for on-farm grain drying, sending a letter to the Federal Minister of Environment and Climate Change, Jonathan Wilkinson, asking for the same fuel extension to be applied to natural gas and propane.

“Obviously propane was overlooked when fuel exemptions were addressed,” said NFU Board member Doug Scott of Waskatanau, Alberta. “Drying grain has become a significant cost for prairie grain farmers and propane is the main fuel used for drying grain.”

“It is absurd for the Greenhouse Gas Pollution Pricing Act to offer an exemption that seems to encourage farmers to use diesel-fired burners for grain drying, while penalizing those who use cleaner-

burning natural gas or propane,” said Kyle Korneychuk who farms at Pelly, Saskatchewan. “We believe this is an oversight that can be corrected by setting up a rebate as soon as possible.”

Albertans will be eligible to receive Climate Action Incentive Payments for 2020, of $444 for a single adult, or the first adult in a couple, $222 for the second adult in a couple (Single parents will receive this amount for their first child,) and $111 for each child in the family (starting with the second child for single parents.) The federal government estimates that the average Alberta household will receive $880.

An additional amount will be available, called a supplementary Climate Action Incentive Amount, for people who live in small and rural communities “in recognition of their increased energy needs and reduced access to energy-efficient transportation options, equal to an additional 10 per cent of the payment amount to which they are entitled.

The purpose of the Climate Action Incentive Payments, according to the federal government, is to encourage lower greenhouse gas emissions without imposing a financial burden on households. “Most households in Alberta will receive more in Climate Action Incentive

payments than they incur in total costs resulting from pollution pricing, says the federal government. The payments are scheduled to increase as the cost per tonne increases, in April 2020, 2021, and 2022.

The federal government has also announced its intention to provide relief for municipalities, universities, schools and colleges, hospitals, non-profits, and indigenous communities by returning a portion of the proceeds collected from these groups.

Small and medium sized businesses will also be eligible to benefit from Climate Action Incentive Payments, according to the federal government.

Schweitzer says, “At the same time, we are pursuing innovation to combat emissions with our made-in-Alberta Technology Innovation and Emissions Reduction (TIER) plan. Emissions per barrel of oil in Alberta are already down 30 per cent since 2000 and are on track to fall another 20 per cent by 2030. TIER will further this important work.

“Albertans rightly recognize that the global challenge of climate change will not be addressed through taxes on getting to work and heating their homes, but instead through technological advancement.”

County to write off $182K to recover education requisition. At its regular meeting on Wednesday, Jan 22, Flagstaff County Council voted to write off $182,574.96 in property taxes and penalties.

Council heard that administration has been working with the County’s lawyers on several files over the past few years, “Trying to obtain payment before these companies are in receivership, bankrupt, no longer exist, or we are unable to locate them.” Many of the tax debts are from 2018 and earlier.

Seasonal depression is real. With shorter days, with cold snaps confining people to their homes, and having Christmas bills start to roll in, January can be a month where many feel depressed. Local counsellor Karen Bovencamp-Manning says there’s lots you can

do to keep moving through the blue season.

“Be kind to yourself! Pay attention to what brings you happiness in a day, or peace, and do more of it. Choose joy, choose to allow yourself moments of happiness. It pays itself forward!”

Bovencamp-Manning says it’s okay not to be okay. “There is an ebb and flow to all things, know that this feeling won’t last forever.” She advises people to connect with others. “When it’s hardest, that’s when we need it most, according to some well-known psychologists.”

She says mindfulness-based practices like yoga, meditation, and more can be a helpful tool for good mental health.

Physical activity can boost endorphins, no matter what level you exercise at, she says.

The Thunderstars A Pee Wee team is invited to a “Hockey Fights Cancer” game in Leduc on Sunday, Jan. 26 as part of their league play.

The players purchased lilac "Hockey Fights Cancer" jerseys to wear in Leduc, and then the team decided to promote Hockey Fights Cancer on the Thunderstars Minor Hockey weekend by wearing their jerseys in Forestburg on Saturday, Jan. 18 and wore them again at their league game in Daysland on Sunday, Jan. 19.

The team also purchased two jerseys for a silent auction items to raise money for The Canadian Cancer Society; they raised over $500 with all proceeds going towards the "Hockey Fights Cancer" campaign.

The team also purchased a jersey for Thunderstars player, Liam Volk, who has had his own battle with cancer, and presented Liam with his jersey on Saturday in Forestburg.

County Council considers penalties as recreation fund disbursement and reporting fails to meet guideline. After being warned of an Alberta municipality found to be using public funds without documentation, Flagstaff County initiated a new recreation grant reporting system back in 2016.

Initially meant to allow each Flagstaff Municipality to provide the same information, with all held to the same guidelines, the Council of the day felt that the new funding guidelines and reporting requirements satisfied Council’s re-

sponsibility to ensure that public money is being used as intended.

After a lengthy discussion, Council passed one recommendation, being: “Flagstaff County provides 90 per cent of recreation grant funding to Ag. Societies and releases the remaining 10 per cent only if all conditions of the grant are satisfied by the specified deadline.”

Daysland Arts Society started their winter Matinee Series on Sunday, with an afternoon performance from The Silver Screen Scoundrels.

Seconds after taking the stage, the audience is trapped between a chortle and a groan as Keith Picot and Brandon Isaak start trading anecdotes.

Their banter is the start of a relentless silly attack on the audience that eventually makes even the most hard-core grump erupt in laughter. I’m a lightweight, I was snorting by the third joke.

Once their mastery of comedy is established, the pair picked up their instruments and showed where their true talents lie.

After much discussion and feedback between the Killam Health Care Centre Board and Covenant Living, interested parties were invited to attend an Adult Housing information evening in Killam on Tuesday, Jan. 21.

The Battle River School Division (BRSD) notified parents and the Hardisty community that the Board of Trustees voted to consider closure of Allan Johnstone School in Hardisty at their meeting on Thursday, Jan. 23.

After a warning that “Everything was on the table to balance the budget,” the board is also looking at potential closure of the Round Hill School, and at relocating Grades 10 to 12 from Ryley School, then consolidating Holden and Ryley into one K to Grade 9 site.

The Hardisty and District Development Group met with the BRSD in December, and has sent multiple letters to multiple ministers and the Premier, and have called an Emergency Town Hall Meeting on Thursday, Feb. 6.

Chair Blake Moser says, “I believe the community has been aware of this possibility for some time now - especially since enrollment has been quite obviously declining over the past 10 years.”

FEBRUARY The Battle River Knights’ Atom girls attended a Fort Saskatchewan Fury hockey tournament the weekend of Feb. 1 and went undefeated. They won gold medals, with a final score of 9-2 against Leduc.

Flagstaff’s Informed Response Sharing Team’s (FIRST) 22nd annual dinner and auction in Alliance on Saturday, Feb. 1 was more than just an opportunity to raise funds, but also awareness in the Flagstaff Region.

From before supper to the end of the live auction, more than 136 silent auction items were available for bids from the audience, each item donated by local residents, businesses, and organizations in support of FIRST. The annual dinner and auction is the organization’s primary fundraising event, says FIRST and FFCS Director Lynne Jenkinson, along with any grant funding awarded throughout the year.

This year’s event saw more than 100 tickets sold, and raised just over $25,000 for the organization, right in line with previous years, although down more than $10,000 from last year’s supper in Daysland.

When Flagstaff Regional Solid Waste Management picked up office paper recycling from bins throughout the region recently, contamination forced the entire load to go directly to the landfill.

Contaminated loads at every stop made the entire effort an exercise in futility.

Facility Manager Murray Hampshire says the issue of contamination was a hot topic afterwards with the board.

“Several ideas were discussed including discontinuing the program, moving bins to supervised transfer sites, and more,” he says.

He’s hoping that getting the message out will help stop the extremely high levels of contamination in the paper recycling bins.

Coming across a moose with just one antler, or paddle, isn’t a common sight. Moose usually lose both sides at the same time. Mature animals usually shed their antlers between November and January, but some younger bulls may carry theirs through the winter until April. This impressive moose was chilling just south of the Coal Trail and Range Road 120 in Flagstaff.

Killam RCMP Detachment members answered 55 calls for service between Wednesday, Feb. 5, and Monday, Feb. 17.

Members were asked to perform three wellbeing checks, with all individuals found, and in good health.

Members dealt with nine non-injury traffic collisions during this period, with three on Feb. 10 alone.

RCMP fielded nine calls regarding suspicious persons or vehicles, with one of these turning into charges being laid.

One resulted in police stopping a vehicle whose driver was charged with operation of an uninsured motor vehicle.

Norton says that getting these reports of suspicious persons and vehicles is very helpful, and encourages Flagstaff residents to continue to call them in.

Police are investigating three of four possession of stolen property files, with one of those cleared by charges to a male and female.

A 26-year-old male was charged with two counts of possession of stolen property, mischief under $5,000, possession of a weapon for dangerous purposes, obstruction and failure to comply with

release conditions.

The male was the first to be arrested, on Highway 13 near Killam, around three miles from where the vehicle was.

The female was located near the vehicle.

The 27-year-old female was charged with two counts of possession of stolen property, mischief under $5,000, and possession of a weapon for dangerous purposes.

The vehicle was towed as it had been reported as stolen from mainland BC. The pair were released with conditions that they could not be in contact with one another, and received treatment for frostbite at two different facilities.

These two people were the cause of many calls to police over the course of the evening.

Police say they just happened to be passing through the area.

A complaint of mischief in Killam was later withdrawn by the complainant, who refused to proceed with charges.

RCMP responded to two calls under the Mental Health Act, near Amisk and near Viking. Neither required further action beyond the initial visit.

RCMP are working on seven different break and enter complaints as similar crimes occurred from Bruce to

Lougheed.

As Killam members are working with the Viking Detachment during the Family Day weekend, members were first notified of break ins to the Viking and Bruce Post Offices. RCMP say that an extremely loud, blaring alarm in Bruce scared perpetrators off before they even entered the post office there.

In Viking, entry was gained to the post office and parcels were taken.

Similar crimes happened in Flagstaff.

In Daysland, the Public Works shop was broken in to, in Sedgewick, the post office and arena reported break ins, with more parcels taken, and in Lougheed, the Food Store there had the front bars cut and thieves gained entrance to the building.

Police also received complaints about break ins at a few rural locations.

RCMP located some empty parcel boxes on a rural road heading north out of the Flagstaff area, and some evidence is still being processed.

Killam members assisted in Viking with an assault complaint, where a 30year-old male was arrested and charged with assault.

Members responded to a case of aggravated assault, the highest level of as-

sault charges, and charged a 44-year-old female with aggravated assault from the Flagstaff region. She will appear in court March 3.

Cst. Norton said that he and Corporal Trent Cleveland had a good experience at a Flagstaff Rural Crime Watch evening held in Galahad, with great attendance, and a very engaged audience.

“It was a good opportunity for us to be able to educate the public on some of the issues that RCMP face.”

Norton says the evening was designed specifically to answer questions from residents; “We attend these types of meetings to serve our communities, and we want to talk to them about the things that concern them.”

He says the Galahad meeting was very similar to the one held in Daysland in December. Flagstaff Rural Crime Watch has scheduled more to take place this year.

Sedgewick Mayor Perry Robinson has become well-known for his fiery address to the haggis, reciting Robbie Burns’ classic poem with fire and flare during Robbie Burns Night in Flagstaff.

This was the event’s second time being held in the Killam Community Hall to accommodate an always-growing crowd. The evening celebrated all things Scottish, and was declared a success.

The Wild Rose Co-op Association runs a Good Buy to Hunger campaign each year out of both the Killam and Sedgewick Food Stores allowing for the purchase of specially made up bags that are donated directly to the Food Bank.

The Co-op matches funds, and proceeds from both stores totalled an additional $4,663.95 for the Flagstaff Food Bank to help them with food purchases.

Killam Fire Chief Joe Knievel (above right) decided that if long-time Killam volunteer Jim Clark couldn’t come to the annual gala, then he would come to Clark. Knievel and other Killam fire fighters, new captain Troy Zieffle and newest member Izaya James, hopped into Engine one and drove to the Wagon Wheel Motel, where Knievel presented Clark with his 35-year service award.

Clark said that even as a young man, joining the fire department when he did was something he felt he wanted to do to serve the community.

With news of a new Alberta Ag-plastic Recycle It program for Alberta, farmers in the province will find more places willing to take clean, empty grain bags for recycling.

For farmers who use grain bags, there’s now an option to recycle rather than burying them in the landfill, storing them in perpetuity, or worse, burning them. Clean bags can be taken to Flagstaff Waste Management’s landfill for recycling.

Lizzy Hoyt is a Canadian Celtic folk artist who has earned her reputation as an award-winning songwriter and talented musician with the “voice of an angel,” by performing throughout Canada.

On Wednesday, Feb. 5 Hoyt played in Daysland at the Palace Theatre as part of the 2019-20 DaysArts Concert Series.

Not surprisingly, Hoyt came away with rave reviews for the evening performance, where her songwriting expertise was evident in her songs “New Lady on the Prairie,” “The White Feather,” and Vimy Ridge.

The Hardisty Rodeo Association decided to go in a slightly different direction for their annual Spring Fling, their major annual fundraiser, where they usually book an act like a comedian, magician, or hypnotist, then book a DJ for a dance afterwards. This year they booked Wainwright-native country artist Ryan Lindsay to perform at this year’s dance and auction.

Community members were very happy to hear that Lindsay was named the Alberta Country Music Association’s Rising Star for 2019 during an awards ceremony held Jan. 25 and 25 in Red Deer.

Killam RCMP Detachment members responded to 81 occurrences from Thursday, Jan. 23, to Wednesday, Feb. 5.

Members attended three 911 calls, in Forestburg, Flagstaff County, and Hardisty. New regulations require RCMP to attend all 911 calls, even if they turn out to be false calls.

RCMP were called regarding a dangerous dog, and are working on the file with vets, SPCA, and Alberta Health Services. No charges are presently being pursued.

Assault charges were laid against a 40-year-old male for an alleged assault on a 35-year-old female. Other charges included fail to comply with conditions and assault causing bodily harm.

A second assault complaint is presently under investigation.

Blackfalds RCMP contacted Killam members to notify family of a person seriously injured in a motor vehicle collision.

Killam members assisted Calgary Police Service by serving

subpoenas locally, and assisted County Peace Officers with a driver who had multiple warrants outstanding from Fort McMurray. The Killam Detachment assisted Tofield RCMP with serving court documents.

Killam RCMP had a 1800’s-era firearm turned in by a resident whose firearms licence was expiring, and who didn’t wish to renew it. Cpl. Cleveland advises that the RCMP now have a division where these pieces can be sent versus having them destroyed.

Police received a complaint of someone being in a dwelling unlawfully when a resident returned home to find that things in the home had been moved around. Nothing appeared to have been stolen; the residence had been left unlocked.

RCMP were asked to attend a residence to help avoid having an individual retrieving personal belongings charged with breach of peace.

Members are investigating three break and enters to local businesses. Near Hardisty, in the MD of Provost, copper wire was reported stolen; in Sedgewick, on

two separate occasions, theft of catalytic converters from vehicles left outside of a business was reported.

More copper wire was reported stolen from a rural oilfield site.

A complaint of a break and enter to a residence in Forestburg turned out to be unfounded, with mental health issues involved in the complaint.

Killam RCMP members assisted with a call complaining of a possible impaired driver in the southwest portion of the region between 4 and 6 a.m. on Wednesday, Jan. 22. A disoriented elderly female driver suspected of having dementia was travelling through the area, ending up near secondary highway 55, lost and disoriented. She was eventually located unharmed at a residence unknown to her on Range Road 180 near Township Road 395 by Stettler RCMP. When the woman was located, an investigation of the vehicle revealed that the car she was driving was shot once, through the front windshield.

Emergency meeting held in Hardisty to discuss options to avoid school closure Leslie Cholowsky Editor

Over 150 people attended an emergency public meeting regarding the potential closure of Allan Johnstone School by the Battle River School Division (BRSD) on Thursday, Feb. 6.

The meeting was hosted by the Hardisty and District Development Group, who advised the crowd of parents and concerned residents that the group had already started to take some action towards keeping the school viable when the BRSD trustee motion to consider closure came through.

Blake Moser, who chaired the meeting, said that the Development Group became aware of the urgency of the school’s drop in registered students back in November, when BRSD, in trying to balance the budget in the wake of declining funding and increased expenses, made it clear that the board would consider everything to be on the table.

The Hardisty and District Development Group met with BRSD Board Chair Norm Erickson, Flagstaff East Trustee Lori Skori, and Assistant Superintendent Imogene Walsh in mid December, to, as Moser put it, “Gauge the seriousness of the situation.”

He says his group became concerned when they heard the message that the division’s focus has shifted from keeping rural schools open to keeping the division running. “That’s not what we wanted to hear.”

The group then wrote to Premier Jason Kenney, Education Minister Adriana LaGrange, Energy Minister Sonya Savage; Minister of Municipal Affairs Kaycee Madu, and Camrose MLA Jackie Lovely. “Jackie was the only one who responded at all,” Moser says.

On Jan. 22, MLA Lovely joined a meeting of the Development Group via telephone where she said she had brought the issues to the Minister, who advised that if the Division has budget issues, the ministry will not be stepping in.

Moser said, “Then the day after our meeting, BRSD announced that the board would be considering closure due to a $4 Million deficit.”

Moser said the Development Group sped up the timeline for public engagement to that evening, with less than a week before BRSD would meet with concerned parents and residents in Hardisty.

The facility is operated by Parents for Fun in Flagstaff, a regional committee that had a vision and a dream, and went for it. The Family Resource Centre has, since its start, offered not just an amazing play experience with a unique indoor play structure and area, but has always connected with its users through varied and valuable programming.

A.W. Cardinal from Rocky Mountain House and Jasmine Colette, who was raised on a grain farm between Drumheller and Carbon, took the Forestburg Community Hall stage on Saturday, Feb. 8 and transported the audience to a New Orleans juke joint.

When A.W. “you can call me Al,” first touches his pick to the strings of his acoustic guitar, the blues come to life, flirting with a little gypsy beat. When he opens his mouth, “that voice,” with a gravelly tone that was clearly made to sing the blues, the picture is complete, and the transformation from concert hall to juke joint begins.

When the miracle that is Jasmine Colette joins in on the upright bass, adding percussion on the kick drum, snare, and high hat while singing, too, the enormous sound and soul coming out of these two talented musicians makes for an entertaining evening of music.

More than 200 people came to Allan Johnstone School on Wednesday, Feb. 12 to hear a presentation from the Battle River School Division (BRSD) regarding the board's decision to consider closing the school after the 2019-20 school year.

Norm Erickson, Trustee and Board Chairman, started the evening off by introducing the rest of the board. “Why are we even having this conversation?” he asked. “Our school division is facing big challenges. We can see that populations are down and that there are also students leaving our division. We need to find solutions - viable ways to provide the most opportunities for the students we have.”

Erickson told the crowd, “School closure is not pleasant. It's not something we want to do, or even entertain. Because, regardless of how you feel about school closure, all of us – and I mean everyone in this room – cares deeply about our rural communities and about children, and that’s why we’re here. We are all rural people, from rural roots, and I can 100 per cent guarantee that

every one in this room wishes we did not have to.”

The Lougheed Ag Society reached a milestone this year, as it will celebrate 100 years. On Monday, Feb. 17 Camrose MLA Jackie Lovely dropped by the Field House with a special Alberta Agricultural Society Century Award, and a cake!

The Alberta Agricultural Society Century Award was implemented by Agriculture and Forestry in 2014 to recognize those agricultural societies that have been making significant contributions to their communities for one hundred years or more.

Prior to Friday night’s playoff game against the Cold Lake Ice, the North Eastern Junior B Hockey League President Ken Wilkinson made a presentation to two Killam Wheat Kings players.

Alberta Education announced a new funding model for Alberta’s kindergarten through Grade 12 education system on Tuesday, Feb. 18 which they say streamlines operations and directs more dollars to each school division.

“In the 2020-21 school year, every single division will see an increase in operational funding,” the province said in its announcement.

One of the biggest changes for determining funding is a change from a oneyear enrollment figure by a certain date to a “moving three-year average,” minimizing the need for mid-year adjustments to school budges, like the one that caught Battle River School Division off guard with $1.6 million less in funding than budgeted for the previous spring.

The C.J. Kinross VC Legion, Branch 180 of Lougheed, held their 2020 inaugural meeting on Tuesday, Jan. 21 with 15 members present. The installation of Officers was conducted by outgoing President Richard Conrad for the following positions: new PresidentDenise Bratland; Secretary-Treasurer – Thelma Rogers; Sergeant at Arms – Blair Cookson; Service Officer – Ab Martin; Vice-Presidents – Ken Clouston and Jayne Odegard; and Executive Committee – Eunice Losness and Colton Carson. Also, the 2019 audited financial report was accepted by the Members; 2019 resulted in a net profit of $3,810 for the branch. The members endorsed two Poppy Fund donations: to Viking Extendicare $1,000 for veterans and veterans’ families in care there., and to the AB/NWT Royal Canadian Legion Service Bureau a $1,000 donation.

The Town of Daysland hosted an open house on Tuesday, Feb. 18 at the Sunbeam Drop-In Centre to discuss a number of issues.

Around 54 people were in attendance for the meeting, which included information on town finances, sidewalk options, options for regional

amalgamation, and a question panel with Council.

Daysland CAO Rod Krips reports that Council answered questions from those present, however had to defer answers for some issues.

Residents in attendance were able to voice a preference on three options presented in the FIP Operation and Transition Plan for Proposed Amalgamation: Forestburg has approved a development permit for a new 6,000 square foot facility that is to be developed to a micro-cultivation cannabis facility.

As an allowed discretionary use on industrial property, requiring the approval of the municipal planning commission, which is all of Council.

Forestburg has also submitted an expression of interest to the firm GM Pearson with regards to that company’s goal of building and operating a thermal treatment plant to safely treat biomedical and other non-hazardous waste.

The 100-plus women who Care in Flagstaff met for their second of four quarterly meetings on Tuesday, Feb. 18 in Daysland to decide between three potential candidates for an investment of $14,400.

Membership in the organization has grown slightly since the initial meeting back in October, where the Killam and District Hospital Foundation and Community Board was picked by the members to receive $13,225.

Forestburg Council has picked the recipient of the 2019 Community Service Award, and it will go to Marion ObergRiise.

MARCH In early 2019 an initiative planned as a response for victims of break and enters in Alberta was announced by the then NDP government. One part of this initiative is the distribution of Trace pens across the province.

Marion Macdonald, Chair of the Flagstaff Rural Crime Watch Society, provided information on this new crime-fighting tool. “It’s a way for people to have a little more control of their own destinies. Currently, the Flagstaff Rural Crime Watch and East 13 Rural Crime Watch are ahead of the curve and have purchased Trace pen readers.

Macdonald says that each PIN can be traced back to the original owner through an online database.

Daysland School students had a blast on Thursday, March 5, as the entire student body, as a group raced across the soccer field with their home-made sleds. Every early out Thursday, starting in October, squads made up of students from ECS to Grade 12 got put into groups and worked together to design and build a cardboard toboggan for the race. They were only allowed to use three materials: cardboard, tape, and rope. To be crowned the winner, a team had to cross the finish line with all team members and all the pieces of their toboggan.

On Friday, March 6, at approximately 5:30 in the morning, Consort RCMP responded to theft of mail from a post office in Veteran.

Several RCMP Detachments including Vegreville, Viking, Tofield, and Killam responded.

A suspect vehicle was identified, and when RCMP attempted to contain it, it drove away at a high rate of speed.

Additional RCMP vehicles entered the area near Chipman, and had intermittent contact with the suspect vehicle, which continued travelling at excessive speeds.

At a location near Chipman, the suspect vehicle turned south on Range Road 184, where a bridge was under repair, and collided with concrete barricades on the roadway.

The suspect vehicle was badly dam

aged and the two male occupants were trapped inside.

The local fire department and EMS responded and extracted the two males from the vehicle.

A 37-year-old male was transported

by STARS air ambulance to hospital in Edmonton.

A 40-year-old male was transported by ground ambulance to the same hospital.

Both males were listed in critical condition with various injuries.

The Director of Law Enforcement has been notified and the Alberta Serious Incident Response Team (ASIRT) has been directed to investigate the circumstances surrounding the collision and actions of police.

OBITUARIES Callie Claire Erickson Habermehl

Callie Claire Erickson Habermehl was born on February 24, 2020, in Camrose, Alberta. Callie was the youngest of two girls to Vanessa and Austin.

She lived in Sedgewick with

Mommy, Daddy and sister Rayna.

Callie was so excited to meet her parents, she arrived two weeks prior to her due date. From there on she was a go getter. Learning from her older sister and best friend Rayna, she couldn't wait to explore the world for herself.

Callie was a happy and attentive little girl and would win you over in no time.

Her smile was genuine and contagious.

She loved making silly noises and faces for everyone.

Once she discovered

real food, she was in love. No matter what it was, she loved to get her hands dirty and finish her entire bowl.

Callie loved to snuggle, cuddle and playtime with Mommy and Daddy. She admired her older sister Rayna and enjoyed sleepovers at Grandma and Grandpa's house. While Callie may not have graced our lives for long, she will be forever in our hearts.

Words cannot express how much she is truly deeply loved and missed by her parents, sister, grandparents,

Kenneth (Ken) George Leslie March 18, 1954 December 5, 2020 Ken Leslie passed away at the Queen Elizabeth II Hospital on December 5, 2020, at the age of 66 years.

Ken was born in Sedgwick, Alberta, to Bernice and George Leslie on March 18, 1954.

He had accepted Christ into his life several years back, taking on Missionary work in the Philippines for a period of time.

Ken had suffered meningitis at 12 years old from a hockey stick injury, this resulted in an Acquired Brain Injury throughout his life.

He lived a solitary life and kept his circle quite small.

He is survived by his siblings Terry Leslie, his twin sister Karen (John) Stenson, Maxine (Harold) Carter, Sherry (Glen) Judge, Frank (Sherri) Leslie, as well as many other relatives and friends.

Ron married Joyce Shaw and to this union three children were born, Rick, Dennis and Terrina.

He leaves to mourn his passing his special friend Sonja Beairsto, children Rick (Trish), Dennis (Jan) and Terrina (Scott) Proudfoot, and nine grandchildren and numerous great-grandchildren.

A private family burial will take place at Trinity Lutheran Cemetery at a later date. In lieu of flowers, memorial donations may be made to the Trinity Lutheran Church.

OBITUARIES

Paul (Paulus) Vanderwoude

July 30, 1929 December 15, 2020 Paul (Paulus) Vanderwoude was born in Holwerd, Friesland, the Netherlands on July 30, 1929, to Pieter and Aaltje Vanderwoude, who farmed outside of Holwerd. Paul was the third child of five children born to them: Egbert, Djoke, Paulus, little Lammert (who died as a baby), and Lammert.

He went to school in Holwerd learning the Fries, Dutch, and German languages and then on to two years of Agricultural college. Paul trained four years in the Dutch army.

He attended the Christian Reformed Church and was a member there with his family.

He left for Canada on June 21, 1952 on the SS Rijndam arriving to Pier No. 21 at Halifax, NS, where Paul celebrated his 23rd birthday the next month on Canadian soil not knowing a single word of English. From there he travelled by train to Belleville, ON, working on a farm before going to Oshawa, ON, where he worked construction learning English along the way.

Always adventurous, Paul joined the harvest excursion threshing and traveling all across Canada to Alberta. He worked on two farms near Red Willow, AB, before going to Vancouver BC, later settling in Calgary for a time. Paul went to Whitehorse, Yukon, in 1954 where he worked on a farm, and at a gas station, becoming a Canadian citizen in 1957. Eric Erickson, a wrestling scout and trainer discovered him and trained him. Paul, who was called the Klondike Kid,

moved back to Calgary, training further with Stu Hart, and wrestling at the YMCA. He won the heavyweight wrestling championship for Alberta in 1959. Years later in 1994, Paul came to Calgary to watch his grandson, John Boyko, wrestle and win first place in the City Wrestling Championship Tournament! Paul was so excited and thrilled to be part of that day. He was a strong man from all the manual labor over the years: at 6’4”, 230 pounds he could bench press 400lbs.

But what happened next was what Paul speaks of as being the most important day of his life. On March 27, 1960, Paul had the conversion experience of being born again (John 3:3-5) and his life changed forever. He gave up the life of wrestling to train to be a Municipal Police Officer wanting to serve God and help others.

In May 1960 he joined the police force in Sylvan Lake, AB, and then moved to Forestburg, AB. One Sunday at church, he shared a hymnal with Flora Ellen Heffel and as they got to know each other, their love bloomed.

They got married on July 15, 1961, and moved to Sedgewick, AB, in 1964 where “Tall Paul”continued as a Police Officer for the County of Flagstaff and Town of Sedgewick.

Paul and Flora raised their four children: Peter, Joy, Lorne, and Deneena in Sedgewick. When mail came from Holland, Flora would sit on Paul’s knee learning to translate the letters. As kids we loved hearing the stories of our Dad growing up and of his family over there.

In 1970, as a family, we accompanied Dad on his first trip back to Holland to visit family, two more family trips followed.

Paul also took his family camping each summer usually ending up in Maryfield, SK, to visit with Flora’s family, the Sweetings.

Paul taught Sunday School to the little kids at church, known for having a good stock of Dutch peppermints with him to hand out. He enjoyed his hobbies of reading, bee keeping, traveling, and helping out with Killam Baptist’s service for the seniors at the Flagstaff Lodge.

Paul retired in May, 1992 after 32 years of police service and was awarded a Service Award by the Alberta Government for service rendered. Paul and Flora then travelled across Canada camping and exploring and enjoyed lengthy stays in P.E.I. They went to the Netherlands to visit family and were blessed to become grandparents, Pake and Beppe.

Paul now had time to spend on building things in his wood shop for many people. With Paul at her side caring for her, Flora battled cancer and passed away after 43 years of marriage at the age of 63 in Jan. 22, 2004.

Paul travelled through Canada, the USA and Europe. He became very self sufficient around the house and liked to cook and invite people over.

He learned to make the best raisin bread ever.

On May 1, 2005, Paul married Margaret Plett and they lived in Landmark, Manitoba. Paul passed on to Margaret his travel bug and they went to places she never knew she would ever see. Dad lovingly took on the role

of caregiver again when Margaret became ill with cancer. They were married seven and a half years. Margaret passed away in 2012.

In 2013 Paul married Lillian Wiebe and they lived in Kleefeld, Manitoba. Although they both were in their 80’s they travelled extensively in Europe and camped from one end of Canada to the other with Paul showing Lillian all his favourite places. With a servant's heart of caring always for others first, Paul cared for Lillian until her passing on January 8, 2020.

Unable in the last year to travel afar, Paul loved to go on country drives in Manitoba, play dominos, sing hymns, read, and spend time praying for all his family and friends.

He remembered birthdays and anniversaries of family here and in Holland and even though he lived far away we always felt close to him and loved it when he phoned or visited.

Paul continued to live on his own with the help of his long time dear friends (we call them angels), Anna and George Braun, and Janneke and Ronald Hamstra and their children, who lovingly took care of him until his passing on Dec. 15, 2020. He peacefully slipped away to heaven, his eternal home to join so many of his loved ones, family, and friends who have gone on before him. He often spoke of his eagerness to be with

God, his Heavenly Father and we live in the Hope of seeing him again.

Paul was predeceased by his parents and brothers.

He will be lovingly missed by his children: Son Peter and Laurie, Amber and Brooke Vanderwoude (High River, AB), daughter Joy and Dave Boyko (Calgary, AB), John, James and Milissa, Daniel and Chantelle and greatgranddaughter Flora, Peter, Grace, Anthony, Michael, and Gabriella, son Lorne and Gwen Vanderwoude (Camrose, AB), daughter Deneena and Paul Hughes (Eden Prairie, MN USA), Kate, Kennedy and Logan, Georgia, Brett and Sophia, his sister Djoke,

all his nieces, nephews, cousins and their families in the Netherlands, his sister-in-law Sybil Williams, brother- and sister-in-law Morris + Gwen Heffel and his nieces and nephews and their families in Canada and many friends all over the world Dad, your example of living the Christian faith will always be remembered, your memory is everlasting, always loved and forever missed.

Psalm 16:11 “You made known to me the path of life; in Your presence is fullness of joy; at your right hand are pleasures forevermore.”

Cremation has taken place, interment will take place at Sedgewick Cemetery at a later date.

OBITUARIES Irvin Randolph Felzien

Robert Vernon Redlin June 3, 1928 December 26, 2020 It is with much love and deep sadness that the Redlin family announces the passing of their father, Vern Redlin, at the age of 92 years, from complications of COVID-19.

Vern grew up in the small farming community of Killam, Alberta, during the Great Depression and World War II. His family worked hard at farming and other businesses while also enjoying music and dance.

Vern had many happy memories of singing along in the living room as his mother played the piano or father played the violin.

As a young man, he had particular fun playing alto saxophone and clarinet in the Western Four, a local dance band.

His love of music was passed on to his children, and they can still hear him whistling as he tended to chores around the house.

He joined the Alberta public service in the early 1950s, eventually moving to Calgary and working for many years as a journeyman electrician with the provincial government. In the 1970s, he became a

Building Superintendent responsible for physical plant management at the John J. Bowlen office building, amongst others.

Vern married Jean Connell, of Neepawa, Manitoba, in 1955, and the two of them raised a son and three daughters. They built a home in the Charleswood neighbourhood of northwest Calgary where the family grew up and went to school.

He got great pleasure out of carpentry work and frequently made improvements to the home that they built.

Vern enjoyed sports through the years, participating on curling and baseball teams, as well as joining friends for a round of golf whenever he could.

He also enjoyed taking the family camping and travelling through the US all the way to Mexico.

He retired to the west coast in the 1980s, living mostly in White Rock, BC. He greatly enjoyed daily walks along the seawall and along the beach. Despite serious coronary and circulatory challenges over the years, he lived independently in his own apartment until age 90.

Vern always had a quickwitted sense of humour that stood him in particularly good stead after moving to a Burnaby extended care home following a leg amputation in 2019. His quips kept everybody smiling.

Vern is survived and fondly remembered by his son Blair (Melva) and daughters Janice (Brian), Kim (Ted), and Brenda (Drew). He was predeceased by his wife Jean, father Bob, mother Esther, and sisters Elaine and Mary-Anne. He will be greatly missed.

April 8, 1925 December 28, 2020 Irvin Randolph Felzien, son of Henry and Matilda Felzien, was born April 8, 1925, in St. Francis, Kansas, and passed away on December 28, 2020, in St. Mary’s Hospital, Camrose.

When Irvin was six years old, his family moved to his grandfather’s farm NE of Forestburg, Alberta. He attended Harrisview School near their farm.

After leaving school, he farmed with his brother Warren. In April of 1945, Irvin entered the US Army.

He took his basic training in California and Texas. His unit was on route to Japan when word came that the war was over, so his unit was stationed in Japan as the first occupation troops following the war.

He was in Japan for a year then received his discharge from the army in December 1946. He then returned briefly to Alberta before moving to Billings,

Montana, to attend College for two years.

He married Charlotte Crosby of Hardin, Montana, on July 15, 1947. They resided in Billings until they returned to Canada in 1949.

They bought land in the Forestburg area where they farmed until 1961. During those farming years, he drove a school bus at Galahad, and worked part time in a garage.

In 1961, Irvin and Charlotte returned to Billings, Montana where they completed their B.Sc. Degree in Education. They taught in Billings, Montana, in Modesto, California, and in Hamilton, Montana. In 1976, they returned to Alberta to teach in Thorhild, Slave Lake, Kingman, and Hay Lakes, retiring to Camrose in 1982.

During retirement, Irvin, with Charlotte at his side, enjoyed camping, fishing, and hunting. They were blessed with many years of extensive travelling by auto, motorhome, coach tours to the Orient, New Zealand, and Australia, and several cruises to many parts of the world. They also enjoyed many winters in Arizona.

In 1992, they sold their home and bought a condo in Camrose where they

lived until 2009. Dear Meadows, an independent living facility, then became their home where Irvin resided until his passing.

You know the saying “You can’t take the farm away from the boy”, well that was certainly Irvin. He would drive out to the nephews’ farms to keep up on their seeding and harvesting from the roadside and when he couldn’t drive himself, he was always ready to go with whoever would take him.

He was fortunate to go on many drives this last fall and was even treated to a tailgate supper with PIE. He loved lobster and was quickly cooked and fed a lobster as the ambulance arrived to move him to the hospital. Oh, how he enjoyed it.

Irvin was predeceased by his wife Charlotte; parents Henry and Matilda; brothers Rueben (Maggie), Willis (Irene), Louis (Betty), Warren, Wayne, and Merlyn; sisters Hazel (Orville) Stenson, Letha (Gordon) Knudtson, Vera Kubbernus; and sister-in-law Barb Felzien.

Irvin leaves to mourn his brother Ernie Felzien of Calgary; sisters-in-law Treva Felzien of Bentley and Janice Felzien of Forestburg; brother-in-law Vern Kubbernus of Airdrie; numerous nieces and nephews; and special friends Kenn and Judy Balzer.

Due to the present Covid restrictions, there will be no funeral service. A graveside service will be held at a later date.

Irvin’s family would like to thank Dr. Boyd and Jen, Dr. Hilderman, Pastor Greg Rokos, staff of Deer Meadows, Home Care and Safeway pharmacy for the wonderful care given to Irvin in his last years, you are all appreciated.

Flagstaff Council reviews first draft of 2021 budget Leslie Cholowsky Editor Flagstaff County Council got first looks at the draft 2021 budget during their regular meeting on Wednesday, Dec. 16.

The budget included spending cuts to each department, after Council instructed administration to take a hard look at expenses with the goal of reaching a 10 per cent reduction, plus a number of other costsaving initiatives explored during budget workshops this fall. Council saw Wednesday how some of those initiatives impacted the total budget.

In addition to introducing those initiatives, Financial Officer Deb Brodie told Council that other factors were taken into considering in developing the budget, including: a decrease in non-residential assessment due to provincial changes; an estimated decrease overall to residential assessment due to economic factors; a desire

by Council to keep mill rates unchanged; provincial recommendations to municipalities to reduce overall spending; assumptions of further assessment reductions over the next three years; and tax bad debt.

Council heard that Oil and Gas assessment/taxation comprises more than 75 per cent of municipal taxes generated. The county presently has $7 million in outstanding taxes, from 2018 to 2020 tax rolls, and has built in a $2.8 million allowance for bad debt in the 2021 budget.

Flagstaff County assessments are down 7.5 per cent overall, with five per cent of that on non-residential and linear properties. Assessment is a calculated property value that changes year over year, which the County mill rate is applied to, determining total tax revenues on all property types. Different types of properties (residential, farm, nonresidential, linear, etc) have different mill rates applied. Mill rates are set by Council on an annual basis, except where the tax rate is set by the provincial government. Properties within the County are assessed at the county’s expense, again except for those properties (like oil and gas) where assessment is set by the province.

Brodie took Council through the draft 2021-23 business plan and budget department by department, highlighting changes and budget savings.

The goal of Wednesday’s presentation was to determine Council’s feedback, both to the overall budget and to those alternatives and options presented, as well as provide feedback on further changes it would like to see brought forward before a final 2021 budget is determined.

The first item reviewed was a look at staffing, where Council saw that since 2018, the number of full time staff has dropped, from 62.2 to 55.6 proposed for 2021, with seasonal staff going from 31.8 to 21.4.

The Legislative budget was the first reviewed by Council, with an overall decrease of 1.99 per cent, taking into account that 2021 is a municipal election year, and also a new policy where electronic devices provided to Council would not be replaced except when worn out.

Reeve Don Kroetch asked if Council wages reflected changes discussed in budget workshops; Brodie replied that they had not yet been applied, awaiting a resolution from Council.

Next up was a review of the Corporate Services Budget, presented with an overall decrease of 7.76 per cent from 2020.

Brodie told Council that some changes included a .6 drop in full time staffing, reduc-

tion in costs for software/IT, reduction in building maintenance costs from 2020; a reduction in planned professional development activities; less bad debt expenses; an increase in interest earned, and an overall drop in revenue due to the loss of the welldrilling tax announced by the Province.

CAO Shelly Armstrong said, “This budget represents decreases wherever possible.

Staff spent significant time with each department to achieve that, and after doing that, we have significant transfers to reserves. If we make more cuts, we will transfer more to reserves.”

The next department up for review was Police Services. Brodie reviewed changes due to police funding changes introduced by the province earlier in the year, taking the cost of front line officers and offsetting a portion of the cost directly to municipalities, even those who prior to the new regulation, were not required to contribute to those costs. She noted that the cost would rise from year one, at $117,115 to $351,598 to 2023.

Assistant CAO Brent Hoyland confirmed to Council, in response to options for future years, that the County has no choice in the contribution, as mandated by the province, with no opportunity to opt-out.

The next item under review was the Fire Protection budget. Brodie indicated that the 2021 budget, with an overall decrease of 2.50 per cent, represented a blend of traditional services under the present fire agreement, and anticipated participation in the new regional fire services in the second half of the year.

The Bylaw Enforcement Operating budget, with a net 21.05 per cent reduction was reviewed, followed by the Emergency Management budget, with a 3.73 per cent overall reduction. Brodie noted that the drop in the 2022 and 2023 planning included the transfer of the Rescue Unit operation over to FRESS. Changes to the Health and Safety budget included a 5.22 per cent overall decrease, included changes to training scheduling, and revenue from WCB and CORE audits that generated partial premium refunds.

Next up was the Public Works Department. Brodie noted that the 2021 figures represented changes that were included in the bullet discussion points for Council to review, including: reducing road maintenance areas from 10 to nine; reducing the dust suppression program for residential and municipal dust control.

The budget recorded an overall decrease of 5.96 per cent with the proposed changes.

Brodie noted that the hamlets portion of the public works budget pertained to road work, with another bullet point for Council to review regarding the addition of seal coat to oiled roads.

The airport budget, also included in public works, showed an overall decrease of 14.29 per cent, achieved by making changes to scheduling of maintenance, Brodie told Council, changing from a three-year to a five-year rotation on some items.

The Community Services budget saw little change from the previous year, and includes grants to organizations approved by Council previously, with some up to a threeyear term.

Kroetch clarified, “These are commitments Council has made.”

In the Public Health budget, a reduction of 35.81 per cent was proposed based on a bullet point of discontinuation of the rental subsidy provided to area health care facilities for healthcare professionals temporarily

working within the area, a potential savings of $36,000 each year.

The Agricultural Service Board budget was presented next, with a budget change of 20.21 per cent from the previous year. Brodie explained that this included a withdrawal from the ALUS program, as well as a discussion point on changes to the shelterbelt establishment program.

Brodie said also not included, but put forward for Council’s consideration, was a potential change to roadside mowing frequency and changes to custom spraying, to be discussed later in the meeting with other bullet points.

The Economic Development budget was the next item, showing a 15.96 per cent decrease from the previous year. Brodie noted that this was partially due to 2020 projects that were delivered on a one-time basis, as well as cancellations due to the pandemic, as well as decreases in professional development.

The Planning and Development and Parks budgets were reviewed next, with each showing an overall decrease.

The Recreation Operating budget showed an overall 9.47 per cent decrease, including a proposed 10 per cent drop to the recreation grant, another bullet point for later discussion.

The Culture budget showed a decrease of 40.45 per cent overall, and included the discontinuation of the Seniors’ Conference, as well as a proposal to discontinue funding to the Flagstaff Library Board.

Brodie then reviewed the County’s capital budget, which showed a net change of 36 per cent from the prior year. She noted that some of this came from completed one-time projects. She said of the $2.6 million in proposed capital projects, $604,700 would come from tax revenue, with the rest of the costs from grants and reserves.

Brodie reviewed the County Reserves summary for 2021, showing $1.13 million going into reserves out of the budget, with $363,950 coming out of reserves for fire protection and cemetery grants. Total capital reserves total $2.57 million, with $110,500 transferred from reserves for 2020 road construction and replacement of an emergency service vehicle.

Brodie noted that a portion of hamlet utilities is transferred to reserves each year, as well as a $1 million transfer to the Mill Rate Stabilization reserve.

Kroetch asked, “Have we accessed the mill rate stabilization reserve in the past?

Will we stop contributions once a specific reserve amount is reached?”

Brodie responded that a reserves policy is presently being developed that can address that.

Skoberg asked, “What triggers output of that fund?”

Armstrong responded, “Because we approve the budget in December, we are uncertain of assessments; the mill rate stabilization reserve would be used to offset a drastic [unexpected] change.

“If Council is not prepared to offset with mill rate changes, we can pull from this reserve, so in May or June, Council could either increase taxes or use reserves.”

Brodie said, “Last year the proposed funding to contribute was not put in because the surplus wasn’t there. If our current estimated surplus changes this contribution would also be affected.”

Armstrong noted, “Because the budget was prepared with reductions in mind, but the assessment model did not go through, we will set money aside into reserves rather

than having a surplus.”

Council took a break from discussing the budget to allow for two delegations and a short lunch break before returning to debate the bullet points raised by administration and council later in the afternoon.

Council passed a resolution not to take a cost of living increase to councillor renumeration.

Two motions introduced by Councillor Thompson, regarding further review of a line item in the Corporate Services budget, specifically regarding the use of consultants, and a proposal to reduce the Fire Services budget to 2019 figures less 10 per cent were both defeated.

There followed discussed of a potential reduction of county maintenance areas, from 10 to nine.

Thompson made a motion: “To leave as 10 areas.” He added “Roads are the only services that rural ratepayers get.”

Shield responded, “We know we have to make budget cuts; this is the perfect opportunity, with an employee retiring, to increase the rotation by one day. It’s a perfect opportunity to reduce from 10 areas to nine without reducing a staff member.”

Armstrong responded to Thompson’s earlier statement. “It is misinformation to say this is all the services our ratepayers receive.

There is recreation, recreation services, Peace Officers, RCMP, social agencies with support, economic development services, and other benefits that rural residents received. It’s not ‘all they get for their money;’ they get a lot more.”

Brodie confirmed that a savings in capital spending would also result if the areas were reduced.

The motion was defeated five to one.

Skoberg made a new motion: “To proceed with a reduction of maintenance areas from 10 to nine with a reduced service level of approximately 10 per cent.” He then confirmed that this would mostly apply in summer months, with the ability to augment services in winter, which was confirmed by Brodie.

The motion passed five to one.

A discussion on a bullet point on whether to apply a seal coat to hamlet streets was augmented with input from Public Works Supervisor Darryl Szott, who explained that the county had stockpiled recycled oil in a quantity sufficient to be applied to Strome and Galahad streets.

Councillor Jeff Eckstrand made a motion outside the two recommendations, moving that cold mix would be used on primary roads as dust suppression, until the inventory is depleted. Once the inventory of recycled oil is depleted, all other streets will be reverted to a gravel surface road once the surface has dehydrated.

Eckstrand clarified that his motion was made so as not to give the impression that Council was taking away rural oil roads but giving them to hamlets.

Szott indicated that with the low traffic levels in the hamlets, the cold mix should last for an extended period.

The motion passed with two dissenting votes.

Kroetch said, “What we have decided is an acceptable level for our hamlets.”

Council then discussed options regarding the residential dust program, where options ranged from residents being 100 per cent responsible for organizing, paying for, and overseeing private companies, or continuing the present service level at a cost-share.

As part of a scheduled process, the Battle River School Division (BRSD) board invited presentations from community members and other stakeholders in each of the communities who received notice from the division that the board was considering closure of their school at their Thursday, Feb. 27 board meeting.

Omar Saif, Vice-President, Operations for Gibson Energy, and Kristen Neundorf, Training Specialist started the afternoon off.

“We are severely concerned with the knock off effect of losing the school in a town that we are heavily invested in.

“We want to grow the town, we want to grow the community through jobs through Gibson’s and others.”

Presenting next were Kristie Foster, Hardisty School Council Chair as well as Parent Advisory Chair and Treasurer Karen Abel. Foster said the Parent Advisory’s mandate over the last six years was to try to counter declining school enrollment by funding any program teachers and students asked for, regardless of cost. “Our intention is to raise morale and retains as many stu-

Winter storm warnings and snowfall warnings were out for much of Flagstaff County on the weekend, with forecasts of between 10 and 20 cm of new snow, and wind gusts up to 80 km/hr in some areas. Saturday’s hairy weather delayed and postponed many events, and stranded a few travellers unlucky to be caught in it. Sunday and Monday left roads still covered in snow and ice, including area highways. In Killam, Public Works employees were out Sunday morning with the graders, and hauled truckload after truckload of snow off Main Street alone on Monday. Environment Canada called for above-zero weather for the remainder of the week, dipping down again on the weekend with more snow in the forecast.

Members of the Killam RCMP Detachment had 74 requests for services between Feb. 18 and March 1.

A 911 hangup, from Daysland, required members to attend to clear.

Two abandoned motor vehicle complaints were made, one, abandoned on private property, was determined not to be stolen, and was towed by RCMP. The other unit had broken down on the highway, members attended, and the vehicle was towed.

RCMP received a complaint of a disturbance at a Sedgewick residence, and were initially asked to investigate an assault. Members were able to deescalate the situation, and no charges were laid.

Members assisted the Edmonton City Police in obtaining statements from local individuals regarding an assault and threats-made charge from Edmonton that occurred in the area.

Police acted on a request received from the Misericordia Hospital in Edmonton to notify next-of-kin on their behalf.

Members were asked for assistance from the general public in three instances. An informal welfare check saw members find an individual within a short period, with no concerns. A dispute between neighbours regarding a dog complaint had police acting as mediators to diffuse the situation. A driver called police when the vehicle they were driving hit the ditch.

Police had three breach of the peace complaints, two from the same incident, arising from a disturbance between youth and adults attending the Jr. B hockey game in Killam. Members were able to de-escalate the problem without charges.

The third was a noise complaint from an apartment complex in Killam; a warning was given.

RCMP are investigating six break and enters to Flagstaff businesses. In Forestburg, alcohol was stolen from a local restaurant, valued at around $1,000. Police have video surveillance of the thieves.

At a rural site, precious metals were stolen, in the form of copper wire, etc.

In Sedgewick, a business had a fenced compound breached and items stolen.

In Killam, a call came in to police about two males dressed in black at a business. Police determined that one of the two was an employee, who was just locking up for the night. “That was a good call from the public,” says Cpl. Cleveland.

Killam assisted the Viking Detachment with a break in occurring at a rural property near Holden, and were joined

by Tofield RCMP and the RCMP police dog services.

Two suspicious vehicles were seen

trespassing on the property and the occupants were believed to be committing a break and enter.

Police arrested three occupants of one of the vehicles, while the second truck fled from the scene.

Later that same night, RCMP received another tip from the public regarding the location of the second vehicle, leading police to a rural property near Bruce.

Viking RCMP obtained a warrant to enter and arrest a fourth suspect.

The third presentation from Hardisty came from Amanda Henry, with support from Melissa and Travis Schmidt.

Their proposal was to introduce STEM education to the school, based on educating students in four specific disciplines, being science, technology, engineering, and mathematics, as well as working towards going green by introducing energy efficient and environmentally friendly concepts within the school, and increasing community involvement and the use of community resources in the school.

Hardisty’s final presentation came from the Town of Hardisty with Mayor Doug Irving and CAO Sandy Otto present. Otto gave the presentation on behalf of Council. Otto started her presentation by saying that, “The town

of Hardisty has a lot of heart.” She noted that Allan Johnstone was Hardisty’s first mayor, and said, “When you build a community, the first thing that goes up is a school, then a doctor. We still have a doctor, and a school, and we want to keep it that way.”

Otto suggested that the traditional role and relationship between the school division and the communities, like Hardisty, need to change. “You need to become part of the community, and we need to work together.”

The Curtain Call Community Theatre group in Forestburg has once again scored a home run with their production of Drinking Habits 2Caught in the Act. When the group performed Drinking Habits back in 2018, the play was a smash comedy hit across the boards.

This year’s production brings back your favourite characters, many played by the same actors, to engage in more hilarity as the play follows the Sisters of Perpetual Sewing.

Directors Neil Lunty and Robert Ponto have something up their sleeves this year, and it’s not just producing a terrific sequel, although to tell you would be a spoiler.

One of Flagstaff County’s Peace Officer trucks caught fire this week while he was on a traffic stop. The fire started

in the grill area and caused flame damage to the front end. Both the Peace Officer and the truck driver who had been stopped extinguished most of the flames, with the Alliance Fire Department attending and extinguishing what was still smouldering. No one was hurt in the incident.

It’s the dreaded word floating around on everyone’s lips as the flu-like pandemic sweeps the world.

Alberta is no exception and for the past several days updates from Alberta Health officials have painted a more dire picture with each announcement, as more and more restriction New measures announced by the province on Tuesday after declaring a state of public health emergency announced that mass gatherings are now limited to no more than 50 attendees, and outright prohibited “This is an unprecedented moment in our history and decisive action is needed.

“We recognize that these measures will have a profound impact on the lives of Albertans, but they are necessary in the face of this growing pandemic,” said Premier Jason Kenney.

“These measures are necessary if we are to limit the spread of COVID-19 in our province.

“Our intention is to limit opportunities for disease transmission by limiting the amount of time Albertans are spending in large crowds and crowded spaces.

“All Albertans should take immediate action and follow all recommended public health measures. Protecting the health of Albertans is, and always will be, our top priority,” said Dr. Deena Hinshaw, Chief Medical Officer of Health in Alberta.

Worship gatherings and family events such as weddings are included in the limitation of attendees,

whereas grocery stores, shopping centres, health-care facilities, airports, the legislature, and other essential services are not included.

To limit the amount of time Albertans are spending in large crowds and crowded spaces, all Albertans are prohibited from attending public recreational facilities and private entertainment facilities, including gyms, swimming pools, arenas, science centres, museums, art galleries, community centres, children’s play centres, casinos, racing entertainment centres, and bingo halls.

Sit-down restaurants, cafés, coffee shops, food courts, and other food-serving facilities, including those with a minors-allowed liquor license, are limited to 50 per cent capacity to a maximum of 50 people.

Take-out, delivery, or drive-through service is permitted. Licensed facilities will also be permitted to deliver liquor.

Until further notice, all Albertans are restricted from attending bars and nightclubs, where minors are prohibited by law.

All Flagstaff recreation facilities had already made the decision to close prior to Tuesday’s announcement from the province.

Municipalities, charitable and non-profit organizations providing social services support will immediately see $60 million to support their COVID-19 response.

The funding will be provided to adult homeless shelters, women’s emergency shelters, and the Family and Community Support Services (FCSS) program, which supports municipalities and civil society organizations in providing services to vulnerable Albertans.

Following the guidelines of Alberta’s Chief Medical Officer, Dr. Deena Hinshaw, Alberta schools, including those within the jurisdiction of Battle River School Division (BRSD), have cancelled classes indefinitely.

According to Diane Hutchinson, Communication Director of BRSD, they are hoping to find a “clear direction” at the end of the spring break, which was due to start on Monday, March 23.

“We have been told to expect the cancellation of classes to be longer-term, likely until the end of this school year,” Hutchinson explained.

School Division to live stream closure motion votes Leslie Cholowsky Editor

As the division office is closed to visitors, the BRSD regular board meeting scheduled to be held on Thursday, March 19, will now be live streamed.

Trustees will be voting on the closure motions made this January during a meeting.

The agenda posted on the Division’s website indicates that the first

motion, regarding closure of Round Hill School, will be voted on at 9:05 a.m.

The Motion regarding Holden and Ryley Schools will be voted on at 9:15 a.m., and the Motion to close Allan Johnstone School in Hardisty will be voted on at 9:25 a.m.

Shield said, “I’m one of those on an arterial road, now if I want it, I will have to pay 100 per cent. I agree with that.”

The motion passed unanimously.

Discussion moved to dust suppression provided to towns and villages, with two options: to discontinue the service, or to continue providing one application free of charge each year.

Skoberg made a motion outside the recommendations, “To continue, at full cost recovery, if the towns and villages want dust suppression.” The motion passed unanimously.

Next up for discussion was the option to reduce the Recreation Grant to Ag. societies by 10 per cent as included in the draft budget.

Herle made the motion to reduce the present grant by 10 per cent.

Kroetch said, “I’d like to comment that while this is consistent with our own actions, asking our departments for 10 per cent budget savings, but I have a lot of reservations.

“Our recreation groups are really struggling through COVID. Their ability to raise funds on their own is really non-existent. Perhaps we could stagger any proposed reduction, with five per cent this year and next? I know they are really struggling; the bills are still coming, but revenue sources are practically gone.”

Herle amended her motion, proposing a five per cent cut to the recreation grant. The motion passed unanimously.

Next up was a recommendation included in the 2021 budget, to discontinue funding the Flagstaff Library Board.

Herle said, “As the representative on that board, I’m not happy, but not very angry. Six thousand to nothing with no warning is harsh. On the other side, I don’t believe the board has fulfilled its duties in providing budgets and planning documents.”

After some discussion and clarification of this board being separate from Parkland Library, Eckstrand made a motion: “To discontinue the $6,000 in funding to the Flagstaff Library Board.”

The motion passed four to two.

Discussion moved to eliminating rental subsidies for health care professionals working in the Flagstaff region, as included in the 2021 draft budget.

Skoberg made a motion: “To not discontinue the subsidy for health care professionals;” adding, “Now is not the time.”

Shield asked, “Why? Skoberg said, “It is one way we as a municipality can show gratitude to healthcare professionals in our region.”

Armstrong confirmed that the payments go to local health care centres, and also that the program was oversubscribed in the 2020 year.

Skoberg said, “Given what’s going on, I don’t think the timing is right.”

Shield said, “Are professionals in health care more important than in other fields? They are as well paid as any.

“I know where you’re coming from, I’m just wondering if it sends a message that some professionals are more important than others.”

Armstrong said that with the dissolution of the Physician Attraction committee, she’s not current on whether this is needed to attract healthcare professions to Flagstaff over other areas. She confirmed that Flagstaff is the only municipality that contributes to this program, which is paid directly to Health Care Centres. She said the subsidy is used in Hardisty, Galahad, Killam, and Daysland.

The vote was tied, the motion was defeated. Council then passed a motion to move to full cost recovery on the shelterbelt program.

Another item included in the proposed budget, but not requiring a resolution from Council, was the reduction of full time staff by 2 FTE. Council then discussed a proposal to discontinue a Health and Wellness benefit to staff, as included in the draft budget.

Eckstrand made the motion to discontinue the benefit.

The resolution passed five to one.

Brodie introduced a proposal to undertake a review to ensure programs and services provided by the County are professionally and efficiently delivered. To this end, a proposal to have a consultant assist and review the present Human Resources police HR001 was put forward, to be funded by MSI operating grant money.

Eckstrand made a motion to go with one of the options presented with a change; “To freeze the current grid and cost of living increases, and review current policy HRoo1 with revisions presented to Council for approval in 2021.”

Kroetch said, “Without a cost of living, the buying power of our employees goes down. Putting both in one motion is like taking a salary cut. I have a problem with including cost of living allowances in the grid freeze.”

Thompson said, “It was done to Council, it should be done for all.”

Brodie confirmed that the draft budget included a one percent cost of living increase.

Eckstrand said, “I’ve heard from other industries, this has either been eliminated or lowered.”

Armstrong said, “This is common practice in municipalities, counties, and M.D.s. Maybe not in private industry, I don’t have that information.” She pointed out that unionized municipal employees would get the cost of living increase negotiated by their union.

Kroetch said, “It speaks to the attraction and retention of personnel, we have to compare it to other public service.”

A recorded vote showed four councillors against the motion, and two for; the motion was defeated.

Skoberg introduced a motion: To review current policy HR0001 in 2021 with revisions to be presented in 2021 for Council approval.”

The motion was passed, four votes to two.

Two options were put forward that have not been included in the draft budget. One of these was to reduce roadside mowing to a single cut each season.

Thompson made a motion to: “Continue with current

roadside mowing program twice per year.”

Shield said, “I would recommend we try reducing the frequency for one year. This year the first mow was a waste of time. With the option to bring it back, I’m good for one year.”

Kroetch said, “It would be tough to time it, whether it’s a dry or wet year, and having organic material when shoulder pulling is not ideal.”

Thompson said, “When there are sods on the road you have safety concerns. If you put someone in the ditch or someone dies; the risk is high.”

A vote on the motion was tied, the motion was defeated.

Another option that was not included in the draft budget was changing the County’s weed spraying delivery, with three recommendations.

Howard Shield made a motion: “To change the costing formula to closer reflect actual costs to the county and include all additional time.”

The motion passed unanimously.

Council then discussed two options put forward to amend hamlet utility rates, which administration would use to create the current utility bylaw.

Both options included lowering the fixed maximum cubic metres of water included, with minor increases to fixed rates for water/infrastructure/sewer rates.

Herle moved option two, which proposes decreasing maximum cubic meters from 20 to 15, increasing the fixed rate for water to $69 per month, plus $4 per cubic metre over 15, increasing the water infrastructure fee to $32/month, and increasing the sewer fixed rate to $17.25/month.

The motion was passed unanimously.
