Minor, in his second season as a head coach, implemented an offseason program that focused on nutrition and body composition for all 85 players. “We saw an average of 13.5 pounds gained per player in the
offseason,” he said with enthusiasm and a pinch of pride. The Saints will be led by sophomore quarterback Brooks Hebert, an imposing signal-caller at 6 feet, 2 inches. As an eighth grader on a 2025 team that was defined by its youth, Hebert averaged 126 yards through the air, completing 54.4% of his passes, with six touchdowns. Slaughter Charter gets OKs to open new elementary BY CHARLES LUSSIER Staff writer
An A-rated charter school in Slaughter is poised to open a new elementary school in the town, but only if it agrees to cut its planned enrollment in half. Slaughter Community Charter School’s application for a new campus earned preliminary approval Tuesday. The Louisiana Board of Elementary and Secondary Education, or BESE, is expected to ratify that action when it meets again on Wednesday for its regular meeting. The new elementary campus would compete directly with Slaughter Elementary, which has historically served as a feeder to the charter school. It would also draw students from three public schools in Clinton and one in Jackson. The East Feliciana Parish School Board rejected the proposed school in January, prompting Slaughter Community Charter to appeal to BESE. More than a dozen district employees drove to Baton Rouge Tuesday to oppose the charter. “Why change what isn’t broken?” asked Sarah Moreland Guidry, who works in human resources. Guidry called it an “unnecessary school” that would undermine Slaughter Elementary. “It would be nothing more than a measure to divide our community,” she said. Stephanie Goudeau, the director of the charter school, said the new school is responding to parent demand for more options. “We don’t want to harm anyone. We just want to offer choice,” she said. BESE voted 9-2 in favor of the new school with members Conrad Appel and Lance Harris voting no. Slaughter Community Charter School, which opened in 2011, has close to 400 students in grades sev-

For years, the two schools had comparable academic performance. But since COVID, Slaughter Elementary has slipped to a C letter grade, while the charter has improved. East Feliciana Parish Superintendent Keisha Netterville said the school district just suffered a $2 million cut in state funding and would lose another $2 million over time if the new school opens. She said the school district has shown ample academic growth. “We should strengthen that momentum, not jeopardize it,” Netterville said. Kimberly Glascock, a supervisor of curriculum
and instruction and a former principal of Slaughter Elementary, said creating the new school makes no sense and will damage an already successful elementary school. “Slaughter Elementary has always been a shining light,” she said. “Please do not dim that light and divide our community even more.” The new elementary school in Slaughter is set to open in fall 2027. In an unusual move, it plans to start with sixth grade and add grades over time until reaching capacity in fall 2032. Unlike the current school, the new school would have a Type 2 charter that would allow it to enroll students from outside East Feliciana Parish. Students attending the new elementary school
who live outside East Feliciana would not be able to enroll in the secondary school since that school is open only to parish residents. Charter schools are public schools run privately via charters, or contracts. Cutting its enrollment in half is the price exacted by the Louisiana Department of Education before the state agency was willing to recommend the new school. Now, the new school would shoot for a total of 203 students once at capacity versus 420 students. German Gilson, assistant superintendent for school choice for the state agency, noted that East Feliciana has a limited number of school-age children, making it hard to justify a new elementary school that enrolled “400-some odd stu-

Te s t i f y i n g Tu e s d a y, Daspit said the charter group offered nothing innovative in its proposal and it lacked expertise in educating younger children. “Yes, they operate a successful secondary school, but can they scale it down to an elementary level?” Daspit asked. The East Feliciana school board, through the years, has resisted efforts to expand Slaughter Community Charter into the lower grades. In 2017, it rejected an application to convert Slaughter Elementary into a charter school run by Slaughter Community Charter. In 2025, Slaughter Charter sought to amend its contract to add sixth grade. The school district agreed, but would allow only 15 students to enroll — Slaughter Community Charter normally enrolls about 60 students per grade. The charter school then revived the idea of starting a new charter elementary school. This time, the new school plans to operate initially on the nearby charter school campus. Last year, 22 acres adjacent to the charter school were purchased, land that could serve as a permanent location for the new elementary school. Slaughter Elementary, with 466 students, is East Feliciana Parish’s largest public school. It educates 30% of the 1,600-plus students in the school district. Slaughter Elementary and the charter school in Slaughter combined educate more than half the students in the district. The almost 800 students in other district schools are about 84% Black and almost all qualify for public assistance programs.

Slaughter powerlifter wins world title

Exhausted after lifting more than a combined 1,700 pounds in four hours and unaware of where he stood in the competition, Noah Shotwell simply asked an official “Did I win?” The answer was the culmination of years of dreaming, countless hours of training, and endless sacrifices along the way. But the result was worth the effort for in that one response Shotwell was told he was a world champion powerlifter. Shotwell, on Aug. 20, won the Sub Junior Equip Weight Class Division at the 026 IPF World Sub-Junior and Junior Classic and Equipped Powerlifting Championships in Sun City, South Africa. “It has not really sunk in yet but it feels good,” Shotwell said shortly after his hearing those life-changing words. “It was a dogfight throughout (the competition) and it really put into perspective how hard this would be. “The competition was much higher than I ever had.” Shotwell lifted a combined 1,735 pounds, including 661 pounds in the squat, a 401-pound bench press and a 672.2-pound deadlift. Scott with his at 6-4, 235-pound size, could potentially emerge as Hebert’s go-to target. Anchoring the offensive line is left guard Nolan Daniel, who stands 6-4 and checks in at 300 pounds. Also protecting Hebert’s blind side is left tackle Henry Ordeneaux, packing 235 pounds on his 6-foot, 4-inch frame. Creighton Stout, 6 feet tall, 250 pounds, will be at the center of an offensive line that averages close to 250 pounds per player, proof of how Minor’s offseason is paying off. The Saints’ bulky defensive line features defensive tackles D’Aaron Sibley and Laszlo Chauser, each weighing in at 300 pounds. Chauser is 6-4 and Sibley 5-10. Defensive tackle Addison Scott, 6-2, 260, is also likely to pose problems for opposing offenses. Along with his offensive chores, Kharen Scott will also help solidify the defensive secondary. Minor has retained his entire staff from a year ago, an advantage from his maiden year when the coaches were all new. “We have been focusing on size and speed as well as mastering ‘operational excellence,’ ” Minor said. He also boasted that all 15 seniors from a year ago are enrolled in college this fall. Scott will also help solidify the defensive secondary. West Feliciana, which finished third in District 6-4A with a 6-2 mark, defeated Bossier 49-6 in the first round of the playoffs and Brusly 27-24 a week later in an overtime thriller. The West Feliciana Parish School Board heard plans Aug. 18 for a high school athletic hall of fame to honor top athletes from the past. Athletic Director Michelle Genre said the school’s athletic booster organization is sponsoring the project, which will honor recipients in three categories: male athlete, female athlete and stakeholder, someone who has contributed greatly to West Feliciana High School’s athletic program. The honorees must have been out of school for at least five years, and nominations will be accepted for people in-
volved in athletics since West Feliciana High School was formed in 1980 with the consolidation of St. Francisville and John S. Dawson high schools. “It’s been a long time coming, and something that needs to be done,” school Superintendent Hollis Milton said. Because the project is looking back 40 years to start, more than three recipients may be honored in the initial phase. who will not be named, will make the selections. The first group of inductees will be honored at the last home football game, and memorabilia associated with the winners will be displayed in a hallway of the school’s new gymnasium, Genre said. On another matter, the board approved a revised school admission policy, which Student Services Supervisor Lee Coleman said last month was designed to prevent students from other parishes or Mississippi from illegally enrolling in parish schools. Parents who are renting homes in the parish must make an appointment with Coleman and provide proof-of-residence
documents to enroll their children. Board members also learned that the district ended the last school year with a $148,333 deficit, but the shortfall was less than anticipated because of higher property and sales tax revenues. Business Manager Misty Cook said construction projects, including additional renovations of the Julius Freyhan building, were expected to cause a deficit of more than $500,000, but the increased revenues lowered the shortfall. The financial report shows the district had revenues of $43,820,134 and expenses of $43,968,457.
East Feliciana Police Jury seeks applications for parish manager BY JAMES MINTON

East Feliciana Parish police jurors voted Aug. 17 to seek applications to fill the post of parish manager, which has been vacant since David Amrhein quit the job in March 2025. Jurors did not say why they are re-advertising for applicants but said the action is not a negative reflection on the employees who have been running the day-to-day operations since Amrhein left. Jury President Louis Kent said the Police Jury’s operations have been managed well by the three employees in leadership roles: Secretary-treasurer
Yamesha Harris, Building Official Jeff Williams and Public Works Director Derek Hill. Vice President Chrissie O’Quin said the jury has had more done in the past six months under the trio’s leadership than had been done in the previous year. Harris also has served as interim parish manager in the interim. Application forms are available at the jury office, 12064 Marston St., Clinton, from 7 a.m. to 5 p.m., Monday through Thursday. The jury’s advertisement for applications sets the deadline for Oct. 29. The jurors took applications
for the job last year and interviewed several candidates without moving to hire anyone. Anyone hired for the post would have to be reappointed in January 2028, when jurors begin new terms, to keep the job. On another matter, jurors set a special April 17, 2027, election for the post of constable in Justice of the Peace District 1, the Slaughter area, after no one qualified earlier this month to run for the post in the regular Nov. 3 election. The office apparently has been vacant since earlier this year. Kent called for someone to volunteer to serve in the office, saying public service “is the
right thing to do.” In other action, the jury: n Set the jury’s property tax levy at 9.65 mills for 2026, which Harris said is the same as levied last year. The total includes 3 mills for the Health Unit and 2.5 mills for the Audubon Regional Library. East Feliciana has the lowest property taxes in the state. n Agreed to sell a lot at 3439 Cherry Street in Norwood to Kenneth N. Green for $904.61 without putting it up for public auction because Green is the adjoining property owner and has maintained it for more than a year. The lot became public property because the previous owner did not pay taxes on it.

The West Feliciana Animal Human Shelter seeks volunteers 18 and older to help in the cat house during Tuesday (high priority), Wednesday, and Thursday (high priority) morning shifts from 9 a.m. to noon or 12:30 p.m. The group is trying to train enough volunteers to add flexibility to the schedule and for emergencies. Duties include feeding and watering cats, washing bowls, sweeping, mopping, cleaning litter boxes and giving love. After the cat slots are filled, the group will look for volunteers for the dogs. Interested people can call the shelter at (225) 635-5801 and leave a contact number.
“I think it was all worth it because there has been a lot of questions about myself,” he said. “Going undefeated this past season has shown myself I am as strong as people say I am.” And with one seemingly unattainable dream realized because of his newfound belief in himself, his goals are now set higher. “It used to be I never shot for the stars academically but since this has come around, I am shooting for the stars because I know I can do it,” he said.

As of Friday evening, burn bans are in effect in East and West Feliciana parishes. The Bluff Creek Fire Protection Territory received a page at 5:12 p.m. Aug. 19 for multiple grass fires off Genola Road, between La. 959 and John Genola Lane. According to the Clinton Fire Department, it and members of Bluff Creek Fire Department, Woodland Fire Department and the Louisiana Department of Agriculture and Forestry worked together to contain the fire. Crews were on scene from approximately 5 p.m. until the last unit cleared around 11 p.m. The cause of the fire is undetermined but it was contained and being monitored as of Thursday. East Feliciana Parish’s burn ban was put in place Aug. 19 and dry conditions forced West Feliciana officials to enact a burn ban Friday. The Feliciana parishes joined 21 other parishes that had bans in place, according to the Louisiana Department of Agriculture and Forestry, the lead agency in establishing burn bans. East Feliciana is under a medium fire danger level, according to the state burn map maintained by the department.

G. Discuss and Approve Changes to Coaching Stipends Mr. Hollis Milton presented a proposal to restructure the coaches’ longevity stipend to incentivize long-term retention. Under the current model, coaches do not qualify for a stipend until their fifth year of service at $125, with a maximum cap of $1750 reached at year 30. The proposed model would eliminate this four-year waiting period by granting a $100 stipend per year of service, scaling annually to a new maximum cap of $2,500 at year 25. Approve Insurance Renewals (Health, Dental, Vision, Disability), FY 2026-2027 HUB International reported a 16.1% medical plan increase for October, alongside a 5% dental increase and a 25% increase for long-term disability.
