Lives risked by Telstra outage

THE lives of remote residents in the Far North continue to be put at risk by the region’s substandard telecommunications network after another Telstra outage left many in Cape York and the Torres Strait unable to make Triple Zero calls.

A lightning strike on a critical piece of Telstra infrastructure near Coen crippled the telco’s network from Friday afternoon until Sunday morning, when technicians were able to make the repairs.

The outage impacted customers in Coen, Aurukun, Weipa, Mapoon, Napranum, Lockhart River, the Northern Peninsula and parts of the Torres Strait, including Thursday Island and Horn Island.

Both landline and mobile phones were impacted, and because Telstra has a virtual monopoly across the region, most people were unable to make calls to Triple Zero in the event of an emergency.

In Australia, when one network provider loses coverage, users can tap into other providers for emergency calls.

However, only Cooktown and Weipa have alternative options.

Even then, if the only fibre optic cable is damaged, it shuts down all networks.

“We ask people to call Triple Zero but when they can’t it does present some danger,” he said.

“You’d hate to have a life-ordeath emergency and not be able to call for help.”

Rachel Cliffe, Telstra’s northern Queensland general manager, said the repairs were made as soon as practically possible.

“We couldn’t get there on Saturday because it wasn’t safe to fly (in a helicopter),” she said.

“We left first thing on Sunday morning and took just about every part possible to be on the safe side.

“We even slung some fuel, just in case the generator had run out.

“The network was back up and running by 9.25am.”

However, when questioned by Cape York Weekly about Telstra’s inability to cope during the wet season, Ms Cliffe disagreed with the statement.

This is despite the fact that for every wet season in the past decade, Telstra has had multiple major outages across the region.

“We’ve done some things in our network to try and improve resilience,” Ms Cliffe said.

“The last thing we want are disruptions.

satellites, similar to Starlink, to see what we can do to improve our network resilience.”

Ms Cliffe said one issue facing Telstra was that Cape York and the Torres Strait had only one fibre optic cable.

It means that an outage at Coen can create a domino effect across the region.

“We’d love to have a diverse fibre optic connection ... that would need significant funding from the state and federal governments,” Ms Cliffe said.

However, she admitted that Telstra had not put forward a submission for an additional fibre optic cable to be commissioned.

bre optic cable in Cape York would likely cost more than $100 million.

Running an underwater cable from Gove in the Northern Territory could be another option.

“The federal government is aware of the need for diversification of the network in Cape York,” Ms Cliffe said.

“We recently connected the fibre from Burketown to Normanton, which has created a ‘ring of resilience’ for those in the North West.

“It means that when there is an outage along that ring, we can divert the connection from either Cairns or Townsville, depending on where the outage is.

“We’re exploring the fibre op-

tions around that Normanton connection.

“A submarine connection is also being considered but the cost is quite significant.”

Telstra said ensuring that Australians had the ability to make emergency calls was a priority.

“We are exploring satellite-tohandset connectivity to allow Triple Zero calls when the network goes down and we’re hoping to have that running by 2025,” Ms Cliffe said.

That feature already exists in the latest iPhone models.

In the meantime, Cape York residents will cross their fingers and hope for no more outages during the wet season.

Coordinated celebration for Cape Flattery project THE boss of an emerging silica miner says the state government’s designation of its Cape Flattery project as one of significant importance will mean additional jobs for Hope Vale and Cooktown.

Last week, the publicly-listed Diatreme Resources announced to the ASX that the Queensland government had declared the Northern Silica Project (NSP), located in the Hope Vale local government area, as a coordinated project.

Under the State Development and Public Works Organisation Act 1971, a project can be given coordinated status if it meets one or more of a number of characteristics, including having significant environmental effects, or strategic significance to the region or state in terms of economic and social benefits, capital investment or employment.

The designation means the NSP will have its regulatory approvals coordinated by the Office of the Coordinator-General, with an Environmental Impact Statement (EIS) to be assessed through a bilateral agreement between the state and Commonwealth governments.

Diatreme Resources says it’s confident that having its Northern Silica Project, near Cape Flattery, awarded Coordinated Project status will deliver an economic boom to the Hope Vale and Cooktown communities.

While coordinated project status is designed to streamline the development process, the Department of State Development and Infrastructure said the declaration “does not exempt the project proponent from the need to obtain necessary development approvals, and comply with the relevant planning and environment laws and planning instruments”.

Diatreme Resources will now prepare a draft terms of reference for the EIS, which will be released for public comment.

Cape on rain watch as cyclone approaches WEIPA BOWLS CLUB

ANOTHER cyclone is expected to hit North Queensland this week and while Cape York is not expected to be in the firing line, authorities are warning locals to be prepared for more heavy rain.

The latest tracking forecast from the Bureau of Meteorology had the system crossing between Cairns and Mackay, with the Townsville region most likely to be hit.

The Bureau said the system could develop into a category one cyclone by 4am on Tuesday and reach category three strength by mid-week.

It’s expected the system will impact the Queensland coast from Wednesday.

Cape York should expect heavy rainfall this week and road networks are already hanging on by a thread.

The Peninsula Developmental Road has been closed throughout the past week due to flooding at Laura and Archer River, as well as Myall Creek.

The Mulligan Highway has also been closed due to flooding at the McLeod River, as well as Spear Creek at Mount Molloy.

Police are asking motorists to avoid plans for driving in the region this week.

Cyclone Jasper Recovery 2024

Pub to roar again on Australia Day AFTER being hit by catastrophic flooding in the wake of Tropical Cyclone Jasper, one of the most colourful watering holes in the country is set to celebrate its reopening with a roar on Friday.

A recovery effort led by the Rossville community to remove damaged infrastructure, mud and debris from the iconic Lion’s Den Hotel following the December deluge has ensured the pub will be operational on Australia Day, albeit in a reduced capacity.

While the pub is yet to return to full functionality, patrons are being called upon to do their bit to assist the recovery by turning up to celebrate Australia Day and putting their money across the bar.

In a social media post, the pub said only unpowered camping would be available, but that the ground remained “very, very wet”, and that the Rossville Retreat had offered to take overflow campers.

“They are unpowered also, and have been in the same situation with wet ground, but we will make it work,” the Lion’s Den Hotel said in the Facebook post.

“They will charge $30 per site, but all money going back into the recovery to help replace items destroyed in the floods from people’s homes.”

Musician Shannon Hunter will provide entertainment for patrons and told Cape York Weekly he was thrilled to be performing to aid the recovery of the community “church”.

“It’s more than a pub to the locals – it’s almost a church,” he said.

“It’s almost a religious experience for these people – they go there, catch up and it’s a community hub.

“It’s a lot of things to a lot of people.”

Hunter, who normally performs monthly at the pub, said he knew the flood disaster would not sound

the death knell for it or the Rossville community.

“I’ve had a few people say they thought the flood would be the end of the Den, but I told them they were underestimating the people of Rossville and what the Den means to them,” he explained.

“The people around the Den won’t stop until it’s up and running again. I love the community there – they’re all a bunch of maniacs, but they’re good-hearted people and it’s a strong community, and I just love being up there with them.”

In addition to live music, plans are in place for a range of uniquely Australian games, including thong throwing and – if they have not all been washed out to sea – cane toad races.

Improved flood modelling needed

SINCE the devastating December floods, Cape York Water Partnership has been working to assess water quality and flood impacts in the Annan and other river catchments, and consider ways our communities can be better prepared for future extreme flooding.

While the observed slowdown of Cyclone Jasper was not initially forecast by weather models, BoM continuously updated the forecasts for prolonged heavy rain.

But the models did not predict the magnitude of the six-day rainfall event in the higher ranges of the northern Wet Tropics.

Over 2970 mm of rainfall fell at Rossville (Lloyd data) in that period, with 885mm falling between 13-16 December, 1440 mm on 1718 December and 665 mm on 19 December.

More rain likely fell higher in the ranges.

The Annan River at Beesbike rose to flood stage at six metres on 17 December at 7am, rose another five metres in 15 hours to a record 11.2 metres at 10pm when major

damage began, and then rose another two metres overnight to peak at 13.3m, with this historic flood damaging property and threatening lives.

People living on floodplains know they are prone to flooding and prepare accordingly, but predictions of flood height risks for extreme events are lacking.

Improved rainfall-runoff modelling using high-resolution topography maps (LiDAR) could better assign risks to individual flood-

plain pockets or properties.

LiDAR topography data exist for many of the flood-affected communities south of Cooktown.

These areas should be re-flown post-flood to document flood impacts and assess future flood risks.

Tide and flood interactions in estuaries could also be better modelled, as could predicted changes with future sea level rise.

Real-time warnings of approaching floodwater could also be improved.

Queensland government flood height gauges on the Bloomfield and Annan River were damaged by the extreme floods, but still provided some warning of rising river levels for the area.

What was missing was real-time rainfall observations in higher elevation areas above the communities of Rossville and Wujal Wujal.

The installation of a rainfall gauge at upper Gap Creek above Rossville could help warn residents of potential floodwater heights and timing.

However, mobile phone and internet service – which is needed to access real-time data – is currently unreliable.

RE-BUILDING BETTER OPENING blocked roads from landslides and bank erosion is a priority for local councils, TMR, and the community.

However, rebuilding back to the same conditions keeps the community vulnerable to future failures.

The disaster recovery guidelines for both the Queensland Reconstruction Authority (QRA) and federal Disaster Recovery Funding Arrangements (DRFA) focus on repairing unsealed and sealed

roads back to their pre-disaster conditions.

Instead of re-building past roads to their pre-disaster conditions, incorporating improved erosion control following best management practices will make roads more resilient for residents and reduce anthropogenic sediment loads to the Great Barrier Reef Lagoon.

Examples include using more drainage relief culverts, additional causeways and creek bridges, rock armouring of batters and steep slopes, stabilising road-caused gullies and landslips, minimising annual vegetation disturbance, revegetation of bare areas, and sealing gravel roads on unstable soils.

While no one foresaw the devastation to follow Cyclone Jasper, investing in these resilience measures can help our communities be better prepared for future flooding, and improve the health of our local waterways.

Local reservists happy to step up SWAPPING their army boots for gumboots, some familiar faces have been spotted among the crowd of Australian Defence Force personnel in the Bloomfield Valley, with some local reservists assisting the clean-up.

Private Coleridge Scotford, of 51st Battalion, Far North Queensland Regiment, said he jumped at the opportunity to help his fellow north Queenslanders.

“I just thought, these people have gone through such a terrible experience, what more can I do?” the Hope Vale resident said.

“I helped with food deliveries

during the evacuations and then came back to help with the cleanup work at the local school and council depot.

“A couple of locals came up to talk to me and said they were grateful we came to help. That was a good feeling because I could see they were a bit scared.”

With him was Private Clayton Baird, who also serves with the 51st.

A Wujal Wujal local, the young reservist said it was difficult to see the damage to his community.

One poignant task for Private Baird was cleaning his old school.

“It was really hard to see the school damaged and to see my friends and family evacuated,” he said.

“I felt sad, but the Elders said they were proud to see me here with the Army and I’m glad to help.”

Not one to shy away from tough work, Corporal Grant Woodholme, of Rockhampton, has deployed to support multiple severe weather relief activities since he enlisted in the Reserves in 2013, and said it was great to be a part of recovery efforts.

“The amount of devastation

we’ve seen here, especially in such a small remote community, is staggering,” he said.

“So it’s good to get our feet on the ground and get our hands dirty to help as much as we can.”

The team has been working hard to clean up vital infrastructure.

“We’ve been working at Bloomfield River State School alongside the local contractors,” Corporal Woodholme said.

“There was just tonnes and tonnes of mud that’s come down from the mountain, so we got in shovelling, draining, cleaning and trying to get the school ready.

“Then we were able to help clean out the council depot to get the local council back in action so they can get back out into the community and do what they need to do.

“It’s been hard yakka for the team working in thick humidity, but the local community are providing much-needed morale and motivation.

“It’s very hot, very sticky, especially after all the tropical monsoonal weather, but the locals have been great. They’ve been so welcoming and are very appreciative of the work we have been doing.”

SINCE ex-Tropical Cyclone Jasper left a trail of destruction across Far North Queensland, the Queensland Reconstruction Authority has worked closely with the councils of the disaster-impacted local government areas.

Queensland Reconstruction Authority CEO Jake Ellwood and QRA officers, including myself, have maintained a constant presence in the north since the disaster unfolded.

In addition to coordinating and overseeing the recovery operation, QRA officers have helped with damage assessments and assisted councils to dispatch emergency supplies to isolated communities using Australian Defence Force and commercial maritime vessels.

The impacts on people and critical infrastructure is almost beyond belief with the devastation of communities on the Bloomfield River ranking as the worst I have seen.

QRA has worked with impacted local councils, state agencies and our federal counterparts, the National Emergency Management Agency, to provide a range of support services for people hardest hit by ex-Tropical Cyclone Jasper.

The massive recovery operation has seen boots on the ground rotations of personnel from several agencies including Queensland Fire and Emergency Services, the SES, ADF, and Disaster Relief Australia.

Their work has focused on providing sustainable access, clean-up and waste removal, reconnecting power, and re-establishing a reliable water supply in the region.

It’s slow, laborious work in atrocious and dangerous conditions.

been used to supply essential items including food, water, and medical supplies.

Ergon has done incredible work to restore power poles while groups such as Indigenous rangers, the Red Cross, the Salvation Army, and various community groups have pitched in doing what they can to help out.

Clean-up efforts have targeted the worst-impacted areas at Ayton, Bloomfield, Degarra and Wujal Wujal.

Work in those areas has been made all the more difficult by their inherent isolation, access difficulties, and the threat of further bad weather with the arrival of the monsoon season.

Resources have been prioritised to maximise the benefit to all impacted communities taking into account that different councils will have different priorities and requirements.

First and foremost, we have been making sure people have a safe place to stay, whether it’s in their home or temporary accommodation.

QRA worked to provide safe

and appropriate temporary accommodation for residents who declined the offer to be relocated to other areas prior to the flooding, an offer that is still available to residents in Degarra.

We have also worked with councils and a range of recovery agencies to provide respite options for impacted residents who choose to remain in heavily affected areas and we encourage people to take advantage of those options.

Across Far North Queensland, 262 households are in emergency accommodation.

QRA understands the impacts this disaster has had on people and we know the road to recovery will be long and there will be frustrations. That is why we prioritised providing health services, including mental health services, and we encourage people to use them.

Additionally, Lifeline has established a dedicated 24/7 phone number (1800 116 671) for affected communities across FNQ.

Community events are also being planned across impacted areas to lift spirits of local residents.

QRA activated a range of assistance measures through the joint Commonwealth-State Disaster Recovery Funding Arrangements (DRFA) for councils and residents in the local government areas impacted by Jasper.

That assistance includes Counter Disaster Operations for the immediate response to the disaster, including the removal of fallen trees, debris clean-up, and the establishment of evacuation hubs.

A further $1 million Local Recovery and Resilience Grant is available to help address localised social and community recovery needs, including the provision of temporary housing and local transportation.

Councils can also claim for the restoration of essential public assets which supports the longerterm recovery of essential damaged infrastructure like roads and bridges.

Other assistance measures available include Extraordinary Disaster Assistance Grants, low

interest loans, freight subsidies, and an extraordinary disaster assistance package including a $29.95 million FNQ Tourism Recovery and Resilience Program and a $20 million Clean-up Program.

Disaster assistance is also available to residents directly impacted by the disaster.

As at 17 January 2024 more than $6.7 million in personal hardship assistance grants has been approved, benefitting 37,840 people.

Where possible, recovery hubs have been established to provide impacted residents with the assistance they need.

QRA understands this is an incredibly difficult time for those impacted.

There are multiple issues across nearly every aspect of life to be addressed and the reasonable expectation is that recovery will be measured in months and in some instances years.

Family Wellbeing Services connect families with culture and community

Accepting help for the first time makes a big difference Lisa* is a mother of four, with children aged from 7 to 21.

She has been referred for support before but always declined it until she was connected with culturally appropriate support at her local Family Wellbeing Service.

To build trust with Lisa and her family, the FWS worker visited weekly. Lisa and her

children were connected to health and dental clinics and Lisa saw a family counsellor.

Lisa has been able to learn how best to parent each child, budget to make sure her family has what they need and regularly engages with a psychologist to manage her depression.

Attending a local women’s group brought Lisa out of her comfort zone and she is now more social and has more family and friends visit.

Lisa’s oldest daughter worked with a youth service for TAFE study, counselling and Centrelink payments and the younger children now have health and mental health care plans.

The support worker helped her youngest son join after school sports and a weekend soccer program.

Finding new ways to manage “If welfare saw your house, they would take your children.

You should go to Family Wellbeing Services.”

It was those words from a friend, who also had FWS support, that set Desleigh* on the right path for her family.

At 33, mother of 7 Desleigh had trouble feeding her children properly due to a gambling addiction. Her children were not going to school.

Since attending FWS, Desleigh is managing their behaviour — including creating timetables for them to go to school — and has created a budget so she can repay her gambling debts and make sure her kids have enough to eat.

The Family Wellbeing Services worker is someone Desleigh can talk to about her problems and helps her see new ways to work through things.

Better support for Dads Dad to two young children, Kelvin* spent years trying to break his drug addiction which ended with him spending time in jail.

Kelvin heard about FWS through a local Aboriginal and Torres Strait Islander Community Health Service and contacted them for help.

He thought all he needed was support to prove to the courts that he was stable enough to support his children after being released from prison, but quickly realised that FWS could help with so much more.

Aboriginal and Torres Strait Islander Family Wellbeing Services (FWS) are helping families find new ways to grow stronger and keep kids safe.

The free services provide culturally safe support with parenting and family issues for mums, dads and families.

The Queensland Government provides funding to Aboriginal and Torres Strait Islander community-controlled organisations to operate services covering the whole of the state, including the Torres Strait Islands.

Thousands of First Nations families have used FWS since they first opened in 2016, receiving practical and useful advice and support for a wide range of issues.

A case plan was developed between Kelvin and his male case worker which included one-onone guidance, referrals to support agencies, drug and alcohol rehabilitation, mental health and GP health services.

After a year, Kelvin noticed a big change in his behaviour and attitude towards life.

Kelvin said the best things about the Family Wellbeing Services are that he gets to yarn with someone outside the family,

they take him seriously, listen to him and he feels like he’s in control of his plan.

With their help and support he has become a more stable parent and has a better relationship with his kids who are doing well at school.

Tinto Police ask for public help Rio makes big after arresting fisherman comeback A KARUMBA commercial fishing operator has been arrested following sensational allegations that he subjected six crew members to behaviour including torture, slavery and rape.

Cairns detectives charged the 47-year-old man with 46 offences on 17 January, 2024 as part of Operation Victor Diabelli, which was launched in 2023 following reports the man allegedly made threats against a number of deckhands under his supervision.

On 9 January, 2024, search warrants were executed on a property in Karumba and four fishing vessels, with police alleging an illegal firearm was located on one of the boats.

The man has been charged with 18 counts of common assault, 10 counts of assault occasioning bodily harm, three counts of assault occasioning bodily harm whilst armed, five counts each of torture and slavery, and one count of stealing.

Detective Acting Inspector Jason Chetham told a press conference on Wednesday that the man was a “well-known fisherman in the Karumba area”. “[The charges] include multiple counts of servitude, torture, assault occasioning bodily harm, common assault, stealing, rape and fraud,”

Police have raided a number of vessels in the Gulf of Carpentaria as part of Operation Victor Diabelli.

Acting Inspector Chetham said.

“Some of those complainants were in such fear of their lives and wellbeing that they actually dived from those boats and swam through crocodile- and sharkinhabited waters to the mainland to get off the boat to seek relative safety from this individual.”

The alleged victims – five males and a 25-year-old female – were “mostly from the Cape York area”,

but police said they believed the number could increase.

Detective Sergeant Bradley McLeish urged further victims and witnesses to come forward, adding that all complaints would be fully investigated.

“If you have information that could assist this investigation, we want to hear from you,” Detective Sergeant McLeish said.

“Victims who may be subject to

harassment or intimidation in relation to speaking to police are assured that all offenders will be held accountable for their actions.

“Anyone making threats to potential witnesses or victims can expect a visit from detectives very soon.”

The man was remanded in custody and is due to appear in the Cairns Magistrates Court on 9 February, 2024.

BAUXITE shipments out of Rio Tinto’s Weipa operations lifted slightly in 2023, despite a sluggish start to the year.

The mining company shipped 35.12 million tonnes from Weipa last year, up from 34.52 in 2022.

But challenges due to weather and equipment downtime had executives concerned at Easter.

Just 7.49MT were shipped in the first quarter of last year.

However, that number rose each quarter to 8.81, then 9.0, and finally 9.81 in the final quarter of last year.

“Due to the wet weather in Q1, 2023 was a challenging year but were able to make a strong recovery in the second half of the year,” said Shona Markham, the general manager of Rio Tinto’s Weipa operations.

“We had a strong performance across our Weipa operations in Q4 and I want to acknowledge the efforts of everyone at all our sites in helping achieve our group bauxite guidance.

“It demonstrates the outstanding results we can attain when we work together.”

Rio Tinto’s Gove operation shipped 11.5MT of bauxite in 2023, with the company’s other bauxite sourced from mines in Guinea and Brazil.

Katter calls for new player to take on big four banks KATTER’S Australian Party leader Robbie Katter says he is heartened by calls for the dilution of private corporate control over the provision of essential “public” services but that action could have been taken years ago had regional Queenslanders been listened to.

With reference the opinion piece by Associate Professor Paul Williams the Courier Mail where it was speculated that “publicowned” may become this decade’s “new black,” Mr Katter said regional Austral-

ians have been demanding greater market intervention by government in key sectors of the economy for decades.

Mr Katter has long said a “fifth pillar” in the banking sector was needed to curtail the market power of the socalled Big Four, which have consolidated their grip on home-lending with combined profits of over $41 billion last year.

“Corporate concentration across all sectors is the norm in most towns, with virtually no competition in airlines,

supermarkets and telcos,” Mr Katter said.

“For decades, banks peddled the idea that their economic interest and those of the community went hand in hand.

“The presence of a local manager who could be relied upon to help you pull a calf from a creek or pitch in at a sausage sizzle was intended to solidify the image that banks somehow had a social mandate.

“With branches disappearing from the main street of every other country town,

the myth is now well and truly busted, and regional Queenslanders were the first to feel the brunt of that.”

Figures from the banking watch dog, the Australian Prudential Regulation Authority (APRA), show a 37 per cent decline in the number of banking institutions offering face-to-face services between 2017 and 2023 nationally.

In Queensland, branch numbers declined from 1203 in 2017 to 779 as of June 2023, a drop of 35 per cent.

Mr Katter said the

APRA’s prudential standards have consolidated the power of the “Big Four”, as they have the means to meet the compliance costs more easily than competitors.

Mr Katter said a more effective way to regulate the banks’ behaviour was the introduction of a new player with a government-backed guarantee, which could “lead by example,” forcing the major banks to adapt their levels of service, profit expectations and risk tolerance to remain competitive.

Mr Katter said encourag-

ing Australia Post to enter the Australian banking sector by providing it with a banking license would the first step toward installing a substantial competitor to the major banks, forcing them to lift their levels of service.

“By making a banking licence available to Australia Post, the national parcel carrier could offer basic deposit, credit card and mortgage facilities to begin with, injecting some competition into the sector riding on the back of their existing branch network of 4500 outlets.”

Skye Wilson joined the Torres and Cape Hospital and Health Service’s Maternal, Child and Family Health Care team last year.

She is a proud Aboriginal woman with cultural links to the Kokatha and Wirangu people in South Australia.

Ms Wilson is based in Cairns and as part of her role she will visit women and their families in communities, but also support women when they travel to Cairns to give birth.

She will be able to support families around areas such as domestic violence, mental health and substance abuse.

“I am there to support women and their families through hard times and connect them to services if they wish,” she said.

“I’m also there to advocate for them as well as these women are already vulnerable being away from community.”

Ms Wilson, who grew up in Adelaide, said she saw firsthand how the effects of drugs and alcohol could affect families.

The Torres and Cape HHS established the Maternity, Child and

Family Health Care team last year to work in collaboration with existing services to deliver a comprehensive visiting outreach services to communities across Cape York.

The team includes Maternal, Child and Family Midwifery consultants and First Nations health

workers and is integrated with the Midwifery Navigation Service, which is a component of the health service’s broader, highly successful Nurse Navigator program.

Birthing services at Cooktown and Weipa are both on pause due to a shortage of staff.

QUEENSLAND Senator Susan McDonald has called for all banks to grant deferment on loan repayments for businesses and homeowners affected by floods.

Senator McDonald said flood victims needed time to re-establish their cash flow and prioritise payments to staff and local creditors without the added burden of meeting loan repayments.

She has contacted major financiers asking them to consider pausing loan repayments and extending loan terms for home and business owners desperately trying to get back on their feet.

“This offer has been made previously to distressed businesses following disasters. Some people have lost everything and need to keep their jobs. By deferring loans for three to six months, employers can ensure these jobs remain,” Senator McDonald said.

“Some banks are offering loan deferment options for customers but this needs to be an industrywide policy and it needs to be adequate to ensure businesses stay open and jobs preserved so this important region recovers as quickly as possible.

“Business owners have contacted me in great distress at having lost much of their traditional Christmas trade.”

OFFICE MANAGER

Reporting to the Executive Officer, the Office Manager is responsible for the efficient and effective functioning of the WCCT Office in order to meet organisational objectives. This includes demonstrating appropriate and professional workplace behaviours, performing their responsibilities in a manner which reflects and responds to continuous improvement, managing Administration staff, managing IT and communications systems and other office equipment, and providing support to the Executive Officer. The Office Manager is also responsible for the coordination and planning of all WCCT, WCCCC, Sub-Regional Trusts and Sub-Committees meetings scheduled throughout the year.

We anticipate the applicants will have completed a formal training in Business Administration or a similar field and have experience in a similar role where they have been responsible for the efficient and effective functioning of an office, managing administration staff, document control, managing IT and communications systems as well as compliance with organization policies and procedures and workplace health and safety regulations. A current C class driver’s license is also required for this role.

Prior experience with MYOB, centralized databases, and a sound knowledge and understanding of Aboriginal and Torres Strait Island protocols are highly desired.

A MASSIVE field of 19 got up bright and early on Sunday for Dawn Busters golf at Weipa and regular Rachel Dick enjoyed the challenge, claiming honours over Viv Dick.

Ellie Duvenhague got plenty of value for money with a lot of shots, collecting the Hoffman’s prize, while remarkably none of the 19 got close enough to win the nearest to pin. Longest drive prizes for men’s and women’s went to Scott Andrews and Viv Chan.

Dawn Busters is played every Sunday from about 6.15am and is a social round of nine holes. New players are welcome.

FOR the first time in more than a decade, the Weipa Crocs were absent from the Goldfield Ashes cricket tournament, staged in Charters Towers over the weekend.

The Crocs normally cobble together a side through Aaron and Clair Johnson, but they were missing in action for the iconic event, staged over three days.

But that didn’t stop Weipa from having representation.

A Weipa boat worker was vice captain of the England cricket team that played matches at Lord’s.

Readers would be scratching their heads suggesting this could not be possible as Lord’s is the prestigious oval in England, known as the home of cricket.

Well this did actually happen and it occurred at Australia’s biggest cricket carnival.

One of the teams in the lower grades was named “England” and they played their games at a private ground named “Lord’s” at a remote part of Charters Towers near the School of Distance Education building.

You needed a GPS tracker to find Lords.

Weipa man David “Boofa” Mossman was the vice captain of England and told me that the team was formed about 14 years ago and most of the other players are from Charters Towers or Townsville.

“I work on a boat at Weipa and used to live at Charters Towers,” Boofa said.

He said the side was formed in 2010. Asked why it was called England, he said: “Everybody wants to see England play Australia in the Ashes and beat

them, so teams we meet each carnival get their chance. The ground has a few similarities to the real Lord’s,” Boofa said.

However the famous members stand at Lord’s in the Mother Land has no comparison to the Towers namesake where spectators sit on fold-up chairs under trees to escape the sun.

So what has been the winning record of England at the Outback Ashes?

“Pretty poor and one time we played the Weipa Crocs and they gave us a pizzling,” Boofa said.

The captain of England is well known Charters Towers man Neville Huxley who opened the bowling with his left arm seamers in Friday’s game against a team named Hardly Hitters.

It was steaming hot with the temperature sitting around 35 degrees but the players’ comfort

level was good after recent rain left Lord’s looking green.

England played an afternoon game and the heavens did open around 2.30pm but the downpour didn’t last long and play continued.

Matches were played at more than 70 grounds around Charters Towers and nearby areas including at parks, schools, the golf club, on private properties, the aerodrome reserve and other places.

One of the most unusual venues was called Drinkastubbie Downs which is on a cattle property about 12km from the Towers.

The A grade, B-1 and Ladies division matches were played seriously, however rules were more relaxed in the B-2 and Social grades.

These included batsman who

failed to score a run had to wear a plastic duck on their heads and male fieldsmen who dropped a catch wore a women’s dress.

Boofa said that England didn’t bring a women’s dress with them for this carnival, obviously hoping that no fieldsman would spill a catch.

I did a drive around most of the grounds and spotted the Mount Garnet Eagles men’s side which had performed well at the recent carnival at Musgrave Roadhouse.

Eagles batsman Josh Henry, who has worked as a truck driver at Weipa, was smashing the ball to all parts of the field at the aerodrome reserve.

The Goldfield Ashes carnival commenced in 1948 with just six men’s teams and has expanded over the years to become a genuine Aussie icon.

THE Carpentaria Golf Club is inviting members of the public to take part in its Australia Day celebrations on Friday.

The club is putting on a 9-hole ambrose pairs event with a 9am shotgun start.

Cost is $40 per person, which goes towards green fees and prizes.

It will be a busy day at the club, with the barbecue sizzling and live music in the afternoon, complemented by activities for the kids.

Gabba Test starts Thursday AUSTRALIA opener Usman Khawaja is recovering well from a nasty head knock suffered in Adelaide and is on track to play the second Test against West Indies starting Thursday.

Khawaja completed concussion assessments on Sunday and appeared set to partner Steve Smith at the Gabba.

“Usman Khawaja continues to progress through protocols following a head impact in the first Test. He completed normal concussion assessments today,” a Cricket Australia spokesperson said.

Australia will conduct its main training session on Tuesday in Brisbane.

After relatively low demands were placed on the hosts’ bowlers in Adelaide given the Test concluded inside two and a half days, the Aussies were set to select the same four bowlers – Pat Cummins, Mitchell Starc, Josh Hazlewood and Nathan Lyon – as they had all summer.

Australia hasn’t fielded the same four bowlers for five-straight Tests since the 2013-14 Ashes series.
