30 YEARS OF CARING THROUGH THE WE CARE NETWORK

By Mollie Hill, CMS Executive Director, 1984 - 2000 Has it really been 30 years since Capital Medical Society (CMS) members voted for a program called “We Care Network?”

I can look back today and still remember the amazing support of physicians at the CMS meeting when they adopted the We Care Network program under the CMS Foundation to provide specialty care for less fortunate patients in our community at no cost.

Numerous times, I would receive calls, mainly from our primary care physicians, needing a specialty doctor to treat their patients who had no insurance. Every CMS member knows an example of where further treatment was needed to potentially save a patient’s life. After all, that is what the medical profession is all about.

In 1991, Dr. James Stockwell, CMS President, and I heard about an indigent care program in Alachua County that seemed to fit our needs perfectly. He insisted that we try and get it started in Tallahassee – and he meant immediately.

Dr. Scott Medley, a family doctor in Gainesville, and Peggy Davenport, the Executive Director from the Alachua County Medical Society, helped inspire CMS members to adopt the We Care Network program. And, with the support of physician practices, their staff, ancillary services, and our local hospitals access to care for these patients was finally realized.

Many of you reading this are retired and were among those who participated in this innovative program that literally meant life or death to local patients. These were the people who were barely feeding and clothing their families instead of getting the medical care they needed and deserved.

For those of you who have joined the medical community since the creation of the We Care Network, please know that your participation in this program is critical to the health and well-being of many in our community. It is incumbent on all physicians to keep the We Care Network a vibrant program.

Sadly, our world has not become an easier place in which to make it when one is struggling and without access to healthcare. The CMS staff work very hard to make We Care Network participation as easy as possible for you and your associates to share your talents with these patients.

I am exceedingly proud of the past and present We Care Network Program Coordinators for their dedication: Sue Conte, Shannon Lease, Robin McDougall, Rosemary Farrell (Evans), Rose Marie Worley, Monica Demott, Sue Michaels, and Diana Bixler. It is not an easy job.

Let’s work together to keep the word “care” in the profession of medicine. Congratulations to all as we celebrate 30 years of caring.

By Sue Conte, Initial Consultant to the We Care Network, 1992, and CMS Executive Director, 2012 - 2014 It is hard for me to believe that 30 years have passed since former Executive Director Mollie Hill and Dr. Jim Stockwell imagined a volunteer network of physicians to care for those in our community who had no access to necessary medical care. They not only made it happen but also created an important and lasting program that has served thousands, while gaining the trust of physicians and community funding partners. In late 1991, having recently graduated from FSU and looking for a project, I jumped at the chance to work as the first We Care Network Program Coordinator for a short two months to help create the network and get processes started. The real work was done by those who followed, each of whom devoted their heart and soul to working with patients, doctors, and staff.

WE CARE NETWORK: 30 YEARS OF MAKING THE IMPOSSIBLE, POSSIBLE

By Shannon Lease, We Care Network Program Coordinator, 1992 - 1994 “Start by doing what's necessary; then do what's possible; and suddenly you are doing the impossible.” Francis of Assisi Thirty years ago, I was privileged to be part of the launch of the Capital Medical Society Foundation’s We Care Network program.

This physician-led, grassroots effort opened access to desperately needed diagnostic testing services and specialty medical healthcare to those in our community without insurance and who otherwise could not pay for their muchneeded, and sometimes lifesaving, treatment. Looking back, I am beyond proud to have been part of this movement that improved the lives of thousands of Floridians.

In 1992, there was no (global) Internet, and building a completely novel healthcare program seemed an impossible feat. It is difficult to imagine that this local network of caring healthcare professionals would continue to grow and expand throughout the state’s 67 counties and continues to thrive today under the auspices of the Florida Department of Health’s Volunteer Health Care Provider Program.

Happy 30th Anniversary, and congratulations to the physicians, nurses, dentists, case managers, program coordinators, clinics, and hospitals that make up the Capital Medical Society Foundation’s We Care Network program. I was honored to have a small part of your very big dream to make the impossible, possible.

REFLECTIONS ON “WE CARE”

By Robin McDougall, LCSW, We Care Network Program Coordinator, 1995 - 2008 I was 17 years old when my family came to Florida. For several years, we had been experiencing a financial and social crisis.

By the time we drove to Bradenton, we were homeless. We lived in a tent for a while before we could afford to get housing with four solid walls, a roof, and utilities.

There have been so many kindnesses that came my way and supported me as I wound my way through my GED, community college, my Masters in Social Work, and into my career. I was inspired to the field of social work by those experiences we endured. There were so many times we needed help we could not find, and I wanted to help people in similar circumstances the way some people helped us along the way.

I came to the We Care Network at the age of 27 and, in some ways, grew up there. At the time, I was very ignorant about doctors and others in the medical field. I had allowed my personal experiences to draw a line between those I perceived to have advantages and those who were disadvantaged. My perceptions began to change when I learned there was a program through which local doctors and the medical system in Leon County were donating free specialty medical care to people in need. I never imagined something like that could exist. Actually, the Capital Medical Society Foundation’s We Care Network was only the second one in the state of Florida, inspired by Dr. Jim Stockwell and fashioned after the one earlier established in Alachua County.

The We Care Network taught me to never underestimate what can happen when people work together and give personally to help meet the needs of others. In just a few years, the program grew to include hundreds of physicians, both local hospitals, 4

every ancillary provider in the medical community, and to inspire funding from foundations, state and local grants, and even from the same doctors and providers who were donating their services. It was a wild ride, working in such a dynamic environment where we started out serving about 200 people each year to up to 1,500 people each year.

I was inspired over and over again by the commitment of our doctors. That commitment meant different things to different people. Sometimes it meant a doctor would see more patients in a month or a year than they originally stipulated. Other times, it meant a doctor made personal donations to help fund our Patient Assistance Program (to purchase needed medications and supplies) or to meet our annual budget.

And, other times, it meant those same doctors worked to recruit other doctors to make the same commitments. I don’t remember exactly how many people donated care when I started, but I think there were about 100 doctors.

Our doctors never stopped motivating and recruiting their peers, and soon the number of volunteer physicians quadrupled until almost every practicing specialist in our fourcounty area participated and donated care. Still, these doctors weren’t finished trying to help patients in need. They reached out to engage and recruit dentists and started Project Dental Care. Again, I was a part of something new and exciting, and within a few months, dozens of local dentists were donating their time to underprivileged people with absolutely no access to dental care.

About 15 years ago, two anonymous donors established a scholarship award at the FSU College of Medicine called the Access to Care Award. It was established in my name,

which was then and continues to be humbling, and honestly, it boggles my mind. My understanding is that the doctors who donated the money to establish this scholarship felt my commitment to access to care for our medically underserved community deserved recognition and might inspire medical students towards that same ideal.

But here is the kicker. My commitment to that access to care was inspired BY THOSE DOCTORS. They honored me for simply responding to the efforts they were making to make our local community a better place and to help our neighbors who didn’t have other options. I needed a job, and I was so incredibly fortunate to grow up with a loosely knit family of educated professionals who used their resources and their will to find a way to give away their skills and training to people in need. How could I not be committed to access to medical care when this was the model in which I was immersed?

I wanted to say thank you to the Capital Medical Society Foundation Board members, the Executive Directors who supported my career there and enabled me to live out my personal values and paid me a salary while I did it, and to the other program coordinators and case managers who also committed themselves to access to medical care for our patients. And mostly, I want to thank the doctors who have been volunteering and donating care for the past 30 years.

That statistic itself boggles my mind all over again.

I will always feel very proud to have been part of something so multidimensional and personally generous. I will never, ever forget the individual patients whose actual lives were saved when doctors and our medical community pulled together to meet their needs. I am grateful I was invited to write this article that gives me another chance to express my gratitude to the Capital Medical Society Foundation, our doctors, and the We Care Network program.

When I was asked a few weeks ago to write this article, I thought about all of the statistics. But, I wanted to say

By Karen Wendland, CMS Executive Director, 2000 - 2011 In 2000, I applied for the position of Executive Director for the Capital Medical Society (CMS); a strong motivator for me was the prospect of serving as an advocate for the Capital Medical Society Foundation’s We Care Network. I had met Robin McDougall, Program Coordinator for We Care, at community meetings in the mid-1990’s when the novel idea of the City and County stepping in to provide some funding for indigent care was being seriously discussed. Robin was a prime mover in this effort, and I was very impressed with her.

When I came to work at CMS, I learned about all the tremendous work Dr. Jim Stockwell and former Executive Director Mollie Hill did, along with Robin, to recruit physician volunteers and create the We Care Network.

The Leon County Commission did approve funding (the City dropped out). Robin was in the lead, partnering with Neighborhood Medical Center, Bond Community Health Center, and the FAMU Pharmacy. We were instrumental in securing other consistent funding sources, including Leon County Health Department, the Charles A. Frueauff Foundation, and Blue Cross Blue Shield of Florida.

In 2003, for our second Celebration Awards Dinner, we produced a video about the We Care Network. The Celebration Awards Dinner was, and still is, a great opportunity to inform our medical community and community-at-large about the incredible contribution the We Care Network makes in our four-county area. The effort is so impressive: to donate specialty medical care to low-income, uninsured people in need. I was always proud that We Care is a physician-led initiative.

In 2008, Blue Cross Blue Shield of Florida recognized our We Care Network as a model for other programs around the state.

They asked us to apply for their prestigious Sapphire Award.

Indeed, we won a $75,000 award. As dentists were increasingly participating in the We Care Network, they awarded us $25,000 in 2009 in recognition of the dentists’ participation.

Dentists are key leaders today.

However, 2008 was also a tough year for me because Robin resigned to open her private counseling practice. Good for her! But it was impossible to hire someone to fill her shoes.

Fortunately, I had the most amazing intern from FSU that Spring, Shannon Boyle, who I could hire to help me manage the We Care Network. Shannon confidently stepped in to handle the data system and reporting requirements. She also worked on the CMS side of the office. She and Rosalie Carlin assumed many critical administrative functions for We Care.

I am very grateful for the teamwork we shared. We all know Rosalie and Shannon are popular, long-time, and essential staff at CMS. It was also my privilege to work with many devoted case managers during my tenure at CMS. They are the heart of the We Care Network, working directly with patients and medical providers. I am proud to say Roshanda Dorsey was hired during my tenure and, like Shannon and Rosalie, she is beloved and essential at the CMS Foundation.

I salute the tremendous service you physicians and dentists provide to our community through the We Care Network.

A MESSAGE FROM OUR CURRENT EXECUTIVE DIRECTOR

By Pam Irwin, CMS Executive Director, 2014 - present Joining the Capital Medical Society Foundation and overseeing its We Care Network program has been one of my most meaningful decisions.

Since 2014, 2,121 program-eligible patients have benefited from the coordination of donated healthcare. When faced with the dilemma of limited resources, no health insurance, and a looming health crisis, circumstances become paralyzing without outside intervention. Many of us have walked in those shoes at some stage in our lives, or we have watched a friend or family member choose between paying rent and purchasing prescription medications. The donating physicians and partners of the We Care Network give hope during a health crisis.

We have streamlined the program since 2014. We have added staff and cross-trained positions. We better capture the value of donated services; have created templates for grant reports; and improved program policies to remove obstacles to access to healthcare. We purchased a generator to ensure the continuity of the program in the event of a power outage, set up staff ’s ability to work from home if needed, created training manuals, honed

our grant-writing skills, and found new resources to fund the program. That is critical to the program, but it does not tell the whole story.

The cause for celebration on this 30th anniversary is the lives touched and the gift of improved health selflessly shared by the network of physicians and their practices as well as the hospitals where they have privileges. Physician volunteerism results in changed health outcomes for the neediest in the community. “Physician volunteerism is not the answer to uninsured healthcare,” said Dr. Jim Stockwell, the local We Care Network program founder. The We Care Network program is a BandAid on the healthcare system in a community that values access for all. THANK YOU to the physicians and dentists who have been a part of the We Care Network program these past thirty years.

You are the heroes and heroines of this story.

PROTECTING THE PRACTICE OF MEDICINE

By Pam Irwin, CMS Executive Director This year’s legislative session concluded Monday, March 14. The FMA team of lobbyists worked on issues that indirectly or directly affect the practice of medicine in Florida. Here is a summary of the six key legislations that passed this year: 1. Stopped ALL scope-of-practice bills.

The FMA defeated legislation would have: • • •

Allowed CRNA’s to reframe independent practices as a “collaborative” practice by eliminating the protocol requirement with a supervising physician, Granted prescriptive authority to psychologists, including controlled substances, and Removed the requirement that certified nurse midwives maintain a patient transfer agreement with a hospital and a referral agreement with a physician.

The Scope-of-Practice Legislation also prevented the filing of other scope initiatives that would have allowed unqualified optometrists to perform laser surgery and remote deceptive name changes such as physician assistance to “physician associate” and nurse anesthetist to “nurse anesthesiologist.”

The FMA will continue to work to defend against scope of practice expansion for non-physicians.

Secured $6 million in annual funding for medical education loan forgiveness for primary care physicians practicing in underserved areas.

Physicians practicing primary care in rural or underserved areas, as determined by the Department of Health, will be eligible for payments up to $20,000 per year for medical education student loan reimbursement. This time of incentive program will alleviate primary care physician shortages in rural communities. It will also encourage more physicians to practice family and general medicine in underserved areas.

Extended the COVID malpractice reform protections another year.

This legislation provided liability protection for COVID-19related healthcare claims. The FMA was able to secure a one-year extension through June 1, 2023.

Halted wrongful death legislation that would have increased malpractice premiums in Florida.

This legislation would have permitted the recovery of noneconomic damages in a medical malpractice wrongful death claim. This type of policy initiative is based on the offensive and erroneous premise that certain patients would receive a lower standard of care. The FMA will continue to fight this legislation.

parental consent, anywhere – not just in hospitals and college health services. It is imperative that physicians feel protected in order to keep Florida’s minors safe.

Given physicians, the ability to prescribe schedules III, IV, and V controlled substances via telehealth.

This provides an essential tool for access to healthcare for medically vulnerable patients. Effective July 1, 2022, authorized prescribers will be able to prescribe controlled medications via telehealth. The FMA will continue to work towards payment parity for telehealth services.

These legislative actions are big wins for practicing physicians in Florida.

The annual FMA meeting will be in Orlando this year from August 5 to August 7.

CMS FOUNDATION ACCESS TO CARE AWARD

MARIA BADINO, M.D. RECEIVES CMS FOUNDATION’S 2022 ACCESS TO CARE AWARD, IN HONOR OF ROBIN MCDOUGALL The Capital Medical Society Foundation awarded the 2022 Access to Care Award in Honor of Robin McDougall to Maria Badino, M.D. on May 20, 2022 at the Florida State College of Medicine’s Annual Awards Ceremony.

The CMS Foundation’s Access to Care Award is named for Robin McDougall, LCSW, who championed increased access to healthcare as the Program Coordinator of our We Care Network for 14 years.

The We Care Network is the Capital Medical Society Foundation’s program operated by local physicians who donate medical specialty care to local low-income, uninsured patients. It is our Foundation’s mission to increase access to care.

Maria Badino graduated from Florida International University in 2016 with a Bachelor of Science in biological science. She conducted research at FIU that focused on the impact that aging and age-related diseases have on mitochondria communication. Aside from her research involvement, Maria had the opportunity to shadow Dr. Johnny Franco during surgery and patient consultations as well as volunteer at Nicklaus Children’s Hospital as a Bedside Buddy. She also worked as a medical scribe in Baptist Urgent Care, where she worked alongside primary care physicians. In 2014, she embarked on a medical mission trip to Lima, Peru, with MEDLIFE, where she participated in mobile clinics in rural areas. She made a second medical mission trip to Nicaragua in 2017. She was drawn to the FSU College of Medicine for its distinctive mission and vision, commitment to practice patient-centered healthcare, and enduring dedication to serving and attending to minorities and underserved communities.

Dr. Jonathan Appelbaum, Chair of the Department of Clinical Sciences, shared these comments as he presented the award, “Our Access to Care award winner was called ‘the embodiment of this award’ by one of her nominators. Her volunteerism is exceptional, whether helping elementary school students complete Science Fair projects during her first year of medical school, helping provide medical care on mission trips to underserved areas of Puerto Rico, working with the Chapman Community Health Program to bring healthcare to underserved communities, helping with monthly health screenings, or helping the local health department with COVID-19 vaccinations once vaccines became available.

She became the Fort Pierce Regional Campus liaison with a pediatric extended daycare for vulnerable children and the FSU Chapman Community Health Program, securing medical items needed by the center as well as other willing volunteers to support the care of these children.

She served in leadership positions in FSUCares and the Latino Medical Student Association, as well as being historian for the Class of 2022. All the while, she continued to maintain high academic standards, just as she had when she graduated summa cum laude from Florida International University.”

Dr. Badino exemplifies our future, a young physician who will take an on-going interest in increasing access to medical care for the underserved. We wish her the best as she begins her residency in Pediatrics at the Nicklaus Children’s Hospital.

JULIA REVELL ST. PETERY, M.D. SCHOLARSHIP IN PEDIATRICS

DR. JULIA REVELL ST. PETERY’S LEGACY CONTINUES… Florida State University College of Medicine graduate, Dr. Blaire Coté, is the first recipient of the Julia Revell St. Petery, M.D. Scholarship in Pediatrics. The named scholarship, honoring the late Dr. Julia St. Petery, was created to commemorate her passion for the practice of pediatric medicine and her humanitarian spirit and determination to provide all children the same access to healthcare. FSU College of Medicine’s Pediatric Clerkship Directors nominated the recipient. The Capital Medical Society Foundation (CMSF) awards the scholarship based on its criteria. This year’s $2,500 scholarship was presented on May 20, 2022, at the FSU College of Medicine’s Awards Presentation. Dr. Louis St. Petery, CMSF President Dr. John Mahoney, and CMSF Executive Director Pam Irwin attended the presentation.

Dr. Louis St. Petery shared his congratulations during the award presentation, “I am excited to learn that the first recipient of my wife's scholarship is a female! Our 3 children and I were overjoyed that an anonymous donor had created this scholarship, and we so wanted to require that the recipient be a female, but quickly learned that the criteria could not be gender specific. Thanks Dr. Coté! You have made our dream come true! And, all of your accomplishments are outstanding. How ironic it is that you have worked with the Medical Students Committee of the Florida

Hoping to follow in Dr. Julia St. Petery’s footsteps in pediatrics, Dr. Coté plans to practice pediatrics in Florida, preferably the Big Bend area, upon completing her residency. Blaire is originally from the Tallahassee, FL area. She and her husband will be moving to Gainesville while completing her residency at the University of Florida College of Medicine - Shands Hospital Pediatric Residency, Gainesville, FL. Her goal is to become a primary care pediatrician.

Her husband has worked in the Wakulla/Franklin County area for the past two years, and Blaire grew up visiting her grandparents in Jefferson County. She and her husband hope to return to the Big Bend area upon completing residency, jobs permitting, as both of their families live in the area.

“I especially enjoy working in the rural, underserved areas common in the Big Bend. It would be an honor to one day serve the community that raised me,” said Dr. Coté.

Dr. Coté has extensive involvement with FSUCOM’s Pediatric Interest Group’s (PIG) advocacy efforts. She served as a team lead on an informative webinar project educating future healthcare providers on the Human Papilloma Virus as part of the Florida Chapter of the American Academy of Pediatrics Medical Student Committee. Dr. Coté was responsible for information-gathering, health department contact for each county in Florida, webinar content creation, webinar filming, webinar distribution to PIGs and other clubs at each medical school in Florida, and survey data collection. She contacted Pediatric Interest Groups at the other medical schools in Florida to encourage viewing the webinar, distributing it to at least five schools.

Additionally, Dr. Coté worked in the lab of Dr. David Bloom as a student research assistant for two and a half years, culminating in an honors thesis focused on the reactivation of HSV under different types of radiation, with implications for future space travel. She also traveled to Brazil's Amazon River region to volunteer with underserved communities on several medical outreach trips.

She has volunteered at Tallahassee Memorial Hospital, Westminster Oaks in the health clinic, and Alzheimer's Project day respite program.

She enjoys playing saxophone and piano, eating Mexican food, traveling, and spending time with her family and loved ones in her free time. As a past Capital Medical Society Foundation scholarship recipient, she has volunteered at the CMSF Holiday Auction to help raise funds for future CMSF medical school scholarships.

Dr. Coté has exhibited a commitment to serving underserved patients, as evidenced by her resume, which includes the following activities:

Mobile COVID Testing Center via Healthcare Network, Immokalee, FL, Volunteer Collaborated with HealthCare Network staff to collect and test over 70 rapid and PCR COVID swabs utilizing their mobile outreach clinic in southwest Florida. Obtained direct experience in mobile health settings and served the rural community during the COVID pandemic - 2021.

Dr. Coté graduated summa cum laude from the University of Florida with a Bachelor of Science. She has a major in biochemistry, a minor in zoology, and a certificate in Spanish for the Professions. She was a member of the Gator Marching Band for four years, serving as section leader for the saxophones her last two years. She was an active member of SPF (Skin Cancer Prevention Force), a pre-med club that focused on skin cancer education and awareness among underserved populations in Gainesville.

I am so thankful for your generosity in providing this scholarship to medical students pursuing pediatrics at Florida State University College of Medicine.

It is truly an honor to receive this scholarship and award named after such an important member of the pediatrics community. I was saddened to hear of the passing of Dr. Julia St Petery last year. I know that her work in Tallahassee area has made a big impact on so many children and their families. I am about to graduate medical school, and am looking forward to transitioning to my pediatric residency training at University of Florida – Shands Hospital in Gainesville, FL. It is a privilege to train at the same facility that Dr. Julia St. Petery did.

I have the goal of making a difference in the life of each patient in which I come in contact, because each patient deserves a judgement-free zone where they can seek physical, mental, and emotional help. I strive to be a caring and compassionate doctor who can serve the underserved in the community and abroad. I look forward to continuing my work with underserved and minority populations, as well as pediatric advocacy with the Florida Chapter of the American Academy of Pediatrics.

Choosing to attend Florida State University’s College of Medicine in the north Florida region was the best academic decision I have made, as I know that the patient-centered, community-driven education will make me into the best doctor that I can be. I am thankful to have been a medical student member of the Capital Medical Society, and have met many of its wonderful physicians throughout my training.

SIMPLER TIMES

GETTIN’ RAISED RIGHT

By Charles D. Williams, M.D., FACR, FAAP (“Pedro”) Years ago in Simpler Times saying where you were from also said how you were raised. We were a product of our community. Kinfolk, neighbors, local merchants, the ice man, the doctor, the Sunday School teacher, and the crop duster all pitched in to help ya’ get raised right.

During the summers after school had let out and before cotton pickin’ time started, Mama sent Pedro and the kids to vacation Bible School at the Rose of Sharon Baptist Church to get Miss Mashburn to help us see the light so we could stay on the straight and narrow path. Miss Mashburn said, “If you played baseball there was a rule book and if you broke the rules, they’d throw you out of the game. If you don’t play by the rules in football they’d throw a rag down on the ground and you got penalized.” She then said that the good Lord gave us a rule book to lead our lives by and that we needed to be good to our neighbor and don’t take what don’t belong to us. That’s what she said.

Miss Mashburn was also the Sunday School teacher who had asked us what was Christ’s first name. Sonny who was seven raised his hand and said, “Andy.” She wanted to know where Sonny got that idea from.

He said that it came from the song, “I Come to the Garden Alone” and he started singing, “Andy walks with me, Andy talks with me, Andy tells me that I am His own.” Miss Mashburn said that the song goes, “And He walks with me…” Sonny replied, “That’s what I said, Andy walks with me.”

In 1952 Pedro and two other boys went into the 5 and 10 cent store downtown to look around. One of the guys picked up a comb without paying for it and Pedro didn’t know until the local merchant called our parents. I’ll never forget the hurt in Daddy’s eyes. I never want to see that again. The head of the store said something else about hanging around with the wrong crowd and he also said something about birds of a feather flocking together. I didn’t know anything bout birds but I sure figured out that hanging around with the wrong guys could get ya’ in trouble. If I was going to do any more flocking together it was going to be with some different folks. My flocking habits changed after that.

One day I believe Pedro was about 16 years old and he decided it was about time to ask Dr. Frank Gay how you get to be a doctor and how you get there from Moultrie. Pedro sat down on the sidewalk outside Dr. Gay’s office which was one block from Main Street and waited. The sun started going down before Dr. Gay appeared at the doorway. Pedro hopped up and quickly asked, “Dr. Gay, how do you get to be a doctor?” He looked Pedro straight in the eyes and said, “You just have to want to bad enough.” He then said if you have strong enough desire, everything else like the hard work and discipline will fall into place. That made sense. He didn’t even make fun of Pedro and at that moment I think he believed him. Pedro thanked him and started walkin’ home thinkin’ and dreamin’.

Later when it was time for Pedro to leave Moultrie, Dr. Gay gave some money, some advice, and a handshake, the local merchants presented Pedro with some new store bought clothes and money, and Miss Mashburn said a prayer.

These folks, they disciplined you, guided you, patted you on the head and rewarded you. None of us made our accomplishments on our own without the help of good folks and we all have special people in our lives.

Pedro can’t help but say thank ya’—to the people of Moultrie.

REMEMBERING THE TALQUIN INN AND THE QUEST TO REPLICATE THEIR “HOUSE SALAD DRESSING”

By Ann Maruszak Jo (Josephine Marie Vespa Taylor) and her husband Harry A. Taylor were the owners of the famous Talquin Inn Restaurant, which operated in Tallahassee from 1946 until 1986.

An April 18, 1946 article in the Tallahassee Democrat states, “after serving two years in the US Navy, Harry will open a restaurant specializing in seafood and Italian dishes.”

Jo’s husband Harry passed in 1982, with Jo passing in 2009.

The Taylor’s children are: Peter “Butch,” Stephen, Harry, Patricia, Johnny, and William “Bill.” After the Inn closed in 1986, Stephen, Harry, and Johnny each opened their own restaurants in Tallahassee.

The Talquin Inn was country farmhouse-style inside and out and Tina Porter as waitress and friend-to-all completed the picture. She loved meeting people and worked at the restaurant for over 30 years. You can imagine in those earlier Tallahassee times the easy, comfortable manner eating there was. Tina knew everyone and even if she didn’t know you, she treated you like she did. Members of the State Legislature frequented the restaurant regularly and nicknamed her "Olive Oil." Tina passed in 2015.

Today, the restaurant site is part of the West Tennessee entrance to Tallahassee Community College.

However, in the ‘40s it was identified as located at the intersection of SR20 and US90. The SR20 segment does not exist today. The road alignment was later changed to what is now called the Blountstown Highway. It was sometime between 1941 and 1949 that SR20 was constructed to turn left splitting off from US90, right in front of the Talquin Inn.

Off the menu, the Talquin Inn offered delicious prime rib and T-bone steaks panseared in a skillet, a friend always ordered her steak “Pittsburg-style,” heavily seared outside and rare inside. The bacon wrapped shrimp was a customer favorite and I thoroughly enjoyed the fried chicken.

Cuban bread baked by our local bakery, Tasty Pastry, was served with each meal along with butter and a house salad.

story is about the “House Cheese Dressing” and not about the “Wop Salad Dressing.”

me, to teach me a technique or to show me possible ingredients.

To this day, I remember everything about that dressing, the taste, color, viscosity, and appearance. I remember it so deeply that for the last 5 years I have tried to duplicate the recipe…from sensory memory and research. I have tried to find any clue that might guide me to developing a recipe to match it. I have learned though, that try as I might, it could be impossible to duplicate a 50-plus year-old recipe. Products have changed over time.

I recently learned that Newspapers.com holds the full archives of the Tallahassee Democrat newspaper. I was able to find 1980’s restaurant reviews by Lorrie Guttman and by Ashby Stiff, and all kind of mention about the restaurant dating from the ‘40s to the ‘80s.

The Inn was truly used as a “landmark” in Tallahassee back when 5 miles from the center of town was considered way out! It was used as a reference point.

If you traveled west of town places were referred to as being, next door, three miles west, or across the street, from the Talquin Inn.

This is my story of discovery, of Remembering the Talquin Inn. As I do not know any member of the Taylor family, I could not contact them for help. One of their salad dressing recipes was sold to Fincher Smith when the Talquin Inn closed for business, but I don’t know which one he purchased, the “House Cheese Salad Dressing” recipe or the “Wop Salad Dressing” recipe. He used the recipe when he owned the Paradise Grill in Tallahassee (what was previously a Tallahassee favorite, Mutt and Jeff ’s and is now the Midtown Caboose). I could not ask him either.

I first started the process of discovery by thinking about what food products were available in Tallahassee in the ‘50s–‘60s. I do not know when the recipe was first developed but took for granted that was in that date range.

Believe me, products were limited in Tallahassee. I remembered the dressing included cheese, but what kind and how was it incorporated to make a smooth dressing? I tried innumerable trials but could not find the cheeses to match the color and flavor I was looking for.

Then, one year, while shopping the “Alternative Christmas” at John Wesley Methodist Church, I came across jars of Talquin Inn Dressing for sale, presumably donated by a church member, probably someone from the Taylor family, and bought 3 jars. That enjoyment further marked my memory of the dressing, but I still had no knowledge of how it was made.

There were lapses of time when I gave up or lost interest in solving my challenge, then for some reason I would once again be inspired and go after it again researching online to find a similar recipe to guide 22 CAP SCAN - A CAPITAL MEDICAL SOCIETY PUBLICATION

A few years ago, while attending an Osher Lifelong Learning class at the San Luis Mission, I overheard a classmate say she grew up near the Mission. The Mission, is in the neighborhood of where the Talquin Inn was located at 2759 W. Tennessee St. I took the opportunity to ask my classmate if she remembered the Talquin Inn and she said yes, “I grew up with the Taylor children.” WOW! I asked her if she knew anything about the salad dressing and got my first clue. She said the recipe included three cheeses that were imported from Italy, but she couldn’t remember which cheeses those were.

It was a stretch to think that the Taylor’s actually imported cheese from Italy way back then, but I went with the clue anyway trying to figure out which cheeses were used, in what proportion, and what technique was used to produce the creamy dressing. After many attempts and many failures, I finally settled on three cheeses from Northern Italy, but after reading Lorrie Guttman’s article, I may have to do more tests using Romano cheese. I am doubtful that Romano cheese is used because Italians use ingredients produced in their region. The three cheeses I use come from northern Italy. Romano cheese comes from central Italy. Perhaps, though, the three northern cheeses together produced a Romano-like flavor that Ms. Guttman experienced. I will have to check it out.

So, on and on I went testing, but not quite getting there.

I knew the recipe would be solved when on tasting, you could not put the sample-spoon down, and needed another taste. The dressing was that good.

Recently, after renewed interest in research, I came upon the Facebook page “You Know You Grew Up In Tallahassee If…” and it was there that I saw

confirmation that the cheeses were likely imported from Italy. A contributor wrote regarding the “Wop Salad,” “Jo Taylor, the owner, was 100% Italian and she named it that. Wop love was in every salad.” Jo was in fact Italian, her maiden name was Josephine Marie Vespa and I suspect she had some sort of contact in Italy to import the cheeses, which were likely not otherwise available in Tallahassee at that time. Lidia Bastianich, recently stated on her television show that Italian food products were not readily available in the U.S. until the ‘80s.

The three cheeses I selected taste good in my recipe but I still have no guarantee those are the correct cheeses or if I am using them in the right proportion.

Two other challenges remained, was Hidden Valley Ranch Salad Seasoning used in the recipe, and what brand of mayonnaise was used?

Again, I conducted many trials, each of which I documented so I would know the results, and not repeat failures.

I believe that Hidden Valley Ranch Seasoning was used, but which one, the product that uses milk and mayo or the one that uses buttermilk and mayo?

According to Wikipedia, Steve Henson, creator of Hidden Valley Ranch Dressing sold the product via mail order and later to stores in the southwest before going national. In 1972, Clorox purchased it and has continued to reformulate the product for the household consumer, a process I believe that continues on. Today’s buttermilk version is way saltier than I remember and that version didn’t produce the taste I was looking for.

The milk version was better. The thing is though, I don’t remember Hidden Valley Ranch being a dominate flavor, nor do I remember that the herbs were very noticeable in appearance. Today’s milk version produces larger flakes of herbs than I remember.

For the Hidden Valley tests, I sifted the package to separate the powder from the herbs. I then ground the herbs with a mortar and pestle. Many tests later I arrived at a measurement for the powder and the herbs to use in my 2-cup dressing recipe.

Naturally, I also experimented with homemade versions of Ranch Dressing, in case the commercial version was not used in the recipe.

Now for selecting a mayonnaise. Again, after many trials using Hellman’s Mayonnaise, Blue Plate Mayonnaise, and Miracle Whip, I chose Kraft Mayonnaise. Hellman’s was too eggy, Blue Plate was too lemony, Miracle Whip was way off. After first not considering Kraft, I looked at the ingredients and recognized that the ingredients were similar to what I was using so I tried that product and have stayed with it.

Another challenge to perfecting my recipe was how was the cheese melted and incorporated into the mayo.

As I said, the dressing was smooth, creamy and had a wonderful mouth feel.

I tried any number of techniques. Was milk or heavy cream used to melt the cheese into a sauce? I settled on “real” heavy cream. Milk did not produce the desired viscosity and heavy whipping cream while OK was not what I think was used by the Taylors. I chose the “real thing” heavy cream without the added stabilizers that whipping cream has.

For the recipe, I heat heavy cream and a little cornstarch in a saucepot to 180 degrees and cook it just long enough for the cornstarch to cook, about 3 minutes. I grate the three cheeses and add them to the pot. The sauce is whisked, and brought back up to temperature at 180 degrees and cooked about another 3 minutes, but not to boiling! The cheese sauce is cooled and then placed in the refrigerator for an hour.

It's now mixing time, blend the mayo into the cheese sauce, add the herbs and the sifted Hidden Valley Ranch.

Then refrigerate overnight.

I think my version of the “House Cheese Salad Dressing” is as close as I am going to get to the original. My memory was formed in the late ‘70s-‘80s with a refresh about 7 years ago with the purchase of the three jars of Talquin Dressing.

The quest to replicate the “Talquin Inn House Cheese Salad Dressing” has been a joy but most importantly it has been a joy to read stories and comments from so many patrons who are also grateful for their Talquin Inn memories.

I honor and thank the Taylors and Tina for giving me a wonderful memory of good eating and hospitality, and of a more leisurely time.

The Impact of Private Support: The Capital Medical Society Foundation’s community of donors strategically help fulfill its mission “to support the charitable efforts of physicians and others, increase access to healthcare, promote education and serve the community’s health needs through innovative projects that are exemplary, affordable and dignified.” ➢ Access to healthcare is increased through gifts to the We Care Network and the We Care Network Endowment Fund. More than $124 million in donated specialty medical and dental care has been provided to low-income, uninsured patients since the program was created in 1992. In fiscal year 2020-21, which ended June 30, 2021, more than $8.4 million in healthcare was donated. Gifts support the operational expenses of the program including salaries and benefits of the case management team who coordinate the donated care. ➢ To provide incentives to keep medical students trained at the FSU College of Medicine in the Big Bend after completion of their residencies and help meet the growing demand for physicians in Florida, gifts to the CMS Foundation Scholarship Fund provide scholarships to FSU College of Medicine students who have expressed an interest in returning to the Big Bend to practice after completion of their residencies. $44,000 was awarded in 2021. An additional $1,500 was awarded from The Anesthesiology Associates of Tallahassee Scholarship Endowment. ➢ Gifts to the Capital Medical Society Foundation help provide operational resources for the Capital Medical Society Foundation. In addition, modest grants are awarded to area non-profits whose programs improve access to healthcare for the underserved. In 2021, the CMSF awarded a total of $15,000 in grants to Elder Care Services for their In-Home Services Program, the Big Bend Hospice Foundation for bereavement services, and to Lighthouse of the Big Bend for aids for the visually-impaired.
