Lamont County FCSS and local schools mum on liquor bag campaign BY JANA SEMENIUK An annual campaign where brown paper liquor bottle bags are decorated with antidrinking and driving themes by school children, in an effort to curb impaired driving, was silently kicked off in Lamont County this month.

The initiative, which was started in 2012, is facilitated through SADD (Students Against Drunk Driving) with Lamont’s Family and Community Support Services (FCSS) assisting by picking up the liquor bags and distributing them to local schools, elementary through to high school. Lamont County communications director Jay Zaal confirmed the activity occurred the week of Dec. 4, although no mention of the campaign was shared with parents beforehand. “Typically, this is a school initiative. I checked with FCSS and bags were distributed to the schools last week and will be picked up next week to be distributed to liquor stores across Lamont County,” he said by email. In addition to children drawing on the paper liquor bags, there is also an option to enter the drawings into SADD’s annual contest. The

SADD website displays photos of this year’s liquor bag design contest winners. Eight entries are shown with drawings depicting crashed cars, bottles of liquor in addition to one showing a ball of fire with the caption ‘This was someone that drank and drive; don’t do it’. After the children decorate the bags, Zaal said FCSS collects them and distributes them to liquor stores who will use them for liquor purchases in the hopes those purchasing the liquor will think twice about drinking and driving after seeing the drawings. “This campaign is an opportunity for all Alberta students to add their personal message on the dangers of impaired driving to a paper liquor bag,” said the SADD website. Additionally, according to the website, the liquor bag contest is open to any Alberta student in grades one to 12 and their design must contain images or messaging ‘relating to the prevention of, or the risks associated with driving while impaired by alcohol (i.e. drinking and driving) to participate in this contest’. The contest entries could only be submitted through a social media account and contain only the name of the school and not the name of the student. Meanwhile, according to data on the MADD (Mothers Against Drunk Driving) Canada’s website, alcohol-related license suspensions and federal impaired driving charges in Alberta have dropped slightly from 12,694 in 2010 to 11,137 in 2021. However, drug related suspensions and

impaired driving charges have sharply risen from 136, in 2010, to 1,022 in 2021. Elk Island Public Schools communications director Laura McNabb said several schools in the division have participated. "Schools throughout Alberta—and several within EIPS—have classes that participate annually in the SADD campaign. In doing so, students become aware of the dangers of impaired driving, and then decorate bags with messages meant to reach people purchasing alcohol, encouraging them to consider the impact impaired driving may have on people’s lives," she said by email. "The activity promotes social responsibility, community involvement, caring and empathy for others, and raises awareness about the effects alcohol might have on those behind the wheel—a potential risk that emerges during the holiday season when people gather to celebrate."

Metis Crossing, north-west of Andrew, aims for the stars BY JOHN MATHER While cloudy skies obscured the chances of people seeing the Geminid Meteor Shower from the Metis Crossing resort Dec. 13 and 14, the outlook is still very bright for the organizers. “This meteor shower takes place within the approximate location of the Gemini constellation,” said Leon Hunter, the business development manager at Metis Crossing. . “It’s an annual shower where the earth passes through an asteroid belt which surrounds the earth and the meteors become much more visible.” He said this year Metis Crossing had built some sky watching domes to open up the night sky. “One of our programs is called Whispers from the Stars,” said Hunter. “It an immersive cultural

program which explores the indigenous relationships with the skies which get met with the scientific approach using telescopes.” He said when they put the program together they had approached the Royal Astronomical Society and in conjunction with the program together for the Geminid Meteor shower. “What better way to observe the meteor shower in the middle of December than through one of our sky watching domes,” he added. Besides watching the meteor showers he said visitors could also take part in a family friendly event of educational programming which went with watching the shower. “We have Telus World of Science bringing their planetarium out and the Royal Astronomical

Town of Lamont loses CAO Bastow’s contract with BY JANA SEMENIUK A press release, posted Lamont began on Sept. Dec. 13 on social media 15, 2021 after former Christine by Town of Lamont CAO mayor Kirk Perrin, Beveridge left in Mar. shared news that Chief 2021 to accept a CAO Administrative Officer position in Edson. During the Dec. 12 Rick Bastow is no longer Lamont town council CAO of Lamont. “I am writing to meeting, deputy mayor inform you that the Jody Foulds made a to appoint Town Council and our motion Chief Administrative deputy CAO Dawn Officer (CAO) have Nielsen to the position of mutually agreed to part interim CAO effective ways,” said Perrin in his back to Nov. 20. Nielsen accepted the post, adding that the CAO’s contract conclud- appointment and no further information was ed on Dec. 6. The release gave no provided. indication of why Bastow left his role, and Perrin would not offer any additional information. “We will have no comment besides what was released,” he said by messenger. “Thanks for your understanding.” Former CAO Rick Bastow

Society provided telescopes to aid with viewing,” Hunter stated. Metis Crossing, he added, had a cultural team who would explain the night sky from an indigenous perspective. In addition there were arts and crafts for kids themed around the stars and night sky. He added Metis Crossing is in the process of getting certified as a dark sky location. “We’re in the process of getting that certification and we have a review pending,” he said. “We don’t formally have the designation but we anticipate we’ll have it within the next year.” He said the cloudy skies presented a problem, but other programming would still go on even if the meteor shower wasn’t visible. While admission for the evening was charged,

Hunter added if people stay in one of the sky domes, then admission fees would be waived. He was expecting upwards of 60 people on the first night and up to 40 the next evening. He said Metis Crossing had constructed sky watching domes which would allow the occupants to watch the night sky from the comfort of

their bed. The domes have plexiglass ceilings which allow for total visibility. Hunter said the sky dome would be used over four seasons. “They have heated floors for winter and are air conditioned for viewing the night sky during the summer. “We have half of them facing north for northern

lights viewing and the other half facing southwards with good views of the constellations.” Metis Crossing built six king sized domes, and two family-sized domes, and is looking at adding another three in the next year. Metis Crossing is north west of Andrew.

While cloudy skies made viewing last week’s Geminid Meteor Shower impossible, there were still lots of lectures and crafts to partake in at Metis Crossing. The facility held meteor viewing on both Dec. 13 and 14 at the centre in the County of Smoky Lake. Photo by Crystal Moren

Locals fall victim to Emergency Scam BY JANA SEMENIUK Two local residents fell victim Dec. 12 to a recent rise in what police are calling ‘Emergency Scams’; where money is requested to help a loved one in trouble. Cst. Lauren Mowbray, public information officer for the Fort Saskatchewan RCMP said the latest victims were from the town of Lamont and Lamont County. “The suspect was showing up at houses claiming to be collecting bail money for the victim’s grandchild who has been arrested,” she said by email, adding the suspect is a Caucasian male, approx. 5’6” driving a white sedan. There was no information shared on the amount of money stolen in the scam. On Dec. 11, police issued a press release warning of the rise in Emergency Scams, which are also referred to as Grandparent or Grandchild scams. They said the victim

usually receives a phone call with a plea for payment as a loved one is in trouble with the courts or law enforcement. Police are reminding residents that bail is always paid in person at a courthouse or correctional centre, and never send money to anyone you don’t know. “If a person claims to be a police officer or

judge, call the police service or courthouse directly to confirm the situation. Police and courts will never ask for any form of payment,” said the release. “Never give out personal information over the phone or online to someone you don’t know—the police or courts will not ask for personal information over the phone.”

FROM WHERE I SIT: Renewed Hope & Joy

BY HAZEL ANAKA Put up your hand if you predicted that in this last column of 2023, I would say something like “I cannot believe how fast this year has flown by.” Or if you've said the exact same thing yourself in any context. It is insane how fast the days, months, and even years are whizzing by. I think everyone, even the most laidback, is especially busy at this time of year with some Christmas preparations. With invitations, housecleaning, shopping, food prep, concerts, and sitting on Santa’s lap there is no shortage of things to fill one’s day. Not to mention watching Elf, A White Christmas, Home Alone, A Christmas Carol or whatever are your favourite Christmas movies. There are always Hallmark-style romcoms where it’s a safe bet that the couple will live happily ever after…but

only after the inevitable misunderstanding, third party interference, conflict, jealousy, and intervention by Santa, a Christmas angel, or other such force for good. With all that busyness, it’s easy to miss the forest for the trees. With the demands of others and the constant onslaught of social media, group gatherings, and mindless distractions like TV, shopping, alcohol, and drugs it’s not easy to carve out the required silence and privacy to just think. Yet, the yearend is the perfect time for reflection and score-keeping. To be clear, reflection and score-keeping are intimately inter-twined. To hit a target, you first need a goal. Once you have a goal, you can easily measure if you hit it or not. And only through reflection, are you even aware of the hits and misses. 2023 may have been a difficult year in which to soar. For many of us, treading water without going under, may count as a win. Did you set any targets, personal or professional, for 2023? Are all your relationships healthy and balanced?

And let’s include parents, kids, partners, coworkers, colleagues, and Joe Public in that question. Did the state of your health improve or slip again for the umpteenth consecutive year? Is your year-end financial position stronger, weaker, or statis quo? Would any sane person invest in You, Inc? And for double points, did you do anything that enriched you spiritually, emotionally, at the heart/gut level? Did you make time for just you? Did you scratch that creative itch? Did you use your own two hands to create, make, build, upcycle, collect, play with whatever it is that turns your crank? There is a world of options and as many right answers as there are people. If you didn’t do something to make your heart melt, you cheated yourself out of the best gift we have… the ability to think and choose. Here's a thought. Maybe there’d be less hate and racism, anger and crime, unhappiness and despair if we all made it Job One to seek joy for ourselves every

day. That means not expecting joy to come from others or out there, but from within one’s own soul. That could be handiwork like embroidery, drawing, making wine, building something with wood, reading, playing board games, fixing an old beater, petting a dog, mastering a souffle, tying flies, playing old LPs, organizing photos, writing code, volunteering, or whatever your little heart desires. If you’ve lost touch with what that might be because the hard work of life has

knocked the stuffing out of you, think back to your childhood. Were you a tinkerer, an artist, an animal lover, an outdoorsy kid, a jock, a brainiac, class clown? Therein lie the clues. Unearth your desires. Many activities, especially in the beginning can be done with low or no cost. And need I remind you, none of us are getting any younger. Don’t wait until you retire, lose weight, have more money, the kids are gone, you get the new job, or the real biggie….get the health scare of your life.

I predict you’ll sleep better, smile more, complain less, and have a warm glow that will radiate to all those around you. You’ll find that time becomes meaningless when engrossed in doing what you love. You’ll be a joy to be around not a cranky curmudgeon to avoid. Your priorities will shift. Your sense of peace and contentment will trump all else, from where I sit. From my home to yours, I wish a Merry Christmas, Happy Holidays to all Lamont Leader readers. May you be blessed with a renewed feeling of hope and joy in 2024. –Hazel

Opinion Guilbeault needs to be replaced… the sooner the better BY JOHN MATHER Our Federal Environment Minister Steven Guilbeault, fresh off an embarrassing COPout 28 conference, where not getting what he wanted, he still had the temerity to proclaim Canada had a successful conference - has done it again: this time targeting farmers for letting their cows produce methane creating burps. That’s right, silly Stevie is working on a way to control emissions from a cow’s digestive system. “Enteric fermentation is a natural digestive process in ruminants whereby microbial populations in the digestive system assist in the breakdown of feed into more readily available molecules and nutrients,” reads an announcement from the Feds. “As part of this process, a portion of the feed is converted into methane and released back into the atmosphere by the cattle as an enteric emission through eructation.” The feds chose Food and Agriculture Day at COPout 28 in Dubai to release its policy on cattle emissions. According to the draft presented, farmers who reduce emissions from their herd will earn credits they can sell. This new draft protocol, Reducing Enteric Methane Emissions from Beef Cattle (REME protocol), will incentivize farmers to implement changes that would reduce enteric methane emissions from their beef cattle operations with an opportunity to generate offset credits that they can sell. The REME protocol will encourage beef cattle farms to reduce enteric methane emissions by improving animal diets, management, and other strategies that support more efficient animal growth. Each credit represents one tonne of emission reductions. Credits can be sold to facilities that will use them to meet emissions reduction obligations, or to other businesses to meet their low-carbon economy commitments. This means fewer methane emissions, and more financial opportunities for Canadian farmers. So Guilbeault would say. Alberta’s Premier Danielle Smith would disagree.

CONTINUED After his performance at Copout 28, Smith was quick to condemn the minister’s actions going to the point of stating, “Although he ultimately failed in his ambitions to include language in the final COP28 agreement regarding the elimination of oil and gas production, Albertans will not forget his continued treachery against our province and millions of other Canadians.” Raising the stakes of the Alberta/Ottawa dispute, Smith said, “We once again call on the prime minister to replace this minister immediately, as

he continues to damage Canada’s international reputation and sell out the interests and livelihoods of millions of Canadians with his misguided personal obsessions.” Strong words. Even Calgary political science professor Duane Bratt who usually offers very levelheaded commentary on both Federal relations and relations between the UCP and NDP provincially is saying Guilbeault is the wrong man for the job of environment minster. “He’s not the right person. Guilbeault is showing why you don’t put an activist in a ministerial job,” he is quoted as say-

ing. It’s about time Prime Minister Justin Trudeau woke up and realized Guilbeault is the wrong man in his portfolio and relieved him of his duties. Unfortunately Trudeau has more often than not shown he and his government are committed to the wrong-headed logic that Guilbeault so often displays. Getting rid of Guilbeault would be a wonderful Christmas present the prime minister could offer to western Canadians. By not doing so will only strengthen calls for separation in the coming years.

Lamont County passes initial budget for 2024 BY JOHN MATHER Lamont County passed their interim budget at the regular Dec. 12 council meeting. Chief Financial Officer Rodney Boyko told council there were a number of recommended motions that they had to approve. “The items which council has decided to add to the service level catalogue are listed,” he said. Those recommendations to the 2024 Service Level Catalogue were to allow for additional public engagement through councillor coffee talks and the start of an external newsletter; the initial investigation of a participation in a Municipally Controlled Corporation with the Alberta Industrial Heartland Association; adjustments

to the farm and residential tax rate by 4 per cent; expansion of the Fire Duty Crew into March; adjustments to the gravel spread rates to increase kilometres affected and reduce product applies; engineering approvals for select gravel mining operations; increasing water utility rates by 10 per cent; and expanding the administration and public service for the Community Adult Learning Committee and related programs on a one-year term. Chief Administrative Officer Peter Tarnawsky reminded council these recommendations had been derived from the results of the residents survey completed earlier in the fall. The second motion council was asked to approve said Boyko

translated the service levels goals into dollars. That motion read council approve the 2024 budget and multi-year operating and capital plan as presented with 2024 operating revenues of $27,629,304 including reserve transfers and operating expenses of $30,558,431 including amortization of $2.93 million, capital project expenditures of $782,500 and capital asset purchases of $4,183,179. “The third motion is to approve the reserve transfers that are required in the amount of $1,565 million and the fourth motion is to approve a 2024 reserve transfer from general capital vehicle and equipment reserve of $501,000.” The fifth motion approved reserve trans-

Chipman Historical Foundation gives up registered status BY JANA SEMENIUK Village of Chipman administrative assistant Keiron Willis announced, during the Dec. 11 village council meeting, the dissolution of the Chipman Historical Society as a registered group. “Unfortunately, our Chipman historical foundation has received a certificate of dissolution so they're no longer a registered group,” she said. “They have full intentions of still being a group within the community and functioning pretty much the way they have been, now it just means that they are no longer a registered group.” Willis said the foundation requested that the village hold their funds in trust, and put towards supporting events such as the perogy dinner at the annual Car Crafters

show in June. “And then any funds that were created would go back into that fund as well,” she said. Chipman Historical Foundation board chair Toni Nygren said lack of interest for new members have forced the decision. “People don't seem to be interested in becoming a working portion of any part of the board. We have a meeting scheduled and four will show up. Our secretary treasurer retired and we couldn’t get anybody to take that position (and) we couldn’t get anyone to take the chair position,” she said, adding that due to a lack of secretary treasurer, paperwork was not submitted which ignited the dissolution. “We didn’t request it. They sent the notice. I expect likely because

paperwork that they require wasn’t turned in because we didn't have a secretary treasurer,” said Nygren. “(Now) we won’t operate under the umbrella of a registered society. The village has control of the funds. We’re not dispersing them among ourselves, it’s going into a trust.” Nygren said that although the society is down to four members, it’s still important to continue the work of preserving the village’s history. “(It’s important) for the next generation,” she said. “And for somebody who might be interested.”

fers to capital of $291,000 from bridge replacement; $404,550 from emergency services; $50,000 from general capital; $2,500,000 from capital road; $157,000 from utility; and $2,244,129 from vehicle and equipment. Councillor Neil Woitas was concerned about the budget for wages and salaries being posted at $10,191,392. “That's getting close to a million a month,” he said. “Does that figure include amounts paid to outside contractors?” Boyko said it wasn't and that contracted services were listed in the detailed budget under

engineering fees of $611,000; professional fees of $856,154; and contracted services in the amount of $400,800. Woitas wondered why professional fees had jumped in the budget by 26.73 per cent. Boyko replied it included amounts for changes in payroll and contract HR

management being moved from the salaries and computer expenses line, and some FCSS programming included an additional $42,000 for the Healthy Aging program. After further in camera discussion, council passed the motions as set forth in the agenda.

Reflections on a banner year This year, 2023, has been a very successful year for Fort SaskatchewanVegreville. As the year comes to a close, I want to recap some of the amazing things we have accomplished together for our community over the past year. Recently, I was proud to join the Premier as we announced Dow Chemical’s historic investment into the $11.5 billion Path2Zero project, the world’s first netzero carbon emissions integrated ethylene cracker and derivatives facility. This project will create 6,000-7,000 jobs during peak construction, and 400-500 full time jobs once operational. I am proud to have successfully advocated for this game-changing investment in our constituency. Also in Fort Saskatchewan, I was proud to help open the Muriel Ross Abdurahman Court, an

affordable housing project partly funded by our Alberta government that will provide 83 units for the most vulnerable members of our community. Additionally, I successfully advocated for the $60 million Vinca Bridge replacement, to improve connectivity and economic development in the region, and I also led the successful push for new overpasses at the intersections of Highway 830 with Highways 15 and 16, which are now in the engineering and planning stages respectively. Our government also recently announced that the 2026 Alberta Games will be coming to Strathcona County. I look forward to welcoming these tremendous athletes. This major sporting event will be a unifying force for our community, in addition to the great boost to our local economy. Lastly, this past year I have also had the opportunity to serve first as

Parliamentary Secretary for Ukrainian Evacuee Settlement in Alberta, and currently as Parliamentary Secretary for Settlement Services and Ukrainian Evacuees. In these roles, I have been a strong advocate and have led our government’s efforts to ensure that newcomers from Ukraine and elsewhere are best equipped to not only support themselves and their families, but also to contribute in meaningful ways to the Alberta economy. I wish everyone a Merry Christmas and Happy Holidays and look forward to continuing our fantastic work together in the New Year! Please contact my constituency office at forts a s k a t c h e w a n . v e g re ville@assembly.ab.ca if you have any questions or concerns. Jackie ArmstrongHomeniuk, MLA Fort SaskatchewanVegreville

Santa and his helpers, Andrew Councillor Merwin Haight and Andrew Christmas Market organizer Anna-Lee Laderoute pose for photos during the busy market Nov. 26. There were 60 tables available for vendors who filled them all, said Laderoute.

A couple of visitors to Lamont’s Festival of Trees exhibit in the community admire the Barbie Christmas tree which was named the festival winner. The tree was designed and created by the Days Inn by Wyndham in Lamont. The entry from Lamont Elementary students took second place and the Lamont Community Play School and Beaver Creek Coop tree tied for third place.

Busy volunteers help get Xmas Hampers delivered BY JOHN MATHER With clockwork precision a team of about 50 volunteers pushed carts with empty boxes along rows packed with foodstuffs, and they were filled with goods for Lamont’s needy. Politicians, community groups and members of the Lamont emergency services joined the

County of Lamont Food Bank volunteers Dec. 17 to prepare more than 100 hampers with Christmas foodstuffs and gifts for those in need across the County. “We have prepared for 123 hampers today,” said food bank board chairman Jody Zachoda who headed up the busy day at Lamont’s Community

Hall. “If you live within the County you could be eligible for a Christmas hamper.” While the food hampers were prepared Sunday, the previous day had seen volunteers busy packing toys into baskets. “We put the toys with the hampers making

sure the toys are age appropriate,” she added. “It’s a big job.” “We split it into two days so the toys are done first and labelled and then they are matched with the food baskets on Sunday.” Once the hampers were prepared, a line up of vehicles waited outside to be loaded for

making deliveries. “We’ll be doing deliveries right away and then other recipients are able to stop in and pick up their baskets until 3 p.m. today.” She added the number was more this year than it had been last year. “We have steadily increased every year by a few hampers,” Zachoda

said. It isn’t a big increase but the numbers are still going up. She said the toy donations were down a bit this year, “so we weren’t able to be as generous as in past year.”

XMAS YARD Along Lamont’s main street there is a yard that comes alive with the sights of the season in the evening. This yard features trees decked in lights, inflatable Santa’s illuminated deer and a huge number of brightly lit snowmen. Taking it in at night also covers up the fact there is very little snow on the ground this Christmas. John Mather Photo.

Mama’s Happy Christmas It had seemed to the little Wendell children that they would have a very sad Christmas. Mama had been very ill, and papa had been so anxious about mama that he could not think of anything else. When Christmas Day came, however, mama was so much better that she could lie on the lounge. The children all brought their stockings into her room to open them. "You children all seem as happy as if you had had your usual Christmas tree," said mama, as they sat around her. "Why, I never had such a happy Christmas before," said sweet little Agnes. "And it's just because you are well again." "Now I think you must all run out for the rest of the day," said the nurse, "because your mama wants to see you all again this evening." "I wish we could get up something expressly for mama's amusement," said Agnes, when they had gone into the nursery. "How would you like to have some tableaux in here?" asked their French governess, Miss Marcelle. "Oh, yes," they all cried, "it would be fun, mama loves tableaux." So all day long they were busy arranging five tableaux for the evening. The tableaux were to be in the room which had folding-doors opening into Mrs. Wendell's sitting-room. At the proper time Miss Marcelle stepped outside the folding-doors and made a pretty little speech. She said that some young ladies and a young gentleman had asked permission to show some tableaux to Mrs. Wendell if she would like to see them. Mrs. Wendell replied that she would be charmed. Then mademoiselle announced the tableaux; opening the doors wide for each one. This is a list of the tableaux: First, The Sleeping Beauty; second, Little Red Riding Hood; third, The Fairy Queen; fourth, Old Mother

Hubbard; fifth, The Lord High Admiral. Miss Marcelle had arranged everything so nicely, and Celeste, the French maid, helped so much with the dressing, that the pictures all went

off without a single mistake. Mama was delighted. She said she must kiss those dear young ladies, and that delightful young man who had given her such a charming surprise.

Classic Christmas Carol

Hark! The Herald Angels Sing Hark! the herald angels sing, "Glory to the newborn King!" Peace on earth, and mercy mild, God and sinners reconciled Joyful, all ye nations, rise, Join the triumph of the skies; With th' angelic host proclaim, "Christ is born in Bethlehem." Hark! the herald angels sing, "Glory to the newborn King!" Christ, by highest heav'n adored: Christ, the everlasting Lord; Late in time behold him come, Offspring of the favored one. Veil'd in flesh, the

Godhead see; Hail, th'incarnate Deity: Pleased, as man, with men to dwell, Jesus, our Emmanuel! Hark! the herald angels sing, "Glory to the newborn King!" Hail! the heav'n born Prince of peace! Hail! the Son of Righteousness! Light and life to all he brings, Risen with healing in his wings Mild he lays his glory by, Born that man no more may die: Born to raise the sons of earth, Born to give them second birth. Hark! the herald angels sing, "Glory to the newborn King!"

9-8-8 Suicide Prevention Line A new three-digit number, 9-8-8, has been implemented across Canada, for mental health and suicide prevention services. The holiday season can be a challenging time for many, and this continues into the winter months (Bell Let’s Talk Day is held annually in January/February to raise mental health awareness for this reason). Help is out there for those in need! You can call or text 9-8-8 from anywhere in Canada, toll-free. Once connected, you will be directed to the appropriate mental health crisis or suicide prevention service in the area. If you're in immediate danger or need urgent medical support, call 9-1-1. If you or someone you know is thinking about suicide, call or text 9-8-8. Support is available 24 hours a day, 7 days a week.
