CALLING FOR NOMINATIONS FOR THE I.B. HARRISON, M.D. HUMANITARIAN AWARD AND THE OUTSTANDING PHYSICIAN AWARD The Capital Medical Society and the Capital Medical Society Alliance will host our seventeenth annual Celebration Awards Dinner on March 29th at the FSU University Center Club, in honor of Doctors’ Day. At the event, we will be awarding the I.B. Harrison, M.D. Humanitarian Award, a prestigious award initiated by Capital Health Plan, and the Outstanding Physician Award.

The criteria for the awards differ. The criteria for the I.B. Harrison, M.D. Humanitarian Award are predicated on the values that came to be associated with the late Dr. I.B. Harrison: treating all patients with respect and dignity. Dr. Harrison was known as the voice for the ethical, compassionate practice of medicine. He is not only the inspiration for the award, but its first recipient, as well.

We are seeking nominations from the CMS membership as both of these awards are awarded to physicians by their peers.

THE QUALITY PAYMENT PROGRAM: WHAT YOU NEED TO KNOW FOR 2018

Almost a year ago, Congress established the Quality Payment Program (QPP) under the Medicare Access and CHIP Reauthorization Act of 2015 (MACRA). While designed to improve patient health outcomes, encourage practices to spend wisely, minimize the burden of practice participation, and be fair and transparent, the program has been difficult for many medical practices to implement.

The government recently announced 2018 changes to this program. But don’t be dismayed. Many of these changes add flexibility and higher exemption requirements—welcome news to medical practices.

Medical practices will be most affected by changes made by the Centers for Medicare and Medicaid Services (CMS) to the Merit-Based Incentive Payment System (MIPS), one of two QPP tracks. Some of the major changes to MIPS that practices should be aware of are: 1. Category weights have changed, even though the four reporting categories and requirements remain the same: • Quality: 50 percent • Advancing Care Information: 25 percent • Improvement Activities: 15 percent • Cost: 10 percent 2. Important general MIPS changes/ updates include: • Performance threshold to avoid penalties increased from 3 points to 15 points.

• Virtual groups participation option offered.

• Low-volume threshold increased.

More small practices and eligible clinicians in rural and Health Professional Shortage Areas (HPSAs) are exempt from MIPS participation. o 2017 threshold: </= $30,000 or 100 patients o 2018 threshold: </= $90,000 or 200 patients • Five bonus points added to the final score of clinicians in small practices.

• Up to five points added to the MIPS final score for providers caring for complex patients.

• Extreme and Uncontrollable Circumstances provision added for providers impacted by natural disasters.

3. MIPS Quality category changes have taken place: • Quality reporting period increased to 12 months.

• MIPS performance improvement incorporated in scoring quality performance.

• Data completeness standards increased to 60 percent.

• Minimum scoring on measures that do not meet case minimum standards reduced to one point for large practices (16 or more providers).

• Caps on scoring limits on “toppedout” measures have changed. Six “topped-out” measures have been given a cap of seven performance points, rather than 10.

4. MIPS Advancing Care Information category changes have occurred: • Incentives added to encourage the use of 2015 edition Certified Electronic Health Record Technology (CEHRT).

• Exclusions added for the E-prescribing and Health Information Exchange base measures.

• New Advancing Care Information hardship exception added for clinicians in small practices.

• New Advancing Care Information hardship exception option added for clinicians whose EHR was decertified.

• Automatic re-weighting of the Advancing Care Information performance category score to Quality added for ambulatory surgical center (ASC)-based MIPS eligible clinicians.

5. MIPS Improvement Activities category changes have been made: • Total number of approved Improvement Activities increased from 92 in 2017 to 112 in 2018.

• Additional CEHRT-related Improvement Activities made available.

• Patient-Centered Medical Home (PCMH) certification threshold changed for full Improvement Activities credit.

6. MIPS Cost category changes have occurred: • Episode-based measures eliminated from the Cost category score calculation.

• Automatic re-weighting of Cost score to Quality added for clinicians who do not meet minimum case standards requirements.

• Improvement scoring added for Cost.

NOBEL PEACE PRIZE The International Campaign to Abolish Nuclear Weapons was awarded the Nobel Peace Prize for encouraging the United Nations to adopt a landmark treaty in 2017. This program was founded by Physicians for Social Responsibility (PSR) and the International Physicians for the Prevention of Nuclear War. MINUTES: CMS MEMBERSHIP MEETING NOVEMBER 7, 2017 The mission of the Capital Medical Society is to promote the practice of medicine for the ultimate benefit of the patient.

I. Business Meeting – Capital Medical Society A. Welcome – Dr. Tracey Hellgren, President, called the meeting to order at 6:30 pm. Dr. Hellgren thanked Westminster Oaks for use of their incredible facility.

Ms. Lora Wiggins, RAL Admissions Coordinator at Westminster Oaks, spoke to the members about their facility B. Dr. Hellgren welcomed and thanked our sponsors for the evening: Presenting Sponsor American Health Imaging – Whitney Eubanks and Kinzi Poole Displayer Janssen – Ryan Weaver C. Physician Wellness Program Update – Dr. David Stewart gave a brief update on the launch of the Capital Medical Society Foundation Physician Wellness Program.

The program launched on November 1 and is a new member benefit for Active and Associate Members of Capital Medical Society. More information about the program can be found in the brochures that were mailed to members in November.

III. CMS Foundation Annual Report Dr. Hellgren reported that the CMS Foundation recently published its Annual Report in the November Cap Scan.

She thanked the members for their support through donations, volunteering in the We Care Network, and attending the Holiday Auction. Dr. Hellgren asked all CMS Foundation Board Members in attendance to stand and be recognized for their service.

IV. Special Announcement – Strategic Planning Goals 2018 Dr. Hellgren announced that the Board of Governors met in September to review the strategic goals of CMS over the past year and to develop goals for the coming year. Dr. Hellgren reported that we accomplished many of the goals set in 2017. The goals developed by the Board for 2018 were made available to members.

Care Network Endowment Fund. More than $90 million in donated specialty medical and dental care has been provided to low-income, uninsured patients since the program was created in 1992. In fiscal year 2016-17, which ended June 30, 2017, more than $10.9 million in health care was donated. Gifts support the salaries and benefits of the case management team who coordinate donated care. ➢ To provide incentives to keep medical students trained at FSU College of Medicine in the Big Bend after completion of their residencies and help meet the growing demand for physicians in Florida, gifts to the Scholarship Fund provide scholarships to FSU College of Medicine students who have expressed an interest in returning to the Big Bend to practice after completion of their residencies. $47,000 was distributed to eight medical students in 2017. ➢ Gifts to Capital Medical Society Foundation help provide operation resources for Capital Medical Society Foundation. In addition, modest grants to area non-profits whose programs improve access to health care for the underserved. In 2017, CMSF awarded $10,000 in grants to Elder Care for their In-Home Services Program and to CMSF’s Physician Wellness Program.

Gifts to Honor and In Memoriam: You can make a donation to the CMS Foundation in memory of someone who has passed away or in honor of someone, such as a fellow physician, you hold in high esteem or has taken care of you or your family. CMS Foundation will send an acknowledgement letter to those you memorialize and honor.

How to Give: Through the generosity of donors, funds have been created in order to establish financial stability to meet our mission.
