EAST FELICIANA PARISH POLICE JURY
BY JAMES MINTON Contributing writer
The East Feliciana Parish Police Jury is considering amendments to its subdivision ordinance that would address drainage issues in large developments. The jury received the amendments from its engineering firm at its Oct. 5 meeting and set a 5:30 p.m. Nov. 2 public hearing before a possible vote. If adopted, the amendments would require a detailed hydrological and hydraulic analysis, also known as a drainage impact study, for six kinds of developments:
n Major subdivisions involving five or more lots, internal roads or dedicated public infrastructure. n Commercial and industrial developments, including expansions of existing developments. n Land clearing and large-scale fill projects, including any project requiring a land clearing permit or involving significant land disturbance, grading or site elevation changes. n Infrastructure improvements, including modifications to existing parish rights of way, public ditches, drainage canals or outlets.
n Increased impervious area, such as a development that increases the surface areas of roofs, concrete or paving. Projects with less that a 10% increase in impervious areas would be exempt. n Downstream capacity constraints, such as projects in watersheds known to have restricted downstream flow capacity. The jury requested the engineering study after receiving complaints earlier this year of drainage problems in two subdivisions on La. 964. One problem noted in the study is that outflow

Down a winding dirt road in what used to be a hunting site in St. Francisville sits the under-construction River Bend Campus data center, inching closer to opening. The first of four data halls is expected to be completed on the more than 600-acre site owned by Miami-based Hut 8 by early 2027, with the full site of Phase I ready in the next 14 to 18 months. On Monday, Hut 8 hosted a site tour of the future data center, drawing officials like Donald Trump Jr. and Gov. Jeff Landry to St. Francisville. The first phase includes a 600,000 square foot data center. At least two other buildings may be added in the future. Currently, more than 1,200 workers ranging from electricians to roofers are operating on site at all times, said Brennan Church, Hut 8 director of engineering, procurement and construction. Hailey Miller, senior director of public affairs for Hut 8, said once the data center’s construction is complete, there will be about 250 permanent positions. Miller said these jobs will range from everything from HVAC technicians to security operations. Hut 8 hosted a job fair and open house in July, where Miller said she saw a lot of excitement from area residents. “We need to make it our utmost importance to hire folks locally,” Miller said. “We’re working with the high school and making sure the curriculum is in line to teach certain skills that might be needed for the trade positions.” The River Bend Campus will run on a closed-loop system, meaning Hut 8 will cool the data center using over a million gallons of a water-based chemical that can circulate for about four to seven years until being taken off-site to be cleaned and brought back in, Church said. Despite being next to the Mississippi River, Church said they will not pull from the river to cool computers or other equipment. “The only local water that’ll be used is for things like the restrooms, and that’s about 10,000 gallons a day, which is probably the size of a small restaurant,” Miller said. Miller said the site’s insulated location will keep noise levels minimal and unnoticeable to local residents. Giordano Albertazzi, chief executive officer of Vertiv, said his company provides electricity and cooling for the data center campus. He said the River Bend site will be a “modular” center with a majority of the pieces built off-site and then delivered for installation. “The entire data center is looked at as a product, designed as a product,” Albertazzi said. “I think this approach is certainly an example to spearhead the industry, and (River Bend) is certainly a phenomenal showcase for that and a very advanced one.” Albertazzi said River Bend is very efficient energy-wise, and he believes the site will stand the test of time as the industry continues to modernize. “What is important is that when you build something today, it’s going to be future-resilient,” he said. “We are pretty excited about this site.” In a speech, Landry called data centers “digital factories,” and said digital factors, which are provided by these centers, are the “heartbeat of a modern economy.” “They connect us, they empower us to live our lives safer and more efficiently,” Landry said. “Without them, our world would feel extremely small, extremely slow and extremely less secure.”

History, art, community come together BY MELINDA RAWLS HOWELL
Contributing writer
History, community and art appreciation came together Oct. 6 in Clinton with the symbolic actions of two donated paintings. One went to the Clinton Volunteer Fire Department and the other to Feliciana Bank and Trust Company. It all started as an idea in a Clinton art class — to join in the 250th celebration of the nation’s birth and history by looking around at the parish and painting pictures of some of the historic structures, noteworthy buildings and other objects reflecting the area’s history. Caroline Harrell, who was then the volunteer teacher for the East Feliciana Council on Aging’s painting class at the Clinton site, came up with the idea. She encouraged the painting class members to participate. In some cases, she assigned the subject of the proposed renderings. They included familiar historic buildings, other structures and objects including the former water tower, and even vehicles from Clinton’s more recent past. Dennis Shilling, of Ethel, formerly of Independence and New Orleans, painted a fire truck. He was in Harrell’s COA class when he began. He said he only started painting at age 75, after he had retired, although as a young person he drew. The truck is a 1952 FMC 5 0 0 - g a l l o n - p e r- m i n u t e pumper, according to Fire Chief Doug Beauchamp. The truck, which was acquired about the same time the volunteer department officially
Joshua Dorsey rushed for 102 yards and one touchdown on 13 carries to lead West Feliciana to a 4914 victory over Parkview Baptist on the road Friday night, keeping the Saints unbeaten at 6-0. Quarterback Brooks Herbert was 16 of 23 for 156 yards with two touchdowns for the Saints, 1-0 District 3-A. Big plays fueled the Saints offense, with 15 plays going for more than 10 yards. West Feliciana also recovered three onside kicks, scoring on all three of the ensuing drives. “It was a total team win,” West Feliciana coach Terry Minor said. “All three phases operated extremely well.” West Feliciana will host district Port Allen, 30-2, on Friday.

Artist Dennis Shilling, center, holds the painting he donated recently while Fire Chief Doug Beauchamp, left, holds the photo of the fire truck in the painting. Assistant Fire Chief Fred Ey looks on. formed around 1953, was retired in 1979, he said. Beauchamp, who has been the Clinton fire chief for 20 years and a member of the volunteer fire department for almost 50 years, was joined by Assistant Fire Chief Fred Ey to accept the painting. Artist Shilling said he had previously come by the fire station and taken “a picture of the picture” of the truck. Beauchamp said the painting will be placed in the large meeting room at the fire station. The painting was given to recognize the department’s service to the community through the years and to offer thanks. Shortly after the first donation, the second occurred at Feliciana Bank in Clinton, where Caroline Harrell formally presented a painting she had done and had been on display in the lobby. The structure in the painting is
of the current bank building and, although a modern structure, it reflects the Greek Revival style often seen in the antebellum period. Jaye M. Bunch, president and CEO of the bank, which was established in 1904, accepted the gift. It will hang in the bank in the near future, he said. COA painting class members’ and other local artists’ paintings/art have been frequently displayed in the bank, Harrell said. The bank has been “one of our great supporters” in the Clinton community and surrounding area, she said. She expressed her thanks for the community’s support. No longer teaching at the COA, Harrell has started the East Feliciana Seniors Art Group and teaches some classes from her home in Jackson. If interested, contact her at (225) 719-1912.

EAST FELICIANA PARISH POLICE JURY

Continued from page 1G Trump Jr. praised Landry for helping make it possible for Hut 8 to move to West Feliciana Parish, saying it was “awesome” to see the community support the data center. “It’s amazing to see what happens when you have great leaders working with great companies to build companies, but also work in the local community,” Trump Jr. said.

Foundry, said that while he likes that Hut 8 is currently bringing positive impacts to the parish, he is nervous about changing one of the zones close to a residential subdivision to heavy industrial. “We have a lot of acreage that is not being used that is already zoned as heavy industrial,” Howell said at the meeting. “Do we have to rezone this? Or is there some kind of compromise that we can make to where we can keep them 2,000 feet from one of our older residential subdivisions?” Multiple members of the public, as well as Tom McVea on the zoning commission, opposed rezoning areas that Hut 8 would not immediately develop. They feared rezoning now would allow Hut 8 to build even closer to residential areas, as Phase II will be less than a mile from the closest residence. “I’m not going to vote for it until we get some guarantees; it’s that simple,” McVea said. Officials with Hut 8 said the site plan provides a buffer that they cannot develop on unless they have separate council approval. Community members were also concerned that zoning closer to residences could result in people being able to hear the data center. Hut 8 members present could not provide an answer at the meeting because the noise study was conducted more than two miles from residences. The commission deferred action on both, because commissioners want the parish attorney present to answer questions from members and the public. The next meeting will be the first Monday of November.
The West Feliciana Planning and Zoning Commission met Monday night to discuss recommending the approval of a rezoning request and a site plan for Phase II of the River Bend data center project. Phase II would develop about 180 acres of the site, with the remaining amount staying untouched to act as a “barrier,” Matias DuRei with Hut 8 said. It would build two buildings of about 568,000 square feet each, with substations and a switchyard. DuRei said potential benefits for residents include funding about $16 million in water improvements and working with the DOTD to improve U.S. 61, including the La. 964 intersection. “These efforts are intended to serve residents well beyond the campus gates,” DuRei said. “Alongside these benefits, our goal is to be a considerate neighbor and a positive part of the everyday life in West Feliciana.” Email Blake Leschber at blake. LSU AgCenter agent helps cooks master home food preservation BY MELINDA RAWLS HOWELL Contributing writer
Preserving a garden’s bounty and creating homemade gifts are just a few reasons people choose to can foods at home. On Sept. 13, residents from West Feliciana, East Feliciana, East Baton Rouge and Ascension parishes participated in an LSU AgCenter boiling water canning pilot program held at West Feliciana High School. The class was led by Layne Langley, West Feliciana and East Feliciana area nutrition and community health agent, and Bet Trujillo, Jefferson Parish nutrition and community health agent. Both are members of the LSU AgCenter State Home Food Preservation Work Group. The program provided participants with safe, research-based information on boiling water canning while giving them hands-on experience preserving food at home. Participants worked in teams to prepare and can pickled bread and butter zucchini. Each team practiced proper canning procedures, followed recommended processing times, and successfully preserved their own jars of zucchini. Through programs like this, the LSU AgCenter equips Louisiana residents with the knowledge, skills, and confidence needed to safely preserve foods at home, the agents said. Canning is an important and safe way to preserve food when proper methods are followed. One of the most important aspects of home food preservation is using reliable, research-based information. The LSU AgCenter State Home Food Preservation Work Group recommends the following trusted resources for home food preservation: “The National Center for Home Food Preservation,” “USDA Complete Guide to Home Canning,” “University of Georgia’s So Easy to Preserve,” “Ball Blue Book Guide to Preserving,” and “Ball Complete Book of Home Preserving.” The agents thanked West Feliciana High School ProStart teacher Delanea Buffalo and West Feliciana High School for allowing the LSU AgCenter to host the program in the school’s ProStart Lab and Kitchen. For more information about nutrition and health programs offered in West Feliciana and East Feliciana Parishes, contact Langley at lalangley@agcenter.lsu.edu.

Greater Baton Rouge Food Bank debuts mobile grocery store
Bains Elementary student selected for district honor choir
BY JOY HOLDEN
Staff writer
Kyra Muse was three weeks into her job as the nutrition services manager at the Greater Baton Rouge Food Bank when she was assigned as the program director for a mobile grocery store project. She said she felt overwhelmed with the large task, but she put her whole effort into it. Now, that project has come to life with the introduction of the food bank’s “Groceries on the Geaux” initiative, a 22-foot truck that will expand grocery store access in the city by providing fresh and affordable food. On Sept. 28, food bank employees, leadership and board members gathered to celebrate the launch of the mobile store. “This mobile market will travel into communities throughout our service area, particularly communities where access to fresh food is limited,” said Liz Pfifer, president and CEO of the Greater Baton Rouge Food Bank who has been with the nonprofit for 11 months. “Inside, our neighbors will have something that is extremely important to us: choice.” To start, Groceries on the Geaux will debut in Modeste in Ascension Parish this month, but it will eventually serve all 11 parishes in the Greater Baton Rouge area, including Livingston and West Feliciana Parishes. The goal is to bring affordable and nutritious food — fresh fruits and vegetables, dairy products, frozen proteins, shelf-stable foods and cooking essentials at discounted prices — closer to communities with limited access to full-service grocery stores. Feeding the world is about supporting communities and helping ensure that local families have access to nutritious food.” “Groceries on the Geaux” will be a certified SNAP retailer and accept cash, credit or debit as well. “There’s been an enormous amount of work behind what you see here today: months of work, months of lots of meetings, planning, logistics, operations, communications, coordination and countless details to bring us to where we are today,” Pfifer said in her closing remarks.
refrigerated sections for proteins and dairy and metal shelving for dry goods, canned goods and fruit. “A primary goal of the program is to increase food access,” Muse said. “We’ll partner with local organizations, our own pantry partners, community centers, parks and other trusted community locations to establish reoccurring market sites.” CF Industries out of Donaldsonville partnered with Mitsui & Co and JERA to provide a $1.797 million donation from Blue Point Fresh produce in the Number One, which has Groceries on the Geaux made the grocery truck truck possible.
