It was great weather and fun times for the entire community during Irma’s Santa Day activities last Saturday, December 11. Hot dogs and hot chocolate combined with a sizzling bonfire and sleigh rides were all part of the outdoor fun. Indoors, a giant Christmas market in the school gymnasium made for a busy afternoon as everyone looked over the wonderful items for sale, many hand made and ready to take home for the holidays.

Opinion Alberta tow truck operators need our protection

Despite the Province announcing last December that it was taking steps to protect roadside workers, which they said included tow truck operators, nothing really changed.

New signage, installed along some of Alberta’s highways, and a social media campaign did nothing to protect a tow operator hit by a vehicle in Calgary this past June.

Tow Truck operators have been calling on the province to allow them to use blue coloured lights in place of the amber coloured lights they are presently allowed to use, the same lights used on road signs and moving farm equipment.

“Tow trucks indicate an emergency, and specific lights could help signal drivers to move over and slow down,” say advocates of the proposal.

The legislation was put forward in 2017, Bill 215, the Tow Truck Safety Act, to allow tow operators to put blue and white lights on their vehicles, but it did not move forward. Unfortunately, no action has been taken to put this bill into motion.

You may have read in this paper that firefighters are allowed to use green flashing lights when responding to an emergency, without allowing them any special driving privileges. Tow truck operators could easily be accorded the same right, but for some reason, it’s just not happening.

With another winter ahead, and already a pile of accidents and snow, it’s something we all need to be aware of.

One Alberta tow company is asking Albertans to advocate on behalf of all tow operators in the province by writing a letter to Transportation Minister Rajan Sawhney.

Anyone working on the side of the road is taking on a dangerous challenge, whether it’s a highway worker, a stopped fire truck, police car, ambulance, or a tow truck.

All deserve our consideration, but maybe it’s time we gave tow operators the tools to protect themselves to a higher degree, to make themselves more visible, and to just generally slow the ***** down when we come upon them working.

Our good friends Horace and Bailey Haywire have some fine Angus cattle there. This couple has been carving out a living in the brush and hill country along the North Saskatchewan River for 40 years now. They've built a fine spread, raised a family, and created a name for themselves in the cattle business.

Things looked the same when we arrived but as we caught up over a hot coffee and some of Bailey's homemade cookies, Horace blurted out “I'm worried sick, Mighton! Every day we are besieged with death, destruction, and disaster on the news!”

“I know I can turn it off, but it keeps luring me back and I listen and get more depressed.”

I said, “Well that's no good. I've gotten to the point where I believe none of what I hear and half of what I see! It makes me want to get deeper in the

“And if people believe everything they see and hear on them, there could be a problem.”

Horace replied, “Yeah, I guess it's kind of culling the herd. You keep the best and get rid of the rest!”

“Yep,” I added, “and those gadgets are way too expensive to take outside and put them out of their misery.”

Our wive agreed with that and said, “Let's go look at bulls.”

Word on the Street: single vehicle collision results in minor injuries On December 6, police were advised of a panic alarm at a business in Viking. Staff called police a few minutes later to advise the alarm had been accidentally set off while cleaning the screen and there was no need for them to attend.

Also this day, police learned that three people had failed to attend court in Vegreville to answer to unrelated charges previously laid

by Viking RCMP. Warrants for arrest were issued for Dallas Vaudrin, Axel Erickson, and Dawn Smith. Upon arrest, all three will be facing additional charges for failing to attend court.

During the early morning hours on December 8, police were dispatched to a single vehicle collision on Highway 14 near Kinsella. When police arrived on scene, they located a pickup in the ditch with the airbag deployed but no one in or near the vehicle. This collision is still under investigation.

Later that morning, police were advised of a suicidal male who was

possibly in the Viking area.

Numerous attempts were made to identify and locate the male in question; however, police did not have enough information to follow up successfully.

That afternoon, police received a complaint of a theft at a seniors’ facility in Viking. The investigation into this matter is ongoing.

On December 9, police received a complaint of a dog tied up outside of the post office which had growled at a customer as they attempted to enter the business to pick up their mail. Police spoke with the owner of the dog and advised him in the future to leave his dog further from the door to prevent this type of interaction with the public.

That evening, police received a complaint of a single vehicle collision east of Viking on Secondary 619. Police attended the location and found the vehicle abandoned in the ditch. When the registered owner was contacted, she advised she had sold the vehicle a few months prior and

no longer owned it. Police returned to the scene the next day and observed two people removing items from the vehicle. Police spoke with them and confirmed one of them had been driving the vehicle when it entered the ditch. Police followed up with them and issued a warning for operating an unregistered vehicle on a roadway and had the vehicle towed.

On December 10, a citizen contacted police to advise he had received two fraudulent phone calls. The first

During this time period, police also dealt with several motor vehicle collisions involving deer and two involving moose. Police also issued violation tickets and warnings for various traffic offences.

Concern over Omicron variant grows Patricia Harcourt Editor Cases of COVID-19 in Beaver County and neighbouring jurisdictions dropped last week but are starting to rise again just as concern over the new variant Omicron grows in the province.

Premier Jason Kenney, Health Minister Jason Copping, Provincial Officer of Health Deena Hinshaw, and other officials were set to announce possible easing of restrictions over the holidays Tuesday of this week. However, the event was postponed until 5 p.m., then outright cancelled due to an emergency meeting of provincial premiers and Prime Minister Justin Trudeau concerning the Omicron variant.

Also expected at the COVID-19 update was an announcement that rapid tests would be given for free to residents wanting them to try and contain the virus over the holidays.

Viking (Beaver County East) had zero cases last week but that has risen to two active cases. Tofield (Beaver County West) has four active cases, with five for Flagstaff County to the south.

The M.D. of Wainwright’s numbers have jumped from seven active cases last week to 35.

Hinshaw said last week that the Delta variant continues to predominate at this stage. But there are increasing numbers of Omi-

cron cases coming to light.

Hinshaw said she is relying on the good will of Albertans to “do the right thing” if they come into contact with someone who has the virus. That means checking for symptoms and isolating if they appear.

Nevertheless, Alberta is directing Alberta Health Services to introduce temporary measures for frequent and targeted COVID-19 testing for unimmunized AHS workers in rural areas.

Only sites considered at significant risk of service disruptions due to staffing shortages because of unimmunized employees will be part of the testing program.

Health Minister Jason Copping stated this was being done to protect patient care, mainly in rural areas.

Here are the latest statistics from late Monday of this week, which indicates a rise in the Omicron variant of the virus.

There are 4,182 active cases of COVID-19 in the province including 860 last weekend. Of these, 373 people are hospitalized with 68 in intensive care and three more deaths.

Omicron numbers increased from 11 last week to 30 as of Monday. In terms of vaccinations, there are 78 per cent of all eligible Albertans over age 5 with at least one shot, ad 72.2 per cent with two vaccinations. Children ages 5-11 years are also lining up for their first shots with 91,000 having completed theirs as

of Monday.

In an effort to increase resistance to variants as protections may be waning, booster shots are being recommended for all Albertans 60 years of age or older, provided there is a six month gap between the second dose and the third one.

With the aggressive testing the province expects to do in upcoming days, Hinshaw expects more cases of people with the Omicron variant will be discovered.

When asked why close contacts of persons confirmed to have the Omicron variant aren’t being asked to quarantine for 14 days, Hinshaw said that the province was working under the “close contact management approach.”

Hinshaw believes that the protection of vaccines plus adhering to “tried and true” health guidelines will help keep cases down.

“So far, early indications are that (Omicron) spreads more quickly than Delta,” she said, noting last week there was “a slight uptick in hospitalizations.”

Even if a person who is doubly vaccinated gets Omicron - and last week there are seven in Alberta in that situation - she said the outcomes will be far less severe due to those vaccinations.

“Delta continues to circulate and cause severe outcomes,” she said. Most of these cases are in people with no vaccinations or only one dose of vaccine.

Viking Royal Purple December report: $100 donated to Viking Dance Club The members of the local Royal Purple met on Tuesday for their regular meeting and to celebrate Christmas with our friends. The evening began with supper at B&S. Back to the hall for a quick meeting and gift exchange.

The gift exchange was a challenge, as we would get a great gift and then someone would steal it from us!

Royal Purple ladies do have fun!

At our meeting we decided to give $100 to the Viking Dance Club.

Elehda Sevcik will meet with dance president Casey Mytz for a check presentation and photo op. In the spring we will be doing a fundraiser with Wipf’s Greenhouse and selling $40 gift certificates.

We will be getting more information in April and no doubt we all will be helping out in Viking. A

Our special meeting concluded as we welcomed Paula Erickson to our group. The executive performed the initiation and pansy ceremonies.

It’s a Beaut: 2021 Viking Christmas lights competition

The lights were bright all over Viking last Thursday, December 9, during the Fourth Annual Christmas Lights competition. The Lions had a warming tent where residents could come and enjoy some hot chocolate and popcorn, while the beautifully lit-up Viking town float graced the streets. People were able to pick up their contest cards to vote for their favourite displays. This year’s winners were: 1st Place - the Zarski family; 2nd Place the Rauser Family; and 3rd Place - the Page Family. Food bank donations were also gratefully accepted.

County works to have interim budget in place by end of month Patricia Harcourt The county must have its interim budget in place by the end of December. At the December 15 meeting, Beaver County Council will be voting on whether to pass the 2022 interim budget.

The proposed budget would see expenditures of $27,605,331 and a tax levy of $13,550,981.

Council was presented the draft of the budget December 1.

“We’re having a balanced budget,” stated Director of Finance Ed Bujnowicz, explaining: “We have to get the interim budget approved by December 31 so we can operate in the new year.”

The final budget for 2022 will be presented in April.

Included in the draft was a new position based on a recommendation out of the Corporate Governance Review, with the cost of $171,295. However, Councillor Lionel Williams (Division 2) pointed out that the review’s actual recommendation was for three new

positions to fall under the CEO position, at a total cost of $300,000.

“The recommendation was for three positions at $300,000,” he said, “not for one position at $170,000.”

Bujnowicz replied that the $170,000 was surplus funding which was put towards that position; however, he said it was uncertain whether the money would be for one position or more than one position.

“When the numbers are more definite we will have that information,” he said.

Although no mill rate increase is required for this budget, Bujnowicz indicated that council may consider a mill rate increase for the final 2022 budget in April to offset the potential need for what he called “large mill rate increases” over the next five years.

The comments were based on the outcome of the five-year financial and capital plans recently completed by the department of finance.

Beaver County renews agreement with Kinsella Ag Society Patricia Harcourt Beaver County Council renewed a 10-year funding agreement with the Kinsella Recreation and Agricultural Society at the December 1 meeting.

The funding consists of $13,475 per year starting from January 1, 2022 and running to December 31, 2031.

The previous 10 year agreement went towards contributing financially towards the society’s operations.

“The agreement began with an $11,600 payment in 2012 with a stipulation that each subsequent year’s payment increase by either three per cent or the percent change in Alberta’s Consumer Price Index (CPI) from October to October, whichever is less,” stated the report to council.

Administration recommended calculating the 2022 grant payment as a three per cent increase over 2021, which is $12,475.

“This would be the starting point of the agreement and would be expected to continually increase as the 10-year agreement progresses,” said the report.

“Do other agricultural societies have similar agreements?” asked Deputy Reeve Gene Hrabec (Division 3).

Interim CAO Margaret Jones replied that the Bruce Agricultural Society gets a regular grant every year, and opted not to get the same agreement stating “they didn’t need it.”

Division 5 Councillor Dale Pederson made the motion to extend the agreement as per the recommendation.

County survey to ask public input on roads and water management Patricia Harcourt Beaver County is working to enhance public consultation starting with a survey for residents on roads and water management scheduled to come out in January.

First county council must approve the draft survey to be presented at its Dec. 15 meeting.

“As soon as this plan is approved we will be starting that document,” said county agriculture official Aimee Boese to council.

The “Public Participation Plan,” was approved December 1 and paves the way for the survey.

Th plan asks “county residents and municipal stakeholders to provide input on policies and programs related to water management and road maintenance programs,” said the report to council.

The plan was requested by the pre-election council August 18 following feedback from the public regarding county decisions on these matters.

“The plan covers public participation opportunities and tools that will be used to gather input from county residents and municipal stakeholders,” says the report.

Boese told council that the survey questions will “find out what residents are willing to pay for services depending on what is being offered.”

Councillor Lionel Williams (Division 2) referred to a question regarding paying for beaver control issues, noting it’s only people with the problem who are willing to pay.

The survey involves public input for policies on level of service for overland drainage, pest control level of service and road maintenance level of service.

The survey is designed to clarify issues following several changes to the two programs of water management - which includes beaver control - and road maintenance made over the last few years in reaction to public response.

“It is obvious that the public has a keen interest in these issues and stakeholders’ input will be beneficial to develop policies that will reflect a balanced approach between fiscal restraints and appropriate level of service,” said the introduction in the draft plan presented to council.

Boese said administration is “trying to streamline the questions,” which will be emphasizing options while leaving some room for the writing of opinions.

It would be designed “to get real answers to specific questions.”

Deputy Reeve Gene Hrabec (Division 3) said he wished specific issues to be addressed in the survey, referring to the level of service for the mowing program, which he called “a big issue,” and feeder road maintenance versus regular roads as another example.

He wanted suggestions from the corporate review included, and “ideas of how it is to be laid out and paid for.” He also wanted

to see the survey “opened up more for suggestions.”

He asked if farmers were willing to pay more for roads, having heard from ratepayers during the election campaign that the county has no policy to build roads and sold all its road building equipment.

“We’re part of the solution but we’re also part of the problem,” he said, noting an education program is needed for some ratepayers who drive their equipment down roads and “don’t care…if they wreck them.”

Interim CAO Margaret Jones pointed out talk of beavers and road construction veers off into topics not included in the draft plan.

“We’re veering bu that’s what it’s all about,” said reeve Kevin Smook (Division 1).

And Hrabec said that for him road maintenance includes the issue of road building. “If we’re going to have public consultation we must be prepared for fleshing it out.”

Mike Bates, county agriculture department, offered to include questions such as road maintenance versus road building in the draft survey that council will consider December 15.

But Boese added that what levels of service ratepayers want is included in the survey questions.

Councillor Barry Bruce (Division 4) said he liked the survey and the discussion taking place that day.

He has had requests for road widening on certain roads.

“People don’t have any idea of what it costs to build a road,” he said.

Dan Blackie, director of transportation, told council decisions on road work were very time sensitive since they involve levels of service and budgets to proceed.

Smook suggested the county could aim for the

smaller oad maintenance decisions for 2022 and follow up with construction projects for 2023. This gives the county time to budget for it, hire people and buy equipment.

Hrabec wanted budget options for this work included in the questions on the survey, and “open it up to have solutions, too.”

Boese said the questions already ask respondents whether they are willing to pay more or cost share and what budget implications are preferred.

If the survey is approved for the December 15 meeting, it will be going out to the public for input in January with a deadline of January 19 for submissions to be received.

Administration will then review the responses and prepare a report for council.

To be eligible for the small business classification, a non-residential property must meet certain criteria, including a valid development/business permit, employment of fewer than 50 full-time staff, and submission of an application by the deadline date.Council will decide on the small business tax rate when the annual budget is approved in the Spring. Provincial legislation limits the tax rate to no less than 75% of the general non-residential tax rate.

To enable small businesses to take advantage of this program in the 2022 tax year, applications will be accepted on or before December 31, 2021 by e-mail, fax, or mail. OBITUARY

Margaret (Rhea) Jeffrey (nee Ash) 1934-2021 Rhea Jeffrey passed from this world to be with her Lord on December 6 at the age of 87 years.

Rhea was born in Viking to Robert and Mary Ash, the third of six children.

She married Dale in 1956 and while she lived in Stettler for many years, she always considered Viking

her home.

Family was important to Rhea and she celebrated new grandchildren and special occasions with embroidered quilts and crocheted afghans.

Rhea was predeceased by her husband Dale, siblings Diana Erickson, Boyd Ash, Arthur Ash and grandson Jesse Jeffrey.

Leaving to mourn her loss are her

children Allan (Grace) Jeffrey, Sharon (Ross) Dunbar, Darren (Kristy) Jeffrey, Gord (Linda) Jeffrey, seven grandchildren and three great-grandchildren.

Potential crisis for rural vet numbers leads to motion Patricia Harcourt Editor

A shortage in rural veterinarians is looming according to the Alberta Veterinary Medical Association (ABVMA), a cause being taken up by local Camrose MLA Jackie Lovely.

In early December, Lovely’s motion 524 was passed by the Alberta Legislature after she addressed “the alarming shortage of rural veterinarians in Alberta.”

In her address, Lovely stated: “We are facing a problem that has become critical all over rural Alberta. There is an alarming shortage of large animal veterinarians, which is putting a huge strain on those in the profession, the producers, and the animals they care about.

“That is why I am moving Motion 524,” said Lovely, noting there are 864 vacant professional veterinary positions in Alberta, with the majority in rural areas.

She called the 17 per cent vacancy rate “shockingly high” for rural Alberta, when comparing it to the province-wide rate of 2.6 per cent.

ABVMA states that burnout is becoming a real issue for veterinarians in these situations as many are working 24/7, 365 days a year with no rural locums to give them a break. There are also many highly complex cases these vets have to deal with on top of feelings of isolation in rural areas.

ABVMA estimates only a third of these professionals will still be working in 20 years, and just 15 per cent of their technicians. To compound the problem, the demand for animal care is only. increasing at 3.5 per cent a year while costs due to inflation are also increasing at an alarming rate.

The vet shortage means that fewer vets have to cover larger areas as they mainly do on-site visits for large animals.

Training more vets for the future who grew up in rural areas and want to

come back to practice is becoming an issue as well without enough spaces in veterinary schools to make it possible.

“We have seen an encouraging growth of female veterinarians compared to previous years,” said Lovely, but rural Alberta youth needs more support as “they have the greater likelihood of returning to their home communities upon graduation.”

Lovely said this was “likely the most cost effective way to address the problem as increasing capacity at UCVM will offset the increase in cost to attract non Alberta vets to practice in rural communities.”

Also advocated was giving rural Alberta priority admissions to attract them into the profession and keeping them through retention strategies that keep them in rural areas once they graduate.

“Overall, we need to review the admission requirement at UCVM to ensure there is a complementary fit for the selection of students from rural areas,” said Lovely,

in her motion.

In Alberta, there are 575 practicing veterinarians with 221 of these practicing in rural Alberta. Over 50 per cent are located in Edmonton and Calgary.

In a report last fall, the ABVMA listed the contributing factors based on a veterinary workforce study to increasing demand for services, a shifting workforce from rural to urban, burnout and pandemic impacts and global labour shortages.

The shortages will “pose a significant” in many facets such economic growth, animal

health, trade agreements, food supply, municipal sustainability and the professionals’ mental health.

In her speech to the Legislature, Lovely concluded with the following: “This lack of veterinarians is causing complications with the vets themselves, families, pets, farm animals, and Albertans that care for them. I encourage everyone to support Motion 524. This support means more support for rural vets and families they serve and protecting our great economy.”
