Wet season in full flight with widespread flooding

IT’S official – the wet season has arrived in Cape York.

While some parts of the region received heavy falls late last year and in January, the wet season hasn’t kicked in until roads are cut off – which is exactly what happened last week.

Frustrated motorists were unable to get past the McLeod River near Mount Carbine, cutting off the whole Cape.

And while the McLeod is usually never up for all that long, other key rivers have made travel north of Laura impossible.

The Laura River itself has experienced massive flooding, as has the Archer and Wenlock systems.

Myall Creek has been well up at times, cutting road access between Weipa and Aurukun.

The Department of Transport and Main Roads has closed the Peninsula Developmental Road to all traffic as a result.

Even in early February, with

still six or seven weeks of typical wet season to come, some places have recorded more than a metre of rain since the first falls in October.

Weipa Airport has been the wettest place on the Cape thus far, measuring 1427mm since the start of the season.

Southwell Station, west of Coen, isn’t too far behind, with 1336mm recorded.

Kowanyama is the other site to have measured more than a metre of rain, with 1087mm falling in the Gulf country.

Cooktown is closing in after a wet week, with 891mm falling since October 1.

Interestingly, Lockhart River has been one of the driest places on the Peninsula.

Normally one of the high achievers when it comes to rainfall, the east coast community has measured just 391mm since October.

Lockhart River is just 200km east of Weipa as the crow flies.

Big bang theories rife as mystery puzzles locals

CAPE York may have been the latest location of a meteor air burst, a phenomenon that lit up the sky and caused an airborne aftershock that rattled buildings across the Peninsula.

Residents in Weipa, on Cape York cattle stations and on the east coast at Portland Roads have all reported seeing the sky light up in a turquoise-like colour at 5.50am on Friday.

Some of the same people then reported hearing a big boom a few minutes later.

The incident put the region’s rumour mill into overdrive and a number of theories were raised, including the prospects of an air force exercise at RAAF Base Scherger, or perhaps an extraterrestrial invasion.

Graham Woods at Piccaninny Plains was feeding the dogs when the boom came.

“It was like a massive explosion,” he said on Friday.

“We get plenty of thunder up here and it was nothing like I’ve ever heard.

“The building was shaking and the windows were vibrating.

“It just went on, maybe for a good 30 seconds it echoed.”

His partner Sally Gray saw a flash in the sky a few minutes prior but they didn’t put two and two together at the time.

It almost looked like daylight on CCTV footage from the Weipa Bowls Club.

not the ground,” Graham said.

“But there were no clouds around and I got on the Bureau of Meteorology site and there was no weather around us.

“It felt like it was right beside you, so I just don’t think it was thunder. Maybe the aliens are coming!”

The most likely explanation, at least according to experts, was that Cape York experienced a meteor air burst.

In simple terms, it is an air burst resulting from a meteor exploding mid-flight as it encounters the thicker part of the atmosphere. These types of meteors are also known as fireballs or bolides.

Dr Hadrien Devillepoix from Curtin University has been studying meteorites in outback Australia and viewed some of

the CCTV footage supplied by Cape York Weekly.

He said it was impossible to be certain, but believed it was likely that the flash of light was from a large bolide and the noise that followed minutes later was the sonic boom from the explosion in the atmosphere.

“If people don’t believe it was thunder (I bet they are very used to what thunder sounds like up there), then it’s quite possible it was a large bolide that hit in the area,” he said.

“It’s hard to say without more details, or people directly witnessing the fireball.

“Sometimes the sonic boom from a bolide only reaches the ground several minutes after the light.”

Meteor air bursts are not rare, but aren’t common in Australia.

Around 30 to 40 are reported globally each year.

Jonti Horner is a Professor of Astrophysics at the University of Southern Queensland and said it reminded him of an incident in Russia in 2013.

“Basically a big rock from space hit the earth’s atmosphere, detonated 20km to 30km up and that was a big enough explosion to injure 1500 people and damage 7000 buildings,” he told ABC Queensland.

“There are a lot of similarities; there was this spectacular flash in the night sky and then a few minutes later there was a boom that kept going on.

“What happened in Cape York was on a smaller scale.

“All the signs point to me that it may have been an air burst event.”

Region records first COVID death THE Torres and Cape Hospital and Health Service has recorded its first COVID-19 death after a man passed away last week.

“It is with deepest regret that I can confirm TCHHS has recorded its first COVID-related death since the pandemic began,” CEO Bev Hamerton said.

“Sadly, a man in his 50s has passed away.

“We extend our deepest condolences to the family.”

Cape York Weekly understands the man was from the Northern Peninsula Area.

Further details are being withheld due to confidentiality and the family’s wishes.

As of Monday morning, there were 417 active COVID-19 cases within the region.

Active case numbers are fluctuating as cases are discharged from their one-week quarantine and new cases come on.

All active cases within the region are being managed at home or other accommodation arranged in association with local disaster management groups, where home accommodation is unsuitable for isolation.

There are currently no cases in hospital.

To date, accounting for those who have been discharged from quarantine, the TCHHS has recorded 1798 cases of COVID-19.

cination remains our very best defence,” Ms Hamerton said.

“As such, I would like to advise Torres Strait and Cape York residents that booster vaccinations with the Pfizer vaccine have now been approved nationally for 16 and 17-year-olds.

“Everyone aged 16 and over can now have the booster vaccination at one of our vaccination clinics if it has been three months since the completion of their primary course of vaccine – both doses.

“To date, we have delivered 5287 booster vaccinations across the region.

“If you are due for your booster, please come and get it for that added layer of protection.”

Evidence from New South Wales indicates that the parts of Sydney hit hardest by the Omicron wave also had the lowest booster vaccine update.

“We are also delivering vaccinations for children aged 5-11 years and, to date, have delivered 1275

vaccinations to this age group, which is about 40 per cent of the age cohort,” Ms Hamerton said.

“Please remember, the child vaccine is being delivered in two doses about eight weeks apart so it’s vital you bring your child in for that second dose to ensure they are fully protected.

“The sooner you bring your child in for that first dose, the sooner the second dose date will come around so your child can complete their course.”

Currently, 80 per cent of the eligible population aged 12 years and over in the Torres and Cape Hospital and Health Service region is now fully vaccinated with two doses of vaccine.

“As well as vaccination, we urge Torres Strait, Cape York, and Northern Peninsula Area residents to observe common sense hygiene practices,” Ms Hamerton said, “Please wear masks as directed, practice social distancing – at least three big steps – and good hygiene, including frequent washing of hands with sanitiser and get tested if you have symptoms, no matter how mild.

“Testing helps us quickly find as many cases in the community as possible and reduce the spread of COVID, so please come and be tested if you have any symptoms.”

Symptoms include: fever, sore throat, runny nose, cough, shortness of breath, fatigue, diarrhoea, vomiting, nausea or lack of taste or smell.

Testing for COVID-19 is available at all TCHHS health facilities through a combination of Rapid Antigen Tests (RATs) and Polymerase Chain Reaction (PCR) tests, depending on individual requirements.

Is this the future of Cape station?

QUEENSLAND has added a new national park to its collection, sparking thoughts that Bramwell Station in Cape York could be the next in line.

The Lakes, a former grazing property north of Hughenden, will increase Queensland’s protected area estate by 35,300 hectares, with the state government now finalising the multi-million-dollar purchase.

Environment Minister Meaghan Scanlon said it was the largest acquisition yet undertaken under Queensland’s Protected Area Strategy 2020-2030, a major plan to support the growth and management of our national parks and other protected areas.

“This purchase will ensure the future preservation of valuable, undisturbed ecosystems and habitat that will link up to an existing network of protected areas in the region,” she said.

“As it transitions into a national park, we will also explore ways to make it accessible for visitors who will definitely want to experience the incredible lakes, birdlife and walks for themselves.

“The Palaszczuk government is investing $28 million over four years for public protected area expansion with more than 14 million hectares across Queensland now protected in some way.

“Careful negotiations are currently underway on other high-quality properties as I am determined to increase our protected areas to deliver a world-class protected area system for our state.”

Ms Scanlon said The Lakes straddled the Great Dividing Range and was within the

Einasleigh Uplands and Gulf Plains bioregions.

“These regions have plains, woodlands, escarpments, creeks, and unique high-altitude lakes that support a wide range of important flora and fauna,” she said.

Last year, Bramwell Station was thought to have been sold to the state government for around $11.5 million, but the deal fell over at the eleventh hour as both parties did due diligence on the sale.

The Department of Environment and Science backed away when questioned about it.

“The government continues to progress discussions and contractual arrangements with the vendor about Bramwell Station,” a DES spokesperson said in August.

“We will have more to announce once that is finalised.”

Bramwell Station was sold to beef producers Wendy Kozicka and Vince Bowyer in 2002 for less than $1 million.

Back then, the station only featured the homestead and machinery sheds.

The tourist park and roadhouse were built by Ms Kozicka and Mr Bowyer. The Queensland government attempted to purchase Bramwell Station back in 2002 but was a losing bidder.

Ms Kozicka said she was reluctant to comment on the auction or the sale as negotiations were still continuing.

“As far as we are concerned it is still business as usual at Bramwell,” she said.

“If the sale doesn’t go through it will still be business as usual for us – we won’t be disappointed because we love the place.”

Bullying, harassment and racism

A DAMNING report into the workplace culture of Rio Tinto has revealed that almost half of the miner’s global workforce have been bullied, harassed, or racially discriminated against.

Alarmingly, more than 30 per cent of Indigenous employees that responded to the independent review reported being confronted with racist behaviour in the workplace, and almost 30 per cent of women reported experiencing some form of sexual harassment.

The report was conducted by former sex discrimination commissioner Elizabeth Broderick, who surveyed more than 10,000 of Rio Tinto’s 45,000 employees and found systemic bullying, sexism and racism were common.

The report found that these harmful behaviours were often tolerated or normalised.

Rio Tinto Weipa boss Michelle Elvy, the general manager of the company’s bauxite operations, says that employees should expect change as a result of the report.

“The findings of this report are extremely confronting and upsetting. I apologise to anyone who has experienced these behaviours in our workplace,” she said.

“While the report is deeply disturbing, finding out the extent of these problems and encouraging our people to continue speaking out is the first step in transforming

“Work on making the Weipa operations a more inclusive and diverse workplace has been under way for some time.

“Last year, across our bauxite operations, we held a number of Respectful Behaviour workshops, which were impactful for many.

“We also have a number of formal support systems, including our Employee Assistance Program, which provides professional advice support for our people and their families, our MyVoice con-

fidential reporting hotline and our peer support program.

“In addition, this month we will commence the MATE Bystander program across bauxite to continue to improve our culture.”

The report said it did not investigate or make findings about any individual incident or allegation, or individual employees, but any employee who disclosed an experience of harmful behaviour and was seeking an investigation was “provided with appropriate referrals”.

The report noted that while some women who spoke to the investigators reported a positive

and inclusive culture, the majority said everyday sexism took a toll on their self-esteem, personal relationships and general health.

They reported colleagues and managers commenting on their appearance, expressing gendered assumptions about their competence, and that they were only there as a result of positive discrimination.

Some feared telling management if they were pregnant, obstacles to flexible workplace arrangements and of being denied access to female bathroom facilities.

They also reported being left out of decisions and overlooked for progression, of being asked to

take notes, get coffee, or even do a colleague’s washing.

Women were significantly more likely to experience sexual harassment, with 28 per cent reporting it compared to 7 per cent of males.

Women on FIFO and residential worksites experienced higher rates of sexual harassment.

Twenty one women reported actual or attempted rape or sexual assault in the last five years.

Some women ate alone in their room to avoid harassment, avoided being out after dark and said there was poor lighting and security.

The report found Rio Tinto’s workforce was approximately 79 per cent male despite recent attempts to increase diversity.

“Unique workplace features, such as the hierarchical, maledominated culture, create risk factors,” investigators were told.

Employees also reported harmful behaviour was often tolerated or normalised, including from “serial perpetrators”.

Employees believed there was little accountability, particularly for senior leaders and so-called high performers, who are perceived to avoid significant consequences for harmful behaviour.

Almost half of the roughly 10,300 people who responded reported bullying.

The report said sexual harassment and everyday sexism occurred at unacceptable rates and racism was common.

is rife at Rio Tinto, report alleges Compounding this, employees “do not believe that the organisation is psychologically safe which impacts on their trust in the reporting systems”, and that “harmful behaviour occurs by and between employees, managers, and leaders, including senior leaders”.

Employees spoke of “normalised” racism within the organisation, with survey data showing 11.7 per cent of employees experienced racism in the last five years.

Employees working in a country different to that of their birth experienced higher rates of racism than their colleagues working in the country they were born in.

Among Australian employees, 39.8 per cent of men who identified as Aboriginal and Torres Strait Islander experienced racism in the last five years, compared with 12.4 per cent who did not identify with that culture.

After releasing the report last week, Rio Tinto vowed to clean up its act.

Chief executive Jakob Stausholm said the findings were “deeply disturbing”.

“I offer my heartfelt apology to every team member, past or present, who has suffered as a result of these behaviours,” he said.

“This is not the kind of company we want to be.

“I feel shame and enormous regret to have learned the extent to which bullying, sexual harassment and racism are happening.

“I really feel Rio Tinto is a wonderful company with some amazing people. But we do need to work towards having what I would call a more humane organisation and a more humane culture.

“It’s probably some of the hierarchical elements standing in the way of addressing the issues that are coming out here.

“But there is no magic bullet.

Unfortunately, it’s not something that you can say from tomorrow onwards, the issue is gone.

“Cultural change takes time.

But we are prepared to take the time it takes – and in a systemic way – to address the issues.”

Rio Tinto has committed to enacting all 26 recommendations made by the report aimed at preventing discrimination and an unacceptable workplace culture.

The recommendations focus on the following areas:

This includes making sure the company is applying the same safety and risk processes that it uses to prevent harm in operations to create a safe environment for all employees and contractors.  Making it as easy and as safe as possible for all people to call out unacceptable behaviours, highlight issues when they happen and receive support. This includes introducing early intervention options and improving how the company responds to formal complaints in the workplace.

The culture at Rio Tinto’s Weipa operations will be examined after the report.

Insurance pool bill heading to parliament Bailey has THE federal government has finalised the design of the reinsurance pool for cyclone and related flood damage following consultation on the draft legislation.

The reinsurance pool will be backed by a $10 billion annually reinstated Commonwealth guarantee and be administered by the Australian Reinsurance Pool Corporation.

The reinsurance pool will come into effect from July 1, 2022.

More than 880,000 residential, strata and small business property insurance policies in northern Aus-

tralia are expected to be eligible to be covered by the reinsurance pool for the risk of cyclone and related flood damage.

The pool is expected to reduce insurance premiums by up to $2.9 billion for eligible household, strata and small business insurance policies over 10 years.

Homeowners in northern Australia with the most acute cost pressures are expected to benefit from up to 46 per cent premium discounts, strata properties up to a 58 per cent discount and SMEs up to a 34 per cent discount.

Prime Minister Scott Morrison said the establishment of a reinsurance pool would deliver on the government’s commitment to maximising northern Australia’s potential and to ensure Australians in cyclone-prone areas have access to affordable insurance.

“We’ve listened closely to our team, including Warren Entsch, so we can cut the cost of insurance for households, strata and small businesses,” Mr Morrison said.

“This is about making northern Australia even more resilient and liveable.”

Treasurer Josh Frydenberg said the government was committed to the benefits flowing through to policyholders as soon as possible and had directed the ACCC to undertake price monitoring.

Leichhardt MP Warren Entsch said he was extremely proud to have played a role in delivering the reinsurance pool for Cairns and Far North Queensland residents.

He said it was now time the Queensland government came onboard to further drive down insurance premiums for Far North Queenslanders.

Quiet achiever recognised for her life-saving service

KAREN Koko is a revered figure in Lockhart River but the quiet achiever normally flies under the radar.

But ask those who know her and they’ll say she’s a worthy nominee for the RFDS Local Hero Award.

Karen has been nominated for the Queensland awards and will represent the Cairns base at this year’s statewide vote.

As a senior health worker for the Torres and Cape Hospital and Health Service, Karen regularly provides advice and assistance to those in need.

“I think it’s a great recognition for her service,” Lockhart River mayor Wayne Butcher said.

“She’s been working in our community for more than 20 years.

“It’s been great that she’s stood up to be a councillor and providing that leadership.”

The mayor was referring to Karen’s decision to run for the council at the last election.

Karen said she wanted to connect with disengaged youth in the community and promised to put on a camp for teenage girls if she was voted the winner.

“That $7500 could go to a threeday camp where we could do some confidence-building and talk about things like cyber bullying,” she said.

Karen Koko is a finalist for the Royal Flying Doctor Service Local Hero Award, with voting running until February 27.

The health worker has lived in Lockhart River since she was four years old, having moved from Mackay.

Karen said she loved the Cape York lifestyle.

“You can go out bush, go fishing; it’s great,” she said.

“Cities have advantages but the bush is the best.”

One of Karen’s primary roles at the health clinic is to be a coordinator between visiting health staff,

including the RFDS, and locals.

She often acts as an interpreter for those seeking more clarity.

In her spare time she is an avid reader and puts Wilbur Smith and Matthew Reilly among her favourite authors.

RFDS Queensland chief executive Meredith Staib congratulated Karen on winning the 2021 RFDS Local Hero Award for the Cairns region.

“While each of our winners

has a diverse background, they are united in the fact they have all found a unique way to give back to the RFDS,” she said.

“On behalf of the RFDS, I would like to congratulate all of the winners and the nominees for their tremendous efforts to support our service.

THE state government continues to sit on its hands when it comes to backing an alternative road to connect Cairns with the Tablelands, but Main Roads Minister Mark Bailey thinks it has a solution to reducing crashes on the notorious Kuranda Range Road.

“Everyone knows about the Kuranda Range Road,” he said.

“It’s a winding, steep piece of road through some of the oldest rainforest in the world, with sheer drops and cliffs, carved through the ridge line.

“On a wet misty day, it’s at its most challenging with low visibility, not much grip and people often in a hurry. I’ve seen it many times.

“So, everyone knows the problem, but the question is – what is the solution?

“Widening the current road would take out world heritage listed rainforest and given the narrowness of the ridge line in many places, would do little but cost the taxpayer a hefty price tag for not much benefit.

“Given the lack of viable proposals, I’ve turned to the latest technology we use on the Bruce Highway coming into Brisbane during peak hour.

“If you can’t go wider, or around, then you need to manage what you have a lot better.

“That’s why we’re turning to Intelligent Transport Systems technology with a $30 million commitment of joint state-federal funding to improve safety on the Kuranda Range Road.

“How it works is we wire the road up, install variable speed signs, as well as speed cameras for active enforcement, and when conditions are challenging, we drop the speed.

“Through trials and testing, we know it will reduce the number of crashes significantly because there will be less rear end smashes due to a greater margin for error and less people losing control, crashing and shutting the whole route down.”

Turtles found in wetland research HIGH fish diversity and the discovery of large turtles across three Mary Valley wetlands were the key points from surveys conducted on Cape York late last year.

The research outcomes released last week coincided with the United Nations World Wetlands Day, celebrated on February 2.

The work was carried out by Traditional Owners Jeanne Lyall, Fenice Yoren and Tracey Lowdown, of the Kyerrwanhdha Thingalkal Land Trust with assistance and training from James Dobson from Cape York NRM and Dr Brendan Ebner from TropWATER, at James Cook University.

“Fish diversity was very high despite surveying late dry season shallow pools that lacked any structure,” Dr Ebner said.

“And the number of large turtles in all the wetlands hasn’t been seen in surveys conducted elsewhere on the Cape.

“It was a great discovery and Jeanne, Tracey and Fenice were pretty pleased to know there is a healthy, reliable source of bush tucker on their lands.”

The surveys were part of a project focused on building Traditional Owner capacity to maintain water quality on traditional lands.

It involved water sampling and fish species monitoring in the culturally significant wetlands and river frontage of the Morehead and Hann Rivers.

Three wetlands in Mary Valley have been found to have high fish and bird numbers, however, water quality results have fallen short, according to a new survey.

“The aim of the project was to increase Traditional Owner capaci-

ty to monitor water quality on eastern flowing Cape York catchments and gauge the impacts from cattle, mustering activities and weeds,” Mr Dobson said.

“They will subsequently be able to conduct their own monitoring into the future to improve wetland habitat and water quality flowing into the Great Barrier Reef.”

Before the fish and water survey began, the project involved erecting a cattle exclusion fence to protect the wetlands and riparian areas of the Morehead River.

Herbicide training was also provided so areas badly affected by weeds could be sprayed.

such as biodiversity, fringing vegetation and aquatic vegetation;  Using a probe to assess water quality; and  Collecting water samples to be sent for analysis.

“There was no doubt we all worked well together as a team and Jeanne, Tracey and Fenice, I know, had a blast,” Mr Dobson said.

Overall wetland results were: Wetland A 67% (good), Wetland B 74% (good) Wetland C 64% (medium) As well as high fish and bird numbers each wetland supported northern long-necked turtles.

Wetland A also supported juvenile freshwater crocodiles and multiple species of freshwater turtle. Wetland C was high in fish numbers but low in diversity.

Water quality for each wetland showed very high turbidity with lots of fine sediment and abovesafe levels of lead.

Wetland C also had above safe levels of manganese and arsenic.

“These high levels of elements are typical of dry season pools where refuse from cattle and aggregating birds have accumulated and will likely be restored to healthy levels after a wet season flush,” Mr Dobson said.

The good news was the connectivity of the three wetlands – they were close to other wetlands and rivers and there was little human disturbance.

Plant’s lagoon water to be transferred into river

THERE should be no risk to public health as a result of water from a lagoon adjacent to a sewerage plant being pumped into Weipa’s Mission River, Rio Tinto says.

Last week, the mining company notified local residents that it would be releasing water from the lagoon next to the Awonga Point Sewerage Treatment Plant into the Mission River following heavy rainfall.

The same procedure was undertaken last year.

Under normal operations, the Awonga Point plant produces “high quality effluent” that is released via a submerged pipeline about 60 metres offshore, under the Mission River Bridge.

When flow to the Awonga Point plant exceeds processing capacity, excess volumes are diverted to an onsite stormwater collection lagoon.

Rio Tinto said the site water team had been monitoring the volumes closely to manage any risk of overtopping the lagoon.

“The measures are part of the Awonga Treatment Facility’s

emergency response plans in the event of high rainfall,” a company spokesperson said.

“We have notified the Department of Environment and Science and outflow rates will be strictly monitored to prevent environmental impacts.”

In order to maintain safe operation of the plant, a steady volume of water from the lagoon will be diluted with treated water from the plant and released via existing infrastructure under the Mission River Bridge until the volume stored in the lagoon is returned to a safe level.

This will occur over a four to six-week period, Rio Tinto said.

Water quality monitoring will be undertaken throughout the discharge period to confirm water quality levels remain in accordance with environmental licence conditions ensuring no harmful impacts are identified.

Theses outcomes will be reported to the Department of Environment and Science.

Rio Tinto said fishing and consumption of shellfish from the Mission River Bridge area should be avoided as a precaution until the release is complete.

NEWS IN BRIEF Dramatic Weipa arrest DETECTIVES from Weipa have arrested a 22-year-old Mount Garnet man following a spate of property offences across the Tablelands and Innisfail.

Police allege that since the beginning of January, the man has been breaking into homes and stealing valuables and cars.

With community assistance, sightings of a stolen four-wheel-drive being driven by the man were reported and police were able to track the vehicle to a Weipa residence.

Police attended the home and located the man hiding in a bedroom cupboard.

He was arrested and taken to Weipa Watchhouse, charged with four counts of burglary, seven counts of enter premises and commit indictable offence and five counts of unlawful use of a motor vehicle.

New Aurukun CEO quits AFTER less than one month in the role, the new CEO of the Aurukun Shire Council has resigned.

John Thomas was offered the position before Christmas and commenced in the role in January.

Last week, he offered his resignation, citing personal reasons.

Alan Neilan is believed to be the acting CEO until a replacement is recruited.

Nigel Gould has been chosen to have his portrait entered into this year’s Archibald Prize. Kaye Levannais has been tasked with the important role.

Weipa icon to feature in Archibald Prize NIGEL Gould hasn’t lived in Weipa for more than 20 years, but his fondness for the Cape community still burns strong.

That’s why he agreed to sit down and have his portrait painted for the Archibald Prize – as long as he could do his bit to

support remote communities in the process.

The union activist will use his portrait to drive fundraising for two causes, Movember and the Royal Flying Doctor Service.

“Men’s health and remote health services are close to my

heart. In the mining industry we need those services to be strong.”

Now working with Rio Tinto in Western Australia, Nigel and his mates were the founders of the Running of the Bulls, which was resurrected last year.

Nigel has been painted by Victorian artist Kaye Levannais for a portrait intended to capture his character, his mining experience and his commitment to making the world a better place.

Has the Endeavour been found?

A CAPTAIN James Cook biographer believes a “question mark” still hangs over the Australian National Maritime Museum’s controversial announcement that it has found the HMB Endeavour.

The ANMM says the 22-year search for the ship, which charted the east coast of Australia, and mapped New Zealand, in 1770, has ended with confirmation it lies in Newport Harbour, Rhode Island.

But the museum and its research partners, the Rhode Island Marine Archaeology Project, are at loggerheads after last week’s declaration, with the latter saying it came prematurely.

Author Rob Mundle said the squabble means it was too early to definitively say Captain Cook’s famous vessel had been located, even if the signs were promising.

“I think that if both sides don’t come out as one, then we ain’t got anything to be too excited about at the moment,” Mr Mundle told ABC Radio National.

“There are certain elements there that would suggest that it’s Endeavour, and there’s nothing really to say that it’s not Endeavour.

“But until we find something that says, ‘Yes there is no doubt whatsoever that this is Endeavour’, then I think there is a question mark hanging over it.”

keep heat in the galley – the ship’s kitchen – would be a sure sign of its identity.

“If someone came up with one those bricks, which you’d expect they would be able to, then I think that would be enough, I think, to confirm that it is Endeavour,” he said.

However, University of Sydney marine shipwreck expert, Natali Pearson, said she had worked closely with the ANMM and its researchers on other projects and

had a “high degree of confidence in their abilities”.

Dr Pearson felt confirming the resting place of the “celebrity shipwreck” presented an opportunity to discuss Endeavour’s impact on Indigenous Australians.

“Of more value for historians and archaeologists, however, are wrecks that change how we understand the past, that shed new light on ancient trading networks or ship construction techniques, for example,” she said.

Dr Pearson said there would be no benefit to the public in excavating the site, adding it could be protected by measures such as conservation zones and regular monitoring, The ANMM’s chief executive, Kevin Sumption, said he was convinced years of research had pinpointed the ship to an area known as RI 2394, which had been under investigation since 1999.

The ship was scuttled there in 1778, as part of a British tactic to prevent French ships from entering the harbour during the American War of Independence.

“I am satisfied that this is the final resting place of one of the most important and contentious vessels in Australia’s maritime history,” Mr Sumption said.

Mr Sumption praised the “historical moment” and paid tribute to maritime archaeologists based in the US state of Rhode Island, and its lead investigator Kathy Abbass.

Several key markers of the 18th century wreck matched plans for HMB Endeavour, he said, which set it apart from others in the area.

An hour later, Ms Abbass issued a rebuke of the ANMM, saying there were “many unanswered questions” about the wreck that could overturn its identification.

Ms Abbass also accused the ANMM of breaching a contract with the RIMAP. She recognised “the connection between Australian citizens

of British descent and the Endeavour” but said RIMAP’s decisions would be driven by science and not “Australian emotion or politics”.

“What we see on the shipwreck site under study is consistent of what might be the Endeavour, but there has been no indisputable data to prove the site is that iconic vessel, and there are many unanswered questions that could overturn such an identification,” Ms Abbass said.

The ANMM disputed those sentiments in another statement, and denied it had breached its contractual obligations.

Mr Mundle, who has charted Captain Cook’s life in novels, agreed there could be an element of emotion in the ANMM’s readiness to make the call.

“I’m afraid I’m with (Ms Abbass),” he said.

Originally launched in 1764 as the Earl of Pembroke, the ship was renamed Endeavour by Britain’s Royal Navy in 1768.

Over the next three years, the ship voyaged to the South Pacific, on an astronomical mission to record the transit of Venus in Tahiti, before reaching Australia.

The vessel lay forgotten for more than two centuries, after it was sold to private owners and later deliberately sunk by British forces in 1778.

While only 15 per cent of the vessel remains, efforts are now focused on how to protect and preserve it.

PRE-AUTHORISATION MEETING FOR A NATIVE TITLE DETERMINATION AGREEMENT

Umpila Native Title Group Cape York United Number 1 Native Title Claim (QUD673/2014) Cape York Land Council (CYLC) will hold a pre-authorisation meeting on Tuesday 22 February 2022 in Cairns to discuss the proposed authorisation process for the Umpila Native Title Group to authorise the proposed s87A native title agreement for a determination of native title over the undisputed part of the Umpila claim area. This is the area generally between the vicinity of Cape Sidmouth south to Massey Creek (as shown on the map below). CYLC will also provide an update and seek instructions in relation to the inclusion of two apical ancestors, Frank Port and George Rocky #1, in the group description for the Umpila Native Title Group.

A determination of native title involves a decision of the Federal Court. Important things about a determination of native title include that the Federal Court determines (1) who holds native title, (2) what the native title rights are, (3) the area to which the native title rights apply after any determination is made, and (4) which corporation will represent the determined native title holders. Following the preauthorisation meeting on Tuesday 22 February 2022, the meeting to authorise the s87A native title agreement will be held on Wednesday 30 March 2022 where the Umpila Native Title Group will consider whether to authorise the proposed agreement for a determination of native title in relation to the undisputed part of the Umpila claim area.

If the Native Title Group decides in the affirmative, the determination will then be sought in the Federal Court. The Court has listed a hearing for a potential consent determination in the week of 4 July 2022.

Meeting #2: Kuku Warra and Lama Lama Boundary Meeting Date: Wednesday 23 February 2022 Time: 9:00am – 4:00pm Venue: The Benson, 50 Grafton Street, Cairns The purpose of this meeting is to facilitate resolution of the common boundary between the Lama Lama and Kuku Warra Native Title Groups in the area around Lakefield on the western side of the Normanby River.

In accordance with the Federal Court timetable, the common boundary between the Lama Lama and the Kuku Warra Native Title Groups must be agreed and provided to the State by 23 March 2022. The negotiated boundaries will form part of the administrative boundaries of the Prescribed Bodies Corporate (PBCs) once native title is determined.

The above steps are critical to progress a determination of native title for Taepadhighi Native Title Group in the CYU#1 Claim. If agreement on the boundary and group description for the Taepadhighi Native Title Group is not made at this meeting, CYLC will provide a broad overview of next steps, including a potential delay of the proposed determination of native title for the Taepadhighi Native Title Group which is currently scheduled for October 2022.

A CYLC lawyer, anthropologist and Consultant Anthropologist will attend this meeting. It is very important Taepadhighi Native Title Group members attend this meeting, because decisions will be made which are about group membership and the common boundary between Atampaya and Taepadhighi. PRE-AUTHORISATION MEETING FOR A NATIVE TITLE DETERMINATION AGREEMENT

Northern Kaanju Native Title Group Cape York United Number 1 Native Title Claim (QUD673/2014) Cape York Land Council (CYLC) will hold a pre-authorisation meeting on Thursday 17 February 2022 in Cairns to discuss the proposed authorisation process for the Northern Kaanju Native Title Group to authorise the proposed s87A native title agreement for a determination of native title over the Northern Kaanju claim area (as shown on the map below). CYLC will also provide an update and seek instructions in relation to the Indigenous Land Use Agreements (ILUA) as noted below.

A determination of native title involves a decision of the Federal Court.

Important things about a determination of native title include that the Federal Court determines (1) who holds native title, (2) what the native title rights are, (3) the area to which the native title rights apply after any determination is made, and (4) which corporation will represent the determined native title holders. Following the preauthorisation meeting on Thursday 17 February 2022, there will be a further preauthorisation meeting on Thursday 17 March 2022.

The meeting to authorise the s87A native title agreement will be held on Wednesday 20 April 2022 where the Northern Kaanju Native Title Group will consider whether to authorise the proposed agreement for a determination of native title. If the Native Title Group decides in the affirmative, the determination will then be sought in the Federal Court. The Court has listed a hearing for a potential consent determination in the week of 4 July 2022.

Indigenous Land Use Agreements (ILUA) CYLC will provide an update and seek instructions at the meeting on Thursday 17 February 2022 in relation to two ILUAs which are currently being negotiated with the State of Queensland in relation to the Moreton Telegraph Station and the Archer River Quarry.

SPORT IN BRIEF Mr Consistent salutes JUST one member played to their handicap at Cooktown Golf Club on Saturday, which was enough for Wal Welsh to claim victory.

In what turned out to be the perfect day, golfers found themselves confronted with slicker than usual greens and tight pin positions.

Welsh’s 36 stableford points held Jamie Dobson’s 33 and Mark Rolan’s 32 points at arm’s length.

The nearest to pins went to Dobson’s superb shot on 2/11, Rick Butler finally stuck one on 14 and almost everyone had the nearest on 9/18 at one point but Sam Godfrey-Roberts finished closest.

In the Race to the Bay, Dobson still holds a handy 190-point lead with Welsh second and Paul Sperring third.

This Saturday’s event is the February Medal from the red pegs at 9.30am.

Gold for Anthony JAKARA Anthony has created history by winning Australia’s first gold medal in the women’s moguls at the Beijing Winter Olympics.

It was Australia’s first gold in Beijing, breaking a 12-year drought since an Australian last topped the podium at the Games.

Anthony is Australia’s sixth Winter Olympic champion.

Her victory also delivered Australia two medals on the same day at an Winter Olympics for the first time, following Tess Coady’s bronze in the women’s slopestyle earlier on Sunday.

Keep an eye out for crocs as barra season re-opens ANGLERS and boaties are being reminded to heed the very important “croc wise” safety messaging as barramundi season kicked off around the state.

This time of year sees an increase in the number of anglers and boaties on the water hoping to catch some barra.

Frank Mills from the Department of Environment and Science said it was vital that boaties used a common sense approach on the water.

“When launching or retrieving your vessel, make sure your boat is your barrier,” he said.

“Keep the boat between yourself and the water and face the water whenever possible, and make sure your arms and legs are inside the boat at all times.

“If you’re fishing on the water’s edge, make sure you’re at
