Beaver County decides to tender auditing services Patricia Harcourt Beaver County Council decided to keep the auditors the county has retained over several years for 2022, but after that time other companies will be considered. Administration had recommended appointing MNP LLP as Beaver County’s auditors for the 2022 and 2023 years. Finance Intern Ethan Forrest said the county’s GM for corporate services would be retiring and continuity might be best for the next two years in light of this. “The firm knows the county operations well,” he said, of current auditors MNP LLP. The report explained that MNP has been with the county for the past eight years, having been hired in 2014 for a five year contract ending on the 2018 year-end audit. After that, a three-year extension of the contract was granted bringing the firm to the year-end of 2021. “The 2022 year end is quickly approaching and administration is requesting council’s direction to either go to tender or to have
another extension of the current contract,” stated the report to council on Aug. 3. Administration preferred extending the contract “one more time” for two more years, stating: “The county has an excellent relationship with the current auditors; the auditors have gained experience and familiarity with the county in performing its work; and it would maintain continuity due to staff retirement.” In either case with - hiring a new auditor or retaining the current one - the cost of services are expected to rise as well. Deputy Reeve Gene Hrabec (Division 3) said he saw the value in extending the contract to include 2023 but did not support that in putting a motion on the table for discussion. Hrabec has been in favour of putting more professional services such as engineering, legal and financial (audit) to tender more often rather than retaining the services of a firm in the interests of continuity. Reeve Kevin Smook (Division 1)
said it was possible that putting services out to tender might result in getting “a fresh set of eyes,” but added: “It might be good to test the waters, but its up to council.” Forrest also reminded council that there are changes coming to the audit standards in 2022 and “the big undertaking” of changes to accounting coming in 2023. With this latter provincial change, all the assets in the county would have to be tabulated, he said, and “MNP
knows that better.” In 2023, the county will have to “go back and account for all of the assets,” which he said “makes for more work…Then going forward (the county) must add new assets each year,” to that list. Hrabec’s motion stated the county should retain MNP LLP for the 2022 year, then starting in 2023 the county would look to contract out by way of the tendering process. The motion was carried.

The Beaver Regional Landfill is open six days a week, k, Monday to Saturday. It is an engineered, sanitary class 2 landfill that
accepts municipal solid waste from Beaver County and the surrounding municipalities, as well as significant volumes of class 2 non-hazardous industrial wastes. In addition to the regional landfill, Claystone Waste operates five transfer stations. Beaver councillors to meet with ministers to discuss priorities Patricia Harcourt Beaver County councillors discussed a variety of concerns that could be brought forward in proposed meetings with two provincial cabinet ministers. These are Minister of Municipal Affairs Ric McIver and Minister of Agriculture, Forestry and Rural Development Nate Horner. Several topics were suggested by chief administrative officer Kayleena Spiess for Municipal Affairs, including paving of S.H. 870, the Thomas Lake drainage issue, whistle cessation at two crossings, and oil and gas assessment issues. For the Agriculture minister, rural economic development was suggested as a prime issue for this council. The county has been invited to meet with McIver during the Rural Municipalities of Alberta fall convention in November. Council met with McIver at the spring convention and the minister referred certain topics to Horner’s department, so a request is being made to also meet with him this fall.
At the August 3 regular meeting, council discussed their ideas regarding topics important to the county. Councillor Lionel Williams (Division 2) and Reeve Kevin Smook (Division 1) both felt the future viability of local urban municipalities was important. “How do we advocate for their health?” asked Williams. “Definitely a good one,” agreed Councillor Dale Pederson (Division 5), with the need to explore what laws were necessary to make this happen. CAO Spiess said this tied in with the need for rural economic development, an issue also affecting Beaver County. Hrabec felt the viability of fire and ambulance services were also being diminished due to the cutting of grants for training programs, as well as for supplying AEDS for facilities such as seniors facilities and recreation centres. “The grants were cut out,” he said, adding he didn’t know which provincial department was responsible. He called for a return to previous funding for training and AEDs in rural emergency services,
and local facilities. Smook stated that Minister Horner wouldn’t be able to meet at the convention, so it was suggested taking the meeting to the Alberta Legislature. “Economic development is important to the county,” said Smook. Pederson felt that water issues were also an important topic, and Councillor Barry Bruce (Division 4) agreed. Bruce said farmers have had many water programs cut, including water grants. Stating he believed in equality of services, he called on re-instituting the programs for farmers that the province no longer provides. He noted that “there are hundreds of wells coming up for replacement,” and the county should advocate for the farmers to the agriculture minister. A motion by Pederson was passed for council to discuss three items with McIver at the convention. These included the re-instatement of grants for utilities and emergency services; oil and gas assessments and the viability of smaller municipalities.
As for the agriculture minister, Hrabec felt it was important for council to meet with him before the fall convention. “It’s critical,” he said, with the federal government aiming to reduce fertilizer availability to farmers. “It’s important to stand up for agriculture in Beaver County,” Hrabec said, referring to the feds’ “driving force (one of) restricting the kinds and number of fertilizers,” which he warned could result in the loss of 50 per cent of crop production. He also warned that this result would work its way down the chain to also affect the livelihoods of truckers and grocery stores. “We need to advocate to our minister (that) agriculture is big in Beaver County,” he said. Hrabec’s motion was passed which listed the following three issues as important to talk to the minister about, including: rural economic development and potential projects, such as one at Kinsella; the impact of federal regulations on farming; and, the reduction of grant funding for farmers, an example being the former shelterbelt program which was cut in past years.

Range Road 182 and 195 Construction Update The soil stabilizing for the road base with soil cement is now complete. We will soon be starting the first layer of chip seal and there may be delays as work crews direct traffic in order to work safely. There will be many loose rocks after the chip seal layer is applied and speed limits will be reduced on these roads once opened until the project is complete. During this construction phase, portions of the road may be closed to allow crews to work safely please use another route, detours will be posted or be cautious when you need to drive through construction zones (local traffic only). Beaver County's goal is to provide a healthy, injury free work environment for all employees, contractors, visitors and general public. Already this year we have had people exceeding the posted speed limit through our construction zones, endangering staff, contractors and the public. There are potential hazards to the public and vehicles during the construction process. This can include heavy machinery, dust or mud, road material such as gravel, asphalt coatings and rock chips. We apologize for the inconvenience that road maintenance and upgrading causes, but the same roads that receive the most traffic also need the most maintenance. To help promote agriculture as a career choice among our youth, the Beaver County Agricultural Service Board sponsors an annual scholarship for students who are pursuing a field of study related to the Agriculture Industry. The scholarship is open to all students graduating from Tofield, Ryley, and Viking High schools that are enrolled in a post secondary agriculture or agriculture related program, of two or more years in length. Proof of enrollment will be required.
Road rehabilitation through shoulder pulling will re-establish crown, compact the road surface and allow for grading of the road slope for proper drainage. Although the roads will stay open during construction please expect delays or use alternate routes.
The scholarship awarded is in the amount of $ 500.00. Deadline for application submissions is September 1, 2022.

Request for Proposal - Independent Salary Review
The Association of Alberta Agricultural Fieldman, as an ongoing tribute to active or retired AAAF members who pass away, and in the spirit of continuing education valued by our Association, created the AAAF Memorial Bursary.
Beaver County Council values its employees and wishes to conduct an independent review of the wage/salary ranges for all staff to ensure equity, competitiveness, and the attraction/retention of qualified employees. The County invites proposals from a qualified consultant for one or both of the following projects: a) employee compensation review, and/or b) human resources strategy. The bursary is intended for students continuing their education in a College or University program that focuses on Agriculture or Environmental Science.
