June events in jeopardy, Good Sam Club postpones Patricia Harcourt Editor

Viking's most prominent events held in midJune are in jeopardy of being cancelled due to the coronavirus pandemic.

This would only be the second year that the Cloverlodge Stampede and Vikings in the Streets would be holding their events on the same weekend.

The 2019 joint celebrations went off highly successfully as parades, Viking re-enactments, and big tent fun combined with the traditional two-day rodeo.

Cloverlodge also celebrated its 40th anniversary that same year.

However, Cloverlodge Stampede Association President Muriel Hill said on Monday: "We will decide by the end of April," as to whether their event would proceed for 2020.

"It doesn’t look likely though," she said.

Another event that was supposed to happen at

the same time as Cloverlodge and Vikings was a visit from the Good Sam RV Club. However, the Viking Alberta Good Sam Rally set for June 1721 has been postponed to June of next year.

Viking's Community Relations Officer Doug Lefsrud said this gives Viking an even greater opportunity.

"As disappointing as it sounds, this makes perfect sense due to what's happening in the world today," he said, adding that this "gives us even more of a chance to plan and support their event in our community."

In his new role as Community Relations Officer, Lefsrud said his role "will be off to a very slow start" due to the COVID-19 pandemic as many events will be cancelled or postponed. But he was excited to take on his new title.

"Let's get this behind us, follow the recommendations, stay healthy, stay safe and stay home if you can," he said.

Food Bank lays off most volunteers - expects needs to rise Patricia Harcourt Editor

The local food bank has had to make some adjustments during the COVID-19 pandemic.

"It's been obviously big changes," said Pastor Darren Anderson, who coordinates the Viking Holden and Area Food Bank along with other board members.

"We let most of the volunteers go for the duration," he said. "We don't want anyone exposed to the virus."

Anyone needing a food hamper these days gets one delivered. "We leave them on the porches and ring the doorbell," he said, adding that no deliveries are taken inside a home.

"It's a bit of a trial for some people," he said, of the new arrangements.

For now, the food bank has "a small number of volunteers" doing the work, including three regulars and three backups.

The backup volunteers are the contingency plan if one or all of the regulars get sick. "If one of us goes down or all of us goes down," he said.

"We've got to be prepared."

And things don't appear to be getting any easier anytime soon.

"It's been a tough year, we're months behind, everything's going to be complicated," Anderson said. For instance, the food bank has recently received food from local restaurants after the province ordered the closure of dine-in services on March 27.

"Which we very much appreciated," he said.

However welcome, that fresh food won't last long.

Plus, "receiving donations is more complicated," as the usual drop-off donations have also fallen off of late.

The usual fundraisers the food bank such as the Fire Department's Pancake Breakfast and

school fundraising projects are also not possible with gatherings restricted to 15 people and school classes cancelled until further notice.

"At the moment we still have stuff, but the longer that goes on…" said Anderson, his voice trailing off. "We've saved a little rainy day funds and it's raining now. We keep operating and hope we will start to get more donations."

Still receiving donations for the food bank are the Vision Credit Union, local churches (as they are open), and the FCSS office (door locked but someone always there).

As for the food bank's client base, it is growing.

"We are busy," he said, "particularly as it was all starting" due to the pandemic. That's when some without a vehicle or the ability to get around on their own needed to get help right away.

"It has calmed down a little bit but there are

some in desperate straits who are stuck in their homes," said Anderson, as "there are more and more people not driving.

They are struggling to get things and usually have underlying health

concerns."

Add to the mix a spring that has failed to appear as of yet, with colder temperatures, deep layers of snow on the ground and still falling at times.

"The weather does play a part," he said.

LETTERS Viking Mayor provides update, praises those following pandemic rules To Community Residents: Firstly, I would just like to thank both businesses and residents that have been co-operating and following proper protocol set out by the Government of Alberta during the COVID-19 Pandemic. It was great to see that some have and are going above and beyond the requirements, and for this I commend you for your forward thinking.

There are several things that the town of Viking Council and Staff would like to inform you of: We are developing a Communication Strategy to ensure that all residents stay informed during an emergent situation. This includes the use of Social Media, Website, Newspaper, and a mail out if necessary. The website has been updated to include a COVID-19 page with several links.

We have been looking into how an emergency preparedness plan would be used in the case the unexpected Pandemic. This includes research in understanding the process of declaring a State of Local Emergency (SOLE) so we are better prepared and ready to take this next step if it becomes necessary. As it is recognized that there

are many other Municipalities that have declared a SOLE, we feel that it is not necessary at this point but can be a useful tool for our community.

Council has been able to stay in constant communication virtually for the past two weeks. It is expected to remain this way until further notice.

Town office staff are able to work remotely from home if needed. All voicemails are also able to be accessed via email.

A Pandemic Emergency Response Plan/ Business Continuity Plan has been implemented for all Town Staff.

The Town Office is still open regular business hours and is still accepting phone calls and emails and will remain closed to the public until further notice.

We have been in continuous contact with several businesses in Town that are still in operation to provide them with updates from Alberta Health Services, as well as addressing any concerns or questions that they have. We have participated in several webinars from Alberta Health Services as well as others to stay informed and up-to-date.

I believe that we as a council and staff have

been very cautious with having been reactive as well as proactive in dealing with this pandemic locally. I would like to ask all of you to reach out to your neighbours, family and friends, to provide them with update whether it be by phone, social media, or any virtual applications, just to have a conversation or perhaps be able to deliver something for someone in isolation or who is unable to travel.

We are looking out for everyone’s health, safety and security. Please exercise common sense, practice social distancing, stay vigilant, use the proper media channels for accurate information and finally, please stay at home whenever possible. We are practicing all of the above at the Council level as well.

No one has ever been through this before and it will change the way we function in the future.

In ending, I would like all of you to reflect on a quote from Dr. Jody Carrington, “How do we walk each other home after this?”

Who’s looking out for post-secondary students?

Dear Editor: While the Canada Emergency Response Benefit reaches a lot of people, it misses the mark when it comes to post-secondary students. Specifically, the eligibility criteria stipulates that “The Benefit is only available to individuals who stopped work as a result of reasons related to COVID-19.

For example if you are a student who had a job last year and were planning on working this summer you do not qualify for the benefit”.

Hats off to the B.C. government for stepping up to provide $3.5 million emergency funding supports for post-secondary students. The nonrepayable emergency assistance can be used for living expenses, food, travel, portable computers and other supports for students who are not already able to study remotely.

What’s the solution? The Government of

Alberta needs to respond with something similar, and needs to lobby the Federal Government to include students in the CERB. Post-secondary students need work/income to survive and in many cases save up for their next term. Postponing repayment of student loans is great, but only applicable to graduating students. Those who continue won’t have to repay their loans until they graduate.

We can’t let post-secondary students fall through the cracks. Along with our young people currently in the workforce, they are the future of our province. Here’s hoping the Alberta Government and/or the Federal Government step up to provide the assistance they need.

Let kindness spread If there could exist a single silver lining as we deal with the worst pandemic in a century, it would be the true power of kindness.

“How long will this last?” “Will my business survive?” “What if government aid isn’t enough to pay my bills?” “What if I get sick?”

These questions and so many more are swirling through the minds of millions of Canadians right now. But through it all, we have an unspoken duty to care for each other. To be kind.

So many acts of kindness, generosity, and goodwill are spreading throughout the land.

Being kind to one another is the least we can do in this strange time. It’s the least we can do for those who risk their lives in health care, in emergency response, in law enforcement, in essential services every single day.

The joy that comes is free. Let’s remember the spirit that built this country and remain kind, long after the danger is gone.

Viking RCMP to enforce COVID-19 public health orders CERTIFIED SEED FOR SALE Patricia Harcourt Editor

Viking RCMP members are set to enforce COVID19 public health orders regarding gatherings, distancing and self-isolating.

"We've been directed to refer people to contact Alberta Health Services' complaint section," in the AHS website, said Corp.

Brad Mouland, if a member of the public wants to complain about someone not complying with the orders.

AHS handles initial complaints which has public health inspectors to investigate.

"If they can't deal with it, they pass it on to the RCMP," he said. "It can be handled by the detachment if it's an urgent issue.

"It's a health issue more than a policing issue," he said, adding the RCMP only step in when enforcement is required.

And that happens,"If AHS is unable to resolve the situation," for example, "when somebody refuses to abide by the rules," such as self-isolating for 14 days after returning home from a trip or refuses to keep two metres (six feet) away from others in public settings.

And the police will be called in if "depending on the subject or the safety concerns" involved, he said, such as "health inspectors felt the person would be belligerent or violent in some way."

As of last Friday, there have been no such calls in and around the Viking area. "We're not aware of any calls from AHS that have filtered down to us."

But Mouland said he has "heard of rumours" about people in the community not doing the right thing. The RCMP have been monitoring the comments on Viking Rant and Rave website, he added, of people upset about others they know who are not self-isolating for 14 days after returning from a trip.

If there are onset of symptoms they must isolate themselves for another 10 days until the symptoms are gone. This also applies to anyone in the community who happens to develop symptoms.

The RCMP and Community Police Officers are now given full authority to enforce public health orders and issue fines.

These fines have increased from up to $100 a day to a mandatory fine of $1,000 every time an order is violated. Courts also have increased power to administer fines up to $100,000 for a first offence and up to $500,000 for a subsequent offence for more serious violations.

"The chief medical officer of health has the full cooperation of community peace officers and local policing to ensure Albertans comply with orders," states Minister of Justice and Solicitor

These gatherings are now limited to no more than 15 people. Access to public and private recreational facilities, bars and nightclubs are prohibited, and visiting long-term care and other continuing care facilities are restricted.

"We certainly want people to stay informed," said Mouland, about the rules, noting: "There's no slow down in policing services (due to the pandemic). Protocols are in

place at AHS with consequences for not following the rules.

"We encourage people to follow the guidelines as released by the province and direct people to the AHS website."

Some of these practices include social distancing, staying home and away from others especially if sick or in isolation, practice good hygiene - wash hands for at least 20 seconds, cover cough and sneezes, avoid touching your face.

Word on the Street: Police respond to dispute at local restaurant On March 30, police received a complaint of a traffic hazard on Highway 14 near Kinsella.

The complainant advised a couple of hay bales had fallen off a trailer and partially blocking the eastbound lane at the Kinsella overpass.

A patrol was made and police provided traffic control while the highway was cleared by Emcon employees.

On April 1, police received a complaint of an attempted theft of a truck in Viking. See related press release.

Later that morning, police received a complaint of a landlord/tenant issue in Viking.

Police advised the complainant that the matter was civil in nature and they were unable to intervene.

That evening, police received a complaint of a theft of a bicycle from a yard in Viking. This matter is still under investigation.

On April 2, police received a complaint of a dispute in progress at a local restaurant.

Police attended and determined the dispute was over a civil issue and all parties were advised to settle the matter and no charges would be laid.

On April 3, a citizen contacted police to report they had found a pile of wire insulation, likely stripped from copper wire, dumped in a ditch at a rural location. Police attended the scene but there was not enough evidence left behind to continue with an investigation.

On April 4, police received a report of a disturbance at a residence in Viking. Police attended and spoke with all involved. It was determined that the disagreement had been verbal and no assault had taken place, therefore no charges were warranted.

Viking RCMP arrest three suspects for firearms and property crime offences At approximately 8:20 a.m. on April 1, Viking RCMP received a call regarding an attempted theft of a vehicle in progress in Viking.

Suspects were interrupted by a vehicle owner as they tried to access his truck which was outside running.

The suspect truck containing two males fled the scene.

Several minutes later, Viking and Killam RCMP members located the suspect truck parked at a local residence. Two males and a female were located at the property, and were subsequently arrested.

Police determined that the truck in question had been recently reported stolen from Lindale, AB. A further search of the truck revealed that the suspects had been carrying a loaded sawed off shotgun within easy reach.

"We have to keep reminding people to look out for each other," he said. As a pastor, he says phone calls are just a little bit longer these days as people try to stay connected with each other while self-isolating in their homes.

"People want human contact," he said, and "everyone's anxious…We as a community need to be very careful to look out for each other and be very creative," in finding out how others are doing in order to help them if they need it.

Beaver Foundation already implementing newly mandated restrictions Alberta’s chief medical officer of health issued an April 7 release stating that she has ordered a province-wide ban on visitors to long-term care centres, licensed group homes, and other facilities as part of the ongoing work to limit the spread of COVID-19 and protect Albertans.

Under an amended public health order, no visitors will be allowed unless a resident is dying or the visitor is essential for delivering care that cannot be delivered by staff.

But Beaver Foundation CAO Owen Ligard is reassuring families and others with loved ones in local continuing care facilities in Beaver County that such measures are already in place.

"It is what we were doing but now it's locked in (province-wide)," he said. Our doors are locked…We were locked down before it was even brought up (by AHS)," BF was "kind of ahead of the game" on that directive, Ligard said.

The local facilities already state that if anyone wants to enter a facility they must ring a bell and someone will then ask if their visit fits the definition of essential; if deemed it is, then the person's temperature is checked and they are questioned about possible COVID-19 symptoms.

Beaver Foundation facilities have personal spacing guidelines that only allow two residents per table at meals, so there are usually two sittings. And residents can still do activities as long as the distancing requirements are met.

"All the staff is doing a tremendous job," he said.

"They are thinking outside the box to keep people active while not sitting beside each other at coffee times and meal times.

"It's so important that families have other means of communication," he said, with visiting in person no longer possible. That could mean Skype, face time, or phoning.

If a family asks the care centre to provide an iPad for their loved one, that can be done as well, he said.

And he stressed why at this time it is so important for people not to enter into these seniors' facilities: "One person gets sick and they all will,” he said. Even if a visitor passes a prescreening before coming in they could have the virus and not have any symptoms.

Previously, essential services could include a family bringing in medication for a loved one; now that service is being done by deliveries from a pharmacy.

Essential now means someone can enter only if a resident is failing in health (such as palliative care) or dying, and then they can come in only one at a time, he said, and not visit any other part of the facility.

"That's the only reason.

We have to keep everybody out of our buildings.

“The two biggest risks are our staff and home care (getting sick)."

For that reason, he asks staff to work and go straight home, and try to get others to do their grocery shopping. "Cause if we run out of staff, we're in big trouble…I can't close the doors on a lodge."

He said that families can take their loved ones out of the lodges to care for at home, but cautioned that it would often mean a commitment over the long term including possible personal care if home care cannot manage it. Also, if the lodge goes into 'suspected COVID-19' mode the resident cannot return until that is con-

cluded or the pandemic itself is over.

There have been 1,348 cases of COVID-19 identified in the province as of April 6. This includes 112 confirmed cases and 13 deaths at continuing care facilities.

“Residents of all continuing care sites are at extreme risk if exposed to COVID-19, and we are doing everything possible to ensure their safety.

I know this will have a profound impact on the lives of those residents and their families; this is not a step that we take lightly. I’m asking all

Albertans to reach out and support their loved ones through the phone, video and any other means possible," said Dr. Deena Hinshaw, Chief Medical Officer of Health.

Family, friends and religious leaders will still be allowed to visit a resident who is dying. In these cases, only one visitor can enter at a time and they cannot interact with any other residents while in the building.

Exceptions will also be made if an essential visitor is needed to provide specialized care for a res-

ident.

This order builds on the restrictions implemented by Alberta Health Services on April 3, ensuring that all facilities in Alberta are following the same strict standards.

All other public health measures remain in place for continuing care facilities.

This includes daily screening of staff, enhanced cleaning and other infection prevention control measures, and mandatory outbreak protocols that must be followed for all facilities.

County asks Minister, MLA to reverse school closure decisions in open letter Dear Editor: An Open letter to: LaGrange, Adriana, Honourable Minister of Education,; and Lovely, Jackie, Ms., MLA Camrose Constituency.

Dear Minister LaGrange and MLA Lovely: RE: Battle River School Division; Closure of Holden School, Loss of Ryley High School We write to request the Minister and Member of Legislature to intervene in the decision of Battle River School Division on March 19, 2020 to close Holden Elementary School and consolidate K-9 classes in Ryley. The decision also relocates Grades 10-12 away from Ryley, to other schools.

The negative impact on families in Ryley, Holden, and Beaver County of this closure and relocation cannot be overstated. This will increase bussing of more K-9 students within our region, and bussing of high school students to either Tofield or Viking (or outside the region) making a long school day even longer.

Beaver County Council understands the financial issues facing our Province, and the need to focus resources to those areas which are growing. In the case of rural Alberta, many areas are seeing declining population and resulting decline in students in schools.

However, the remaining students have enough challenges imposed by reduced class offering, without adding the challenge of increased bussing to another school in the

region. In fact, for high school students, we fear students will simply choose to leave the County altogether, choosing schools in Vegreville, Sherwood Park, Ardrossan, or Camrose.

At the same meeting that BRSD decided to close Holden and consolidate in Ryley, BRSD also chose to close Allan Johnstone School in Hardisty, but not to close Round Hill School. We find the decision not to close Round Hill to be curious but we do not object as the students and residents in Round Hill are as important to rural Alberta as we believe our students and residents are.

We simply believe that BRSD did not apply the same metrics or decision making criteria equally to all of the decisions regarding these schools. If the decisions were based on utilization rates in schools, Round Hill likely would have also been closed. The utilization rates of the various schools, as presented

by BRSD, are as follows: • Holden 48% • Ryley 35% • Allan Johnstone (Hardisty) 24% • Round Hill 32% As you can see, the utilization rates of Holden and Ryley are both greater than Round Hill, and yet Round Hill was not closed.

Therefore, what decision making criteria did BRSD use to justify these decisions?

We must also express our concern with the consultation process used by BRSD for these decisions, and the lack of input from Beaver

County. Beaver County received no direct communication from BRSD and yet the majority of students in both Holden and Ryley schools are likely from Beaver County, based on our population estimates. We understand that Ryley and Holden were contacted directly, yet Beaver County was not.

Our last appeal to the Province is directly related to the impact on the viability of Holden, Ryley and rural areas in general. We understand that we are fighting demographics in rural Alberta; the trend of people moving to large urban areas is happening in most areas. However, the closure of the school in Holden represents a real threat to the viability of the Village of Holden, if families no longer choose to locate there for the access to a quality school. This is just one more challenge thrown up for the Village of Holden, which has been an excellent municipal partner to the County and Ryley. Is

the Province aware of the impact of the closure on the viability on Holden, and how it may pressure this proud village to consider dissolution in the future?

In these trying times in Alberta, with COVID-19 and low energy prices, the bright spot to our economy may be agriculture and agricultural diversification.

Beaver County, and the areas around Ryley and Holden, are based on agriculture and related industries.

Without local schools to attract residents and families, who will be here to work the farms and keep agriculture thriving as an industry?

We ask the Minister and MLA to intervene in this decision and take whatever action is required to reverse this decision of Battle River School Division. I would be happy to discuss this with you at your convenience.

Beaver County Regular Meeting Highlights Beaver County Council met April 1 for a regular meeting, which was held via teleconference due to the coronavirus pandemic called COVID-19.

These are highlights of that meeting: Administration Update on COVID-19 Pandemic The County Service Centre and Public Works office remain closed to the public. Staff are working in the office and can be contacted by phone at the County office at 780-663-3730, or by e-mail at administration@beaver.ab.ca. Council Update on COVID-19 Pandemic Council provided an update on the following committees and how they have been affected by the COVID-19 pandemic: • Beaver Municipal Services • Beaver Emergency Services Commission • Beaver Foundation • Beaver Ambulance Society Beaver Municipal Solutions Transition to a Municipally Controlled Corporation Council passed a motion that the April 21, 2020, Beaver Municipal Solutions Municipally Controlled Corporation Committee meeting be deferred until the municipalities have had adequate time to the review the Business Plan and associated materials.

Council passed a motion to get clarification from Beaver Municipal Solutions or the Beaver Municipal Solutions Municipally Controlled Corporation Committee as to who is to take the initiative to respond to residents regarding their concerns raised in the Cumulative Impact Study and that the information be posted to the Beaver Municipal Solutions website.  State of Local Emergency Council discussed the State of Local Emergency; Beaver Emergency Services Commission will advise the County of any updates.

Beaver County Land Leases At the February 19, 2020, Council meeting, Council held a public hearing regarding the land leases listed below.

There were ten members of the public in attendance and one letter regarding the County’s intent to tender for lease was received. Three residents spoke during the public hearing, one in regards to the leased land in Huntington Estates (SE 9-50-20-W4), the other two spoke in regards to the leased land located on NE 10-46-11W4. After the public hearing, Council authorized the tender for lease of the properties.

County Councillors consider salaries instead of per diems Patricia Harcourt At the April 1 regular meeting, Beaver County councillors discussed a recommendation from administration that council consider having an annual salary.

Assistant CAO Margaret Jones, in her report to council, outlined the positive aspects of councillors having a salary instead of per diems for meetings, adding that most rural neighbouring municipalities have salaried councillors. She reviewed the recent history around remuneration, which council adjusted in November 28, 2018, in response to a change in federal tax legislation. Council increased its remuneration to compensate for the amount lost due to the tax amendment.

The allowances for the Reeve and Deputy Reeve were increased at the same time. Further cost of living increases of 0.5 per cent and 1 per cent were reflected in an increase in remuneration.

"The cost of living adjustments match those approved for non-union employees," said Jones.

Every three years the per meeting rate for councillor remuneration is reviewed. Jones said

the 2015 review was deferred twice, first pending the 2019 provincial budget and now for priority based budgeting being conducted this spring by council.

Jones provided information about comparisons with other council remuneration in neighbouring rural jurisdictions.

"All but one of the neighbouring municipalities pay councillors an annual salary," she stated. "The amount paid varies on the type of meetings attended and whether travel within the municipality is included. The Reeve (and in some cases the Deputy Reeve) receives additional compensation above the base salary."

Jones said administration "recommends that council consider an annual salary," listing the following advantages: • Council will not be required to track monthly activities; • Administration processes will be streamlined; • Additional capacity will be achieved; • Budget estimates will be more accurate.

However, council again chose to defer the idea and passed a motion to consider the matter during the 2021 budget deliberations.

Public Notice Beaver County and Black Nugget Lake Parks response to COVID-19 On March 27th Beaver County closed vehicle access to Black Nugget Lake Park including the ice fishing area.

Beaver County’s restrictions are the same as Alberta provincial parks, public land is temporarily suspended due to public safety concerns resulting from COVID-19.

Included in the vehicle access closures are public land recreation areas, where parking lots and all facilities, including washrooms, are closed.

Hello everyone: For many of us, it is hard to comprehend the situation the whole world has found themselves in currently with COVID 19.

For us who live in the country here in Beaver County we have to be thankful for our wide-open spaces that afford us the luxury of seeing the beginning of a late spring.

For many in cities, this privilege is not enjoyed by residents during these troubled times.

Our thoughts and our minds are crammed with sadness and emotion related to this world crisis affecting our families, loved ones, and friends.

Beaver County is very proud to partner with our own towns and villages to support our health care providers, our emergency response teams, and our staff in the seniors’ lodges. Council applauds the dedication of the wonderful management and staff of our health care facilities, seniors’ lodges, and our first responders.

Our Province and Premier are showing tremendous leadership and immediate response to this pandemic and we should be very grateful.

County staff acted quickly and Beaver County was put on full alert and in compliance well ahead of the current ordinances. We are updated daily from our respected Ministers and affiliated associations.

In Beaver County, there has been a tremendous outpouring of compassion from businesses and individuals, including our FCSS and Victim Services teams, the leadership of our first responders, fire chiefs, our Beaver Ambulance Services personnel, RCMP, County Peace officers, Rural Crime Watch, and so many volunteers.

The bravery of doctors, nurses, and health care employees is extraordinary at this time and is to be applauded.

Retailers in grocery stores throughout the County deserve a tremendous amount of thanks and gratitude for the extra effort, long hours, and compliance to legislation undertaken by the owners, managers, and staff. As well, a special thanks goes to our convenience stores for complying and staying open to provide many of our necessities.

I would also like to personally commend our Deputy Reeve, Gene Hrabec, who chairs both our Beaver Emergency Services Commission and our Beaver Foundation for seniors for his leadership and guidance during this crisis.

We must not be cavalier about this current situation - we must comply and ride it out. I am personally proud to be an Albertan and a Canadian as we have addressed the situation quickly and taken it very seriously in comparison to many other countries.

The Prime Minister and our Premier keep us updated and debriefed daily. Premier Kenney appears every day, usually at 3:30 pm on CBC, with his department heads and his Chief Medical Officer. The Prime Minister addresses us everyday at 9:30 am.

Council has witnessed here in Beaver County the kindness, the extra mile of helpfulness, concern, and generosity from everyone that is able to help. It would do all of our hearts good to call a senior, a young family, or a lonely person that you know during this crisis.

Please, please comply! Isolate yourself and your loved ones! Wash your hands regularly! Keep your body sanitized, cover your nose and mouth when sneezing and coughing, and please avoid any unnecessary visits or close contact during this very contagious coronavirus disease and worldwide pandemic.

BRSD transportation budget cut in half Leslie Cholowsky Staff Reporter

Further to the Premier’s announcement on Sunday, March 28, that a portion of education funding would be reallocated, the Battle River School Division (BRSD) learned last week that their transportation budget had been reduced by 51 per cent, nearly cut in half.

The cut resulted in the temporary layoff of 78 of the Division’s bus drivers effective Wednesday, April 1.

“We very much want to emphasize that these are temporary, and we still consider each of these people to be part of our BRSD team.

We look forward to the day they are able to be back behind the wheel,” says Diane Hutchinson, Director of Communications for

BRSD. She says there is a further reduction being made in funding for other areas, and adds, “Right now we're evaluating any and every way that we can reduce spending in order to retain as many staff as possible.”

With the funding cuts from the province, Hutchinson says the Division is grateful to have the flexibility to find solutations that work within the BRSD, and not have a solution “prescribed” for them.

Another small bonus, she says, was that the funding cut, anticipated at 14 per cent, ended up being 13 percent, adding “Even that small change makes a difference to us!

“We expect that, if there are any further staffing reductions beyond Transportation, they will take effect by the end of this month.”

Local distillery producing hand sanitizer to meet overwhelming need Leslie Cholowsky Staff Reporter

Viking-area’s Section 35 farm distillery, run by Kevin, Kyla, and Lynette Lefsrud, has turned production from award-winning liquors to hand sanitizer to help address a huge need for the product in the face of COVID-19.

Kevin has already delivered 55-gallons of 95 per cent alcohol to South Central Co-op, when a friend of his identified a huge need for disinfectant.

“I had it on hand, and delivered it to make sure they had enough to keep stores open,” he says, “We didn’t even discuss cost, in a time like this I’m not here to make money.

“I’m a farmer first, and that’s what farmers do, they help one another out.”

Kevin and Kyla run the production end of things on the family farm, while sister Lynette oversees the business and marketing end.

Kevin and Lynette work closely together in product development, and she says, “As we are getting into making hand sanitizer during this time of COVID-19, Kevin and I speak several times a day working on all the details.”

That’s next up on his end, he’s turning his skills as a distiller to production of hand sanitizer to meet a huge demand in the face of COVID-19.

Section 35 produces liquors made entirely from fermented honey, and Kevin says after the honey has fermented with water for 21 days, the resulting product just needs one run through the still to qualify as a hand sanitizer product.

The Lefsruds said that they have had so much community support, through the farm and seed business, and lately with the distillery, that they want to give something back.

Portraits from a distance

Viking photographer Dana Andreson is joining a growing phenomenon in the age of the coronavirus pandemic. She is busy taking portraits, sometimes referred to as "porchraits," of families on their porches as they self-isolate against COVID19, a global pandemic affecting millions of people all over the world. Dana says funds from these photos documenting the lives of people staying at home during this time will be donated to the Viking Holden and Area Food Bank and the Juvenile Diabetes Research Foundation. RCMP busy despite restrictions Patricia Harcourt Editor

Despite COVID-19, the Viking RCMP detachment is still dealing with public needs and conducting patrols in the area.

However, there are a few changes to keep in mind.

Alberta RCMP provided an update on March 18 stating that service delivery at front counters would be changed and access to public spaces within the RCMP facilities would be restricted.

Detachments will limit public contact for nonurgent situations by suspending all non-critical front counter services, including fingerprinting and criminal record checks.

The detachment's front door is now locked during business hours, but directions on the front door allow access to speak with front line staff and other inside with the press of a button.

"Nobody's going to get stuck without police services," Corp. Brad Mouland, Viking D e t a c h m e n t Commander, assured the public as of last Friday.

This is done while doing what is necessary to stay safe from infection. "We're continuing to practice social distancing," he said, and have "various personal protective equipment like masks and gloves" to use if coming into closer contact with a suspect.

"We screen people for sickness, asking them if they are exhibiting flulike symptoms," he said, adding: "We're dealing with people in close quarters."

Mouland said the Viking RCMP are still conducting regular patrols. "We haven't slowed down at all," he said, although "we do limit our day to day interaction with the public."

And the coronavirus has done little to slow down the activity of the criminals, who he said, "are equally as busy as they've ever been."

Mouland admits he thought that activity would drop off in this time of the coronavirus pandemic, "but we still

have crime activity going on."

In fact, three people were charged after an attempted theft of a truck resulted in police tracking them down to a house in Viking last week (see related press release).

"The decision to limit public contact in nonurgent situations was made to ensure the health of the public and our employees so that we are able to sustain essential services across Alberta," stated the

Alberta RCMP press release.

"A number of changes have been put in place to protect the health of our employees and the public," stated Deputy Commissioner Curtis Zablocki, Commanding Officer of the Alberta RCMP. "As Alberta's provincial police service we have sound business continuity plans in place to ensure Albertans can continue to count on us every day, including during times of pubic health emergencies."

Although the calendar reads April we are not experiencing spring-like conditions. I know that warmer, melting temperatures would help to make our physical distancing easier. Stay home and stay safe again this week.

Earlier this school year, the Irma Out of School Care Program was established to help working parents with child care outside of school hours.

When school is operating, this program is led by a paid child care worker in the Kindergarten room.

This valuable service has been working well and the organization recently held a cash raffle to help with operating costs. The draw was made on April 1 and the winners are: Jackie MacKay $500; Doug Dalton of Wainwright $ 300; and Paige Pfisterer of Edmonton $200. The Irma Out of School Care Program appreciates your support.

Lovely meets with Hinshaw

Camrose MLA Jackie Lovely sat in on a conference call between provincial officials and those running seniors' housing facilities in the province. Vegreville RCMP lay charges, seize drugs "Collaboration between various detachments and Edmonton ALERT resulted in the arrest of the accused and search warrants," says Corporal Leigh Drinkwater, Vegreville RCMP. "We will continue to enforce illegal drug activities in our community and appreciate tips the public provides regarding any criminal activity in the area."

On April 3, at approximately 12:30 p.m., Vegreville RCMP with assistance from the Tofield, Two Hills, Viking RCMP Detachments, RCMP Police Dog Services, and the Vegreville Municipal Enforcement officers executed two search warrants at local residences in the Town of Vegreville.

A lengthy investigation by Vegreville RCMP in collaboration with Edmonton ALERT into Criminal Code and Controlled Drugs and Substances Act offences, including drug trafficking, resulted in the following arrests and charges laid: · Peter John Fryer (62) of Vegreville was charged with trafficking of controlled substances, including metham-

phetamine and heroin (x4), possession of stolen property under $5,000 (x3), fail to comply with release conditions (x6) · Georgina Fryer (60) of Vegreville was charged with possession of a controlled substance for the purpose of trafficking, possession of stolen property under $5,000 · Allan Richard Desjarlais (29) of Vegreville was charged with trafficking of a controlled Substance (x2), possession of stolen property under $5,000 Police seized what is believed to be crystal meth (42 grams) and small amounts of heroin and fentanyl along with $1,000 in Canadian currency.

Peter Fryer was remanded into custody and will be appearing in Lloydminster Provincial Court on April 14.

Georgina Fryer and Allan Desjarlais were released with conditions after a judicial hearing with future court dates.

An additional adult female was also located and arrested on outstanding warrants from other jurisdictions. She has since been released.
