Tofield, Ryley & Area Food Bank gets more than $1.3k from the Mercury Moush John Tofield Mercury

This year, The Tofield Mercury’s ‘Fill the Tree’ program raised $1,385 for Tofield, Ryley & Area Food Bank.

Despite the economic downturn, community members rallied in and stopped by to show their support.

“Both individuals and organizations have been incredibly generous this past month during the holiday season especially,” said Food Bank President Dawn Arnold.

“Although we don’t have the exact statistics yet, we have seen a huge amount of food donated in pounds from various individuals and organizations.”

Just to give a comparison, Arnold explained, that compared to last year’s 3,700 lbs. from individuals, this year it was 10,400 lbs.

From churches, it was 5,800 lbs., compared to last year’s 5,300 lbs. Even

the Christmas Hamper Committee food donations went up from 1,200 lbs. in 2018 to 2,500 lbs. this year.

“There were also donations from the schools, IGA, Busy B, and other organizations,” Arnold noted. “We are finding that we have many new individuals and families accessing the Food Bank since July, and especially in December.”

According to Arnold, usually it is a quiet holiday period from Dec. 18 to Jan. 3, but this year there were several calls for hamper help during this time, including three new client families.

“However, our shelves are quite full following the Christmas donation season, but with the increased demand, we predict this will last us only a couple of months,” Arnold said. “Seniors’ usage has gone up to 69, compared to last year’s 23; hampers too have seen a rise – 383 as against 298 of 2018; and

our clients have gone up from 715 in the last year to 995 this year.”

The hamper contents are established generally following the recommendations of Food Banks Canada, and have not changed significantly in several years.

“But, quantities of our staples that go into the hampers are set out in small (1-2 people), medium (3-4 people), large (5-6 people), and extra-large hampers (7+ people),” Arnold explained. “Regarding food donations, we are usually short of canned fruit, juice, cereal, and canned meats other than tuna.

These are usually more expensive items, and we purchase them when they go on sale.”

Arnold said that the funds received from The Tofield Mercury will be deposited into hamper supplies account and will be used to top staples as needed, such as cereal, and other much-needed provisions.

Obituary Bernhard Karl Baron von Tettenborn

Bernhard Karl Baron von Tettenborn of Round Hill, Alberta passed away on Sunday, December 22, 2019 at the age of 85.

He is survived by his loving wife of 62 years Gladys, his four children Bernhard (Cheryl) von Tettenborn, Doris von Tettenborn (Ross Vogt), Eric (Melanie) von Tettenborn, Carmine von Tettenborn, seven grandchildren, three great-grandchildren, three siblings Iris (Marlin) Goebel, Elizabeth (Ian) Angus, and Linda von Tettenborn, as well as numerous nieces and nephews. He was predeceased by an infant son Walter (1964), brother Mark (Sandy) (2013) and son-in-law Wayne Shumlich (2017).

Bernie was born on the family farm, the first of five children and the latest in a very long line of ‘Bernhard Karl Baron von Tettenborns’ able to trace his history back to the year of 1176. He was raised in and went to school in the Rimbey district until grade 9, then attended Concordia College for high school and Olds College to study agriculture. In 1954 he moved to Drayton Valley to work for Crown Lumber and then started a trucking company building up to 9 trucks servicing the oilfield, hauling fuel from Edmonton to Hay River, NWT and stations in between, and

Bernie was surrounded by Gladys, their children, spouses and a few grandchildren as he ‘made his passage out of this world and into the next’. Everyone had a chance to say goodbye. There were volunteer carolers in the palliative care unit singing outside his hospital door, “Oh Come All Ye Faithful”; his lips and tongue moved as he sang along in his mind. We requested his favourite carol, “Joy to the World” and his favourite hymn, “Holy, Holy, Holy”. The carollers sang as our dad went to be with his Lord.

A funeral service will be held on January 4, 2020 at 11:00 am at Messiah Lutheran Church in Camrose.

Interment will follow at the Emil Bosman Cemetery at Round Hill.

In lieu of flowers, memorial donations are gratefully accepted to the charity of one’s choice.

He met Gladys in Drayton Valley and they married in 1957.

In 1958 they bought three quarters east of Round Hill, renting them out while they followed business opportunities in Whitecourt and Saskatoon. In 1968 the trucking company was sold and trucks traded for farming equipment so that he could start farming. In 1973 Bernie moved his family to Round Hill to farm permanently. Dad was a very knowledgeable and industrious man; while running the trucking company he built three winch decks with disappearing fifth wheels and live rolls and three high boys using his own welder.

While farming he built his own 36’ tandem disc, harrow draw bars, reconstructed a Belarus tractor, and in later years restored a number of stationary engines and tractors.

Bernie held a private pilot’s license as well as a heavy-duty mechanics license. In 1990 the family received the Camrose County Farm Family award.

Bernie believed in giving back to the community and volunteered to numerous organizations ranging from Scouts to Church.

He assisted Scout leaders, was a Sunday School teacher, and President of the Parish Council. Over the years there were attempts to mine the coal around the Round Hill area, so he became a founding member of the Round Hill-Dodds Agricultural Protective Association in 1974; this issue came up again in 2006. Loose Ends: So long turkey-turkey-turkey

January is the beginning of the New Year but more importantly it is the start of Leftovers, Week 2.

Week 1 was Christmas

leftovers, which used to be yucksville when I still cooked a turkey.

For weeks and weeks we had turkey sandwiches, turkey casseroles, turkey soup, turkey salads, and turkey-turkeyturkey! I tried freezing some for much later but it was a case of freeze-andforget – tossed out in July.

It didn’t matter what size I chose, since it went from Pterodactyl to as close as I could get to a chicken. I was on my way to one drumstick and a

breast when I decided I’d had enough of the silliness and would do a ham instead.

The family likes ham better anyway and it would save the fisticuffs over who got the single drumstick. And with ham there aren’t as many leftovers and the kids can still enjoy their Care packages, a pie plate heaped with ham for each of them to take home.

But even with that the leftovers are still plenti-

ful. We’ll finish the final ham remnants for supper on December 31st, chopped up with onion and cheese in scrambled eggs. (No it isn’t weird to eat eggs at meals other than breakfast or brunch).

I thought about chili dogs or maybe, just to keep it in the fowl family, chicken wings, but lasagna won out as the entrée for New Year’s Day. It will be my first lasagna in two or more

years and is more work than I like. My preference for cooking in general is via phone or out of a can, box or package.

Oops, my lazy is showing but after all these years I think I deserve a break.

And lasagna is usually worth all that mixing and checking the ingredient list twice. The kids get a thick slab to take home and Hubby and I will be eating our share for at least a week.

Blame my sister; her

recipe feeds a couple dozen lumberjacks. Plus Babe the Big Blue Ox. But at least it won’t be turkey or ham, which I’ll probably have to bake come Easter. Otherwise I’ll be shucking tradition altogether.

But you never know, by the time that rabbit is making dentists happy worldwide I could decide to order in pizza or dine out on Chinese. Or maybe serve fried bologna sandwiches. I make no promises.

Christmas bird count in Tofield and area Joyce Sinclair Guest Columnist

The 120th year for the National Audubon Society’s 2019-20 Christmas Bird Count took place in the Tofield area on Dec. 14, 2019 – North America’s longest-running citizen science project, expanded from only 25 counts in 1900, to last year’s total being in the thousands.

The local count involved a contention of 18 passionate and persistent individuals, either seeing or hearing birds within a designated section of a 24 -km diameter circle with the central point being the Tofield townsite.

Daylight arrived post 8 a.m., with a cooperating forecast of slight wind and clear conditions and the familiar flit and flutter of the Black-capped Chickadee (Poecile atricapilla) heralded the day’s count.

Here as follows are the 22 species recorded. CW

denotes Count Week, which determines the species seen either three days before or after the actual day of the count and are not included in the total number of species.

Rough-legged Hawk 2, Bald Eagle 2, Ruffed Grouse 6, Eurasian-collared Dove 6, Rock Pigeons 330, Short-eared Owl CW, Great Horned Owl 3, Snowy Owl 1, Northern Saw-whet Owl CW, Downy Woodpecker 24, Hairy Woodpecker 14, Pileated Woodpecker 2, Northern Shrike 4, Blue Jay 34, Black-billed Magpie 218, Common Raven 85, Black-capped Chickadee 209, Boreal Chickadee CW, White-breasted Nuthatch 6, European Starling 3, Bohemian Waxwing 6, American Tree Sparrow 2, Snow Bunting 360, Pine Siskin 17, and House Sparrow 217.

Many of the iruptive winter species were not discovered in this count area including the Com-

mon Redpoll (Carduelis flammea) and Pine Grosbeak (Pinicola enucleator) to name a few. The latter bird happens to grace the writer's yard (miles away from count area), with its trusting nature and occasional gentle soft song.

Other species usually spotted on previous counts, however, not this year were Gray Partridge, White-winged Crossbill, Merlin along with Northern Flicker.

One of the highlights of the count would have to be the Rough-legged Hawk (Buteo lagopus) – reported by local Irene Crosland and Meghan Jacklin – a large hawk with relatively broad wings and rather long tail. As they fly low when hunting and often over lowlands, such as meadows or marshes, it is not difficult to make out the location of the white patch on the upper part of the long tail.

Another most fascinating observation made by Robert Hughes was the

American Tree Sparrow (Spizella arborea), at the feeding station in Carole and Pat Nolan’s yard.

Nicknamed the Winter Chippy, they are a visitor early in the year as snow begins its retreat and in late fall as an augury of impending winter. They seek companionship in man’s yard and forage along with fellow feathered friends for seeds and weeds. A slim sparrow, identified with its large dusky spot in the center of its chest, and if its song is heard, you’ll not forget the most sweetest of notes.

Data from the Canadian Christmas Bird Count has been used to monitor the decline of the Western Screech Owl

in British Columbia, as well as track the movements of Ring-billed Gulls in the Maritimes, assess poleward shifts in

the winter ranges of North American birds and learn the diversity of urban bird populations.

My reminder of what is important

Our family spent a lot of time this Christmas thinking about my Dad and attending to his needs.

Nothing unites a family like a sick family member, and despite how terrible his situation was, it brought together the people who love him at the exact time of year where that seems just a little bit more important than usual.

For us this Christmas season, the illness of my father and the absence of my mother both united our family and also reminded us of how the death of a single family member changes things forever.

You see, my Dad would never have gotten this sick if my Mom was still alive.

Moms are like that. I am sure most of us

have, or have had, a Mom like mine. She organized everything. She attended to everyone’s needs.

She did all the little things that nobody even realized fully until she was no longer there to do them, and the whole time in complete anonymity.

Mom would have sent Dad to the doctor’s office months ago. But Mom has been gone 10 years now.

So, a typical man’s man from his era, Dad was just about on his death-bed before calling an ambulance and seeing his doctor. The whole thing was a complete surprise to my sister and I, though we speak to him at least weekly. He never once complained.

Because Mom was no longer there, the old “cowboy” (at heart) knew there were things going wrong with his old tired body but figured he’d just tough it out. I know that seems crazy to younger people these days, but this old crew had some tough

hombres and going to a doc without losing a limb seemed fatuous.

So there we all were, at one time or another, at the hospital or having meals together. Reminiscing.

My sister lives in Northern Ireland and we hadn’t seen her in three years. My nephews, her sons,

nobody had seen in months or even years. My young boys are a foot taller than the last time some of the relatives had seen them. My oldest son and wife, people hadn’t seen in ages. Those were happy moments at a scary time.

One of the saddest things I can ever remember was 10 years

ago, standing next to Mom’s paliative care bed. In a wispy voice, she said: “Oh, darn! I wanted to see the boys grow up,” meaning her seven grandsons.

Every reader who has lost their mom knows the feeling of wanting to reach for a phone to tell Mom when a family member has had an ac-

complishment – no matter how small – until the sudden hesitation of realizing she is no longer here.

Dad’s getting better now, just growing old, as we all are. In 2020, I hope to cherish family memories a little more often as I too grow older. This Christmas was a good reminder of that.

These are some of the results from the Northern Alberta Interlock Minor Hockey League games held recently.

Tofield Tier 3 Atoms (10-0-0) had two big wins before Christmas to keep their unbeaten record intact. On Dec. 21, Tofield travelled to Wetaskiwin and came away with a 7-5 win.

Tofield had a 6-2 lead late in the third but things unravelled and the home team scored three in just over a minute to get to 6-5, before Declan Girard finished off the win with 18 seconds remaining. Both Declan (3g 1a) and Hudson Lungal (3g 1a) had hat-tricks and four-point games. Jeffrey Mason (2a) and Cale Helfrich (1g) also got on the scoresheet. On Dec. 22, Tofield skated to an 8-2 home win over Lamont despite allowing the game’s first goal. After

that Hudson Lungal scored six goals within the next 20 minutes of play. Hudson scored 7 in total in an 8-point game.

Other scorers for Tofield were; Merek Fritz (1g 2a). Logan Suchy, Cale Helfrich, Bentley Carson, and Will Potratz got assists. Lane Dehid got the win in goal.

Tofield Tier 6 Atoms (3-2-0) won a 10-2 game at Leduc on Dec. 21.

tin scored Tofield’s first goal, and Zachery McFadzean got an assist.

Jacob Bigney was in goal for the tie. On Sunday, Tofield went to Leduc and came away with a 31 victory. Zachery McFadzean scored a hat trick.

On Thursday, Dec. 19, Tofield School staff and students enjoyed a pancake breakfast, which was hosted at the Tofield Legion. All the grades had breakfast throughout the morning in 30minute time slots to accommodate everyone.

“The location was suggested by Vanita Eglauer,” said Principal Janice Muench. “It made sense to host the event at the Legion because the facility had the space and supplies needed to pull off a breakfast for over 450 people.”

Muench added the staff at the school had been working on finding ways to get the community and the school to collaborate for the common good of the town of Tofield.

“Tofield School had been reaching out in different ways,” commented Muench.

“Leadership classes and other teachers within homerooms have been finding ways to give back to the community.”

According to Muench, some ways that Tofield School decided to give back to the community were – reading or games with seniors; shoveling walks for those who cannot; and spreading cheer and support for those who need it. Also included in the activities were hosting a bake sale for community members of Tofield and area; supporting the Christmas Hamper Program for those in need this season; and much more.

“When I attended Breakfast with Santa I spoke to Legion President Barb Ferguson,” said Melissa Korpan, staff at Tofield School.

“Barb said that the Legion would be available for us to use.”

Korpan noted that there were lots of sup-

port and collaboration with others in the community. For example, there were sponsors for the event included – Tofield Legion, Busy B, Tofield Lions Club, and Tofield Packers. The Town of Tofield also aided the cause by lending out some supplies such as, hot holding units for the morning.

“Ms. Muench had mentioned that at her previous school, they would have a turkey dinner for all of the students,” remarked Korpan. “There would be community involvement, and all of the students would eat for free.

I loved that idea.”

Although Korpan wanted to host a turkey dinner, when they started to look at the logistics of feeding students and staff, they realized it wouldn’t be possible this year.

“We still wanted to provide a meal to the students, so we decided to run a pancake breakfast,” explained Korpan.

“We knew that the Tofield Fire Department puts on pancake breakfasts all the time. So, a few of the Senior Leadership students volunteered at the Breakfast with Santa during Winterfest and learned how to run the event.”

The breakfast included – pancakes, sausages, and juice.

Syrup and ketchup were also available for extra flavouring.

“I hope to expand the event in future years,” Korpan said. “My first step will be involving more members of the community in our event.”

Grade 12 student Riley Nordin noted the success of the event. He commented that the event helped increase fellowship among students and staff.

“The food tasted good, the class that was making the food did a great job,” said Nordin. “They should do this every year. It is a nice relief from the usual classes.”

Nordin added that it could be fun to go tobogganing on the hill in town or have races with people pulling toboggans, and this could take place after breakfast to expand the event.

He noted that this is a fun winter activity that many students do, therefore it would make sense to do it collectively as a school.

“I think doing more activities that involve everyone is a great idea,” remarked Nordin. “It builds relationships between grades and it’s always a lot of fun.”

Principal Muench stated that this should become an annual event.

She believes that this event helped everyone display their best selves and it brought everyone closer during the holiday season.

“The purpose of this event was to continue to build relationships with the Tofield Community,” stated Muench. “As well as to showcase how amazing our school is and to find ways to give back to those who have shown us amazing kindness and support. I think this event was a huge success and I look forward to it in the future years!”

JANUARY The county has suspended its beaver tail bounty program in favour of hiring a contractor and revising existing policy on the subject. The bounty policy had the county paying $25 for each beaver tail brought into the service centre, to a maximum of 400 tails, for a total of $10,000.

Council directed administration to bring back to council the second of two options for a Beaver Management Policy along with the procedures related to that option. The county is in the process of formulating a new stand alone policy on the control of beaver that cause problems for county infrastructure, along with other considerations.

Beaver County has written off tax arrears owed by Sequoia Resources Corp. for the past three years in order to qualify for a refund credit.

Three officials from Clean Harbors met with Beaver County Council on Jan. 16 to discuss the county's concerns with the landfill's expansion plans. Clean Harbors had earlier met with members of the Ryley Public Advisory Committee, or RPAC, to hear their concerns, which are similar to the ones expressed by county councillors.

FEBRUARY A report to council for an almost finalized assessment base in Beaver County for the 2019 tax year reveals, “the county’s assessment base has significantly decreased again.” The blame is being placed firmly on provincial assessment policy changes and continued downward economic pressure on the energy sector.

The assessment base decrease is estimated at $12,549,720.

Last year’s assessment base was $1,232,818,740 compared to this year’s $1,220,29,020.

There is loss in assessment based on the fact shut-in gas wells have decreased by $9 million. Pipeline assessment is down by $11.6 million related to the shut-in gas wells.

“Fortunately, the AYM for pipelines increased to $8.9 million, resulting in a net loss of $2.7 million," said the report.

The new inland grain terminal under construction by Parrish and Heimbecker Limited northeast of Viking is expected to start operations this year. P&H is a family owned business that started in 1909.

Residents living near three crossings in the county came to council's regular meeting to complain about the unbearable noise the train horns make as they pass. As a result, council agreed to go through the process of trying to stop trains from blowing their whistles at two of the contentious crossings: Twp. Rd. 492 crossing and R.R. 161 crossing. At the Feb. 20 meetings, resident Garth Christofferson discussed closing the crossing at Twp. Rd. 492, stating he doesn't know "how people put up with the noise."

MARCH Beaver County's Department of Finance told the county's committee of the whole March 6 that assessment has once more dropped significantly, thereby affecting the 2019 budget this spring. The evidence came out with the finalizing of the county's 2019 assessment roll. It means reassessing the 2019 draft budget once again in light of a drop in revenue resulting from this drop.

"Unfortunately, due to provincial government assessment policy changes and continued downward economic pressure on the energy sector, the county's assessment base has significantly decreased again, and decreased more than had been anticipated at the interim budget," stated Assistant CAO Margaret Jones in her report.

Division 5 Councillor Dale Pederson wants the county to try and prevent landowners from illegally draining water off agricultural land. And he wanted the problem brought to light before the winter snow pack began to melt and landowners start draining without approvals in place.

knows about that may affect county roadways or other property owners.

“Councillor Pederson has asked what position the county can take regarding enforcement of this topic, as it is having a significant impact on county roadways,” stated County CAO Bob Beck.

Another drop of $307,000 in the assessment base due to a further drop in linear assessment means the county will have to make up the revenue in time to finalize the upcoming 2019 budget in April. Administration was to make up the shortfall somewhere from within the budget while sticking with a 1.6 per cent mill rate increase brought in after a previous assessment loss.

The Rural Municipalities of Alberta (RMA) conducted a survey that identifies an unprecedented $81 million in property taxes from oil and gas companies have gone unpaid. This is a unique challenge that has not been experienced by municipalities in Alberta before.

The 2017 financial indicators for Beaver County were reviewed and council found them so favourable that some wanted to report them to the public. One indicator revealed that the county's per capita property taxes at $2,234 were much lower than the other combined jurisdictions' median of $3,679.

County Councillor Kevin Smook (Division 1) was granted a leave of absence for the duration of the provincial election in order to campaign as the Alberta Party’s candidate in the Camrose riding.

APRIL After receiving a petition submitted by residents of Birch Grove opposed to a local improvement tax to build a road surfacing project in that subdivision, council agreed to discontinue the project. Council heard from residents Lana Cooper and Todd Webb before dealing with the matter.

Alberta Party candidate for Camrose Kevin Smook made a campaign stop at Beaver County to speak to county councillors after taking a leave of absence as Division 1 Councillor.

County assessor Orest Golinowski predicted that "assessment will fall in the next five years," noting there was a decrease in assessment in 2019. "I think there will be more shut-in wells resulting in machinery and equipment going down." That includes 2,600 wells with 50 per cent of them abandoned and another 10-15 per cent suspended.

With linear assessment is going down, the county is having difficulty recovering tax levies. Golinowski said that, since linear accounts for 42 per cent of the taxes, the county "will take a hit financially…This paints a bad picture for the next three years."

Doyle Booth, who lives near to the two landfills at Ryley, discussed with council setbacks to separate him from growing Beaver Municipal Solutions and Clean Harbors facilities. The landfills are so close that Booth has complained over the years of noise, smells, water, and other contaminants that have affected him and his livestock.

Kent and Stacey Rude and family were appointed the county’s 2019 Farm Family Award recipients at Beaver County Council’s April 17 regular meeting. The Rude family owns and operates Maple Park Farm Greenhouses and Garden Centre, located southeast of Tofield.

MAY Legion Branches of District 3, Alberta-NWT Command, met at the Holden Branch for their semi-annual District Rally to conduct Legion business, plan sports events, and get updates on the popular Remembrance themed Poster, Poem, and Essay contest for students.

On Saturday, May 5, the members and parents of the Holden 4-H Beef Club braved the elements with toques and long johns to go and pick garbage as part of Alberta's Highway Cleanup campaign.

Division 4 Councillor Barry Bruce asked if Beaver County could help out the residents of Bruce with more security in light of the recent break-ins at the Bruce Community Centre.

While the current county policy won't allow Beaver Municipal Solution (BMS) surplus funds to be used for "general operations or recurring expenses," that idea has been challenged by Reeve Jim Kallal.

Beaver County Council decided to provide dust control on the section of service road for the Tofield Golf Course from the approach off Highway 14 to the quarter section line. The decision was made after council received a letter from owner Vern Kallal asking "for a little extra help in my costs to help enhance the service road."

An idea to elect a reeve at large instead of appointing from within council was officially rejected by Beaver County council. Reeve Jim Kallal, who represents Division 2 in the west end of the county, brought forward the idea for council to consider.

Beaver County councillors sympathized with Hamlet of Bruce residents and agreed to look into the cost of getting four security cameras for their protection after recent break-ins at the Bruce Community Centre.

A ratepayer's request to have the county investigate the possibility of expanding the setback distance between his property and two landfills resulted in a report stating it was essentially too late for this to be done.

JUNE Viking and Beaver County jointly own the business park located on the west side of Highway 36 at Viking. The county agreed in 2018 to cost share the construction of a road through the park with the town, at the request of the Town of Viking with the idea that further servicing in the could increase development chances.

The Annual Ceremonial Review of 56 NOOTKA Royal Canadian Sea Cadet Corps (RCSCC) and open house took place at the Holden Community Hall on June 6. Master of Ceremonies A/SLT Braim and Commanding Officer Lt. (N) Alex Boos and other officials attended along with family and friends.

A motion by Deputy Reeve Gene Hrabec (Division 3) that 25 per cent of all camp sites be made available for seasonal camping was passed 3-2. Beaver County Council passed first reading on a proposed change to the Municipal Parks Bylaw that would give 25 per cent of each camp site category to long term users in both Black Nugget Lake and Camp Lake.

In this proposed bylaw change, there would be no limit set on how long the camper could stay during the season. A public hearing was set to allow members of the public to convey their opinions on the issue.

After hearing at length from Bruce resident Al Reynolds concerning security issues in the hamlet, Beaver County Council went into closed session to discuss what to do about the situation. In Bruce, residents have said the problems of break-ins and criminals coming into their community has them frightened and they want answers.

Although inconsistent throughout the area, June rains have lifted the spirits of Beaver County farmers immensely. “Some areas have had limited amounts and only recently received more rain over the past weekend especially west and around Tofield,� said Deputy Reeve Gene Hrabec.

JULY Beaver Municipal Solutions moved closer to changing from a long-time regional waste commission to a new corporate business entity. The commission is composed of member municipalities in Beaver County including the county itself, the Villages of Ryley and Holden, and the Towns of Tofield and Viking. All the municipalities have been asked to agree to the proposal of BMS becoming a corporate entity.

Community Peace Officers in Beaver County issued 138 tickets in the first six months of 2019, totalling $31,610 of revenue, "if all tickets were paid," stated senior officer Rick Ells.

An environmental group and all seven landowners in a west end subdivision are opposing a proposal to remove the "reserve land" designation for a piece of property in that subdivision. Members of the Global Foundation for Social Harmony and Sustainable Development (GFoundation) attended Beaver County's meeting to speak against the proposal at a public hearing.

Manpower shortages for Viking RCMP eased somewhat by teaming up of staff from Tofield detachment. But not before Viking recently scored the highest on-call numbers of any detachment in East Central Alberta District. Sgt. John Powell, Tofield RCMP commander, told county councillors that when Viking was down to only two officers for a time, these members found themselves on call 24 hours a day, seven days a week.

A proposal to treat the county parks more like a business was challenged by a Viking resident during a public hearing held at the July 17 of Beaver County Council. Maynard and Hanna Huibers attended the meeting to state their objections to treating the park as a money maker rather than a recreational service offered to the public.

Huntington Estates residents came back for the second part of a public hearing July 17 and convinced council not to allow a municipal reserve in the estates to be dissolved and sold.

The 106th Bruce Stampede included a parade Sunday morning with participants getting soaked in the rain but keeping up their game spirits. The weekend of activities was topped off by the professional rodeo.

AUGUST After hearing the parameters for a large water management strategy proposal, Beaver County's committee of the whole nixed spending funds to implement the project. "Consultants can prove anything they want to," said Barry Bruce, councillor for Division 4.

Councillors now favour a new priority based way of budgeting. "The decline in (the county's) assessment base is creating huge challenges and staff is working to maximum capacity," said Assistant CAO Margaret Jones, calling this "a good time to do it," referencing a change to priority based budgeting.

SEPTEMBER County councillor Barry Bruce expressed concerns about farmers in his division being able to access their land because the road allowances are so bad.

"We have residents in Division 4‌that do not have access to the land that they farm," he said, adding that these residents "pay taxes but have to go about their farming with great difficulty."

Poor weather conditions over the prior week have allowed for only two per cent of major crops to be harvest in the province's Region Three. As well, slow maturation has put crops behind their normal stage of development.

Beaver County councillors met with local Camrose MLA Jackie Lovely and discussed potential cuts in policing and municipal funding. Rural municipalities may be expected to pay between 15 to 70 per cent of their own policing costs to help balance the provincial budget.

Historically jurisdictions under 5,000 population did not pay for these costs.

The county pays for its own two community peace officers, but does not contribute to policing by RCMP in rural areas of the county.

OCTOBER Beaver County Council agreed to waive the tax penalties for late tax payments for Pine Cliff Energy, a natural gas producer and the county's largest taxpayer. The company is paying the 2019 taxes later than meets the deadline, but plans to pay the 2020 taxes on time.

Farmers in Beaver County are going all out to harvest as much crop off as possible prior to more winter-like conditions expected this week. Farmers battle conditions that are less than ideal. Alberta Crop Report puts major crops 20 points behind the provincial five-year average as of October 1. Many local producers still have a long way to go to finish, having endured precipitation, frost, and cold weather in September and now into October as well.

Beaver County Councillors held a closed session with their legal analysts Oct. 10 to hear a due diligence review concerning Beaver Municipal Solutions' move to incorporate. The session gave council a chance to ask questions and get responses to their inquiries prior to the open session which followed.

The open session was attended by a large group of interested persons, as well as elected and other officials from Tofield, Ryley, Holden, and Viking, jurisdictions that are all member municipalities of BMS. Both Reeve Jim Kallal and Deputy Reeve Gene Hrabec were returned to their positions at the organizational meeting of county council. Dale Pederson was returned by acclamation for the acting reeve position.

Beaver County will receive 35 per cent less in tax revenue from shallow gas wells and pipelines in 2019, thanks to a provincial decision to offer relief to the sector.

But not all of the councillors were on board with passing a resolution to that effect as requested by the province. It was passed in a split vote.

NOVEMBER Beaver County held a public information session regarding the proposed incorporation of Beaver Municipal Solutions landfill and got an earful from adjacent landowners about their concerns. Keith McLaughlin, a public affairs consultant, gave an overview of the plan to turn BMS into Claystone Waste Ltd., a corporate entity.

At a special meeting, Beaver Municipal Solutions staff, including General Manager Pierre Breau, attended Beaver Council Chambers Oct. 6 to answer questions on BMS incorporation. The questions from council arose out of a Due Diligence Review done by the county.

Deputy Reeve Gene Hrabec also had questions of his own, and some questions from the public at an information night on incorporation were forwarded to the BMS MCC Steering Committee. Breau went through a long list of three sets of questions regarding the proposed incorporation of what would be called Claystone Waste should it proceed.

Beaver County Council approved an amendment to the Beaver Municipal Solutions' waste bin benefit area in the county's BMS Surplus Revenue Policy. This means that there will be a change in some of the residents receiving a waste bin courtesy of Beaver County to compensate for living near the landfill. Many neighbouring property owners to Beaver Municipal Solutions have complained of odours, excessive bird populations, and many environmental issues affecting their living near the landfill.

DECEMBER Steak Night at the Holden Complex Saturday night was a chance to celebrate the installation of a new chiller that will allow for many more hockey games and other winter activities in the years to come. "Tonight we are celebrating the completion of our new chiller!" said Carrie Hrabec, secretary of the Holden Agricultural Society.

Viking Mayor Jason Ritchie took over from Dueck as deputy chair, and Deputy Reeve Gene Hrabec will now represent the county on the committee.

Both Reeve Kallal and Deputy Reeve Hrabec have outstanding questions concerning the implications of BMS incorporating and issues around the landfill settled prior to it taking place.
