There was cause for celebration last week when the Federal Court recognised the Kuuku Ya’u and Uutaalnganu people’s Native Title rights to more than 210,000 hectares of land in Cape York. The successful claim, part of the Cape York Land Council’s United #1 claim, was first filed in 2014. The determination covers an area of land on the eastern side of the Cape in the Lockhart River region, stretching towards Coen.

DANCING broke out at the Cairns Courthouse last week after the Federal Court recognised the Kuuku Ya’u and Uutaalnganu people’s Native Title rights to more than 210,000 hectares of land in Cape York.

It was a major milestone for the Cape York Land Council’s United #1Claim, which covers more than half of all land on the Peninsula.

The Kuuku Ya’u land covers an area in the Lockhart River region and takes in Iron Range National Park (Kutini-Payamu), while the Uutaalnganu land stretches south from that to the Macrossan Range north of Coen.

Kuuku Ya’u Elder, Father Brian Claudie, said he would be proudly playing the clapsticks and singing to celebrate the first determination of Queensland’s largest ever Native Title claim.

“I will get the clapsticks and I will sing,” the 71-year-old Elder of the Kanthanampu subgroup said.

“In the back of my mind, I’m thinking about the old people and the culture they have passed on. This claim is special for this generation.

“It’s very important for the future children, generation to generation to generation.”

Uutaalnganu Elder Beatrice Hobson said her mob has been fighting for the land since the 1990s.

“My people, they was worrying for a long time to get their land back,” she said.

“This is our mothers’ land and we want to keep it safe.”

Jasmine Accoom, a Traditional Owner from the Kanthan-

ampu subgroup of the Kuuku Ya’u Native Title group, started agitating for land rights from the age of 15, sitting in on Cape York Land Council board meetings where she learned about the procedures, protocols and politics of agitation for land rights.

She said it had been a long time walking the “rocky road” and was feeling relieved, with celebrations expected to last a week.

“The men will hunt, and the

women will do cooking the traditional way,” she said.

Cape York Land Council chairman Richie Ah Mat, said the latest legal battle began seven years ago, but for many Traditional Owners it was the final step in a struggle that started many years ago.

“Their battle began in 1997 and 1998, when Kuuku Ya’u and Uutaalnganu Traditional Owners fought for recognition of their traditional rights in earlier Native Title and land claims,” he said.

“I am awed by the efforts and resilience of today’s successful claimants, and pay tribute to the struggles of their Elders. The rewards are finally theirs.”

Mr Ah Mat said the overall process had been frustrating.

“Why does it take seven years to get to a Native Title determination where people still have to … prove that they’re connected to country?” he said.

“Why has it taken so long for government to accept this was blackfella land?

“We didn’t have to prove it to anybody – but since the British came we’ve got to prove every step of the way.

“It is appalling.”

“What a long time you have waited for this. I am sorry it has taken so long.

“How many Elders are not here to see this day, although they were the ones with knowledge of country, of lore and custom, who passed it on to the next generations.”

Justice Mortimer also acknowledged that not everyone was happy with the judgement but she hoped each community would be able to put their disagreements behind them.

“European law and European government has brought great suffering and oppression to Aboriginal and Torres Strait Islander people and we are still a long way off setting that right,” she said.

“But getting this determination of Native Title for each of your groups is a necessary step, so that you can use European law for good purposes, and for outcomes that can improve the lives of your communities.

Resources Minister Scott Stewart congratulated the Kuuku Ya’u People and Uutaalnganu people on reaching the historic milestone.

“The Kuuku Ya’u and the Uutaalnganu determinations reflect their connection and care for the land across many generations and for what I hope will be many more to come,” he said.

“I congratulate the Kuuku Ya’u and Uutaalnganu Peo-

ple, Cape York Land Council, other respondents and the Federal Court for the diligence and spirit of cooperation required to achieve a great outcome.”

Lockhart River mayor Wayne Butcher is also an Uutaalnganu Traditional Owner and said the determination was justice for his people.

“It’s one of those processes that takes a lot of time, but I think it’s done justice to a lot of old people who are no longer with us,” he said.

“We will get to live healthily

and more happily once we get back on country again.

“To get back there with Native Title recognition, it’s so important spiritually and mentally.

“We will feel more at home now.”

As part of the determinations, the Kuuku Ya’u people are recognised as the Native Title holders of 120,268ha of country around Lockhart River.

The Uutaalnganu people had their Native Title rights and interests recognised over 98,324ha of land south of Lockhart River.

Council distances itself from vax rules COOK Shire Council supports the COVID-19 vaccination rollout but last week passed a motion that outlined its respect for freedom of choice.

The council has been facing pressure from a small group of local residents who want Cook Shire to push back against new vaccine laws that are set to come into play on December 17.

However, the council is eager to let residents know to voice

their concerns towards the state government.

Mayor Peter Scott introduced the following motion: “That

Cook Shire Council, under advice from the state government chief health officer, supports the general intent of COVID-19 vaccination program, to enhance protection of the population of Cook Shire and our neighbouring communities.

“Furthermore, council also respects the right of individuals to make their own choice with regards to a COVID-19 vaccine.

“We also support the com-

munity’s right to voice their concerns to the state government, regarding the direction to restrict unvaccinated people from accessing certain venues and activities.

“Any complying petition received by council in relation to this matter will be noted and forwarded to the state government for their consideration.”

All councillors except Ross Logan supported the motion.

Parts of the Peninsula copped a soaking across the weekend, with some flash flooding in the central Cape.

Lotus Bird Lodge was the only Bureau of Meteorology gauge to hit triple figures, with 102mm tipped out.

Cooktown Airport measured 98.2mm.

Other notable rainfall totals were: Weipa Airport 64mm, Moreton Telegraph Station 88mm, Lockhart RIver 30mm, Piccaninny Plains 93mm, Aurukun 30mm, Southwell Station 70mm and Cape Flattery 39mm.

Emergency services last week put out a reminder about the dangers of floodwater, with the message ‘if it’s flooded, forget it’ still pertinent this wet season.

Support for local groups COOK Shire Council last week handed out more than $35,000 in small grants to local organisations.

The funds came from the council’s community grants and support program for 2021-22.

Opposition Leader talks vaccination rates on trip A WHIRLWIND trip to Lockhart River has been used as a political move to pressure the state government into lifting the vaccination rates in Indigenous communities.

David Crisafulli, the LNP’s state leader, made an eleventh hour trip to Cape York, flying in and out of Lockhart River within the space of a couple of hours.

In Lockhart River, he was able to meet with mayor Wayne Butcher and council CEO David Clarke, who explained how the community had achieved a high vaccination rate.

In a statement, Mr Crisafulli praised local community leaders who provided clear and concise information to locals as soon as the vaccine became available.

He said ensuring our most

vulnerable people were vaccinated must be the state government’s first priority, although did not offer any suggestions as to how that could be achieved.

“We are failing our First Nations people if we do not lift vaccination rates in these communities,” he said.

“It’s time the state government improved access and provided confidence to lift the rates in these communities.

“I fear we are at risk of a

Northern Territory style outbreak in at-risk communities if we do not act now.

“This is our window of opportunity. “We must work with Indigenous communities to get the jab.

“We need to mobilise clinics in these communities as a matter of urgency. We need to have trusted voices explaining these vaccines are safe.

“Protecting First Australians must be a priority.”

CAPE York could benefit from federal government funding to support growth in its forest industries.

Nine forestry hubs have been identified around Australia with the aim of identifying new plantation opportunities, ensuring that the right trees are planted in the right places, adding value to existing infrastructure and processing capability, and maximising community participation while adding value to our wood and fibre industries.

Leichhardt MP Warren Entsch said that growing the plantation estate takes time and the $900,000 in federal funding demonstrated the government’s commitment to long-term, sustainable investment in forestry in Australia.

“This new funding will secure the future of our forestry hub and its important work with industry, state and local governments, key stakeholders and the community,” Mr Entsch said.

Rio Tinto’s land and sea team have been giving Cape York turtle’s a helping hand.

Youth trainee graduates ready to take next step ONE of the first graduates from the Cape York Land Council’s Lana youth traineeship program has been accepted into university next year.

Royston Sagigi-Baira, a Traditional Owner from Mapoon, has been offered a full-time place in the Bachelor of Fine Arts (Music) at the Queensland University of Technology.

He has also been awarded a $30,000 QUT Excellence Scholarship in recognition of “excellence in pursuit of creative practices”.

The Western Cape College alumnus will be studying singing and had to send in an audition tape as part of the application process.

It is the latest accolade for the upcoming leader, who graduated from the land council’s inaugural 12-month Lana traineeship program in November this year, with a Certificate III in Business Administration.

Royston was also chosen to attend the Queensland Indigenous Youth Leadership Program held in Brisbane this year.

The Lana program, for TOs between the ages of 18 and 25, was introduced to support and develop the next generation of leaders from the Cape. The program is based in Cairns in the CYLC office.

“It has been built from the ground up with the key focus being the education of the Cape’s brightest talent in all things administration, governance and management – equipping the next generation of leaders to continue to advocate for their communities,” acting CEO Terry Piper said.

Trainees studying Certificate III in Business Administration are equipped with a wide range of skills, including the basics of business, including operations, finance, marketing, and importantly, learning how to

TURTLE monitoring around Rio Tinto’s Amrun mine has shown the unusual benefit of a mining company that improves the environment around it.

Before the Amrun mine was constructed, turtle hatchings were rare in that part of the Cape, mostly because feral pigs predated nests.

Rio Tinto’s land and sea advisors have been monitoring the nearby beaches since 2016, a year when only one successful nest had hatchlings reach the ocean.

“The ways in which the team has tracked and followed up their findings has been constantly changing,” a Rio Tinto spokesperson said.

“This year, the team have recorded a wide variety of nests successfully making it to the sea.”

Rio Tinto recorded 102 flatback, 20 hawksbill, 13 olive ridley and 10 green turtle nests that had successful hatchlings.

“The monitoring begins in March each year and extends all the way through to December,” the spokesperson said.

“Throughout this time, various methods of control are put into place to ensure each turtle has the best chance of survival.

“This includes a feral pig control regime and software to complement the way the land and sea team record their findings.”

Region’s health service working TORRES and Cape Hospital and Health Service facilities are prepared to manage outbreaks of COVID-19 that may occur in the region once Queensland borders reopen from 17 December.

“We have been very lucky to date, with no local cases of COVID-19 reported in our region,” said TCHHS CEO Bev Hamerton.

“But there’s no doubt that once our borders reopen, COVID-19 will come to Queensland and more than likely there will be cases in our region.

“Our health service is well prepared to manage outbreaks as they occur, including the transfer of confirmed cases outside our region to larger tertiary hospitals with the specialised facilities necessary to manage them.

“As case numbers rise, it is likely that those patients who are less sick will need to be managed locally to reduce the pressure on our large specialised hospitals and we have options available for doing this, including, for those who can safely do so, care at home with the support of remote monitoring.

“We have done our best to prepare our health service for whatever comes our way, but we also need our communities to help by stepping up and doing their bit by getting fully vaccinated.

“Being fully vaccinated offers the highest level of protection, both against being infected and in helping minimise the seriousness

“Having the vaccine is your choice. It’s safe, free and remains the best way to protect yourself, your family, and our communities from serious illness.

“With some individual community exceptions, vaccination rates in our region are nowhere near as high as we would like them to be.

“You have only to look at the Northern Territory and the NSW town of Moree to see how quickly COVID-19 can spread within vulnerable Aboriginal and Torres Strait Islander communities.

“COVID is coming and vaccination is the best defence we have, so please come forward and get vaccinated as soon as possible.”

Ms Hamerton said that since the first week in September, the health service had added 116 vaccination clinics to its comprehensive schedule, representing a total of 270 additional clinic days.

“We currently have 10 separate vaccination teams working across our region,” she said.

“Every community in Cape York and the Torres Strait is being offered multiple opportunities to be vaccinated, so there is no excuse for not doing so.’’

Last week, the Torres and Cape Hospital and Health Service offered clinics at Hammond, Poruma, Moa, Horn, Badu and Thursday islands, along with Weipa, Cooktown, Bamaga, Hope Vale, Aurukun and Napranum.

hard to prepare for virus spread “Our partner, the Royal Flying Doctor Service, also offered vaccinations during their weekly visiting medical clinics at Lockhart River, Pormpuraaw and Kowanyama,” the CEO said.

“This week, the health service will be hosting clinics at Aurukun, Kowanyama, Wujal Wujal and Laura, along with Mabuiag, Mer, Iama and Warraber islands, while the RFDS will be offering vaccinations at Pormpuraaw and Lockhart River.

“There’s not a one-size-fits-all solution to increasing vaccination uptake in Cape York and we’re taking a multi-pronged approach by all groups in the community to target and tailor the best options for local people.”

To date in the Torres Strait, 77 per cent of the eligible population aged 12 years and over has received a first dose of vaccine through the health service and 62 per cent of people are fully vaccinated with both doses.

Cape York has 65 per cent of the total estimated eligible population aged 12 years and over who have received their first dose of vaccine through the TCHHS vaccination program alone, with 53 per cent now fully vaccinated.

In the NPA, 60 per cent of the eligible population so far has received the first dose, with 40 per cent fully vaccinated.

Across the TCHHS as a whole, about 55 per cent of the eligible population is now fully vaccinated.

“Graduation took place at the Kumrumja centre to celebrate the great success and achievements the students have had throughout their primary schooling,” principal Megan Pearce said.

“The lovely evening by the water, brought proud families together as parents watched their children graduate from primary school and speak highly of their experiences.

Last week, St Joseph’s hosted its inaugural awards night to celebrate the achievements of the students.

“The live music, great food and hamper sales made it a fun family event. It was great to see so many families join in the Christmas cheer. We wish everyone a Merry Christmas,” Ms Pearce said.

Cape York site added to Toyota’s gap year promo THE Five Beaches Track at Somerset near the tip of Cape York has been added to a list of 10 destinations promoted by Toyota.

Dubbed “Gap Year 2.0”, the new travel trend stems from a global travel movement that is being embraced by many, with people now more so than ever able to change up the conventional way of life and live on the road.

With lockdowns across the globe and the majority of businesses having to operate remotely since 2019, people have been contemplating living life less traditional.

The idea of the traditional “nomad” is no longer a trend

age groups are redesigning their lives by leaving traditional jobs and settled housing to become full-time travellers in Australia. It is powered by international travel restrictions and new digital freedoms to create and work-on-the-move.”

Paramedic in training glad to give back to community

WHILE Majella Filewood never considered becoming a paramedic, thanks to CQUniversity’s training she is now making it her career, not just to prove to herself she can do it, but also to give back to her people on Thursday Island.

The 43-year-old mother-ofthree is currently working as an ambulance technician for the Queensland Ambulance Service.

“I get my strong Aboriginal and Torres Strait Island cultural lineage from both my parents, it ties me all the way through the Torres Strait Islands,” she said.

“The Kaurareg Aboriginal People from Ngurupai/Narupair (Horn Island), Keriri (Hammond Island) and Muralag (Prince of Wales), Mualgal (Kubin Community Moa Island), Erubam Le (Darnley Island) and Magani Lagugal (Yam Island).

“I was born and bred on Thursday Island and to be honest, I didn’t even think about becoming a paramedic, but I knew that I wanted to somehow give back to my community and my people.

“When the position was advertised, I said to myself: ‘why not

As an ambulance technician, Majella has the clinical scope of practice that encompasses certain skill levels and she can administer some drugs independently.

“I am now engaged in the Bachelor of Paramedic Science which

“I think for me, some of the challenges are realising that you can’t save everyone, and also having that life work balance.

“I am a full-time shift worker, a

single mother of three children and I also study full time.

“Finding time to have for myself is sometimes impossible, but my goal is to qualify as an Advance Care Paramedic II (ACP2) and work within my community to encourage the next Indigenous paramedic cadet to follow on in the program, so we have more of our own qualified to work in and around our communities.

“I have found the educational training I’ve received from CQUniversity to be helpful with building my self-confidence.

“I get a lot of my clinical learnings from QAS, but the ability to write better when doing documentation for my job has improved since undertaking my studies.

“Now that I am on my pathway to achieving my goal to become a paramedic all I can think about is that I am out here making a difference, little or big and being a role model to my children and everyone who is willing to step outside of their comfort zone to do things they never would have thought about doing and giving back to people who gave me so much.”

Ballet rolls into Weipa

QUEENSLAND Ballet’s regional tour is coming to Weipa.

The community engagement tour kicked off in July, with QB’s education teaching artists taking a touch of ballet magic across Queensland and, for the first time, the Northern Territory.

Enabled by the Weipa Town Authority, community classes in Weipa will accommodate all ages, from toddlers to adults.

Children from six to 17-years of age will also delight in tailored ballet workshops.

In-school workshops will provide educative and inclusive dance experiences for students in kindergartens and schools.

Queensland Ballet education manager Martha Godber said it would be a unique experience for the Cape York community.

“As we build capacity to grow our community regional touring program, we are able to make inclusive dance experiences more accessible and provide opportunity for people across the state to engage with QB,” she said.

Entsch pays tribute to councillor MEMBER for Leichhardt Warren Entsch has paid tribute to former Cook Shire councillor Alan Wilson in parliament.

Speaking in Canberra last week, the veteran MP spoke about the opening of the Lakeland Oval, named in Mr Wilson’s honour, as well as his other achievements in Cape York.

This is the full transcript from Mr Entsch’s address in parliament on Thursday: “I recently travelled to Lakeland, located a few hundred kilometres north-west of Cairns, for

the official opening of a new sporting oval and facilities.

“This wasn’t just another sporting field or simply another opening. The sporting field was named in honour of Cape York legend Alan Wilson.

“The Alan Wilson Oval is a fitting legacy to a person who has dedicated his life to serving his community in many different capacities.

“Alan, who now lives in the Tablelands, has had many careers, including Northern Territory police officer, my cattle station manager

highly successful Containers for Change scheme.

“Finally, I’d like to take the opportunity to acknowledge the Lakeland Progress Association, whose idea it was to name the new sports oval in honour of not only a Cape York legend but a very decent person and an all-round top bloke.”

DECEMBER hasn’t quite arrived yet but that hasn’t stopped Weipa from getting into the Christmas spirit.

Big crowds flocked to the Storm Surge Shelter in Rocky Point on Saturday for the community markets, held to give locals a chance to do some early Christmas shopping.

Santa braved the heat to make an appearance, much to the joy of children (and their parents).

Meanwhile, the Weipa Town Authority is holding a Christmas tree lighting at Eat Street later this week. On Thursday, the massive tree will be lit up.

Arrive by 6.30pm as the lights will be turned on at sunset.

WITH another cyclone season approaching, homeowners in the Far North remain in the dark about the federal government’s long-promised solution to address the high cost of home insurance premiums.

Visiting the Cairns Disaster Coordination Centre last week, Labor Senator Nita Green said there was still no sign of the legislation for the Morrison government’s reinsurance pool.

“We’re officially in cyclone season right now, but local residents in the Far North are no closer to receiving relief on their insurance bills,” she said.

“We’re in the final parliamentary sitting of the year, and potentially the final one before the federal election, yet we haven’t seen anything concrete from this government when it comes to addressing the region’s insurance woes despite all their talk.

“Yet again, all talk and no delivery from Scott Morrison and Warren Entsch.”

Labor candidate for Leichhardt Elida Faith said more than six months had passed since Scott Morrison stood up in Cairns promising he would fix the insurance crisis in the north and establish a reinsurance pool.

“Scott Morrison and Warren Entsch must provide the draft legislation on the reinsurance

pool urgently,” the ALP candidate said.

“People are seeing through the big promises and grand announcements of Scott Morrison and Warren Entsch as they’ve heard it too many times now.

“Property owners in the Far North are fed up; they don’t want the glossy brochures and slick advertising from this government, they want affordable insurance for their homes.”

“The Endeavour Lions Club is confident that these young women will be successful in obtaining their qualifications and are proud to support them on their transition to university

and go on to be leaders in the future,” president Jim Fay said.

The Endeavour Lions financial scholarship awards were presented to Jasmine Surbey from Endeavour Christian College and Kyana McCoombe from Cooktown State School.

Both recipients received $350 each which will help towards the cost of school supplies in their senior years of high school.

Jim Hunter relished the hot and humid conditions to be the overall winner in the Carpentaria Golf Club’s monthly medal round on Saturday. In a field of 27, Hunter had a nett 70 to win B-grade and claim the mug of the month. A-grade was won by Jamie Hutton with a nett 73, while Clint Wonfor had the same score to win C-grade. Nearest the pins went to Jeff Watson and Bernie Single.

President hopes winner is first of many to come

COOKTOWN Amateur Turf Club president Darryl Paradise hopes Saturday’s winner at Cairns is the first of many more to come after he launched a comeback two months ago.

Paradise trained Bowtie Betty to victory in the $8500 Maiden Plate (1500m) at Cannon Park, a race that was initially scheduled for Innisfail before it was moved due to wet weather.

The 66-year-old said he was impressed with the mare’s win at her seventh race start, having previously been prepared by Darryl Hansen on the Sunshine Coast.

“That was her third run for me and I thought she was a little bit unlucky at Ingham last

start; she got to the lead and had a look around and lost it.”

Bowtie Betty was sent around as favourite at Cooktown earlier this month but Paradise said the

race was never going to suit the four-year-old.

“She wasn’t fit enough and it was probably too short for her,” he said.

“I think she can go fresh over 1200m but anything further is better for her.”

Paradise has a property at Biboohra, north of Mareeba, and trucks his thoroughbreds to Tolga several times a week for fast work.

“Kerry Rockett rides all of my trackwork and he does a great job,” the trainer said.

“We’ve got a walker here and we are building up a little complex. It’s been a bit of a dream.”

Paradise last trained a winner in 2016 when Aesop saluted on Cooktown Cup day.

He stopped training in 2017 and spent several years running the Lion’s Den Hotel for family.

“Now that I’m back we’ll get a few more horses and have a bit of fun,” he said.
