Viking 4-H Beef Club shows off this year’s hard work Patricia Harcourt Editor

The Viking 4-H Beef Achievement Day was held Saturday, April 30, at the Holden Complex.

All club members and their families were on hand to show the animals from their 2022-2023 year.

“It was a great day for the club to come out and show their animals, and enjoy the fun and camaraderie, as well as learning from the judges and others involved,” said Karen Brooke, General Leader, Viking 4-H Beef Club.

Viking and area residents hear about solar farm proposal at information session Patricia Harcourt Editor

About 40 members of the public turned out for an information session on a solar farm proposal put forward by Pace Canada LP. The session was held on the evening of April 19 at the Viking Community Hall.

Presentations were made by Rhonda Barron, project and communications coordinator, and Claude Mindorff, director of development, for Pace.

Attendees heard that Pace is a partnership “jointly and equally owned” by Pathfinder Clean Energy, a global clean energy and development company, and Goldbeck Solar, a German firm specializing in the construction of large scale solar power plants.

Pace is proposing a 9MW solar farm to be built within the boundaries of the Town of Viking. Those living or holding interest in property 800 metres from the project were sent an information package.

This was the first infor-

mation and consultation session to be held for the public, which was invited

to attend along with stakeholders living closer in to the project.

“We’re very passionate about the work we do,” said Barron. She explained that the company is positioning itself to establish solar farms in the central and southern areas of Alberta because “this area has some of the best sunshine in Canada.”

The solar farm proposed for Viking area was initially set to be a 14-MW facility, however this has been lowered to a 9-MW. The lands were selected as they are not considered ecologically sensitive, scenic or of heritage value.

The facility will be

placed on 160 acres and will be connected to Fortis Alberta, generating 9-MW of electricity. Mindorff explained the amount of electricity was downgraded because “the (electricity) grid only takes 9-MW.” Continued on Page 6

Time to keep Federal advertising dollars in Canada The Canadian government has supported journalism for generations. Since the founding of Canada’s first newspaper, the Halifax Gazette, which dates to 1752, government advertising has been an important source of revenue for newspapers. Even prior to Confederation, direct supports, like the former Publications Assistance Program, which subsidized the postal delivery of non-daily newspapers, ensured that Canadians have access to high-quality Canadian news.

Twenty years ago, the federal government spent $110 million on advertising, which was managed by 30 advertising agencies. Print newspapers and magazines accounted for about onethird of federal advertising spending, while internet advertising accounted for less than 1 per cent of the spend.

Last year, the Government of Canada spent a total of $140 million on advertising, involving one Agency of Record for media planning and placement. While the one Agency of Record model is efficient, we are concerned with where scarce ad dollars are being spent.

Last year, just $6 million or five per cent of federal advertising dollars went toward print publications.

That is a far cry from the roughly one-third of twenty years ago. For comparison, government spending on Facebook/Instagram ads alone accounted for almost double what is spent on all print advertising combined.

And the spending on Twitter, Snapchat, and TikTok combined was greater than all print expenditures.

Today, digital advertising accounts for more than 50 per cent of all federal ad spending. According to the U.S. Department of Justice, which is suing Google, the company “pockets on average more than 30 per cent of the advertising dollars that flow through its digital advertising technology products.”

Social media companies operating in Canada do not employ journalists and they are shielded from liability

by Section 230 of Title 47 of the United States Code.

They enjoy all the benefits of being a publisher without any of the obligations.

Digital search and social giants have contributed greatly to connecting people, businesses, and communities. Yet, there have been unintended consequences.

While they provide the essential plumbing of our digital age, they have not figured out a way to separate the clean drinking water (e.g., fact-based news

and information) from the sewage (e.g., fake news).

Trusted news sources provide an important filter that helps Canadians make informed choices. Real journalism, which is based on editorial judgment and rigorous fact-checking, costs real money, which comes from advertising and/or subscription revenue. Canadian news publishers employ real journalists, who adhere to strict editorial standards, and publishers can be held liable for their content. Yet, federal advertising dollars that once helped fund our newsrooms have shifted largely to Big Tech companies that benefit from our content.

The federal government has recognized that the business of journalism is in trou-

ble. It has taken steps to fill news deserts and areas of news poverty through the Local Journalism Initiative.

It has also introduced Bill C18, the Online News Act, which will allow publishers to come together to negotiate fair content licensing agreements with web giants and level the digital playing field.

One of the most powerful tools in any government’s policy toolkit is procurement. Procurement can help governments advance socio economic policy objectives, including job creation, and deliver better outcomes. Indeed, the federal government’s Policy on Social Procurement facilitates and supports the inclusion of socio-economic measures in procurement to support the

Isn’t it time for the federal government to align its advertising spending with its public policy goal of supporting accountable and trusted sources of information? Isn’t it time to support the home team and keep advertising dollars, which support fact-based, fact-checked civic journalism, in Canada?

The consequences of inaction are more misinformation and disinformation, a less informed and engaged citizenry, less robust public discourse, and a loss of community.

And, if there are changes to the parametres of the proposal, they will be updated on the website for this project, said Barron.

The Viking project will be Pace’s smallest one at 9-MW, Mindorff said.

They listed benefits to the community, including 100-150 temporary construction jobs, which the company would try to fill locally.

After construction, there will be 2-3 operations/maintenance positions that will be needed for the life of the farm, estimated at 30 plus years.

Then there are the taxes that the municipality would receive from the solar farm, and local purchases that will be made for operating costs. Another boost to the local economy would be employees shopping in the area.

Plus, “the municipality can take advantage of the electricity,” said Barron, and attract other businesses to the region due to the addition of this clean, affordable energy.

There would be enough electricity generated to supply 2,600 houses annually.

Calling solar “limitless,” Barron said the technology has a minimal carbon footprint.

The land to be used would be leased, in a way similar to what is done for oil and gas leases, said Mindorff. And “the hope is to get the project done in another two years.”

As for the taxes that would be paid to the municipality, he said: “It’s a large amount of money for a piece of land,” that could help reduce taxes for taxpayers in the town.

Pace “would be a longterm stable tenant,” he said. Following the three public consultations, there will be an open

house and summary of the project as it gets closer to finalization and AEC approval.

“There is nobody can say we did this in a box,” Mindorff said, noting the company’s strategy is “to inform the people. We think it’s the right thing to have in your community.”

The company “shoots for low impact land on all our projects,” and urban environments are usually low impact, he said. But an environmentalist would be sent out to investigate the land for wetlands and any rare species that could be on the site.

The possibility of “glint and glare “ from the solar panels is another aspect, but he said the panels are designed to absorb not reflect light and there is a coating put on them as well.

And he said the electrical grid runs right past the project so the company won’t have to build a grid of its own to connect them up.

And solar panels make no active noise. The “activator” on the panels is the only source of noise and they turn all at the same time. “This can’t be more than 40 decibels at the property line at any time,” he said. “Noise from a solar farm is really not discernable.”

As for a concern about not having any control over the project, Mindorff said the local municipality “has nothing but control” because of its land use bylaws.

“We’re accountable,” he said, and work with the municipality. And he maintained that in 30 years the company has never had to appeal a municipal development board decision.

Once AEC approvals go through, construction will take about six months to complete.

As for decommissioning a solar farm, he went into detail about the ability to recycle much of the parts and solar panels.

Mindorff also discussed the details of establishing a reserve fund that will provide money to the landowner for end of life management of the facility.

“This is not the orphan gas well fund,” he said.

And he also said there is no government funding to this project, which is “low cost” using only private sector funds.

Mindorff also touched on safety, citing Pace’s good safety record and stated: “There are no combustible items in solar farms.” Facilities are monitored from Calgary with cameras and electronic surveillance.

Some members of the audience had several questions, one being the effectiveness of having a reserve fund instead of using bonds, which are used in the clean up of oil and gas wells.

“Bonds don’t work if you’re insolvent,” said Mindorff, adding: “We use cash…that more than covers it.”

construction.

“We build to the code and everything is inspected,” said Mindorff.

“They don’t let us get away with anything.”

A woman asked the amount the town would receive in taxes, and the reply was $150,000 to $200,000.

Then a man said he was not against solar, but did not want wind power. He questioned the financing around the reserve fund and was told which bank was being used to hold this cash reserve fund, which Mindorff said was one of the five Tier 1 banks in the country with a “gold standard” behind it.

There were also questions about water management, with hydrogen electrical generation listed as a possibility.

Also, the planting of grass and trees to screen off the facility was discussed.

As for the issue of solar panels degrading over time, Mindorff said there is the possibility of panels being replaced. But he added that with the improvement of technology, it is also possible that fewer panels will be needed in future to generate the same amount of power.

Another question concerned the leasing of the land for the facility at

$750 per acre. The reply was that this held for the first five years only, then: “Every five years (after that) the rent goes up 7.5 per cent every five years.”

Another questioned the effects on wildlife in the area, and Mindorff said a biologist would be hired to determine if there are any impacts.

Another man touted coal as an answer to energy problems, citing Germany bringing coal back after the country shut down their small nuclear reactors.

“I never said wind and solar is the answer for everything,” he said. “We need a mix of power.”

Province removes major obstacle for school divisions Leslie Cholowsky Staff Reporter

To help alleviate bus driver shortages affecting school divisions around the Province, including Battle River School Division, the Province announced Thursday that it is removing Mandatory Entry Level Training (MELT) for Class 2 licences.

A l b e r t a Tr a n s p o r t a t i o n Minister Devin Dreeshen says, “Alberta is an outlier on requiring MELT for Class 2 licences, as no other province or territory in Canada requires it for their bus drivers. Removing this requirement will make it easier for Albertans to obtain their Class 2 licence if they are able to demonstrate the required knowledge and skills during the knowledge and road test.”

School bus drivers will still be required to have an “S” endorsement on their licence, and will require a correct class for the type of school bus driven, decided by designated seating capacity.

The province is also introducing a new, voluntary, on-the-job training program for Class 2 and Class 4 school bus drivers at the end of April.

“Drivers will get hands-on experience in their work environment using equipment and experiencing reallife scenarios that occur as they do their job.”

Alberta School Boards Association President Marilyn Dennis says, “Alberta School Boards Association has been advocating for adjustments to MELT

requirements as it has created hiring and retention challenges, resulting in school bus driver shortages and increased costs. We are pleased to see that school bus drivers will

no longer require MELT and that specific training will remain in place to ensure the safety of students.”

In March, the Province introduced regulatory changes to

student transportation for all divisions; adding 33,000 students who are now eligible for governmentfunded busing services.

Holden and area volunteers honoured at luncheon Patricia Harcourt Editor

A Volunteer Appreciation Luncheon at the Holden Community Hall Saturday honoured those who help make their community a better place in which to live.

Several guest speakers were on hand for the occasion, with introductions by Viking/Beaver Family and Community Support Services (FCSS) Director Dawn Chrystian.

Camrose MLA Jackie Lovely brought greetings from the Province of Alberta.

“I’m so glad this community is so vibrant,” she remarked.

Deputy Reeve and Division 3 Councillor Gene Hrabec spoke on behalf of Beaver County.

“Holden should be proud they have the most prolific number of volunteers,” he said, who “breathe life into the community by helping one another.”

He also praised the local FCSS and new Holden School for reaching out and helping the community, especially local youth.

“Everyone who attended today should be proud,” he said.

County councillors Barry Bruce (Division 4) and Dale Pederson (Division 5) also came for the event.

Greetings from the Village of Holden were given by Deputy Mayor Milt MacGregor.

He thanked local volunteers and FCSS “for the effort they are putting forward” for the community.

Pastor Michael Clark provided the Blessing before the luncheon was served.

He expressed his gratitude for a community “that serves the many,” volunteers who often fly ‘under the radar’ while performing good works. And he prayed “for strength and compassion” for these volunteers to keep on going in their community work.

After the luncheon, two special awards were bestowed on worthy volunteers.

Councillor Bruce gave an Elaine Cooper Memorial Bruce and Area Volunteer of the Year Award to Elaine Laing.

Then Dave Maruszeczka gave the Elaine Cooper Memorial Holden and Area Volunteer of the Year Award to Julianne Foster.

Both volunteers are long-serving members of their communities and their presenters had many accolades to bestow upon them for their volunteerism.

MLA Lovely also made a presentation to the two memorial award winners in honour of their service.

The event concluded with many raffle winners being called to pick up a prize, including some beautiful hanging baskets full of flowers of hope for spring.

It was a festive and colourful entrance as many young people crowded into the Holden Community Hall on Saturday for the Volunteer Appreciation Luncheon.

Lengthy discussion ends with split vote on Claystone plan Patricia Harcourt Both the reeve and deputy reeve voted against approving Claystone Waste Ltd.’s 2023 business plan April 19 at county council.

Despite the split vote, both this motion and the motion to accept Claystone’s formation of a subsidiary company were passed by council.

The vote occurred after a lengthy discussion by council. Reeve Kevin Smook (Division 1) and Deputy Reeve Gene Hrabec (Division 3) agreed with residents who had expressed reservations about a clause they felt could allow incinerator projects in the plan.

Three other councillors did not share this concern and voted in favour. They were Lionel Williams (Division 3), Barry Bruce (Division 4) and Dale Pederson (Division 5). The motions passed in a 3-2 split vote.

The county’s chief administrative officer (CAO) Kayleena Spiess is now directed to vote in favour of these motions on the county’s behalf at the Claystone Annual General Meeting on Thursday, April 27.

While the first motion approved a material change to the landfill’s business plan, the second motion approved the establishing of Claystone Waste Operations Ltd. as a municipally controlled subsidiary of Claystone Waste.

Claystone is a municipally controlled corporation made up of five municipalities in Beaver County.

These municipalities all held public hearings on the matters at hand and their councils had to approve of the two motions for it to proceed.

In explaining the motions, Spiess stated that “the material change will allow Claystone to acquire other companies, enter into joint ventures or establish subsidiaries.”

The subsidiary would enable Claystone to diversify, she said, by expanding waste disposal services, waste-to-energy projects, and clean technology opportunities.

“The vast majority of opportunities are not limited to the Ryley site,” she said.

“There is a strong intent to expand operations to other areas across the province and potentially nationally.”

Alternative revenue streams brought in this way could “offset the tax burden to residential and farm rate payers,” she added.

The county has been losing revenue in several areas, such as grant funding, limited growth in residential categories, rapid decline in non-residential assessment, linear and industrial policy changes by the province, and increased inflationary and other costs.

With the county needing to seek other revenue sources, she noted that Claystone’s dividend to the county last year was $1.4 million, calling this “equivalent to a 10 per cent municipal tax increase.” The funding goes to community support projects, major upgrades to county roads and other strategic priorities.

When Bruce asked about the potential for burning chemicals “that stay forever,” such as plastics, being approved for the landfill, Spiess replied: “Claystone is not interested in incineration. They are interested in zero net emission projects.”

She added that any application for a project would have to be vetted by the county in its development approval process.

Plus, “Claystone is not talking about the Ryley landfill site,” when discussing an increase in projects. “But if they are building at the Ryley (area) site they will have to go through the county permit process.

“We want to ensure we are taking care of the environment and the future,” she said.

However, Smook said he was “concerned” when it came to waste energy projects regarding incineration.

He noted: “It doesn’t say in the business plan that (Claystone) isn’t interested in those kinds of anaerobic digester facilities.

“In my opinion…the business plan should say they are not going to do incineration.” He added: “I don’t see the harm (in doing that), then it is spelled out…Just because they say they won’t doesn’t mean they will (not).

“We have a direct say right now…The county is one of the members,” he said.

And he dismissed the fact that projects may be started “somewhere else” as a “not in my backyard” argument.

But Williams said he was “not in favour of excluding things” such as anaerobic projects, calling it “hard to quantify or justify.”

To that, Smook replied that he was asking for only one type of project, incineration, to be taken out of the business plan.

Williams replied that “others may also have things they want (taken off) that list.”

Spiess owned that the business plan “is a bit vague in those areas,” calling it “one of those tricky areas.”

However, she warned there would be a “procedural delay” moving forward at the Claystone AGM if an amendment was proposed by the county.

To that, Williams made a motion for council to approve the business plan.

Hrabec then spoke about members of the public who had contacted him about this issue and who have a concern about it.

“Having their questions answered would be of great benefit to the community,” he said, adding he would have liked Claystone officials to speak at the county’s recent public hearing.

“They need to be more transparent on these issues,” said Hrabec, of Claystone.

He said this is why he would not support the motions despite their being time sensitive in terms of the Claystone AGM. He said issues like incineration and acid hydrolysis projects can’t be overlooked, adding more trust in Claystone was needed for that to happen.

“Incineration in the Village of Ryley and Division 3 is a contentious issue,” he said. “We do owe it to our members of the public.” The four people who came to the hearing to speak against the motions represented a much larger group who feel the same way and he said many of these have contacted him.

If the “incineration” part of the business plan was removed, Hrabec said he could support it but not until that reassurance is given.

Williams said he “was against digging up waste and burning solids,” but felt there was adequate failsafe with the county having to vet any projects through its development process.

“But not off the site somewhere else,” reminded Spiess. In that case, Claystone would have to adhere to the rules of the

municipality in which they were doing a project.

“They want the business plan open enough so they can do their projects,” she said, and the subsidiary has the autonomy “to run it the way it wants.”

Smook felt this was council’s last chance to have direct input into the proposal.

“We do control the land use bylaw but not the decision process,” he said, as there are subdivision and development appeal boards that operate independently.

Bruce said he didn’t want “to hamstring Claystone” as long as the reassurances are given that the company will “do everything it can to keep these chemicals out.”

But Smook said he wanted “to look out for the people of Beaver County,” with a clause put into the plan stating no incinerators would be allowed. “That will prevent them from doing what residents don’t want,” he said, adding: “The community was very adamant about it…I feel strongly about this incineration thing.”

Claystone’s Chief Operating Officer Cory Popick attended council to answer questions. Council heard that Claystone is examining the feasibility of developing an anaerobic digester, but it was clarified that this is not an incinerator facility.

“Incineration is certainly not on the radar,” Popick said.

The split vote on the business plan passed, without any change included to the original motion.

Then Pederson made a motion for the county to accept Claystone’s establishment of a subsidiary company.

“Beaver County needs to be a good corporate partner with Claystone,” said Smook, mentioning the benefit of a $1.4 million dividend to the county from Claystone last year.

“I do believe in building the business,” he said. “I do have full trust in the board we have right now.”

The motion was carried 4-1 with Hrabec opposed. Spiess was assigned to take the county’s decision to the upcoming AGM and vote in favour of the two recommendations regarding the business plan and subsidiary company.

Summer Workshop

2023 Vegetation Management Program As part of Beaver County’s roadside maintenance program, the removal of trees, brush, and regulated weed species within Beaver County road allowances takes place yearly from May through October.

• Spot herbicide applications are conducted within all divisions to control tree and brush regrowth within County road allowances (Focused efforts on Divisions 1 & 2).

• Blanket Spraying is conducted within Division 3 and 4.

• Mechanical roadside brush control efforts are conducted throughout the county, (focused efforts will be in Divisions 3-5). The mechanical removal and clearing of trees from County road allowances is targeted at improving traffic safety and machinery movement, eliminating areas prone to trapping in the winter months and improving sightlines at intersections and yard sites.

• Weed Inspections are conducted throughout the county.

Ashley Klein took home the trophy for Reserve Champion Steer at Viking’s 4-H day.

Luke Brooke won for Grand Champion Steer Saturday at the Viking 4-H Achievement Day.

Supreme Female category at Viking’s 4-H Beef Achievement Day went to Luke Brooke.

This month the 4-H Viking Beef Club held its Achievement Day Show from 9 a.m. to 12 noon at the Holden Complex. The whole club was there and we all showed our animals with pride. Luke Brooke won for grand champion steer and Ashley Klein got reserve champion steer.

The grooming, showmanship and conformation judge was Randy McGowan.The judging card judge was Arnold Hanson, the MC was Austin Hogstead and the ringman was Landon Hogstead. All of the judges did a great job. It was good to see some members of the community come out and watch the event.
