A discussion about how Zachary officials issue checks to vendors who perform work for the city devolved into a series of fiery exchanges as Mayor David McDavid accused one City Council member of “trying to gaslight people” about government transparency and another of failing to live up to his reelection campaign slogan. The confrontation, described by a third council member as “an embarrassment,” erupted during the panel’s Sept. 8 meeting. At the heart of the debate was the city’s dual-signature policy for checks and how council members share
signing duties — something McDavid initially brought up, and raised frustrations about, at the prior council gathering on Aug. 25. Under a resolution passed in 2018, the mayor can’t cut any checks over $2,500 without a council member’s signature. Even though just one member’s signature is needed, it’s sometimes a challenge to get a hold of someone who can come to City Hall to sign checks so bills can be paid on time, McDavid said. “We sign checks between 45 to 48 times a year,” he told the council in August. “We need to get a schedule

because we’re calling, and sometimes people are out of town, not able to do it, and some people just not doing it at all.” He reiterated his position when the matter resurfaced at the Sept. 8 meeting. The topic was placed on the agenda for discussion by council member Ambre DeVirgilio, who was seeking clarification on city policies related to when and how invoices and accounts payable are presented to the council for approval. The conversation quickly turned to the issue of signing checks, however. City Attorney Jacqueline Wilson noted the value of the council’s participation.
“What is really the importance when you’re talking about the payable is making sure that disinterested multiple people are looking at the disbursements — not only the CFO, not only the mayor, but you all as the council, as that check on that power,” Wilson said. Council members get to see invoices and ask questions of city staffers when they come in to sign checks. That’s valuable information, said council member Jennifer Landry. She provided the following breakdown of how many times council members have signed checks in the current four-year

Vietnam Traveling Memorial Wall returns to Zachary after 30 years Community news report The Vietnam Traveling Memorial Wall is returning to Zachary for the first time in 30 years. The Vietnam Traveling Memorial Wall is a portable replica of the Vietnam Veterans Memorial in Washington, D.C. Created to bring this tribute to communities across the country, the wall gives families and visitors an opportunity to honor the brave men and women who served without having to travel to the nation’s capital. The wall bears the names of more than 58,000 U.S. service members who gave their lives or remain missing in action. For four years, Mayor David McDavid has worked to bring the wall to Zachary to honor the men and women who served and sacrificed during the Vietnam War.

out of 19 teams. Between the two teams, 15 swimmers competed and set 14 personal records in the events they swam. Peveto was pleased and indicated that “what they are training for is showing up in the water.” The ZHS girls and boys teams have no seniors this year and field a young team after qualifying five girls for state last year. When asked what she is looking for in this year’s team, Peveto indicated that “I just want to see how we improve and get better each day. “We look at everything that happens this year as a positive for what we are building for next year since everyone will return” Peveto said. In previous years, the Broncos have been seniorladen and Peveto has embraced working and building a young group. The Broncos practice Monday (cardio with longer swim yardage), twice (morning and evening) on Tuesday, Wednesday (yardage and pacing), Thursday (meet prep with race-specific skills) and Friday morning (endurance), and so the team is getting plenty of training and time to work on important skills like turns and starts. The Tuesday evening practice is referred to as “Technical Tuesday,” where they work on their primary stroke or as a group on a focus area for overall team improvement. Peveto welcomes back a single state qualifier from last year Gabi Morgan who Peveto indicated “will be strong in sprint events and backstroke.” On the boy’s side, Peveto will be counting on junior Griffin in the sprint events and sophomore Caleb Connor who Peveto notes “will be one to watch as he provides depth across

Landry interprets those numbers this way: “There’s only two council members that have been showing up, signing the checks and asking the questions.” Others disagreed. “I’m just happy that amongst all of us, there has not been a week when the checks have not went out timely,” Westmoreland said. She, along with LeBlanc, acknowledged that some of their colleagues are quicker to respond to signing requests. “There’s a message that goes out to sign,” Westmoreland said. “Sometimes people are first to jump at signing, and I have a full-time job. I don’t work in Zachary. And so, if I’m unable to get here to sign it, and someone else has offered to sign it, I

I don’t have to sit here because you’re worried about something. Go in there and ask people. You’ve got all the contracts.” “There’s no reason to get angry,” DeVirgilio said. McDavid shot back: “I’m not angry. I’m just tired of you trying to gaslight people with your nonsense.“ “Mayor, you’re out of or-
der,” DeVirgilio said. The two traded a few more words before LeBlanc asked to have the floor. Earlier in the meeting, McDavid invoked LeBlanc’s “Your Full-Time Councilman” campaign slogan in admonishing him to “come in here and sign checks.” “I really kind of resent that,” LeBlanc said, adding that he struggled to get to City Hall while dealing with driving difficulties last year. “I resent the fact that you tell a man I’m out to get him,” McDavid replied. “He flips me the bird in my own neighborhood.” LeBlanc pressed the mayor for details but didn’t get an answer. Instead, McDavid turned back to DeVirgilio. “To say I’m out of order — Ambre, you come in here and you run your mouth about a lot of stuff about transparency,” he said. “I’m going to tell you how I feel about it.” Westmoreland, head in hand, looked toward a camera recording a livestream. “I would like to just apologize to the public if you’re watching the meeting,” she said. “This is an embarrassment.”
