Jerry House needed a job. When Attorney General Liz Murrill’s office presented a grand jury with charges against LaMont Cole — Baton Rouge’s schools superintendent and former Metro Council leader — they secured indictments on money laundering, malfeasance in office and two counts of conspiracy to commit bribery, but not bribery itself. That distinction is important, legal experts say, because it means prosecutors won’t actually have to prove that Cole received money from a bribe. Instead, Murrill’s team will need to show two things happened in order to prove the conspiracy: First, that Cole and his Cole alleged co-conspirators agreed to set up a bribe and, second, that they took some step toward executing a bribe — even if investigators can’t find the money itself. House joined thousands of fortuneseeking workers who are transforming rural Richland Parish, posing an extraordinary challenge of where to temporarily house all of them for what might only be a short-term gold rush as the data center gets built. Gov. Jeff Landry announced in July that Meta is expanding its investment at Hyperion to $50 billion, from $10 billion. The data center, whose massive computational capacity is designed to power Meta during the AI revolution, will now occupy five square miles and is scheduled to be fully operational in 2036. All

of this is taking place in a parish with only 19,500 residents according to a 2025 census estimate. Local officials estimate that 8,000 to 10,000 workers are laboring to build it. Many of them live at several dozen newly created RV camps in Richland Parish that enterprising residents have established on plots of land, big and small, that they own. The Richland Parish Police Jury faced pushback after recently prohibiting residents from putting four or more trailers on their property without providing bathrooms and showers on-site.
A 14-acre tract on the north side of Kaplan has sat empty for decades, despite being ready for development. Ricky LeBlanc and a business partner bought the property several years ago and proposed building 40 mobile homes there, but city officials rejected the plan. Nothing happened after that until LeBlanc got a call from the previous owner, longtime city engineer Gene Sellers, about six months ago that changed everything. “He said, ‘Did you hear anything about SpaceX?’” LeBlanc said. “I didn’t know if it was going to happen. He said, ‘It’s going to happen. There’s no doubt. Look, you’re going to have a hell of an opportunity.’” Now, with Gov. Jeff Landry expected
