AFRICA Last UN peacekeepers poised for complete withdrawal from Mali The UN peacekeeping operation in Mali is poised to complete its drawdown on Sunday following a decade of multifaceted efforts to support the West African nation and its people after Malian authorities requested earlier this year to end the mission by 31 December. The UN Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) was deployed to Mali in 2013 following a violent insurrection by separatist rebels attempting to take control of the north of the country and a subsequent military-led coup. Established by UN Security Council resolution 2100, the mission included more than 15,000 troops and personnel who served in cities and towns around the country. “I think our work impacted the lives of many civilians in Mali,” said El-Ghassum Wane, outgoing Special Representative of the Secretary-General and head of MINUSMA. Tackling a range of challenges In its decade of operations, MINUSMA aided Mali in tackling multiple challenges. Among the UN’s most challenging peacekeeping missions, it has suffered more than 300 fatalities of its troops and personnel amid continuing extremist violence and rampant insecurity across much of the north and centre. On Saturday evening, the UN Secretary-General expressed his deepest gratitude to MINUSMA personnel, including the Head of Mission, Mr. Wane, who “has provided outstanding leadership in a challenging context”, said Stéphane Dujarric, the UN spokesperson. The UN human rights office on Thursday urged the Ethiopian Government to ensure that ongoing efforts addressing a legacy of rights abuses, rooted in years of violence and ethnic unrest, prioritize the rights and needs of victims and their families. A joint report by the Office of the UN High Commissioner for Human Rights (OHCHR) and the Ethiopian Human Rights Commission emphasized the need to implement all components of transitional justice equally. These include criminal accountability, truth-seeking, reparations, and guarantees of non-recurrence, involving effective remedies for victims, legal reforms, and reconciliation. One of the recommendations stemming from the November 2022 Cessation of Hostilities Agreement, signed between the Government and the Tigray People’s Liberation Front, is the establishment of transitional justice policies. This agreement marked the end of the bloody conflict in Tigray, Amhara, and Afar regions. In 2018, Ethiopia witnessed a surge in human rights violations, marked by killings, torture, and ethnic- and faithbased violence. The situation escalated with the eruption of an armed conflict in the Tigray region in November 2020,

WORLD BRIEFS Indonesia urged to protect refugees following mob attack The UN refugee agency, UNHCR, has appealed for action in the wake of a mob attack against refugees in Banda Aceh, Indonesia, on Wednesday. Hundreds of young people stormed a building basement where scores of Rohingya refugees were sheltered, according to media reports. The Rohingya are a mainly Muslim community who have fled waves of persecution in Myanmar, a predominantly Buddhist country. Nearly one million are living in camps in Bangladesh and more than 1,000 have arrived in Indonesia by boat in recent months. Call for protection UNHCR issued a statement saying it was “deeply disturbed to see a mob attack on a site sheltering vulnerable refugee families.” The mob broke a police cordon and forcibly put 137 refugees on two trucks and moved them to another location in the city, the agency said, noting that the incident has left refugees shocked and traumatized. “UNHCR remains deeply worried about the safety of refugees and calls on local law enforcement authorities for urgent action to ensure protection of all desperate individuals and humanitarian staff,” the statement said. Security Council holds emergency meeting on attacks in Belgorod, Russia A senior UN political affairs official condemned attacks against the Russian city of Belgorod, located near the Ukrainian border, as he briefed the Security Council at an emergency meeting convened on Saturday afternoon. At least 18 civilians were killed and more than 100 injured in an attack on Belgorod, said Khaled Khiari, Assistant Secretary-General in the UN Department of Political and Peacebuilding Affairs (UN DPPA), briefing the Council on the latest developments. Russia had called for the emergency meeting following reported attacks on Belogorod. Located about 40 km north of the Ukrainian border, Belgorod is home to more than 300,000 residents. The emergency session was held less than 24 hours after the Council convened a meeting on Ukraine following large scale attacks by Russia against Ukrainian towns and cities. ‘We unequivocally condemn attacks’ “We unequivocally condemn all attacks on cities, town and villages, in Ukraine and in the Russian Federation,” Mr. Khiari said. “Attacks against civilians and civilian infrastructure violate international humanitarian law, are unacceptable and must end now.” He said that even as the Council meets today, reports of new air raid alerts were also coming in from across Ukraine, including in the Kharkiv, Sumy,

Jamaica – Diaspora Row With Government

Some Jamaicans living abroad are concerned about the contents of a letter that diaspora members addressed to Audrey Marks, Jamaica’s ambassador to the US, informing her of a planned nationwide demonstration. They think the message might damage the country’s image. Several issues are raised in the undated letter, including, “the increasing state of public corruption; the high level of violent crime; the [Government’s] failure to provide promised service delivery; unfulfilled promises to the diaspora regarding its involvement in the political process; and the legal defense that diaspora members do not have standing to sue the Government”. The signature of Dr. Rupert Francis, the head of the Jamaica Diaspora Crime Intervention & Prevention task team, was placed above it. As to the statement provided by the former captain of the Jamaica Defense Force, the letter was composed as a call to action by concerned Jamaicans residing in Jamaica and the diaspora. In the letter, Francis wrote, he noted “ I wish

to inform you, and by extension, the Jamaican Government, that the diaspora will engage Jamaica’s international partners to seek redress of our grievances. These international partners will include donor countries and organizations and Congressional/Parliamentary committees.” He further stated that certain diaspora members will “lawfully and peacefully” stage protests outside Jamaican embassies, consulates, and other government buildings in the US, UK, and Canada. This is anticipated to attract the interest of foreign media. Francis who resides in the United States remarked, “Regretfully, the Jamaican Government has forced the diaspora, its largest source of foreign exchange, to take these unprecedented actions in the best interest of Jamaica and its people – at home and abroad.” On the other hand, other diaspora residents oppose the proposal, claiming that although certain concerns are legitimate, addressing them by public demonstrations and campaigning to prevent donations to the island is not the appropriate course of action. The Global Jamaica Council’s elected representative for UK South, Nathaniel Peat, recently shared with the media that the letter, which has been widely circulated on social media, undermines efforts to draw in investments. “The linkages which I’m creating in the diaspora right now around investment from Jamaican entrepreneurs, this will destroy all of that work,” Peat noted. Peat continued, “I don’t agree with what Rupert has done. Why are you going to pull away support from Jamaica? That goes against the National Diaspora policy. And why right now when Jamaica is at its greatest need in terms of support for youth, education, prisoners?”. Peat stated that foreign donors give the nation millions of cash, and any advocacy to take that money away would be detrimental to Jamaicans. He said that the letter would harm Jamaica’s

image at a time when it is in dire need of assistance. He demanded that the letter be rescinded, pointing out that the Holness Administration’s outreach to the diaspora had produced hitherto unheard-of support. “We recognize that there are issues of corruption. Of course, we recognize that there are issues of crime and violence. Of course, we recognize that there are issues with education. But this is where we have to build the country with our capacity as Jamaicans living overseas. To help with best practices and to invest in those start-up entrepreneurs,” noted Peat. In an interview with the media, State Minister Alando Terrelonge of the Ministry of Foreign Affairs and Foreign Trade stated that among the diaspora’s “unprecedented” degree of interaction with the Government over the past five years, many have expressed dismay at the contents of the letter. The Global Jamaica Diaspora Youth Council and the Global Jamaica Diaspora Council, he claimed, were instrumental in enabling these interactions. “Members of the council have expressed their disapproval of the use of the logo. They have expressed that they have not authorized the use of their logo in this manner, and certainly, they find it inappropriate,” said Terrelonge. Terrelonge stated that the government has expanded the diaspora’s representation by adding thirty council members in the last two years, up from the previous eight. The Population Division of the United Nations Department of Economic and Social Affairs (2020) estimates that 1.1 million Jamaicans are residing abroad, with women making up 57.5 percent of this population. The minister referred to the diaspora as a strategic partner and stated that in order to increase its involvement, the government has held teleconferences and other meetings with members in other nations.

PM Drew Says He’s Ready for Ganja The inaugural Caribbean Medico-Legal Cannabis Conference (CANNA-BLISS) kicked off in St Kitts and Nevis, with Prime Minister Dr. Terrance Drew expressing that the Twin Island Federation is on the brink of a transformative era. Dr. Drew, also a medical practitioner, emphasized that this era signifies not only an evolution in healthcare practices but also a revolutionary shift towards economic sustainability for St Kitts-Nevis. Addressing the conference’s focus on the role of cannabis in the nation’s future, Dr. Drew underscored the need for a compassionate, equitable, and informed approach, moving beyond outdated ideologies. He highlighted a recent court judgment as a pivotal moment, prompting a reevaluation of the cannabis policy to align with principles of justice, humanity, and regional responsibility. Dr. Drew’s vision extends beyond the immediate benefits of medicinal cannabis, intertwining with the nation’s transformation into a sustainable island state.

He emphasized the vital link between cannabis production, economic diversification, and crucially, food security. The emerging global market for medicinal cannabis and artisan hemp products presents unprecedented economic opportunities for St. Kitts-Nevis and the wider Caribbean region. The Medicinal Cannabis Authority, guided by principles of empathy, efficiency, and equity, aims for profitability while prioritizing holistic betterment of human health and the environment. Dr. Drew stressed core values, including compassion, diversity, empowerment, natural healthcare, alternative solutions, and research, shaping the mission and vision of the Medicinal Cannabis Authority. Transitioning from a “Start-up” to the “Scale-up” stage, the roadmap emphasizes biopharmaceutical advancements in naturally derived and evidence-based cannabinoid products. Dr. Drew urged delegates to envision a future where citizens and tourists access a variety of such products

and services, contributing not only to economic growth but also creating experiential access points catering to diverse needs. The collaboration with the US-based Southern University represents a significant stride in research, innovation, and knowledge-sharing. Dr. Drew highlighted the commitment to leveraging Southern University’s expertise in areas like crop development, medicinal plant research, and livestock farming for the overall well-being and prosperity of the agricultural sector. While acknowledging initial opposition to cannabis use, Dr. Drew urged reconsideration of criminalization, citing examples like Portugal’s drug decriminalization leading to decreased drug usage. He emphasized a nuanced, evidence-based approach recognizing the relative safety of cannabis for responsible adult use. The conference, hosted by the St Kitts and Nevis Medical Cannabis Authority, aims to clarify regulations related to the cultivation, processing, and distribution of cannabis for medicinal purposes in the region.

“Our mission is to engage the diaspora, connect with the diaspora, and empower the diaspora not only in terms of how they relate to Jamaica, but also in terms of empowering them in their own community,” He pointed to the support they had received from high commissioners and embassies. According to him, the Ministry of Finance has issued exemptions and the government has also assisted a number of diaspora members’ visits to the island. “So it certainly has been an engaging process over the last two years,” he said. Nevertheless, Francis contended that the letter was overdue and that going ahead, the nation has to reform. He said that the diaspora policy has not been “truly effective” over time and that there is insufficient contact with the diaspora. “As a result of that, we have not seen the growth between diaspora issues and policies. It has just been in limbo. There is so much potential, apart from remittance,” he noted. He said that the diaspora should be relied upon more since its people have had “tremendous” exposure to a variety of services and have developed skill sets that may help Jamaica improve. He rejected theories that his motivations may be political, claiming that many people saw him as a member of the present Government. “I used to be involved in politics in Jamaica for a while and for this Government in particular. So why would I be political about this now? We’re looking for betterment. We want to reduce the crime and violence. We want to reduce the corruption. We want to improve education. We want to get our monies’ worth out of our raw materials. We want to export more and import less. Young people need opportunities,” Francis remarked. He concluded, “It’s to build Jamaica. I love Jamaica more than I love myself,” said Francis.

T&T – Man Jailed for Threatening to Kill Prime Minister A magistrate has sentenced a man to 14 days simple imprisonment after he called the E999 emergency hotline to threaten to kill both Trinidad and Tobago Prime Minister Dr Keith Rowley and Police Commissioner, Erla Harewood-Christopher. Magistrate Alexander Prince, sitting at the Couva Court in Central Trinidad on Thursday, imposed the sentence on Ian Sookram after he was charged with misuse of the telephone, contrary to Section 106 (a) of the Summary Offences Act. He had threatened to cut off the heads of the prime minister and the top cop. The court heard that Sookram, who pleaded guilty to the charge, had on November 25 this year, at about 1.39 am (local time) called the E999 emergency hotline and

made the threats against Rowley and Harewood-Christopher. The Central Trinidad resident was later arrested and charged with the offense of obscene language, to which he was also sentenced to 14 days of simple imprisonment. Both sentences are to run concurrently. The court heard that in April 2019, Sookram was also arrested and charged with threatening then-commissioner Gary Griffith and his wife, Nicole Dyer-Griffith. On those charges, Sookram was sentenced to 14 days hard labor for the threat and 14 days hard labor for wasteful employment of the police time. (CMC)

Former T&T Prime Minister, Basdeo Panday, Dead at 90 Basdeo Panday, the former Prime Minister of Trinidad & Tobago, has passed away at the age of 90. Mr. Panday, who served as the fifth prime minister of Trinidad and Tobago from 1995 to 2001 and was the founder of the United National Congress (UNC), left this world on New Year’s Day, Monday, surrounded by his family, as conveyed in a statement by his daughter Mickela. “In life and death, he was a fighter. He passed with his boots on, keeping everybody around him on their toes with his wit and humor,” Mickela Panday shared.

“He will live on in all of us, remembered as a wonderful husband, father, grandfather, leader, and friend. He was an inspiration to his family and everybody that knew him. We will continue to celebrate his life and treasure the time we were able to spend with him.” The legacy of Basdeo Panday, characterized by his leadership and contributions to Trinidad and Tobago, will endure in the hearts of those who knew him and the nation he served.

T&T: Police Officer Charged with Murder CMC – A 34-year-old police officer is due to appear in Court virtually later on Wednesday after he was charged in connection with the December 17 murder of two relatives at the Courts Mega Store car park in San Juan, on the outskirts of the capital. In a statement, the police said that PC Sidney Roberts, who was last attached to the Homicide Bureau of Investigations (HBI), was charged on Christmas Day with the murders of siblings, Simeon Lessey, 33, and Siniaya Lessey, 35, and with shooting with intent to do grievous bodily harm of another man. It said Roberts was arrested in an exercise conducted by officers of the Professional Standards Bureau (PSB) and was later charged with the offences following advice received on Christmas Day from the Director of Public Prosecutions, Roger Gaspard, SC.

The enquiry was bolstered by officers of the PSB, the Research Analytical Unit and Legal Officer Ramjag of the HBI Region II. According to police reports, just after midday on December 17, several police units responded to reports of loud explosions at the Courts Mega Store Car Park. Upon arrival at the scene, first responders met an off-duty police officer and observed several people lying on the ground nursing injuries. Two of the injured people succumbed to their injuries while others were taken for medical treatment at hospital, the police statement added. The mother of the two people killed, Abigail John told reporters that the group went to meet someone who had promised them items at a reduced price at the store. She said the siblings had already paid for the items but found the

transaction suspicious and wanted to cancel it. John said her daughter reported the initial transaction to the police and planned to meet with the person at Courts Megastore’s carpark to get the money back. The police said that initial investigations revealed the off-duty officer fired his licensed gun, killing Simeon and Sinaaya Lessey and injuring the other three people. Since the incident, the National Security Council (NSC), called for an immediate review of the relevant laws, regulations, and practices, surrounding certain aspects of the operations of the Trinidad and Tobago Police Service (TTPS) following the police-involved shooting incident at Courts Megastore car park. A statement issued by the Ministry of National Security said the decision to review the TTPS operations followed an extra-ordinary meeting

A three-day pilot sickout at Caribbean Airlines Ltd. in August caused thousands of customers’ travel schedules to be interrupted. To negotiate a pilots’ collective agreement, CAL contacted the Trini-

dad and Tobago Airline Pilots Association (TTALPA) on September 1, 2015, and ended on August 31, 2018. The counterproposal of ten percent, according to Labor Minister Stephen McClashie,

NYS – Governor Signs Rent Overcharge Bill to Protect Renters

Governor Kathy Hochul signed legislation to strengthen protections for rent-stabilized tenants throughout New York State. Legislation S2980-C/A6216-B strengthens tenant protections by making various changes to avoid improper deregulations or rent increases and improve enforcement of the rent stabilization laws. “This legislation will help to protect the one million New Yorkers living in rent-stabilized apartments and give our state better, stronger tools to enforce our rent stabilization laws,” Governor Hochul said. “As New York continues to face a costly housing crisis, my administration is committed to addressing the housing shortage, building new supply, and making our state more affordable.” Legislation S2980-C/A6216-B strengthens

tenant protections by clarifying the standards for determining whether a landlord has engaged in a fraudulent scheme to deregulate a unit, requiring landlords going forward to get approval from Homes and Community Renewal (HCR) prior to deregulating a unit due to a substantial rehabilitation, stiffening penalties for failing to register a unit, codifying methods for calculating rents after units are combined or modified, and reinforcing HCR’s authority to enforce the rent stabilization laws, among other measures. State Senator Brian Kavanagh said, “When we negotiated and enacted the Housing Stability and Tenant Protection Act in 2019, we put legal protections for millions of tenants in rent-stabilized housing on stronger footing than they’d been in generations. The bill Governor Kathy Hochul is signing today is a critical step to ensure that we live up to the promise of that law: by permanently closing the so-called “frankensteining” loophole, which property owners have sometimes used to rapidly raise rents while combining previously affordable apartments; by ensuring that property owners are keeping their rent stabilized apartments properly registered with the State; and by giving tenants, the State housing agency, and the courts the

tools they need to hold property owners accountable when they willfully overcharge tenants. I thank my fellow housing chair and bill sponsor Assemblymember Linda Rosenthal for championing this bill in the Assembly, our legislative colleagues, especially Leader Andrea Stewart-Cousins, Speaker Carl Heastie, and Assemblymember Jeff Dinowitz, the many tenants and tenant advocates who pushed for these reforms, including the Legal Aid Society and Cooper Square Committee, the legislative and executive staffers who worked on these provisions, and, of course, Governor Kathy Hochul and Housing Commissioner RuthAnne Visnauskas for their leadership in our ongoing efforts to strive together to address the housing crisis and ensure that all New Yorkers have access to a stable, affordable place to live.” Assemblymember Linda B. Rosenthal said, “We have lost countless units of affordable housing because of loopholes and devious tactics that removed apartments from rent regulation, so I am happy that Governor Hochul saw fit to sign into law my bill cracking down on those practices. This new law ends frankensteining – a tactic that is commonly used to remove rent-regulated stock from buildings – and has helped to displace many New Yorkers

from their homes. Additionally, the practice of raising rents and fraudulently overcharging tenants has long been employed to make a quick buck, while robbing communities of much-needed housing. This new law includes added safeguards against fraud in rent overcharge cases. I am proud that we have closed these loopholes and I look forward to building upon this progress next session.” Civil Law Reform Unit at The Legal Aid Society Attorney-In-Charge Judith Goldiner said, “For too long, landlords have employed ‘Frankensteining’ and other fraudulent tactics to raise rents to take advantage of loopholes in the law, worsening the local homelessness crisis and reducing our finite stock of affordable housing. With the stroke of a pen, Governor Hochul has corrected this injustice, providing low-income New Yorkers who reside in rent-stabilized housing basic protections to defend against this unscrupulous practice. The Legal Aid Society thanks the Governor, and bill sponsors Senator Brian Kavanagh and Assembly Member Linda Rosenthal for advancing S2980C/A6216 into law.”

NY - Legal Cannabis Sales of Over 150 Million in First Year The state’s Office of Cannabis Management issued a recent report that states that sales of legal cannabis in New York exceeded $150 million in its first year of operation. The Office of Cannabis Management has received more than 6,900 applications from companies and people looking to enter the marijuana market since the state legalized sales last year. Only forty retail dispensaries have been permitted to lawfully sell marijuana as of yet. The yearly statistics follow the industry’s difficult start in New York, where permits were granted to a select group of possible dealers before the licensing procedure was briefly halted. Illegal smoke shops outweigh legal ones, thus the two markets compete. “We have a lot of work to do, and we have much to be proud of; now that the core market architecture is in place,” Executive Director Chris Alexander of the Office of Cannabis Management stated in a news release. “My team at OCM is ready to scale and help this industry thrive across New York state.” Though legal recreational marijuana sales began in New Jersey in the spring of 2022, New York’s claimed income is little compared to that state. The New Jersey Cannabis Regulatory Commission reports that from April to December of last year, New Jersey grossed $328 million in sales and collected

$20 million in tax revenue. Legal cannabis stores in New York compete with those that aren’t, since the latter had an advantage due to their pre-legalization status. Authorities have been trying to take tough measures against illicit smoke shops for months. They have even gone so far as to hire landlords to force out unlicensed marijuana-selling enterprises and impose harsher fines. As of December 29, 2023, the state has confiscated 11,600 pounds of illegal goods and issued 305 notices of violation. The licensing procedure was also tainted by complications. Large corporate actors or individuals who had previously sold marijuana covertly were not eligible to receive the initial cultivation permits, which were first granted to local hemp farmers and people with prior marijuana offenses. The licensing procedure, however, collapsed after a court in August temporarily halted its growth. John Kagia, the Office of Cannabis Management’s head of policy, said that the state plans to grant “hundreds more adult use retail licenses.” “There’s tremendous excitement as consumers across the state are poised to gain access to this exciting market,” Kagia stated in a recent press release. According to state statistics, since opening their doors last year, the 40 licensed marijuana shops have sold over 3.5 million units of

Guyana – Recruiting Cuban Nurses to Fill Shortage Gap The Guyana government Friday said that it will seek to recruit 200 nurses from Cuba next year as the country moves to deal with a shortage. Minister of Health Dr. Frank Anthony, speaking at an end-of-year news conference, told reporters that 80 Cuban nurses were recruited this year to help ease the shortage and that the ministry will next year try to recruit more while simultaneously reducing the workload of nurses in the system. “As you know we have a problem with attrition of nurses,” Anthony said, noting however that several solutions are being pursued, including recruiting 200 nurses from Cuba, who should be in Guyana in early 2024. “In the past, we weren’t bringing a lot of nurses [from Cuba], we were bringing more doctors but now we have asked the Cuban government for more nurses,” Anthony told reporters.

The health authorities said that a three-month crash course is being done to help Spanish-speaking nurses from Cuba integrate better locally. On Thursday, the Georgetown Public Hospital Corporation said the hospital has an overall deficit of about 600 nurses for optimum patient care with chief executive officer Robbie Rambarran saying that an estimated 107 nurses resigned in 2022. Anthony said efforts are underway to help reduce the workload of nurses, noting that many nurses are involved in non-clinical duties including simple tasks of taking items from one place to another. The health minister said that the ministry is willing to hire personnel to get nonclinical work done so the nurses can focus on their clinical duties. Anthony said an estimated 4,000 nurses are

needed in the coming years as the government builds new hospitals and facilities across the country and the authorities increase salaries, as well as expand training programs. Anthony said 1,100 people are currently

undergoing nursing training and next year, the health authorities say they hope to recruit another 1,000 to 1,200 people for training. “There is no way out of this except to train people and bring them into the system,” Anthony told reporters. (CMC)

As the incoming Chairman of CARICOM, I extend warm New Year’s greetings to all citizens across our beloved Caribbean Community. May 2024 be for all of us a year of good remembrance. The last six months of 2023 saw CARICOM under the Chairmanship of the Honourable Roosevelt Skerritt, Prime Minister of the Commonwealth of Dominica. My first words must be of thanks on behalf of CARICOM, for his outstanding leadership during that time – qualities that will remain with us as I invite his continued participation as a member of the Bureau – and of course his active involvement as a member of Conference as CARICOM implements critical initiatives to the benefit of all our people. This New Year brings renewed possibilities to continue targeted programmes to advance CARICOM’s strategic priorities with the objective of pursuing the region’s development goals and striving for peace and prosperity across our Caribbean Community. Regional security is an increasingly

critical matter. We live in a world where peace is challenged from one corner of the universe to the next. We ended 2023, however, with CARICOM’s robust role in assuring the rule of international peace and security in our corner on the world and ensuring that Latin America and the Caribbean as a whole remained a Zone of Peace. We shall continue 2024with this respect for international law. We all remain committed to peacefully and by legal means resolving border controversies. We are resolved to effectively address crime and violence in our Region including combatting the illegal weapons trade through our “War on Guns” campaign. We will leave no stone unturned in our efforts to return our Member State, Haiti, to peace and stability. Our Region must remain a Zone of Peace. Ensuring our Region’s food and nutrition security continues to be at the forefront of our endeavours. Despite adverse challenges, including climate change, CARICOM Member States have made steady progress towards achieving our ‘25% by 2025’ target

to reduce the Region’s food import bill. We will build on these achievements, including advancing our regional agenda for energy services that are available, reliable, affordable and sustainable - to support expected innovations in the agricultural sector. Crucial to this initiative is the need to improve regional transportation and this will remain as one of our top priorities. We will continue our advocacy for early and fair operationalisation of the Loss and Damage Fund, agreed at COP28, and we shall continue our insistence on fulfilment of the commitments made by major emitters to be converted to actions to reduce emissions that lead to climate change with its deleterious impact on vulnerable Small Island Developing States (SIDS) and Low-lying Coastal Developing States, such as CARICOM Member States. We all know that SIDS do not contribute in any meaningful way to climate change, but we carry the heaviest burden of the impact: from more and stronger tropical cyclones to increasingly scarce and saline ground water, to disappearing coastal lands, to degrading marine eco-systems, to stress on agriculture and other sectors. This is why our call for fair access to affordable financing to address the impact of climate change must and will continue. 2023 was a period of reflection as we marked the 50th Anniversary of our integration movement. We will continue to advance these ideals with the requisite undertakings which will allow CARICOM nationals to exercise their right to free movement within the Community and to bring the regional capital market into being. We will also work on ensuring greater participation of all sectors of our

Community, including the private sector, labour organisations and civil society, in building our CARICOM Single Market and Economy. We will identify new avenues for targeted partnerships, especially with our young people, to encourage innovative approaches and renewed energy for sustained economic development and convergence. Our objective is to improve the lives of our citizens, through purposeful and sustained cooperation, by delivering high-quality health services, a more relevant system of education for young people, secure and amenable living environments, new jobs and a financial climate that is conducive to investments. I am heartened by the tangible evidence of what our collective action and determination have already achieved. I remain confident that the ongoing and new initiatives being implemented will help to ensure that CARICOM is truly “A Community for All”. Guyana is honoured to Chair the Conference of Heads of Government for the period 1 January to 30 June. I look forward to welcoming all CARICOM Heads of State and Government to Georgetown in February 2024, where we will host the 46th Regular Meeting of the Conference and continue our Community’s activities to mark CARICOM’s 50th Anniversary. Let us approach this New Year with optimism, and a strengthened desire to pursue our shared objectives of unity and prosperity. I wish you all a peaceful and prosperous 2024! May God bless you all.

Mayor Adams Launches Effort to Enhance Nightlife Safety and Strengthen Small Businesses New York City Mayor Eric Adams, New York City Police Department (NYPD) Commissioner Edward A. Caban, New York City Department of Small Business Services (SBS) Commissioner Kevin D. Kim, and New York City Office of Nightlife (ONL) Executive Director Jeffrey Garcia today announced the launch of “Coordinating a United Resolution with Establishments” (CURE) – a new process for NYPD, SBS, and ONL to improve public safety responses to nightlife establishments and more equitably engage with nightlife business owners. The new CURE process replaces the NYPD’s “Multi-Agency Response to Community Hotspots” (MARCH) – an initiative created by the Giuliani administration that conducted unannounced inspections of nightlife establishments in response to neighborhood complaints. The new CURE process requires precincts to establish direct, in-person communication with business owners and managers in conjunction with ONL, making them aware of potential violations and conditions of concern, and providing multiple opportunities for local business owners to correct issues before enforcement actions are taken. The transformative, engagement-first approach aligns with core pillars of Mayor Adams’ “Rebuild, Renew, Reinvent: A Blueprint for New York City’s Economic Recovery,” augmenting the impact

of other successful initiatives, such as “Small Business Forward,” that save small businesses time and money while upholding public safety and health standards. “As mayor of the city that never sleeps, I know that this is a 24-hour city, and we need to support the nightlife businesses that keep this city vibrant. But noise, trash, and crime can disrupt local residents, and complaints can lead to unannounced inspections that shutter businesses – for a night, a week, or permanently. Most importantly, without worrying about unannounced multi-agency enforcement, nightlife venues will be set up to succeed and able to focus on what they do best: run their businesses and create more jobs.” Under the former MARCH program, night-

life establishments – which include bars, restaurants, music venues, and dance clubs – could have faced unannounced, nighttime, multi-agency inspections led by the NYPD, and supported by a broad array of inspectors from the Fire Department of the City of New York, the New York City Departments of Buildings (DOB), the New York City Department of Environmental Protection (DEP), the New York City Department of Health and Mental Hygiene (DOHMH), and the New York State Liquor Authority (SLA). Since 2020, 44 MARCH operations have included an average of 17 inspectors, resulting in major disruptions for local businesses and patrons. Just two MARCH inspections have been conducted since July 1, 2022. CURE ensures that the only venues subject to significant enforcement action are those which have demonstrated a clear and intentional disregard for community concerns by failing to heed multiple opportunities for cooperation with the NYPD and non-enforcement personnel at ONL. The new initiative requires a series of steps to be taken at the precinct level in coordination with ONL, before inspections can be approved by the NYPD’s Patrol Services Bureau, including in-person daytime visits, written documentation of incidents of concern, and in-person meetings between business owners and local precinct officials.

Haiti - Celebrating 220 Years of Independence

Haiti marked the 220th anniversary of its hard-fought independence from France on January 1st, and it is a time of celebration for Haitians in Haiti and in the diaspora. Haiti has been caught in the midst of an unprecedented political, economic and humanitarian crisis, and the current situation is difficult, and for some with a bleak outlook for some of the country’s 11 million people. The year 2023 has been a chaotic year for Haiti, with gangs controlling great parts of the country, with kidnappings, robbery, rapes, and with a lack of firm authority, the country has had a rough time of it with some 37 police officers being killed and according to the United Nations, more than 200 persons were displaced, and inhumane conditions exist all over the country. But Haiti is a proud and resourceful country with a determined and brave people. And so the current situation, while it is not pleasant, is certainly one that we feel confident that with Haiti’s history and its own Inspiration the other Black countries throughout the world to fight for its independence, that Haiti and its people, with the support of CARICOM, will be able to overcome the current situation and in fact achieve its full potential that grows to 220 years ago. Since the assassination of President Moise

in 2021 Haiti has been without an elected leader and the current administration has been unable to organize elections. Unfortunately, since its independence the country has faced various obstacles in its own development. Chief among them has been foreign interference which has created internal political issues and instability. Haiti has had its own share of natural disasters too, which has added to the problem. Those issues are well known and have been handled by Haitians through the centuries, and have always remained a proud, determined and inspirational people in the region and around the world. Prime Minister Ariel Henry has declared that 2024 is a year of rebirth. He says2024 is a decisive year in our history. It is a year in which we will have to face great challenges; in 2024 Haiti must take back the reins of its destiny, declared the Prime Minister in a celebration ceremony; he continued that we must do everything possible to put Haiti back on the path of democracy, the Constitution and the rule of law, noting that the emphasis will be bringing peace to the country. Haiti also is known for the strong, vibrant and resourceful diaspora who have done so much in lifting the flag of Haiti and keeping the history of the country alive

and have contributed so much to the economic development. That vibrant diaspora is seen all around the country and is represented effectively by the current leader of the Brooklyn Democratic Party, The Chair of the Brooklyn Democratic Party, Assemblywoman Rodneyse Bichotte Hermelyn a proud Haitian, has been appealing to the people of the United States, her constituency and elected, that Haiti is coming back and coming back strong. As she remarked in her independence message - Our ancestors tremendous victory is the very reason we celebrate our freedom today and why Haiti is an inspiration to nations as the first free black republic in the world. She went on to note that we are sons and daughters of revolutionaries, and we must carry their legacy forward, recognize their struggle by continuing to champion their values of equity and civil rights for all. Bichotte Hermelyn went on to state that although this has not been an easy time, Haitians will remain resilient, and we agree with her. We agree with her and the history holds her right in terms of Haiti, continued recovery from various obstacles, and interferences; we must not lose faith in the people of Haiti, but continue to encourage, support the struggle with Haitians and Haiti. not a struggle for the Haitians or Haiti, but for the Caribbean, and indeed, as former Congressman Rangel remarked continually that Haiti should be the mecca for all black people because they have shown black people everywhere the courage, inspiration and the determination that is required in the struggle for freedom. Everyone should be coming together in support of Haiti as the country meets the current challenges, and as we celebrate 220 years of independence we should all be proud of the country and its people and extend Congratulations and support for a resilient people and country. Happy 220th. Anniversary of independence to Haiti and Haitians in Haiti and around the world. We wholeheartedly agree with the United Nations when it states that we should use this occasion to celebrate the resistance and the courage of the entire Haitian people. The Inter-American Commission on Human Rights (IACHR) says it is concerned about the proposed amendments to the Child Care and Protection Act of Jamaica which seek to impose higher mandatory minimum sentences for children. The IACHR, which is an autonomous body of the Organization of American States (OAS), said it “reiterates that the practice of deprivation of liberty of children in the juvenile justice system must be used as a last resort, only by way of exception, and for as short a time as possible”. Companies Announce Partnership to Release Dengue-Fighting Mosquitoes in Caribbean Two private companies announced Friday a partnership to release mosquitoes across the Caribbean bred with a bacterium that blocks the dengue virus as the region fights a record number of cases. Orbit Services Partners Inc., a company registered in Barbados, is partnering with Verily, a San Francisco-based health technology company, for the project. The companies have been meeting with government officials in the region in hopes of launching the project early next year, said Orbit chairman Anthony Da Silva. It would target nations including Barbados, Guyana, Jamaica, St. Kitts & Nevis, St. Maarten, St. Martin, Suriname, Dominican Republic and Haiti. Similar projects using the Wolbachia

The Caribbean, along with the Americas, has reported more than 4 million dengue cases so far this year, the highest number since record-keeping began in 1980.

WHO Teams Deliver Supplies to Hospitals in Northern and Southern Gaza World Health Organization teams have undertaken high-risk missions to deliver supplies, with partners, to hospitals in Northern and Southern Gaza witnessing intense hostilities in their vicinity, high patient loads and overcrowding caused by people displaced by the conflict seeking refuge. “Today I repeat my call on the international community to take urgent steps to alleviate the grave peril facing the population of Gaza and jeopardizing the ability of humanitarian workers to help people with terrible injuries, acute hunger, and at severe risk of disease,” said Dr Tedros Adhanom Ghebreyesus, WHO Director-General. In WHO’s latest high-risk mission, teams visited on Tuesday 26 December two hospitals - Al-Shifa in the north and Al-Amal Palestine Red Crescent Society in the south – to deliver supplies and assess needs on the ground. Both hospitals also serve as shelters for displaced people seeking relative safety. At Al-Shifa Hospital, a reported 50 000 people are sheltering, while in Al-Amal there are 14 000. At Al-Shifa, WHO delivered fuel to keep essential health services running. With UNICEF, WHO also delivered medical supplies for the hospital. And in support of NGO partner, the World Central Kitchen, delivered materials to support a kitchen at Al-Shifa. Medical supplies were also delivered to the Gaza Central Drug Store, which will act as a medical supply hub to deliver to other hospitals, and will be supported by WHO and partners. At Al-Amal, colleagues saw the aftermath of recent strikes that disabled the hospital’s radio tower and impacted the central ambulance dispatch system for the entire Khan Younis area affecting more than 1.5 million people. Of the 9 ambulances the hospital once had, only 5 remain functioning. WHO staff reported finding it impossible to walk inside the hospital without stepping over patients and those seeking refuge. There are only few functioning toilets available in the hospital and adjacent community buildings and PRCS training centres for the people taking refuge there, staff and

hospital patients. While transiting across Gaza, WHO staff witnessed tens of thousands of people fleeing heavy strikes in the Khan Younis and Middle Area, on foot, riding on donkeys, or in cars. Make-shift shelters were being built along the road. “WHO is extremely concerned this fresh displacement of people will further strain health facilities in the south, which are already struggling to meet the population’s immense needs,” said Dr Rik Peeperkorn, WHO Representative in WHO’s office for the West Bank and Gaza. “This forced mass movement of people will also lead to more overcrowding, increased risk of infectious diseases, and make it even harder to deliver humanitarian aid.” According to the latest WHO assessments, Gaza has 13 partially functioning hospitals, 2 minimally functioning ones, and 21 that are not functioning at all. Among these is Nasser Medical Complex, which is the most important referral hospital in Southern Gaza, and is partially functioning. Recent reports of residential areas being ordered to evacuate around the hospital are extremely concerning. “When military activities intensify near the hospital, ambulances, patients, staff, and WHO and partners will be unable to reach the complex, and this key hospital will quickly become barely functional,” said Dr Peeperkorn. “This scenario was witnessed all too often in the North. Gaza can not afford to lose any more hospitals. WHO is working to strengthen and expand the existing struggling health system.” WHO staff also reported Tuesday that the need for food continues to be acute across the Gaza Strip. Hungry people again stopped our convoys today in the hope of finding food. WHO’s ability to supply medicines, medical supplies, and fuel to hospitals is being increasingly constrained by the hunger and desperation of people en route to, and within, hospitals we reach.

Caribbean Travel Marketplace Goes to Jamaica in May 2024 Jamaica will host the 42nd edition of the Caribbean Hotel and Tourism Association’s (CHTA) Caribbean Travel Marketplace, May 20-22, 2024. CHTA President Nicola Madden-Greig thanked the Jamaican government, particularly Tourism Minister Edmund Bartlett and the Jamaica Hotel & Tourist Association (JHTA), for partnering with CHTA to host the association’s top event, which brings together buyers and sellers of the region’s tourism products and services. Caribbean Travel Marketplace was last held in Jamaica in 2019, and delegates, according to Madden-Greig, are keen to return to the island to experience new and newly refreshed offerings. Caribbean Community in New York Mourns Death of African-American Educator The Caribbean community in New York is grieving the loss of Dr. John Flateau, an esteemed African-American educator described as a “cerebral giant, acclaimed educator, and dedicated public servant.” Dr. Flateau, formerly the dean at Brooklyn’s Medgar Evers College’s School of Business and Office of External Relations, passed away suddenly at the age of 73. A longstanding professor in the Department of Public Administration and director of the Dubois Bunche Center for Public Policy, Dr. Flateau made significant contributions to the Crown Heights, Brooklyn college. Reggae Boyz is Highest Ranked Caribbean Football Union Team in 2023 ZÜRICH, Switzerland – Jamaica will end the year as the highest ranked Caribbean Football Union (CFU) team in the FIFA World Rankings. The Jamaicans are ranked 55th in the latest world rankings from the apex body of the sport, making them the sixth highest ranked team in the Concacaf region, and one of four teams inside the world’s top 100. The Reggae Boyz, as they are known, ended the competitive year on a high note when they summoned a comeback for the ages to defeat hosts Canada 3-2 in the second leg of their League A quarter-final in the 2023-24 Concacaf Nations League. It was the first win for Jamaica on Canadian soil, and it resulted in a 4-4 final on aggregate, with Jamaica owning the away goal tie-breaker. The Jamaicans have advanced to the 202324 Concacaf Nations League Finals in March, and they have also qualified for the CONMEBOL Copa America 2024. Earlier in the year, the Reggae Boyz reached the semi-finals of the Concacaf Gold Cup in the United States, where eventual champions Mexico stamped their class with a 3-0 win at Allegiant Stadium in Las Vegas. The other three teams in the FIFA top 100 from the CFU are Haiti ranked at 89th (ninth in Concacaf), Curaçao at

90th (10th in Concacaf), and Trinidad & Tobago at 96th (11th in Concacaf), while Antigua & Barbuda ranked at 142nd in the world is the fifth highest ranked CFU team and 14th in Concacaf. All have held their positions from the previous month’s rankings, along with the next four CFU teams in the world rankings. Last summer marked a departure from this pattern when the 25-year-old opted not to activate a one-year contract extension, leaving him with only 12 months on his existing deal.
