briefed the Board of Aldermen during its July 14 meeting on an elaborate telephone scam that caused a local man to lose more than $300,000.
Green said the victim, whom Green described as elderly, was contacted last year by someone claiming to be an Attorney General’s Office employee who said an active arrest warrant had been issued for the man’s arrest
The caller claimed authorities had intercepted an illegal drug shipment mailed to the victim’s address, resulting in pending criminal charges against the man.
The police chief said the callers used verbal
bullying tactics against the victim throughout the telephone exchanges, which went on for months.
The man, believing his assets would be seized, drew out money from his accounts and took out a loan, using his property as collateral, to eventually buy gold coins at the direction of the caller The scammer went so far as to instruct the victim on the type of coins and an area pawnshop where they could be purchased, Green said. The victim eventually met a man later identified as Renquing Chen, 39, of Pittsburg, California, and surrendered the gold to him, Green said. The meeting occurred at the local Sonic Drive-In.
St. Francisville police used information from a license plate reader, surveillance camera footage, car rental records and eyewitness identification through photo lineups to obtain evidence to obtain a warrant for Cheng’s arrest, Green said.
Unfortunately, police believe Cheng was simply a courier in a much larger scam operation, the police chief said.
However, Cheng is wanted for theft of more than $25,000, unlawful production and use of fraudulent identification documents and false personation.
Police urge anyone approached with claims such as those made to the local victim to contact their police department or sheriff’s office to report the contact.

The St. Francisville Board of Aldermen voted July 14 to raise sewer usage rates, but the increase is not as much as first proposed.
Because the town accepted federal funds administered by the state Office of Community Development to revamp its sewer system, the board is obligated to charge customers enough to keep the system running in case of a major breakdown.
Accountants Robbi Dickens and Adair Weekley attended the meeting to answer questions about a rate study done to set the new rates.
The initial study recommended a 105% increase in monthly charges that would have increased the residential sewer charge from $16 per month to $32.80, Dickens said.
The state office hired Dickens and Weekley’s firm, EisnerAmper, to conduct the rate studies.
Dickens said the federal American Rescue Plan Act funds came with one major string attached: that utility systems accepting the money would charge rates that would allow them to break even plus a 1.15% sustainability factor
After the initial rate study, which would have resulted in rates more than doubling, the firm looked at each system’s critical assets to see if they could recover from a major failure, Dickens said. As a result, St. Francisville’s list of critical assets was reduced from 11 to four resulting in a recommended rate increase of 61%, Dickens said. The town’s sewer rates were last adjusted in 2011, and if the board merely had kept up with inflation, a rate increase of 40 to 45 percent would have been needed, he added. As a result, the rate changes are:
n Residential customer inside the town limits, going from $16 to $25.76 per month.
n Residential customer outside of town, from $20 to $32.20 per month.
n Small business customer, from $20 to $32.20 for the first 2,000 gallons of water used in a billing cycle, then from $1.25 per each additional 1,000 gallons used to $2.01 per 1,000.
n Large business customer, from $50 for the first 2,000 gallons of water used to $80.50, then from $1.25 to $2.01 per each extra 1,000 gallons used.
The new rates go into effect in September, and the ordinance requires rate adjustments each February, according to the Consumer Price Index.

The council named Kathy Mitchell to finish the term begun by Leslie Daniel, and Austin Daniel was selected to finish the term begun by Lauren Pourciau. The council also reappointed Donna Wright and Paul Laasko to the Planning and Zoning Commission, but a 2-2 vote between Jordan Truitt and Neil Buckingham delayed a decision on the seat now held by

Council member John Thompson was absent, and the appointment will be considered at the Aug. 10 meeting. A controversial renovation project — once tied to creating a mental health facility for inmates is back underway in East Feliciana Parish, months after the parish government reached a federal court settlement with the property’s owner, Collis Temple Jr., allowing him to proceed.

Temple and his company, Harmony Behavioral Health, were the subject of heated discussion and local backlash four years ago over plans to convert a building on Grace Lane, outside Clinton, into a mental health facility The building was to be used as a “forensic facility” housing individuals from parish jails deemed unfit to stand trial. While those plans — and the state partnership they hinged on — have fallen through, Temple and his construction company are now moving forward with commercial renovations on the property He said beyond repairs, there are no immediate plans for the building, and ruled out the possibility of converting it into a mental hospital.

Hut 8 officials reassure residents about noise, water use at data center job fair
BY IANNE SALVOSA Staff writer
A data center developer constructing a $10 billion artificial intelligence facility in West Feliciana Parish stepped into the public eye for the first time July 15.
Miami-based Hut 8 hosted a job fair and community open house to hire employees and answer questions about its 600,000-square-foot AI data center in St. Francisville Representatives from Hut 8, Entergy and the parish told the story of how the project came to be and what it will mean for residents.
“Any time that we’re dealing with citizens’ tax dollars, it should be an open and transparent process,” Parish President Kenny Havard said at the open house, held at the West Feliciana High School auditorium “You should be able to know exactly where your money is being spent, how we spent how we negotiated the deals, how we got to where we are.”
Havard has lauded the parish’s partnership with the data center developer inking deals to obtain up to $90 million annually for the parish. The parish recently received an upfront payment of $10
million divided among the school board, parish government and sheriff’s office.
More than 100 people attended the open house and posed questions about the facility’s lighting, water usage and power needs. Many wanted reassurance that the project wouldn’t disturb West Feliciana’s rural nature and daily life.
The event followed a job fair at the school’s Career and Technical Education Center where Hut 8 representatives and contractors met prospective candidates for project roles. More than 500 people attended. The job fair was the first time Hut 8 hosted an event of its kind, said Hailey Miller, senior director of public affairs for Hut 8.
Miller said the company intends to host more community open house events in West Feliciana and work with residents to preserve their way of life as the data center comes into fruition. A few residents at the meeting who live near the site said they have heard construction noises from outside their homes, and Miller said the company will work to quell noises for the nearby residents, who live

about 21/2 miles away
“If there’s ways to assure folks besides just coming up here and telling you to trust me, whether that’s the form of public commitments by our leadership that you’re able to see and be able to hold us accountable. I think that’s something we’d be happy to do, because ‘trust me’ is not going to get you anywhere or give you any better sleep at night,” she said.
If the project fails, Miller assured residents that Hut 8 would be responsible for any consequences.
“We are building and then also owning and operating,” she said. To make it kind of easy to imagine, you could think of us almost as a very large landlord to a lot of computers, which are the tenants inside.”
Ryan Gallagher, a project superintendent, said construction workers have started the foundation of the data center and will begin work on the roof this week. Workers are also constructing a water pipe that connects to the parish water from a new water well on Audubon Lane, he said.
Since noise is a prominent concern for those living near data
centers, Gallagher said the company is conducting a noise study to measure how loud the center will be so the team can find ways to quell the noise. The study should conclude in the next few weeks.
Excessive light issues should be mitigated too, he said, since lighting at the center will face downward toward rocks and grass on the ground to minimize reflection.
Hut 8 is paying $16 million for water infrastructure improvements to support the project, including a water well, 8 miles of water main infrastructure and fire hydrants The company will donate the system to the parish once it is constructed.
The data center will require at least 2 million gallons of water for its initial charge to flush organic matter from the piping. The center also requires water for cooling, using a closed-loop system designed to consume less water, and for daily functions like running sinks and toilets.
Laura Beauchamp, vice president of business operations and strategy for Entergy Louisiana, said the company has enough power for the data center and res-
idents and ensures that data companies fund any power improvements needed to serve them.
She said Entergy is conducting upgrades at existing plants and building 12 new plants across the state.
“I know the concerns of ‘do we have enough power?’ I’m going to say it here tonight and say absolutely,” Beauchamp said.
Diane Pownall, 64, attended the meeting after going to the job fair with her son, who is interested in computers. She said she is excited for the data center to be completed.
“It looks like they put a lot of thought into their design and thought about the people of St Francisville,” said Pownall, who has lived in the area for more than 20 years.
Gary Hill, 64, attended the meeting because he lives a couple miles from the data center site. Hill said the data center will be a “boost” for the parish.
He posed questions regarding water use and expressed concerns that the center would lead to overdevelopment of the area.
“We don’t want to become Baton Rouge,” Hill said.

mer 2023. Parish officials and residents, however, strongly opposed housing such patients — considered a danger to themselves or others in a residential area. Temple had previously attempted to build a similar facility in East Baton Rouge Parish, which also faced stiff opposition.
According to Temple’s lawsuit against the parish, the cooperative endeavor agreement required only minor renovations to the main building for patient housing, totaling about $100,000 But Jeff Williams, who over-
sees inspections and permits for East Feliciana, said Temple began work without a permit, which would have required rezoning for use as a mental health facility Although Temple attempted to apply for a permit, Williams said he continued work after the parish issued a stop-work order.
Temple and two contractors were eventually issued criminal citations by the Sheriff’s Office.
In the months that followed, residents packed local government meetings to voice concerns about the project and their mistrust of both the state and Temple.
As tensions escalated, the state proposed an alternative: converting the Grace Lane property into a nursing home, relocating residents from Villa Feliciana, and
repurposing that facility as a psychiatric hospital Many residents still opposed the plan, arguing Temple had attempted to move forward with a psychiatric facility under their noses.
“It appears they’ve taken a very personal stance against me, for no reason,” Temple said at the time.
“The state was sending out mixed messages,” said Chrissie O’Quin, vice president of the Parish Police Jury who represents the area. “Those of us that were involved with it stood our ground because we knew what was right.”
Lawsuit, aftermath
In June 2023, Harmony Behavioral Health filed a federal civil
rights lawsuit in the Middle District of Louisiana against the parish government, naming Police Jury President Louis Kent, Williams, O’Quin, District Attorney Sam Dequilla and Sheriff Jeff Travis. The suit alleged the parish deliberately delayed permitting to kill the project, violating the Fifth and 14th Amendments. It also argued the property did not require rezoning and claimed Harmony stood to lose more than $100 million if the permit was denied.
Harmony also filed a separate mandamus action in East Feliciana Parish seeking to compel permit approval but a judge declined to expedite the process.
In April 2026, the parties reached a settlement. The parish agreed to pay Harmony more than $120,000
and to request that the District Attorney drop the criminal charges.
Temple is now allowed to resume renovations, which began in early July consistent with the building’s previous use, Williams said.
“I tried to hold him to the standard I hold to everybody,” said Williams. “He wasn’t able to put in a psych hospital, but he will be able to put in a nursing home.”
Temple said that to his knowledge, the state is no longer involved in the project.
“It won’t be in the deplorable condition it was in when we stopped working on it,” he added.
