2016 marked another challenging year for many of the Caribbean economies. This past year was filled with events that catapulted us in the direction of “Change”. This change has helped us in the Caribbean region to rethink how we conduct our country’s affairs, trade, manage or foster our growth and market our countries to the world. Socrates stated “the secret of change is to focus all your energy not on fighting the old, but on building the new”.
It is in this vein, with a sense of rejuvenation and hope that I extend a warm welcome and express pleasure in acceding to the Chairmanship of the Caribbean Development Bank’s Board of Governors 2017 Annual Meeting, being held in the Tourism Capital of the Turks and Caicos Islands, Providenciales.
With this year’s theme for the Annual Meeting being “Integration, Trade and Growth”, I eagerly anticipate participating in the fruitful dialogue among my regional colleagues.
The Caribbean Development Bank has been beneficial to our region and especially the Turks and Caicos Islands. The Bank has been instrumental in assisting with the development of many member countries’ development agenda. Over the next few days I trust that, through these meetings, seminars and the caucus of Governors, you will leave revitalized.

MESSAGE FROM THE PRESIDENT OF THE CARIBBEAN DEVELOPMENT BANK
Welcome to the Forty-Seventh (2017) Annual Meeting of the Board of Governors of the Caribbean Development Bank.
This year’s Meeting will embrace the theme of integration, trade and economic growth. It is a theme that is built on a platform of transforming the Caribbean economies to meet the challenges of the 2030 Sustainable Development Agenda.
The global community is already marking the first anniversary of the launch of the 2030 Sustainable Development Agenda. It is a stark reminder about the passage of time; and the critical importance of Caribbean countries moving resolutely to meet their commitments under the Agenda. Caribbean policy-makers remain concerned about growth rates that are still too low and prospects that are still too uncertain.
The Annual Meeting’s theme will acknowledge the centrality of growth and growth–related considerations in discussions about the future of the Caribbean and the imperatives for long-term development. Given the small size of Caribbean economies, this calls for a reexamination of the economic and other arguments for co-operation between Caribbean Community (CARICOM) member states. This is important to ensure that the Members exploit their synergies and maximise the benefits of the regional agreement, while moving closer to the goal of inclusive growth and shared prosperity.
We extend our appreciation to the Government and People of the Turks and Caicos Islands for hosting this year’s Meeting.

PLACE AND DATE
The Forty-Seventh (2017) Annual Meeting of the Board of Governors of the Caribbean Development Bank (CDB) is being hosted by the Government of the Turks and Caicos Islands on May 24 and 25, 2017. Preceding this will be the 276th Meeting of the Board of Directors on May 22, and on May 23, a Meeting of the Procedures Committee of the Board of Governors and the 34th Annual Meeting of Contributors to the Special Development Fund. All meetings are being held at the Gustarvus Lightbourne Sports Complex (the Sports Complex). Highlights of the meeting are listed below and a detailed Schedule of Events is presented at Appendix 1.

MEETING ARRANGEMENTS
Accommodation
CDB has made arrangements with The Palms Turks and Caicos, The Sands at Grace Bay, The Shore Club, Alexandra Resort, Blue Haven Resort and Marina, Royal West Indies Resort and Ports of Call Resort Turks and Caicos to have a block of rooms available. Conference rates are available on the Annual Meeting website.
Hotel Policies
Guests are expected to adhere to the reservation policies of the respective hotels. Unless otherwise advised, individuals are responsible for paying all personal room, tax, and incidental charges upon check-out.
Guests will be asked to verify their departure dates at check-in, at which time changes can be made. Any late check-outs are based on approval from the Front Desk Manager the night before and may attract additional charges.
Airport Reception
Delegates will be met on arrival at the Providenciales International Airport (PLS) by personnel of the Host Country, in those cases where arrival information has been supplied in advance. It is therefore important that delegates indicate accurate flight arrival dates and times when completing their registration forms. For airport reception, changes to arrival times must have been communicated to email address AnnualMeetings@caribank.org no later than 72 hours prior to the arrival date.
Transportation
Transportation will be provided for Delegates from the designated hotels to the Sports Complex and to all official functions. Transportation will also be provided, as required, for the Accompanying Persons’ Programme. Participants must wear their Annual Meeting identification badge in order to use transportation services. A copy of the transportation schedule will be posted at each hotel.
Delegates not staying at the designated hotels will be responsible for their own transportation to and from the airport and to and from the meeting venue and other events.

Staff of CDB and the Host Country Secretariat will be on hand throughout the event to provide assistance. In addition, an Information Desk will be located in the reception area of the Sports Complex. The hours of operation will be:

The United States dollar is the official currency of the Turks and Caicos Islands and most credit cards are accepted.

There will be a Nursing Station at the Sports Complex which will operate during the hours of 9:00 a.m. to 6:00 p.m. All medical and first-aid needs outside of those hours should be addressed to the Host Country Conference Coordinator, Ms. Verneice Selver, at telephone number 649-232-0949.
Arrangements have been made with the hospital’s Primary Health Care Clinic for priority treatment of any delegates requiring emergency medical attention.
Delegates are advised to carry on their person, in cases of any emergency, a list of their prescribed medications as well as a list of drugs they may be allergic to.
CREDENTIALS
Governors and their Alternates must be duly accredited. Temporary Alternate Governors appointed for the Meeting, who have not provided accreditation information prior to registration, are requested to present their official credentials to the Vice-President (Corporate Services) and Bank Secretary (VPCS) on arrival in the Turks and Caicos Islands. The office of the VPCS is located in the TCI Bank Limited building, opposite the Sports Complex.

DOCUMENTATION AND SPEECHES

Commencing on Wednesday, May 24, 2017, the recorded videos may be viewed in designated areas at the Sports Complex.
Written Statements
In addition to the videotaped statements, Governors are required to submit a written form of their statements for publication on the Meeting’s website and on the Bank’s website.
Written statements should be prepared using word-processing programmes that support the Document Content Architecture format usable by Microsoft Word. The Bank’s official language is English.
To ensure the publication of statements during the course of the Annual Meeting, Governors should supply text to the Word Processing Supervisor by Tuesday, May 23, 2017. Word-Processing is located on the first floor of the Sports Complex.

SECURITY ARRANGEMENTS
For the duration of the meeting, the Government of the Turks and Caicos Islands will provide security. Delegates are reminded that the identification badge must be worn at all times. This will allow access to meetings (based on pre-determined participant status), working areas and official social events. Identification badges are not transferable.
Lost or misplaced Annual Meeting identification badges must be reported immediately to the CDB Administrative Services office located on the first floor of the Sports Complex.

Accredited members of the media must register online. Media personnel must present their official press identification for admission to the public sessions of the Annual Meeting. TRAVEL AND SUBSISTENCE CLAIMS
Travel and subsistence claim forms for Governors and Alternate Governors, Directors and Alternate Directors and Channels of Communications will be provided in their brief bags at registration.
Claims for Governors, Temporary Alternate Governors, Directors and Channels of Communications (who do not possess the CDB-issued debit card) will be settled on a reimbursement basis within ten business days of their return to office. Please ensure that full banking instructions are included on the subsistence claim forms to expedite payment.

WILLIAM G. DEMAS MEMORIAL LECTURE
The William G. Demas Memorial Lecture - showcases the best intellectual discourse available regionally and internationally. This is the eighteenth edition of the lecture and, over the years, the spirit of William Demas’ scholarship has been upheld by distinguished lecturers who have all been committed to economic development.
This year’s Keynote Speaker is Dr. Daniel Lederman, Lead Economist and Deputy Chief Economist for Latin America and the Caribbean, World Bank.

CTCS WORKSHOP

This year marks the 35th anniversary of CDB’s Caribbean Technological Consultancy Services (CTCS) Network. CTCS contributes to strengthening private sector capabilities by linking people who have business and technical experience with businesses that need consulting advice and assistance.
CTCS will be conducting a workshop on the “Computerised Job Estimation Tool” (CJET) at The Sands at Grace Bay, during the period May 22-26, 2017. The workshop will be held in collaboration with the Ministry of Infrastructure, Housing and Planning of the Turks and Caicos Islands Government.
CTCS’ experience in working with artisans and small contractors has consistently shown that one area of greatest weakness is the inability of the artisans and small contractors to accurately and reliably prepare job estimates to ensure that they can both manipulate and present their bids, especially the bill of quantities, in a manner to ensure competitive advantage. Consequently, small contractors tend to be at the mercy of larger and more structured business entities with the capability to employ or hire the services of consultant engineers, quantity cost surveyors and accountants.
In an effort to give artisans and small contractors a greater competitive advantage, CDB through its CTCS programme, has developed CJET for artisans and small contractors.
CJET is a simple but effective computerised tool which allows the small contractor to always know her/his finite cost, as she/he progresses through preparation of each line item in the bill of quantities. The tool allows the contractor to be in a position to determine and manipulate the quality of his bid, see the impact of a given bid ratio/rate on the overall line cost and anticipate the projected earnings in excess of each line cost. This capability, therefore, allows the contractor to intentionally bid high or low on a given line item, while maintaining the option to spread any projected line losses over other items.
The workshop will target:
a. Artisans and small contractors who are self-employed and have been in business for no less than five (5) years.
b. Small contractors who have undertaken privately contracted projects valued between USD50,000 and USD250,000.
c. Artisans who have executed sub-contracts in their specific area(s) of specialty between USD30,000 and USD80,000.
d. Artisans and contractors who have successfully executed projects above USD80,000 on any project financed by Turks and Caicos Islands (TCI) Government in collaboration with any regional and/or extra-regional agency.
e. Students of TCI Community College (TCICC) who are in their senior year in any technical field offered by TCICC.

Seminar: Towards A New Climate Resilience Strategy
A CDB paper titled “Climate Resilience Strategy Update 2018-2023” will reflect critically on the implementation of the Bank’s Climate Resilience Strategy 2012-2017, and address lessons learnt in the integration of climate considerations in the work programme, specifically with respect to the financing of investment projects using the European Investment Bank’s Climate Action Line of Credit. Drawing on the most recent technical reports on climate change impacts, and Borrowing Member Countries’ nationally determined contributions under the Paris Agreement, the Paper will also frame the discussion for the update of the Climate Resilience Strategy 2018-2023.

Caicos Conch Farm
The Caicos Conch Farm was started in 1984 by Chuck Hesse, a retired U.S. Naval Officer and marine biologist. He pioneered methods to raise conch commercially, which helped relieve pressure on the wild stocks. The Farm raises Queen Conch (strombus gigas), the common species of conch eaten in the islands.
Cheshire Hall Plantation
Encouraged by the success of his brother Wade Stubb’s plantation - Wade’s Green on North Caicos, Thomas Stubb set up Cheshire Hall in the late 1700s to raise cotton. Eventually Thomas Stubbs gave up on Cheshire Hall and sold it to his brother Wade. Up to the early 1800s, Cheshire Hall was the most important site on Providenciales and at its height comprised about five thousand acres and employed hundreds of slaves. After a few decades of mild success, the boll weevil insect, soil degradation and hurricane damage put an end to the cotton industry in the Turks and Caicos.
