Sonya Maxwell of Viking was the lucky winner of the 2020 Viking AG Foods Great Grocery Giveaway and spent 60 seconds on Friday evening grabbing as many food items as she could.

She arrived at the store at 7 p.m. for her spree where Richard and Jay Sim walked her through and explained the rules.

Maxwell said she was a little nervous before the race, and couldn’t believe her name had been drawn.

After a minute, the cart was full with $481.12 worth of food, just under the $500 limit allowed by the contest.

Maxwell even spent some time in the dog food aisle to share her bounty with her four-legged friends.

The Sim family, along with staff and late shoppers, cheered on Maxwell and her great haul and encouraged her each step of the way.

Viking School promotes positive behaviour through awards Moush John Staff Reporter

Students of Kindergarten to Grade 6 of Viking School participate each month for ‘I C.A.R.E.’ awards, which promote positive behaviour recognition within the school community.

C.A.R.E. stands for Cooperate with others; Accept responsibility; Respect people; and Engage in learning activities – breaking up the award category into four.

“We have implemented this to recognize and celebrate students who exemplify the characteristics of our ‘We C.A.R.E. Everywhere’ motto, and we reward students with these certificates monthly for their contribution,” Principal Adam Madsen said.

“Each teacher in each grade nominates four students monthly, with a student winning for each category. The winners receive a personalized certificate and prize from the prize chest at a month-end assembly.”

According to Madsen, the school community has been positively responsive about the awards.

Opinion War on Alberta?

A week before the Trudeau Government was likely to turn down the project, and after years of jumping through environmental hoops, Teck Resources out of Vancouver cancelled plans this week to construct a $20.6 billion oil sands project north of Fort McMurray which would have employed up to 7,000 people.

Teck’s reasoning, one we have already discussed here, was Canada’s ongoing debate over climate change policies. This Frontier Oil Sands Mine Project had received federal-provincial approval from the bureaucratic panel which stated it was in the public’s interest for it to proceed. As well 14 different Aboriginal bands around the mine were looking forward to the work, revenue and prosperity it would have provided them.

Besides the thousands of jobs lost, the government itself will lose up to $70 billion in tax revenue. But apparently this is all okay for the Federal Liberals, as it is just one of many such projects which have collapsed under their watch as they pander to the Climate Change Cult.

Let’s not forget the Malaysia’s Petronas Bhd. which in 2017 scrapped its $36 billion liquefied natural gas export project because of low prices and environmental problems with British Columbia.

The same year under Liberal rule, TransCanada Corp decided to drop its $15.7 billion Energy East pipeline mostly because of Quebec’s opposition and the Prime Minister’s lack of leadership in finding a way to get it done. The pipeline would have brought petroleum from Alberta to New Brunswick.

In 2016, PM Justin Trudeau himself cancelled the Northern Gateway Pipeline proposal by Enbridge, worth over $7 billion.

All told, the Trudeau Liberals have had a hand in destroying around $79 billion just in mega projects and in less than five years. The hostile business environment they have created has led to an exodus of oil companies relocating to the US, as well as countless bankruptcies and closures to satellite businesses.

C.D. Howe Institute reported a year ago that from 2017 to 2019 alone, Canada’s regulations and environmental issues have led to the cancellation of over $100 billion in energy projects which were in the works. There were also handfuls of companies which did not even bother to apply for projects because of the hostile environment toward business development.

Enter the Buffalo Declaration: Federal Conservative MPs Michelle Rempel Garner, Arnold Viersen, Glen Motz and Blake Richards have put together a 13 page manifesto pointing out the many historical ways Alberta has been excluded as an equal partner in Canadian Confederation. The paper demands several changes in Confederation that Alberta requires, mostly having to do with its own independence within Canada and recognizing Alberta has its own unique culture.

Albertans continue to look for ways to remain in Canada, while Wexit and separatists lick their chops as Trudeau’s failures toward our province mount. It’s starting to just look like a war by Ottawa to kill Alberta financially.

Defiance; a simple action we may expect to see from an upset child; yet in most cases an explanation brings some comfort to the situation, as common sense prevails.

Alberta’s lack of a Seaport has brought about yet another example with yet untold chapters of defiance; we have suffered for many years by various delays; caused by organized groups; making claims that fail to pass the acid test in court.

Historically speaking; 150 years ago, our Federal Government quickly assembled the Royal North West Mounted Police to quell an uprising in Western Canada; then this newly formed squad were sent into the west; a wild and yet untamed country; to deal with what was termed a “Rebellion”. And what is a Rebellion? Is a rebellion not much the same as the defiance now taking place across Canada.

Today we have an unbridled defiance that has put the Alberta Economy and the Canadian Economy in shackles. These illegal attacks on our attempt to gain Seaport Access; for our products being shipped to foreign markets. The benefits are many to the Canadian Economy; in fact, perhaps the Alberta Economy has contributed far more than a fair share to the National Economy.

The most recent Court Order; in support of the Trans-Mountain Expansion; was met with open Defiance; in contempt of this Court Ruling; without a suitable reaction to put down the protestors; in an orderly way as Trudeau clearly is dragging his feet; while the Canadian Economy Grinds to a halt. Canada cannot be seen as this sort of disorderly place; the need to UPHOLD OUR LAWS; ought to be easily understood and the PROTESTORS ought to be dealt with as what it is; an attack on the NATION CANADA. Yet; as the ink was yet to dry on the decision, we are told that plans were underway for an appeal; if that is true; and such an appeal is being planned; then it is quite appropriate to launch that appeal. The kind of defiance that has been chosen and somehow allowed to happen and spread

far beyond the initial spot of defiance; ought to be viewed for what it is: this unscrupulous use of our court system amounts to another attempt to hold the entire Canadian Economy at ransom. The world and Canada are dependent on Alberta Energy. After years of failing to understand that; it now appears that our young Prime Minister Trudeau may have even turned the corner sufficiently to realize that: Alberta requires Tidewater Access; this is a simple truth and Common-Sense Fact; it is a Canadian problem to be solved.

Those standing in DEFIANCE; ought to be seen as committing TREASON; let’s put a stop to these little groups that do nothing to improve matters for mankind. While I understand the rights of Legitimate Protestors; there is still a necessity to UPHOLD THE LAW; and these groups that find a source of finance and live for the sheer joy of disrupting the economy ought to be dealt with in a realistic way; if defiance of our Courts is allowed to throttle down the economy; then the entire country suffers.

Where is our Prime Minister; while these untouchables plot their next move? Come on; have we got no backbone to enforce the law. A quick intervention; before things got out of control; would have shown good common sense; however; we are now faced with having to perhaps call in the Army to untangle a web; for which the Federal Government is as responsible as those standing in defiance of our courts; when a little common sense in dealing with the First Nations People is what we really need. They ought to be considered equal to each and every one of us in the process.

Word on the Street: PO boxes damaged in Kinsella On February 13, a citizen attended the detachment to report someone had been attempting to access her bank account to withdraw cash. Her bank had alerted her that an unknown male had called the bank claiming to be her husband but fortunately the staff recognized that the caller was not who he claimed to be and did not provide any funds to him.

Police provided information to the complainant and her husband on how to follow up with the Canadian Anti Fraud Centre and Equifax to protect their credit and flag their names in the event future attempts are made.

Later that afternoon, police received a complaint of an abandoned vehicle left in the parking lot of a local business. Police attended and found the vehicle had a mismatched plate on it.

It was also learned the vehicle was not registered and had no current insurance. The owner of the vehicle was located a short time later and was issued violation tickets for the traffic offences.

While dealing with the owner, he became irate with police and made remarks that caused police to be concerned for his well being. He was arrested under provisions of the Mental Health Act and transported to a health facility for assessment.

That evening, police received a complaint of two missing dogs from a rural property southwest of Viking. The caller was concerned the dogs may have been stolen but there was no evidence to suggest this so police were unable to conduct any follow up.

Late on February 14, police received a report of a female who had hit the ditch but she was unsure of her location.

Police were eventually able to locate the vehicle and found the female to be intoxicated but due to the time delay and the fact that the vehicle was stuck and not driveable, they were unable to proceed with impaired driving or impaired care and control charges.

During the early morning hours on

February 15, police received a complaint of a domestic dispute. Police attended the residence and took 1 male into custody.

He has been charged with assault, uttering threats, mischief and possession of a weapon for a dangerous purpose and will be appearing in Vegreville Provincial Court in March.

That night, police received a complaint of trespassing at a property in Viking. Investigation revealed the person in question had been given prior permission to be on the property so police were unable to proceed with any charges in this matter.

On February 16, police were dispatched to a break and enter at a business in Bruce. The culprits were able to gain entry, however nothing appeared to be missing.

This matter is still under investigation.

On February 17, police received a complaint of a break and enter at a business in Viking. The suspects gained entry and stole numerous parcels, some of which were recovered at a rural location near Lougheed.

This matter is believed to be related to other break and enters that occurred

in Flagstaff County over the weekend and is still under investigation.

On February 18, police received a complaint of an abandoned vehicle that was left in the back yard at a residence in Viking. Police contacted the registered owner and it was determined the vehicle was dropped off at the wrong location and arrangements were made to have it removed.

During the early morning hours on February 19, police received a complaint of a possible suicidal male.

After a few hours of searching, the male was finally located and advised he had no plans to harm himself. He advised he would be attending a scheduled appointment the next day to seek medical help.

Viking Ag Society Update I would like to take this time to thank everyone that came to the Ag Society Meeting on Feb 13, 2020. It was great to see more people from the community step up and help out the Ag Society.

As well, I would like to thank Brian Zarski for letting his name stand for the nomination of President for the 3 year term, and for Dale Morrical of being Vice President for the 3 year term.

As the Ag Society moves forward, I know that they will be able to do great things with the new committee, as they were already talking about applying for the casino, what grants are out there and other summer ideas. With new people come new ideas.

As I exit the President seat, I will remain on the board and help them in whatever way I can to make sure that the new executive succeed in their roles.

Hafso advises anyone who raises a garden or enjoys producing their own food may be interested in attending.

“A lot of garden produce needs to be pollinated. People don’t realize how inconspicuous (bees) are. They are immensely important.”

A healthy environment means healthy plants and healthy people,” Hafso says.

“That’s what we want to promote.”

Celebrating 40 years of helping people help themselves Leslie Cholowsky Staff Reporter

Viking/Beaver Family and Community Support Services (FCSS) celebrated its 40th anniversary last week with an open house on Wednesday, Feb. 19.

Director Dawn Chrystian says she and staff knew that this milestone was coming up this February, and celebrating it has been in the works since the fall.

“We had to keep our eye on the budget, and planned something small to celebrate.”

She asked the Town of Viking to proclaim a special day, which ended up coming to fruition this past Wednesday, officially named Viking Beaver Family and Community Support Services Day.

Chrystian says that staff and members of the governing board were on hand with videos and a photo album of the agency’s history over the years.

She was pleased to see former directors, staff members, board members, and councillors come to Wednesday’s open house.

Viking Beaver FCSS grew out of a local Preventative Social Services advisory board created in Viking in 1979 by a concerned group of citizens in the area.

As it states in the Town p ro c l a m a t i o n : Viking/Beaver FCSS has continued to grow in scope, serving as a hub of local social supports and remains a significant service in our community.

Chrystian says that it wouldn’t have been possible to celebrate this milestone without the work of dedicated volunteers, from 1980 onward, whether that’s board members, or community members.

She attributes part of the success of FCSS to partnering with other groups and services to bring programming to the community.

The next event for Viking/Beaver FCSS will be a youth mental health presentation, which will be a partnership with the Camrose Open Door Society.

Geared towards youth ages 12 and up, Chrystian says this program is for youth, parents, adults with ties to youth in that age range.

Beaver County Council meeting highlights from the past week The following are highlights from the Beaver County Council regular meeting that took place on Wed., Feb. 19 in Ryley.

Beaver Municipal Solutions – Municipally Controlled Corporation Council passed a motion that Council propose to the Beaver Municipal Solutions Municipally Controlled Corporation Committee that Beaver Municipal Solutions provide a 40-year visionary trust and that a clearer post closure plan be included in the business plan.

Beaverhill Rural Crime Watch Council directed the Beaver County Community Peace Officer (CPO) to contact Provincial authorities to see if Beaverhill Rural Crime Watch decals can be applied to CPO vehicles.

Update of Legal Issues Council agreed to settle with West-Can Seal Coating Inc. as per the discussion in Closed Session on February 19, 2020.

Battle River School Division – School Closures Council approved Cr. Smook to speak as Beaver County representative at the Battle River School Division meeting regarding potential closure and consolidation of Holden and Ryley schools.

Council supported the ACP Grant application with the Village of Ryley to conduct a stormwater management study.

Ducks Unlimited Canada – Notice of Proposed Conservation Agreement Council waived the 60-day waiting period for registration of a conservation easement on W ½ of 5-47-12-W4.

The properties are located south of Viking, adjacent to Secondary Highway 615 and Range Road 125.

Bylaw 20-1080 – Strathcona /Beaver Inter-Municipal Development Plan (IDP) The Strathcona County and Beaver County IDP has been developed in accordance with Section 631 of the Municipal Government Act. The IDP project contains policies for land use, transportation and infrastructure, environment, economic and social development, and responsible intermunicipal coordination. The IDP Area extends approximately 800 meters on either side of the Strathcona and Beaver County municipal border.

The project included one phase of public engagement, which took place between November and December 2019. Beaver County and Strathcona County worked together to compile all public engagement input and drafted a public engagement summary which outlines all engagement feedback.

An open house was held at the Hastings Lake Community Hall on November 21, 2019. Council passed 1st reading of Bylaw 20-1080 and will schedule a public hearing.

Bylaw 19-1077 – Tofield/Beaver Inter-Municipal Development Plan On February 10, the Councils of Beaver County and the Town of Tofield held a joint public hearing regarding Bylaw 19-1077 – a bylaw to repeal the existing Tofield/Beaver Intermunicipal Development Plan (IDP) and adopt a new IDP. Council passed second and third reading of Bylaw 191077.

Bylaw 19-1079 – Holden/Beaver Inter-Municipal Development Plan On January 20, 2020, the Councils of Beaver County and the Village of Holden held a joint public hearing regarding Bylaw 19-1079 – a bylaw to repeal the existing Holden/Beaver Intermunicipal Development Plan (IDP) and adopt a new IDP. Council passed second and third reading of Bylaw 191079 as amended.

Review of Beaver County Municipal Development Plan A review of the Municipal Development Plan (MDP) has been on the Council’s Action List since 2018.

This initiative dates back to August 15, 2018 when a resident requested that his lot in a multi-lot subdivision be subdivided into 2 lots. Administration brought the item forward and requested clarification regarding the scope of the MDP review.

Council deferred the MDP review until issues regarding Priority Based Budgeting are better known over the next year.

Wainwright/Beaver Inter-Municipal Collaboration Framework Council deferred the matter of Wainwright/Beaver Inter-Municipal Collaboration Framework to a subsequent meeting.

Capital Purchases – Aerial Photos Beaver County obtains aerial flight imagery on a fiveyear cycle. The current imagery data set on the GIS platform is 2015. It is recommended as a best practice to acquire photography in early spring (snow and leaf-free imagery).

The timing of the flight project is to be completed by the third week of May. It is therefore recommended that Requests for Proposals be sent out much earlier for any successful vendor to start and complete the work by the third week of May. Council passed a motion to defer a decision on the matter to a subsequent meeting to allow time to compare technology costs of various aerial mapping options.

Beaver Municipal Solutions Wetland Assessment & Impact Report – Landfill Beaver Municipal Solutions (BMS) owns and operates a sanitary landfill in N ½ 10 and W ½ of 11 in 50-17-W4.

BMS is proposing to expand the landfill into SE 10-50-17W4.

A wetland assessment and impact report has been prepared to identify and classify wetlands impacted by the proposed expansion and develop mitigation measures to minimize and avoid wetlands.

Council directed Administration to invite Beaver Municipal Solutions representatives and staff engineers to a subsequent Council meeting to explain the report to Council in more detail.

2020 Budget and Priority Based Budgeting Process Council reviewed changes to the 2020 budget, and reviewed the 2021 – 2024 road construction program.

Level of Service – Pest Control Policy Council approved Pest Control Level of Service Policy.

The amended Policy removed any reference to the Beaver Bounty Program and there is an addition that Beaver County Council will address intermunicipal issues related to beaver control or flooding on a case by case basis.

Council also approved a new Overland Drainage Policy.

This policy addresses the level of service for licensed water management projects within the County, and establishes that: • The County will maintain the areas of licensed watercourses which lay within County properties and road allowances.

• Areas of licensed watercourses which are located on private land will have no maintenance provided by the County unless there is an imminent threat to County infrastructure.

Beaverhill Rural Crime to host information sessions Moush John With a spike in rural crimes, the Beaverhill Rural Crime Watch (BRCW) will be hosting a series of ‘Meet with the RCMP’ sessions, followed by other informational meetings in the near future, hoping to get more members involved in this community initiative. “We are concerned about the crime in our towns, villages, and rural areas and would like to get more members involved,� said Sheila Lusk, secretary/treasurer at BRCW. “Our annual general meeting (AGM) is on Monday, March 23, and we are looking to fill up four director positions on the board.�

Starting in March, Lusk said there will be two ‘Meet with the RCMP’ sessions.

One in Bruce on March 3 at the Seniors Centre, followed by one on March 9 at the Holden Seniors Centre.

As they begin to put a structure in place for the information sessions, Lusk spoke about the Property Identification Information Session where attendees would be encouraged to make a list of their property and to mark their property. “We will encourage action by providing stats for property crime in the Beaver County area, explaining why property identification is important, providing information about ways to inventory and track assets, and providing a list of resources for additional information,�

Lusk stated.

Among the presenters would be –

RCMP local detachments, and representatives from the K division; insurance industry representative; and representatives from property marking product companies. “Our hope is that the RCMP local detachments will be touching upon why it is important to mark property; give a property crime stats for Beaver County, for instance, numbers for last year, trends, property recoveries; and discuss about the Canadian Police Information Centre,� Lusk explained. “The RCMP K Division will speak about current and emerging technology that is available to mark and track property, such as apps, software, and tracking devices; they will provide an update on the Lock it Up initiative – success of the TRACE pen promotion, and their plan for providing detachments with scanners.�

Lusk added that there would also be a discussion about the repeat victim initiative, with an Update from Jennifer Kees of K Division. “We’d like to know if are there repeat victims in the Beaver County area, and the K Division would also discuss assessment of repeat victim’s properties and examples of advice they provide regarding property identification and how to reduce risk of repeat break-ins, what have been the program successes, and the factors to consider when determining which tools would best suit their needs,�

Lusk said.

The Beaverhill Rural Crime Watch AGM is on Monday, March 23, at the Ryley Legion Hall commencing at 7 p.m.

Beaver County to partner with Agroforestry and Woodlot Extension Society for Shelterbelt and Eco-Buffer workshop Moush John Beaver County is partnering with Agroforestry and Woodlot Extension Society (AWES) to provide local landowners with a Shelterbelt and EcoBuffer workshop on Tuesday, March 10. “As a result of increased interest in Alberta in the past several years for shelterbelt management, Beaver County is taking this initiative,� said Beaver County Agricultural Fieldman Aimee Boese. “AWES will provide the professional expertise for landowners interested in either rejuvenating the shelterbelt they have, or planting a new shelterbelt or eco-buffer on their property.�

According to Boese, Noel St. Jean and Ian Cameron will emphasize the importance of maintaining field shelterbelts, wetland buffers, and other wooded areas and will highlight benefits to ecosystem health, biological diversity, and crop yields. “We will also highlight some of the economic benefits of maintaining tree cover on your properties,� Boese added. “Whether its one row, or an entire quarter section, AWES will highlight options for numerous situations, and will work with landowners to identify issues on

their land base and how to solve them.

Even if you aren’t ready to make any changes today, AWES will provide the tools and resources you may need for planning into the future.�

Landowners can contact the County or AWES ahead of time if there is a particular topic of interest that they would like to hear more about.

Topics to be covered will include establishment, maintenance and follow up care, tree insect and disease identification and management, and health assessments – tailored to be specific to Beaver County conditions and issues. “Staff will come prepared to make recommendations on peak times for planting, species that will do well in your area, and how to ensure the longevity of your shelterbelt,� Boese stated. “Funding opportunities available province wide will be discussed too, and AWES staff will fill attendees in on what services they can provide for all of their planning and planting needs. Come prepared with questions and an eager mind.�

Workshop participants will visit a local shelterbelt to apply assessment strategies learned in the workshop, and will complete a design and maintenance plan for their property.

Holden Seniors appreciative of BMS grant Members of the Holden Senior Centre wish to sincerely thank Beaver Municipal Solutions for the grant money received to upgrade the lighting at our facility.

Concerned letter to MLA regarding school closure threat Dear Editor, This is what we have to say as a community regarding the BRSD school closure and changes in our communities, and have drafted this letter to our local MLA Jackie Lovely.

The Battle River School Division (BRSD) has tabled a motion to “consider relocation of Grades 10 to 12 from Ryley School, and consolidation of Holden and Ryley schools into one school site, serving students in Kindergarten to Grade 9.� This announcement has come as a shock as we have had no prior engagement or sharing of the details that lead to this motion being tabled.

Passing of this motion will have lasting impact on our families, our communities, and our economy.

Our children and youth need strong advocates for quality rural education. We as parents are asking you as our MLA to advocate for investment in your rural Alberta students. This is a crisis. Closing schools and increasing bus times is a huge burden to place on our children.

We ask that our government commit to specific actions that will close the gap between rural and urban education. Regardless of where families work and raise their families, we want to ensure that students can access the education that will prepare them to lead our communities, government and economy.

We understand that there is a program that is in place to reduce the strain on rural schools with fewer students.

This funding is appreciated but, as the current challenge with Battle River School Division highlights, rural schools continue to struggle to maintain quality education.

Dramatic increases in insurance premiums and electricity

costs are two of the issues that we have heard are behind the current decisions to close our school and bus our students out of the community.

Beaver County is a county full of innovative, entrepreneurial and forward thinking leaders who have invested in infrastructure that has attracted industry to our communities. Our schools and their extracurricular activities are important for attracting employees for those industries. The enrolment at our schools fluctuates with the economy and this current downturn has been particularly hard.

We need a system of funding that buffers our communities during economic downturn, maintaining the needed infrastructure to support families and rural economies when things improve. We understand that rural student numbers are down now, but with the optimism returning to our province and the leadership now in place, we feel that it is worth holding on just a little bit longer.

Attracting young families is vital to maintaining investment in our rural economy and our ability to respond to industry needs.

We look forward to a response from you and trust you will bring the needs of your rural students and communities to the attention of the honorable Adrianne LaGrange, Minister of Education.

We appeal to your ability to communicate the larger vision of what is at stake when a rural community loses a school, and our need for increased provincial support for rural schools. Our communities are worth the investment!

Beaver County invites proposals for professional 3D visualization services of the Equity Industrial Park (EIP) near Ryley.

Request for Proposal 2020 Contracted Landflood Control Services Beaver County is now accepting proposals for Contracted Landflood Control Services to fulfill a commitment required to address current beaver removal and Landflood control needs on municipal lands and public infrastructure within the County for the 2020 season.

Holden 4-H Beef Club holds public speaking Heck’s Fuel Service Ltd. Full Time Truck Driver Heck's Fuel Service Ltd. operates the Killam, Forestburg, Bashaw and Bawlf UFA Petroleum Agencies. We are currently looking for a full-time fuel delivery driver to mainly cover the Killam and Forestburg areas.

On Sunday, Feb. 23, the Holden 4-H Beef Club held its annual communications event at St. Mary's Hall south of Holden. All members were present.

There were 16 prepared speeches and impromptus and one presentation. Our Cleaver members who are both 7-years-old both presented prepared speeches as well as impromptu speeches.

They were amazing. Our parents made us a very

tasty lunch which was enjoyed when the competition was complete.

Thank you to the six judges who volunteered their time, the Holden Lodge for allowing us to use their PA system, and St. Mary's Community Association for donating the use of their hall. We live in such a supportive community!

By Marjorie Lawson Noreen Jackson is a proud grandmother of Carrick Brandt Corsaro, first born of Aaron and Taisa Corsaro of Edmonton.

The Wainwright Art Show was held this past weekend and Irma was well represented with the works of Jeff Beer, Yamila Meeuws, Heather Barss, and Tom Parsons.

Michael Soucy flew to Minnesota and then travelled to Vancouver with his son Carson and the Minnesota Wild for their Dads game.

He then took in the Edmonton game before returning to Minnesota with Carson.

Debbie Soucy and Diane Shubada also were in Vancouver and Edmonton for the games. A large contingent of Irma fans took in the game at Rogers Place and were excited to see Carson score and help the Wild to victory.

Unfortunately, he suffered a wrist injury and was unable to complete the game.

Sharon Lutheran Church hosted a Mexican supper on Sunday evening followed by a program and slides of the recent mission trip to Mexico to build a home for a family there.

The Irma Figure Skating Club hosted “Lights, Camera, Skate” on Sunday.

A large crowd enjoyed the performance by the young skaters and the excellent costumes.

Irma Aces defeated Delburne in two games this past weekend and go on to face Hughenden in a best of five series this coming week. Good Luck, Aces!

New education funding model announcement from Province Leslie Cholowsky Staff Reporter Alberta Education announced a new funding model for Alberta’s kindergarten through Grade 12 education system on Tuesday, Feb. 18, which they say streamlines operations and directs more dollars to each school division.

“In the 2020-21 school year, every single division will see an increase in operational funding,” the province said in its announcement.

One of the biggest changes for determining funding is a change from a one-year enrollment figure by a certain date to a “moving three-year average,” minimizing the need for mid-year adjustments to school budgets, like the one that caught Battle River School Division off guard with $1.6 million less in funding than budgeted for the previous spring.

Minister of Education Adriana LaGrange says, “Alberta will continue to have one of the bestfunded education systems in the country.

“This new model will drive more money to our school divisions for use in the classroom and provides them with the flexibility they need to meet the unique needs of their

students.

“These changes will ensure our divisions continue to be equipped to provide our students with a world-class, highquality education.”

The new model also gives school divisions more flexibility to determine how to best invest taxpayer dollars, it says in the funding announcement.

The overall number of grants available to schools will be reduced from 36 to 15, not by deleting grants, but by combining and simplifying them. “School divisions will have reduced reporting obligations and more leeway to direct funding to support the needs of students.”

System administration funding will now come from a targeted grant, instead of a percentage of overall funding, which will standardize administrative and governance spending to within a reasonable range, and is intended to maximize dollars intended for classrooms.

Funding will be provided to support specialized learning needs or groups of students who may require additional supports, including program unit funding, funding for English as a second language students,

Instead of funding based on a student count each year that isn’t calculated until the fall, the new model will use a three-year average, meaning school boards will no longer have to wait until they have a confirmed number of students at the end of September after school is already underway to find out the final funding numbers. “This should minimize school authorities having to adjust their staffing levels throughout the school year,” the announcement says.

The new model will confirm funding commitments from the province by the end of March each year instead of the end of September. This should minimize a need for midyear budget adjustments and staff adjustments during the school year, and provide boards with more predictability in their planning and budgeting processes.

Novice coach doesn’t base progress on wins and losses Moush John Staff Reporter

With Hockey Alberta not keeping scores for Initiation and Novice this season, most coaches and parents have mixed feelings. However, for Jeff Bird, Head Coach for Viking-Holden Novice, it’s a “good thing.”

“I think it’s a good thing at this age group, because the level of each team can vary so much causing some very lopsided scores,” Bird said. “For us coaches basing progress on wins and losses at this age would be counter productive. The scores may show your team progression, but if you are overmatched, it can be deceiving.”

According to Bird, winning or losing by 15 goals isn’t fun for anyone.

He said that at young ages, skill development is one of the most important things coaches should focus on, not wins and losses. The players have plenty of time for that as they move up through minor hockey.

“As far as the kids themselves, some keep score on the bench during the games and that’s fine – it’s good to be competitive,” Bird added. “They definitely know when they win, even if they skew the score in their favour. But

us as coaches are more focused on kids playing smart and working hard, and the progression of that is easy to follow.”

For the Novice team, the coaches focus on a lot of skills and strengths throughout the year, such as, skating, puck control, passing, and shooting.

“Passing has been high on our list this past month and we are slowly introducing team strategies on how to skate out of our zone as a team and passing to the right places,” Bird said.

“Trying to teach them that they can’t all have the puck at the same time! We have a small team of only nine skaters but they are progressing well in all areas.”

He further stated that the biggest thing for him and the coaching staff is that the players learn teamwork.

“That can mean being friends on and off the ice, supporting each other, but also working together on ice,” Bird explained. “I’d rather see a goal with two or three good passes first rather than an unassisted breakaway. Since they are seven- and eight-year olds, sometimes there is a need to repeat things more than once, but I am very proud of them and they are really improving as a group.”

received a request to check on the well being of an individual who had sent concerning text messages to her mother. Police attended and spoke with the person in question and she was fine and did not require any assistance.

The complainant was

That afternoon, police received a complaint of an attempted theft of fuel at a business in Viking.

The complainant advised he had noticed tire tracks along side of one of his work trucks and believed someone had attempted to siphon fuel from it.

Police have no suspects at this time.

On February 22, police received a complaint of damage to the post office boxes in

Kinsella. Police attended the location and found several of the boxes had been pried open. It is not known at this time if anything was stolen from the boxes. Police are continuing their investigation into this matter.

On February 23, police received a report of a dispute over the custody of a dog. Police advised all involved parties that this was a civil matter and not a police matter.

Battle River Female Atom Knights (3-11-2) skated to a 3-1 win over Irma Female Atom Aces (9-6-2) on Friday in the first round playoff series. Emma Galletly scored all three BR goals, and Irma’s Sadie Larson broke up the shutout bid a few minutes into the third frame, assisted by Amilie Keller.

Emersyn Sparrow, Evelyn Hampshire, and Abby Galletly picked up assist for BR. Maddison Eckstrand made 28 saves out of 29 shots for BR. On Saturday, Maddison made 41 saves in a 2-0 shutout victory over Irma at home to win the two game most goals series.

BR scorers were; Emma Galletly and Evelyn Hampshire. Abby Galletly, Kate MacKinnon and Brittyn Zentner got assists. Maddison had a .986 save percentage over the two games.

Irma Midget Female Aces shutout Dewberry 10-0 in their first round playoff game on Saturday on the road.

Emily Tanton had a six-point game (4g 2a) and Jessica Hay got a hat trick (3g 1). Other scorers were; Shelby Tanton (1g 2a), Cassy Larson (2a), Ashley Zwarich (2a), Macie Larson (1g),

Ainslie Borth (1g), and Jaime Paterson (1a). Mariyah Albers recorded the shutout win.

Viking Tier 4 Atoms turned around a 3-2 Saturday playoff loss at Fort Sask., with an 8-0 shutout win on Sunday at Holden Complex. Sterling Cumming and Alex Klein scored for Viking on the road. At Holden on Sunday, Sterling Cumming (3g 1a) and Wyatt Olson (3g 1a) both had hat tricks in the win. Other scorers were; Tate Crawford and Alex Arndt. Ben Fleming (2a) and Alexander Morken picked up assists. Cole Hoffman was perfect in goal.

Viking Tier 5 Peewees won a two game playoff series against Wetaskiwin over the past week. On Feb. 19 at Wetaskiwin, Viking won an 8-3 game. Yohan Borromeo scored four goals and had a six-point game. Other scorers were; Xavier Arndt (2g 2a), Wiley Cumming (1g 1a), Cheyenne Suchy (2a), and Hunter Morken (1g).

Landon Hanson got the win in goal.

On Sunday at Holden Complex, Viking won a 7-3 game. Wiley Cumming had a 5-point game (2g 3a).

The province is spending $20.6 billion on healthcare, the highest ever in the province and the highest per capita of all provinces. Physician services account for one-fourth of the overall health care budget. The new framework will prevent $2 billion in cost overruns while still ensuring that Alberta doctors are amongst the highest paid in Canada.

Unaddressed, rising costs will impede our ability to provide essential health services Albertans rely on. We are keeping our campaign commitment to maintain health spending and strengthen our universal, publicly funded healthcare system. Alberta spends more on physician services than other provinces, yet many system performance measures are below national averages. An Alberta doctor earns approximately $90,000 more than a doctor in Ontario, and physician fees have almost tripled since 2002.

We are phasing in changes to complex modifiers, reducing the rate physicians can charge for this billing code to $9 from $18, for a period of one year before the code is removed in 2021-22.

As large patient loads can contribute to physician burn out and may compromise patient safety and quality of care, the province will implement a daily cap of 65 patients per day modelling after the British Columbia cap. This cap will not apply to the Constituency of Camrose as we are a rural location.
