LOCKHART River mayor Wayne Butcher is hoping a close federal election race in Leichhardt will be the catalyst for a major upgrade to the town’s disgraceful telecommunications network. The Cape York community has the worst mobile phone service in

Far North Queensland with regular outages and almost non-existent data access. Telstra has ignored Lockhart River’s problems while the federal government – which has upgraded many mobile phone blackspots around Australia – has yet to fund a solution. “We need to get fibre optic cable

running to Lockhart River – it’s an expensive process but a long-term solution for our community,” Cr Butcher said last week. “Aurukun got the fibre optic cable and it was a game-changer for them. They went from having a mobile phone service like ours to having the best speeds in the Cape. “We are not asking for 5G like

the cities, we are simply asking for a reliable 4G service.” Cape York Weekly understands the cost of running a fibre optic line to Lockhart River would come with a hefty price tag. But Cr Butcher said the cost of not fixing the issue could be greater. Continued – Page 6

Taylah Fleming and Stevie Barham grew up together and were reunited at work after being called to attend a job in Mapoon.

Friends unite in unlikely circumstances at Weipa THEY grew up together in Weipa but Stevie Barham and Taylah Fleming had no idea they would end up working together. The pair were reunited in unlikely circumstances when Stevie – now a paramedic for Queensland Ambulance Service – returned to Weipa to fill-in for a week. A call came in to retrieve a patient from Mapoon and as is usual practice, a nurse from Weipa Hospital was gathered to come along for the ride and lend a hand. The nurse in this case just happened to be Taylah. The excitement was palpable when they discovered they were going on a retrieval together, and once they got their nervous giggles and light-hearted quips out of the way, it was time to put their game faces on and attend to the task at hand.

Taylah Fleming and Stevie Barham have been friends since childhood.

The retrieval went smoothly, and their patient was then transferred to Cairns Hospital for further treatment. “It was just one of those amazing things that I wouldn’t have even dreamt about,” Stevie told Cape York Weekly.

“Obviously we had a job to do but it was great to be working alongside a lifelong friend.” Stevie, a former school captain of Western Cape College, was a couple of years ahead of Taylah at school, but they shared many childhood memories.

“We’ve known each other since we were really little and we are still friends today,” she said. Stevie’s journey to become a paramedic is a strong example to all Weipa students – and Cape kids in general – that it’s not too late to follow your dreams. “I knew I wanted to be a paramedic but I didn’t have the confidence to pursue it,” she said. “I started studying pharmacy and didn’t like that and ended up coming back to Weipa to manage the pharmacy. “But I got some life experience and decided to pursue my dream and went back to university with QCU in Cairns.” Even after graduating, Stevie still had to sit out for a year with COVID-19 impacting placements for paramedics. “I did admin for a year to get me through but it was worth it.”

Labor candidate has her sights on fixing housing By MATT NICHOLLS

ELIDA Faith believes she is a better candidate than in 2019 and can fix some of the major problems facing Cape York communities. The Labor hopeful is eyeing off the seat held by long-standing Liberal MP Warren Entsch and was hard at work spreading her message in the opening week of the election campaign. Ms Faith spent the first few days of the campaign in the Cape, visiting Weipa, Mapoon, Napranum, Lockhart River, Kowanyama and Pormpuraaw. She was back in Cairns on the weekend to spend time with Opposition Leader Anthony Albanese. “So far, so good,” she said of the campaign. “It was great getting up to the Cape last week – of course it wasn’t the first time I had been to those communities – but it’s fantastic to have another chat and see how things are going. “Unfortunately the issues are still the same. “Housing is the biggest issue, not just in the Cape but in the Torres Strait and even places like Cairns. “I remember having these discussions before the last election and it’s unacceptable that nothing has happened.” Ms Faith said people living in Cape York’s Aboriginal communities were living in third world conditions and faced massive overcrowding. “We know that having a roof over your head and good living conditions – not being overcrowded – leads to improved overall wellbeing,” she said. “Not having those conditions can lead to diseases, including Rheumatic Heart Disease, which is something we shouldn’t have in Australia.” The Labor candidate blamed Mr Entsch and the LNP for the overcrowding problems in

the Cape and Torres Strait and vowed that an Albanese government would address the issue. “Warren has been promising for three years to fix housing but there was not one cent in last year’s budget for social or affordable housing,” she said. “The LNP has done absolutely nothing for our communities and it’s a disgrace.

“Only Labor has a plan around housing and it is our $10 billion Housing Australia Future Fund which will spend $200 million just on maintenance repairs to housing in remote Indigenous communities.” Ms Faith said the cost of living was another issue raised on her Cape York trip and believed families in places like Weipa

and Cooktown would benefit from the ALP’s policy on child care, which promises to ease the cost of care for 95 per cent of families. Ms Faith acknowledged she had a huge fight on her hands to topple the incumbent MP but believed she was better equipped than her failed run at the last election. “I’m more experienced as a campaigner and people know me better now than they did three years ago,” she said. “What you see with me is what you get. “I’m a passionate person, a Far North Queensland local for 23 years and a working mum. “I want to take the FNQ voice to Canberra because I am sick and tired of our region being neglected.” While there were no new major funding announcements for the Cape from Labor, the party did promise to spend $107.5 million to help secure the Cairns water supply into the future. This promise, announced by Mr Albanese and Ms Faith on the weekend, came just a few days after the LNP promised the exact same thing in what appears to be a sign of things to come in this campaign.

Recognition calls grow stronger CAPE York Land Council chair Richie Ah Mat has backed calls for a referendum to acknowledge First Nations people in the Australian constitution. Mr Ah Mat was at a major gathering which called for the major parties to commit to a referendum that will enshrine a First Nations Voice in the constitution, in the next parliament. The call for a commitment to a referendum date comes following the Uluru Statement from the Heart Dialogue meeting in Cairns. Pat Anderson, Noel Pearson and Professor Megan Davis convened the largest gathering of senior First Nations leadership since the Uluru national convention in 2017. The meeting concluded with a visit by the delegation to The Knowledge Tree on Gunggandji Country in Yarrabah, a significant

location which marks the place where the 1967 referendum was planned. “We have had a great weekend of discussion here in Cairns. We feel optimistic and re-energised as we head towards the election,” Ms Anderson said.

“We met with Alfred ‘Pop’ Neal and his family at The Knowledge Tree today and reflected on the history of the location. “It has been 55 years since First Nations Peoples in Australia first sought to be counted. We agreed today we will not stand another

year with no movement or progress. It is time to take the first step and start delivering on the task in the Uluru Statement.” Mr Ah Mat, who made his name in Weipa before going on to chair the Cape York Land Council, agreed with the statement.

“In my opinion all governments of all persuasions are not leaders,” he told Cape York Weekly. “I can’t believe they won’t make a decision about First Nations people being included in our founding papers. “It upsets me that they are treating blackfellas like a piece of tumbleweed that just goes around and around and around.” Mr Ah Mat drew comparisons with the same-sex marriage bill. “They did a survey on constitutional recognition at the same time and if the referundum was run at the same time as the samesex marriage bill we would have romped it in,” he said. “The current government talks strong and say they want to do things but then they change tact. It’s like the America’s Cup with all the changes in direction.”

NEWS IN BRIEF Anzac Day next Monday CAPE York residents are reminded to attend their local Anzac Day service next Monday. The Weipa and Cooktown RSL subbranches are predicting smaller than usual attendances due to Anzac Day falling on a Monday, creating a long weekend. “It’s an important day on the Australian calendar – maybe the most important day – so it’s pivotal that we take the time to pay our respects to those who served their country,” said Weipa RSL president Lloyd Williams.

Nature refuge grants CAPE Yorkers who want to transform their property into a refuge for native animals and flora can apply for a share of $2.2 million in state government grants. Wet season still kicking in Cape JUST when you thought the wet season was coming to an end ... the Archer River and Wenlock Rivers rose up and cut access to the Cape over the weekend. Huge downpours on the east coast, especially around Lockhart River, swelled creeks and river systems and put the tourist season on hold for another week or two. From Thursday to Saturday, 228.6mm of rain was recorded at Lockhart River. Scattered rain was felt across the Cape, including at Weipa, Cooktown and in the Northern Peninsula Area. The Department of Transport and Main Roads had just started their maintenance grading, too. The section between Laura and Hann River had been given an initial grade, with the team then moving towards Musgrave Roadhouse.

I was at a conference last year and there were telecommunications people from Canberra telling us that the 3G system was going to get shut down,” the mayor said. “I was like ‘hold up, we only have 3G in Lockhart River. “There is a lack of understanding in the capital cities about how bad we have it here.” While satellite internet is available in Lockhart River, Cr Butcher said it wouldn’t solve all the problems. “I reckon there are about 20 households out of 200 with home satellite internet,” he said. “It’s not affordable for most people and it’s not that reliable in the wet season when we have heavy cloud cover.” Cr Butcher called on the candidates in Leichhardt to commit to fixing Lockhart River’s “third

world” telecommunications and bring the community in line with others around Australia. “Kids growing up here are disadvantaged enough without being left behind with technology,” he said. “The major parties talk about Closing the Gap but here we are with a mobile phone service that

drops out several times a year for days at a time.” The latest outage was just last month when a repeater tower had a break down – a result of Telstra still using technology from the 1980s in Cape York. “I think they tried to drive out to Wattle Hill to fix it and couldn’t get there and then had to charter a

helicopter. For six days we were without phone service. “It’s dangerous and someone could die as a result.” Mark Bailey, the state government’s ministerial champion for Lockhart River, said it was time for something to be done. “It’s a known problem and it’s quite frankly a disgrace,” he said.

RIO Tinto has severed ties with the Queensland Resources Council less than two months after saying it was not aligned with the lobby group’s advocacy on climate policy. Rio’s decision comes 18 months after BHP suspended its QRC membership over an advertising campaign commissioned by the lobby group that urged voters to put the Greens last at the 2020 state election. Rio Tinto did not provide a public reason for exiting the lobby group, which is run by former federal industry minister Ian Macfarlane and whose membership ranks are dominated by coal miners and gas exporters. “We have strongly valued Ian Macfarlane’s leadership and the support provided by the QRC to our Weipa bauxite operation,” said Rio Tinto’s Australia chief, Kellie Parker, in a statement to the Australian Financial Review. “We also appreciate the QRC’s advocacy for our industry so we could continue to operate during the challenging COVID-19 pandemic.” While Rio did not give a reason for its exit on Wednesday, the company did say in its February review of industry associations that it was “partially misaligned” with the QRC’s advocacy for Australian coal miners to export more coal in future. Rio vowed in February to try and influence the QRC to better rationalise how rising coal exports from Australia could sit beside the goals of the 2015 Paris climate agreement, which compels the parties to keep global temperature rises below two degrees. But with no representative on the QRC board, Rio has chosen to cut its losses ahead of its May 5 shareholder meeting in Melbourne, where shareholders will have a non-binding vote on Rio’s plan to reduce carbon emissions. Proxy advisors have suggested Rio investors should support the climate plan vote at the meeting.

Napranum farm given new life through partnership THE Napranum farm has been given a new lease on life thanks to a flourishing partnership between Napranum Aboriginal Shire Council, the Department of Employment, Small Business and Training (DESBT) and Community Owned Enterprises (COE). Ten Napranum locals have secured paid traineeships through a Skilling Queenslanders for Work initiative to re-establish a community garden on the 22-acre farm over the next six months. They will also undertake conservation and land management training to supplement the skills learnt preparing and running the farm. Led by farm supervisor Frank Sigai and mentored by the Napranum-based Na’Muk’A’Run Mob, the trainees have already been busy preparing the shed and green-

The farm will also trial growing native plants to explore both local and national opportunities successful plantings may afford. Through an invitation from the Napranum Aboriginal Shire Council, COE coordinated a farm summit in Weipa. Stakeholders representing both federal and state governments, local council, agribusiness and agricultural academia sector, and the Western Cape community, met to discuss options for the continuation of the farm beyond the SQW project completion. Farm tours alongside the forum allowed visiting stakeholders, including DESBT’s regional director Grant Stidiford, an opportunity to see the project in its early stage . The forum opened discussions between potential funding bodies and enterprise support.

A CAPACITY-building fisheries workshop between Traditional Owners, the Torres Strait Regional Authority and Fishwell Consulting has won the People Development Award at the Queensland Seafood Industry Awards. TSRA chair Pedro Stephen said the award aligned with TSRA’s dedicated fisheries program, which aims to support a sustainable fishing industry owned and operated by Torres Strait Islander and Aboriginal peoples. “More than 20 local people from various communities and fishing interests – including tropical rock lobster, beche-de-mer, reef line and prawn fishing – attended the workshop on Thursday Island to further develop skills and networks in sustainable fisheries management,” Mr Stephen said. “I am proud of this award, which recognises the value of creating partnerships between Traditional Owners, scientists and the commercial fishing sector to build capacity, professionalism and best practice in our fishing industry. “Climate change impacts including rising sea levels means a focus on local training, skills and support to future-proof our fishing industry is more important than ever,” he said. TSRA fisheries portfolio member Yen Loban said workshop participants were already using the training to successfully advocate for changes to fisheries management. “Fishing is in our blood, it’s our culture, livelihood and a major source of employment and income for the Torres Strait,” he said. “Investing time and effort to build skills, capacity and awareness of new opportunities and technology will help support a sustainable and effective local seafood industry into the future.”

Mura Kosker Sorority empowers Torres Strait Islander families Torres Strait Island-based organisation Mura Kosker Sorority provides free and confidential services, helping local families that need support. Founded over 30 years ago, Mura Kosker Sorority was started by a group of local Torres Strait Islander women who wanted to support each other and advocate for local women and their families. Now, Mura Kosker Sorority’s Mura Buai Wellbeing Program is the Queensland Governmentfunded Family Wellbeing Service in the Torres Strait region, where local families can access a range of services including parenting programs, playgroups, and cultural support. The aim is to improve the emotional and physical wellbeing of families, children, and young people. Mura Kosker CEO Aletia Twist said the incredible team at Mura Kosker Sorority and particularly their Mura Buai Wellbeing Program is helping local families access a range of tailored services from budgeting and household management, clinical and therapeutic services including casework to family mediation and domestic violence intervention programs.

“The wonderful thing about our program is that it’s led by the community for the Torres Strait Island community. That way, we’re able to meet local needs that are unique in this area,” she said. What we are seeing now is a lot more families referring themselves. “Our Mura Buai Wellbeing staff use a family-led decisionmaking process that aims to create a culturally safe space that is inclusive and respectful of the family’s culture. “Almost all our workers here at Mura Kosker Sorority are born and raised in the Torres Strait. They live here and have very strong connections with their people and their communities. “The key is for families to feel like they are not doing this alone and through our Mura Buai Wellbeing Program, they can get the support they need in order to raise healthy and happy families.” The Queensland Government provides over $42 million per annum in funding for the Aboriginal and Torres Strait Islander Family Wellbeing Services to better support First Nations families across the state. The services are delivered by Aboriginal and Torres Strait Islander community-controlled

Concerns about online fake news THE Australian Electoral Commission and Facebook have voiced alarm at a bubbling campaign from minor party candidates raising baseless claims about election fraud or ballots being altered, warning of “dangerous” voter integrity misinformation being imported from the United States. The AEC said it has successfully applied to Facebook to take action against misinformation in the lead-up to the election, with at least five posts removed and two pages being taken down entirely. Candidates from One Nation, United Australia Party and other micro parties have begun seeding Facebook with claims about ballots being erased, amended or hidden.

Facebook posts recommend people bring pens to the ballot box instead of using pencils, to sign a statutory declaration about their vote, and even to take photo or video proof of their ballots. The AEC said it was monitoring growing misinformation claims spreading online around voter integrity. The AEC is concerned at this conversation being “imported” from America. “While many of the posts simply encourage people to ‘bring a pen’ and ‘fill in a stat dec’, the inference often being made is that the counting process is somehow subject to manipulation. This is simply not the case,” an AEC spokesman told Guardian Australia.

April - June 2022 | Alert for Weipa community North Queensland Bulk Ports Corporation (NQBP) will undertake maintenance dredging from late April at the Port of Weipa. Dredging will also be completed at Amrun on behalf of Rio Tinto. The project will take up to eight (8) weeks to complete. The dredge vessel TSHD Brisbane, as well as support vessels, have restricted manoeuvring capability. Local and visiting boaties are asked to take care and notice of all warning flags and lights. Maintenance dredging needs to be carried out to ensure that safe, navigable shipping depths are maintained. Environmental controls and management measures will be implemented throughout the program to minimise the risk of any potential impact on the marine environment. Youth Week big in Aurukun: MP MEMBER for Cook Cynthia Lui visited Aurukun last week to celebrate Youth Week with locals and catch up with the council, Elders, the women’s shelter and art centre. She said PCYC Aurukun must be commended for the mammoth task of bringing together youths from Napranum, Mapoon and Aurukun to celebrate Youth Week. “The Aurukun community was a hive of activity. The Youth Expo introduced youth to an array of services, including health, child and youth mental health and youth justice so faces could be put to names, so it’s not intimidating when they need to see them,” the MP said. “It was wonderful to see the kids having so much fun participating in icebreakers and sporting activities. “I especially loved how the Elders were involved to connect with the youth, given how important this relationship is.” Norma Armstrong-Ravula, the youth support coordinator of PCYC Aurukun said the theme for Youth Week was It’s up to YOUth. “What we want is to encourage, enable

The TSHD Brisbane will be seen in the Port of Weipa for almost two months, starting late April.

Weipa dredging ready to restart NORTH Queensland Bulk Ports will soon begin maintenance dredging at Weipa. CEO Nicolas Fertin said the dredge vessel TSHD Brisbane was due to begin work from late April. “Maintenance dredging works are an integral part of port operations,” Mr Fertin said. “In the same way we maintain roads and rail lines for freight transport, we need to look after our port infrastructure to keep trade flowing. “Regular maintenance dredging ensures efficient, navigable shipping depths for our port users. “It’s undertaken by port authorities around the world and is critical for maintaining port infrastructure. “The works are expected to start in late April and take up to eight weeks to complete. “The increase in the average annual project duration is due to additional material

requiring removal after a series of severe weather events.” Mr Fertin reminded boaties to take extra care when on the water during the dredging works. “The Brisbane and its support vessels have restricted manoeuvring capability. We urge people on the water to pay close attention to displayed warning flags and lights.” The maintenance dredging will be conducted in line with all approvals and permits, including a range of strict environmental conditions. Environmental monitoring and management measures will also be implemented throughout the campaign to minimise the risk of any potential impacts on the marine environment. NQBP has managed the annual maintenance dredging program at the Port of Weipa for more than 35 years. Dredging will also be completed at Amrun for Rio Tinto.

Napranum artist now has a doctorate in philosophy ESTEEMED Cape York artist Fiona Wirrer-George was this month presented with her PhD in Philosophy in a moving Weipa ceremony. The event, called A Living Epistemology was opened by Wik Apalich families who travelled from Aurukun. A moving and powerful speech was delivered by Herbert Yunkaporta on behalf of the Wik. Fiona was presented her PhD by legendary Cape York historian Geoff Wharton. A performative fashion show was delivered by five local models – Cagney Ah Mat, Mala Gray, Kaelia Hall, Catriona Hall and Adejah Willie-Jawai. The night culminated with the launching of an art exhibition created throughout the five-year PhD process which will continue to be showcased for the remainder of the year with the assistance of Weipa Town Authority. Local singer Derek Rosendale entertained the audience throughout the night.

Mackerel stats are fishy: Katter KATTER’S Australian Party Leader Robbie Katter has backed a Cairns game fishing leader’s condemnation of the state government for siding with anti-fishing groups to slash Spanish mackerel quotas. The Queensland Department of Agriculture and Fisheries (DAF) is proposing to radically reduce commercial Spanish mackerel catches by 75-90 per cent, sparking major backlash and fears of disastrous hits to market price and countless industries. Cairns Professional Game Fishing Association spokesman Dan McCarthy has slammed Fisheries Queensland’s public consultation survey, released this month, as loaded and biased. It comes just weeks after major party MPs failed to attend a public meeting in Cairns to discuss the quotas. Only KAP’s Shane Knuth joined up to 300 local fishers. Mr McCarthy said the survey on the management measures for the east coast Spanish mackerel fishery released by DAF was skewed towards severe restrictions and used a very different stock assessment model and method to any ever used before. “You could be forgiven for thinking that the anti-fishing lobby group wrote the questions themselves; the department should be embarrassed for producing such a blatantly biased and skewed document masquerading as public consultation,” he said. “Labor panders to anti groups at every opportunity; anti-fishing, anti-farming, antidam-building and anti-mining lobby groups are clearly calling the shots.”

Mr McCarthy said the Department claimed to know the exact stock levels in 1911 despite credible data not being recorded until about 1945. Mr Katter said DAF’s proposal to slash Spanish mackerel limits was based on questionable scientific modelling and would inflict pain on the regional economy. “If this fishery is cut off as planned, are we going to see Australia importing some of the 50,000 to 85,000 tonnes of Spanish mackerel that is caught in Indonesia each year?” Mr Katter said. “In comparison we catch about 500 tonnes commercially and recreationally along Australia’s east coast, and we are the ones looking to have our fishery cut off and our jobs and prosperity lost. “If the concern is about conservation of fish stocks, wouldn’t we just be importing the environmental pressures created by Indonesia?”

Organised by PCYC Napranum with support of local businesses, more than 100 people registered for the school holiday event. “We had people entered from 2 to 52 years old,” said Sergeant Steve Armstrong, who was kept busy with Youth Week activities in Mapoon, Napranum and Aurukun. “Most importantly we had a lot of families participating today.” Sergeant Steve thanked Western Cape Community Trust, Sunshine Mitre 10 Weipa, Tackleworld Weipa, Live Life Pharmacy Weipa, Gulf Parts and Services, and Hogs Dogs and Quads for their support.

Your new company Cape York NRM is a not-for-profit organisation and registered charity with a mission to help people work to care for the natural environment while promoting the sustainable use of natural resources in Cape York Peninsula. Our RADIO program delivers clinical alcohol and other drugs treatment to vulnerable young people in Weipa, Napranum and Mapoon. The successful applicant will have highly developed engagement skills to join our team. This dynamic role calls on strong skills working in culturally sensitive ways to address youth alcohol and substance abuse. The successful applicant needs to be able to use family inclusive practice skills and generalist youth work skills. Due to legislative requirements, the position favours male applicants.
