For more than 18 years, Brian Sharun has created multiple-light Christmas displays to place on his front lawn. The display visible from Highway 16 near Mundare is a crowd pleaser every year on Range Road 170. Among the displays are Santa leading his sleigh, and a tribute to STARs air ambulance.

Mundare businessman first vice of Lamont and District Chamber of Commerce

BY JOHN MATHER Mundare businessman and councillor Jason Kowal was acclaimed as the Vice President of the Lamont and District Chamber of Commerce at its annual general meeting.

Twelve members were at the zoom meeting held in late November.

Kowal had just joined the board. He was asked to stand as president but said he would prefer to get some experience under his belt before taking on that role.

accepted the role of president, taking over from outgoing president Cathy Goulet of Lamont.

Kowal said he is a big supporter of economic development and likes to support local business wherever possible.

“It a great way to support local businesses t h ro u g h o u t the County and certainly I can promote

“Now more than ever as we’re encouraged to support local it’s a good time to get more exposure to our local business throughout the area.”

RR 182 death and incident ruled non-criminal

BY JOHN MATHER An incident that occurred Dec. 5 on Range Road 182 that left one person dead has been ruled non criminal by Fort Saskatchewan RCMP:.

The police were dispatched to a suspicious vehicle complaint around 7:20 a.m., Dec.5. Upon arrival police located a vehicle in the ditch.

A 29-year-old female was taken by ambulance to the hospital in critical condition, and a 33-year-old male was pronounced deceased at the scene.

Cpl. Jennifer Brown of the Fort Saskatchewan RCMP said in an update the female is still in hospital but is improving.

No names will be released regarding the incident.

Promotional video of Andrew School an “amazing gift”

BY JANA SEMENIUK Like the plot from a Hallmark Christmas movie, ailing Andrew Elementary School, which is facing a possible closure due to dwindling enrolment, has received a Christmas miracle.

Successful movie producer, Michael Fedun, whose extensive film credits include The Devil’s Double (2011) and Dusk (2010) made the decision to not only move his family to Andrew from San Francisco, but volunteered his expertise to create a promotional video showcasing Andrew school in hopes of attracting new families.

“It is like the most amazing gift,” said Elk Island Public School Trustee Colleen Holowaychuk.

Although Fedun, 44, was born and raised in Montreal, he spent his summers growing up on a family farm in the Andrew area with his cousin Frederick Kroetsch.

“Our family farm is near the Andrew campsite,” said Fedun during a phone interview.

“Although we lived in Montreal at the time, my father always brought us back for harvest so we would spend two or three months a year there in the summer. Both me and my cousin Frederick have strong attachments to Andrew.”

Kroetsch, who owns an Edmonton based film production business with his wife, filmed the promotional video in Andrew on Dec. 18.

Fedun, who is not expected to be in Andrew until May, is doing the production work remotely from his home in San Francisco.

Kroetsch explained some of the challenges in filming the video during a pandemic as well as winter weather.

“I wasn’t sure how our equipment was going to handle the cold. Cameras hate minus-20,” said Kroetsch. “Filming during a pandemic is also not ideal, however we did get instructions from Alberta Film so we followed all of their safety guidelines including those by Alberta Health

Services.”

Kroetsch, along with Andrew School Committee volunteers Jodie Calfat, Stan Zabrik, Matt Leviki, Brent Matiaszow, and EIPS trustee Colleen Holowaychuk, spent a chilly day outdoors filming a script created by Fedun which included a school bus driven by Matiaszow, and footage captured by a drone.

Calfat’s two young daughters, Brooklyn and Alyssa, also contributed by starring in the film.

“It took some time to warm up when we got home, but we are all so happy with how the day went,” said Calfat by email. “I feel like we have come a long way from our June 26 town hall.”

The group began filming at 9:00 a.m. when the temperature was hovering at minus 19 with a cold wind. While some group members were spread out and communicating by walkie talkie, others were assisting Kroetsch as he expertly placed people, vehicles and the camera to capture the best shots. As the day wore on, however, issues with equipment, due to the cold, were unavoidable.

“The drone doesn’t love minus 20,” said Kroetsch. “We were doing a shot and the battery jumped to only 10 percent. It tried to auto land when we had a perfect shot, but we got it in the nick of time before the drone landed and we were out of power. I’m very happy with the drone shots we got in spite of the cold.”

The group finished their day of filming at 2:45 p.m. just in time for the bus to be sanitized and ready to take children home from school.

“We finished ahead of schedule,” said Calfat happily.

Meanwhile, Fedun, during a phone interview on Dec. 14, explained why he is looking forward to moving his family to Andrew.

“We lived in the Netherlands for 25 years and now live in San Francisco. So, I haven’t lived in Canada for many years. But I have two kids who have never

experienced winter, and the pandemic has not been kind to the entertainment industry,” he said. “So, I have a lot of time on my hands, and suggested to my wife that we move back to the farm and give the kids a year or two in Andrew and live that life for a bit.”

Fedun admits that he would eventually like to move back to the Netherlands but for now is looking for a different life.

“We may not have another opportunity to do this. I’m looking forward to spending winters there, not just summers and I think it will be a good experience for all of us,” he said.

Fedun was also intrigued with the thought of helping out the local school.

“Having two kids who will be going to school, I called up to inquire about registering them,” he said. “In talking I mentioned to the principal I work in the media and entertainment industry and will be twiddling my thumbs fixing up the family farm, so I would like to help in any way I can. I looked forward to helping with this project because it’s good for the school and it sounded fun.”

Fedun indicated that he will be working on the video over the holidays and may have the first rough cut available early in the new year.

EIPS trustee Colleen Holowaychuk, who supported the filming efforts by donning a safety vest and walkie talkie to help keep the crew safe, summed up the day of filming in a heartfelt email;

“I think this group speaks volumes to the kind of community Andrew is. It’s a place of heart, community, compassion and working together. That’s what the work of the Andrew School Committee is all

about and I think the committee has done a tremendous job of bringing positivity and hope to a community. That means a great deal to many people. I am so proud to be a part of the team.”

Mundare branch of UCWL celebrates 75th anniversary

On December 6 the Mundare branch of the Ukrainian Catholic Women’s League celebrated its 75th anniversary with a special divine liturgy at Sts. Peter & Paul Church in Mundare. Unfortunately, due to the pandemic, only a handful of women were able to participate.

The Ukrainian Catholic Women’s League of Canada was established to unite and organize women of the Ukrainian Catholic Church in Canada in order to carry out the main aims of the UCWLC – to promote the Catholic faith, Ukrainian culture, Canadian citizenship and charitable activities.

The Mundare branch was founded on December 4, 1945, among one of the first in the province. A total of 38 ladies joined that year.

The president was Irene Ferbey, secretary was Ann Sheptycki and treasurer was Jennie Ostolosky. The ladies were active in the community, supporting the museum, teaching “Ridna Shkola” (Ukrainian School) and offering lessons in Ukrainian crafts, canvassing for worthwhile causes, fundraising through various means and catering, catering, catering.

Over the years membership of the club has fluctuated, with almost 60 members in the 1940s.

In 2020, we had 30 members. A total of 173 members on the roll have since passed on.

The Mundare branch has always committed itself to community endeavours, contributing funds for worthwhile projects, such as recent donations to a handivan and a new 20-passenger bus for Mary Immaculate Care Centre.

We also regularly visit the residents of Father Filas Manor with birthday cakes.

The group’s main focus, however, is on involvement in the Sts. Peter and Paul Church and parish: celebrating League Day in May, recognizing first communicants, honouring mothers and fathers on their respective days, and hosting potluck dinners. Annually we plant flowers in the Grotto and several members donate time during the summer to pruning and weed control. We are especially proud of our donation to the flooring project of the Church.

The total budget was close to $60,000 and all the funds were donated by parishioners and organizations.

Our branch was able to provide a little over $9,000 to this endeavour.

Funds for our projects come mainly from our perogy workbees and sales which we hold in the spring and fall.

FROM WHERE I SIT Good riddance 2020

BY HAZEL ANAKA Are you counting the days until your number comes up for the corona vaccine? Or are you an anti-vaxxer? Do you realize that masking and distancing will still be required for months and months and months after the shot and its booster?

Have you seen the Covid-19 commercial?

Do you love it as much as I do? I’m not sure if he has a name but he sure has personality. He’s pushy, clearly loves eggnog, is way too touchy-feely, has poor table manners, and insinuates himself where he doesn’t belong. Let’s hope putting an ugly mug on this virus is the attention-getter some people need to be able to visualize how devious he is. How easily he can snatch from us all that is

dear. Best to just give him the cold shoulder.

On a happier note, there are a few days of celebration ahead for most of us. It will be totally different from every other Christmas but will be as special as we choose to make it.

The meal prep and quantities will be easier because the guest list is shorter. But it needn’t be humdrum. Heck, I’m breaking out a turkey and beet holubsti (!) so it’s guaranteed to be good. And we don’t mind leftovers. After Gertie curls up in her dog bed for the night, maybe a game of Sequence or canasta or Scrabble or crib will erupt. Or maybe Hilary will force us to watch Elf for the umpteenth time.

Overall, watching puppy antics, chilling with each other, and enjoying some new gifts will be just what we need to forget the daily drama that’s consumed us since March.

When the holiday hubbub, such as it is, dies down, many of us will take some time to assess this horrible year and set some goals (not resolutions, heaven forbid) for the new year.

The exercise is never easy even in normal times but will be damn near impossible given the state of flux the world is in. Setting goals for family time are iffy.

Career aspirations may be as simple as staying employed or keeping the business going. Health goals are straight-forward: 1. don’t get Covid and die 2. take care of all the everyday health issues as they arise. The only certain thing in 2021 will be more uncertainty.

Accepting that reality means we have a level of understanding and maturity and are more able to roll with the waves of tumult.

So, as we say good riddance to 2020, my heartfelt wish for you and yours is continued good health; job stability; and the strength, patience, and resolve to do whatever is necessary to get through whatever comes your way, including Covid-19. May we all find a way to see joy in simple pleasures and faith in the belief that we will be alright. And the reason for an occasional belly laugh wouldn’t hurt either, from where I sit.

Bruderheim skating path and outdoor rink open

BY JANA SEMENIUK The town of Bruderheim was finally able to open their outdoor rink and skating path on Dec. 15 after a delay due to warmer than expected temperatures, as well as water restrictions earlier this month.

“It’s great. There has been positive feedback on Facebook about the outdoor rink and the gazebo,” said Bruderheim Mayor Karl Hauch during the Dec. 16 council meeting. “It’s nice.”

While the outdoor rink is available for residents and visitors to use, provincial health restrictions are putting limits on the number of people who can use it at the same time.

No more than 10 people can be on the ice at one time and members of different households must maintain a distance of two meters.

In addition, the rink will be open from 9 a.m. to 11 p.m. daily and

everyone must leave the ice once the lights are turned off.

Meanwhile, the Karol Maschmeyer Arena will remain closed until further notice due to provincial health restrictions.

Government screws up and wants paid back for it - Merry Christmas!

BY JOHN MATHER Well it was something that was bound to happen.

In their hurry to dump as much money on cashstrapped Canadian to help ease the transition through the pandemic, the government has admitted it screwed up.

Wording on one of the forms to collect CERB (Canadian Emergency Response Benefit) was unclear, state government officials.

Therefore thousands of CERB recipients have been asked by those friends of all Canadians, the Canadian Revenue Agency, to pay it back.

Ho! Ho! Ho! Merry Christmas.

Can you spell Grinch?

On the application form one of the criteria for the benefits was “You have earned a minimum of $5,000 income within the past 12 months or in 2019 from one or more of the following sources: employment income, self employment income, or provincial or federal benefits related to maternity or parental leave.”

Apparently many self-employed workers have learned the CERB eligibility was based on net income not gross - income of $5,000 or more in 2019 or in the 12 months before applying.

While the CRA generally uses net income (gross income minus expenses) to calculate income from selfemployment in some cases Canadians were told by call-centre workers gross income was being used.

So CRA wants the overpayments returned.

But riding to the potential rescue are those two white knights of wasting money as long as it isn’t theirs, Jagmeet Singh and Justin Trudeau.

Singh has gone on record stating the recipients shouldn’t have to pay the money back.

“Prime Minister Justin Trudeau should issue a directive very clearly stating that self-employed workers (who) have applied in good faith … should not be the subject of any scrutiny,” Singh said.

If an ineligible worker received $2,000 for each of the seven months of CERB, he or she would have to repay $14,000 to the CRA. There are no penalties, and no interest will be charged on delayed repayments.

And into the fray waded the righteous Justin suggesting people won’t have to rush to pay it back.

Some recipients who were found to be ineligible for the benefit have been encouraged to repay the money by Dec. 31 to avoid any 2021 tax troubles.

“We sent out those letters, but the message that I’m giving to Canadians is — if that letter is causing you anxiety, don’t worry about it,” Trudeau said in a yearend interview.

Continued “You don’t have to repay during Christmas. You don’t have to think about Jan. 1 as any deadline and we’re going to work over the coming weeks and months to make sure that there’s a path forward that makes sense.”

But let’s remember who has the power in the Liberal-NDP coalition government.

Jagmeet does.

And it appears he’s standing firm.

“We’ve got these workers who applied for help, who absolutely qualified based on the rules that they were aware of, then after the fact the government is now changing, effectively, the criteria clarifying it,” Singh said.

“They’re (the government) really just changing the criteria, and it is wrong to do so.

We’re hoping that with the pressure that we mount on the government, we can get them to back down on this.”

And for once I actually agree somewhat with Singh.

Only because going after the little guys who made an innocent mistake shouldn’t be

hung out to dry at the expense of the guys who purposely got Federal funds and plan on keeping it.

In a press release the Federal NDP pointed out, “while the Liberals go after people who are barely surviving the pandemic, they’re refusing to go after big corporations that received a wage subsidy while paying massive dividends to their rich shareholders.”

“This is grossly unfair,” said Singh. “Meanwhile, they’re (the government) letting big corporations benefit from their wage subsidy while they pay billions in dividends to their rich shareholders. It’s clear whose side the Liberals are on.

While they’re working for their wealthy friends, we’re fighting for you.”

Take for example, the Royal Ottawa Golf Club.

The prominent, private track banked a hefty $1-million surplus from its past season mostly from Federal subsidies for workers’ wages during the pandemic.

The board told members about the club’s “very strong financial position” due to the

Canada Emergency Wage Subsidy (CEWS) windfall during its annual general meeting.

Faced with lockdown restrictions early in the year, the club sought and received $1.019 million in federal wage support over the spring and summer, and as a result, ended its fiscal year with an $825,000 surplus in its operating fund – 19 times more than the $43,883 operating gain the club reported for 2019.

But a letter issued in response to a list of detailed questions from the CBC maintains that the club is under no obligation to refund the money to the federal government.

“The premise that a surplus at the end of the fiscal year should be returned is not only wrong but is not at all consistent with the CEWS criteria. In fact, the Royal Ottawa’s surplus is used to absorb the very steep decline in revenues for the succeeding six months and beyond,” wrote club president Karen Rothfels and general manager Joyel Singfield.

And that is why the little guy should be left alone.

Ingredients 2 cups chocolate wafer crumbs (500 mL) 6 tbsp butter or Becel® margarine, melted (90 mL) 6 tbsp icing sugar (90 mL) 1 can sweetened condensed milk (not evaporated milk) (398 mL) 3 3/4 cups sweetened flaked coconut (925 mL) 1 cup sliced almonds, toasted (250 mL) 1 cup CHIPITS DARK Chocolate Chips or CHIPITS Semi-Sweet Chocolate Chips (250 mL) 1/4 cup whipping cream (50 mL) 1/2 cup CHIPITS White Chocolate Chips (125 mL) Directions 1. Preheat the oven to 350°F (180°C). Grease a 9 x 13-inch (3 L) baking pan; set aside. Combine crumbs, melted butter and icing sugar in large

bowl.

Firmly press crumb mixture on bottom of prepared pan.

2. Stir together sweetened condensed milk, coconut flakes and almonds in large bowl, until well combined.

Carefully drop spoonfuls of the coconut mixture over crust; spread evenly. Bake for 20 to 25 minutes or until coconut edges just begin to brown; cool to room temperature.

3. Combine chocolate chips and whipping cream in medium microwave-safe bowl.

Microwave on MEDIUM (50%) for 1 minute; stir. If necessary, microwave on MEDIUM an additional 15 seconds at a time, stirring after each heating, until chips are melted and mixture is smooth when stirred. Cool until slightly thickened; spread over cooled bars.

Sprinkle evenly with

white chocolate chips.

Cover and chill for several hours or until thoroughly set. Cut into bars.

Reserve leftovers in the refrigerator.

Makes about 36 bars.

Tip:

• To toast almonds, heat oven to 350°F (180°C).

Spread almonds in thin layer in shallow baking pan. Bake for 5 to 8 minutes, stirring occasionally, until lightly browned. Cool completely.

Directions 1. Cookie Crumb Crust: Preheat the oven to 350°F (180°C). Stir cookie crumbs with sugar in medium bowl; blend in melted butter. Press mixture onto bottom and 1/2-inch (1 cm) up side of 9-inch (2.5 L) springform pan. Bake for 8 minutes; cool.

2. Cheesecake: Beat cream cheese, sugar and vanilla in large bowl until smooth. Add eggs, one at a time, beating well after each addition. Set aside 1/4 cup (50 mL) batter; spread remaining batter over prepared crust.

3. Place 30 candies and milk in medium microwave-safe bowl. Microwave on MEDIUM (50%) for 1 minute; stir. If necessary, microwave an additional 15 seconds at a time, stirring after each heating, until candies are melted and mixture is well blended. Gradually blend reserved cheesecake batter into candy mixture. Drop spoonfuls of the candy mixture onto vanilla batter. Gently swirl with knife for marbled effect.

4. Bake for 45 to 50 minutes or until center is almost set. Remove to a wire rack. Run a knife around the edge of the pan to loosen cake from sides of the pan.

Cool completely; remove springform ring. Cover; refrigerate until completely chilled. Garnish with whipped cream and remaining candies.

Makes 10 to 12 servings.

Tip: • Reserve leftovers, tightly covered, in the refrigerator.

Christmas Recipe: Black Bottom Pie Ingredients CRUST: 2 1/2 cups chocolate wafer cookie crumbs (625 mL) 3/4 cup Lactantia® Unsalted Butter, melted (175 mL) FILLING: 3 cups milk (750 mL) 1/2 cup Fleischmann's® Canada Corn Starch (150 mL) 1/4 cup dark brown sugar (60 mL) 1/4 cup BeeHive® Golden Corn Syrup (60 mL) 1 Naturegg™ Omega 3 Egg, beaten (1) 3 tbsp Lactantia® Unsalted Butter (45 mL) 1 cup CHIPITS Milk Chocolate Chips (250 mL) 2 tbsp dark rum or bourbon (30 mL) 1 1/2 cups 35% whipping cream (375 mL) 2 tbsp granulated sugar (30 mL) Directions 1. Crust: Preheat the oven to 350°F (180°C).

Toss the wafer crumbs with the butter until coated. Press into the bottom and up the sides of a 9-inch (23 cm) deepdish pie plate. Bake for 10 minutes or until set.

Cool completely.

2. Filling: Meanwhile, whisk the milk with the corn starch, brown sugar and corn syrup until

smooth in a large, heavy saucepan. Set over medium heat and cook, stirring, for 10 minutes or until thickened. Beat a little of the hot milk mixture with the egg. Whisk the warmed egg mixture into the milk mixture.

Cook, stirring constantly, for 1 minute or until thickened. Remove from the heat; stir in the butter.

3. Divide the custard into two equal portions.

Add the chocolate chips to one portion; stir until melted and smooth.

Spread evenly over the bottom of the prepared crust. Add the rum to the remaining custard.

Spread the rum custard evenly over the chocolate layer. Chill for 6 hours or until completely set. Just before serving, beat the whipping cream with the granulated sugar until thick. Garnish the pie with the whipped cream.

Makes 8 servings.

Tip: • Substitute 1 tbsp (15 mL) of vanilla for the rum or bourbon. For firmer custard, increase corn starch to 2/3 cup (150 mL).

The Canadian North American Aerospace Defense Command (NORAD) Region is set to track and escort Santa Claus during his annual visit to Canada and has selected four CF-18 fighter pilots for the high profile job.

They are LieutenantColonel Darcy Molstad, Captain Sébastien Gorelov, Captain Rich Cohen, and Captain Brian Kilroy.

Lieutenant-Colonel Darcy Molstad and Captain Sébastien Gorelov of 425 Tactical Fighter Squadron, 3 Wing, Bagotville, Que., will conduct the first escort duties to welcome Santa into Canada off Canada’s East Coast. As Santa transits into Western Canada, escort duties will switch over at Canada’s centre-point, near the OntarioManitoba border to Captain Cohen and Captain Kilroy of 409 Tactical Fighter Squadron of 4 Wing, Cold Lake, Alta.

As NORAD has done since 1955, its Canadian

Air Defence Sector Operations Centre at 22 Wing in North Bay, Ont., will alert NORAD when their radar and satellite systems detect Santa approaching North America. Two CF-18 Hornet fighter jets from 3 Wing will launch to welcome Santa into Canadian airspace off the coast of Newfoundland and Labrador. As Santa

zooms across Canada from east to west, two CF-18 Hornets from 4 Wing will then takeoff from Cold Lake to meet and relieve the Bagotville fighters of escort duty, ensuring Santa’s voyage through Western Canadian airspace is safe.

NORAD is a binational United States and Canadian organization, charged with the

missions of aerospace warning and aerospace control for North America. NORAD performs its mission 365 days per year, but on December 24, NORAD performs an additional mission - tracking Santa around the world.

Lamont County holds line on council salaries, candidate nomination packages now available

BY JOHN MATHER Lamont County is holding the line on councillor remuneration going into 2021, allowing only a minor change in the RRSP policy to provide fairness for councillor who can no longer make contributions.

At their Dec. 8 regular council meeting, councillor endorsed the annual remuneration policy that provides compensation for councillors attending regular council meetings, and meetings of assigned boards and committees.

It also covers attendance at other events or meetings where dignitaries or attendance from County officials are required.

All councillors will be paid a salary of $55,815.37 with an additional honorarium of $6,000 being paid to the

Reeve and $3,000 to the Deputy Reeve.

“It’s a fixed salary and is not based on the number of meetings we attend,” said Reeve David Diduck.

All councillor are entitled to a daily per diem of $225 on business.

The councillors are also eligible for $100 per month on high speed internet access and $75 for personal cell phone use, if they choose not to use County provided cell phones.

The councillors also receive mileage and meal allowances under a separate County policy.

“With that we contribute through our own resources,” said Diduck.

“And like they do for the employees of the County, the County contributes five percent.”

Diduck explained that when a councillor reaches age 71, “ he can’t contribute to the RRSP anymore. You have to start taking money out in the form of an annuity.”

“So once the councillor reaches age 71 the contribution from the county stops, but it continues for those councillors who are still paying contributions.”

Because of this, said Diduck, the County will make up that payment through a cash payout.

funds generated from their sale went to the floor project. Unfortunately, due to the current pandemic, all activities have been suspended for the short term.

To mark its 75 anniversary originally the intent was to host a celebration on League Day in May of 2020, with a Divine Liturgy and banquet in honour of the organization. Unfortunately pandemic conditions put a

quick end to that idea.

Instead, it was decided to dedicate a Divine Liturgy on December 6, as close to our anniversary date as we can get, to the ladies of the UCWLC, Mundare branch. This Liturgy is in recognition of all that the club has accomplished during its tenure and pays homage to all the members, past and present, those still active, those who were once

members and moved away or decided to terminate their membership for personal reasons, and to those members who have passed on. The latter members are acknowledged on a plaque located in the vestibule of the church.

May the ladies of the UCWLC continue to be an integral part of their church and secular community.

Lamont County holds the line on tax hikes

BY JOHN MATHER Lamont County has passed its interim 2021 budget, which will hold the tax rate to about the same level it was a year ago.

“In our budgeting process we allowed for a reduction in MSI funding of up to 25 per cent,” said Reeve David Diduck. “Most of that funding is related to capital expenditures so we’ve reduced those by a similar amount.”

“While we have passed the interim budget we will be reviewing many of the capital expenditures in the spring before we finalize the budget.”

The interim budget called for revenues of $7,673,113, while the operating side of the budget shows projected revenues of $2,223,612 against expenses of $20,088,958.

County Chief Financial Officer Roberta Malysh said in an interview the large deficit in the interim operating budget is because provincial grants and MSI aren’t yet factored in, so it doesn’t allow for calculating what the local tax requirements will be.

The interim budget also roughed out a 2022 and 2023 interim budget.

“That is a new requirement that we do multi year budgeting and under new legislation every municipality must adopt a capital and operating budget.”

Malysh is looking at a municipal increase of .32 per cent in the overall budget, but she said that isn’t going to be carved in stone because there are changes coming in on the linear taxation and, “we don’t have assessment numbers yet.”

“The interim budget allows for continuing municipal requirements at this time.” said Malysh.

Diduck added that the council is determined, even with increased police funding and the assessment model review, to hold the line on taxes to what they were last year.

“If we have to make cutbacks because the revenues we’re proposing don’t meet our expecta-

tions, we’ll look more likely at reducing expenses rather than raising taxes,” he stated.

Prior to passing the final budget Diduck said there will be a review of the public works budget with the aim of prioritizing projects and determining what needs to be done and what projects can be moved to future years.

“They provided a pretty extensive list and we’ll have to refine that in the interests of being able to complete some of the work that’s proposed,” he said.

Diduck said the biggest problem in the public works area during the past year had been the infrastructure was “decimated by the rain.”

He added the department was working without a director from April until November.

“That cost us somewhat,” said Diduck.

CAO Stephen Hill juggled both his own duties and the public works duties until new Public Works director David McDonald was hired in November.

“He’s already made definite changes in the structure of the department and the way we’re moving forward.”

“Council wants to get to the meat and potatoes of any issue and sometimes things could get lost in technical discussion.”

“Our new director is capable and detailed in his assessments of the situation. Then he comes up with the proper solutions.”

Diduck said there had been a couple of issues come up and the new director had readily handled them.

Diduck said there “certainly wouldn’t be the tax increases that had worried the council when the assessment model review was first proposed last August.”

He added while the policing budget had increased he doesn't’ know that the County will see any benefits from it.

“We’re served by a combination of detachments in Two Hills, Fort Saskatchewan and Vegreville and I don’t know if they will get any

additional members.”

But he also points out those detachments will be receiving additional funding indirectly from all the municipalities they cover under the new police funding

model adapted by the province last spring.

The emergency services budget also went up to become the third highest expenditures in the County, but Diduck said it was justified.

“In defence of the increases we have acquired a new pumper truck, purchased a new radio system, and acquired two water trucks for the department. Part of the reason

for the increase is due to those capital expenditures that will be paid for in 2021.”

But, he added, with those additions the service levels across the County will improve.
