Work to begin on erosion problems ST. FRANCISVILLE
BY JAMES MINTON
Contributing writer
Contractors will soon be working to correct erosion problems at more than 30 locations around St. Francisville. The Board of Aldermen approved a $2,496,697 contract with Arbour Construction LLC for the project at the board’s Aug. 11 meeting. Mayor Andy D’Aquilla said after the meeting that he is excited to see the project get started because of the amount of pre-construction work that had to be done to seek bids. The town received a $3.2 mil-
lion state appropriation for erosion control and already has spent about $700,000 on some projects. D’Aquilla said the work is not meant to correct erosion solely occurring on private property, but may extend to private property. Each site is related to erosion around a town-owned gas line, water main, sewage lift station or other utility. “It’s where erosion was caused by the town,” he said. To get the project ready for bids, each site had to be surveyed and engineers had to come up with an
erosion control solution that met state approval, he said. The town also had to obtain rights-of-way from property owners in some cases. With $2.5 million available to spend, the town’s engineer was able to add the town’s Old Market Hall to the project list, D’Aquilla said. Although some work to stabilize the hill on which the building is perched had been done earlier, the contractor will now add a support structure to a retaining wall on the site. On another matter, the board voted to abandon an unused portion of the Prince Street right-of-way that was shown on a town plat from the

1890s but never developed. Jacob Salm asked for the revocation. The board tabled a request from Jeremy Felton to divide a lot on Hartson Street into two smaller lots. D’Aquilla said the proposal is allowed under the town’s ordinances, but nearby property owner Belton Didier said a drainage pipe runs through one of the proposed lots. John Luke Charlet, who wants to buy the property where the pipe is located, said he would return with an engineering plan to reroute the drainage. The board also set Halloween Trick or Treating from 5:30 p.m. to 7 p.m. on Thursday, Oct. 29.

The West Feliciana Parish Council approved a rezoning request Aug. 10 for a proposed recreational vehicle park on U.S. 61 at Wakefield. The zoning change met with both opposition and support from area residents, and the Planning and Zoning Commission had recommended denying the request. With council member John Thompson absent, the request was supported by members Jerry Tanner, Dwight Pate and Tab Ballard. Justin Metz cast the lone dissenting vote. Emile Marchive III told the council he planned to develop a multimillion-dollar luxury RV park on 99 acres of his 985-acre property, including a 50-60 acre fishing lake, in three phases, starting with 16 concrete parking pads for RVs. He said the development will not turn into a “trailer park” or “man camp” for workers building the Hut 8 data center south of St. Francisville. The parish’s zoning ordinance specifies that RV parks are limited to 14-night stays to any one visitor, several people noted, although some questioned who would enforce the restriction at Marchive’s park. Opponents listed possible trespassing on their property, possible noise from the campers, and potential traffic problems as reasons for the council to deny the request. Mark Anderman said the size of the project concerned him. “This is a huge thing; it impacts the whole area,” he said. But others said it will contribute to the parish’s tourism industry and visitors will contribute to the economy.

Students and staff return for new year in East Feliciana Community news report
East Feliciana Public Schools welcomed students for the first day of the 2026-2027 school year Aug. 11. “It was a joy to see each of our campuses filled with a sense of excitement and opportunity,” said Superintendent Keisha L. Netterville. “From high quality instruction in all classrooms, individualized interventions for all students, and expanded opportunities like our Early College Academy, the future continues to be bright in East Feliciana Public Schools.” During the 2025-2026 school year, East Feliciana Public Schools maintained a district letter grade of B for the second consecutive
year, based on the results of the 2024-2025 state assessments. The district continued this trajectory of growth on 2025-2026 state assessments: Of all school districts in the state of Louisiana, East Feliciana Public Schools ranked No. 2 for growth in percentage of students performing at the Mastery level and above. East Feliciana High School was the topranked high school in the Baton Rouge region for growth in Mastery and above. “We are so grateful for all of our families, employees and students for setting such a high standard of excellence,” Netterville said. “As one community with one vision, we’re excited to see this excellence every day.”

Author Kathryn Stockett draws 500 women to Louisiana for a night of sisterhood BY JAN RISHER
Staff writer
Before 5 p.m., Aug. 5, the steps of St. Francisville’s Freyhan Center were filled with women in colorful dresses. The women had come to hear Kathryn Stockett, author of “The Help,” talk about her new novel, “The Calamity Club,” a story the author says is about sisterhood. The event was free. My best count put the crowd near 500 people — some of whom spent the evening in the overflow rooms, where they couldn’t see but could hear Stockett. The evening existed because Missy Couhig, owner of The Conundrum bookshop, went to hear Stockett at a similar event hosted by Dixon Books in Natchez, near Stockett’s Mississippi home. Couhig waited until the end of the event and asked if the author would consider coming to St. Francisville. Despite a recent expansion, Couhig’s bookshop was too small to host, so she contacted the recently renovated Freyhan Center, a 1908 schoolhouse that reopened as a community center in 2025. Before the question-and-answer portion, Stockett spoke to the crowd. Her remarks included a reference to a Washington Post piece by Monica Hesse about Cheryl

Hines at the White House Correspondents’ Dinner, watching her husband, Robert Kennedy Jr., get whisked off by security while she, in a strapless cocktail dress, hobbled after them. Stockett read from Hesse’s piece about Hines: “We are all Cheryl Hines. Unprepared for the scenario in which we will be forced to run for our lives. Watching the important people be whisked away while we wonder whether we should try to follow them, or duck under a table, or grab the good wine. This coun-
try is exhausting and perverse. We should have worn different shoes.” The evening felt like every woman in the room understood the sentiment. Shantell Gomez, who drove in from Lafayette, said Stockett was refreshingly real and funny and that she “felt feelings of collective understanding.” Stockett told of getting expelled from school in sixth grade for reading her mother’s copy of “Fear of Flying.” She mentioned not being brave
enough as a child to ask her family’s maid about her life outside their home. She said she thought her bravery showed up the first time she sat down to write a story. Then Stockett offered another glimpse into the creative process, reading a line from a New York Times story about Steven Spielberg by Wesley Morris: “I can’t express enough how therapeutic and healthy it is for me to keep doing this job over and over and over again,” Spielberg said. “I work so much out through this process. So much out. I get to bleed off some of the darkness instead of letting it fester inside me.” Wednesday night felt like living proof of the sisterhood at the heart of Stockett’s new book — before “The Calamity Club” was even mentioned. DeeDee Luke, who drove 97 miles from Acadiana, must have felt it too. She said, “I left feeling hopeful for the South. I teared up several times through the night. It’s so nice to be in a room of readers on the same page.” Long after the last question, the line for signed books still snaked around rooms inside the building. Even then, spirits stayed high. Stockett stayed until the last book was signed.

WEST PARISH PROJECT none opposed. Motion #F20-S46 DR4611 GENERATORS carried. FOR CRITICAL FACILITIES Danyell Vice addressed Council stating that the Parish has been in ANNOUNCEMENTS: the process of trying to get the stand-by generator installed at the 197558-AUG 12-1T courthouse. The generator was purchased, per Council’s approval, at $34.07 the beginning of the year and attempts have been made to get it installed. Multiple requests for quotes have been made multiple times and there has been very little response. What was originally requested through the federal government and approved was $192,000 with the generator being approximately $148,000; therefore, there is not sufficient funds left to pay for the installation. An amendment to program can be made and it will be reimbursed 100% but the installation would be on the government’s timeline and all of its guidelines must be met. A motion was made by Mr. Ballard to adopt the resolution; seconded by Mr. Metz. The following resolution was offered by BALLARD and seconded by METZ. RESOLUTION RESOLUTION NO: 2026 July 13-01 BE IT RESOLVED THAT the Parish President be authorized to sign all required documents in order to enter into an agreement for West Feliciana Parish Project #F20-S46 DR4611 Generators for Critical Facilities for the installation, connection and testing of the courthouse generator in the amount not to exceed $190,000. The associated costs are to be reimbursed by the program. This resolution was submitted to a vote on this the 13th day of July, 2026. YEAS: NAYS: ABSENT: ABSTAIN:

/w/ Karla Dietz Karla Dietz, Council Secretary 12. PARISH PRESIDENT’S REPORT The Parish President spoke regarding the following: • Recent rain has caused setbacks, with a culvert collapsing on Island Road and a washout of some banks on Como Road which caused the bridge to be closed. Parish is in the process of repairing and could take approximately 2 weeks. • A problem that is occurring is that people are clearing their properties and pushing logs and other materials into creeks and they are piling up on the bridges. We would ask that residents take that into consideration and possibly burn those logs, etc. instead of putting it in creeks where they can damage bridges. • Grass cutting has resumed and the State has been contacted about maintenance of the state roads • Red lights have been requested at the Hut 8 project entrance and it has agreed to provide upgrades to assist with traffic safety and waiting on a response from the State • More fiber optic drilling has been taking place and plans are to introduce an ordinance such as the one East Feliciana has adopted concerning permitting which would assist the parish is holding these contractors liable when water lines are damaged 13.
