Plans proceeding to move School Board employees

BY JAMES MINTON Contributing writer

A major change to an almost hidden part of St. Francisville’s historic district could come later this year. At its Sept. 15 meeting, the West Feliciana Parish School Board received a timetable for tearing down the current central school board office and converting its footprint into additional parking and a prominent green space in front of the Julius Freyhan building. Final work on converting the former Freyhan school building into a School Board office and community center is nearing completion under a $1.18 million contract, the second to renovate the historic building. School Superintendent Hollis

Milton said the central office staff likely will move into the Freyhan building in mid-December, but he added that he may move into his new office before then. Some members of the staff will move into the Student Services Center at Bains Lower Elementary to be closer to the students they serve, he said. Lee Hammer, director of auxiliary services, said St. Francisville’s Historic District Commission has approved plans to demolish the board’s office and the Board of Aldermen will consider it on Oct. 13. The School Board will be asked to advertise for bids for the work next month, with a possible bid opening on Nov. 23. Hammer said the initial work in December will involve safely removing asbestos from the build-

ing, noting that some tile flooring containing the carcinogenic material was covered over with another layer of tile in an earlier renovation of the office. Also, the original roof shingles contained asbestos and were later covered over. The final demolition work should begin during the Christmas break and be finished by mid-March, Hammer said. The initial cost estimate for the project is $1.6 million. Plans call for the contractor to salvage brick from the office and use it to outline the green space between the Freyhan building and the edge of the bluff on which the school board office sits. Existing trees on the site will be preserved, according to the cur-

West Feliciana, playing up two classifications, rallied from a 14-0 first quarter deficit to defeat Class 5A East St. John 21-20 on Friday in Laplace. The Class 3A Saints won their third consecutive game to maintain their untarnished record to start the season. Ty London ran for 110 yards and one touchdown and Brooks Hebert completed 17 of 26 passes for 156 yards and a touchdown for West Feliciana. Hebert also rushed for 44 yards. “We did a great job of staying locked in and operated at a high level to get close by halftime,” Saints Coach Terry Minor said. “We took control of the game in the second half with a great defensive effort.” Following the home-standing Wildcats’ first-quarter surge, the Saints rallied in the second quarter to cut the halftime deficit to 21-14. The search for evidence tied to the disappearances of two women continues in West Feliciana Parish after police said nothing was found at a Zachary house believed to be connected to the case. The Zachary Police Department said officers searched a residence on Ash Street on Sept. 14, but did not find anything connected to the missing women. Officials said the search was planned for weeks and was part of the broader search in West Feliciana. The Ash Street house is where Thomas Morris, 44, once lived. He is tied to the disappearance of 32-year-old Madison ReNae Allen and Stephanie Hevia. Morris is believed to have been living at the Zachary property at the time of Allen’s disappearance in late November 2023. Hevia, who was 38 at the time of her disappearance in March 2025, is believed to have last been seen at a 15-acre property Morris owns in West Feliciana Parrish, Sheriff Brian Spillman said. West Feliciana deputies and other agencies continue to search the property on Morris Road in St. Francisville for evidence and potential human remains. Neither of the women’s bodies has been recovered. Fourteen federal, state and local agencies have assisted in the Morris Road search, and about 30 officers have been on the search site, Spillman said. Over the weekend, cadaver dogs searched and identified spots for potential evidence and remains. Spillman said on Sept. 10 that the search was expected to take at least a week to complete. As of Friday, it will have been seven days since deputies started searching. On July 19, deputies responded to a West Feliciana store after a woman called to say she was hiding in the bathroom. She said Morris brought her there to buy medicine and was waiting outside. Deputies detained Morris at the scene. The woman told deputies she had befriended Morris in Montana in early July, and he brought her against her will to the Morris Road address, where she could not leave or use her phone. Morris is now at the West Feliciana Parish Detention Center, booked on charges of second-degree kidnapping, illegal possession of stolen firearms and false imprisonment on a $500,000 bond. Spillman said anyone with more information in the case could help the investigation. Tips may be submitted to Crime Stoppers at 225-3447867 or the Sheriff’s Office at 225-784-3136. Continued from page 1G Havard to contract with an engineering firm to study the options for allowing unfettered access to Cat Island. “We need your help. … We need to get our timber out of the swamp,” said forester Stan Ard. Shannon Lemoine, of Mansura, said he is raising soybeans on 2,100 acres of land on Cat Island but cannot get the crop out of the area on the damaged bridge. Landowner Melvin Harvey, who said Havard “inherited that mess down there,” said hardwood trees are dying in the swamp but could be salvaged if they could be hauled out. Stands of cypress also need thinning, he said. Harvey said he believes a nearby landowner would allow the parish to build a low-water crossing near the damaged bridge that could be used until a replacement bridge is built. Council members and Havard discussed several possible solutions, including using old rail cars for the crossing. They said the engineer will recommend the most feasible solution in the near future. Emergency Care Starts Here Voters in West Feliciana Parish will consider a proposition to renew the existing ½ Mill tax that will provide funding for critical hospital services. Voters approved the hospital funding 10 years ago, and a vote YES will renew the funding for another 10 years. The proposition is a renewal of the existing tax and is not a new tax.

Election Day is Tuesday, Nov. 3. Early voting is Oct. 20-27.

West Feliciana Hospital is among the few rural hospitals in the state to own and operate its own EMS and Ambulance Service.

Serving over 10,000 residents, our EMS team answers more than 2,000 emergency 911 calls annually, providing lifesaving care when our community needs it most.

7.67-acre tract off Feliciana and Camellia streets in the Pecan Grove area of town as surplus to the school system’s needs and agreed to sell it, if a buyer can be found. The property, part of the larger old St. Francisville High School site, has a ravine on it and cannot be developed, Milton said, adding that it could be a liability to the board. The property will have to be sold without a title warranty, the board agreed. “Everyone says we own it, but we can’t find a title,” Hammer said. The board also set millage rates for this year’s property taxes at a total of 33.96 mills for general school support, the same as last year, and 6.25 mills for outstanding construction bond payments. The latter is down onefourth of a percent from last year because the amount of outstanding debt has decreased, Business Manager Misty Cook said. The board issued bonds with voter approval to build a new Bains Elementary School and make other improvements.

A former St. Francisville police officer has been indicted on a manslaughter charge in the 2022 case of a woman who drowned in a hotel bathtub, officials say. Richard Parsons Jr., 39, was indicted by a West Feliciana Parish grand jury on Tuesday, according to 20th Judicial District Attorney Sam D’Aquilla. Parsons resigned from the force shortly after Rene Horton was found drowned in the tub of a St. Francisville hotel room. Investigators at the time believed Horton had accidentally drowned, or possibly committed suicide, from an overdose of her prescription medicine. However, photos recovered from Parsons’ phone led authorities to later suspect he had given the woman drugs, D’Aquilla said last year. In August 2025, Parsons was arrested on a count of malfeasance in office for allegedly having driven around with Horton in his cruiser on the night of her death. He was re-arrested earlier this year on a count of negligent homicide in Horton’s death. Of the grand jury’s finding of manslaughter, D’Aquilla said, “I think Email Ellyn Couvillion at they heard the evidence ecouvillion@theadvocate. and considered the law in com.

returning the manslaughter indictment.” In Louisiana law, one of five definitions of manslaughter is when the offender “unlawfully distributes or dispenses a controlled dangerous substance of Schedule I through V of the Uniform Controlled Dangerous Substances Law, or any combination thereof, which significantly contributes to the death of the recipient who ingested or consumed the dangerous substance.” According to D’Aquilla, Parsons dropped off Horton at the Francis Hotel about 3:45 a.m. on March 7, 2022, just before the end of his shift. Parsons then returned to the hotel once he was off work. Parsons told investigators he found Horton drowned in the room’s bathtub, at which point he called police, D’Aquilla said at the time. The evidence on Parsons’ phone that led to the new charge in the drowning case showed Parsons in May 2022 performing a sexual act on a man who appeared to be unconscious. When police contacted the man, he told officers he had not consented to the act. Parsons was booked on a sexual battery charge in that case in October.

Within 30 minutes of a statewide stayat-home order being issued on a Sunday, planning started on just one day’s notice to transform a staff of 160 into remote workers. By the close of business Monday, employees at BBQGuys were prepped and overnight set up to work from home with help from the company’s IT staff. “We did everything to virtualize our call center,” said Corey Tisdale, chief executive officer of the Baton Rouge-based online retailer of grills and outdoor furniture. “We were pulling computers out of our office and giving them to employees so they could reconnect them at home.” When the company conducted a test to see how smoothly the work-from-home system was working at 7 a.m. Tuesday, it found the longest customer hold times were 45 seconds. After a few days of working remotely, the online numbers were looking good for BBQGuys, thanks in a large part to the millions of people who were staying home and looking for things to do. Sales were up slightly, social media traffic increased by 50% and orders for grills were particularly strong. “I’m proud of the whole crew,” Tisdale said. “When there’s a will, there’s a way.” Scores of businesses across Louisiana quickly adjusted to having the bulk of their employees working from home as offices attempted to keep people from

Americans brace for ‘hardest, saddest’ week of their lives BY JIM MUSTIAN and FRANCES D’EMILIO Associated Press

NEW YORK — Americans braced for what the nation’s top doctor warned Sunday would be “the hardest and saddest week” of their lives while Britain assumed the unwelcome mantle of deadliest coronavirus hot spot in Europe after a record 24-hour jump in deaths

that surpassed even hardhit Italy’s. Britain’s own prime minister, Boris Johnson, was hospitalized, 10 days after testing positive for COVID-19 in what his office described as a “precautionary step.” Amid the dire news, there were also glimmers of hope some hard-hit areas — the number of people dying appeared to be slowing in New York City,

Spain and Italy. The news was cautiously welcomed by leaders, who also noted that any gains could easily be reversed if people did not continue to adhere to strict lockdowns. The U.S. is still awaiting the peak, and Surgeon General Jerome Adams offered a stark warning about the expected wave of virus deaths.

In addition to the homestead exemption provided for in Section 20 of this Article, the following property and no other shall be exempt from ad valorem taxation: *** (P)(1) In addition to the homestead exemption authorized pursuant to the provisions of Section 20 of this Article, which applies to the first seven thousand five hundred dollars of the assessed valuation of property, an additional exemption shall apply to property receiving the homestead exemption that is owned and occupied by a person who is at least sixty-five years of age or older and who qualifies for the special assessment level pursuant to Article VII, Section 18(G) (1)(a)(i) of this constitution. The amount of the additional exemption shall be as follows: (a) For persons sixty-five years of age but not yet sixty-nine years of age, the next six thousand dollars of the assessed valuation of the property shall be exempt from ad valorem taxation. PRESENTATION OF WEST FELICIANA PARISH TOURIST COMMISSION’S 2026-2027 BUDGET BY EXECUTIVE DIRECTOR, APRIL MCGHEE April McGhee addressed Council with the 2026-2027 budget. Ms. McGhee stated that the priority of the Tourist Commission was to be conservative and intentional with its budget. The Commission’s goal is to bring visitors to the parish to stay overnight, eat locally, shop locally and experience everything West Feliciana has to offer. Ms. McGhee continued and stated that a personal goal of hers was to ensure that all of the local businesses and attractions are represented in its tourism marketing. For fiscal year 2025-2026, $255,344 was collected in occupancy taxes compared to $247,390 for fiscal year 2024-2025. In July of this year versus July of 2025, 9% more in occupancy taxes were collected. Mrs. Vice stated this only represents 30 days worth of revenue and expenditures with the new fiscal year beginning on July 1st. Many of the expenditures processed this month were applicable to the last fiscal year. Most funds are opening in deficit with exception of Funds 003, 112 and 405. Mrs. Vice advised that the $3.9 million prepayment from Hut 8 has been received and after discussions with legislative auditors, that will actually be revenue for fiscal year 2028; therefore, there will be budget revisions.
