Twentieth Judicial District Judge Elizabeth “Betsy” Jones was reelected without opposition to her Division A seat on the court, while Sam D’Aquilla, the current district attorney, will step up to take the Division B seat. Jones is finishing her second term on the bench. D’Aquilla will succeed Sydney Picou Walker, who was prohibited from seeking another term because she had turned 70. He is finishing his fourth six-year term as district attorney. Attention will be focused on the district attorney’s race, with Cy D’Aquila Jr., a distant relative of Sam D’Aquilla, facing Kenneth Fabre for the top prosecutor’s job. Tickets for the 2026 Angola Rodeo, the 60th anniversary, are on sale. Rodeo gates will open at 8 a.m. each Sunday, with rodeo events beginning at 2 p.m. in the arena. The East Feliciana Parish Police Jury voted 5-3 on Aug. 3 to rescind a controversial moratorium on new subdivisions after hearing complaints that the moratorium was affecting more than developers who want to build major residential areas. The moratorium, adopted on a 4-3 vote July 20, was preventing landowners from dividing property to pass on to their children and owners of large tracts from selling parts of their property for uses other than as future homesites. Juror Kristin Chasteen pushed for the moratorium last month, saying she wanted the jury to hold off on new subdivisions until the jury amends its land development ordinance to incorporate drainage study requirements suggested by an engineer who studied problems in a new subdivision on La. 964. The earlier meeting devolved into an angry confrontation in which Chasteen accused Juror Jason McCray of implying she was racially biased in pushing for the moratorium. With Chasteen voting from near the meeting room door, the moratorium passed, 4-3, with jury President Louis Kent providing the tiebreaking vote. Jury Vice President Chrissie O’Quin moved to rescind the moratorium, saying it meant the parish “can’t have any divisions of land, period.” McCray also said the moratorium was not done correctly, because it was added to the July 20 agenda without a unanimous vote, a requirement of the state Open Meetings Law. Building Official Jeff Williams said the jury’s subdivision ordinance does not differentiate between major and minor subdivisions, and the moratorium, as adopted, “includes everything.” Chasteen, saying her intention was not to prohibit “dividing my land in half,” made a substitute motion to make the moratorium apply to subdivisions of six or more lots, but the motion failed, 3-5. In addition to Chasteen, Dexter Armstead and Michael Cheatham voted for it, while O’Quin, McCray, Keith Mills, Kyle Fleniken and Richard Oliveaux dissented. Kent did not vote. The vote was reversed on the motion to rescind the moratorium.

A medical letter discussing Mrs. Emma’s health condition and what she would need in order to live was presented to the mayor and the board. The address is on Pine Street. The hardship was granted and the Hawkins have the approval of the Board to place the second trailer on the property. NEW BUSINESS 1. Minda Rayburn, Audit. Mrs. Rayburn talked about the audit report and the highlights in the accounts and specifically emphasized the accounts that need to reimburse the general fund. Those accounts need to reimburse the general fund every month. Statement of revenues and expenses – the number one revenue is property taxes, sales taxes, and permits, fines and fees. 1.8 million assets. The expenses – are -$88K but still have a positive fund balance. Mrs. Minda Rayburn explained the accounts and their totals and assets and liabilities, budgets verses actuals, and the amount of reimbursements owed to the general fund. The report culminated in three findings: 1. Repeat finding – The Town of Jackson does not have another CPA to do accounting and internal audits prior to Mrs. Rayburn’s audit. She has reported that the Town of Jackson just does not have the manpower to do that. 2. Policy and procedures – The Town of Jackson’s policies and procedures need to be updated for payroll.

5. Cooperative Agreement with Clinton Police Department, Mitch Harrell. Mitch Harrell is asking the board to approve a Cooperative Agreement with Clinton Police Department. In the case where a situation extends into Clinton or a situation extends into Jackson from Clinton or one department needs information from another department, this cooperative agreement would cover liability as if they were officers for Town of Jackson. Originally, this began around the situation of the schools as the Middle School is in one town and the High School is in another. If they need to go to Clinton, they would be covered under insurance and vice versa. They will still be under their own jurisdiction, just working in a different jurisdiction. Guillory moves to authorize the Mayor to sign and enter into the cooperative agreement. Norsworthy second. Mayor has some questions with regard to the insurance coverage and would like the opportunity to ascertain whether this cooperative agreement will qualify the Town of Jackson to be covered in these situations. She wants to discuss Oak Street. This has been used as an ingress and egress from out property. 30 feet by us and 30 feet by the neighbor have been used. Her family has worked this for drainage. Town of Jackson has been very helpful. They have helped upgrade the gravel put there for passage. There is a lot of washout. Water continues to run down the servitude – it is difficult to navigate the servitude. There is terrible erosion. She has a down syndrome daughter who likes to visit around town. It is very difficult to push her up the driveway – in a wheelchair. It is a dangerous, muddy mess. 12. Public Hearing – Chief Marshall Mitch Harrell is introducing a new ordinance to address false residential alarm alerts. There are many false alarms at homes causing the unnecessary response by officers which includes time and costs and manpower to go out to get the alarms cleared in non-emergency or false alarm situations. Harrell asks that the matter be set for Public Hearing at 5:45 prior to the town meeting in June for public discussion of the ordinance and subsequent approval at the June meeting. Chief Harrell reports that he wants to be diligent in helping the businesses and homeowners, but they have also go to be responsible, as well, to ensure that they are not occupying an unnecessary and unjustified amount of resources. He would like input; he would suggest consideration for the imposition of a fine after so many times of answering a false alarm. New Business Jessica Dagostino – appeared and addressed concerns over people in the street going and burn them down, the condemned houses. She lives on Bourbon Street – there is erosion that she is worried about and asked to be added to next month’s agenda. Antonio Veal – came to the meeting to thank the board for addressing the issues that he had on the agenda a few months ago. With the theme “Snowball Mountain Challenge: Find Your Strength in God,” the Jackson United Methodist Church recently welcomed youngsters and youth helpers to Vacation Bible School 2026 to learn Bible lessons and verses through music and incorporating crafts, skits, snacks, science lab, recreation and more. VBS activities were held July 13-17 each day with a gathering at the beginning and end of each day in the church sanctuary. The alpine director of activities Susan Vidrine welcomed all and soon engaged in a conservation with puppet Ollie, the Arctic seal. She also led the students in the mountain motto/Bible verse, and the daily verse teaching them the signing for each. A collection was taken each day for the United Methodist Children’s Home and Family Services. The children also brought designated items each day for the Jackson food bank, Helping in His Name. Music activities, which included the singing, dancing and signing, were led during the week by Rhonda Tomb. As the children went from one session to another this year, the Rev. Michael Munro conducted a Bible study for each age group, often with some assistance from youth helpers acting out the story. Other stops included the science lab with popular hands-on activities there, in crafts and at recreation time. The gathering in the sanctuary before dismissal at the conclusion of each day had children reviewing the Bible lesson of the day with a video quiz. On the final day of VBS, a program was held for parents, family and friends.
