Zachary school leaders are working to build an area where buses can turn around on East Flanacher Road — a step toward being able to pick up and drop off students closer to home after recently implemented bridge weight restrictions snarled bus routes in the area. Members of the school board heard that and other updates related to student transportation at their Sept. 1 committee of the whole meeting. New bridge rules put in place right before the beginning of the school year prompted changes to some bus routes, including along East Flanacher Road, forcing students to head to the Dr. Gaynell C. Young Center at Port Hudson to catch the bus. At a meeting last month, the board discussed concerns about students’ safety getting to and from the remote bus stop. Buses have been unable to reach some students living on East Flanacher Road because they can’t cross the bridge and there’s nowhere to turn around to head back down the road. That should soon change, as the school district has secured property to create a turnaround.

Plan to participate in Fall Fest The city of Zachary invites local businesses, organizations and individuals to be part of this year’s Fall Fest from 5:30 p.m. to 8:30 p.m. Oct. 2 in downtown Zachary — Lee, Virginia and Florida streets. An icy, sweet sno-ball is hard to resist in the heat and humidity of Louisiana. For students in Zachary High’s entrepreneurship program, those frozen treats also represent a chance to learn about operating a business and providing good customer service. The school recently unveiled Bronco Snow, a mobile sno-ball stand run by students. School Board members heard about the initiative at their Sept. 1 committee of the whole meeting. In the past few weeks, students have visited schools in the district to introduce the concept to teachers, and they sold sno-balls at Zachary High’s jamboree football game. Bronco Snow is set to roll out to several other events throughout the school year. The stand’s proceeds go back into its operations. It provides students a chance to learn valuable life lessons, said Jennifer

some of those good vibes to their customers. “Each cup, when they give it, the student has written a message on it — some kind of positive thing on it, and that’s really fun to see,” Marangos said. The Bank of Zachary and MIS Technology Group are sponsoring Bronco Snow.

Zachary school leaders are implementing initiatives focused on drug and overdose awareness, including the popular DARE program for fifth grade and guest speaker presentations for older students. School Board members heard about the drug education efforts at their Sept. 1 committee of the whole meeting. Later this month, middle and high schoolers will attend talks by Fentanyl Fathers and Victoria’s Voice Foundation, organizations that teach about the dangers of drugs and overdoses. Then, at 5 p.m. on Oct. 5, a forum open to the public will take place at Zachary High’s Visual and Performing Arts Center. “It’s an interesting presentation and one that is very real,” said Aeneid Mason, director of Student Support Services. “The fathers speak, so it is very real (to hear) of a child who passed from fentanyl poisoning. So the awareness in itself is, I think, a good thing to see. It’s hard to swallow sometimes, but it is a good and real-life presentation.” For fifth graders, Sept. 21 will mark the beginning of Drug Abuse Resistance Education, a 10-week program taught by a police officer. The program emphasizes resisting peer pressure and avoiding use of alcohol, tobacco and drugs. Board members applauded the work,

FEMA misses Comite River Diversion meeting BY GIGI LIMAN Staff writer

For years, supporters of the long-awaited Comite River Diversion Canal project have banked on the effort lowering flood insurance premiums once it’s complete.

With the finish line in sight, Louisiana lawmakers gathered Monday hoping to learn how and when those savings would arrive. Instead, representatives from FEMA, the federal agency charged with overseeing the updated flood risk map for the region, did not

show up. “It’s infuriating that they don’t think they owe the taxpayers an explanation,” said state Sen. Valerie Hodges, R-Denham Springs, chairwoman of the Comite River Diversion Canal/Amite River Basin Task Force.

FEMA notified Hodges late Friday that it would miss the meeting, which was attended by several lawmakers, task force members, representatives of the U.S. Army Corps of Engineers and officials

Zachary Hall of Fame 2026 Class announced The 2026 Zachary Hall of Fame has selected two former Broncos for this year’s induction ceremony on Oct. 15 with recognition at the Zachary High School game against Catholic High on Oct. 16. Both Keilon Brown and Jameson Fisher were outstanding former Bronco All-State performers who after their tenure at ZHS took their considerable athletic talents to college. Brown was a two-sport superstar for the Broncos, playing football for coach David Brewerton

and baseball for Jacob Fisher. Brown was a four-year letterman in baseball where he made All-District twice, was named to the All-Metro team twice and was

selected to the All-State team as a senior. During his time on the diamond, the Broncos advanced to the semifinals and quarterfinals twice. On the football field, Brown finished his career as the most successful, productive and decorated quarterback in Zachary history. He started at quarterback for four years, earned first-team All-District honors three years, including district offensive MVP and was first-team All-State three years.

He was the starting quarterback for the back-to-back state championship teams in 2017 and 2018 and was also named the state MVP twice. To say Brown was critical to ZHS’ football success is an understatement. He accounted for 13,268 yards and 159 touchdowns over his four-year career, where he led the Broncos to two semifinal appearances to go with his two state titles.

Continued from page 1G The district had to coordinate with East Baton Rouge Parish, which owns the road, on some initial steps to build the turnaround. “They actually installed the culverts today and covered them with dirt today,” business manager John Musso reported during the board gathering. “So we hopefully will have gravel tomorrow and can begin covering and determining” whether it will work for buses. First Student, the district’s transportation contractor, will test the turnaround before updating routes. “It’s right past the last child on that road,” Musso said. “You come back around and go back out.” First Student location manager Kyle Cutrer shared updates on a few other transpiration matters: n The state Department of Transportation and Development has revised its list of bridges that heavy vehicles can’t cross, reopening 10 bridges in the Zachary area to buses. Most Zachary bus air conditioners are performing better than the threshold specified by manufacturers, which is 20 degrees cooler than the outside temperature. But on days when the heat index rises above 100, it can still feel uncomfortable on board. “It’s a tin tube with hardly any insulation in it,” Cutrer said. “It’s just hard to cool it down that much.” n First Student will soon add eight new buses to the Zachary fleet. The vehicles have been delivered and outfitted with Zachary decals, but they don’t have license plates yet — and tracking down a notary or Office of Motor Vehicles location with school bus plates has proven a challenge, Cutrer said. He was hoping to get ahold of plates by the end of the week. n Excluding those new additions, the oldest bus in service in Zachary is 11 years old, and the average age is 6.7 years. First Student’s contract with the district allows a maximum age of 12 years. n First Student is running 54 regular routes and 10 special needs routes this year.

Hodges said FEMA did not provide an explanation. “I guess FEMA now means ‘I forgot everyone was meeting again, ” said state Rep. Roger Wilder, RDenham Springs. FEMA did not respond to multiple requests for comment. Along with increased flood protection, the 12-mile-long, $908 million man-made channel is poised to reduce flood insurance premiums for residents throughout the region. When it’s complete, the canal will

snake from the Comite River to the Mississippi River and be able to drain away the equivalent of 1,300 Olympic swimming pools every hour, passing that water onto the Mississippi instead of homes. The massive project comprises canals, lake closures, bridges, chutes and diversions. The canal, which broke ground in 2019 after decades of planning, will reduce the flood risk for homes around the region. And with that, their insurance premiums. But in order for insurance costs to decrease, FEMA must first assess how the project will change flood risk and update the federal floodplain maps used to determine which properties are considered at risk and, in turn, help determine flood insurance requirements and

rates. Exactly when FEMA will begin that process has become a source of frustration for Louisiana lawmakers. “People are having to move out of their homes because they cannot afford flood insurance,” Hodges said. Lawmakers at Monday’s meeting said FEMA has changed the benchmark it previously gave them for when the flood mapping process could begin. For years, lawmakers said, FEMA had told the task force that the mapping process could begin once the overall project reached 50% completion. The project is now 65% complete,

Lawmakers said that FEMA told them it would now start the mapping process when the final component of the project reaches 50% completion. It is unclear when FEMA first informed the task force of the change, but it was not discussed at its last meeting in January. That final component is the Comite River diversion structure,

which is not expected to reach the 50% mark until spring. Under that timeline, the resulting flood map changes and their impact on insurance would take effect in late 2027 or early 2028, according to a FEMA letter read during the meeting. Lawmakers said they would hold another task force meeting before the end of the year and will work around FEMA’s schedule to ensure its attendance. “I would like to build our schedule around FEMA so they can be here, so that they can answer those questions for us,” said Sen. Regina Barrow, D-Baton Rouge.

The Broncos went 45-12 with Brown as the starting QB including a COVID shortened 2020 season. Even in a shortened season, Brown threw for 2,806 yards and 31 touchdowns and rushed for 1,294 yards with 19 touchdowns. He was also named the All-Metro football offensive MVP three straight years and his dual sport success resulted in Brown earning The Advocate Star of Stars outstanding male athlete as a junior. Brown went on to play football at Memphis and Georgia State. Fisher played baseball for coach Jesse Cassard. After lettering as a freshman on the 2009 ZHS state championship team, Fisher proceeded to earn All-Metro and first-team All-District honors his remaining three years. He earned honorable mention All-State honors as a sophomore and junior and was first-team All-State as a senior when he was also named an All-American. During his junior season, when the Broncos advanced to the semifinals, Fisher hit 0.615 through the playoffs. Fisher’s senior year he was the Broncos team captain and was named the district MVP. During his time as a Bronco, Fisher set the ZHS baseball single-season records for batting average (0.544), on base percentage (0.598), doubles (20) and triples (7). For a career he holds the Broncos record for batting average (0.484) and doubles (34). Fisher’s talents led him to be drafted by the Chicago Cubs out of high school. Instead, he went to Southeastern Louisiana University, where he played baseball on a scholarship and earned a degree in kinesiology.
