Zachary chief of police asking to reorganize top jobs

Zachary’s police chief wants to add a deputy chief position to his department — a move he said will free up some time that he hopes to spend interacting with the community and completing other tasks. Chief Darryl Lawrence, who recently was reelected without opposition to a second term, told the City Council Aug. 25 that now is a good time to update the department’s organizational chart. “I’m getting ready to, in this next term
of mine, have a high turnover in my admin area,” he said. “My assistant chief is retiring. I have a captain that’s possibly retiring, so I would have to bring in new people.” Lawrence said it took nearly two years to train the assistant chief and captain when they were new to their roles. By creating a deputy chief position, Lawrence could “pick from a group of people that test for that position to find the one that I personally think, and probably know, can do the majority of those jobs and help me train while I am also able to get out
in the public and actually be the chief of police,” he said. He also is hoping for more time to work on grants and catch up on paperwork. The change must be approved by ordinance, which still must be presented to the council for a vote. Lawrence said the new position won’t come at any added cost. If the ordinance is approved, he plans to ask the Fire and Police Civil Service Board to eliminate one of the department’s two captain positions. “I don’t think I need two,” he said. “I have a patrol captain, I have an admin
captain and I have an assistant chief of police.” One captain currently supervises the detective, criminal information and training units; those duties would shift to the assistant chief under the new structure. The other captain supervises patrol and would continue to do so. Both of those people would report to the new deputy chief, who would rank No. 2 in the department. “The deputy chief would be tasked with the day-to-day running of the department when I’m not there,” Lawrence said.

An auditing process allows the department to see when an officer pulls footage from a camera. “That audit can be followed to that particular officer,” Lawrence said. “If it’s followed and found that an officer is excessively using the cam-
era, then we’ll have to find out why.” Lawrence described the cameras as a “big asset to us” and said they have helped officers make arrests in burglary cases. Still, some are uncomfortable with the cameras. Kate Villemarette, a Zachary resident, raised concerns about the devices during a public comment period, describing possible violations of constitutional protections against
unreasonable search and seizure and the potential for the cameras to be used for stalking. She noted the recent firing of a Jefferson Parish sheriff’s deputy accused of using Flock devices to follow an ex’s vehicle. “I ask the City Council: Why do we have a subscription with this company?” Villemarette said, urging leaders to stop working with Flock and get rid of the cameras.

The Zachary Rotary Club welcomed Courtney McCool Griffeth, associate head coach of the LSU Gymnastics program, as its Aug. 6 guest speaker. McCool Griffeth shared her journey, which began when she started gymnastics at 4 years old. That passion led her to become a 2004 Olympic Silver Medalist, NCAA champion and one of the nation’s most respected gymnastics coaches. Entering her fifth season with LSU, McCool Griffeth has helped elevate the Tigers into one of the premier collegiate gymnastics programs in the country. She was named the 2024 Regional One Assistant Coach of the Year and has coached numerous national champions and All-Americans while helping LSU become nationally recognized for its outstanding floor performances. Adding to her incredible list of accomplishments, McCool Griffeth was inducted into the USA Gymnastics Hall of Fame on Aug. 8. Before joining LSU, Courtney built a coaching and choreography career at the University of Utah, the University of Arkansas, Texas Woman’s University, and several elite club gymnastics programs across the country. She shared news about the upcoming season, noting that 21 of LSU’s 24 gymnasts will return, making this one of the team’s most experienced and talented rosters. Zachary Community School Board, District 5 Community news report Patrick D. Jenkins, 58, a Democrat, has announced his candidacy for the Zachary Community School Board, District 5, in the Nov. 3 election. Jenkins and his wife, Charlene, live in Zachary within District 5. Jenkins brings 35 years of experience in public education, according to a campaign announcement. He serves as chief operations officer for Jefferson Parish Schools and previously served seven years as superintendent of St. Landry Parish Schools, where he was named 2023 Louisiana Superintendent of the Year. Jenkins was one of the founding employees of the Zachary Community School District when it began operations in 2003. Over 13 years there, he served as a coach, assistant principal and principal at three Zachary schools, including as founding principal of Port Hudson Career Academy. “It was more than an alternative school,” Jenkins said. “It was a school that
Patrick Jenkins created alternatives for students.” He later served as the district’s director of operations and coached student athletes at multiple Zachary schools, including Zachary High School. He is a retired major in the Louisiana Army National Guard, with combat deployments in Iraq and Afghanistan and state active duty responding to natural disasters in Louisiana. He also holds a Ph.D. in public policy from Southern University and A&M College. Jenkins said his focus has always been on every student, every day, and his
investment in District 5 is both professional and personal. “I started here in 2003, when the district opened its doors. My children graduated from Zachary schools, and now I watch my grandchildren walk through those same doors,” Jenkins said. “I’m running because I want every child in District 5 to have the same standard of excellence that my children had.” Jenkins said his priorities are rooted in what he’s seen work: pushing academic outcomes higher through clear expectations and real accountability, keeping good teachers in Zachary classrooms, running safe and well-maintained schools, spending tax dollars carefully, and making sure parents and employees can reach their School Board. “I’ve spent my career turning plans into results — better graduation rates, balanced budgets, stronger schools,” Jenkins said. “District 5 deserves the same standard. I’d be honored to earn your vote on Nov. 3.”
Zachary Community School Board, District 5 Community news report Marty Dustin Nichols, 42, a Republican, who says he wants to bring a business approach to making decisions on the school board, is running for the Zachary Community School Board District 5 seat. Nichols has been a resident of Zachary since 2006. He is a graduate of Bethany Christian School in 2001 in Baker. He graduated from LSU in chemical engineering in 2006 and is employed at Riverland Industries as the site manager. He volunteers as the associate minister and youth pastor at New Life Worship Center in New Roads. He and his wife, Brittney, have raised their four daughters, Ava (junior at LSU), Sadie (freshman at LSU), Bailee (11th grade at Zachary High School), and Charlotte (eighth grade at Northwestern Middle) in the Zachary Community School system for the past 15 years. The school system has provided a wonderful edu-

He decided to run for school board representative this year so he can help ensure that the Zachary Community School system continues to reflect the views of the Zachary community and provide the best education experience for families in the state. He said he believes that it is the school boards’ responsibility to assist and equip
educators so that they can effectively meet the day-today needs in their schools and classrooms. He said he hopes to be able to retain the best teachers and administrators and position the Zachary Community School District as the top choice for parents in the Zachary community. “The Zachary system has established itself as a top performer in the state for many years and as we approach new educational challenges the system needs to have an understanding of the costs of decisions and need to ensure that we as a system can provide a sustainable model of quality education and electives so that our children are prepared for the world after their time in the school system,” Nichols said. Nichols said schools should be positioned to help equip students with skills and crafts to help them grow personally and professionally as they move into adulthood and the workforce.
Baker mayor installed as president of Louisiana Municipal Association Community news report The Louisiana Municipal Association officially welcomed new leadership during its 89th annual convention in Monroe on Aug. 6. Mayor Darnell Waites, of Baker, has been installed as the new president of the LMA, succeeding Mayor Ray Bourque, of Broussard, who now serves as immediate past president. Waites, who previously served as first vice president, now leads the organization representing more than 300 municipalities across Louisiana. He will chair the LMA Executive Committee and serve as the primary voice for Louisiana’s local governments during the 2026–2027 term. Waites is known for his dedication to equity, infrastructure and youth engagement in Baker. “Our strength has always been our unity, and it’s a profound honor to carry that legacy forward,” said Waites. “Over the past 100
