Parish to support state’s effort to pursue nuclear energy project BY JAMES MINTON

The East Feliciana Parish Police Jury expressed support via a resolution Sept. 21 for the state’s effort to land a federally backed project that could involve recycling spent fuel rods or other nuclear energy projects. East Feliciana could be in line for what the U.S. Department of Energy is calling a “Nuclear Lifecycle Innovation Campus.” The federal department is looking at five states for possible sites, including Loui-

The Louisiana Department of Conservation and Energy is meeting with officials of several parishes and is seeking resolutions of support from interested parish governments. Ed McGinnis, the head of startup company Curio Energy, and state officials met with East Feliciana police jurors and other parish officials on Sept. 17 to discuss a possible “nuclear campus” for
recycling spent nuclear power plant fuel rods to recover usable isotopes and reconcentrate the fissionable materials for new fuel rods. The officials said East Feliciana property off U.S. 61 in the Port Hudson area is a possible site for recycling spent fuel from the nearby River Bend nuclear power plant in West Feliciana Parish. River Bend’s spent fuel rods are first stored in a large pool of water
and later transferred to large steel and concrete casks for storage on the site. Eight East Feliciana residents spoke during the jury’s discussion. Several told the police jurors they were caught by surprise by the announcement, which was only publicized online by The Advocate earlier in the day. While some said they had questions, others said they opposed the jury’s resolution. Jurors said they also have questions about the proposal but added state officials were pushing for
the resolution by the end of September. “If we don’t do the resolution by the 30th, they’re going to take us off the list,” said Juror Richard Oliveaux, who lives near the site mentioned by McGinnis. A state publication given to the jurors says the federal energy department estimates that each NLIC will see at least $10 billion in investments, 5,000 direct full-time jobs and “billions in local tax revenues.”

Traveling from New Orleans to Jackson on Sept. 21, the Victory Belles, of the National WWII Museum, performed at the Louisiana Veterans Home singing and dancing. Music from the Big Band era, 1940s tunes and patriotic songs were performed. Some in the large audience joined in the singing during the show. The three Victory Belles perform at the Stage Door Canteen and at other special events at the museum complex. Veterans home residents and others in the audience expressed their appreciation by smiling, tapping fingers and toes, laughing and clapping during the presentation. Afterward, the belles talked with members of the audience individually thanking the veterans for their service. They also posed for pictures with the residents, their visiting family members, staff and others attending the special program.
Ean Hills ran for 139 yards and four touchdowns as West Feliciana kept its season slate clean with a 41-23 victory over Carencro on Friday night. Quarterback Brooks Hebert completed 8 of 18 attempts for 65 yards and one touchdown and Joshua Dorsey returned a kickoff 88 yards for another for West Feliciana, 4-0. “I am extremely proud of our coaching staff helping to mold our young men,” Saints coach Terry Minor said. “We played complimentary football due to an extremely high level of attention to detail from our coaching staff and players.” Kaleb Netterville led the West Feliciana defense with five tackles, including two for loss yardage. Collin D’aqulla had four tackles and recovered a fumble. Tarvious London and Da’Aron Sibley each had four tackles, with London having two tackles for loss yardage. Sibley had one tackle for loss yardage. The Saints are on the road at St. Helena College and Career Academy on Friday. West Feliciana has outscored its opponents by a combined score of 174-75 through four games and have scored 56 points on two occasions. St. Helena is 1-3, snapping a season-opening three game losing streak with a 34-18 win this past week .

The search of a St. Francisville property in the ongoing investigation into the disappearances of Madison Allen and Stephanie Hevia has ended, West Feliciana Parish Sheriff Brian Spillman said Sept. 23. Spillman said no human remains were found on the 15-acre Morris Road property, but evidence that may be connected to the disappearances was found and will be investigated. This search was part of a continuing investigation into the disappearances of Allen and Hevia. Thomas Morris, 44, is believed to be tied to their disappearances, Spillman said. Hevia, who was 38 at the time of her disappearance, is believed to have last been seen at the West Feliciana property in 2025. Allen, 32 at the time of her disappearance, is

He and other jurors emphasized that adopting the resolution does not bind the parish in the future. It “does not select or endorse a particular site, approve any permit or land use, appropriate or obligate parish funds, waive any legal requirement or limit the Police Jury’s authority to review any future proposal affecting East Feliciana Parish,” the resolution states. Juror Kristin Chasteen, who voted against the resolution, called for a delay in adopting it, saying the jury should have a special meeting to allow the public more opportunity to comment on the proposal. “You’re talking about serious damage to peoples’ lives … ruining their lives,” opponent Paul Davidson said.

Ryan Moore led the rushing attack with 134 yards on five carries, averaging nearly 26.8 yards per trip. Spillman said they were looking for human remains and other evidence that may help in the investigation. While they did not find remains, Spillman said the evidence they did find will be useful going forward. Kathy Gilardi Guidry, Hevia’s mother, said her family is grateful for the law enforcement agencies involved and continues to wait for more answers. “My family and myself did meet with the team of investigators yesterday afternoon and I feel that they have done an outstanding service for Stephanie and Madison,” Guidry said.

On Sept. 22, Zachary Police said they had found evidence at an Ash Street house owned by Morris that will be investigated in connection with the disappearances. That search started on Sept. 14, and officials said it had also been planned for weeks. The West Feliciana Parish Sheriff’s Office is now offering a cash reward for information leading to the resolution of the disappearances of Allen and Hevia.
