PROFESSIONAL NOTES On October 20, Capital Regional Medical Center expanded access to emergency care in northwest Leon County with the opening of Lake Jackson ER, a full-service freestanding emergency department. The $16M reinvestment in the community features 12 private patient beds, including a dedicated trauma room, and created approximately 30 new career opportunities for area healthcare professionals.

Lake Jackson ER is located at 3157 North Monroe Street, near I-10 and offers 24/7 access to a full-range of adult and pediatric care capabilities led by a team of healthcare professionals certified in Advanced Cardiac Life Support and Pediatric Advanced Life Support, and trained in trauma, pediatric emergency and neonatal resuscitation. Lake Jackson ER also features diagnostic imaging including CT scan, ultrasound and X-ray, and laboratory services. Lake Jackson ER is the newest addition of expanded services from Capital Regional and is expected to serve more than 12,000 patients per year. The hospital’s main campus emergency room, Southwood ER and Gadsden ER saw more than 109,000 patients last year.

“We are committed to serving our community and providing quality healthcare,” said Alan Keesee, CEO of Capital Regional Medical Center. “Recognizing a need for emergency services in northwest Tallahassee, our team dedicated resources and planning to address that need. Today, it is an honor to open Lake Jackson ER and increase immediate access to high-quality emergency care to individuals and families in this area.”

Andrea Friall, M.D. and Joe Camps, M.D. will serve on the FSU Presidential Search Advisory Committee to identify candidates to replace FSU President John Thrasher. The 15-member committee was selected by board chair Ed Burr, with consultation from the FSU Board of Governors, Provost, and Executive Vice President for Academic Affairs Sally McRorie and FSU Faculty Senate President Eric Chicken.

It will be a national search. President Thrasher has agreed to remain at the helm until a successor comes on board.

On October 13, North Florida Women’s Care (NFLWC) announced they have expanded to a beautifully renovated additional office at 1219 Hodges Drive. The Tallahassee Chamber helped cut the ribbon on NFLWC’s new Annex.

TMH successfully completed their first Deep Brain Stimulation case.

Congratulations to Dr. Matthew Davis and Dr. Tara Kimbason and their neurosurgery team on this outstanding achievement. This achievement gives patients in the Big Bend local access to the latest technology for a variety of movement disorders.

Veterans of our military sacrifice their innocence, time with their friends and family, their bodies and sometimes their lives to protect this country.

Regardless of your thoughts on war, we’re all indebted to our troops. Veterans Day is unique among nations in that we honor those who are with us, reserving Memorial Day for those who have made the ultimate sacrifice. So while we honor fallen heroes and honor the memory of our great leaders on other days of remembrance, we have an opportunity on this day to pay homage to those who are still with us. CHP EXTENDS COPAY WAIVER FOR TELEHEALTH VIDEO VISITS DURING COVID19 CRISIS AND IMPENDING FLU SEASON Capital Health Plan (CHP) announced that it is extending the time on no cost shares for care provided virtually through telehealth to make health care more accessible and affordable to members. The copay waiver, which began when the COVID-19 pandemic took hold, will be extended through March 31, 2021 to offer the service through the flu season.

“The COVID-19 pandemic has caused many of my older patients to delay in-person doctor visits. Telehealth provides a great option for them to stay connected with us and bridge the gaps before they feel comfortable coming in-person again,” said Dr. Amy Neal, a family medicine physician and associate medical director at CHP. “This is likely going to be a challenging flu season, so I encourage members to get their flu shot and stay in touch with their physician.”

The copay waiver will continue for CHP members when they log on and use telehealth services for virtual appointments with their doctors, CHP Urgent Care or through CHP’s contracted telehealth provider, Amwell.

Telehealth enables members to utilize online services and avoid unnecessary in-person contact, which is especially important during flu season amid the continuing COVID-19 pandemic.

“All of us in the medical community are pleased to see Capital Health Plan take a leadership role during this difficult time to ensure the health and well-being of the community by being one of the first in Florida to extend this service at no cost,” said Tim Stapleton, chief executive officer of the Florida Medical Association.

CHP members can access telehealth by contacting their own personal physician to see if they offer the service or by downloading the telehealth app, “Amwell: Doctor Visits 24/7.” Telehealth visits work well for a variety of concerns, ranging from cold or flu symptoms to rashes, ear infections, and more. Unlike the traditional in-person doctor’s office experience, members can use the service from the comfort and safety of their own homes.

“Telehealth is the wave of the future for both safety and convenience. It is also proving to be both effective and popular – so far this year, we have had more than 88,000

patient visits through the telehealth system,” said Dr. Adekunle F. Omotayo, internal medicine physician and medical director at CHP. “It creates a new way for us to provide our patients quality care from the comfort of their homes.”

CHP’s commitment to its members’ well-being is a top priority. While prominent in the local community, CHP has also been consistently recognized on a national scale for its exceptional levels of service and quality care for its members, earning high ratings from the National Committee for Quality Assurance.

“Having access to a physician is essential during this unprecedented time, especially for our growing Medicare population. Board approves final order on FMA petition to clarify pelvic exam law

On Friday, Oct. 2, the Florida Board of Medicine approved the Final Order to the FMA’s petition for declaratory statement seeking answers surrounding ambiguities in the pelvic examination law. Fortunately, there was no additional discussion or deviation from the conclusions reached during the August hearing. The six questions asked by the FMA and the Board’s answers are as follows: 1. Does the written consent requirement for a pelvic

examination apply to male patients?

No. The Board found that the language of the bill itself and the supporting staff analyses from both legislative bodies indicate that the written consent requirement only applies to female patients. The Board also acknowledged

that a pelvic examination, as understood within the medical community, is performed on biologically female patients to evaluate the reproductive organs as part of a regular checkup or if the patient is experiencing abnormal symptoms.

2. Does the written consent requirement apply to

procedures performed on the pelvic area or when the pelvic area is touched for non-examination purposes?

No. The Board did not find any evidence in the legislative staff analyses to support the need for a separate written consent for a pelvic examination other than as a procedure used to examine and diagnose diseases and conditions of the reproductive organs.

...the Florida Board of Medicine approved the Final Order to the FMA’s petition for declaratory statement seeking answers surrounding ambiguities in the pelvic examination law. or procedures that incidentally involves one of the bill’s referenced body parts such as the vagina, rectum, cervix or external pelvic tissues. Simply put, there is nothing in the legislation or the accompanying staff analyses indicating that routine non-diagnostic medical care, treatments, or surgical procedures involving the bill’s designated body parts were meant to constitute a ‘pelvic examination.’”

Thus, the performance of a surgical procedure on the pelvic area of a patient (such as a circumcision, vasectomy, etc.), the touching of the pelvic area for non-diagnostic purposes (such as the insertion of a catheter, taking a rectal temperature, diaper changes, etc.), or the touching of the pelvic area as part of a diagnostic procedure of tissue or organs not involving the pelvic area (such as barium enemas, voiding cystourethrograms, etc.) is not considered a pelvic examination as defined by SB 698.

3. Is a separate written consent required each and every

time a pelvic examination is performed or can the consent cover multiple examinations during the course of treatment (for example labor and delivery)?

The Board did not answer this question.

4. Must each and every individual health care provider be

listed by name on the consent form, or can the type of provider be identified?

The Board did not answer this question. In discussions, the Board stated that the statute was clear that each practitioner performing the pelvic examination must be listed on the consent. This would not include other healthcare providers who may be in the room to observe or assist.

5. Does the consent requirement apply to visual

examinations only?

No. The Board, relying on the same information as

discussed in previous questions, found nothing indicating that the mere visualization, whether in person or via telehealth, of the pelvic area in order to inspect for a rash, wound, etc., is not a pelvic examination under the definition of this law.

6. What are the consent requirements in an emergency

situation?

The Board did not have the authority to answer this question.

Read the complete final order here. The Florida Board of Osteopathic Medicine reached similar conclusions when presented with the same questions. Identical to the allopathic process, a final order on the petition will have to be drafted and acted upon by the Board of Osteopathic Medicine at its November meeting.

As a reminder, under Florida law, a petition for declaratory statement may be used only to resolve questions as to how statutes and rules may apply to the petitioner’s particular circumstances and may not be used to obtain a general policy statement from a state agency. Accordingly, the FMA brought the Petition on behalf of Doug Murphy, MD, an obstetrician/ gynecologist from Ocala, and as a matter of law, the Board’s response to the petition will only be applicable to his specific circumstances. The answers to the questions posed, however, provide valuable insight into how the Board might handle a disciplinary case alleging a violation of SB 698.

Even with the favorable final order, there are still unanswered questions and legal ambiguities. The FMA is exploring every option for clarification, including filing a second petition and legislative action. FMA State Regulatory Update

Mental Health Questions At the 2017 FMA Annual Meeting, the House of Delegates passed Resolution 17-106, which directed the FMA to seek an administrative change to the questions on the Florida physician licensure application regarding prior mental illness and mental health treatment in order to ask instead whether there are any physical or mental conditions that would currently interfere with the safe practice of medicine. Several national organizations such as the American Medical Association (AMA), Federation of State Medical Boards (FSMB), and the American Psychiatric Association (APA) also have encouraged state medical boards to re-examine their questioning in favor of less intrusive and more relevant questions.

The standing physician licensure application contains six questions asking whether the applicant has been diagnosed with or impaired by a mental health or substance-related disorder during the previous five years. These types of questions are particularly problematic in the medical community because

it deters potential applicants, particularly medical students, residents, and fellows, from seeking proper medical treatment in order to avoid the perceived heightened stigma surrounding physicians and mental health.

In September 2017, the FMA petitioned the Board of Medicine to initiate rulemaking to amend the physician application for licensure in accordance with Resolution 17-106 and further requested that a joint allopathic and osteopathic workgroup be created in order to further discuss, research and draft new questions. This request was granted.

The Mental Health Workgroup met throughout 2018 and developed a new set of questions that would have been consistent with the FMA Resolution and guidance from the AMA, FSMB, and APA. Unfortunately, despite strong support from the FMA, Council of Florida Medical School Deans (CFMSD), and the Florida Psychiatric Society (FPS), this language was not accepted by the full Board and the process essentially started all over again.

The FMA, CFMSD, FPS and concerned Board members spent 2019 working out various compromises, attempting to strike a balance between advocating for physicians and protecting the public. Despite a considerable amount of work, the matter was tabled for the majority of 2020 as the Chair of the Board of Medicine was disinterested in the topic.

to practice medicine. The new set of questions also will limit the amount of documentation that must be provided by an applicant as a result of answering in the affirmative.

Compromise language finally was set to be heard before the full Board on Aug. 7, 2020 until the Florida Department of Health intervened with the demand that the mental health questions conform across all the licensee applications that it regulates – despite there being obvious differences in training to become a medical doctor and training to become an acupuncturist. The Department pushed its previously unseen language through during a Joint Board of Medicine and Board of Osteopathic Medicine meeting on Oct. 1.

Seeking assistance with stress, mild anxiety, situational depression, family or marital issues will not adversely affect the outcome of a Florida health care practitioner application. The board and the department do not request that applicants disclose such assistance.

Cut from six to two, the application questions will now ask: (1) During the last two years, have you been treated for or had a recurrence of a diagnosed physical or mental disorder that impaired or impairs your ability to practice?

(2) During the last five years, have you been treated for or had a recurrence of a diagnosed substance-related (alcohol or drug) disorder that impaired or impairs your ability to practice?

The FMA applauds Florida’s medical schools for their commitment to the well-being of their learners and the development of phenomenal counseling programs. We will continue moving forward to educate and destigmatize mental health issues among the medical community. *Note: These questions pertain to the initial licensure application, not renewal applications.

Electrologist Supervision The Board held a rule hearing on Oct. 2 for a proposed rule amendment to Rule 64B8-56.002, F.A.C, from the Electrolysis Council. The Electrolysis Council is an advisory council under the supervision of the Board of Medicine, and it is ultimately up to the Board whether to adopt recommendations from the Council.

Section 458.348(2), F.S., specifically states that all protocols relating to electrolysis or electrology using laser or light-based hair removal by persons other than physicians shall require the direct supervision and responsibility of a physician. Despite the clear requirement for direct supervision as mandated by law, the Council proposed a rule change that would allow direct supervision via telehealth. The FMA testified at the rule hearing opposing this change as a matter of law.

There are several instances in both statute and rule where the meaning of direct supervision requires an on-site presence, whereas indirect supervision is routinely defined as allowing the supervisor to be available via telecommunications. There have been numerous failed attempts by electrologist interest groups to pass legislation that would change the level of supervision from direct to indirect. By not responding to these attempts, the Legislature has made it clear that the legislative intent is to require on-site, readily available direct supervision.

Finally, the passage of the expansive telehealth legislation in 2019 did not change direct supervisory responsibilities. While the telehealth statute allows licensed electrologists to utilize telehealth, it also states that telehealth providers must practice in a manner consistent with their scope of practice, which, for electrologists, would entail practicing under the direct supervision of a physician. In fact, as written, the proposed rule would allow an out-of-state physician to supervise an electrologist located in Florida.

If passed, this change would constitute an invalid exercise of delegated legislative authority, pose a risk to patient safety, and have widespread implications for other licensees who require direct supervision. Ultimately, the Board rejected the

Council’s proposed changes. However, the vote was far from unanimous. The FMA will continue monitoring the Council’s activity and intervene in any attempt to further skirt statutory requirements.

FMA’s Request for Renewal Fee Waiver When COVID-19 was declared a global pandemic, it was clear that physicians would be the leaders at the front line. What was less clear at that time, however, was the negative financial impact that transcended every specialty and practice model.

While physicians have spearheaded the fight against this virus, it has not come without cost. Patient volumes have fallen drastically for several reasons, including executive mandates, safety purposes, and patient reluctance. In response to a recent Medscape survey, 62 percent of U.S. doctors said their income had decreased during COVID-19, with a quarter of those respondents seeing an income decrease of 50 percent or more.

Always looking for opportunities to alleviate physicians’ administrative burdens, the FMA petitioned the Board of Medicine to waive or drastically reduce license renewal fees for 2021 and 2022. Physicians pay the highest renewal fee and the Board regularly carries over several million dollars in surplus.

The FMA worked with the Board’s Finance and Process Committee to ensure that the reduction would not put the Board in a deficit at any time.

Despite the extreme personal, professional, and financial stress faced by Florida’s physicians, the Department and Chair were unmoved and refused to lower the renewal fee in any amount.

While disappointing to say the least, this will not deter the FMA from exploring every avenue to advocate for our members.

PORTRAITS IN COVID-19

“ROAD TRIP IN THE TWILIGHT ZONE”, AS SHARED BY FRANK SKILLING, M.D.: When I was growing up in the 1950s, there were only two television characters who wore masks indoors: The Lone Ranger or a bank robber.

Bystanders often confused the two. Now, seven months into the COVID-19 pandemic, everyone, theoretically, should be wearing a mask in public. But there is still confusion about who wears masks and why.

My wife and I recently drove to see our children and grandchildren in Boulder, Colorado. I was concerned about flying, and even more apprehensive about passing through two major airports (Hartsfield-Jackson in Atlanta and Denver International). After reading about the risks of staying in hotels and eating out while on the road, we decided that those risks were less than flying commercial.

I rented a full-sized Chevrolet Suburban, and we packed it with clothes, a Yeti ice cooler, snacks, milk, cereal, cheese, paper plates, and disposable plastic utensils. We had a carton full of hand sanitizer, antiseptic wipes, antibacterial spray, paper towels, and extra face masks.

We spent three nights in motels on the drive to Colorado, and two coming back to Florida.

A few brief observations: most locales follow the CDC guidelines for wearing masks indoors and social distancing. But not all. The most notable laxity was in the deep south and the mid-west. In Vicksburg, Mississippi only half the patrons at a Courtyard Inn wore them in common areas. A local BBQ joint there was so densely packed that we ordered take out and ate outdoors by the motel’s pool. In Kansas City, Missouri, at a lovely reclaimed industrial building converted into an upscale hotel, all the staff wore masks. Patrons, however, did not when dining at the rooftop restaurant. On our last night on the road in Tupelo, Mississippi we visited a local BBQ restaurant. Everyone was wearing masks, but we still took the food back to our motel room to eat. In most places, those not wearing masks were men: young, old, and middle aged.

In contrast, Colorado has fairly stringent guidelines, even outdoors. Masks are required in all indoor spaces, at trailheads, and whenever hikers pass each other on the trails. Every day I hiked one of the many rural paths in Boulder County, but I found it superfluous and annoying to pull my mask up every time I passed another hiker or mountain biker. On my third day there I was stopped by a very polite young female ranger who asked if I needed 18

a mask. She offered me a bandana, but I had a disposable mask in my pocket. After I put it on, we had a very nice conversation. I mentioned to her that a hiker on a trail at five thousand feet was more likely to be hit by lightning than catch a respiratory virus, especially with the brisk winds that were continuously blowing. She agreed, but pointed out that early in the pandemic many families were stacking up on the narrow forest trails in the county, hence the outdoor mandate.

I sometimes felt like Karen and I were living through an episode of The Twilight Zone where a character emerged from a bank vault after an atomic war and found he was the only living person on the street. We stopped overnight in Wichita, Kansas and other than the hotel personnel and cable repairmen, I didn’t see a single pedestrian on the downtown sidewalks when we arrived at night or when we left on a rainy morning. It was discomfiting to not see any activity outside. A car tour of the Vicksburg, Mississippi battlefield showed few visitors and no rangers.

The visitor center had been closed since March.

We spent two weekend nights at the Gaylord Resort in Denver so our grandkids could swim. Some patrons wore masks all the time, but enforcement was lax at the pools, several of which were outside. The resort was swamped with parents and young children who were obviously trying to get a break from their enforced togetherness.

With winter coming on in the mountains, this was their last chance to swim outdoors.

What did I learn? I learned that people are united in their agreement to disagree about the major health crisis of our time (currently over 200,000 Americans have died from COVID-19). I learned that the parts of the U.S. that heavily identify with the president (there were numerous Trump/Pence signs in Kansas, but not one for Biden) tend to be the most resistant to complying with the CDC guidelines. The proudly liberal folks of Boulder County, Colorado stand behind the mask mandate, even outdoors on rustic trails, except when it comes to letting their kids swim at a time when families have been cooped up for six months and a long winter is brewing.

I’m glad we made the trip, but I’ll be happier when the pandemic is declared over and we don’t have to mask up to get through the door at hotels, restaurants, and tourist traps. Ah Freedom! Ah Wilderness! And, by the way, who WAS that masked man?

SIMPLER TIMES

THOSE SUNDAY AFTERNOON DRIVES Charles D. Williams, M.D., FACR, FAAP (“Pedro”) Sometimes I close my eyes and my mind starts wandering back to something in my past and I write it down so my younguns can catch a glimpse of my heritage. It also gives me such pleasure when my thoughts go back to by-gone days.

One of those special pleasures would be our Sunday afternoon drives in our 1949 Ford. Sometimes we would head out down any old dirt road. As Daddy talked I believed the bumps in that dirt road prepared us for the bumps in our life.

Our values were better when our roads were worse.

People did not worship their cars more than their kids and drivers were more courteous. Once Mama said if you don’t know where you’re going, any ole dirt road would do. The main idea was to git out of the house and see what was going on in the rest of our world. It was our way of catching up on the gossip but southerners called it spreading the truth.

Sometimes we’d set out from the southern end of Colquitt County and head to our kinfolks in the northern end of the county but we still considered them southerners. We’d drop in on whoever happened to be home and not taking their own Sunday afternoon drives. We didn’t call them beforehand cause we didn’t have a phone. It didn’t matter cause they didn’t have a phone either.

We’d pile into that 1949 Ford and that car brought us together and it kept us close together where we could talk and sing. Sometimes as we rode we belted out songs and folks could hear us coming as we sang “she’ll be coming around the mountain when she comes and we’ll kill the old red rooster when she comes.” Sometimes with our singing we would make Daddy as nervous as a long-tail cat in a room full of rocking chairs.

One time Daddy said, “If you younguns have to go tee tee, hold up two fingers.” Pedro replied, “Daddy, how’s that goin help?” Daddy then said that “a fool is just like other folks as long as he keeps his mouth shut.”

Another time Mama looked over into the back seat and noticed Pedro had the left shoe on the right foot and said, “son, your shoes are on the wrong feet.”

Pedro looked up and said, “Mama, these are the only feet I got.”

As we headed to visit our kinfolks we received much more. Daddy and Mama talked to us about life.

I heard Mama tell Daddy that children were the riches of the poor. I then told Mama that I wanted to be somebody when I grew up but Mama said that I needed to be more specific.

As our eyes observed, our ears listened and our minds processed the messages we received in the back seat of that 1949 Ford, the building blocks for a child’s future were being laid. I listened very carefully cause I didn’t want to make the wrong mistakes.

As I look back, I believe my life began to take shape in that 1949 Ford. All needs for nourishment and growth weren’t physical. We were fed nourishment for our souls. I am the person I am today because of those Sunday afternoon drives. It was where hopes and dreams were shaped and the need for discipline was declared. We listened to each other and shared the reality of our lives. Character was developed in the back seat of that 1949 Ford. I wonder how I would have turned out if it had been a Chevy.

As I’ve gotten older I realize I learned a lot from those Sunday afternoon drives. As I’ve gotten older I’ve also learned that you miss your Mama and Daddy when they are gone from your life.

CAN YOU IMAGINE WAKING UP WITH A BARGE IN YOUR YARD?

Much like the coronavirus's effects throughout 2020, Hurricane Sally was a SLOW, BRUTAL, and IMPACTFUL Category 2 Hurricane that hit Pensacola on September 16th, and the aftermath will linger for months to years.

We gave it the "it won't affect me" approach as we went to bed Tuesday night and woke up Wednesday morning with 30" of rain, 100 mph gusts of wind, and wide-spread damage.

Many of our doctors and their families live on waterfront property in Gulf Breeze or on Pensacola Beach. However, they practice near or at our three major hospitals in Pensacola on the "mainland". Typically, the drive is a 30-minute commute over the Bob Sike's bridge and Pensacola Bay Bridge (aka 3-mile bridge). However, the Pensacola Bay Bridge was in the process of a nearly $400 million rebuild. The contractor had 22 barges out at the bridge and didn't properly secure them, so they drifted all over Pensacola during the storm. Some landed in people's front yards, and some damaged our bridge, which is the main connector for so many. A 30-minute commute into Pensacola is now taking most people 1 1/2 to 2 hours due to the detour and increased traffic. This challenge has already

started affecting our physicians, their practices, local area businesses, and our community's patients. Doctors who "take call" at the hospitals are now searching for rentals in Pensacola. Simultaneously, there were many houses and roads damaged in Pensacola from the storm, so the housing and rental market is all over the place. For patients who live in Gulf Breeze, they are traveling out of the

way to attend their doctors' visits as there is a minimal number of physicians who practice in Gulf Breeze. It will likely take at least one year to repair the Pensacola Bay Bridge. In the meantime, they are looking at ways to start a ferry service across the water. The two ferries we had were damaged in the storm, as was the Port of Pensacola.

We are only a few weeks into recovery mode.

Many of the physicians' homes sustained damage. Just about everyone had some degree of roof damage, tree debris, fence damage, etc. We are remaining resilient and looking for new ways to grow stronger together as a

community and help each other out in these difficult times.

2020 has been the barge no one wanted. We didn't expect it, and we want it to go away. I hope you all are staying safe out there.

CAPITAL MEDICAL SOCIETY FOUNDATION AWARDS $31,000 IN SCHOLARSHIPS TO FSU MEDICAL STUDENTS According to the Journal of the American Board of Family Medicine (JABFM), the current patient panel size for a primary care physician is 1200 to 1900 patients per physician. Data published by the Association of American Medical Colleges in January 2020, predicts that the United States could see an estimated shortage of between 54,100 and 139,000 physicians, including shortfalls in both primary and specialty care, by 2033.

The Capital Medical Society Foundation hopes to encourage medical students at Florida State University College of Medicine as these future physicians prepare to help meet the demand.

In fulfillment of its mission, “to support the charitable efforts of physicians and others, increase access to healthcare, promote education and serve the community’s health needs through innovative projects that are exemplary, affordable, and dignified,” the Capital Medical Society Foundation awarded scholarships to seven students in their first or second year of medical school at the Florida State University (FSU) College of Medicine and third and fourth year medical students at the Tallahassee Regional Campus of FSU College of Medicine. Dr. Frank Walker, Chair of CMS Foundation Scholarship Committee, presented the scholarships to each of the recipients at a special presentation held at the Tallahassee Regional Campus on October 14. A committee comprised of Capital Medical Society members and Dr. Myra Hurt, FSU College of Medicine Senior Associate Dean for Interdisciplinary Medical Sciences and chaired by local pediatrician, Dr. Frank Walker, selected the scholarship recipients.

CMS FOUNDATION SCHOLARSHIPS

of Medicine was delighted to participate in the presentation. After months of limited “live” access to students, he was pleased to be able to celebrate the students’ achievement and to thank the Capital Medical Society Foundation for their years’ of scholarship support for their medical students. Nearly two-thirds of actively practicing physicians still carry debt from medical school, according to a 2019 national survey by Weatherby Healthcare. Of those physicians, 32% had more than $250,000 in debt. The high cost of medical school loans weighs heavily on doctors for many years following graduation. One-third of respondents (34%) expected to take at least 10 years to pay off their student loans.

Science Program, the precursor to FSU College of Medicine, University of Florida medical students and FSU College of Medicine students. $650,000 of those scholarships have been awarded to FSU College of Medicine students beginning with those in its inaugural Class of 2005. An additional $31,000 was awarded this year. Many of those past recipients are now practicing in Tallahassee and some serve on the Scholarship Committee.

The Capital Medical Society Foundation will host their annual fundraising event, the 2020 Capital Medical Society Foundation Holiday Auction virtually from November 24 through December 5th to raise funds for medical school scholarships and other programs in fulfillment of its mission.

The Capital Medical Society Foundation Scholarship Fund has been one of the most successful and well-respected programs first established by Capital Medical Society more than 33 years ago. Archived records since 1997 document that Capital Medical Society Foundation has provided scholarships totaling $667,489 to students in the Program in Medical

The Capital Medical Society Foundation’s community of donors strategically help fulfill its mission “to support the charitable efforts of physicians and others, increase access to healthcare, promote education and serve the community’s health needs through innovative projects that are exemplary, affordable and dignified.” ➢ Access to healthcare is increased through gifts to the We Care Network and the We Care Network Endowment Fund. More than $112.3 million in donated specialty medical and dental care has been provided to low-income, uninsured patients since the program was created in 1992. In fiscal year 2019-20, which ended June 30, 2020, more than $6.9 million in health care was donated. Gifts support the operational expenses of the program including salaries and benefits of the case management team who coordinate the donated care. ➢ To provide incentives to keep medical students trained at the FSU College of Medicine in the Big Bend after completion of their residencies and help meet the growing demand for physicians in Florida, gifts to the Scholarship Fund provide scholarships to FSU College of Medicine students who have expressed an interest in returning to the Big Bend to practice after completion of their residencies. $31,000 was awarded in 2020. ➢ Gifts to the Capital Medical Society Foundation help provide operational resources for the Capital Medical Society Foundation. In addition, modest grants are awarded to area non-profits whose programs improve access to healthcare for the underserved. In 2020, the CMSF awarded a total of $10,000 in grants to Elder Care Services for their In-Home Services Program and the Big Bend Hospice Foundation for bereavement services.
