JANUARY Viking Health Centre Auxiliary presented gifts to the 2019 New Year's baby and family on Saturday, Jan. 5. The beautiful baby girl was born on Thursday, Jan. 3 to delighted parents Meagan and Darcy Balaneski of Vermilion.

Herman Dorin hails originally from Bruce where the family name is a time honoured one with brothers Ernie and Slim well known in the rodeo world.

Already in his 90th year, Herman will be inducted into the Alberta Sports Hall of Fame on May 31 with a Pioneer Award as a Wrestling Athlete.

At the Professional Bull Riding (PBR) event on Friday, Jan. 4, at Madison Square Garden in New York, the bucking bull Hanna Motors Two Point Oh was named Bull of the Night. The winning bull was raised by Skori Bucking Bulls, though his owners are from Oklahoma.

The Dee Jay Plumbing Initiation Gas Kings Tournament went off without a hitch last Saturday with nine teams storming the Viking Carena Complex including Viking Gas Kings, Holden Oilers, Battle River Knights 2, Tofield Titans, Camrose Canucks, Kitscoty Oilers, Wetaskiwin Penguins, Camrose Flyers and Strathcona Initiation 2. "There were over 120 registered players and many great match ups," reported Viking Gas Kings coach Jeff Bird.

Burial plots in the Viking Municipal Cemetery have been raised from $25 to $500 per burial plot.

Town CAO Don McLeod said this brings Viking in line with prices in neighbouring towns.

Viking Council decided that water and sewer delivery must start to 'pay for itself.' Property taxes will no longer subsidize the service to the tune of almost $300,000 as it has done every year previously.

Local gymnast Jorja Andreson along with her two coaches, her mom, Dana, and sister, Julianna, travelled with a team of 10 kids to Anaheim, California, for this years travel meet. They attended the California Grand Invitational hosted by the Gold Medal Gymnastics Club. Jorja attended many more events and did well.

Anyone outside during the evening of Sunday, Jan. 20, who happened to be looking up would have caught the Super Blood Wolf Moon. The event was a total lunar eclipse, meaning that the earth came fully between the sun and the moon.

Viking RCMP and the Eastern Alberta District Rural Crime Reduction Unit (EADCRU) conducted a joint operation to arrest a wanted subject at a residence in Viking. Police seized several items inside the residence including a loaded firearm, methamphetamine, stolen property from a related investigation, and additional drug trafficking related paraphernalia.

Viking School was closed four days out of five due to severely cold weather which kept buses from running throughout Battle River School Division. "In usual circumstances, the bus drivers and school principal make a collective decision each morning just prior to bus routes starting," said Viking School Principal Adam Madsen.

"All things hockey" were celebrated at the Viking Carena Complex Saturday with fans and players on hand to enjoy a full day of action on the ice. The highly successful event put on by the Viking Minor Hockey Association.

The weather was still cold on Monday, Feb. 18, but the Family Day fun at the Viking Carena Complex warmed hearts as everyone enjoyed the activities in toasty warm conditions.

This time it was Viking's turn to beat Delburne to take the Atom 'D' playoff finals and head to Elk Point next month for the Provincial Championship. Last year, it was Delburne who won the zone play-offs for Zone 7. But this year, the Skully's Oilfield Gas Kings soundly defeated Delburne in both deciding games.

The Atom Skully's Oilfield Gas Kings will be at Provincials in Elk Point March 14-17.

Viking Council struck a committee to investigate the idea of implementing a daycare to accommodate needs of families for such a service. "Daycare was one of the main areas identified in the Strategic Plan discussion," stated town CAO Don McLeod in his report. "There is a strong feeling that the town should have a vested interest in this project as one more way to attract and retain young families in Viking."

The Watoto Children's Choir performed at the Viking Alliance Church the evening of Thursday, Feb. 21, to a crowd of people who gave them a warm reception.

The Irma Arena rocked one Sunday afternoon as the Irma Skating Club presented its annual ice carnival with the theme "Rock'n Roll." The figure skaters took to the ice for 19 performances that were set to good old fashioned rock and roll themes.

Dawn Chrystian has taken over as the new Viking/Beaver Family and Community Support Services (FCSS) Director. She is replacing the outgoing Tracey Boast-Radley who served in that position since 2012.

Tim Goodison of Viking won the 2019 Viking AG Foods Great Grocery Give-a-way for 2019 and spent 60 seconds grabbing as many food items as he could while getting a cart full with $497.38 worth of food.

The 2019 Canada Winter Games culminated in a great way for goaltender Bella McKee of Irma as

Team Alberta's U18 Female Hockey team won a 2-1 gold victory over Quebec. McKee only let one goal past and shut out 31 other shots on goal.

The Irma Aces, Zone 7 champions and host of the Midget Female A Provincial Championships, welcomed four other teams to participate in an exciting weekend of hockey at rinks in Irma and Viking. The Aces took the Silver in the finals, losing by just an overtime point - and with one second left on the overtime clock - to Strathmore.

The Viking Skating Club presented its annual ice carnival, this year entitled "Rodeo in the Carena," on Saturday, March 16, at the Viking Carena Complex.

The club put on a big western style extravaganza with 21 separate performances.

The Irma Aces Senior Men's team won the ECSHL League Championship last Wednesday in Irma after defeating Hughenden in three straight games out of a series of five.

Cst. Kathy Hansen will soon be leaving Viking RCMP to join the RCMP Musical Ride. An avid horsewoman, she has been on training over the winter months and returned to Viking prior to her assignment taking force.

With the provincial election set for April 16, the new electoral boundaries are now at play, Beaver and Flagstaff counties within a newer and larger riding called Camrose. The Village of Irma and surrounding areas will vote in the newly configured riding of Vermilion-Lloydminster-Wainwright.

Reagan Josephison, formerly of Viking and a firstyear teacher at Central High Sedgewick Public School (CHSPS), has won the division’s nomination for the Edwin Parr Award, given by the Alberta School Boards Association (ASBA) "to honour outstanding contributions and excellence in teaching for first-year teachers in Alberta."

The Holden Slough Sharks took on the CFCW Critters last Thursday night in the Holden Complex arena and raised about $9,000 for the facility. The event was hosted by the Holden Agricultural Society.

APRIL The Gallery in Holden featured a beautiful spring gala as a fundraiser for stained glass window repairs and utilities on the century old church they use for arts, crafts, and events.

Battle River-Crowfoot MP Kevin Sorenson announced he would not run in the 2019 federal election after having run in six elections, and serving 19 years in various positions with the official opposition and government.

Viking RCMP asked for the public’s help in identifying a suspect in a break and enter after a lone suspect smashed a window at the Petro Canada in Viking, entered the business, and stole an undisclosed amount of cigarettes.

The Flagstaff Rural Crime Watch hosted a candidate forum in Killam on at the Community Hall with all six of the (then) six candidates in the new Camrose constituency attending: Morgan Bamford (Alberta NDP), Wes Caldwell (Freedom Conservative Party), Don Dubitz (Alberta Independence Party), Sandra Kim (Alberta Advantage Party), Jackie Lovely (United Conservative Party), and Kevin Smook (Alberta Party).

The Irma School Enhancement project needed $180,000 to meet its goal but their fundraiser, "The Home Stretch," at the Irma Curling Rink surpassed that goal with preliminary figures of $225,000.

Provincial election candidates for VermilionLloydminster-Wainwright included UCP Garth Rowswell, NDP Ryan Clarke, Freedom Conservative Jim McKinnon, Alberta Advantage Kelly Zeleny, and Independent Robert McFadzean.

The United Conservative Party wins a majority government under Premier Jason Kenney in the April 16 provincial election. Local UCP candidates Jackie Lovely also won in the Camrose riding with 66 per cent of the votes and Garth Rowswell won in Vermilion-Lloydminster-Wainwright wit 78 per cent.

Parrish & Heimbecker's first grain delivery at the company's new terminal grain elevator northwest of Viking took place April 11, and was made by Devon and Doyle Winczura.

Viking School graduate and Grade 3 teacher Michelle Suddaby is the Elk Island Catholic School Division's nominee within Zone 2/3 for the Alberta School Board Association Edwin Parr Award.

After graduating from New York University's Dentistry Program, student Alisha Andrashewski, daughter of Jeanette and Dwayne Andrashewski, started her two year residency specializing in pediatric dentistry at Buffalo University. Her inspiration for her career move was participation in a global outreach program.

MAY The Viking 4-H Beef Club's 75th Annual Achievement Day took place on Sunday, April 28 at the Holden Arena. This follows closely on the heels of the national 4-H celebrating 102 years as an organization. Viking Dance Inspirations held its annual recital at the Kinsella Hall with many beautiful performances to top off another successful year.

Georgina's Academy of Dance also held its 2019 Recital at the Kinsella Hall. The evening featured dancers from the Irma and Vegreville areas with 34

performances for the enjoyment of family and friends.

Exotic and wonderful creatures fascinated young eyes at the Viking Municipal Library during the "Zoo 2 U!" presentation. A trained animal handler displayed the dozen fuzzy, cute, and sometimes funny looking animals. The committee struck by Viking Council to start a Viking Community Daycare project held a fundraiser Sunday at the Viking Community Hall. And it was a very successful Mothers' Day Brunch with about 250 turning out.

The Viking RCMP have a new officer. Cst. Chris Purvis has finally realized a long held dream to join the force and, at 37, is now making it a reality. "I'm excited to be here," he said. "I'm excited to be on the job. It's a dream that's been a long time in the works."

Workers from Pavement Protectors of Alberta were busy working on Viking's main street from S.H. 619 north to the Viking Legion intersection. The work involves asphalt maintenance and repair, crack sealing and seal coating.

After 11 years of writing for The Weekly Review, columnist and former reporter Jaimee Russnak ended her sojourn with the newspaper. Jaimee continued her column "Writing Home" while a university student and then teacher but decided to call it quits at the end of June 2019 just prior to her wedding. JUNE 2019 Viking grads celebrated a cherished evening with family and friends at the Viking Carena Complex. The grads marked this milestone in their lives with the theme, "On to The Next Chapter," for their graduation exercises.

For the first time, two of Viking's largest community events are being held in one action packed weekend. The 40th Annual Cloverlodge Stampede is joining forces with the 2019 Vikings in the Streets Festival, which promises to make the June 14-16 weekend full of fun for everyone.

The sound of motorcycles rang out as the Second Annual Elks Bike Rally and Classic Car fundraiser came through Viking Saturday on their 2019 "Boot Run." Despite the rain in Holden, the spirit was one of joy as 13 graduands walked across the stage of the Paragon Theatre celebrating the Ryley School graduation which includes high school students from both communities.

Holden's Farmers’ Day was a day to celebrate with loads of fun for all ages, starting with a pancake breakfast earlier in the morning and followed by a giant parade at 11 a.m.

A developer has received permission from the Town of Viking to purchase land in the industrial park east of town. Rajan Ahluwalia, CEO of Ultimate Hemp World Inc., plans to start a manufacturing business centred on making products derived from the hemp plant.

The 40th Annual Cloverlodge Stampede was filled with exciting events as riders matched wits with angry bulls and horses, while other competitors wrestled steers or roped calves. The stands were full of rodeo lovers out to enjoy their day. Saturday night there were fireworks to celebrate the rodeo's four decades old anniversary.

A traffic stop near Kinsella saw Viking RCMP discover the driver had a stolen truck containing 175 grams of cocaine and an improperly stored rifle.

Multiple charges were laid on the Wainwright resident driving the vehicle.

People were lined out the door of the Viking Fire Hall where about 400 enjoyed a pancake breakfast prior to the Viking in the Streets parade and other

missed by the paper and its readers.

A project to install solar panels for self generating power for the Town of Viking will have to find somewhere else to put the panels after an engineer determined the Viking Carena roof could not support them. The roof is designed to withstand a maximum snow load and nothing additional to that.

On June 22, family, relatives, friends, and neighbours gathered at Harold and Gwyneth Gulbraa’s south of Irma to celebrate their 110th farm anniversary.

JULY The Slo-Pitch Tournament held in Viking on the Canada Day weekend was a great success for participants and spectators alike, who also helped to celebrate Canada's 152nd birthday with fireworks.

The Town of Viking is getting a boost in several directions as town council and others work to generate excitement around various initiatives and economic developments. Mayor Ritchie and Town CAO Don McLeod took to the airwaves to promote the town on one of CBC Radio's RadioActive afternoon programs.

The hemp plant developer who wants to build a 10,000 sq. ft. facility to produce hemp products says hemp is a plant that can provide food, shelter and clothing for the world without polluting it. He plans to build a greenhouse and paper mill under the business name of Ultimate Hemp World Inc. The 21st annual Kinsella Graveldome Bullarama saw stands totally packed for the action. Thirty bullriders competed in the summertime classic, which was sanctioned by Professional Bull Riders (PBR) Canada.

Viking Carena was host to the much-anticipated Indoor Car Show on Sunday, July 14. Fifty-four vehicles were on display in the hockey arena portion of the facility, mostly classic restored and originals cars and trucks.

The Bruce Stampede, known as "one of Canada's oldest stampedes," rocked all weekend with events over a three day period in its 106th year. The Stampede has run since 1914 giving this little hamlet in Beaver County a storied history in rodeo.

Opinion What is important Our family spent a lot of time this Christmas thinking about my Dad and attending to his needs. Nothing unites a family like a sick family member, and despite how terrible his situation was, it brought together the people who love him at the exact time of year where that seems just a little bit more important than usual.

For us this Christmas season, the illness of my father and the absence of my mother both united our family and also reminded us of how the death of a single family member changes things forever.

You see, my Dad would never have gotten this sick if my Mom was still alive.

Moms are like that. I am sure most of us have, or have had, a Mom like mine. She organized everything. She attended to everyone’s needs. She did all the little things that nobody even realized fully until she was no longer there to do them, and the whole time in complete anonymity.

Mom would have sent Dad to the doctor’s office months ago. But Mom has been gone 10 years now.

So, a typical man’s man from his era, Dad was just about on his death-bed before calling an ambulance and seeing his doctor. The whole thing was a complete surprise to my sister and I, though we speak to him at least weekly. He never once complained.

Because Mom was no longer there, the old “cowboy” (at heart) knew there were things going wrong with his old tired body but figured he’d just tough it out. I know that seems crazy to younger people these days, but this old crew had some tough hombres and going to a doc without losing a limb seemed fatuous.

So there we all were, at one time or another, at the hospital or having meals together. Reminiscing.

My sister lives in Northern Ireland and we hadn’t seen her in three years. My nephews, her sons, nobody had seen in months or even years. My young boys are a foot taller than the last time some of the relatives had seen them. My oldest son and wife, people hadn’t seen in ages. Those were happy moments at a scary time.

One of the saddest things I can ever remember was 10 years ago, standing next to Mom’s palliative care bed. In a wispy voice, she said: “Oh, darn! I wanted to see the boys grow up,” meaning her seven grandsons.

Every reader who has lost their mom knows the feeling of wanting to reach for a phone to tell Mom when a family member has had an accomplishment - no matter how small - until the sudden hesitation of realizing she is no longer here.

Dad’s getting better now, just growing old, as we all are. In 2020, I hope to cherish family memories a little more often as I too grow older. This Christmas was a good reminder of that.

LETTER Dear Editor: We are now in the final month of 2019 - a year of world wide extremes - both political and environmental.

Earthquakes and volcanic eruptions were more extreme than usual, which tells us the earth's molten and gaseous interior is under extreme pressure.

However, I haven't heard scientific concern that these may be one cause for ocean warming, especially the Hawaii one that spewed lava for weeks. I don't feel a need to delve in other concerns I have about climate change rhetoric. Ian Erickson does a great job of painting the other side of the climate change story.

The recent federal election revealed extreme differences of opinion of how well the Liberals governed over the past four years. It also invalidated PM Trudeau's frequent assertions that "we must uphold these values that all Canadians share," and "diversity makes us stronger." It was his style of "managing our diversity" which severed the ties that held our nation together. It was very encouraging to see the premiers come together to seek ways to undo the damage and find a better path forward.

"Predictions:" It seems that the year 20150 will be significant; too bad many of us won't be here to celebrate it. That is when we must eliminate all carbon emissions - when the Liberals will cease adding to the deficit and balance the budget - the year when all Arctic ice will be melted. (No mention of the Antarctic

ice which is currently expanding so quickly it endangers penguins' ability to fish). The prediction for this winter milder than normal! (Skiers won't like it!)

But wait! Last April Environment Canada predicted above average temps and below normal precipitation - just the opposite occurred! Brings to mind the old adage, "The only ones who try to predict the weather are newcomers or fools!"

Which has now been expanded to include "those with a special agenda."

In our diverse culture, there are different views about the creation of this vast universe that includes Planet Earth. I believe in God as the creator, and that he is better equipped to manage our climate than scientists who are still striving to understand the complexity he created. I also believe the severity of our climate by be God's way of trying to get our attention and to encourage us to adopt his guidelines for good living, with love of ourselves, our families and our neighbours. (I can freely express my faith because I'm not seeking to be prime minister). As for teenage activists demanding that we "save the planet for their future," I say teenagers should try harder to save themselves for their future by avoiding the addictive lifestyles that are promoted under the "Trudeau version" of the Charter of Rights and Freedoms, to indulge with little responsibility for dire consequences.

Common Sense Column Articles written by Peter McArthur based on historical knowledge gleaned over many years.

There is an interesting coincidence for the Town of Viking; having in our history many FIRSTS that are not well known until you scour our history to discover how Viking has evolved. The fact that Viking got set down where there had previously been a lake is perhaps the first fact to be realized and may surprise many. Although most people think Viking is located in a slough, which satisfies the minds of many people.

With a little common sense, it takes only a viewing of Joseph Burr Tyrrell’s map drawn in 1887, based on the survey by Tyrrell and Dowling of the North Saskatchewan River Drainage System which they carried out in 1886, to realize that, indeed, Viking was built in a lake.

The Viking Lake got drained to Lake

Thomas under the Viking Drainage Scheme that was to drain the many quarter sections of land signed up for drainage and assessment to cover the cost. Setting the Townsite Development Plan in the lake as was determined by the surveyors of the Grand Trunk Pacific Townsite Development Company was a first for that decision. Later, possibly because they felt they owed the community something but we can’t be sure why, the Grand Trunk Pacific made Viking the first ever non-divisional point on the Grand Trunk Pacific System to receive a park by the railway company.

Viking was also the chosen location for the first ever Sons of Norway meeting in Canada (1927). It was a much-heralded event that saw people arrive from as far away as Winnipeg, Manitoba for the meeting. Although the first natural gas well started a frenzy of activity some 13 years

earlier, the press coverage was nearly equal when the Sons of Norway held their meeting in Viking in 1927.

These events were long after Anthony Henday had slept here on September 24, 1754, the first non-native to arrive here without fanfare; the only signs of his being here being the tipi rings they had used on the peninsula of land into the lake from the south. Those tipi rings would become easy picking for crews of the Johnson Bros. when building the Viking Hospital, which is now our Museum; and common sense would confirm that was the first such use of tipi rings for miles around. Johnson Bros. had earlier built the Tegler Building in Edmonton, which still stands on 110 Street, north of the Legislative Building.

Viking is also the first community from which water was drained sufficiently to raise the level of a lake (Lake Thomas) by

nine inches in just 18 days of drainage while flooding a farm in the process (Alberta Archives). Quite at the same time the dry lake bed, being the west arm of Lake Thomas where the natives had raced their horses, was flooded forever; another first to be claimed by Viking. How many communities can claim to have flooded a racetrack from their community.

The islands upon which early residents chose to build, being on high ground, has now been serviced with sewer and water services where it would have appeared to be nothing more than a pipe dream in early days; yet, Viking Councils have slowly solved many of the problems even though the task has been very difficult throughout the process. Yes, we have essentially reclaimed a lake bed that was stubbornly making development tough for the community, thanks to that survey crew.

Word on the Street: 26-year-old female charged with mischief and assault On December 16, police responded to a break and enter in Bruce, Alberta. To date, no suspects have been identified and this matter remains under investigation.

That same morning a report of a theft of motor vehicle was received.

Investigation revealed the vehicle was reported in a motor vehicle collision.

The driver of the vehicle advised he swerved to miss a deer but felt that the location of the vehicle was not where he left it the previous night. A motor vehicle collision report was completed, there are no witnesses or suspects in this theft.

That afternoon, police received a complaint of mischief to a financial institute in Viking. This matter is still under investigation.

That same afternoon members assisted the Vegreville RCMP with a complaint of a suspended driver. Members located the vehicle however the vehicle fled from police.

This matter is still under investigation.

That evening, members conducted a regular traffic stop, the driver of vehicle was unable to produce valid insurance for the vehicle and was charged under the Traffic Safety Act, drive uninsured motor vehicle on a highway. The 65-year-old male driver will be appearing

in Vegreville Provincial Court later in January.

In the early morning hours of December 17, police received a complaint of a suspicious vehicle driving slowly by the Viking Post office.

Members located the vehicle and spoke to the driver who was a local citizen proactively making patrols due to recent ATM thefts and mail thefts.

That afternoon, police received a complaint of

fraud. The complainant stated he recently bought some vehicle parts over the internet. The complainant had sent the money but did not receive his product. The complainant contacted the police again and stated he had spoken to the seller and has since received his product.

On December 21, members assisted Killam RCMP with a break and enter at the hardware

store in Forestburg. Two male suspects were seen leaving the hardware store and travelling in a green truck. Extensive patrols were made however the vehicle was not located. Killam RCMP are still investigating this break and enter.

That afternoon, police responded to an animal complaint. The complainant stated he had a dog on his property chasing his livestock and wife.

The complainant stated he shot the dog.

The dog was determined to be an American Bulldog and belongs to a neighbour who recently moved in. The dog was located at the Vet Clinic and his wound was being treated and will be fine.

The owner of the dog was issued a warning about his animal entering other people’s property and he could be charged under the County Bylaws.

On December 22, police responded to a complaint of mischief to a motor vehicle. Police spoke to the registered owner of the vehicle who stated her daughter was intoxicated and damaged the inside of her vehicle and assaulted her.

The 26-year-old female was located and has been charged with mischief and assault, she will be appearing in court in Vegreville at a later date.

Irma Female Midget Aces (7-0-2) went to St. Paul on Dec. 21 and skated away with a 4-1 victory. Irma took control early in the contest and never looked back.

Shelby Tanton scored two for Irma, while Jessica Hay (1g 1a) and Emily Tanton also scored. Mariyah Albers saved 31 of 32 in goal for Irma. It was only the

third game this year that Mariyah had even allowed a goal.

The members of Viking RP and their families and friends met on December 10 for the final meeting of 2019. The evening started with all enjoying a delicious Chinese food supper. A short meeting was called to order to discuss the next few months' events, as we will not hold meetings in January or February.

This will bring more funds back into this community, going to many local kids' projects and events. We were told that Vialta will be fundraising for the repair to their gazebo.

Our group has committed $1,000 to the project.

We presented Katie Hrabec (Katie is the grand-daughter of our member Emily) with a check to help her cover expenses as she attends the “Encounters With Canada” in Ottawa. We have also committed CAKE to the spring town cleanup project.

It is with great pleasure that we present, along with the CRPS, honourary memberships to four of our long-time members. The criteria for this honour is 50 years in RP and an age restriction.

Lady Joyce Naslund joined Viking RP in 1953 - soon to be 67 years of active service.

Lady Joan Fountain joined Wainwright RP in 1958 and transferred to Viking - soon to be 62 years of active service.

Lady Doris Arnett joined Viking RP in 1961 - soon to be 59 years of active service. Lady Gurene Hammer joined Viking RP in 1965 - soon to be 55 years of active service.

Between these ladies that is 243 years of volunteering to make things better for all the kids in Viking.

All four of these members have been super volunteers, holding many offices in RP and taking an active part in all of the meetings. They hardly ever miss a meeting and assist with any fundraisers that our group does. Thank you ladies for your years of service. It has been a pleasure working with all of you!

We are blessed to have several ladies who have attained life status in our lodge - but they are no longer recognized by the CRPS, I guess that is being replaced by the honourary membership status. We still honour National Life Members, given before 1992, and we are thrilled to have one of these ladies. Marj Hanson is a charter life member of Viking RP and will celebrate 70 years as a Royal Purple volunteer in 2020. What a wonderful achievement to reach.

JANUARY The county has suspended its beaver tail bounty program in favour of hiring a contractor and revising existing policy on the subject. The bounty policy had the county paying $25 for each beaver tail brought into the service centre, to a maximum of 400 tails, for a total of $10,000.

Council directed administration to bring back to council the second of two options for a Beaver Management Policy along with the procedures related to that option. The county is in the process of formulating a new stand alone policy on the control of beaver that cause problems for county infrastructure, along with other considerations.

Beaver County has written off tax arrears owed by Sequoia Resources Corp. for the past three years in order to qualify for a refund credit.

Three officials from Clean Harbors met with Beaver County Council on Jan. 16 to discuss the county's concerns with the landfill's expansion plans. Clean Harbors had earlier met with members of the Ryley Public Advisory Committee, or RPAC, to hear their concerns, which are similar to the ones expressed by county councillors.

FEBRUARY A report to council for an almost finalized assessment base in Beaver County for the 2019 tax year reveals, “the county’s assessment base has significantly decreased again.” The blame is being placed firmly on provincial assessment policy changes and continued downward economic pressure on the energy sector.

The assessment base decrease is estimated at $12,549,720.

Last year’s assessment base was $1,232,818,740 compared to this year’s $1,220,29,020.

There is loss in assessment based on the fact shut-in gas wells have decreased by $9 million. Pipeline assessment is down by $11.6 million related to the shut-in gas wells.

“Fortunately, the AYM for pipelines increased to $8.9 million, resulting in a net loss of $2.7 million," said the report.

The new inland grain terminal under construction by Parrish and Heimbecker Limited northeast of Viking is expected to start operations this year. P&H is a family owned business that started in 1909.

Residents living near three crossings in the county came to council's regular meeting to complain about the unbearable noise the train horns make as they pass. As a result, council agreed to go through the process of trying to stop trains from blowing their whistles at two of the contentious crossings: Twp. Rd. 492 crossing and R.R. 161 crossing. At the Feb. 20 meetings, resident Garth Christofferson discussed closing the crossing at Twp. Rd. 492, stating he doesn't know "how people put up with the noise."

MARCH Beaver County's Department of Finance told the county's committee of the whole March 6 that assessment has once more dropped significantly, thereby affecting the 2019 budget this spring. The evidence came out with the finalizing of the county's 2019 assessment roll. It means reassessing the 2019 draft budget once again in light of a drop in revenue resulting from this drop.

"Unfortunately, due to provincial government assessment policy changes and continued downward economic pressure on the energy sector, the county's assessment base has significantly decreased again, and decreased more than had been anticipated at the interim budget," stated Assistant CAO Margaret Jones in her report.

Division 5 Councillor Dale Pederson wants the county to try and prevent landowners from illegally draining water off agricultural land. And he wanted the problem brought to light before the winter snow pack began to melt and landowners start draining without approvals in place.

knows about that may affect county roadways or other property owners.

“Councillor Pederson has asked what position the county can take regarding enforcement of this topic, as it is having a significant impact on county roadways,” stated County CAO Bob Beck.

Another drop of $307,000 in the assessment base due to a further drop in linear assessment means the county will have to make up the revenue in time to finalize the upcoming 2019 budget in April. Administration was to make up the shortfall somewhere from within the budget while sticking with a 1.6 per cent mill rate increase brought in after a previous assessment loss.

The Rural Municipalities of Alberta (RMA) conducted a survey that identifies an unprecedented $81 million in property taxes from oil and gas companies have gone unpaid. This is a unique challenge that has not been experienced by municipalities in Alberta before.

The 2017 financial indicators for Beaver County were reviewed and council found them so favourable that some wanted to report them to the public. One indicator revealed that the county's per capita property taxes at $2,234 were much lower than the other combined jurisdictions' median of $3,679.

County Councillor Kevin Smook (Division 1) was granted a leave of absence for the duration of the provincial election in order to campaign as the Alberta Party’s candidate in the Camrose riding.

APRIL After receiving a petition submitted by residents of Birch Grove opposed to a local improvement tax to build a road surfacing project in that subdivision, council agreed to discontinue the project. Council heard from residents Lana Cooper and Todd Webb before dealing with the matter.

Alberta Party candidate for Camrose Kevin Smook made a campaign stop at Beaver County to speak to county councillors after taking a leave of absence as Division 1 Councillor.

County assessor Orest Golinowski predicted that "assessment will fall in the next five years," noting there was a decrease in assessment in 2019. "I think there will be more shut-in wells resulting in machinery and equipment going down." That includes 2,600 wells with 50 per cent of them abandoned and another 10-15 per cent suspended.

With linear assessment is going down, the county is having difficulty recovering tax levies. Golinowski said that, since linear accounts for 42 per cent of the taxes, the county "will take a hit financially…This paints a bad picture for the next three years."

Doyle Booth, who lives near to the two landfills at Ryley, discussed with council setbacks to separate him from growing Beaver Municipal Solutions and Clean Harbors facilities. The landfills are so close that Booth has complained over the years of noise, smells, water, and other contaminants that have affected him and his livestock.

Kent and Stacey Rude and family were appointed the county’s 2019 Farm Family Award recipients at Beaver County Council’s April 17 regular meeting. The Rude family owns and operates Maple Park Farm Greenhouses and Garden Centre, located southeast of Tofield.

MAY Legion Branches of District 3, Alberta-NWT Command, met at the Holden Branch for their semi-annual District Rally to conduct Legion business, plan sports events, and get updates on the popular Remembrance themed Poster, Poem, and Essay contest for students.

On Saturday, May 5, the members and parents of the Holden 4-H Beef Club braved the elements with toques and long johns to go and pick garbage as part of Alberta's Highway Cleanup campaign.

Division 4 Councillor Barry Bruce asked if Beaver County could help out the residents of Bruce with more security in light of the recent break-ins at the Bruce Community Centre.

While the current county policy won't allow Beaver Municipal Solution (BMS) surplus funds to be used for "general operations or recurring expenses," that idea has been challenged by Reeve Jim Kallal.

Beaver County Council decided to provide dust control on the section of service road for the Tofield Golf Course from the approach off Highway 14 to the quarter section line. The decision was made after council received a letter from owner Vern Kallal asking "for a little extra help in my costs to help enhance the service road."

An idea to elect a reeve at large instead of appointing from within council was officially rejected by Beaver County council. Reeve Jim Kallal, who represents Division 2 in the west end of the county, brought forward the idea for council to consider.

Beaver County councillors sympathized with Hamlet of Bruce residents and agreed to look into the cost of getting four security cameras for their protection after recent break-ins at the Bruce Community Centre.

A ratepayer's request to have the county investigate the possibility of expanding the setback distance between his property and two landfills resulted in a report stating it was essentially too late for this to be done.

JUNE Viking and Beaver County jointly own the business park located on the west side of Highway 36 at Viking. The county agreed in 2018 to cost share the construction of a road through the park with the town, at the request of the Town of Viking with the idea that further servicing in the could increase development chances.

The Annual Ceremonial Review of 56 NOOTKA Royal Canadian Sea Cadet Corps (RCSCC) and open house took place at the Holden Community Hall on June 6. Master of Ceremonies A/SLT Braim and Commanding Officer Lt. (N) Alex Boos and other officials attended along with family and friends.

A motion by Deputy Reeve Gene Hrabec (Division 3) that 25 per cent of all camp sites be made available for seasonal camping was passed 3-2. Beaver County Council passed first reading on a proposed change to the Municipal Parks Bylaw that would give 25 per cent of each camp site category to long term users in both Black Nugget Lake and Camp Lake.

In this proposed bylaw change, there would be no limit set on how long the camper could stay during the season. A public hearing was set to allow members of the public to convey their opinions on the issue.

After hearing at length from Bruce resident Al Reynolds concerning security issues in the hamlet, Beaver County Council went into closed session to discuss what to do about the situation. In Bruce, residents have said the problems of break-ins and criminals coming into their community has them frightened and they want answers.

Although inconsistent throughout the area, June rains have lifted the spirits of Beaver County farmers immensely. “Some areas have had limited amounts and only recently received more rain over the past weekend especially west and around Tofield,� said Deputy Reeve Gene Hrabec.

JULY Beaver Municipal Solutions moved closer to changing from a long-time regional waste commission to a new corporate business entity. The commission is composed of member municipalities in Beaver County including the county itself, the Villages of Ryley and Holden, and the Towns of Tofield and Viking. All the municipalities have been asked to agree to the proposal of BMS becoming a corporate entity.

Community Peace Officers in Beaver County issued 138 tickets in the first six months of 2019, totalling $31,610 of revenue, "if all tickets were paid," stated senior officer Rick Ells.

An environmental group and all seven landowners in a west end subdivision are opposing a proposal to remove the "reserve land" designation for a piece of property in that subdivision. Members of the Global Foundation for Social Harmony and Sustainable Development (GFoundation) attended Beaver County's meeting to speak against the proposal at a public hearing.

Manpower shortages for Viking RCMP eased somewhat by teaming up of staff from Tofield detachment. But not before Viking recently scored the highest on-call numbers of any detachment in East Central Alberta District. Sgt. John Powell, Tofield RCMP commander, told county councillors that when Viking was down to only two officers for a time, these members found themselves on call 24 hours a day, seven days a week.

A proposal to treat the county parks more like a business was challenged by a Viking resident during a public hearing held at the July 17 of Beaver County Council. Maynard and Hanna Huibers attended the meeting to state their objections to treating the park as a money maker rather than a recreational service offered to the public.

Huntington Estates residents came back for the second part of a public hearing July 17 and convinced council not to allow a municipal reserve in the estates to be dissolved and sold.

The 106th Bruce Stampede included a parade Sunday morning with participants getting soaked in the rain but keeping up their game spirits. The weekend of activities was topped off by the professional rodeo.

AUGUST After hearing the parameters for a large water management strategy proposal, Beaver County's committee of the whole nixed spending funds to implement the project. "Consultants can prove anything they want to," said Barry Bruce, councillor for Division 4.

Councillors now favour a new priority based way of budgeting. "The decline in (the county's) assessment base is creating huge challenges and staff is working to maximum capacity," said Assistant CAO Margaret Jones, calling this "a good time to do it," referencing a change to priority based budgeting.

SEPTEMBER County councillor Barry Bruce expressed concerns about farmers in his division being able to access their land because the road allowances are so bad.

"We have residents in Division 4‌that do not have access to the land that they farm," he said, adding that these residents "pay taxes but have to go about their farming with great difficulty."

Poor weather conditions over the prior week have allowed for only two per cent of major crops to be harvest in the province's Region Three. As well, slow maturation has put crops behind their normal stage of development.

Beaver County councillors met with local Camrose MLA Jackie Lovely and discussed potential cuts in policing and municipal funding. Rural municipalities may be expected to pay between 15 to 70 per cent of their own policing costs to help balance the provincial budget.

Historically jurisdictions under 5,000 population did not pay for these costs.

The county pays for its own two community peace officers, but does not contribute to policing by RCMP in rural areas of the county.

OCTOBER Beaver County Council agreed to waive the tax penalties for late tax payments for Pine Cliff Energy, a natural gas producer and the county's largest taxpayer. The company is paying the 2019 taxes later than meets the deadline, but plans to pay the 2020 taxes on time.

Farmers in Beaver County are going all out to harvest as much crop off as possible prior to more winter-like conditions expected this week. Farmers battle conditions that are less than ideal. Alberta Crop Report puts major crops 20 points behind the provincial five-year average as of October 1. Many local producers still have a long way to go to finish, having endured precipitation, frost, and cold weather in September and now into October as well.

Beaver County Councillors held a closed session with their legal analysts Oct. 10 to hear a due diligence review concerning Beaver Municipal Solutions' move to incorporate. The session gave council a chance to ask questions and get responses to their inquiries prior to the open session which followed.

The open session was attended by a large group of interested persons, as well as elected and other officials from Tofield, Ryley, Holden, and Viking, jurisdictions that are all member municipalities of BMS. Both Reeve Jim Kallal and Deputy Reeve Gene Hrabec were returned to their positions at the organizational meeting of county council. Dale Pederson was returned by acclamation for the acting reeve position.

Beaver County will receive 35 per cent less in tax revenue from shallow gas wells and pipelines in 2019, thanks to a provincial decision to offer relief to the sector.

But not all of the councillors were on board with passing a resolution to that effect as requested by the province. It was passed in a split vote.

NOVEMBER Beaver County held a public information session regarding the proposed incorporation of Beaver Municipal Solutions landfill and got an earful from adjacent landowners about their concerns. Keith McLaughlin, a public affairs consultant, gave an overview of the plan to turn BMS into Claystone Waste Ltd., a corporate entity.

At a special meeting, Beaver Municipal Solutions staff, including General Manager Pierre Breau, attended Beaver Council Chambers Oct. 6 to answer questions on BMS incorporation. The questions from council arose out of a Due Diligence Review done by the county.

Deputy Reeve Gene Hrabec also had questions of his own, and some questions from the public at an information night on incorporation were forwarded to the BMS MCC Steering Committee. Breau went through a long list of three sets of questions regarding the proposed incorporation of what would be called Claystone Waste should it proceed.

Beaver County Council approved an amendment to the Beaver Municipal Solutions' waste bin benefit area in the county's BMS Surplus Revenue Policy. This means that there will be a change in some of the residents receiving a waste bin courtesy of Beaver County to compensate for living near the landfill. Many neighbouring property owners to Beaver Municipal Solutions have complained of odours, excessive bird populations, and many environmental issues affecting their living near the landfill.

DECEMBER Steak Night at the Holden Complex Saturday night was a chance to celebrate the installation of a new chiller that will allow for many more hockey games and other winter activities in the years to come. "Tonight we are celebrating the completion of our new chiller!" said Carrie Hrabec, secretary of the Holden Agricultural Society.

"This project has been at least three years in the making."

Beaver County plans to make cuts instead of raising its mill rates to make up for a budgetary shortfall in revenues.

Reeve Jim Kallal stepped down as facilitator and chair of the Municipally Controlled Corporation Committee at a recent MCC meeting. Taking his place is Tofield Mayor Deb Dueck. Viking Mayor Jason Ritchie took over from Dueck as deputy chair, and Deputy Reeve Gene Hrabec will now represent the county on the committee.

Both Reeve Kallal and Deputy Reeve Hrabec have outstanding questions concerning the implications of BMS incorporating and issues around the landfill settled prior to it taking place.

100 Years Ago January 1920 Jazz Orchestra Viking was fortunate in securing the booking of the famous and popular Clar-Ru Ladies Jazz Orchestra. They did a fabulous job in the McLeod's hall.

Management promised real jazz dance music and the ladies did an amazing job. The ladies have won big successes in all tours throughout the provinces with their dances.

Mr. E.P Fuller, of Calgary, represented the Economic Powdered Products Cp., of Minneapolis, was in town endeavouring to interest farmers in establishing a powdered milk plant in connection with the cooperative creamery.

AUGUST It was a week of great fun at the Irma Fair and Summerspiel. This was the 33rd Annual Summerspiel for the village, which is known far and wide for some of the best curling to be had during the summer. The fair included a parade, followed by many other events over a two day period.

The Fifth Annual Brettzky’s Hockey Challenge was another tremendous success with the help of the famous hockey Sutter clan, stars from the hockey world, and local players doing their bit for this big fundraiser.

Camrose MLA Jackie Lovely visits Viking Council to officially introduce herself and learn about local issues.

Lovely began by saying that municipal grant funding would be provided municipalities in advance of the fall budget and said she wishes to get to know the community by attending local events.

Viking Council passed an official letter of reprimand at its Aug. 19 regular meeting. The letter was directed to Councillor Clint Nearing for failing to apologize for a website posting he made on a local social media site.

Nearing had been stripped of his committee appointments as council's reaction for his failure to submit the letter of apology to council. The vacant appointments were reassigned to other councillors at the following October organizational meeting.

A thief or thieves got clean away after stealing Viking Petro Canada's ATM in the early morning hours of Aug. 22. By the time the Viking RCMP arrived after receiving a commercial alarm at the station, the thieves were gone. Police found the front doors of the Petro Canada convenience store had been pulled open from the outside causing major damage.

SEPTEMBER Members of the Viking Elks Club No. 83 were busy replacing the planking on the top of the foot bridge at the Viking Golf Course. The weather cooperated beautifully for the work of first removing the old planking and replacing them with new wood pieces donated by the Elks.

With research indicating a definite need for daycare services in Viking, a daycare advisory committee composed of councillors Judy Acres, Debbie O'TooleBalaban, and Laurel Weisgerber (acting chair) waits to see if a tentative new venture will formulate.

Long-time Viking volunteer Pam Mykityshyn was celebrated as one of the nominees for a Minister's Seniors Service Award at an event in Edmonton. The Minister’s Seniors Service Awards honour Albertans who improve the lives of seniors and their communities through volunteer service.

Viking Lions held a community barbeque at Camp Gary. The barbeque was sponsored by Lois Child who was in attendance. The Lions club is participating in making Camp Gary an actively maintained site that is available to community members for day use.

OCTOBER Three candidates were in the running for the riding of Battle River-Crowfoot at the 43rd federal election set for Oct. 21, including Conservative Party of Canada candidate Damien Kurek, Green Party of Canada candidate Geordie Nelson, and People's Party of Canada

candidate David Michaud. Later there would also be Liberal and NDP parachute candidates, both from Edmonton.

The Viking Station Tea House was packed with family, friends, and former students wishing Marjorie Hanson well on the occasion of her 99th birthday.

Hanson has served as this paper's Vialta Lodge correspondent for many years.

Viking Meats owners and staff celebrated 25 years by thanking their customers with an all day party.

Owner/operators Shirley and Yogi Miskew, along with daughters Jayne and Jill, had a full day of visiting with friends and serving customers who dropped by to congratulate them on their special anniversary.

Workers from Blanchett Neon erected 6 ft. high lettering on the escarpment of the Viking Carena Complex for the new Carena sign. Within a few hours, the new Carena sign was in place as a landmark to be seen as far away as the highway. LED lighting will illuminate the letters at night.

Jasleen Kaur wins the Governor General's Award during an evening awards ceremony at the Viking School where many students were honoured for their excellence in the previous school year.

Conservative Party of Canada's Damien Kurek wins Battle River-Crowfoot in the Oct. 21 federal election soundly beating his opponents. The Liberals under Justin Trudeau go from a majority government to a minority.

Hannah Ratzlaff wins the Governor General's Award at the Irma School Awards ceremony honouring the school's best and brightest.

The 1997 Vector Oil Tool Men's fastball team was inducted into the Alberta Amateur Softball Association Hall of Fame. The team included six Irma men: Mike Soucy, Lennie Mark, Gordie Mark, Howie Jackson, Dean Jones, and Charlie Soucy (Assistant Coach).

An Edmonton man was arrested in Viking in a truck stolen out of Killam. Shortly after his release the man was once again arrested for theft of another truck in Killam and charged with further offences.

The Town of Viking is waiting to see what impacts the provincial budget will have on its own revenues in light of cuts expected to municipal and other grants.

"We still don't know how bad it's going to be," said CAO Don McLeod.

Officials and residents from all over Beaver County came together to honour the RCMP and Victim Services at a celebration in Viking last Saturday. RCMP members, both past and present from Viking and Tofield detachments, turned out in resplendent red serge uniforms along with coordinators and volunteers from Beaver County Victim Services.

It was an oh so spooky time at Viking School when Halloween was celebrated with students and staff dressing up in many and varied colourful costumes to parade through the halls of the school the afternoon of Oct. 31.

NOVEMBER Viking School played host to the Jr. High volleyball playoffs with a gymnasium filled with spectators. In the final game, the Viking Vixens defeated Hay Lakes to claim the 2019 Division 2 League Championship.

The Beaver Regional Arts Society kicked off its 40th

anniversary concert series with a show by the ever popular, "The Emeralds," a band that made "The Bird Dance" an international hit.

The Remembrance Day ceremony this November 11 was especially poignant with this year marking the 75th anniversary of the invasion of Normandy on DDay. The grand opening of the new Irma School was a chance to showcase a building that will serve as both an educational and community centre in a unique partnership. The gymnasium was full to capacity to hear officials on the new performing arts stage praise the foresight of those involved in making the combined school and community centre a reality.

The Battle River School Division (BRSD) will reduce spending by one per cent in their draft budget plan, and are hoping that it would take care of the deficit that they might be facing in the future. The Division sent out a release after their October trustee meeting announcing funding challenges; reporting that the division is facing a shortfall in expected grant funding from their spring draft budget of $1,606,477.

The Battle River School Division (BRSD) Board of Trustees passed a motion at their October meeting to reduce the overall number of trustees on the board from eight to five for the future.

DECEMBER Viking's Community Christmas celebration was a festive occasion for everyone on Friday, Dec. 6, with a day full of activities designed to light up the holiday season.

The restaurant La Piazza recently moved to a new location across the street on Main Street in Viking. On Thursday, Dec. 2, a grand opening celebration was held with patrons enjoying coffee, pizza and cake courtesy of owner/operators Rob and Nada, who spread out the welcome mat for one and all With snow gently falling in the streets of Irma Saturday, the Christmas spirit seemed alive and well for Santa Day fun and activities.

Viking's RCMP Detachment commander Cpl. Brad Mouland is moving on to take up a posting in Lloydminster. He gave a report to Viking Council indicating that the Viking and Killam detachments are successfully coordinating and working together after a previous attempt to do this with Tofield did not work out.

Investigation continuing into RCMP shooting near Hardisty On Dec. 29, Killam RCMP officers were involved in an attempted traffic stop of a vehicle, during which the vehicle rammed a marked RCMP vehicle twice and engaged in criminal flight. RCMP terminated the pursuit and the driver and the vehicle evaded apprehension.

At approximately 5 p.m., RCMP officers located what was believed to be the same vehicle being operated near the intersection of Highway 13 and 41, and a pursuit ensued westbound on Highway 13. The pursuit ended when the suspect vehicle drove over a spike belt and shortly thereafter ended up in a ditch on the south side of Hwy 13 just east of Hardisty.

A confrontation occurred between the driver and lone occupant of the vehicle, a 32-yearold man, that resulted in RCMP members discharging their service pistols, resulting in serious injury to the man. Immediate emergency medical attention was provided, the man was transported to a local hospital then transported by STARS air ambulance to an Edmonton hospital. Later that same night, the man died.

A replica handgun was recovered and seized from the snow outside of the driver’s door of the suspect vehicle in the snow.

With ASIRT’s investigation underway, no further information will be released at this time.

ASIRT’s mandate is to effectively, independently and objectively investigate incidents involving Alberta’s police that have resulted in serious injury or death to any person, as well as serious or sensitive allegations of police misconduct.
