FROM THE HEART Nurse launches CPR foundation and training program for kids
BY MELINDA RAWLS HOWELL Contributing writer
The newly established CPR Bear Hero Foundation hosted its first training session with handsonly CPR for more than 40 children Sept. 12 at the presentation held in Jackson. The new nonprofit organization and its first training event were established and planned by Iesha Quiet-Chriss of Clinton, a certified CPR instructor, licensed practical nurse, for almost 11 years and mother of four. She is the daughter of Mary Williams and another nurse, Cary Quiet, of Jackson. Quiet has been a CPR instructor for more than 20 years and is also the Code Enforcement Officer with the Jackson Marshal’s Office. Quiet-Chriss credits her father as her inspiration in her book, CPR Heroes Save Lives. She wrote the children’s book to go along with the training that she wants to bring to schools. The book will soon be available at Amazon and other outlets, she said. Another who influenced QuietChriss is her grandmother, retired nurse Bessie Quiet Foster, of Jackson, and then there’s her uncle Philip Veal, who is also a nurse. These people attended and helped at her first ever CPR for kids training workshop along with many others, she said. Quiet-Chriss recruited most of the children and parents for the workshop and others joined in as the word spread about the planned event. They came from Clinton, Jackson, Ethel, Centreville and Greensburg, she said. The program was held in the VFW Community Center, which is known to many as the Jackson site of the East Feliciana COA.
A group trying to change East Feliciana Parish’s government got the first signatures on a petition Thursday during a meeting in Jackson. The parish is governed under the police jury system, with nine members elected from singlemember districts. The jurors elect a president and vice president from among themselves. A group calling itself, “East Feliciana Future Now,” has been holding a series of meetings around the parish to talk up the idea of changing to a home-rule form of government. Louisiana law sets out two methods for presenting a home-rule charter for the voting public’s consideration: n The Police Jury could decide to appoint a home-rule charter commission to draft a proposed charter for a parishwide vote. n A petition calling for a charter commission signed by at least 10% of the parish’s voters, and certified by the registrar of voters, would require the Police Jury to call an election to pick members of a charter commission.

quickly; were some of the questions with answers covered by Quiet and Quiet-Chriss. The children were split up and visited several stations/tables set up around the room as well as the large area with pads on the floor with mannequins. At certain points, Quiet-Chriss questioned the audience members and gave out stickers for correct answers and repeated the key points just covered. The children were instructed how to properly administer hands-only CPR if it ever became necessary. They practiced
Four players combined for 226 rushing yards and eight touchdowns to lead West Feliciana to a convincing 56-12 victory over Ferriday on Friday. Joshua Dorsey, Preston Matthews, Ean Hills and Ty London each rushed for two touchdowns and Hills totaled a team-high 78 yards on nine carries. Dorsey ran for 59 yards on eight carries, London had 57 yards on seven carries and Matthews recorded 32 yards on seven carries. East Feliciana averaged 7.5 yards per carry with seven runs of more than 10 yards. Quarterback Brooks Hebert was efficient, completing eight of 11 attempts for 78 yards, with one interception. Riggs Lanhoa led all receivers with two catches for 30 yards. “Great team win,” West Feliciana coach Terry Minor said. “Our offensive line and trio of running backs controlled the game.” “Lanhoa and Dustin Davis are two explosive young wide receivers with great skills and shifty in space,” he added. Minor commended the Saints defense for applying pressure on Ferriday’s talented dual threat quarterback Jase Harris, who threw for 22 touchdown and more than 1,500 yards a year ago as a sophomore. The Saints intercepted Harris twice.

Tamia Myles, of Ethel, shows the certificate she received at the conclusion of the CPR for kids event. Attendees also received a gift bag that included a tiny stuffed bear and a hero costume. The idea for the foundation, she said, was to get children ages 5-10 involved in learning how to help when there is an emergency and how to be a lifesaver — to know that they can be heroes. She mentioned stories that have appeared in the news from time to time about small children saving the lives of adult family members or friends because they know what to do when there is an emergency. The program began with Quiet asking the children when they should call 911. What is an emergency; when do you need to call 911; and what information is it important to tell the dispatcher

PETITION
Continued from page 1G When a charter is written, parish voters have the final say on whether it takes effect. Voters also can decide to amend the charter. The group has explained the charter concept at several municipal meetings, but has not approached the Police Jury to formally request it to appoint a charter commission. Dawn Davis, of Bluff Creek, said the petition drive began at the Jackson meeting. She said the group must obtain some 1,200 signatures of registered voters within 180 days to have an election for commission members. She said the clock started ticking with the first signature. About 75 people attended the meeting, at which committee members Juanita Parks and Jim Moss also spoke. Police Jury President Louis Kent and Jurors Keith Mills and Richard Oliveaux attended but did not speak. Davis said the purposes for changing the parish’s government include “creating jobs and security for our children and grandchildren and keeping our parish rural.” If the group is successful in getting the required number of signatures, the Police Jury would have 30 days to call for a vote on the commissioners on the next regular state election date. The petition is required to set out the number of commissioners to be elected and from what districts. To learn how to sign the petition, Davis said parish voters may contact her at (225)
276-0369 or send an email to info@EastFelicianaFutureNow.org. The group also has a Facebook page. Pointe Coupee and West Feliciana parishes have switched to home-rule charters in the last 20 years, using appointed commissions. Major Thibaut, Pointe Coupee’s elected president, attended the Jackson meeting, along with two of his council members, Sidney “Scooter” Lacoste II and Edward “Pop” Bazile. Thibaut said a home-rule charter is basically a “constitution” for how a parish wants its government to operate. Under the police jury system, Pointe Coupee’s 12 jurors were involved in the day-to-day operations in addition to setting budgets and policies, he said. The parish government now operates like “a CEO and a board of directors,” Thibaut said, with individual council members having no authority over personnel or the use of equipment. “The biggest difference for Pointe Coupee is that it’s forced us to have a parishwide approach,” said Thibaut, who served 11 years in the Legislature before winning the parish president’s job. Bazile served on the Police Jury for eight years and thought “it was the greatest thing since sliced bread.” He said he voted against the charter concept but now realizes takes a lot off the individual councilman. Lacoste said the parish president-council system makes for more focused and organized operations. “You’re going to have to elect a good parish president. That’s the key,” Lacoste said.
