Families crowded into the Viking Carena Complex Monday, Feb. 19 for Family Day celebrations. The day included sunshine and moderate temperatures to help promote hours of fun activities.

The Viking Lions offered free hot dogs and hot chocolate, which was a great success. And the Viking

Carena Kitchen was also open for hungry patrons to enjoy a variety of menu choices.

Viking/Beaver FCSS offered tattoo and glitter art for the youngsters and they flocked to the booth to join in the fun.

Mugsy the entertainer performed magic tricks, juggled and created balloon animals for an excited crowd of kids.

And always a favourite was the free family skating

in the rink. The play centre on the upper level of the rink was also open and well used for the occasion.

Outside, an old-fashioned covered wagon carried passengers on a ride around town in the beautiful weather.

Wallboards full of art works were on display inside the Carena lobby for the popular colouring contest, which promised some great prizes for the winners.

Viking Council considers Report on Carena acoustics provided to council raising Carena rink fees Patricia Harcourt Editor

A possible review of ice rental rates for users of the Viking Carena Complex rink is being presented to town council in order to consider if fees should remain the same or be raised for the upcoming season.

Carena facility ice rental rates would be reviewed by administration in time for facility user contract rentals to be done for the 20242025 season.

Chief Administrative Officer Doug Lefsrud is blaming increasing utility costs for the focus placed on ice rental fees for next season.

The rates for neighbouring rinks were compiled by the recreation director for the Viking rink.

Rinks in Killam, Sedgewick, and Holden all charge the same at $150/hr, which is what users in Viking pay dur-

ing prime time use of the rink.

Irma charges $120/hr or $300 per game; and Vegreville charges $154/hr.

Tofield has a more complicated fee schedule, broken down into local and non-local fees.

For local youth the charge is $121/hr, and local adults $171/hr; non-local youth pay $158/hr, and non-local adults pay $184/hr.

Council will be given the option of keeping rental fees as they are for next season or increasing them.

Currently, Viking Minor Hockey and Viking Skating Club pay $120/hr to use the rink, which is the charge for non-prime time Monday to Friday from 6 a.m. to 3 p.m.

Currently paying $150/hr. are those using the rink in prime time, which is 4 p.m. to 10 p.m. Monday to Friday, and 8 a.m. to 10 p.m.

Saturday and Sunday.

Also being charged $150/hr. are non-locals (outside Viking), summer hockey camps and HSL, PHL and CAJHL. Local groups like school, daycare and playschool; public skating and shinny activities all use the ice free of charge.

However, council could choose to raise the rates for the next season. The options proposed would include: $130/hr for non-prime time, and local minor hockey and skating clubs; $160/hr. for prime time, for nonlocal, for summer hockey camps and for HSL, PHL and CAJHL. An additional charge could also be put in place for the Icons and 26ers user groups who could be charged a flat $4,750 per season.

Viking Council will be discussing these options at the Feb. 21 regular meeting this week.

Viking Council received a report on the acoustics in the Carena ice rink, followed by recommendations.

Councillors will have to decide if the suggestions made in the report to correct some of the acoustic difficulties should be adopted.

The report was submitted by Lance Spratt of Resolve Acoustics Inc. of Edmonton.

The Carena was given “an onsite assessment of the acoustical performance of the ice arena,” stated Spratt.

“An excellent quiet environment for the site assessment” took place due to doing the assessment on a day when the facility was not in use.

The result of the listening and tests were

summed up: “Subjective listening in the arena during general conversation revealed that a significant buildup of energy resulted in difficult speech communication, and when coupled with typical sporting types of activities and crowd gathering would create an uncomfortable and intensely loud acoustic atmosphere.”

Spratt also said that the excessive noise buildup negatively impacted music playback and announcements over the loudspeaker.

The consultants suggested several ways to “enhance the arena’s acoustic capabilities.”

That included using rigid polyester boards distributed over the arena ceiling surface to reduce reverberation

time to a more palatable level. This meant installing four inch wide panels mounted in long strips across the width of the room, attached directly to the bottom flutes of the ceiling decking.

The recommendations project total was itemized at $143,490, plus GST. “Addressing the room’s reverberation concerns will lead to improved intelligibility and performance of the loudspeaker system,” said the report.

After the acoustic materials would be installed, then adjustments could be made to the loudspeaker system.

Council will be given time to provide input prior to making a decision on the report’s recommendation.

JOHN’S RANT Angus achieves high score on NDP stupidity metre Groundhog day was Feb. 2. Across North American the furry rodents awoke or were rudely awakened from a winter’s slumber by eager humans wanting to know how many more weeks of winter were left.

Dragged out of their comfy burrows into daylight they were expected to see their shadow … or not.

If they see their shadow there is supposedly only six more weeks of winter. Now here in the far north frozen tundra of Alberta that carries more weight than the warmer climes of Gobbler’s Knob in Punxsutawney, Pennsylvania where that most famous shadow prognosticator Punxsutawney Phil emerges to much glee and cheers from the local townsfolk to see if it can see its shadow or not.

But this year pretty much across the continent the rodents saw shadows predicting only six more weeks of winter.

Except on the sleepy benches of the NDP next to the exit of the House of Commons, in the sleepy hollow of Ottawa, where even the wail of a truck horn causes consternation.

Timmins James Bay MP Charlie Agnis dozed through the ground hog day fun.

Alas Charlie didn’t awake until Feb. 5, when a small light of less wattage than the average oven light snapped on.

Charlie had missed the action of Ground Hog Day. He had to come up with something really stupid to draw attention to himself, to make him feel more relative in the large body of politicians in the House of Commons.

Now, in the NDP caucus while there is no shortage of stupid ideas, the backbenchers struggle because the really supremely stupid ideas are usurped by their fearless leader and Trudeau sycophant Jagmeet Singh.

So what could Charlie do to top the leader?

He hastily scratched his head and suddenly snapped his fingers. He had that rarest thing for an NDP backbencher … an idea!

Scurrying back to his office he crafted Bill C-372.

It’s private member’s bill that would

make it illegal to promote fossil fuels and provides for jail time for Canadians who would even dare to suggest that burning natural gas is cleaner than burning coal.

Obviously, Charlie got some coal in his stocking at Christmas and is itching to burn it.

“Today, I am proud to rise and introduce a bill that would make illegal false advertising by the oil and gas industry,” Angus crowed in presenting his bill.

He added that the oil and gas sector was trafficking in “disinformation” and “killing people.” Angus also twice framed his bill as the dawn of the industry’s “big tobacco moment” – an apparent reference to Canada’s blanket federal ban on tobacco advertising.

Violate this as a regular citizen, and the act prescribes summary conviction and a fine of up to $500,000. Violate it as an oil company, and the punishment could be as strict as two years in jail or a fine of $1,000,000.

Got an “I Love Alberta Oil & Gas” bumper sticker. You would be in violation of the law. Simple as that.

Any contest offering “free gas” would also be criminalized, under the bill’s prohibition on offers to “furnish or offer to furnish a fossil fuel without monetary consideration.”

Being a benevolent sort, Angus allows that movies, plays and musical performances would be allowed to “use or depict fossil fuels” or even show “the production of fossil fuels” – provided that the creator can prove that they have no links to an entity that “has as one of its purposes to promote fossil fuels.”

Canadians would also be allowed to express an “opinion, commentary or report in respect of fossil fuels” if similar guidelines are followed.

So I guess a line in a fairy tale such as “Rapunzel, Rapunzel drop down thy oily, golden tresses,” would be OK. By odd coincidence mere days later an Alberta report including a Conference Board of Canada report was presented to the Feds opposing the Liberals demonic mission to impose greenhouse gas emissions.

The report underscores negative impacts that not only damage the Alberta economy, but that of Canada including: 82,000 to 151,000 jobs lost by the end of the decade across the country, including between 54,000 and 91,000 in Alberta; nominal gross domestic product (GDP) in Canada reduced cumulatively between $600 billion and $1 trillion from 2030 to 2040. Alberta’s GDP would decline by 3.8 per cent in that period; and Alberta government revenues would be chopped by $73 billion to $127 billion in the next decade, while federal revenues tumble between $84 billion and $151 billion.

“They are big numbers. And we were trying to make the case to Ottawa that when Alberta does well, Canada does well,” Premier Danielle Smith said Feb. 7.

If Chaotic Charlie’s bill was to pass, Danielle would be violating his bill and therefore fined and possibly jailed.

Now of course Charlie isn’t concerned about this affecting his riding in northern Ontario.

Nope, his constituents survive on mostly hard rock mining and some tourism.

And as we all know those mining trucks, scoops, and rock haulers are all powered by solar panels, windmills and fairy dust.

As a private member’s bill, thankfully Charlie’s rant has little chance of passing.

He can go back to sleep in his cozy seat by the House of Commons exit until next Ground Hog Day. JOHN MATHER

Changing the name of the carbon tax rebate doesn’t help The federal government thinks that Canadians will somehow be more amenable to the Carbon Tax if they just change the name of the annual rebate plan from “Climate Action Incentive Payment” to “Canada Carbon Rebate.”

Canadian Taxpayers Federation Director Franco Terrazzano says, “Prime Minister Justin Trudeau’s carbon tax rebrand is just lipstick on a pig.

“Canadians need tax relief, not a snappy new slogan that won’t do anything to make life more affordable.”

The carbon tax will cost the average family up to $710 this year even after the rebates, according to the Parliamentary Budget Officer, the CTF says.

The federal government is increasing the carbon tax again on April 1. After the hike, the carbon tax will cost 17 cents per litre of gasoline, 21 cents per litre of diesel and 15 cents per cubic metre of natural gas.

“Trudeau’s real problem isn’t that Canadians don’t know what his government is doing, Trudeau’s real problem is that Canadians know his carbon tax is making life more expensive,” Terrazzano said. “Instead of a rebrand, Trudeau should scrap the carbon tax to provide real relief.”

It’s not been a great week for the Liberals, especially after Environment Minister Steven Guilbeault reported that Ottawa has decided that existing road structure “is perfectly adequate to respond to the needs we have.”

"There will be no more envelopes from the federal government to enlarge the road network," Guilbeault said, according to quotes published in the Montreal Gazette. He later walked back his statement, after a huge backlash from other levels of government, saying he only meant “large” road projects. The federal government has and does contribute funding for maintaining and building roads, but certainly Guilbeault’s comments didn’t make them any friends.

WORD ON THE STREET Domestic dispute call results in arrest On February 12, police received a complaint of a theft of fuel and a snowmobile from a rural property south of Viking. The snowmobile was located in a field not far from the complainant’s property. Police have no suspects at this time.

Also this day, police learned that James Lund failed to attend court in Vegreville to answer to unrelated charges previously laid

by Viking RCMP. A warrant for his arrest was issued. Upon arrest, he will be facing an additional charge.

On February 13, police were dispatched to a property dispute.

Members spoke to both parties involved and they were advised this is a civil matter and to contact the Town of Viking to determine the property line.

On February 14, police responded to a 911 hang-up. The owner of the phone was spoken to and there was no emergency.

On February 14, police received a complaint of mischief. The complainant advised that a pallet was removed from a building that was on his

property. Police were unable to determine who was responsible.

That afternoon, police received a complaint of a suspicious vehicle. The complainant advised that a suspicious vehicle had entered his business in Kinsella. This matter is still under investigation.

On February 15, police responded to a complaint of an abandoned trailer. The trailer was located and determined to be stolen out of Camrose.

The trailer was towed and the registered owner was notified.

That afternoon, police received a complaint of a theft of fuel from a rural property south of Viking. Police have no suspects at this time.

On February 16, police received information regarding an ongoing child custody exchange. The complainant just wanted the information noted, in the event the matter escalates.

That afternoon, police received a complaint of an erratic driver in Viking. This matter is still under investigation.

On February 17, police observed a sub-

urban pulling a horse trailer with no lights. A traffic stop was initiated and the 35-year-old male driver has been charged with Section 6(2) of the Off-highway Vehicle Regulation, tail lamp on rear of OHV not capable of emitting red light visible from at least 60 m and Section 37(1) of the Use of Highway and Rules of the Road, fail to obey

stop sign before entering intersection.

On February 18, police responded to a domestic dispute. The complainant advised an argument had occurred between the couple which escalated to a physical altercation. A 37-year-old male was arrested and will be facing charges of assault.

Viking Council considers need Employment Opportunity for advance voting in councillor Town of Viking Summer Employment by-election Positions Patricia Harcourt Editor

With a by-election in the offing for a vacant town council seat, Viking council must decide if they wish to put advanced voting in place.

After the resignation of former councillor Clint Nearing, a by-election date of April 2 was set by council. Anyone wanting to run has until March 2 at noon to get their name in to run for the seat.

In-between this four-week period, an advanced poll could be set up for people unable to vote on the official date of April 2.

“Council needs to determine if an advanced vote is required for the upcoming by-election,” said Chief Administrative Officer (CAO) Doug Lefsrud.

He added: “Local Authorities Election Act, Advance vote Section 73 (2) specifically outlines requirements for advance voting.”

One stipulation was that the advance vote should not be held within 24 hours of the election date, and the returning officer must determine the days and hours when the advance vote is to be held.

Viking Council is holding its meeting on Wednesday, Feb. 21 this month due to Family Day taking place on Monday, Feb. 19.

Rural elder abuse cases jump 50 per cent Kari Janzen Staff Reporter

Loretta Kroeker, of Tofield, has been the case manager for the Rural Elder Abuse Prevention Coalition (REAP) for seven years, and has a Bachelor of Social Work. The coalition was formed in January 2016 through a Coordinated Community Response Grant accessed through the government of Alberta, and all the Family and Community Support Services (FCSS) in the central zone are partners in the coalition.

The central zone includes Lamont County, Two Hills County, Flagstaff County, Minburn County, and Beaver County. Statistics are sent to the provincial government twice per year to prove that the service is still needed.

“The government is very interested in whether it's a necessary service and this has been the busiest year since I've started. The money comes from the government every September, the new grant, and from the first of September until now, I have had one new case every week. In 2023 I had 23 cases, which is about one every two weeks. Now so far in the first five months, I've had one every week. I hate to think what the last half of this year may look like,” Kroeker said.

Kroeker does a lot of the prevention and awareness work by holding presentations, her most recent titled, Neighbours, Friends and Families, It’s Not Right.

“I'm authorized this year to really highlight education and awareness. It teaches the common person on the street what to do if they have a neighbor and they suspect they may be abused,” she said.

The government of Alberta describes the definition of elder abuse as follows: “Elder abuse is any intentional or reckless act, or willful and negligent disregard occurring within a relationship of family, trust or dependency, directed at someone 65 years of age or older, that causes physical harm, emotional or psychological harm, involves the misappropriation or misuse of money or other personal possessions or personal or real property, subjects an individual to non-consensual sexual contact, activity or behaviour, or fails to provide the necessities of life.”

Kroeker receives referrals that she then investigates, which can be risky.

“Anytime anyone suspects some kind of elder abuse, they can phone me. Then it's my job to get back to them and either talk to the person that's being abused or work through that concerned person. This could involve the RCMP if there are guns on the property, or a peace officer, if I don't feel safe to go into a home by myself. I access anywhere from victim services to RCMP, peace officers or sheriffs, and in all those counties, they are all very supportive,” said Kroeker.

As for the investigation, Kroeker talks with everyone around the abused, to gather as much information as possible surrounding the situation.

“I don't always talk to the person who's being abused, because they're afraid to talk to anyone, but I spend a lot of time with the person who has made the referral. I get all the facts and the statistics, and then I will either go do a home visit or phone the person who's being abused. It’s not really my job to confront the abuser, we leave that to the person who reported it, because that can lead to restraining orders. I help them know how to do those things, but I don't necessarily confront the abuser because that could be putting my own life at danger,” she said.

Kroeker said there are some cases that are easily resolved, where a frustrated or worn-out caregiver may unintentionally be exhibiting some abusive behaviours.

“Lots of caregivers can become frustrated and sometimes do abusive things not intentionally, but because they're wore out, and they lash out. That isn’t necessarily classified as abusive situations because it can usually be resolved because people don't mean to do that.

Those cases are easy to resolve, as opposed to the consistent, financial abuse where someone says, ‘Give me your bank card and I'll pay your bills,’ and then pretty soon your bank account is empty. Probably 90 per cent of the abuse in our farming area now is financial, where adult children are thinking that they deserve the money before the parents die.

The following results are for the previous week’s hockey games ending Feb. 14: Irma U11 Female Aces (0-17-2) dropped a 6-1 game against Battle River on Friday at Sedgewick.

Jillian Jones broke up the shutout bid with just 3:09 remaining in the contest.

Irma U13 Female Aces (12-8-0) dropped a 5-4 game on Saturday against St. Paul. Irma had a 2-1 lead going into the third period but St. Paul took the lead. Aces came back with two to re-capture the lead late in the period when Canadiens scored the winner with only 3:06 remaining.

Runa Erickson got a hat trick for Irma. Other scorers were; Brynn Newton (1g), Candence Hollar (1a), Eldlynn Newton (1a), and Tayva Fenton (1a).

Irma U15 Female Aces

(6-4-7) won a road game at Vermilion on Saturday 4-2. With the game tied 22 after one, Irma scored in the middle frame and added another in the third. Ella Gulbraa scored twice for Aces, with Gray Fenton (1g 1a) and Amilie Keller adding the others.

The team tied Battle River on Sunday 2-2 at Killam.

Bylaw report deals with more dog and building/nuisance complaints Patricia Harcourt Editor

The month of January saw 12 bylaw enforcement issues dealt with by the town’s official officer Rural Bylaw.

Included were three dog-at-large complaints, and three barking dog complaints.

There were two commercial building inspection issues, and two compliance letters under the Municipal Government Act (MGA) sent by registered mail to the owners of said properties.

Another compliance letter was sent out under the MGA for nuisance issues.

In another issue of nuisance a health inspector attended the

incident.

Two verbal warnings were given for people parking their vehicles left of the centre line.

The bylaw report also

included “continuous dealings with abandoned buildings under MGA.” The town will also be dealing with an issue of

taking over a derelict building on main street with the offer of its owner to surrender the building.

Jayden Meeuws also scored. Assists went to; Anson Banks, Jeremiah Beer, and Rylan Hryhirchuk. Ryder Clark made 41 saves between the pipes for a .976 save percentage game.

Village of Holden seeking logo submissions Kari Janzen Staff Reporter

The Village of Holden is looking for a refreshed logo and has started up a logo contest, calling area residents to design and submit a new logo idea, incorporating the new slogan: Holden Has Heart.

Previously the slogan for the Village was, ‘Share the Charm of Country Living.’

“The Council had a strategic planning session in 2023, from that we came up with a new tagline, ‘Holden Has Heart,’ and it was decided to change the logo.

“The new slogan was decided upon because of the heart of the volunteers who serve or

have served Holden, which includes the school.

“The Economic Development Committee (EDC) wants to do some advertising and we need a new logo that incorporates the new tagline,” said Village of Holden Chief Administrative Officer Rosemary Offrey.

All residents of Beaver County are permitted to create a new logo, no matter their age.

“Anyone, regardless of age, who lives within the boundaries of Beaver County, which includes the residents of Tofield, Ryley, Holden and Viking, may submit a logo design,” Offrey said.

Submissions must be sent in on a standard

letter size piece of paper (8.5” x 11”) by Thursday, April 4.

Holden Council will choose the winning logo, which will then become the Village’s property.

While there was no initial limit on individual submissions, Offrey said no more than two submissions per person will be accepted.

As for specific details a designer should incorporate in the logo, Offrey said there is no one thing in particular, but it should reflect the servitude of the volunteers within the community.

Ice arena to close in Holden Complex

Utility costs too high to maintain, county and village asked for help for remainder of season Patricia Harcourt The Holden Ag Board says cost are too high to keep going and plans to close the ice arena in the Holden Complex once this season is over.

This means pulling the plug on the hockey and skating activities that usually take place there.

The society is asking that the county help keep the doors open for the remainder of the current season by paying 50 per cent of the January, February and March power bills for the Complex.

This supplementation would go to a maximum of $12,000 and be based on submitted utility bills for the complex.

A letter from the board of the Holden Ag Society was sent in January to both the county and Village of Holden.

The board stated that “keeping an ice arena within the facility has become too expensive for us to maintain and so we will not be having ice in the facility any more (starting) next season.”

It was noted that the Holden Rural Academy had

just started a hockey program and needs to keep the arena rink going until mid-March to finish this season.

A long-running pond hockey program and two men’s teams also need the ice until then. These will also “impact them greatly in the future finding ice time at other arenas locally.”

The society is hoping to hold a community meeting to try and decide what should be done with the facility as a way of keeping it running in the future.

In the meantime, other events such as 4-H hosting the annual 4-H district shows at the Complex are still possible.

“As many of you may know, the Complex is one of the major pillars in both our community and local rural region,” stated the letter, signed by Gail Alger, board treasurer.

Noted was the help given when Viking’s old Carena burnt down and players came to use the facilities in Holden until a new one was built.

Other events over the years that have used the facilities include 4-H Beef and Multi-Club mem-

bers, junior cattlemen, farmers, committees, courses and the entire community for Holden Farmers Day. “We would like them to use it for generations to come,” stated Alger.

Aimee Boese, general manager for community services for the county, noted the high amount of fundraising and other activities the ag board has done over the years to “provide the rural community with a valuable multi-recreational facility.”

This includes the ever popular steak night suppers held every month.

The Village of Holden is also considering a request from the Society, which met on Feb. 20.

Boese said the county is recommending county council approve giving the Society half the funding in hopes there will be a similar funding from other sources.

“The Executive board continues to hope that the future of facilities such as ours will be ever present in our small rural communities,” stated the letter in conclusion.

Beaver Foundation requisitions increase as vacancies, food, utility costs go up Patricia Harcourt Beaver Foundation’s board approved operating budget for 2024 and quarterly requisitions have been presented to the five municipalities which help pay for seniors accommodation in the county.

The foundation oversees seniors governmentrun facilities in towns and villages within Beaver County, and each municipality gets a yearly requisition to help pay for these operations.

Funding also comes from the province. Local municipalities that also pay in include Beaver County, the Towns of Viking and Tofield, and the Villages of Holden and Ryley.

The total requisition for all five municipalities is charged out on a per caput basis. The total population for all five jurisdictions is 9,721 persons and the total requisition including all five of these is $719,370, or $179,842.50 per quarter.

Last year’s requisition was just $578,000 in total, which means the foundation needs another $142,000 this year to run its facilities.

The Town of Viking’s 2024 per capita requisition with a population of 986 is set at $72,965.62 (up from $58,626.48 in 2023). Viking will pay out each quarter at $1,8241.41.

Beaver County with its 5,868 population had a requisition last year of $348,904.84 which has now risen to $434,241.66 ($108,560.41 quarterly) this year.

The Town of Tofield will pay $151,333.37 in a requisition for its 2,045 population this year. Last year the requisition was over $30,000 less at $121,593.46.

The Village of Ryley will pay $35,816.80 for its 484 residents for 2024, up from last year’s $28,778.11.

And the Village of Holden with 338 residents will pay $25,012.56, compared to last year’s $20,097.11.

The need for the increase in requisitions was cited in the foundation report as having several causes. The foundation is no longer receiving COVID-19 funding from Alberta Seniors and Community and Social Services due to the pan-

demic declared over.

Beaver Foundation Chair Gene Hrabec stated recently the foundation has had to absorb an increase in the cost of food. He also blamed paying for the carbon tax, and an increase in employee benefits as causes.

However, the report also specified that there has been no increase in wages for staff in the various facilities as a higher cost contributor.

The foundation is also dealing with an increase in vacancies in the seniors facilities as contributing factors in loss of income, not cited in the report.

This problem is based in the central (Holden) and eastern (Viking) parts of the county.

Holden Lodge in the heart of the county has 26 vacancies out of a 33-unit facility; and Vialta Lodge in Viking at the county’s east end has 27 vacancies out of a 64-unit facility.

“We have facilities out here, we just need to have them used,” said Hrabec, at the recent meeting held to try and “keep the doors open’ in Holden Lodge.

Beaver County undertakes ‘vast’ water viability project Patricia Harcourt With spring looming in a month’s time, there has been an increase in concern about the possibility of drought-like conditions in the province, and Beaver County in particular.

Beaver County Council will be considering drought issues at the Feb. 21 regular meeting this week. Council will consider accepting the Agricultural Service Board’s recommendation that the county investigate alternative plans to secure a clean water source for agricultural uses in preparation for potential water restrictions for information.

The county will consider sending a letter to the ASB “outlining the incorporation of its recommendation into the county’s Water Viability Project.”

In its report to council, it was stated that the ASB held a meeting Jan. 18 when a recent letter from the

Minister of Environment and Protected Areas was read concerning the drought situation in the province.

The province is currently in Stage 4 of a drought with only five stages in all. The final stage triggers a province-wide emergency. A Drought Command Team has been put together by the province to work on a drought emergency plan.

“As water restrictions and droughts can heavily impact agriculture, the ASB expressed concerns that producers would be unable to perform basic crop and livestock maintenance activities in the event of water restrictions,” stated the report by Dan Blackie, general manager of infrastructure, and Kayleena Spiess, chief administrative officer, for the county.

The report continued: “As a result, without a supplemental water source, fields

may not be sprayed for regulated weed species and cattle producers may not be able to secure a water source for their cattle.”

ASB responded to this by providing its recommendations to the county to find alternative sources of water “to secure a clean water source for agricultural uses in preparation for potential water restrictions.”

A priority planning workshop was held on Feb. 5 where finding these alternative sources of water was identified as a priority.

As a result, the Water Viability Project was formed to seek long-term solutions for water shortages.

This will entail finding alternatives for human, agricultural and industrial uses.

It was also determined that “the scope of work required is vast and will require multiple internal resources with a strong possibility of external and specialized expertise for

investigating, researching, engineering, logistical planning and stakeholder engagement.”

The magnitude of the project means it couldn’t be completed before the summer.

Administration recommended beginning, however, with the investigation and research phase of the work.

As a water viability project is already underway, administration is recommending accepting ASB’s recommendation for information and writing them that their concerns will be incorporated into the water viability project already agreed upon.

Council must make this determination at their monthly meeting Feb. 21.

Plan in the works to combat property crime Patricia Harcourt Editor

A crime statistics report by Viking RCMP outlines an issue with property crime, including a giant leap in vehicle thefts over the past two years.

Chief Administrative Officer Doug Lefsrud and Mayor Jamie Buttner were sent the report from Viking RCMP Detachment Commander Cpl. Ryan Doucette on Feb. 14.

Doucette said that, “overall, the trends of criminal activity within the area have remained fairly consistent with no noticeable ‘jumps’ percentage-wise from 2022-23 yearly stats.”

However, Doucette pointed out that property crimes including vehicle thefts are a different story.

“Of note you will observe an increase in the property crime statistics from third quarter reporting in 2022 to

2023,” he said.

“This can be directly related to the recent residence of which we have spoke on numerous times, and already have plans in place to combat the issue,” said Doucette.

Viking Council also received the RCMP’s final quarterly report from Oct. 1 to Dec. 31, 2023. The files listed are ‘attempted’ and/or ‘completed’ in nature.

The past three years, in their final quarter, each of the 2021, 2022, and 2023 years have had four cases of assault. The 2023 final quarter had one case of extortion and criminal harassment (three in 2022’s final quarter).

There were three cases of uttering threats in the final quarter of 2023, and a year earlier that number was double at six cases.

Total persons cases were variable with 10 in 2021, 13 in 2022 and nine in 2023 - in the

final quarter.

Property crime, however, has gone up every year in the same quarterly time frame - from 44 in 2021, 57 in 2022, and 71 in 2023 - an increase of 37 per cent.

Break and enters have gone from 14 in 2021, to 11 in 2022, to seven in 2023.

But the stats jump somewhat when it comes to motor vehicle thefts, which have gone from three each in 2021 and 2022; to 10 in 2023, again comparing the period October to December in each year. This is an increase of 400 per cent in the past five years, and 233 per cent in the past two years.

There were no thefts over $5,000 in 2022, but that jumped to four such thefts the following year. There were also 12 thefts under $5,000 in both 2022 and 2023.

increased to 13 in 2023, an increase of 53 per cent over two years.

Fraud cases went from five in 2022 to six in 2023.

There was one case of arson in the last quarter compared to none for the rest of the years in question. And cases of mischief causing damage to property went up from nine in 2022 to 15 in 2023, a jump of 57 per cent.

Other cases of mischief went from eight in 2022, down to three in 2023, or 63 per cent less.

Total property crimes went from 57 in 2022 to 71 in 2023, an increase over two years of 25 per cent.

Doucette also reported on communication and information sharing with community leaders and provincial stakeholders.

He also reported on a meeting with the CAO and bylaw officer, which was held “to determine the best way to tackle derelict properties and the like within the town.”

And he added that “many of these houses (are) known to be related to property crime as well.”

Doucette also reported that the police’s goal of crime reduction in their area “remains on track to meet and exceed this objective.”

He explained: “Viking RCMP during this quarter were involved in numerous complex investigations,” and also assisted Killam RCMP where required.

“During the third quarter, Viking RCMP conducted a theft of firearms and break and enter investigations

that resulted in a high profile criminal in the area being taken into custody with nearly two dozen charges,” he said, in his report.

“Additionally, with the assistance of EAD CRU, (East Central Alberta Crime Reduction Unit) a separate high profile criminal was also arrested in the Viking RCMP area.”

Trends included total property crimes for the entire year 2022 were 242 compared to 255 for 2023, a five per cent increase year over year.

Another point of interest included 38 personal crimes for the entire year of 2022 compared to 45 for 2023, an increase of 18 per cent. Motor vehicle collisions in 2022 totalled 130 compared to 121 in 2023, a drop of seven per cent.

Development updates required for Land Use Bylaw Patricia Harcourt Editor

After a decade, the Town of Viking’s Land Use Bylaw is outdated and requires some changes to make it current.

The bylaw was passed in 2012.

“Administration has identified issues and gaps in the bylaw which do not address current residential and commercial development inquiries,” says the town’s Chief Executive Officer Doug Lefsrud.

The bylaw, for instance, does not include developments like tiny houses, solar panels, and wind power generation placements on property.

“Due to the age of the bylaw, evolving technologies and development trends it feels the time is right for a review and update,” says Lefsrud.

He would like council to agree to administration working with Municipal Planning Services to conduct a review with the aim of updating the bylaw.

“Municipal Planning Services has given an outline with steps required to review and amend the bylaw,” he said.

The review would involve policies in the statutory plans and land use regulations.

This would be followed by sending out

agency and landowner notifications, before receiving the resulting feedback from these groups.

After this, the bylaw itself would be prepared and presented to council for a possible first reading.

If there is a first reading, the next step would be to hold a public hearing for feedback from the public.

The town would present a report at the hearing and answer questions.

After the hearing, council would consider passing second and third readings to enact the new bylaw with its more updated development list.

The regular season for the East Central Senior Hockey League ended on the weekend, and with a win over the Forestburg Flyers, the Sedgewick Sabres cemented their firstplace finish, with 27 points.

The Irma Aces ended up in second place, with 25 points, and the Stettler Imperials in third at 24 points.

In fourth place are the Provost Combines, fifth, the Oyen Eagles, sixth, the Hughenden Jets, seventh, the Delburne Outlaws, eighth the Forestburg Flyers, and in last place, the Coronation Royals.

Playoff action starts this Friday, Feb. 23, with the Hughenden Jets against the Stettler Imperials (Stettler), the Forestburg Flyers against the Sedgewick Sabres (Sedgewick), the Delburne Outlaws against the Irma Aces (Irma), and the Oyen

Eagles facing the Provost Combines.

The first round is best of three, with Saturday seeing Stettler and Hughenden return to Hughenden for game two, and the Sabres/Flyers heading to Forestburg.

Sunday will see the Aces head to Delburne for game two of that

series, and if necessary, game three of the Flyers/Sabres matchup will take place in Sedgewick.

Monday will see Hughenden head back to Stettler for game three, if necessary, and Wednesday will see the Outlaws and Aces back in Irma if necessary.

Provincial union of employees sounds wildfire alarm Leslie Cholowsky Staff Reporter The Alberta Union of Provincial Employees sounded an alarm ahead of the 2024 wildfire season this past Thursday, Feb. 15.

AUPE members working for Alberta Wildfire say their organization is suffering a retention and recruitment crisis. “The government is claims that it is prepared for this fire season, but Albertans should be concerned that this is very likely not the case. Premier Smith must fix the problem at its source,” says AUPE VicePresident James Gault.

“Many of our experienced wildfire fighters are leaving for other organizations that offer better pay, benefits, and stable employment.

That is a systemic problem that cannot be solved with emergency hires mid-wildfire season.”

While cases have jumped and calls have increased, Kroeker says the number of undetected or unreported cases is likely quite high.

“I'm sure that this is only the tip of the iceberg. Some don’t know who to tell about suspect abuse, or sometimes you need to get a lawyer and people may not have the money for that,” Kroeker said.

As for some tips and things to watch out for, Kroeker shared some specific indicators that something could be amiss, especially a change in the level of social interaction, where it appears a senior has become quite secluded.

AUPE has just added to concerns addressed by the Alberta Fire Chiefs Association (AFCA) in an open letter to the Government of Alberta issued at the end of January.

experiencing, regarding the potential for a wildfire season mirroring last year’s devastating events. In light of these concerns and environmental projection models, the AFCA is urgently calling for disclosure of the province’s wildfire preparedness strategy.”

In its letter, “The AFCA emphasized with government that reliance on municipalities to financially backstop wildland fire response is not sustainable.

With or without federal funding, the AFCA is inquiring about the allocation of additional resources towards wildfire management. There is a growing concern among Fire Chiefs across the province of the lack of communication of what the plan is, allocation of funds compared to previous years and plan for the recruitment and deployment of firefighters and equipment.”

The Province issued a statement midday Tuesday, Feb. 20, saying, “To better direct resources to new and

“Usually, after I give a presentation is when they come forward because they are surprised to know that other people are in the same boat as them. I like to do the education and awareness part because that's where they will ask questions, and they feel safe. I tell them, don't be afraid to ask any kind of question, because you are certainly not in this alone and you're not the only person this has ever happened to,” she said.

Kroeker said some of the counties within REAP have received grant funding to begin home visitations with seniors, as abuse may go unreported because the senior is experiencing social isolation.

“Lots of times elders are abused because they let a friend or a person in because they're lonely. Isolation is a big drawback for seniors, and if they’ve got somebody who's paying attention to them, by the time they realize it's not a nice attention, it's too late,” she said.
