TELSTRA has been caught in a lie while trying to explain a weekend phone outage that impacted most of Cape York and the Torres Strait, putting lives at risk.

The telco blamed a lightning strike at Coen for the outage, which ran from Friday, January 19 until Sunday, January 21, however Cape York Weekly can exclusively reveal that the true cause of the outage was caused by a lack of fuel in Telstra’s generator.

The telco simply didn’t have enough fuel at the Coen site to keep the power on.

An investigation has found that this was not the only mistruth told

by Telstra and it could have had dire circumstances across the most remote parts of Queensland.

Because Triple Zero calls were impacted, a Napranum mother had to flag down a neighbour so that she could get them to drive her son to the Weipa Hospital for what was a life-threatening medical case.

When Cape York Weekly asked Telstra to provide clarification, the telco doubled down on its original lie, claiming the outage was caused by a lightning strike.

But when informed that we had been tipped off about the generator running out of fuel, Telstra finally admitted the truth.

Health service taking measures to continue care

WITH clean water, sewerage and a functioning clinic unavailable in Wujal Wujal, the Torres and Cape Hospital and Health Service says it is doing everything it can to ensure residents are still getting the healthcare services they need.

“Any low acuity community residents needing to attend appointments or review at Cooktown Medical Centre are having trans-

port arranged for them to access their services.”

A registered nurse and health worker are also performing home visits to community members in Ayton, Bloomfield and Degarra three days a week for chronic disease management, primary healthcare, and medication management.

“I’d like to thank all our health service staff who have been involved in the ongoing recovery effort for their support in ensuring community residents continue to have access to vital health services,” Mr Walsh said.

“From 30 January, doctors will be available at Cooktown Medical Centre on Tuesdays and Thursdays for all displaced Wujal Wujal

residents in Cooktown, as well as residents of the Ayton, Bloomfield, Degarra [and] China Camp area,” Mr Walsh said.

“Displaced Wujal Wujal residents in Cairns are being supported by multiple external agencies including Centacare, Wuchopperen, Cape York Partnerships, Apunipima Cape York Health Council and Mookai Rosie.”

To restore the decimated Wujal Wujal clinic, TCHHS has partnered with QBuild to clean out the building and staff accommodation.

“We will continue to support the Wujal Wujal and surrounding communities, and listen to residents as they work to rebuild after the recent flooding,” Mr Walsh said.

New editor appointed to lead Cape York Weekly

WHEN Lyndon Keane started as a cadet with the North West Star in Mount Isa it was still a daily paper and every now and then they had to thump the printing press with a broom to keep it going.

News and the North are both in the blood for the new editor of the Cape York Weekly.

These days he’s more likely to hit the refresh button rather than thumping the presses, but his passion for the unique characters and issues of northern Australia has remained a constant.

“I love the people up here, I love the stories; there’s never any day that’s the same,” he said.

“We saw that during Cyclone Jasper and the flooding with the characters who floated into the mainstream media as a result.

But it’s probably a fairly universal feeling that Cape York residents are not heard by Brisbane or Canberra.

“That’s one of the unique benefits of being owned by Region Media, because we have a footprint in Canberra with the federal decision makers.”

Lyndon Keane is the new editor of Cape York Weekly.

A self-described political junkie, Lyndon has earned his stripes in remote Australia, working as a journalist, editor and in local government.

“I’ve taken the colourful route but I always wanted to get back to regional journalism and when the opportunity arose to join Cape York Weekly as Matt Nicholls departs, it all aligned with my values as a journalist,” he said.

cal stories with knowledge and depth, and being frank and fearless in his approach.

“There are some very, very unique humans who need to have their stories told,” he said.

“I’m also hoping we can shake the tree a little if those elected to look after us aren’t paying enough attention.”

Lyndon says the key to being a successful editor is being part of the community, whether it’s in an official capacity or catching up at a sausage sizzle.

“The phone number on the

front page is my personal mobile. It won’t be hard to find me,” he said.

“I think the mainstream media in urban and metro areas only take an interest when there’s something that will help their online numbers.

“I want to be there to ensure the community’s voice is heard consistently and fairly, not relying on blow-ins.”

Lyndon nominates the major changes likely at the forthcoming local government elections as a big issue along with some of the “outside the box” development happening on the Cape.

And then, there’s the people, who Lyndon says are always worth the time.

“I remember the most boring interview I’d ever done and thinking ‘I’ll never get a story out of this bloke’. Then I asked what he’d done on his holidays – and he’d just climbed Mount Everest!

“I love meeting people and hearing their stories, so I’m looking forward to doing much more of that across the Cape.”

THE biggest airline in Cape York and the Torres Strait has been sold to a major international aviation company.

Avia Solutions Group, the world’s largest ACMI (Aircraft, Crew, Maintenance, and Insurance) provider with a fleet of 199 aircraft, has signed a Share Purchase Agreement to acquire Skytrans.

The acquisition process is planned to be completed in March, subject to the fulfillment of transaction conditions.

“Skytrans is an Australianowned and operated airline and air charter business. The airline operates Regular Public Transport (RPT) and charter services, with a current fleet spanning 13 regional aircraft,” Avia said in a statement.

“The acquisition of Skytrans will grant the group an Air Operator Certificate (AOC) in Aus-

tralia, allowing it to operate both passenger and cargo flights.

“This is a significant step in the strategic expansion of the group in the Asia-Pacific region.

Avia Solutions Group currently holds 11 AOCs globally. By the end of 2024, the group aims to establish and acquire seven additional airlines in various countries, including Brazil, Thailand, the Philippines, Malaysia, Australia, Indonesia, and Turkey.”

Skytrans CEO Alan Milne said the acquisition could unlock new possibilities for the airline.

“Becoming a part of the group will give us the chance to benefit from the best business practices and experience, as well as expanding our operations, fleet, and geographic reach, while strengthening our position in the market,” he said.

The Queensland government will keep a close eye on how the

airline runs under the new ownership.

Not only does the Department of Transport and Main Roads provide a local fare scheme to most of Skytrans’ ports, the government also relies on the airline to fly critical workers to remote communities.

“The Department of Transport and Main Roads will continue to engage with the management of Skytrans to maintain affordable travel for Queenslanders living in remote communities to access to health, education, allied services, and to assist in promoting social and recreational connections,” a TMR spokesperson said.

Cape York mayors are hoping the new ownership will lead to more investment.

Skytrans has struggled with schedule reliability due to a national shortage of pilots.

Jonas Janukenas, the CEO of Avia Solutions Group, indicated expansion of Skytrans could be on the cards.

“One of the main strategic objectives of the group is to expand into markets that have the opposite seasonality to Europe.

Australia is a new addition to our group’s global footprint, where we see significant potential and growth opportunities, enabling us to offer ACMI services,” he said.

Telstra refutes dishonesty claims, admits error From – Page 1 Even though Telstra admitted in a statement that it ran out of fuel at the Coen site, it refuted allegations that it had lied to the public.

The company did not provide a representative for an interview with Cape York Weekly, however sent a statement from incident operations executive Paul Kubik.

“We have been upfront and factual throughout and strongly refute your claims of dishonesty,” Mr Kubik said.

“We know how important communications are for remote communities and our teams worked urgently to access the site and get everything back up and running as quickly as possible.

“Lightning struck and damaged our network site at Coen a few days prior to the outage.

“We made a number of attempts to get to the site but road access is cut to the region and bad weather prevented us from flying in with the necessary equipment until Sunday morning.

“Our on-site backup generator was fully fuelled and was expected to keep services online while we worked to access the area, however it ran out of fuel more quickly than forecast.

“This issue was treated as a matter of urgency across our organisation, from our people on the ground right up to executive level in our Global Operations Centre.”

While the Coen tower was impacted by a lightning strike, it was Telstra that decided not to repair the site to its full extent.

The lightning impacted mains power to the Coen site way back on Boxing Day. It wasn’t until Cape York Weekly told Telstra about it – on January 2 – that they sent someone there to fix it.

Technicians managed to get the tower running off a generator, but Telstra did not organise a re-supply of fuel to the site.

Cape York Weekly also refutes the suggestion that bad weather was the reason stopping Telstra from fixing the outage earlier.

Sources said Telstra didn’t even make contact with the helicopter

charter until Saturday afternoon and the earliest option was Sunday.

However, Coen has an allweather runway with a Telstra ute sitting at the airport. A light plane could have been deployed from Cairns on Friday night or Saturday to check the Coen tower.

Member for Leichhardt Warren Entsch said he was furious that Telstra misled the public. He said one of the problems in Cape York was that Telstra had third-party contractors making key decisions.

This led to decisions made in the best interest of the third-party, not necessarily Telstra customers.

“A couple of different accredited Telstra service providers have reached out to me and said that

Telstra has contracted out a lot of work, and some of that has been sub-contracted out,” the MP said.

“I have a meeting on Friday with some senior Telstra people and I’ll be asking all of those questions, including why we weren’t given a factual account of what happened.

“I’m led to believe that Telstra itself may not have had the correct version of events because of those contractors.

“Either way, it’s not good enough to lose coverage because you run out of fuel, especially when there was an offer from a local contractor to supply bulk fuel to sites like Coen before the wet season, and that offer was knocked back by Telstra.”

THIS was not an act of God, this was an act of incompetence.

When Telstra told us that it was a lightning strike that caused a phone outage across the Cape and Torres Strait, we took them at face value.

But it didn’t take long for the phone to ring to tell us to dig a little deeper to find out the truth.

It’s hard to fathom that people couldn’t call Triple Zero because Telstra didn’t supply enough fuel to its generator.

The lies only make it worse.

Like it or not, Telstra is the lifeblood of Cape York and the Torres Strait. Almost every local resident relies on Telstra.

So when it fails, the whole region suffers.

And for people who think it might not be a big deal to go without phones for 48 hours, let me tell you a story that hasn’t been shared before.

Had that outage occurred a week earlier, two lives would have been lost.

On Sunday, January 14, a local mother, who was also pregnant, presented at the Weipa Hospital feeling unwell.

Not long after, she fell unconscious. A quick-thinking nurse was able to get on the phone and call in doctors and another nurse so they could perform an emergency Cesarian section.

It’s understood that it was the first operation of its kind in Weipa.

Luckily, the mother and her baby were saved.

But had the phones been out, those people would not have been easily contactable.

“I’ve got no doubt they lived because we were able to get those people in on short notice,” said one of the Weipa nurses.

“I’d hate to think what would have happened if the phones were out.”

The economic impact on the region is also significant when Telstra fails.

The generator at Coen’s Telstra tower ran out of fuel on Friday, January 19, causing a phone outage across Cape York and the Torres Strait. It also meant local residents in a dozen communities were unable to call Triple Zero.

ATMs and EFTPOS terminals go down, while businesses can’t take any bookings.

Rio Tinto also had to suspend shipping as wave measurement data from Albatross Bay relies on the Telstra network to relay key information to the company.

These outages are all too common in Cape York and in my 10 years covering news in the region I have not seen any improvement in the resilience of the network.

Yes, new towers have been erected across the Cape and Torres Strait, usually funded by the taxpayer, but the crux of the problem lies in the basic infrastructure.

There is only one fibre optic cable servicing the Peninsula, which means that if one site has

an outage, it flows throughout the region’s network.

Telstra has known about this for a long time and now admits that the Cape needs a second link to provide more security in the network.

The second fibre optic cable could come from further south, like Normanton, or it could come underwater via Gove on the other side of the Gulf of Carpentaria.

However, Telstra hasn’t even put together a business case for this fibre link, nor pushed it as a priority with the federal government, which means we are still years away from movement on the ground.

That’s just not good enough.

I’ve been a journalist for long enough to know that these things

usually don’t go forward until it generates enough attention.

Sadly, that is usually from a tragedy.

The challenge to Telstra and the federal government is to get ahead of the game and to make this commitment before someone dies because they couldn’t call Triple Zero, or because a nurse couldn’t reach doctors at home.

In the short term, Telstra must find a way to keep emergency calls operating when its network fails. And yes, the network will go down again, because it always happens in the wet season.

Keeping fuel in the generators would be a good start.

Cape residents are a resilient bunch, but they deserve better than what Telstra is dishing up.

RURAL, regional, and remote Australians are being encouraged to think about communications needs impacting them with consultation to be announced soon.

The Regional Telecommunications Review is undertaken every three years and is an opportunity for people living and working in these areas to share their views and experiences using telecommunications services.

The committee will undertake consultation across Australia with dates and locations set to be announced soon.

Cape York and the Torres Strait are likely to be included, the federal government said.

Former Western Australian politician Alannah MacTiernan has been appointed as chair of the independent review committee.

She will be joined by Kristy Sparrow, Fiona Nash, Jessa Rogers and Ian Kelly on the committee.

The National Farmers’ Federation said it was a qualified committee.

“The NFF congratulates the panel members and the chair on their appointments and is pleased to see a number of faces familiar to the NFF,” said Peter Thompson, the NFF’s telecommunications and social policy chair.

“We are confident the panel has the expertise to deep dive into regional connectivity issues, including the important role – and challenges – of connectivity for Australian agriculture.”

The review will help set the regional communications policy agenda in the following years.

The committee will closely examine the digital divide: ensuring people in regional, rural and remote parts of Australia have equitable access to telecommunications services compared to services available within urban areas.

The committee will also consider particular issues that are identified in the Terms of Reference, including the current government investment program; emerging technology; the needs of First Nations’ communities; and the suitability of telecommunications during emergency situations.

Consultation will commence in April with the report due to the government

by December this year.

Slingo family claim Weipa gongs

HE might already be shorter than his son, but Citizen of the Year Reuben Slingo was walking tall when his son Hunter received a gong at last week’s Australia Day Awards ceremony.

The father-and-son duo were recognised for their contribution to the community at the Weipa Town Authority-led awards, with 13-year-old Hunter named the Young Citizen of the Year.

The Slingo family as a whole could have been named the winners, with mum Christine and daughter Annabelle also achievers in the community.

“I’m blown away,” said Reuben, who was nominated for his work as president of the Weipa Rodeo Association.

“There are many people here that could have just as easily won because they have all done some amazing work.”

WTA chair Michael Rowland said Reuben was a worthy winner.

“Since joining the rodeo committee he has continuously looked for ways to improve, not just the event itself but the background of how it all comes together,” he said.

“Never one to call on the spotlight, he makes the improvements with no expectation of recognition.

“With local group Talk About It Tuesday as the Weipa Rodeo’s community charity in 2023, Reuben was determined to make it the biggest year of fundraising to date and achieved that goal.”

Reuben also helps out twice a week in the canteen for the Central Cape Suns rugby league club during the footy season.

“Without volunteers like Reuben, Weipa wouldn’t be the amazing place it is,” Mr Rowland said.

Following in his footsteps is Hunter, who is also involved with the rodeo and junior rugby league club.

“Hunter is an outstanding young man and a role model to his peers,” Mr Rowland said.

“Last year, Hunter was recognised by Queensland Rugby League as one of the Mini Maroons of the Year, particularly after proving so helpful during Country Round when the Northern Pride brought a game to Weipa.

“Whatever Hunter gets involved

with, he is the first to arrive and last to leave and always gives 100 per cent.”

The Community Spirit Award had joint winners this year, with Naty Linnehan and Scott Kootoofa sharing the spoils.

For almost two years, Naty has been putting on basketball at the storm surge shelter, paying for the hire of the venue and basketballs out of his own pocket to give locals a chance to play.

Scott was recognised for his efforts as a DJ at community events.

Scott also supplies his own equipment, which cops a battering in the Weipa weather.

NEW CITIZENS ONE of the highlights of the Weipa Australia Day Awards was the celebration of eight new citizens who took the pledge to become Australians.

Member for Leichhardt Warren Entsch, said it was a great thrill to witness the ceremony.

“This will be a night they will never forget and well done to the Weipa Town Authority for putting on such a terrific event,” he said.

Cook Shire honours RSL stalwart

THE winner of Cook Shire Council’s 2024 Citizen of the Year credits a “firm but fair” approach ingrained through being in the classroom and serving the country as the driver behind a lifetime of advocacy for her community.

Julie Oliver, who has called Cooktown home for more than two decades, was announced as recipient of the community’s highest Australia Day award last week, after a tireless dedication to several local groups, including aged care facility Sunbird Cottage and the Cooktown RSL sub-branch.

Miss Oliver, who is also a fulltime carer for her husband, Peter, is also an advocate for local aged care and the RSL – her self-confessed passions – on the Torres and Cape Hospital and Health Service Community Advisory Network.

The unassuming award winner and president of the Cooktown RSL sub-branch said she believed being involved with multiple volunteer groups had helped her effectiveness as an advocate.

“I guess I’ve always taken a firm but fair approach from my teaching and army days,” she said as she explained her passion for volunteering.

“You also have to be out there to feel those people in the community who have needs.

“I’ve got feelers out there for a lot of things, and know where to go for different people and groups to find help.”

Miss Oliver laughed when she described her time in the Women’s Royal Australian Army Corps (WRAAC) in the mid-1970s, the precursor to the current Army Reserve.

“It’s funny, because I was the shortest one of the whole lot,” she recalled.

“They couldn’t get shoes to fit me, but uniforms were easy because they just gave me the smallest one they could.

“I wanted to get into transport, but my legs were too short to reach

the pedals in those days to even drive the Land Rover, so I went into signals.”

Despite the early change of direction in WRAAC, Miss Oliver flourished to progress to sergeant, and then become the first female warrant officer of Sydney University Regiment.

“I ended up teaching on corporal and sergeant courses, and that married into … my teaching life,” she explained.

Miss Oliver spent 22 years in the classroom, teaching kindergarten to year six, but admitted she preferred educating “the little ones, because they are just a sponge for information”.

AWARD WINNERS MEANWHILE, the 16-year-old sports captain of Cooktown State School, Lucas Giese, claimed the Young Citizen of the Year gong for his commitment to community service, sportsmanship and youth engagement.

John and Tanya Ahlers were celebrated as the Cook Shire Volunteers of the Year for their unwavering commitment to the Lakeland State Emergency Service and as Queensland Ambulance Service first responders.

Known as a quiet achiever in the local sporting community, Don Wood was recognised with the Sports Award for his outstanding achievements in horse archery,

which included donning Australian colours at the International Horseback Archery Alliance world championships in Mongolia, and placing third at the Australian Horse Archery Championships.

For her transformative work with the Cooktown School of Art Society and the Elizabeth Guzsely Gallery, Jane Dennis was crowned recipient of the Arts and Culture Award.

Denicka Danaher received the council’s Environment Award for her significant contribution to environmental conservation on Cape York by coordinating the largest feral pig control effort in the region.

Cook Shire mayor Peter Scott praised the contributions of the award winners and urged the Cooktown community to use them as the benchmark for giving back to the town.

“These outstanding individuals exemplify the spirit of community and service,” he said.

“Their contributions have made a lasting impact, and we are proud to honour them with Australia Day Awards.”

To complete the community celebration last week, a number of Cooktown locals – the Allam family and Robert Kloetzer – became Australian citizens following a conferral ceremony officiated by Cr Scott.

Corrections manager recognised

GEOFF Robins is well aware that Queensland Corrective Services doesn’t have a highly visible profile in the community, but he hopes that will change over time as the government organisation continues efforts to build its reputation.

On Friday, the Weipa resident was awarded the Australian Corrections Medal as part of the national’s Australia Day honours.

“I’m actually speechless because I don’t feel deserving of it at all,” a humble Mr Robins said.

“We just had our National Corrections Day Awards in Brisbane and I felt there were certainly others who were much more deserving of (the medal).

“In the Corrections industry, the Australian Corrections Medal is our highest honour.”

While some might associate Corrections with prisons, there is much more to Queensland Corrective Services than looking after inmates.

“We (Community Corrections) are relatively unknown in the community but we are trying to change that,” Mr Robins said.

“Our top priority is community safety and there are so many opportunities within our organisation, especially in the Far North.”

Now in his 16th year with the public service, Mr Robins said a career with Corrections wasn’t on his radar until someone from QCS visited his class at James Cook University in Cairns.

“I studied psychology and was always fascinated by the criminal

justice system. There wasn’t a lot known about community corrections ... I took a criminology subject and someone from Queensland Corrective Services came along and it definitely caught my interest,” he said.

While many graduates spend months looking for a career path, that wasn’t the case for Mr Robins, who finished uni on a Friday and started work with QCS on the following Monday.

“I have never looked back ... I have never thought about moving on,” he said.

Having started as a probation and parole officer at the Cairns Community Corrections district office in November 2008, Mr Robins gradually climbed the ladder.

Over the following three years, he held numerous roles at the district office including rural and remote case manager, assessment officer and probation and parole supervisor.

In 2011, he was named the acting district manager at the Innisfail

Community Corrections district office and performed the supervisor and district manager roles across the Far Northern region.

In 2014, he moved to Cape York with his wife Rose to help establish Weipa’s first district office.

Mr Robins has a strong record of developing, implementing, and investing in local communities through place-based responses, including the Aurukun Justice Reintegration Project, which was developed locally in response to a substantial and prolonged period of significant unrest in Aurukun.

In his current role, Mr Robins is responsible for overseeing the management of hundreds of offenders who live across a dispersed geography.

His creative approach to recruitment has increased the visibility of FNQ as a location of choice within Community Corrections.

Finance whiz honoured with Public Service Medal

WHEN Tracey Graham started with the Pormpuraaw Aboriginal Shire Council in 2013, the local government group was struggling with a host of audit issues, constantly changing management and lack of staff training.

In the past decade, Ms Graham managed to turn it around, and on Friday was recognised on the Australia Day Honours List as a Public Service Medal recipient.

The PSM is awarded twice a year by the Governor-General and recognises outstanding service by public servants.

“I had been nominated and I accepted, not thinking anything would come of it because there’s so many people who work in government who tirelessly serve their community,” Ms Graham said.

She entered the public sector world as a finance accountant for the Pormpuraaw council, not knowing she would stick with it for the next decade.

“Initially coming into it, it was just another finance role for me,” she said.

“But I started to understand that what each and every one of us do serves our community members. We’re not just working for a CEO and pushing papers.

“My first year was just understanding what local government was all about and building that connection to the community and realising the potential of what we can do.”

In just 13 months, Ms Graham was offered the corporate service management position.

million and the community equity by $18 million.

“We’ve really focused on building financial sustainability and I believe we’re just under $200 million in community equity at the moment,” Ms Graham said.

“At this point in time, we’ve probably got a good four years worth of operational funds.

“It essentially means if there was a change in government or some global disaster that impacted the funding that was available for the community, we could continue to operate and provide services without relying on government funding,” she said.

Rebuilding the finances of the council was no quick task, with small changes and improvements made across the board gradually.

“It was really looking at what we were doing and how we could do it better by ensuring all of the services we provided were either

covered or there was some kind of cost recovery,” Ms Graham said.

“Our council is fortunate to have a really supportive CEO and he is the foundational pillar of the council and the community.

“He encourages us employees and our community members to be the best that we can be and to look at every opportunity for improvement,” she said.

Council CEO Edward Natera was also a recipient of the PSM in 2019.

With pride for his team, Mr Natera said Ms Graham’s recognition this year “speaks volumes about Pormpuraaw council’s strength and impact”.

“When she came in, we had a lot of audit issues, management was changing every three to four months and the people in the office weren’t trained very well, so she really trained them up,” he told Cape York Weekly.

The CEO spoke highly of Ms Graham as a firm and focused, yet empathetic leader.

“She understands that especially in the Indigenous community, there can be a lot of problems at home and sometimes that can come into work,” he said.

“She’s always emphatic about that and has a good connection with the staff, but also provides guidance on needing to leave it at home and do your job well.”

Ms Graham sadly lost her husband in 2021, but she has continued to remain strong for her community.

“My late husband, Bruce, who was my ultimate supporter and rock, reminded me everyday that we can make a great difference and that there’s 700-odd people in Pormpuraaw relying on us coming into work and doing our best each day,” she said.

“It’s great when we see some

of the local Indigenous employees who just thrive in entry-level roles and then want to go on to become supervisors or team leaders or coordinators or managers.

“I hope in 10 years time, most of the executive team within Pormpuraaw council will be local Indigenous people.”

Looking back on the decade she has spent with the council, Ms Graham said the improvements would not have been possible without the team she had alongside her.

“I’m absolutely honoured and blessed to be recognised personally in receiving this award, but it’s not just my contribution,” she said.

“In local government, the whole team has to be wanting to achieve the same thing, so I’m receiving the award in recognition of all the work that Pormpuraaw council has done over the years.”

Publican Judy Fry said seeing the venue “full of life” had provided a huge morale boost to her team and the army of volunteers who have battled “long, muddy days” since the recovery effort began in late December.

“We still have a long way to go, but with everyone’s help, we will get there,” she said.

In a truly collaborative effort, the Endeavour Lions Club fed hungry patrons and raised more than $1250 for local flood relief, while the raffle to fundraise for the pub’s recovery sold more than $4000 worth of tickets.

Musician Shannon Hunter kept Australia Day revellers entertained, with a mix of locals and returning regulars making up the crowd.

While the cleaning and rebuilding effort continues, the must-see hotel is planning a bigger and better celebration over the Easter weekend.

ADF alternative tackles recovery

THEIR blue shirts are different to the camouflage uniforms most would associate with bodies on the ground following a natural disaster, but they are a welcome sight in communities in the Bloomfield region devastated by flooding in the wake of Tropical Cyclone Jasper.

The shirts belong to strike team members of Disaster Relief Australia, who have converged on Wujal Wujal, Ayton and Degarra as part of Operation Baird to assist with the mammoth recovery the communities now face after floodwater decimated homes and critical infrastructure in December.

Established in 2016, DRA has positioned itself as an alternative to deploying the Australian Defence Force in disasters by utilising the skills and experience of military veterans, emergency responders and civilians to lead relief missions.

had been shocked by the damage that confronted them when they arrived earlier this month.

“It’s next-level destruction compared to what we’re seeing in other parts of Australia with flooding events,” he said.

“It took 11 team members a full day to sort out one job.

“The whole house was completely submerged in water, so it was a complete strip out through two or three foot of mud.”

Mr Lesslie explained volunteers worked with residents when going through flood-damaged properties to save important possessions.

“We strip the whole house and go through belongings to ensure

we aren’t throwing out anything of value, and work with the residents to see what they want to keep and what they want to throw.

“We remove the mud, carpet and gyprock to provide that starting point [for repair].”

While determining where to start the clean-up effort would be daunting for even the most seasoned disaster relief volunteer, Mr Lesslie explained that engaging ADF veterans and former emergency service professionals streamlined the task.

“That’s why we target vets and first responders, because they do come with a high level of capability and skillset,” said Mr Lesslie, who has a firefighting and corrective services background.

“The work provides a sense of identity and purpose, and fills that desire to serve the community.”

The strike team is comprised of members from every corner of Australia, including Canberra, Melbourne and Western Australia’s Kimberley region.

Mr Lesslie, who hails from Wagga Wagga, said Operation

Baird members had been provided with additional motivation after basing themselves in the same location displaced flood victims were being accommodated.

“We’re living at Bloomfield Cabins and Camping,” he said.

“We’ve rented their outdoor area, so we’ve got a roof over our head, but it’s then [camp] stretchers on concrete.

“The team is surrounded by displaced residents, and community members were quite emotional and overwhelmed that we were actually here.

“They wanted to just come up and welcome us, and we listened to some of the stories they went through that night, so it gave background and context to what were were helping with.

“For the first few weeks, they felt like they had been forgotten.”

DRA operations are funded by the National Emergency Management Agency (NEMA) and the organisation has made history with its most current recovery operations.

“DRA is now a legitimate al-

ternative to always deploying the ADF for recovery phases,” Mr Lesslie said.

“It gives the ADF a chance to get back to what their core function is.”

NEMA deployed DRA after the catastrophic Gold Coast storms in December 2023, the first time help not wearing ADF uniforms had been used as a primary response.

“What we’re doing in FNQ is the second time that’s happened,” Mr Lesslie said.

Before heading back to lead Operation Baird, Mr Lesslie reflected on the different mindset required to operating in his former life as a firefighter.

“We put the fire out and go home, and we kind of don’t think about it again,” he explained.

“This is totally different to that, because we can come into these communities post disaster and help them get back on their feet.

“We could be here for weeks or months, and that provides motivation to our members that we’re here to help, and we’ve got a big job ahead of us.”

Elections to go ahead in NEWS IN BRIEF disaster-impacted areas Tourism recovery grant

THE Electoral Commission of Queensland will stick to the 16 March date to hold council elections in communities severely impacted by last month’s devastating flood event, despite not being able to communicate how it intends to ensure fairness for candidates and voters.

While the makeup of Queensland’s 77 local governments are scheduled to be decided in 47 days, there are concerns infrastructure damage and resident displacement around the Bloomfield Valley and Rossville areas will not allow candidates to effectively campaign, nor guarantee electors easy access to a polling booth.

The three most impacted communities – Wujal Wujal, Degarra and Ayton – are located within separate local government areas, with many residents

displaced and unsure when they will be able to return home.

An ECQ spokesperson told Cape York Weekly it was working with stakeholders “to help support impacted residents to participate in the 2024 local government elections”.

“This includes working through election service delivery arrangements,” the spokesperson said.

Wujal Wujal was the hardest hit of the three areas and, despite community members being unable to return, the ECQ spokesperson said “there are no plans to amend the election timetable for the Wujal Wujal local government election”.

“Over the next few weeks, we will ensure our planned voting services are accessible for residents and communicate those plans to affected residents through various channels,” the spokesperson explained.

Despite the assertions, there are no specifics about what the plan may look like on the ground.

“Our commitment to the wellbeing of those affected by Tropical Cyclone Jasper is unwavering and transcends administrative boundaries,” said Wujal Aboriginal Shire Council acting CEO John Kelly.

“This recovery is a marathon not a sprint, it will take some time. Everyone is working hard to get the community back home as soon as possible.

“Council will work with the ECQ to ensure planned voting services are accessible for residents and communicate those plans to affected residents through various communication channels.”

Cook Shire Council mayor Peter Scott, whose local government boundary incorporates Ayton, Bloomfield and Rossville,

admitted there were hurdles to delivering an election on 16 March following the flood devastation, but added he believed it could be done.

“While we acknowledge the unique challenges our communities face, we remain committed to ensuring a smooth electoral process,” he said.

“Our priority is to uphold the democratic process while being responsive to the needs and circumstances of our communities.

“At this stage, we don’t believe there’s the need to delay the local government elections.

“We encourage all interested candidates to participate and we are actively exploring measure to facilitate broader community engagement in the process.”

Candidate nominations opened on Monday and close at 12pm on 13 February, while voters have until 5 February to ensure they are on the roll.

CAPE York and Far North Queensland tourism operators hit hard by the effects of Tropical Cyclone Jasper are now able to apply for a share of $1.6 million through the Tourism Recovery Assistance grant.

The support targets medium to large Far North tourist operators who have suffered direct damage to their business.

Grants of up to $50,000 per business can go towards the cost of clean-up, repairs and the re-establishment of tourism operations including engaging tradespeople, hiring or purchasing equipment, removing debris, repairing buildings or replacing damaged stock.

Tourism businesses located in Cairns, Douglas, Tablelands, Cassowary Coast, Hope Vale, Wujal Wujal, Cook, Mareeba and Yarrabah Local Government Areas are eligible to apply for funding support.

Applications opened on 25 January and will close on 31 March or until the funds are exhausted.

The funding is part of a $5 million Tourism Recovery Package announced in December to support tourism operators and local communities impacted by Tropical Cyclone Jasper and flooding.

The package is jointly funded by the Australian and Queensland governments through the Disaster Recovery Funding Arrangements (DRFA).

“This $1.6m will help hard-hit Far North tourism businesses – with between 20 to 200 full time equivalent employees – to recover from the recent disaster,” said Tourism Minister Michael Healy.

“Operators who suffered direct damage to their business can apply for a $50,000 grant to pay tradies, fix buildings, and hire or buy equipment.”

A collaborative effort to preventing prohibited substances entering Aurukun has resulted in the remote community celebrating zero drug and alcohol-led disturbances over the festive season for the first time in five years.

Team effort keeps grog out of Aurukun AURUKUN is celebrating one of the quietest and harmonious holiday periods on record after local police efforts to keep drugs and alcohol out of the community.

Aurukun Shire Council mayor Keri Tamwoy commended police for their commitment to community safety.

“For the first time in five years, there were no public orders issued by police over the holiday period from [23-31] December for infringements such as street fights, weapons offences, obstructing police or being a public nuisance,” Mayor Tamwoy said.

“I congratulate the police on their vigilance in preventing alcohol and cannabis from entering our community, which is subject to an Alcohol Management Plan (AMP).

“This was instrumental in maintaining peace during the festive season, helping to steer

Aurukun school principal Baressa Frazer, mayor Keri Tamwoy and Senior Sergeant Amit Singh are rapt with the efforts to keep out sly grog.

Aurukun towards a more secure and harmonious future.”

AMPs operate in remote and discrete Aboriginal and Torres Strait Islander communities across Queensland to reduce alcohol-related violence and harm, especially against women and children, with alcohol being either restricted or banned in

both public and private spaces.

Aurukun Officer in Charge Senior Sergeant Amit Singh said local police officers in collaboration with their colleagues in Weipa to conduct surveillance at licensed venues [in Weipa] and undertake AMP patrols to secure defences against illicit substance entry.

“This collaborative effort with Weipa police officers bolstered enforcement, aided by coordinated AMP patrols intercepting smuggled substances via boats,” he explained.

“Aurukun police’s strategic coordination led to successful offender apprehensions and boat confiscations.”

Senior Sergeant Singh said police also worked with the community to gather intelligence, which played a “vital role” in the success of the keeping drugs and alcohol out of Aurukun.

“Aurukun police’s overarching Operation Aak Min (Safe Place) is producing results,” he said.

“By staunchly addressing the root cause of potential unrest, Aurukun station officers have exemplified their commitment to ensuring a safer and more tranquil environment for the community.”

MARK Armstrong has been announced as the first-ever dedicated chief officer for the Queensland State Emergency Service.

The new dedicated position will support the SES as part of the state’s emergency services reforms.

Mr Armstrong has more than 25 years’ experience in Australian Defence Force and major multi-national corporations.

In 2022, he commanded the ADF response to the South-East Queensland floods.

“I am honoured to be selected to lead dedicated volunteers and staff of Queensland’s SES in their important work in support of communities across the State,” Mr Armstrong said.

“I look forward to engaging with the many important stakeholders as part of the reform process that is underway.”

The Queensland government is working on one of the most significant bodies of change to Queensland’s disaster and emergency management system.

Work is well underway for both the SES and Marine Rescue Queensland to be established as entities in their own right, hosted by the Queensland Police Service, by mid-2024.

As part of this reforms, the SES will have its own operational budget, allowing for a strategic approach to critical disaster and emergency responses.

The SES will also benefit from more staff and more resources, including crucial safety equipment, vehicles and vessels.

Communities will benefit from their emergency services gaining enhanced resources and capability to respond effectively to community emergencies.

The Western Cape Communities Co-Existence Agreement (WCCCA) is an Indigenous Land Use Agreement (ILUA) over the Rio Tinto mining lease areas of the Western Cape York region of Northern Queensland. The Agreement is between the eleven Traditional Owner Groups, four Shire Councils (Aurukun, Napranum, Mapoon and New Mapoon), Rio Tinto, the Queensland State Government and the Cape York Land Council on behalf of the Native Title Parties.

The Western Cape Communities Coordinating Committee (WCCCC) and its three Sub Committees transparently monitor, implement and review the objectives of the WCCCA to ensure that all parties’ obligations under the agreement are met. The WCCT office is the administration arm for all the Trusts and the WCCCC. It manages the overall business of the company including servicing, assisting and supporting the above entities. What will change?

Quarterly Billing Cycle - Residential billing will remain on a quarterly basis, however the invoice cycles have changed which means you might not get an invoice at the same time as your neighbour or your business. You will receive an email with further details for your account.

Reporting to the Executive Officer, the Office Manager is responsible for the efficient and effective functioning of the WCCT Office in order to meet organisational objectives. This includes demonstrating appropriate and professional workplace behaviours, performing their responsibilities in a manner which reflects and responds to continuous improvement, managing Administration staff, managing IT and communications systems and other office equipment, and providing support to the Executive Officer. The Office Manager is also responsible for the coordination and planning of all WCCT, WCCCC, Sub-Regional Trusts and Sub-Committees meetings scheduled throughout the year.

We anticipate the applicants will have completed a formal training in Business Administration or a similar field and have experience in a similar role where they have been responsible for the efficient and effective functioning of an office, managing administration staff, document control, managing IT and communications systems as well as compliance with organization policies and procedures and workplace health and safety regulations. A current C class driver’s license is also required for this role.

Prior experience with MYOB, centralized databases, and a sound knowledge and understanding of Aboriginal and Torres Strait Island protocols are highly desired.

The WTA Superintendent conducts the election and the process reflects the process under the Local Government Act 2009 and the Local Government Electoral Act 2011. The next election process will be conducted on Saturday 16 March 2024.

The role of WTA Members, including the Chairperson, can be demanding, but also highly rewarding.

There are a total of 7 WTA Members – 4 Elected Members (including Chairperson and Deputy Chairperson), 3 Appointed Members (Rio Tinto and Traditional Owners). Prior to the election, nominations will be called for candidates wishing to be elected and appointed as a WTA Member.

The federal government could help secure the future of regional news with zero extra cost by simply allocating a fairer share of government advertising to local and regional news services.

It’s a simple and fair solution for the future of regional news.

Cotter, Dearden to lead SPORT IN BRIEF Cowboys in 2024 season Wackers win for Cerneka

JOURNEYS which began almost a decade ago as members of the Cowboys’ Mackay Academy have come full circle for Reuben Cotter and Tom Dearden, who have been announced as co-captains of the North Queensland Cowboys.

The homegrown duo replace Jason Taumalolo and Chad Townsend, who will step back from their roles, but remain members of the Cowboys’ leadership group.

Born in Mackay before growing up in the tiny town of Koumala, Cotter played his junior football for the Sarina Crocodiles.

His move to the Cowboys NYC squad in 2016 was met with immediate adversity.

Consecutive knee injuries saw Cotter miss the majority of the 2016 season and the entirety of the 2017 and 2018 seasons.

He returned to the field in 2019 and would make his NRL debut later that season.

Over the course of five NRL seasons, Cotter has registered 59 appearances for the Cowboys, including 20 in 2023.

Cotter has also represented the Maroons on four occasions, claiming the Wally Lewis Medal for Player of the Series in 2023, as well as the Kangaroos five times.

Dearden becomes the youngest captain in Cowboys’ history, supplanting Johnathan Thurston who was 23 upon taking on the captaincy in 2007.

Dearden will be just 22 when he takes the reins alongside Cotter in Round 1.

Born in Toowoomba, Dearden and his family moved to Mackay as a five-year-old.

His talent became quickly evident playing for Mackay

New Cowboys co-captain Reuben Cotter is a North Queensland product.

Brothers and by 2015 he was part of the Cowboys’ Mackay Academy.

Dearden relocated to South East Queensland in 2016 and, after 22 games for the Broncos, he returned to North Queensland midway through 2021.

In two-and-a-half seasons at the Cowboys, Dearden has appeared in 58 games. He has also registered one appearance each for Queensland and the Australian Prime Minister’s XIII. “This decision was not made lightly and is certainly no reflection on Jason and Chad’s leadership,” said Cowboys coach Todd Payten.

Cotter said he was honoured to lead the club he grew up supporting.

“This is a massive privilege.

I have supported this club my entire life and now to be able to captain the Cowboys is an honour I will never take for granted,” he said.

“I went through some tough times early in my career, but I always had the support of the club and my family and now six years on I’m fortunate enough to be able to captain the Cowboys.

I’m grateful and excited for the opportunity ahead of us.”

Dearden said he hoped to build on the platform laid by the Cowboys captains before him.

“I played all my junior football in North Queensland, I supported the club growing up, so this is a great honour for me to able to represent this region as captain of the Cowboys,” he said.

WITH conditions still difficult to play golf in, a hardy bunch of golfers turned out at Cooktown Golf Club on Saturday for an ambrose event.

The ever-improving Daniel Biddle and the old fox Graham Burton teamed up to win with a nett 59.75, beating Sam GodfreyRoberts and Alice Burton.

Hot favourites, Brent Hetaraka and Steve Butler, but struggled to find a fairway and came in third, pipping Aaron Hobbs and Rick Butler.

Nearest to pins went to Rick Butler for a near slam dunk on 2/11, Godfrey-Roberts on 14 and Hetaraka on 9/18.

Socceroos advance in Cup THE Socceroos have qualified for the Asian Cup quarter finals after a 4-0 win over Indonesia in Doha, setting up a blockbuster clash on Saturday morning.
