The Capital Medical Society is pleased to announce Dr. Sergio Ginaldi as the recipient of the 2020 I.B. Harrison, M.D. Humanitarian Award. Each year, this award is presented to a physician who demonstrates dedication to the humanitarian values we associate with the late Dr. I.B. Harrison. These values include compassion, service, respect, wisdom, and integrity.

The Capital Medical Society is pleased to announce Dr. David Saint as the recipient of the 2020 Outstanding Physician Award.

This award honors a physician who has been a leader within the field of medicine and organized medicine while demonstrating clinical excellence and actively contributing to the education of future medical professionals.

Dr. Sergio Ginaldi is a retired board-certified radiologist, originally from Terni, Italy. He fondly remembers always wanting to be a physician, and he would work hard to turn his dream into reality. He graduated medical school from the Universita degli Studi di Perugia in Perugia, Italy, with a doctorate in medicine and surgery in 1972. He considered specializing in neurology or pediatrics but he decided he was more suited to radiology. He served his internship at Ospedale Civile di S. Maria in Terni, Italy (urology), and the Istituto di Anatonia, in Perugia, Italy (pathology). His residency was with the University of Siena in Siena, Italy (diagnostic radiology). Upon completion of his residency in 1975, Dr. Ginaldi returned to his hometown of Terni, Italy, and opened a private family practice, where he was responsible for 750 patients.

Dr. Saint is a board-certified cardiothoracic surgeon. He was born in Oneonta, Alabama, but he spent most of his adolescent years in Huntsville, Alabama. Early on, he thought he would become a dentist. His dad advised him to think of the happiest person he knew and pursue that field. The happiest person Dr. Saint knew was their dentist. However, during college, Dr. Saint’s path veered toward a future in medicine.

In 1984, Dr. Saint received his medical degree magna cum laude at the University of Alabama at Birmingham (UAB) School of Medicine, where he was ranked highest in his class for the final two years and received the Dean’s Award for the Most Outstanding

PROFESSIONAL NOTES A.D. Brickler, M.D. interrupted his retirement to share his life and career to a packed house on February 13, 2020, at the Governor Martin House as a speaker for the Tallahassee Historical Society. “There may be no more beloved figure in Tallahassee,” said Bob Holladay, President of the Tallahassee Historical Society. Although many knew that he retired after delivering 30,000 babies at the Florida A & M Hospital and the Tallahassee Memorial HealthCare, many were fascinated as he shared his family’s history, connections to giants in black history, commitment to education, and advocacy for civil rights.

Matthew Connor, M.D. with Tallahassee Ear, Nose and Throat, P.A. was invited

by Representative Loranne Ausley to serve as the House of Representatives’ ‘Doctor of the Day’ on February 6, 2020. Dr. Connor said, “I really enjoyed the opportunity to meet our representatives and discuss important health care topics like scope of practice. I also saw a few patients in the Legislative Clinic, and they were very appreciative for the care. It was a privilege to serve as Doctor of the Day.” Since its inception in the 1960s, the ‘Doctor of the Day’ program has delivered medical care to the members of the Florida Legislature and all legislative employees. Every year, the physicians of Florida have provided this important voluntary public service each day of the Regular Session.

Rohan Joseph, M.D. with Capital Regional Surgical Associates was invited by Senator Bill Montford to serve as ‘Doctor of the Day’ on January 28, 2020. "It was a wonderful, low stress experience! I had the opportunity to meet with a couple of legislators that are not from our district, and the nurses at the clinic were very hospitable," shared Dr. Joseph.

Andrea Friall, M.D. is among Tallahassee Community College’s thirteen honorees in the 2020 Cherry Hall African-American History Calendar that was released at a special event on January 27, 2020 at TCC’s Turner Auditorium. The calendar features residents who have exhibited leadership in any sector of the Leon, Wakulla, Jefferson, or Gadsden County communities, including the business, nonprofit, government, community grassroots advocacy, education, arts, law or religious sector. Dr. Friall is the chief medical officer for the Tallahassee Memorial HealthCare. Congratulations, Dr. Friall!

Drs. Colón, Dozier, Guzmán, and Chon hosted the 7th Annual Dentistry from the Heart Event at Periodontal Associates of North Florida on February 1, 2020. The event successfully provided free extractions, fillings, and cleanings to 175 patients. This was made possible by the support of 23 local dentists and over 130 hygienists, assistants, and community volunteers.

With the help of these volunteers, the event provided over $100,000 worth of free dental care to our local community. In addition to the dentists from Periodontal Associates, Drs. Allen, Bailey, Bastien, Boyd, Bruckheimer, Earst, Hartley, Kizirian, Lee, Lumpp, McLarty, E. Murrell, R. Murrell, Ortiz, Savardi, Shiveler, Swerdzewski, Thiry, and Turk volunteered.

Roshanda Dorsey, We Care Network Dental Coordinator, and Judi Wills, CMS Foundation Development Director, volunteered at the event this year.

Due to the unpredictable political climate in Italy at the time, Dr. Ginaldi decided to leave his country and relocate to the United States in 1978. He completed his fellowship at the University of Texas MD Anderson Cancer Center, St. Luke's Episcopal Hospital, Texas Heart Institute, and Texas Children's Hospital in Houston, Texas.

While at the Texas Children's Hospital, Dr. Ginaldi was working in pediatric radiology. Unbeknownst to him, Radiology Associates of Tallahassee (RAOT) was seeking a radiologist experienced in biopsies, ultrasound, and CT. He was highly recommended to Dr. Charles Williams with RAOT by one of Dr. Ginaldi's colleagues at Texas Children's Hospital, who was also a good friend of Dr. Williams. In 1981, Dr. Ginaldi was invited to Tallahassee by Dr. Williams.

In true Dr. Williams fashion, he picked him up at the airport in a pick-up truck loaded with hay and corn.

As the saying goes, "to know him is to love him," and with the warm southern welcome by Dr. Williams, Dr. Ginaldi immediately knew that Tallahassee would become his home. Dr. Williams would become one of his closest friends and colleagues. Dr. Ginaldi joined the excellent team of radiologists at RAOT in April 1981.

He faced several unique challenges upon arriving in Tallahassee. Some physicians in the medical community were put off by his very Italian personality and bluntness. Viewed as "different," he learned that physicians didn't trust his diagnoses and would seek second opinions from others at RAOT. Dr. Ginaldi could have conformed to our culture, but he has never shied away from a challenge and firmly admits that whether or not you agree with him, "what you see is what you get."

Dr. Ginaldi fully embraces the wise words from Italian poet, Dante Alighieri: "Segui il tuo corso, e lascia dir le genti." ("Follow your own road, and let the people talk.") He paved his own road in our medical community, and eventually, the physicians that were initially put off by his bluntness, his accent, and his Italian ways, later sought him out as their own radiologist. Even hospital administrators like M.T. Mustian and Duncan Moore came to respect his expertise in radiology, and he gained their trust. It was commonplace for his office at the hospital to be full of those seeking his expertise. Though his office was the smallest, he had a high volume of people coming in. He says of himself, "I'm an open book.

Like most radiologists, I'm a little crazy." He added, "Radiologists see things others don't see."

Dr. Ginaldi's skill, perseverance, enthusiasm, kindness, and compassion draw admiration from his colleagues, medical students, residents, patients, and the community. As said by his friend and colleague, Dr. Charles Williams, "He provided a dimension in radiology in this community that was needed and he started procedures that were typically available at larger medical institutions. He could have worked at any major institution, but he chose Tallahassee. He provided services that others would not tackle. He was a visionary. There is only one Sergio Ginaldi."

He engaged in many areas in the medical community. He held multiple positions at Tallahassee Memorial HealthCare (TMH), including Chair of the Department of Radiology and Director of Ultrasound. He was co-founder and co-director of the Swallowing Clinic. He served as the radiology representative to the Cancer Conference for 38 years.

He also served as the radiology representative to the chest conferences and trauma case review, and OB/ GYN, Surgical, and Medical Quality Assurance Committees. Additionally, he served as a volunteer physician in the Capital Medical Society Foundation's We Care Network.

He is credited with the advancement in double contrast GI evaluations, starting a swallowing program for patients with dysphagia, and implementing the use of CT for pulmonary emboli, acute renal stone disease, and small bowel pathology, as well as imaging-guided invasive procedures.

Dr. Ginaldi's passion is mentoring future physicians, especially those with interest in radiology. He was a Clinical Assistant Professor at the Florida State University (FSU) College of Medicine and has given many lectures to the residents in the TMH Family Medicine and Internal Medicine Residency Programs.

Dr. Don Zorn, former Program Director at the TMH Family Medicine Residency Program and the 2011 I.B. Harrison, M.D. Humanitarian Award recipient shared, "One of the tremendous benefits our TMH residents have had over the years is ready access to expert radiologists who would stop what they were doing to review images and offer guidance regarding future diagnostic and treatment plans. Dr. Ginaldi was always willing, 'Come sit,' he would say, patting the chair next to him. 'Tell me what you see.' Dr. Ginaldi was the first and most ardent physician to educate

our residents and all community physicians about the potential dangers of excessive radiation from diagnostic procedures. Dr. Sergio Ginaldi's life has been one of expert professional practice, consistent willingness to help others learn, service to many with heart and good humor, and great generosity."

He has always preferred the hands-on approach with patients. Although most radiologists don't seek patient interaction, he thrives on interaction with his patients.

His colleagues have noted the time and compassion he always exhibited to his patients. He said he prefers to be seen as genuine and a human being before being seen as a physician. It also meant the world to him when patients would come back and thank him for diagnosing them accurately, which ultimately saved their lives.

After many years of smoking, Dr. Ginaldi kicked the habit in 2006. He knew it was critical to encourage the younger generation to embrace a healthy lifestyle.

In 2015, Dr. Ginaldi was instrumental in creating the Healthy Kids, Healthy Lives Art Campaign, hosted by RAOT. In partnership with Leon County Schools, the RAOT invites third, fourth, and fifth-grade students to create and submit inspiring artwork that embraces tobacco abstinence, good eating habits, and regular exercise. Each year, RAOT judges the submitted artwork and selects 13 artists for the yearly calendar, and each of their art departments are awarded with a monetary donation.

Dr. Ginaldi has written over 30 national peer-reviewed articles including articles in the American Journal of Radiology, the American Journal of Neuroradiology, the American Family Physician, the American Journal of Emergency Medicine, the Journal of Computed Assisted Tomography, the Journal of Gastrointestinal Radiology, and the Journal of Family Practice.

He has given many lectures in our local community and afar. In 2016, he presented on the risks of radiation at our Capital Medical Society CME meeting. He has also presented at the Radiological Society of North America, the annual meeting of the American Roentgen Ray Society, the annual meeting of the American Institute of Ultrasound in Medicine, and the annual meeting of the European Congress of Radiology in Vienna, Austria, which is the secondlargest radiological meeting in the world.

Outside of medicine, he has been a world traveler.

His knowledge of the world and its people and cultures are limitless. He has visited Pakistan, the Congo, Mozambique, Iran, Borneo, South America, Djibouti, and Gabon, to name a few. He often served as medical director for teams searching for exotic species like anacondas and sharks for zoos. He always collected an item as a memento from every country he visited. His home hosts a museum-quality collection of artwork and oddities from this travels.

Dr. Ginaldi has been married to his wife, Robin, for almost two years. They've been together for 15 years, and she often accompanies him on his travels without any knowledge of their final destination, only a general sense of the type of clothing to pack. Dr. Ginaldi has three children: Gia lives in Silsbee, Texas, Joel lives in Macon, Georgia, and Marco who passed away tragically in 2008. He also has a stepdaughter, Jalyn who lives here in Tallahassee. He is a proud grandfather to four grandchildren, Jack, Giorgia, GianLuca, and Colt.

He comes from a family of talented Italian cooks. He taught himself many great Italian recipes, which he often shared with eclectic groups of friends. He loves entertaining and the lively conversations that would ensue.

There is no denying that his dedication to the medical profession and devotion to the art of medicine positively impacted the Tallahassee medical community. Dr. Ginaldi is a humanitarian and he fully embodies the values associated with Dr. I.B. Harrison: compassion, service, respect, wisdom, and integrity. To those who were fortunate enough to have known and worked with Dr. Ginaldi deeply miss his presence. As said by his close friend and colleague, Dr. Maribel U. Lockwood, "He was the Maestro. He was always open to lend a hand and compassionate when people around him needed support. To the people with the honor of being called his friends, he is a special human being; one of those people that will always be remembered for his good deeds and his wild, funny personality. He is an example of what a physician should be."

On behalf of all those associated with the Capital Medical Society, we say, "Congratulazioni (congratulations) to Dr. Sergio Ginaldi!"

I.B. “BUD” HARRISON, M.D.

WHO WAS I.B. “BUD” HARRISON, M.D.?

By J. Orson Smith, M.D. Again this year, we will honor a recipient of the I.B. Harrison, M.D. Humanitarian Award. I was asked to tell the many new doctors in this community who Dr. I.B. “Bud” Harrison was. He remains the icon in this community for an intelligent, competent, and compassionate physician. He was also a leader and role model to many family practice physicians.

Bud was 8 years older than I, but we were both Cardiology Fellows under Dr. Bruce Logue at Emory.

Dr. Logue was our role model. In 1961, while serving in the army at Fort McPherson and attending a Cardiology conference at Grady Hospital, Bud approached Bruce to ask if he knew anyone that might join him and Fred Butler in medical practice. Bruce pointed to me and said, “Orson will.” I always did what Dr. Logue told me to do.

said, “Well if it is, he ain’t no good.” Time certainly proved this to be wrong!

In the early 1970’s, Bud had a catfish fin him in the knee and he developed a pseudomonas infection, which led to the need for a Charnley fusion.

This made night call very difficult and he took a position as Chief of Medical Affairs at Tallahassee Memorial Hospital. This led to the most important contribution of his life, namely becoming a teacher in the Residency Program.

The following is an excerpt from Dr. Whit Oliver’s acceptance speech as he was awarded the 2010 I.B. Harrison, M.D. Humanitarian Award. He shared wonderful insight into Bud’s “make-up.”

“Dr. Harrison was loved by most and respected by all who knew him. Student During Clinical Rotations. While at the UAB School of Medicine, Dr. Saint became involved in organized medicine and attended the American Medical Association’s Annual Meeting as a Student Delegate. He completed a general surgery residency at the University of Texas Southwestern Medical School and Parkland Memorial Hospital in Dallas, Texas, during which he was awarded the San Angelo Surgical Associates Award for Most Outstanding Resident in General Surgery. He then completed a fellowship in thoracic surgery at the University of Michigan in 1991.

When making his decision on where to live and practice, he narrowed it down to Mobile, Pensacola, and Tallahassee. He has always loved the Gulf Coast. Ultimately, he fell in love with Tallahassee and joined The Heart Surgery Center in 1991. The name of the practice has changed over the years and is now affiliated with Tallahassee Memorial HealthCare (TMH) and Southern Medical Group. Despite the name change, Dr. Saint and his colleagues are committed to delivering quality care to their patients. In fact, Dr. Saint fondly shared that the 30-year sustained success of the TMH cardiac program is one of his most meaningful accomplishments in medicine. His colleague, Dr. James Totten, said, “He has been a steady and stalwart asset to the community. He brings a sense of confident, careful management of patients for cardiovascular care. As an anesthesiologist, it is reassuring to be assisting in the care of his patients.”

His passion to mentor future physicians is evident in his work with medical students and residents. Prior to the creation of Florida State University (FSU) College of Medicine, Dr. Saint spent several years teaching cardiac physiology to the Program in Medical Sciences (PIMS) students at FSU. The PIMS program functioned as a pre-medical school, requiring students to study for 12 months instead of the traditional nine months. he served as a member of the Admissions Committee for the PIMS program. Since 1997, he has served as Medical Director and Associate Professor in the Division of Cardiopulmonary Science at Florida A&M University. In this role, he supervises and assures the medical components of the curriculum for both didactic and clinical practice. Currently, he is a clinical preceptor for the FSU College of Medicine General Surgery Residency Program at TMH. Dr. Saint has been involved in many facets of the medical community. He served as Chair of the TMH Medical Staff, TMH Board of Directors, and the TMH Surgical Case Review Committee. He also served on several other TMH committees, including the TMH Medical Executive Committee, TMH Credentials Committee, CV Surgery Performance Improvement Committee, and the Operating Room Committee. Additionally, he served on the Board of Governors for the Capital Medical Society from 1993 to 1999, including as President in 1998. He has also been a generous volunteer physician in the Capital Medical Society Foundation's We Care Network.

In addition to his involvement in the Tallahassee community, Dr. Saint has spent years building relationships with cardiologists and vascular surgeons in Thomasville and Valdosta at John D. Archbold Medical Center and South Georgia Medical Center, respectively.

Since 2017, Dr. Saint has been affiliated with the Tallahassee Research Institute (TRI).

Founded by the physicians of Southern Medical Group, some of which are past recipients of the Outstanding Physician Award, TRI collaborates with Tallahassee Memorial HealthCare to bring advanced clinical cardiovascular research trials to the area.

2020 OUTSTANDING PHYSICIAN AWARD

He is a loving husband to his wife and partner of almost 40 years, Rhonda. She has been there throughout his entire medical journey, starting as college sweethearts at Samford University. They graduated in 1980, got married the week after graduation, and then Dr. Saint started medical school. Rhonda supported their growing family working as a CVSICU nurse during his time in medical school and residency. After moving to Tallahassee, she became the office nurse, and later practice administrator, for The Heart Surgery Center, until her retirement in 2017.

They have three children, David, Brandon, and Arie, and four grandchildren, Douglas, Julian, Georgia, and Sofia.

In his spare time, Dr. Saint enjoys spending time with his family, training bird dogs, fly fishing in the mountains, and spending time in the woods of North Florida and South Georgia surrounded by the peaceful and wonderful ecosystem.

On behalf of all those associated with the Capital Medical Society, congratulations to Dr. David Saint. He certainly exemplifies what we consider to be the qualities of an outstanding leader and physician.

NATIONAL DOCTORS’ DAY

WHAT IS DOCTORS’ DAY? WHY WAS IT FOUNDED? The first Doctors' Day observance was held on March 30, 1933, by the Barrow County Alliance, in Winder, Georgia. The idea of setting aside a day to honor physicians was conceived by Eudora Brown Almond, wife of Dr. Charles B. Almond, and the recognition occurred on the anniversary of the first administration of anesthesia by Dr. Crawford W. Long in Barrow County, Georgia, in 1842.

The Alliance immediately adopted the following resolution: "WHEREAS the Alliance to the Barrow County Medical Society wishes to pay lasting tribute to the Doctors, therefore, be it RESOLVED by the Alliance of the Barrow County Medical Society that March 30, the day that famous Georgian Dr. Crawford W. Long first used ether anesthesia in surgery, be adopted as 'Doctors Day,' the object to be the well-being and honor of the profession, its observance demanding some act of kindness, gift or tribute in remembrance of the Doctors."

This first observance included the mailing of cards to physicians and their wives, flowers placed on graves of deceased doctors, including Dr. Long, and a formal dinner. After the Barrow County Alliance adopted its resolution to pay tribute to the doctors, the plan was presented and passed by the Georgia State Medical Alliance in 1934 in Augusta, Georgia. The resolution was introduced to the Women's Alliance of the Southern Medical Association at its 29th annual meeting held in St. Louis, Missouri in 1935. Since then, Doctors' Day has become an integral part of and synonymous with, the Southern Medical Association Alliance.

Through the years, the red carnation has been used as the symbol of Doctors' Day. On March 30, 1958, the United States House of Representatives adopted a Resolution Commemorating Doctors’ Day. In 1990, Congressmen Mike Parker (D-Mississippi) and G. V. Montgomery (D-Mississippi) and Senator Thad Cochran (R-Mississippi) introduced legislation in the House and Senate to establish a national Doctors' Day. Following overwhelming approval 12

by the US Senate and the House, on October 30, 1990, President George Bush signed S.J. RES. #366 (which became Public Law 101-473) designating March 30 as "National Doctors' Day": Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That – 1. March 30, 1991, is designated as “National Doctors’ Day”; and 2. The President is authorized and requested to issue a proclamation calling on the people of the United States to observe the day with appropriate programs, ceremonies and activities.

Doctors’ Day is the result of dedicated Alliance members across the country. The enactment of this law enables the citizens of the United States to publicly show appreciation for the role of physicians in caring for the sick, advancing medical knowledge, and promoting good health.

MATTHEW COHEN, M.D.: AN APPRECIATION

By Frank Skilling, M.D. Matt Cohen, M.D. recently died after suffering the long-term effects of a severe stroke almost 20 years ago.

Matt was a contemporary of mine.

We both started practice in the summer of 1978 in Tallahassee: I in ophthalmology, Matt in family practice. Like me, Matt was a Miami boy. He’d come to Tallahassee from the University of Miami School of Medicine as a resident in the Tallahassee Memorial Family Medicine Residency Program in 1975. TMH had an excellent program because the residents had their own clinic without having to compete with other specialties which controlled patient access in university medical centers.

Matt was always an outlier. He had a shaggy beard, wore corduroy shorts with a jeweled belt buckle, and sported rimless spectacles. He wore Hush Puppies, a popular soft shoe, and white socks. At a time when physicians wore dress slacks with sport coats or suits and ties while they made hospital rounds, Matt strolled the halls of TMH with his multi-colored shirts sans ties. The local rumor was that he was a “hippie doctor” from Miami. He had a direct and sometimes confrontational manner that endeared him to some, but occasionally turned others off. He did not hide his opinions. He had inviolable principles: he hated smoking and would not accept as a patient anyone who currently smoked. He railed against smoking among the medical staff at a time when smoking was still permitted indoors, even in the hospital and the surgeons lounge. At the monthly Capital Medical Society meetings, Matt routinely stood up at the Silver Slipper Restaurant to propose banning smoking at the meetings. John Wilson, M.D., a cardiologist who was a heavy smoker, and Matt would have a verbal sparring match with John accusing Matt of prejudice against smokers who had a right to enjoy their cigarettes. Eventually, Matt prevailed, and smoking was banned from the meetings.

felt that women should have their pregnancies cared for by their family doctor. He continued to do hospital deliveries for his own patients for many years…long after most family doctors had quit obstetrics. He had a devoted staff who often accompanied him into the delivery suite even after office hours were over. He and his wife Leslie, an artist, conducted prenatal classes with cloth dolls that Leslie had constructed for the classes.

Matt was constantly concerned with education. He started his own medical publishing company to write, edit, and produce protocols for nurse practitioners to use in primary care. At the time, most physicians were opposed to using ARNPs to provide direct patient care, but Matt felt that licensed ancillary personnel were the future of medical care. He eventually published nineteen medical books and one book on raising orchids.

One characteristic of Matt that I always appreciated as a specialist was his insistence on talking directly with me when he wanted a consult. I remember being called out of exam rooms to speak to him about patients he felt needed immediate attention. He didn’t have his nurse call or send a written request. He did it himself. He would later remind me in person if he hadn’t received a written consult back from me. To me this is real primary care.

Unfortunately, Matt’s career was cut short by a stroke he suffered which rendered him unable to practice medicine. Although he regained some function and mobility, he lost the zest and strength needed to maintain a busy clinical practice. Even years later his former patients would relate to me stories about their encounters with Matt, which highlighted his concern and humanity for them and their families. He was a humanist who managed to fulfill all the roles that a physician should, and he wasn’t afraid to question authority.

Matt, Requiescat in Pacem. R.I.P. You were a mensch!

Matt believed in total family care. He accepted patients without regard to their financial status and counted FSU professors along with blue collar laborers in his practice. He loved obstetrics, and he CAP SCAN - A CAPITAL MEDICAL SOCIETY PUBLICATION 15

WAGING WAR ON ANTIBIOTIC RESISTANCE Implementation of Antibiotic Stewardship program to combat antibiotic resistance

prescribed antibiotics in VA primary care clinics were inappropriate.

Bond Community Health Center launches antimicrobial stewardship program in response to the local, and national issue of antibiotic resistance. This pharmacist led program aims at incorporating pharmacists early in the prescribing process to evaluate the clinical impact on drug resistance of the antibiotic stewardship program (ASP) in the primary care setting.

With the recent story, “Tallahassee ranked 14th among 100 cites with the highest STD rates”, primary care providers will be called to treat early and often.

Antibiotic resistance is one of the biggest public health challenges in society today. According to the CDC, at least 2.8 million people get an antibiotic resistant infection, and more than 35,000 people die from these infections. It is well established that increased antibiotic use is associated with antibiotic resistance of which a primary care setting is one of the major contributors. According to the Journal of American Medical Association (JAMA), in an analysis of antibiotic prescribing rates from primary care settings, it was estimated that antibiotics prescribed for 30% of the total visits were inappropriate. In a separate study by the American Society for Microbiology conducted in Veteran Affairs Health System (VA), approximately 76% of the

ED’S GIFT TO PEDRO

By Charles D. Williams, M.D., FACR, FAAP When Uncle Ed went to meet his maker in 1979 word was sent to Pedro to come and git the hoe and shovel that Ed promised him. They wudn’t worth much on the open market but they were worth somethin’ to Pedro.

Ed knew that. He knew Pedro would remember.

Ed Murphy was Mama’s half brother. Mama said he was an Irishman. She said that you could always tell an Irishman, but you couldn’t tell ‘em very much. That’s what Mama said.

In 1947 Mama told Pedro that because he had done good in school and that after he got treated for hookworms, he could go over to Uncle Ed’s and Aunt Lourene’s to spend a week pickin’ blackberries. It was hard to wait but the day did come. Me and the dogs (Pete and Repete) would follow Ed around in the fields while he checked on things, chopped things, and pulled things. Pedro tried to help by carryin’ the water jar.

One morning we got an early start and headed to the blackberry patch way down the road just-a-walkin’.

We stopped at the fork in the road to rest a spell and this rattle-trap car pulled up. The folks got out and we howdied and shook. They then asked Uncle Ed if it mattered which road they took to Pavo. Ed leaned on his hoe and studied on it and then replied, “No, it don’t matter to us.”

We then continued on to the blackberry patch and the dogs ran ahead. Bout then there was a loud yep from Pete. Ed told Pedro to stay put and he grabbed the hoe and high-tailed it to the yepping. Ed hollered, “rattlesnakes” and started chopping as fast as he could with two snakes and one hoe. Things settled down and bout the time Pedro got there Pete was deader than a doornail. Pedro started crying.

Elbert down the road heard the noise and came over to see what the racket was all about. Pedro, sobbing, looked at Elbert and said, “Pete’s dead.” Elbert then said that his grandmama died and he didn’t even cry. Pedro wiped his eyes and said, “Yeh, but you ain’t raised your grandmama from a puppy.”

Me, Ed, and Repete started looking for a proper place for Pete to be laid to rest. We decided that over by the fence behind the smokehouse was pretty good since there were some wild roses growing over there. That way Ed could keep check on him. We then laid Pete in the ground and started paying our proper respects. As Pedro leaned on Ed’s shovel, Ed talked about dog heaven, how things like this hurt, how it was O.K. to cry, that we needed to talk about things and other stuff I can’t remember. Ed didn’t have no Ph.D. and never heard of one. He didn’t finish the 4th grade, but wished he had. On that day Ed helped Pedro learn about death, hurt, therapy, support mechanisms, counseling, and bonding. Ed said that Pete had been faithful and that he had been a stomp down good ole dog. Ed then gave one more holy piece of scripture for Pete and we sang, “Love Lifted Me, Love Lifted Me, When Nothing Else Could Help, Love Lifted Me.” We picked up the hoe and shovel and headed back to the tool shed without saying a word. Upon entering the shed, Pedro asked, “Ed, when you die, can I have your hoe and shovel?” Ed smiled and said, “Yes, Pedro nobody but you.”

Ed picked Pedro up on his back with Repete following and slowly went to the house. Aunt Lourene saw us and hollered, “Pedro git all that dirt off your shoes.” Pedro hollered back, “Aunt Lourene I ain’t got on no shoes.”

We cleaned up and that day in 1947 came to an end.

Yes, Ed. Pedro did remember. On that day in 1979, Pedro picked up the hoe and shovel, lifted his head, raised his voice and once again sang, “Love Lifted Me.” Reprinted with author permission from More Simpler Times, Tales of a Southern Boy. HEAL THE HEALERS

I have never seen myself in any other role, working a boring job all day, ugh, what a bore.

I get to remedy the worries and problems people abhor, one after another it’s now at my core.

The art of healing people has always been my goal, I have given all body, heart, and soul.

Relying on the education I’ve learned and been given, I strive on adding years to a patient’s ideal living.

Hours of learning bent over the stacks of books, despite those around giving confused looks.

I know this is what I’m meant to do in life, but still geez, does it have to come with so much strife?

Looking to the future I thought people would be grateful, but at times the sick are just plain hateful.

What makes me any less of a person to you?

Just because I wear a coat, I can’t cry too?

We share the same emotions buried deep, full of worry at times and losing sleep.

A simple job from the outside looking in, you don’t see the stressful lows to which I’ve been.

Thinking this isn’t what my course was set for, did I decide to proceed through the wrong door?

The job of a healer seemed ideal when I set out, now making me look inward to banish self-doubt.

I’ll rely on the people who support my endeavors, deciding to give up, give in, NEVER! There are people who need me, and for this post I’m ready. Keeping my eye on the horizon and steady.

I have children, a family and would be mad too, if I had to hear the words I must convey to you.

The journey of my physician hood is not over yet, my good in this world has hardly been set.

The practice of medicine some days is so tough, the road to helping others eternally rough.

Next time seeing your local M.D., be grateful, say thank you. Who knows, they may need healing too?

Now I don’t want to lead you astray, being a physician predominantly makes my day.

MESSAGE FROM THE PRESIDENT Happy New Year! I am honored to serve as the Alliance President this year. This is my 5th year serving on the CMSA board, and my 6th year in Tallahassee. This organization has meant so much to me as I transitioned to Tallahassee, and I am grateful for the opportunity to be its leader this year.

Our new officers were installed at our first meeting in January by Carol Winchester (one of our own, and the Membership Chair for the FMAA).

In February, we will be learning more about our community outreach partner for this year, Life Town, a project sponsored by Progressive Pediatrics. “Life Town will be a campus comprised of businesses and educational opportunities for children and adults to learn life skills with a focus on supporting and educating people with disabilities or neurotypically developing children.”

We look forward to the Celebration Awards Dinner in March in lieu of a meeting. In April, we will be taking a tour of TCC’s Ghazvini Center and presenting our 2020 scholarship award. Our fall programs are still a work in progress, and we will have them scheduled soon!

How An Idea Becomes A Law Florida House of Representatives IDEA (comes from citizen, group, or legislator)

KEY POINT...

Representative decides that the IDEA should be a bill

House Bill Drafted

The Representative (also called a Member) contacts House Bill Drafting Services and requests a bill to be drafted. The Member may provide very detailed instructions or just the general idea. A staff member, called a “bill drafter,” will work with the Member and his or her staff until the Member is satisfied and a final draft is approved. Once approved, the idea receives a bill number (odd numbers only in the House) and is called a bill for the first time.

1st Reading is by publication in the House Journal

In accordance with Article III of the Florida Constitution, all bills must be read three times before being voted on. The 1st Reading is by publication of the bill number, its sponsor, and a short one paragraph description of the bill, called a title, in the House Journal. The Speaker will also refer the bill to one or more committees or subcommittees in the House. Committees and subcommittees are groups of Members appointed to review specific areas of government such as education, criminal justice, and agriculture, to name a few.

House Committee or Subcommittee Meeting

Once a bill is referred to a committee or subcommittee, it is reviewed for inclusion on an agenda.

The Chair of the committee or subcommittee will decide which bills should be heard. In 2010, of the 843 general bills filed, 488 “died” in a council or committee, never being heard. Once a bill has been heard and voted favorably by all of its committees or subcommittees, it is placed on a House Calendar signifying that it is available for 2nd Reading.

2nd Reading on the Floor is by consideration of the Special Order Calendar

Once a bill is on the House Calendar, that does not mean that the bill will be heard on the floor. The House has a special committee called the Rules & Calendar Committee that will determine when and if a bill will be sent to the floor for 2nd Reading. These bills are placed on a recommended Special Order Calendar. Each Special Order Calendar is voted on prior to the House considering those bills on a specific legislative day. Once a bill has been introduced and read on the Special Order Calendar, it is explained, questions are answered about the bill, and amendments are considered. This constitutes a bill’s 2nd Reading.

3rd Reading on the House Floor by consideration of the Third Reading Calendar

After a bill has been read a second time on the Special Order Calendar, it is taken up on 3rd Reading, generally, on a subsequent legislative day. This is the final reading of the bill prior to being voted on. Once a bill’s title has been read a third time, it is explained again, questions are again permitted, and amendments may be offered; at this point, amendments may only be considered by a 2/3 vote. The final action is for debate on the bill prior to the sponsor making a closing statement. The bill is then voted on by the Members of the House. Any bill not receiving a favorable vote “dies” on the floor.

Senate Consideration

Once the bill is passed by the House, it is sent to the Senate with a “message.” The Senate’s process varies slightly from the House’s process. The Senate may vote to pass the bill without amendments and return the bill to the House, refer the bill to a committee for consideration, or defeat the bill on the Senate floor. The Senate may decide to further amend the bill and pass it. If this happens, the bill is returned to the House.

Return to the House

If the House has received a House bill having been passed by the Senate without amendments, it puts the bill in its final form called an “enrolled” version. The enrolled version of the bill is then sent to the Governor for consideration. If the Senate has further amended the House bill, it is returned to the House for consideration of the Senate amendments. This “back and forth” consideration of the bill is an attempt to perfect the bill’s language by working out the differences, but generally ends after several exchanges by each side. At any time, either the Senate or the House may decide to abandon the effort of reaching a compromise and the bill dies. If the issue is important enough, however, the House and Senate may agree to appoint a conference committee comprised of Representatives and Senators to work out the details of the bill.

Consideration by the Governor

Generally, if the Legislature is in Session and has sent the Governor a bill, he/she has seven days to consider the bill while the Legislature remains in Session. If the bill is received after the Legislature has adjourned “sine die” (the 60-day Session has ended), the Governor has 15 days to consider the bill. The Governor may take one of three actions: sign the bill into law, allow the bill to become law without his signature, or veto the bill. If the Governor vetoes the bill, the Legislature may override his/her veto by a 2/3 vote of the Legislature during the next Session.

At any point of consideration, the bill may “die” for that legislative session, which means it will no longer be considered.

SOCIAL WORK: A LIFESTYLE

By Diana Bixler, We Care Network Program Coordinator As the month of March nears each year, we take the time to focus on social work and what it means to be in the human services profession. We are fortunate enough to be in a position that allows us to serve those most in need in our community. The We Care Network is comprised of the most thoughtful and caring individuals who are ready and willing to take care of others. Being the “middle man” is not an easy task. It is a difficult and delicate balance to effectively advocate on behalf of the patients as well as the donating providers. Our case management team does this almost flawlessly. I am proud of those representing the We Care Network, and it is very humbling to work alongside these individuals every day. I would like to take the time to spotlight each of their strengths and what they bring to this organization from my perspective.

Gregory Sharp is our case management associate. He has been with us for just over two years, and his position is to support all four case managers as well as the program coordinator with case management duties. Greg is usually the first point of contact, the first voice on the phone when someone calls, and the first face someone sees when they walk in. He has an infectious personality and tries to see the good in each day.

Greg’s strength lies within his positivity and his team-building skills, always supporting his colleagues and lifting them up.

Roshanda Dorsey is our senior case manager, Jefferson County case manager, and the Dental Coordinator. A MESSAGE FROM THE CMS FOUNDATION DEVELOPMENT DIRECTOR

WITH A GRATEFUL HEART

By Judi Wills, CMS Foundation Development Director It is truly an honor to serve as the Capital Medical Society Foundation’s Development Director. Before joining the CMS Foundation, I had been employed by two local foundations. I served twelve years as Development Officer for the TMH Foundation and worked ten years for the FSU Foundation. When the Capital Medical Society Foundation Executive Director, Pam Irwin, offered me the position of Development Director for the Capital Medical Society Foundation, I accepted the position with pleasure.

With 22 years of fundraising experience and a very personal connection to its We Care Network program, joining the Capital Medical Society Foundation team has been a fulfillment of my own desire to help improve access to healthcare in this community.

My family, my parents, and my brother and I were very close.

We grew up in Miami, Florida, and my parents, Jim and Betty, taught us from a very young age the importance of hard work, dedication, and putting family first. Therefore, when my brother Jim moved to Tallahassee in early 1996, with his wife Pam and their three children, my parents and I followed him. My parents sold their small printing business and retired to Tallahassee, a few months after my brother. Then, in 1997, I moved to Tallahassee with my two sons.

After several years of calling Tallahassee our home, Mom’s health began to decline. My Dad would call us whenever Mom ended up in the ER and was subsequently admitted, resulting in many hospital/rehab stays at TMH. She suffered from various healthcare problems, with neurological, cardio/ vascular disease, and digestive issues. My petite, strong-willed Mom used her lovely smile and sense of humor, along with my Dad’s dedicated love and devotion, to survive. During regular visits with her primary physician, she joked with the office staff, asking “are we done yet, I need to get my chocolate frosty at Wendy’s.”

In 2010, Mom’s beautiful smile eventually began to disappear as she began to lose all of her teeth one by one. This was a result of prescription medications and all of her healthcare issues. When my parents moved, they used all their financial resources to begin a new life in Tallahassee. They only had Medicare and no other health insurance.

Mom was terribly embarrassed to only have a few teeth left. She was unable to eat nutritionally-appropriate meals. My family desperately tried to encourage her to at least eat soft foods and drink one or two bottles of nutritional liquid supplements daily.

She lost a great deal of weight and eventually dropped down to only 80 lbs.

My manager at the time, past president of the TMH Foundation President Paula S. Fortunas, and Dr. James Stockwell (past CMS President) recommended contacting the Capital Medical Society Foundation and applying for help through the We Care Dental Network. I met with We Care Network Dental Coordinator Roshanda Dorsey that same day. She walked me through the We Care Dental Network eligibility screening process for Mom. Within two weeks, Mom had an appointment with Dr. Walter Colón.

After an initial visit at Periodontal Associates of North Florida with Dr. Walt Colón, Mom was scheduled for oral surgery for extractions.

The day of surgery came, and both of my parents were quite nervous. Everything went smoothly, and my Mom was impressed that Dr. Colón Judi and Dr. Walt Colón. walked my Mom and Dad to their car. She said, “He is such a gentleman!” After her gums healed, Roshanda scheduled an appointment for my Mom with Affordable Dentures to be fitted for her new dentures.

Mom’s health soon improved after surgery and acquiring the new dentures. After about six months of eating regular meals again, she was back to 105 pounds. Our family was thrilled to have our Mom back to a healthy weight and enjoying life.

My beloved Mom passed away on February 20, 2018, at 86 years old, surrounded by love and her family members. Sadly, my Dad, James G. Pafford, also recently passed away in November 2019 to join his sweetheart in heaven.

In loving memory of both of my parents, as the CMS Foundation Development Director, I will work hard to advocate for the CMS Foundation’s mission and to secure gifts to support its programs and initiatives to improve access to healthcare. With a grateful heart, my family and I will remember and appreciate the specialty dental care that Mom received from Dr. Colón through the We Care Dental Network.

The Capital Medical Society Foundation’s community of donors strategically help fulfill its mission “to support the charitable efforts of physicians and others, increase access to healthcare, promote education and serve the community’s health needs through innovative projects that are exemplary, affordable and dignified.” ➢ Access to healthcare is increased through gifts to the We Care Network and the We Care Network Endowment Fund. More than $105.4 million in donated specialty medical and dental care has been provided to low-income, uninsured patients since the program was created in 1992. In fiscal year 2018-19, which ended June 30, 2019, more than $7.4 million in health care was donated. Gifts support the operational expenses of the program including salaries and benefits of the case management team who coordinate the donated care. ➢ To provide incentives to keep medical students trained at the FSU College of Medicine in the Big Bend after completion of their residencies and help meet the growing demand for physicians in Florida, gifts to the Scholarship Fund provide scholarships to FSU College of Medicine students who have expressed an interest in returning to the Big Bend to practice after completion of their residencies. $50,000 was awarded in 2019. ➢ Gifts to the Capital Medical Society Foundation help provide operational resources for the Capital Medical Society Foundation. In addition, modest grants are awarded to area non-profits whose programs improve access to healthcare for the underserved. In 2019, the CMSF awarded a total of $10,000 in grants to Elder Care Services for their In-Home Services Program, the Big Bend Hospice for bereavement services, and the Lighthouse of the Big Bend to provide clients who have vision loss with the aids needed to manage their health and medical care independently.

Gifts to Honor and In Memoriam: You can make a gift to the CMS Foundation in memory of someone who has passed away or in honor of someone, such as a fellow physician, you hold in high esteem or has taken care of you or your family. The CMS Foundation will send an acknowledgement letter to those you memorialize and honor.

How to Give: Through the generosity of donors, funds have been created in order to establish financial stability to meet our mission.
