THE three Cape York councils most likely to be impacted by Cyclone Jasper say they are well prepared for whatever comes their way as the Bureau of Meteorology predicts the worst of the weather to hit on Wednesday afternoon and evening.

The Wujal Wujal, Cook and Hope Vale councils are bracing for the wild weather, but are calling for residents to remain calm.

Cook Shire mayor Peter Scott said the region was well-equipped in preparation for TC Jasper.

“We are getting plenty of warning for this one, which is a good thing,” he said.

“But a lot of our preparation is done throughout the year and over the course of many years.

“Our District Disaster Management Group is working closely with the state’s DMG and Queensland Police Service is sending an Inspector up to Cooktown, as well as Hope Vale and Wujal Wujal, to support the mayors and CEOs. “A similar thing happened when Ita and Nathan hit in 2013 and ’14 and they were fantastic.

“Those senior QPS guys don’t have any hang-ups or personal concerns in the towns.

“Our problem in small communities is that our local leaders have concerns like families, businesses, cars and houses.

“I know my biggest concern is making sure my family is safe.”

“They are massive, almost the size of a shipping container and they will come into action if we have any power outages,” he told Cape York Weekly.

“In Cooktown, for example, if a power line goes down in one section of town, one of these generators can be hooked in to get power back up and running to most of the homes.”

Cook Shire Council got on the front foot last week, opening up its waste transfer stations for a “free dump day” over the weekend.

The Lakeland and Ayton centres opened on Saturday, while the Cooktown and Coen stations were free to use on Sunday.

“I took a load of rubbish out there this morning and there

would have been eight or nine cars there taking advantage of it,” Cr Scott said at lunchtime on Sunday.

Panic buying at the local supermarkets had just started to set in, the mayor said.

“I was told it wasn’t too bad on Saturday but today the shelves are becoming a bit more sparse,” he said.

“My advice would be to make sure you have enough food to get through a few days because that’s the longest you’ll be cut off for in the worst-case scenario but it shouldn’t be a major issue this time around.”

Jason Woibo, the mayor of Hope Vale, said his council and community would remain calm.

“We’ll have a Disaster Management Group meeting on Monday morning to get the latest and we’ll keep a close eye on things but we are not too worried,” he said.

“The latest tracking has it going south of us and history says that the worst of the rain and wind can actually be south of the eye of the cyclone. We are not complacent but we are always well prepared.

“Because we were getting towards the end of the year, the council had already started cleaning up the town in preparation for the cyclone season.”

Cr Woibo said the council’s primary concern was making sure that those living in the aged care facility, as well as those on dialysis, had access to power.

“Ten years ago we copped a fair bit from both Ita and Nathan so locals know what cyclones are all about,” he said.

“We’re just telling people to remain calm and to stay indoors when the nasty weather hits.”

Cr Scott echoed those thoughts, saying the local police had worked with commu-

nity groups to conduct welfare checks on the elderly, as well as those sleeping rough.

“It does pay to check on your neighbour and see if they are OK and need a hand,” he said.

“One thing to consider is the likely direction of the wind. We know that it will come from the south-east, which means you can park your car in a strategic place to protect it.

“This town has been built around the threat of cyclones and has gone through many over the years.

“I’m more worried about places like Port Douglas, Wonga Beach and even Cairns, who haven’t experienced a cyclone for a long time.

“The further remote you get the further self reliant you become.

“But they’ve got a lot of new people who haven’t experienced a cyclone before.”

Health facilities equipped for disasters CAPE York’s health facilities are well prepared and have completed emergency management planning for the looming natural disaster season.

The work is timely with the first Queensland cyclone of the season forming this week.

Torres and Cape Hospital and Health Service’s executive director of disaster management Danielle Hoins said preparations for summer started months in advance to ensure the region’s health facilities were ready.

“Whether it’s a cyclone, bushfire, floods or prolonged power outages, our region has seen it all,” she said.

“Natural disasters are unpredictable which is why preparation is important, not only for the health service, but everyone in the community.

“On a personal level, people need to have a disaster kit ready just in case they have to

evacuate. In the disaster kit, you should ensure you have enough medicines, including prescription medicines, and other supplies available to last you a week or so.

“And don’t forget supplies for your pets.’’

Ms Hoins said being prepared helped the health service and other agencies to concentrate on the response to that incident.

“If you are prepared and self-sufficient at home that will not only benefit your household but keep our emergency departments free for people who need urgent care,’’ she said.

Ms Hoins said every health facility in the Torres and Cape Hospital and Health Service had individual emergency management plans in place and staff members were familiar with these.

“If a cyclone forms or other natural disaster occurs, the plans for those facilities likely to be affected will be activated,” she said.

“Emergency generators at all our health facilities are regularly tested and well supplied with adequate stocks of fuel.

“Our facilities are also well stocked with food and medical supplies.

“We have backup satellite systems in place for most of our facilities in the event voice and data services go down.

“This has been a significant advancement for emergency communication channels to support facilities and reduce the impact on business continuity in the event of a disaster or emergency.

“We also have post-cyclone recovery plans in place to move relieving clinical staff and repair and maintenance teams quickly around the region to any affected facilities where they might be needed following a cyclone.

“All in all, our health facilities are as prepared as they possibly can be.’’

“That can cause significant damage to property, it can bring down trees, powerlines, cause widespread power outages,” he said.

CAPE York should avoid the brunt of Cyclone Jasper’s wrath, the Bureau of Meteorology was reporting on Monday, although residents should continue to monitor updates.

At the time of writing, Jasper had weakened to a category one system, although is expected to strengthen to a category two cyclone when it makes landfall around lunchtime Wednesday.

The eye of the cyclone is expected to cross the coast around Port Douglas, although it could still shift north or south.

Senior meteorologist Angus Hines said despite the system weakening from a category four on Saturday to a one on Monday, it was still a “significant weather system”.

“We will certainly start to feel the effects of the storm earlier than that even though it’s positioned out over open waters,” he said.

“That will start with the winds picking up across parts of the Queensland coast.

Premier’s resignation welcomed CAPE York’s leaders are hoping a new Premier will reignite energy into key issues facing the region following the resignation of longtime Queensland Premier Annastacia Palaszczuk.

“I don’t want to be too negative but if you look at the Cape, housing and the cost of living are two things that have gotten out of control,” said Member for Leichhardt Warren Entsch.

“The inaction is a bloody disgrace. I’m hoping her friend from Cook (Cynthia Lui) follows her lead.”

Mr Entsch said the Premier had “been left wanting as a leader”.

“Particularly in the last couple of years she has been profoundly disappointing,” the LNP MP said.

One Cape York mayor, who didn’t want to give their views on the record, said Ms Palaszczuk would not be missed by those in their community.

“She hasn’t done anything for us and every time we’ve asked for something we’ve been knocked back or ignored,” they said.

“We can’t even get Cynthia to turn up so what hope do we have to get the Premier to listen?”

was more diplomatic about Ms Palaszczuk’s departure.

“She’s obviously decided its time to go after a considerable time as the Premier,” he said.

“Cook Shire thanks her for her passion for Queensland and for her assistance for the regions.

“I wish her all the best.”

Speaking at a press conference on Sunday, Ms Palaszczuk reflected briefly on her time in the chair.

“When I led this party from an opposition of seven members, I said that the first election would be like climbing Mount Everest.

I went on to climb that mountain twice more.

“I don’t need to do it again.

“I will finish at the end of this week as Premier and the next premier of Queensland is for caucus to decide on Friday, giving MPs time to come back” she said.

“And soon, the people of Queensland will have their say.

“But now is the time for me to find out what else life has to offer.”

Ms Palaszczuk said it had been “a great honour to be the leader of this party”.

“But I’ve done nearly nine years as Premier, three years before that as leader of the opposition.”

cops QPWS fines campers after More heading to illegal fire, dangerous site the Cape QUEENSLAND Parks and Wildlife Service (QPWS) is putting campers on notice these school holidays for irresponsible fire behaviour – putting themselves and the environment at risk.

Rangers have fined a group of campers in Rinyirru (Lakefield) National Park for allegedly illegally lighting a campfire during a total fire ban, despite clear signage in the area warning against this dangerous activity.

QPWS personnel spotted the illegal fire while inspecting a campsite at Hann Crossing last month.

On top of the brazen fire risk, the campsite had allegedly been set up right next to the Kennedy River; well-known crocodile habitat.

The campsite had allegedly been erected past a crocodile warning sign which advised to not camp in the area.

Following interviews with rangers, four campers were issued with on-the-spot fines for lighting the unlawful fire ($774) and camping in immediate proximity to where crocodiles may readily attack ($309).

They have each been ordered to pay a total of $1083 and were issued warning notices for camping without a permit.

Investigations are continuing into two other campers.

Ranger Larry Leedie said irresponsible behaviour posed a serious risk for individuals, rangers and responders.

THREE heavy hitters from the Far North have put their hands up to take on Cynthia Lui at next year’s state election.

Cape York Weekly can reveal that Douglas Shire mayor Michael Kerr, Mareeba deputy mayor Kevin Davies and former MP David Kempton have nominated for LNP preselection.

All three will now be vetted by the LNP and put through a vigorous interview process before the party’s branch votes for the candidate.

Cr Kerr, who also chairs the Far North Queensland Regional Organisation of Councils, is considered by many to be the front-runner, considering he has

the endorsement of Leichhardt MP Warren Entsch.

However, he faces formidable opposition.

Mr Kempton previously served a term as the Member for Cook before he bowed out to Billy Gordon in a landslide

victory for Annastacia Palaszczuk’s Labor as Queenslanders revolted against the Newman government.

Cr Davies has been the deputy mayor at Mareeba since 2020 and is well known across the Tablelands, having served as

a leader of Rotary and various other organisations.

The LNP candidate for Cook is not expected to be known until the middle of January.

Incumbent Cynthia Lui is the presumptive Labor candidate as she seeks a third term.

CASES of the flu and COVID-19 are continuing to circulate across Cape York and the Torres Strait.

Torres and Cape Hospital and Health Service Public Health Medical Officer Dr Allison Hempenstall said 950 laboratoryconfirmed cases of influenza had been recorded so far this year.

“We’ve also had 350 cases of COVID-19 to date,” she said.

“As always, vaccination remains our best protection against both influenza and COVID-19.

“I encourage all residents to ensure their vaccinations are up to date, including COVID-19 boosters, which are available through our primary health care centres.

“While being vaccinated will not prevent you getting COVID-19, vaccination has been proven to reduce the severity of the illness and help keep you out of hospital and, especially, out of intensive care.

“The seasonal flu vaccine also is readily available and everyone should take the opportunity to be vaccinated.”

Lions Club delivers annual bursaries TWO Cooktown students have been given a helping hand towards their education.

Each year, the Endeavour Lions Club hands out the Bert Mason Award from funds raised by members throughout the year.

At a total of $4000, the bursary helps the recipients with the costs towards their university fees, textbooks and other out of pocket expenses once they commence study.

This year the Bert Mason was awarded to Kyana McCoombes from Cooktown P-12

State School and to Claire McNab at Endeavour Christian College.

Kyana received her award from outgoing president Jim Faye, who was nominated as the club’s vice president at the recent AGM. Kyana is one step closer to realising her ambitions to become a paramedic. She was also awarded the Endeavour Lions Financial Assistance (ELFA) award in 2021.

Justin Coventry’s first official public event as incoming president was presenting Claire

with her award. She is also pursuing a career as a health professional and has applied for a Bachelor of Medicine and a Bachelor of Surgery at James Cook University.

“Next year we are focusing on increased membership and business partnerships and donations,” Mr Coventry said.

“Even when businesses are too busy to help they may be able to provide funds to help but we really need people to join.

EMERGING silica sands developer and explorer, Diatreme Resources has further expanded its high-grade silica sand resource base near Hope Vale, with a new maiden resource estimate established for its Western Resource Area (WRA).

Located within close proximity to the company’s flagship Northern Silica Project (NSP), the WRA’s maiden resource has an estimated 91.7 million tonnes of highpurity silica sand.

Diatreme’s total silica sand resource base has now swelled to approximately 402Mt across its FNQ silica sand projects, making it the largest such resource base in the region.

Board chair Ella Kris said Rex O’Rourke would be joining the health service from Western Australia and taking up his appointment from January 15.

“Mr O’Rourke comes to us with extensive senior executive leadership and management experience in overseeing large complex health and human services in remote and very remote regions of Western Australia and the Northern Territory,” Ms Kris said.

“He is currently the executive

director of the WA Country Health Service, based in the Kimberley region of Western Australia.

“WA Country Health Service is Western Australia’s most isolated network of remote health services in a region three times the size of the United Kingdom.

“He is also co-chair of the Kimberley Aboriginal Health Planning Forum and also previously worked in senior director roles with the Northern Territory Health Department.’’

Ms Kris said Mr O’Rourke had a record over many years of successfully working in partnership with Aboriginal and Torres Strait Islander peoples to deliver culturally safe health services that im-

proved health equity, access, and outcomes.

“I am sure our staff and our communities will join the Board and I in welcoming Mr O’Rourke to our health service,” she said.

“In welcoming Mr O’Rourke, I would also like to pay tribute to Dean Davidson, who has been acting as interim chief executive since the departure of previous chief executive Beverley Hamerton in late June this year.

“His steady hand, strong focus and commitment has provided continuity of leadership for our health service and our communities while we undertook recruitment for a new chief executive.

“The board and I thank him for

his commitment and dedication during his time as interim chief executive.

“Mr Davidson, who has been with our health service since 2016, will be moving to a new senior role with the Cairns and Hinterland Hospital and Health Service.

“His last day with the Torres and Cape HHS will be on January 12.’’

Mr O’Rourke said he was looking forward to travelling around the Torres Strait and Cape York and getting to know the many diverse communities.

“I am committed to working alongside the communities we serve to make a difference to the provision of remote health care,” he said.

“I am passionate about promoting and developing our workforce to deliver the best quality of care closer to home.

“I plan to use my experience and understanding of health innovation to work actively with colleagues and communities across the health system to ensure patients and clients have access to contemporary services that are informed by the latest research and technologies.

“As part of this process, I will be engaging with communities, stakeholders, and partners to build coalitions and coordinate activities to address the social determinants of health and to ensure equity of access to high-quality health services across the region.”

New one-stop shop for region’s vulnerable patients PATIENTS from Cape York and the Torres Strait, all the way south to Tully, are having their care better coordinated via a new centre that has started operating in Cairns.

The Torres and Cape and Cairns and Hinterland hospital and health services have partnered with the Queensland Aboriginal and Islander Health Council (QAIHC) to deliver the new Care Coordination Service Centre in Draper Street, Cairns.

The centre is a ‘one-stop shop’ for complex patient support and has been developed as a single point of contact for patients to help them navigate the health system.

The centre has a full range of co-located patient services such as travel, finance, referral systems, and digital information services.

It has 180 staff drawn from Torres and Cape and Cairns and Hinterland hospital and health services, as well as QAIHC. There is a telehealth training room, as well as an emergency response room where emergency services teams can come together to respond to any health emergency.

QAIHC’s general manager of health reform Robert Skeen, TCHHS acting chief executive Dean Davidson and CHHHS chief executive Leena Singh.

The new centre also includes space for Cairns and Hinterland Hospital and Health Service’s Virtual Ward staff, thereby helping to free up space at Cairns Hospital.

“A significant propor-

tion of the local populations across the Far North identified as vulnerable patients,” said Health Minister Shannon Fentiman.

“This region has a significantly higher proportion of Aboriginal and Torres Strait

Islander people (14.2 per cent compared to the state average of 4 per cent).

“This new centre aims to improve health equity and ensure the care of vulnerable patients with complex health needs is fully coordi-

nated, thereby reducing their need to travel, and – where possible – provide their care closer to home.

“As such, it is critical that their health care is delivered by the right people with the right skills, at the right place

and right time. This is what the partnership is designed to deliver.

“Care closer to home will be provided through outreach clinics and a greater utilisation and support for telehealth and virtual care.”

Gallery needs an urgent upgrade

INVALUABLE artworks that depict Cooktown’s natural environment are being put at risk by budget cuts that have compromised its storage.

Vera Scarth-Johnson donated her art to Cooktown, hoping it would encourage people to appreciate and protect the region’s natural environment.

However it is now at risk of damage because of less-than-ideal storage conditions and the race is on to save Ms Scarth-Johnson’s gift to the community.

Vera Scarth-Johnson Gallery Association secretary Barbara Leys said the collection had been declared of national significance.

“(It) belongs to the people of Cooktown,” she said.

“But recent evidence has shown how inadequate the climatic conditions are in the room where all of Vera’s artworks are held when not on display.”

Endeavour River is the only known botanical art collection of its type in regional Australia – that is, as a comprehensive record of the flora of a particular region, as the work of a local artist and conservationist, and finally as a public collection.

The collection is kept and displayed at Nature’s PowerHouse, built to house Scarth-Johnson’s works, but budgetary issues had “dictated the need for compromises” in the storage room design.

Ms Leys said these compromises resulted in the storage room, known to the association as the “bunker”, doubling as a hallway.

“Normally, an art storage room is a climate controlled, isolated, safe area,” she said.

“Our bunker is clearly inappropriate, and this puts Vera’s precious artwork at great risk.”

She said they have already discovered mould on at least one painting, and many others were damaged and needed attention.

“We have been advised by conservators that artwork on paper is particularly difficult to remedy once damaged by mould, at times impossible as well as being expensive,” she said.

The association recently applied for a grant which they hope will provide funds for the work needed.

“Vera’s collection belongs to the people of Cooktown and deserves to be looked after,” she said.

Ms Leys is a newer member to the association, but is passionate

about preserving Scarth-Johnson’s legacy.

“I knew Vera and had close friends involved in the association,” she said.

“I do it for them, and also because I think it would be a damn shame to let such a generous gift disintegrate.”

She encouraged anyone interested in preserving this important part of Cooktown’s history to become a member of the association.

The association committee is also working on printing a second edition of Scarth-Johnson’s book, redesigning the gallery and bringing back the Charles Tanner wildlife display.

“We are all busy people, but we feel the value of it,” she said.

Christmas fundraiser aims to help revive exhibit A ONCE popular Cooktown wildlife exhibit is hoping to make a comeback, starting with a cabaret fundraiser on Saturday.

The Charles Tanner Wildlife Exhibition was once housed at Nature’s PowerHouse alongside the Vera Scarth-Johnson Gallery, but many of the specimens had to be sent back to the Queensland Museum where it was loaned from.

One of the cabaret organisers, Carol Fosset, said the Charles Tanner Wildlife Exhibition used to complement Scarth-Johnson’s botanical paintings.

“Vera’s paintings covered the flora of the area and when we had the exhibit, it showed some of the fauna of the local area,” she said.

“It just rounded off Nature’s PowerHouse really well to have both flora and fauna represented, so we’re keen to bring it back.”

Now, members of the Vera Scarth-Johnson Gallery Association are raising funds to buy their own specimens and revitalise the sister exhibition.

some specimens from the Queensland Museum, but that’s no longer possible,” she said.

“They suggested that we could actually buy our own specimens from a taxidermist.”

“Part of the next step is to come up with the funds.”

The cabaret will feature a host of live and video acts to entertain the crowd.

“They’ll be a couple of film clips from people with

connection to Cooktown but aren’t here at the moment, and the rest will be lovely local performers who are giving their time,” she said.

“We want it to be a wonderful Christmas celebration as well as a fundraiser and we thought, if we make some money out of it, what should we do with it?”

A few specimens remain as standalones at Nature’s PowerHouse, but the team hopes the cabaret will be a

start in bringing the exhibition back to its former glory.

“Children really enjoyed the exhibit and tour leaders would bring their bus tours to see it,” she said.

“We’ve been talking about doing something for a number of years now and now Barbara Leys, the Secretary of Vera Scarth-Johnson Gallery Association has put a lot of time into reenergising the project.”

nowned herpetologist who made substantial contributions to the study of Australian reptiles, including the coastal taipan.

The coastal taipan was just one of many reptile species that visitors could learn about at the exhibit.

The Christmas cabaret fundraiser will be held on Saturday from 6.30pm at the Cooktown racecourse.

Police create a warm and safe place for victims THE cold, uninviting interview rooms in a police station are no place for victims of violence, so Weipa Police have created a safe environment for vulnerable people to begin their healing journey.

With support from the Weipa community, they have transformed an underutilised office space at the station into a victim-centric statement and interview room, with comfort and safety at the forefront of its design.

“Our team aimed to provide victims of crime with a comfortable room that made them feel physically and emotionally safe, so this was considered when planning every detail,” Senior Constable Sandy Gardiner said.

The room is named ‘Bunum Birrumom’, which translates to ‘our healing place’.

“We are very proud of our new soft interview room,” she said.

“It’s fully furnished with comfortable seating and cushions, and is equipped with toys, books, local art and sensory aids to support survivors and those fleeing domestic and family violence to feel safe.”

Senior Constable Gardiner, along with Senior Constable Megan Carroll, Police Liasion Officer Fritz Loban and Weipa Police Officer in Charge Senior Sergeant Warren Flegg, researched best practices relating to trauma-informed care, resulting in the soft interview room.

“Our aim is to ensure those vulnerable

people feel comfortable and allow us to support them to get the help they need,” Senior Sergeant Flegg said.

He highlighted that the project was a whole community effort. Weipa Community Care Association donated funding for furniture, books and toys, while local businesses met transportation costs for furnishings, and students from the Western Cape College created artwork for the room.

“Local police and our partners should be congratulated for creating this much-needed healing room for our vulnerable members of the community,” he said.

“In the past two months, this space has highlighted our emphasis on a stronger victim-centric approach to domestic and family violence, which is also supported by the many positive comments from clients, local stakeholders and our officers using the room.”

Minister for Fisheries Mark Furner said the grants programs were helping to build a legacy of sustainable fisheries.

Applications are now open with funding divided between:  $250,000 for commercial and charter fishing initiatives that aim to address ecological risks and promote sustainable fishing practices.  $250,000 for recreational initiatives that provide a benefit to recreational or traditional fishing in Queensland.  $200,0000 for Indigenousled fisheries and forestry projects in the Cape York region.  $100,000 for Indigenous-led fisheries projects Queenslandwide.

Commercial and charter applications are open until January 28 and may include trialling alternative or innovative gear, industry modernisation, responsible or sustainable fishing methods or education, sustainable seafood promotion, and promoting mental health initiatives within the commercial fishing community.

Recreational or traditional fishing applications are also open until January 28 and may include projects run by community-based not-for-profit organisations, fishing clubs and incorporated associations, and individuals.

In the past, these have included kids’ fishing clinics, social-inclusion fishing and habitat restoration.

Applications under the Indigenous fishing and forestry grants programs are open until January 31, and are aimed at helping Indigenous peoples to have more eco-

nomic opportunities around fishing and forestry in their own sea and land country.

Funding for the Cape York region will support the development of new and sustainable Indigenous fisheries and forestry pathways, and the Queensland-wide funding will assist Indigenous businesses to purchase assets to scale up sea-

food production and processing.

“These programs have been increasingly popular each year they have been run, and their benefits are invaluable,” Mr Furner said.

“The grassroots projects these grants support are helping Queenslanders build sustainable fisheries for our children and grandchildren.

“That means good jobs, better

services and a significant contribution to Queensland’s great lifestyle.

“I expect there will be a very high level of interest in this year’s funding and I encourage Aboriginal and Torres Strait Islander peoples, recreational fisher groups, commercial and charter groups to apply as soon as possible.”

IN a significant move towards preserving Queensland’s rich biodiversity, up to $500,000 in grant funding is available for projects that contribute to the protection and recovery of threatened flora and fauna species.

Dr Manda Page said the Department of Environment and Science is making available grants of between $50,000 and $100,000 as part of the Threatened Species Program.

“The Threatened Species Recovery Action Grant program will fund projects that make a real difference to conserving our threatened species,” she said.

“The Queensland government is dedicated to the protection of threatened species across the state, and encourages those who want to develop large and impactful projects to apply.

“The program empowers people and organisations to develop tangible and effective programs to protect Queensland’s unique flora and fauna.

“We are looking forward to applications from tertiary institutions, not-for-profit organisations, charities, indigenous corporations, Natural Resource Management bodies and incorporated associations.

“With the escalating challenges faced by numerous species in Queensland, these grants help to recover and protect our most imperilled species for generations to come. Applicants will need to demonstrate that their proposal is supported by a Recovery Plan, Conservation Advice or Threat Abatement Plan.”

Dr Page said the funding of up to $500,000 was a significant commitment to the conservation of Queensland’s unique and precious animals and plants.
