Man arrested for theft of Andrew area bait vehicle

BY JOHN MATHER The Two Hills RCMP got their man; hook, line and sinker, because he took the bait.

The police had used a “bait” vehicle on Jan. 1, 2021 along Highway 45 near Andrew.

The vehicle was stolen from the location and police found it a short time later after it had been abandoned.

With the assistance of Cold Lake RCMP and the Cold Lake C r i m e Reduction Unit, a suspect was identified and arrested.

Tw e n t y four year old Wyatt Whitford of Bonnyville, Ab. has been charged with;: “Theft of a Motor Vehicle,” “Mischief to Property,” two counts of “Failing to Comply with an Order,” “Driving Without Insurance,” and “Driving Without Registration.”

At the time he was caught, police state he was in another stolen vehicle and is facing additional charges.

Whitford was released on an undertaking and is scheduled to appear in Vegreville Provincial Court on March 1, 2021.

Two Hills RCMP are warning would-be criminals that if you steal a vehicle, or enter it to steal items, it may be a “Bait Vehicle” and you will be caught.

Targeting people who steal vehicles or who attempt to steal from vehicles, is just one component of the ongoing crime reduction strategies in the Two Hills area, and across the province of Alberta.

Councillor puts in a request for ice melt in Mundare

BY JOHN MATHER Councillor Cheryl Calinoiu asked Public Works director Dave MacDonald if some sand and ice melt would be added to an icy area of the main street around the traffic circle, Feb. 16 at the council meeting.

could but after the recent cold snap he was hoping to do a scrape of the roads prior.

Barb McCarthy from JMD Accountants pre-

sented the town’s 2020 financial statements and in a nutshell reported the town was in a reasonably good financial position.

“At the end of December your cash position was at $967,000,” she reported.

“That’s up $300,000 from the previous year.”

But she said that was because the town had incurred more debt and that the overall financial position hadn’t really changed.

After breaking down the various receivables, assets and liabilities, she told council the overall finances were good.

“Well we came in under budget and are managing our debt, so things are being well managed would you say?” asked Mayor Mike Saric.

McCarthy replied they were in good condition.

Council approved the financial statements.

Opinion Language reform demonstrates systemic racism

BY JOHN MATHER As a youngster in Grade 7 in Brampton, Ont. I started to learn French. It was a conversational French program and it was pretty interesting.

I continued to learn French through five years of high school (high school in Ontario was five years during the early 1970s) and when I studied for my journalism degree, I also studied two years of French.

Then I graduated and was thrust into the real world.

Boy, did that French come in handy!

I used it once in 1976 when as a young reporter with the Chatham Daily News, I accompanied another staff writer to a teachers’ strike at Ecole du Secondarie de Paincourt, in Kent County. I wasn’t there to write a story. Nope I was there to interpret because as part of their strike action the teachers were refusing to speak English. So I presented the reporter’s questions and then provided the teachers’ responses.

Come to think of it, I don’t even think I got a cobyline on that story.

So to say I’m shocked by the federal Liberals wanting to dump money on proposed language reforms to seek “equality” of English and French in Canada would be an understatement.

The new 30-page study from Official Languages Minister Melanie Joly lays out 50 proposals to counter the decline of the French language across the country, including its decline in Quebec.

“Because of globalization and also the spread of digital content, English is being favoured. We need to make sure that French and English are much more at an equal footing at this point,” Joly said in an interview last week.

What she doesn’t seem to see through her rose coloured glasses is the decline is “because of globalization.”

The Trudeau Liberals and other federal governments have been pushing Canada to join the globalization movement for years. Businesses are immersed in the globalization movement.

Why are there no vaccines manufactured in Canada? Globalization!

And in the global world English is the preferred language.

So the Feds want to spend more on getting more French Immersion teachers working across the country.

Continued “French is the first language of eight million Canadians and their preoccupation is that French can continue to thrive in our country for the next 50 years,” Joly said, adding that the same rights must be afforded to the English minority in Quebec.

Except that the same rights aren’t afforded to the English minority in Quebec.

Just look at the sign laws.

Your business can be shut down if your sign uses English words. And no French equivalent for an English word. Then create one.

And Quebec has language police going around to enforce compliance, or heavy fines can be levied.

In Alberta, French is offered in schools. Court services can be had in French or English. Federal bureaucrats can provide services in French.

Yet it’s not enough. The language is in decline. Also, nothing says elitism like this document the Liberals have dumped on the House of Commons.

They claim to want to end systematic racism, state emphatically there is no old stock Canadians and no elitism in the halls of power.

Even when it has all been shown to exist.

And now this.

Where is the equality for Ukrainian speakers, how about Cree or other indigenous languages. What about Cantonese or Mandarin.

If we’re going to be equal

across the board as sock boy Trudeau so proudly and moistly whispers, then shouldn’t all native tongues be addressed equally?

No this is a fine example of the Liberal government pandering to systemic racism.

The Liberals plan 60 days to have a committee study the implementation of language reforms. Then they will bring forth the “necessary legislative amendments.”

So typical Liberal. They openly admit the use of the French language is declining, not just in Canada, but worldwide yet here they need to spend more money to force more Canadians of any ethnic background to be able to use it.

FROM WHERE I SIT: Doncha Hate?

BY HAZEL ANAKA Sometimes it gets exhausting to understand, empathize, see the other side, rationalize, and make allowances for those people and things we don’t like or agree with. Sometimes a person just wants to rant and rave, bitch and moan. Maybe today is that sometime.

Doncha just hate when some retailers’ till tape receipts fade to the point of indecipherability before you have a chance to use them for income tax purposes? It almost reminds me of the early faxes that were printed on thermal paper. That stuff was nasty. It may not be the same material but I hate it. Plus, I don’t think I should have to provide my email address to a store so they can send me a receipt which I then have to print. My ink, my paper, my time, and effort.

Speaking of retail, doncha hate when you find out about discounts or loyalty programs by accident? You accidentally see or overhear the person ahead of you accessing perks you never knew existed. Why haven’t they informed you? A person may decline to join or not qualify for whatever but why the deep dark secret. Back in the day, we called informing the buyer, customer service.

This is the total opposite of those cashiers who are repeating their script hundreds of time a day.

They are totally thrown off kilter when you pass them the member card before they ask for it. Ten times out of ten they will ask you for it at the scheduled time in their spiel. The day would go faster for them and be more satisfying if they engaged in real conversation rather than the mindless robotic drivel demanded by the boss.

Doncha hate when you practise the opposite of road rage and graciously let people merge

or enter the roadway and get no acknowledging wave? We’ve all received the favour at one time or other and know it can make our day, so why are some so stingy in expressing gratitude for a kindness?

Hilary’s pet peeve is those dog owners who don’t pick up dog poop.

With less wide-open space and more and more dogs, the mess is getting worse. Nothing like spring thaw to expose the extent of the issue. And it’s totally preventable. Come on, people. Until dogs gets opposable thumbs, it’s up to the human owners to do the right thing.

Doncha hate how the never-ending Covid-19 has forced us to accept sub-par levels of service virtually everywhere?

From shorter bank hours to entire government offices being closed to the public, we are forced to patiently wait and nod our understanding. And for the most part, most days, we understand the staff shortages and reduced work hours. But to know the full extent of the inconvenience, you should try moving ahead as the executor of an estate. The bureaucracy associated with banks, courthouses, land titles, and others hasn’t gotten better during the pandemic. Life goes on and

Software program developed by Lamont County entered for recognition

BY JOHN MATHER Lamont County will be entering a new time sheet computer software program which they have developed along with MRF Geo Systems in the 20th Annual Minister’s Awards for Municipal Excellence.

Council received a letter from the Municipal Affairs Minister, Ric McIver, giving details and the categories for the awards.

“I’m not sure that we have anything from the past year worthy to submit,” mused Reeve David Diduck.

That’s when Chief Financial Officer Roberta Malysh interrupted.

“I think I have something,” she stated.

“We’ve developed a time sheet program in conjunction with MRF that’s never been done before.”

“It was our idea and they worked with us to develop it and now they’re selling it to other municipalities.

“We hope to enhance it to also improve it to include equipment,” she added. She said they were asked to present a presentation on the program last year at a government conference for government finance officers, but the conference was cancelled due to Covid.

“I think it shows innovation and creativity coming from a small municipality such as ours,” she added.

Diduck said if it was something administration wanted to pursue then they could go ahead.

“Are we using this 100 per cent right now,” he asked. County Manager Stephen Hill told council it was.

Malysh said it would be entered under the Smaller Municipalities category.

She after, said she was very excited to enter the project for a Ministers award.

“What we did was in conjunction with our GIS provider MRF, and we needed a good automatic time sheeting system.”

She said many programs had automatic time sheeting systems built in but the County hadn’t found one that worked well for them.

She said the program

allows staff to enter their hours from a computer, tablet or phone and it goes to the manager for approval.

“To enter it from your phone we developed an app for that,” she said.

She said that makes it much easier for staff who work away from the central administration office to record their hours and get them quickly to their managers for approval and payment processing.

Staff such as public works drivers and people currently working from home due the pandemic all have come to rely on the program.

Malysh said there were larger programs available which the County could have accessed, but she found they weren’t as user friendly.

“We worked with MRF Geo Systems,” she said. “We had worked with them on our vehicle tracking systems and other areas of administration. Those are all pretty standard, but developing this time sheeting program was very unique both for us and them.”

She said no one had gone this route before. It allows MRF to take the program and market it to other municipalities to be integrated with their payroll systems.

She said they developed the program and brought it online on January 1, 2020.

“Don’t think it’s perfect because it still has some hiccups,” she added. “But the potential to further develop it to improve our handling of work orders and job costing is being worked on.

We will develop it further.”

She said while they planned on designing the program for some time it has proved its worth during the pandemic.

Gary Zhang, president of MRF is as excited as Malysh about the program.

He said they develop new technologies for a variety of customers.

“It’s digital transformation,” he said. “If something is paper based we try to make it digital.”

He said his firm started working with Lamont

County about three years ago developing vehicle tracking through the use of GPS. There is also a GIS map they developed for the County which shows detailed information of land ownership, roads and other items allowing them to see conditions and areas where issues may develop.

“The mapping can be done for almost anything and I know they use it for weed inspections and weed control spraying.”

The new module he said was”a very interesting project.”

He said most people use paper based time sheets telling what time people check in and out and what tasks were accomplished.

“The problem is when you do it on paper, someone has to type it into a computer and then someone has to do a cost accounting.”

He added this then needs to be entered under specific codes and there’s room for errors based on human error from handwriting to simple data entry mistakes.

“With time sheets it allows instant access to a variety of employee records and allow for staff changes like vacations or adding staff during peak periods.”

The County, he said, didn’t like the available programs but they had a challenge in the costs of the software that would be developed to suit their needs.

“There’s a high price tag to customization of programming,” said Zhang. “When we were asked if we could do a time sheet program we said we didn’t but asked what it was the County looking for.”

So, he said, MRF worked to meet all the County requirements and still keep the cost down. It had to be able to be used by all the staff.

He said MRF talked to many of their customers and found out they all wanted a program such as time sheet that could be modified to suit their specific needs.

“So we invested with Lamont County to put the program together,” he said. “Each future customer will pay a

share of development costs, providing a base program that can then be customized for each customer’s needs.”

He said working with Lamont, they got the base program developed.

He said working with the County was impressive because there were deadlines that were going to be difficult to meet.

He said Malysh had plans to implement the program by a specific time and by having a dedicated effort by the staff and a complete buyin from County staff they were able to meet the deadline.

“It was not a typical project we do,” said Zhang. “It was more like a mission impossible.

But everyone made the efforts to support the

transition and I was very pleased when together we met the deadline.”

“I was very impressed with the willingness of Lamont County management to look at a problem and come up with a solution for it,” said Zhang.

“They’ve shown great leadership throughout this process.”

Mundare lift station develops overrun costs

BY JOHN MATHER Mundare council budgeted $800,000 for the reconstruction of its northside lift station and at the Feb. 16 council meeting were told the project was currently about $65,000 over budget.

“One of the big costs we ran into,” Chief Administrative Officer Colin Zyla said. “was when they were putting in the new manholes to tie the lift station to the manhole at 53 St. and 51 Ave., contractors discovered that line was not in good shape and it had to be replaced.”

He explained that the line brought sewage from the north side of the community to the lift station, so it couldn’t be left in the state it was. It accounted for $51,000 of the overruns.

Zyla said he estimated another $4,700 may be spent as engineers get toward the completion of the project.

Zyla said he would like to put in a SCADA system (Supervisory Control and Data Acquisition) which would give readings from the lift station and allow it to be sent immediately to the town’s computer systems at the municipal building where it could be saved.

In addition, the system would give out immediate notice of any problems at the lift station.

A website states the SCADA system allows industrial organizations to: • Control industrial processes locally or at remote locations; • Monitor, gather, and process real-time data; • Directly interact with devices such as sensors, valves, pumps, motors, and more through human-machine interface (HMI) software; and • Record events into a log file.

Zyla said the SCADA upgrade would cost an additional $35,000.

Zyla then told council he needed a couple of motions passed so he could apply for final provincial funding and also calculate the additional costs of the project to the final estimate of

the Local Improvement Tax which is being used to fund the cost of the replacement of the northside lift station.

He said the original estimate for the local improvement cost for the project was $28.85 per year. With the update estimates of $100,000 in overruns and the province covering 75 per cent of the project, the LIT would be $32.56. If the province rejected paying for any overruns and the town funded that portion of the bill by itself alone the LIT would jump to $42.85 annually for each affected taxpayer.

“I’m sure the province will pay the additional 75 per cent of the cost because they understand these projects never come in right on budget.

He recommended one motion where the council would approve the $35,000 expenses for the SCADA system and a second motion for council to approve an updated budget of $980,000 for the lift station project.

Mayor Mike Saric had a few questions regarding the SCADA system.

“You’re essentially buying a program with software. What is the annual operating cost and how is the data transmitted from the lift station to the town office?”

Zyla replied there was no annual fee for the systems and any data transmission costs would work out to about $60 per month for the town.

Councillor Jason Kowal asked how the alarm callout system would then work.

Zyla explained it's a repeat system that rings through numerous numbers until the call is answered.

“With the SCADA, it transmits data to the town office and it can be stored for several months,” he said.

Zyla further explained there would be two systems in place. The current callout system, he explained, is used and automatically begins dialling numbers once an issue has been detected, until an on-call person can respond.

The SCADA system stores the data at the town office.

Councillor Frank Rosypal asked if any callouts would then be recorded at the town office. Zyla replied it didn’t but the existing callout system did.

Saric asked, “Is there then two systems?” and Zyla said there was.

Saric thought there could be a duplication of service and wondered if the SCADA system didn’t notify the on-call personnel. Zyla replied he didn’t know.

“What information do we need to track at the lift station?,” Saric then asked.

Zyla said it could track flows and other information which the town could then send to Alberta Environment.

He further stated in the future the town reservoir could be tied into the system to record water levels, and later the town’s second lift station in Whitetail.

Zyla said he would get more information about what the SCADA system could offer for a callout system. He said the council could table the motion.

Saric suggested bringing a motion for the cost overruns without the SCADA system and Zyla said they could. He didn’t think there would be a reduction in staff hours, although Zyla said over time there possibly could be.

Most of those savings would come from reduced time in physically checking valves and flows at the station if it could be done via the town computer or an app on a cellphone.

Council passed a motion to table that purchase of the SCADA system to a future meeting to get more information.

They then passed a motion to submit a final cost for the north side lift station of $945,000.

Besides the line replacement, Zyla said the other costs were engineering change orders.

Zyla added the completed lift station should be fully operational by the end of March.

Lamont awards contract for town sewer project

BY JANA SEMENIUK A contract has been awarded to Grayson Excavating, via special Lamont town council meeting on Feb. 17, for the first of two phases of a million-dollar capital works project.

The sanitary sewer trunk lining and water proofing project, which was approved at the Nov. council meeting, is one of urgency as explained by Select Engineering’s Neil Renneberg during the Nov. meeting.

“It would put the town at risk with sewer surcharging and overtime as well as emergency callouts when these events happen. Risk and liability for sewer backups and property damage are also a factor,” he said.

Renneberg explained how the town has suffered already as a result of the disrepair.

“It cost the town $28,000 in emergency services as a result of this issue in 2020,” he said.

During the Feb. 17 council meeting, Renneberg added that the project is set to commence in two phases, “Phase one will complete the necessary prep and repair work prior to the lining getting done in phase two,” he said.

Renneberg included how the recommendation for the contract was made.

“The tender got a lot of interest. We had 10 submissions on the closing date. The lowest bid was Grayson Excavating. We discussed the project and they understand the tight timeline. We were satisfied with their bid and we recommend it be awarded to Grayson Excavating,” he said.

Councillor Dave Taylor had questions around the second lowest bid.

“In terms of the two lowest bids, you indicated that you worked with Grayson before, but has Grayson worked with the town before?” he asked. “The second lowest bidder has done plenty of work for the town before and we have had success with them, delays notwithstanding.

Are you confident about Grayson in this scope of work?”

Renneberg indicted he was.

“Yes, we have done work with Grayson before, not in the town of Lamont. We have done work with them in Tofield and Millet in most recent years. In those projects we were satisfied with their workmanship and quality control,” he said.

Councillor Perry Koroluk asked for more clarification.

“Just to reiterate, for the $11,000 difference wouldn’t it be an advantage if the more familiar contractor did the work in terms of familiarity?” he asked.

Renneberg said it’s difficult to say.

“It’s a possible consideration. The other contractor has done repairs on the sewer trunk line in 2017 or 2018. So that’s directly relatable to this

work. It’s a fair point. In the position we are in it’s difficult to predict that one contractor will do better than another contractor when our previous experience in both cases have been positive and we don’t really have any negative experiences to fall back on,” he said.

Councillor Taylor then offered a perspective on the decision.

“I would be supportive of the Grayson bid for two reasons. One is the $11,000 difference; budget is budget and another is that it would be good to establish a working relationship with another company in case for some reason in the future our more familiar contractor isn’t available then we could have someone familiar with us to work with,” he said.

The council agreed, by unanimous decision, to award the contract to Grayson Excavating.

Two Hills RCMP report 2020 files decrease slightly

BY JOHN MATHER Council received the annual report of the Two Hills RCMP at their regular Feb. 9 council meeting.

In the report, usually done in person but submitted by letter this year, Two Hills Sgt. Robert Daisley provided an overview of the past 12 months.

“This past year has seen both significant change and increased stability. On the personnel side, we have been fully staffed all year with the same members.

Believe me, this doesn’t happen very often and it has been a welcome opportunity. There has been significant change, too, as the pandemic has dominated our lives. We have changed the way that we do many things, but our commitment to serve our communities is undiminished. We continue to provide the same services, but the pandemic has offered an opportunity to do some

things better. For example, we are now taking criminal record check applications by email, saving people one trip to the office. If you live in Two Hills, that isn’t a big deal; if you live in St. Michael, it is!”

In showing the files of police activities during the past four years, the number of files opened in 2020 were 2,312, a slight drop from the 2,461 opened in 2019.

There were 2,084 files opened in 2018 and 1,754 in 2017.

Daisley reported the lower number indicated about a six per cent drop in the number of files.

Property crime had gone up seven per cent since 2016, he stated, but it was down 23 per cent from 2019.

He mentioned in his report traffic offences had been very similar to the previous year but they were about four times as high as in 2017.

This, he explained, was due to members being

out on the highways and back roads stopping and checking vehicles and making their presence known.

People in the community reporting and calling in suspicious persons or vehicles resulted in those files increasing in 2020. Daisley said that file had more than doubled since 2016 and he felt it was a direct result of people noticing and reporting unusual activities in the community.

In concluding the letter, Daisley said he needed to know from council what they would like the RCMP to focus on in the upcoming year.

He added while he would like to meet with council in person, because of pandemic restrictions it may have to be done virtually.

He summed up by saying if that couldn’t be done, then he could be emailed at the Two Hills detachment or by phone.

County Peace Officer

Derek Wright was asked what he would like to see as RCMP objectives for the coming year.

“If he wants to do any type of joint traffic safety projects we could do that,” said Wright. “They are always pretty accommodating to anything we ask. I prefer to look at their goals and follow them. Obviously watching property crime will continue to be a priority.”

He said the County does get quite a few calls coming in about suspicious vehicles.

Reeve David Diduck said he would still like to see more of a presence on the backroads, but most of council and Wright agreed the visibility of the RCMP on County roads had seemed to increase during the past year.

Council moved to have Daisley attend a council meeting to discuss council’s priorities, which was carried.

Falardeau wants to seek small community support to oppose policing costs

BY JANA SEMENIUK Bruderheim councillor Len Falardeau spoke at the Feb. 17 town council meeting to clarify a suggestion he put forth at the previous Feb. 3 meeting urging council to forego paying the town’s policing bill.

Falardeau indicated at the Feb. 3 meeting he was frustrated with the province’s mismanagement of funds.

“The province has paid $1.5 billion for a pipeline that’s not going anywhere, another $6 billion in loans on it, they are being sued, and I don’t think we should be carrying the load for this government,” he said at

the Feb. 3 meeting.

During the Feb. 17 council meeting, Falardeau clarified his position.

“I want to make it clear to all of you,” he said.

“It’s not a personal attack on the government. It’s because we weren’t contacted about this initially and all of the small communities are picking up the burden which we can’t afford to do.”

Falardeau then expanded on his suggestion.

“I want to send a letter to the province while also sending that same letter to other municipalities under 5,000 to get

their support in not paying this bill,” he said, in making a Notice of Motion. “I believe if we sent this letter and asked for their support, we would be surprised at how many would support this.”

Mayor Karl Hauch also wanted to add a clarification for council.
