After a 13-year journey, Cape York senior students celebrated their final day of school on Friday. A record 63 students graduated from Weipa’s Western Cape College, while Year 12s from Cooktown’s schools were able to enjoy more intimate ceremonies on their special day.

Interest in space centre skyrockets around Cape

MORE details have emerged about a proposed spaceport that would result in a billion-dollar industry in Cape York.

Space Centre Australia visited Weipa and Napranum last week to meet with stakeholders and community members and discuss plans for the project, to be built near RAAF Base Scherger.

SCA founder James Palmer told a curious audience at the Albatross Bay Resort that talks were under way with the federal government’s Northern Australia Infrastructure Fund about bankrolling the construction of the spaceport, believed to be a cost of around $500 million.

“They have already given a green light on the application; there is just one caveat on our customer base,” Mr Palmer said of NAIF’s potential role.

“We’re confident that will go ahead but we can’t say who our customers will be just yet.”

er told last Tuesday’s audience that he expected up to 290 fulltime jobs to be created when the spaceport is at full capacity.

“There will be a mix of accommodation both on-site and off-site, but the majority of the workforce would be based in the Cape,” he said.

“Some roles would need to be filled externally and there would be a need for skilled visa workers at the beginning to help at the start.”

Environmental approvals will need to be sought before any construction commences, as will agreements between Traditional Owners and the Napranum Aboriginal Shire Council.

The proposed site is on the Napranum DOGIT and Mr Palmer said negations were ongoing between the council and the Mokwiri Aboriginal Corporation, the PBC for the local Traditional Owner groups.

everything has been really positive,” he said.

“What we learnt is that we need to do a lot more engagement with Napranum and talk to as many people as possible.”

SCA scheduled two meetings in Napranum last Tuesday but struggled to draw an audience.

“That’s something we will keep working on and we are already thinking of doing a bit of a roadshow throughout the Cape next year to give everyone a chance to see what we’re about,” Mr Palmer said.

“It’s important that we hear the negative feedback, too, as we might be able to change things or reassure people if they have concerns.”

While in town, Mr Palmer also took the Regional Developmental Australia Tropical North team, as well as Leichhardt MP Warren Entsch, to the proposed site to give them an insight as to the scale of the project.

“We’ve had plenty of support from both the RDA and Mr Entsch,” Mr Palmer said.

Proposed voter ID law to have big impact on Cape

TORRES Cape Indigenous Council Alliance chair Robbie Sands has written an open letter to Prime Minister Scott Morrison, calling on him to stop a bill that, if passed, would require voters to show ID before casting their ballot.

Cr Sands, who is the mayor of Kowanyama, said the so-called Voter Integrity Bill would discriminate against Aboriginal and Torres Strait Islander peoples living in remote communities by limiting their right to vote if they cannot produce ID. “Issues such as severely overcrowded housing, population transience, the lack of access to government services, and traditional adoption practices all compound the ability of First Nations peoples to obtain and/or retain identification,” he wrote in the letter to the PM. “If you and your government are serious about Closing the Gap for First Nations Australians, we ask that you stop this legislation from progressing any further.

“To not do so could be read as an outright display of discrimination against the vulnerable Aboriginal and Torres Strait Islander peoples we represent.”

The letter adds TCICA’s voice to those of major advocacy groups opposing the legislation, including Amnesty International and the Human Rights Law Centre, as well as many community workers and academics.

Currently before the House of Representatives, the bill would require voters to “provide an acceptable form of identification, or alternatively an attestation from another enrolled person who does have an acceptable form of identification, in order to cast an ordinary pre-poll or polling day vote in federal elections and referendums”.

Member for Kennedy Bob Katter has slammed the proposed voter ID bill, calling it ‘racist’.

Senior Lecturer in Political Science at James Cook University Maxine Newlands said the bill echoed similar laws in the United States that have been criticised for suppressing voters.

“There is dog whistling going on. You do have to ask yourself why are they pushing this, is it a genuine problem?” Dr Newlands told Cape York Weekly.

Australia Electoral Commissioner Tom Rogers has described instances of multiple voting, estimated to be 0.03 percent, as “vanishingly small”.

“You’ve got to look to who put this up and the person who put this up is Senator Malcolm Roberts from One Nation,” said Dr Newlands.

“He has been an advocate for a very pro-Trump (stance) and very much on the Republican side, so I think to make the analogy with the US is fair because it seems to have just been taken from their playbook.”

Kupai Omasker Working Party chairperson Ivy Trevallion, a longtime advocate for Torres Strait Islanders raised by extended family to transfer their legal identity from birth parents to cultural parents, said the law would further discourage people having difficulty getting ID. “If you are going to spout about reconciliation, why are you doing this?” she said.

“It is dividing people again and people won’t turn up for voting. It will intimidate people.

“We are penalising people rather than encouraging them to join us so their voice can be heard.”

LNP Senator Susan McDonald supports the bill and said tackling vote fraud, however rare, would increase confidence in the electoral process.

“That’s like saying we shouldn’t worry about any criminal activity if it’s rare. The fact the AEC has identified this as an issue means it’s entirely fair and proper for a government to act on it,” she said.

“Under this legislation, forms of identification are very broad.

“You can even have a friend vouch for your identity if you don’t have any of the numerous ID sources that will be accepted.

“Even if you have none of those forms of ID, you will not be denied a vote.

“If they (opponents of the bill) truly cared about democratic principles and the right to vote, they should support anything that makes sure people aren’t taking advantage of Indigenous communities by using them to vote fraudulently,” she said.

Outspoken North Queensland MP Bob Katter said he was against the proposed changes.

“This is blatantly racist and will prevent First Australians living in the community areas from voting,” he said.

“The AEC and ECQ need to do proper investigations when incidents of voting fraud or anomalies are raised, and they must properly man the voting booths in the Torres Strait and Cape York.”

Floating clinic to help with rollout THE Torres and Cape Hospital and Health Service is taking to the high seas to continue delivering vaccinations across the Torres Strait.

TCHHS CEO Bev Hamerton said the mobile floating vaccination clinic would start doing the rounds in the Torres Strait this week.

“To date, our vaccination teams have been accessing the Torres Strait islands by aircraft and helicopter,” she said.

“But we have now chartered a 24-metre motor cruiser – the Alfred Wallace – to help our teams move around the Strait more easily.

“I understand staff have already nicknamed her the SS Vaccine!

“There is accommodation aboard for all our vaccination team, which is a great benefit because finding overnight accommodation for a team of up to 12 people can be difficult on many of the small islands of the Torres Strait.

“The vessel also has a cold room which allows us to keep vaccines properly refrigerated for longer periods as our team makes their way around the islands to hold community clinics.”

Ms Hamerton said the motor cruiser carried a crew of four, all of whom were fully vaccinated.

“The vessel will be fully disinfected every day it is in use for the safety of our staff and the crew,” she said.

“Using a boat to get around in the Torres Strait makes very good sense.

“We have also introduced dozens of additional vaccination clinics across the entire health service region since early September and we have been doorknocking quite widely in communities where the vaccination take-up has been low.

“We are focusing on people we know have not even had their first dose of vaccine and visiting them at home to see what further information or advice or assurances we can provide to convince them to be vaccinated.

“It’s a race against time now for

Cape York and Torres Strait residents to be vaccinated as quickly as possible before our borders reopen as we are starting to see what could happen when COVID-19 gets into Indigenous communities.

“The Northern Territory has just reported the first recorded Australian case of COVID-19 in a resident of a remote Aboriginal community at Robinson River in the Gulf Country, and there is a cluster of cases at Katherine, which is now in lockdown.

“We have already seen how about 98 per cent of active cases in the New South Wales town of Moree are in the Aboriginal community, most of whom were unvaccinated.

“COVID-19 is coming, and vaccination is the best defence

we have. Also remember that if you remain unvaccinated, or just partially vaccinated, you will be subject to significant additional restrictions on your activities that will not apply to the fully vaccinated.

“We have plenty of clinics available right through November and December and plenty of opportunities to be vaccinated and stay safe.”

Ms Hamerton said residents could check the ongoing vaccination clinic rollout schedule on the Torres and Cape Hospital and Health Service website.

“If there are no upcoming clinics in your area, all you have to do is go on the health service website and fill in a form to register your interest in being vaccinated and a

vaccination will be arranged for you,” she said.

“You can also call us on (07) 3497 3442 or speak to your local health facility to arrange.’’

Ms Hamerton said the health service also had started contacting people who had completed their full course of vaccination to advise of the availability of their booster dose.

“We will have staff and residents who have completed the full course of vaccination becoming eligible for the booster dose from the end of the year onwards,” she said.

“We are contacting those people progressively to arrange a booking for their booster.

“The Pfizer vaccine has been approved nationally as the booster dose, no matter which vaccine you received for your first and second doses – whether AstraZeneca or Pfizer.’’

This week, the health service will be offering clinics at Hammond, Poruma, Moa, Horn, Badu and Thursday islands, along with Hope Vale, Aurukun and Napranum.

“And the RFDS will be offering vaccinations during their visiting clinics at Lockhart River, Pormpuraaw and Kowanyama.

Across the Torres and Cape HHS as a whole, about 52 per cent of the eligible population aged 12 years and over is now fully vaccinated.

Pormpuraaw’s artists recognised

ALREADY recognised around the world for their broad range of artworks, the Pormpuraaw Art Centre received a gong closer to home on Friday night.

At the virtual Cairns Indigenous Art Fair awards, the Cape York art centre was named as winner of the $10,000 Cairns Regional Council Art Centre Award.

Judges commended the artists at Pormpuraaw for their community approach to art that “shows innovation and diversity, including their dedication to developing designs and techniques resulting in characterful ghost net sculptures, paintings, and lino prints”.

for-profit organisation would have a meeting to discuss the best way to spend the $10,000.

“I know the committee is interested in buying a (Toyota) Troopie so they can transport people and the artwork,” he said.

While CIAF organisers tried hard to put on the full show this year, the threat of COVID-19 saw the much-loved event delayed and then staged virtually.

“It’s a real shame for us because its really important as artists to get that gallery experience and talk to collectors,” Mr Jakubowski said.

“Some of the artwork that was made this year is the best we’ve ever produced.”

centre prides itself on making art for all kinds of buyers.

“We have prints for sale that are $50 and we’ve sold sculptures for up to $20,000,” Mr Jakubowski said on Sunday.

Artists at the Pormpuraaw Art Centre get 65 per cent of takings, with the rest going to the centre for materials, promotion and administrative work.

“We pride ourselves on being available for the whole community and we would have more than 100 people come through the centre each year,” the manager said.

“This recognition (at CIAF) is just a reward for all the hard work the artists and people behind the scenes have put in this year.”

Early voting starts next week in NPA FOUR candidates have put their hand up to be a councillor with the Northern Peninsula Area Regional Council at the upcoming by-election.

In ballot paper order, Sabrina Mudu, Mazorie Townson, Imran Aniba and Mabelene Whap are the declared candidates for the Division 5 councillor vacancy.

The Electoral Commission of Queensland said both early and election day voting will be available at the Seisia Indigenous Knowledge Centre.

Commissioner Pat Vidgen said there are around 150 electors in NPARC’s Division 5.

“Early voting is from 9am to 6pm on Friday, December 3, and election day voting from 8am to 6pm on Saturday, December 4,” he said.

“As required by the Local Government Electoral Act 2011, the system of voting for divided councils such as NPARC, is optional preferential voting.

“This means electors can number one, some, or all the candidates on their ballot paper, in their order of preference.

“I remind electors that voting is compulsory for all levels of government in Queensland.

“All voting, including postal voting, must be completed by 6pm on election day (December 4), with the deadline for the return of postal votes on Tuesday, December 14.”

Electors in NPARC Division 5 who have included their email address on the roll, will receive a Voter Information Card by email from the ECQ before the start of early voting.

“Electors are encouraged to bring the email with them to the polling booth to assist with finding the elector’s details on the roll,” Mr Vidgen said.

“As a COVID-safe requirement, electors will also either need to check in using the Check In Qld app or ask ECQ staff for help to check in.”

Red Hatters eye new recruits FOLLOWING a recent jaunt to Cairns, Weipa’s Red Hatters group, the Pandanus Pearls, are after new members to join the social club.

The Pandanus Pearls were recently spotted in their regalia (purple frocks and styled up in bling and red hats) waiting at the Weipa Airport.

With the “HOOT” itinerary planned – high on the agenda was meeting up with southern-based hatters Sue Clegg and Tania Dickinson.

The red hat girls spent their time taking in the attractions – starting with a planned Brett’s Outback Tour, Cairns Aquarium and Cairns Museum.

Red Hatters is a nation-wide group of women over 50 who meet in the interest of fun, friendship and frivolity. The motto is “Age is a state of mind”.

New feral pig trap put to the test THE Department of Environment and Science is trialling a new hightech suspended trap as part of the ongoing fight to control feral pigs.

Ranger Roger James said feral pigs caused thousands of dollars in damage to walking tracks, roads and mountain bike tracks in our national parks every year.

“They also eat native plants, destroy pasture and crops, and compete with native animals for water, food and shelter,” he said.

“Feral pigs are highly intelligent, extremely mobile, and breed quickly with sows able to have up to three litters annually.

“Feral pigs are also highly suspicious of many conventional traps, such as corral traps, which means they can be difficult to trap.

“DES is trialling a new $25,000 suspended trap – called a Boarbuster – that sits about a metre

“When the pigs enter the space around the food, a button is pushed and the trap drops to the ground.

“A recent trial in the Baldy Mountain Forest Reserve captured 18 pigs at just one site.”

Mr James said the Queensland Parks and Wildlife Service (QPWS) was working on the control program in partnership

with GPS Trapping and the Barron Catchment Care organisation through the National Landcare Program.

“Of the 18 feral pigs we recently trapped, 17 were humanely euthanised and one was fitted with

a GPS tracking ear-tag supplied

by Barron Catchment Care,” Mr James said.

“The ear-tags are small matchbox-sized, solar powered units that can run for up to ten years.

“The GPS tags will allow QPWS and Barron Catchment Care to gather important data on the pig, including where it travels, how quickly it moves and where it finds food.

“The Boarbuster trap is also proving to be effective in areas where we want to avoid catching native animals such as cassowaries, where we do not want to use poisons, and where aerial shooting is not an option.

NEWS IN BRIEF CWA bursaries on offer THE Queensland Country Women’s Association invites male and female secondary and tertiary students to apply for a range of bursary offerings.

There are 22 bursaries on offer, each valued between $500 and $2,500.

The bursaries cover different ages and areas of study and provide financial assistance to students to enable them to pursue their educational goals.

QCWA president Sheila Campbell said the annual bursary campaign was one of the association’s great joys in being able to support the Queensland community.

“Education is a cornerstone of the QCWA, so we offer a number of bursaries every year to assist Queensland students with the cost of their studies,” she said.

“For many self-funded tertiary students, driven to achieve their goal, the need to work while juggling academic study, assignments, tutorials, and exams is ever present.

“For some, one of the QCWA’s bursaries could mean the career-defining difference between continuing their studies or not.”

Supermarket’s milestone WOOLWORTHS Weipa will celebrate its 40th birthday this week.

Local NDIS support TWO Aboriginal and Torres Strait Islander community organisations in the region have received a $22,000 grant from the federal government to improve delivery of National Disability Insurance Scheme support services.

Leichhardt MP Warren Entsch said the local recipients of the grant were, NPA Family and Community Services Aboriginal and Torres Strait Islander Corporation in Bamaga and Pormpur Paanthu Aboriginal Corporation in Pormpuraaw.

“This funding will help these organisations address challenges in registering and delivering NDIS services and allow them to continue to do their lifechanging work,” Mr Entsch said.

Flying Doctor playing critical role THE Royal Flying Doctor Service in Queensland is ready for an increase in COVID-19 infections across rural and remote communities on Cape York but is encouraging communities to do their part to lessen the impact.

RFDS Queensland CEO Meredith Staib said time was running out for people to be vaccinated prior to the state’s borders reopening.

“Our concern for poorly vaccinated regions is that local healthcare services will be greatly impacted. We are definitely anticipating an increase in aeromedical retrieval in response to COVID-19 and are preparing accordingly,” she said.

Ms Staib said RFDS primary health care staff had delivered the COVID-19 vaccine to more than 9800 people in some of the most remote locations in Queensland.

RFDS Cairns primary health care nurse Claire Bayliss, who was recently in Lockhart River distributing vaccines, said that people should feel free to raise any concerns they have and get trusted advice from RFDS staff.

“We have really kind, patient, understanding practitioners that are more than happy to give you the information that you need. I would say for the protection of the greater community it’s really worth getting this vaccination. COVID is not going to go away and we need to protect our communities,” she said.

“We have a strong rapport with the majority of the community, we have a lot of trust with the community.

“We’re known faces, we’re familiar practitioners, we’ve known them for many, many years, so I think that absolutely helps with the uptake of the vaccination.”

“For Aboriginal and Torres Strait Islander people, we place a strong emphasis on our role in relation to respect, especially during sorry business, and the impact that grief and loss does have on us as individuals and communities.

“And to be able to attend a funeral of someone who is directly related to you, but also is a significant leader or Elder in a community, is the highest level of respect you can show.

“Unvaccinated individuals just will not be allowed to attend those types of events.”

Cooktown artist prepares to launch her latest single

YAZMINDI, a young independent singer-songwriter from Cooktown is set to officially launch her latest single this week with a livestream party on social media.

The single Avocado Latte debuted on ABC Far North last week and will be available on streaming platforms from Wednesday.

Yazmindi, also known as Yasmin Morris, said she wrote the song when she was living down south and missing the laid back vibe of Cape York.

“It’s a love song about my home and the people who live there, an ode to Far North Queensland which I wrote while working at a cafe in Melbourne, homesick,” she said last week.

“It’s raw and honest, a song straight from my heart, yet (with) tongue-in-cheek teasers playing with Melbourne’s city stereotypes.”

“I was supposed to go on a three-month Queensland tour to promote the song but was stuck in lockdown, so wasn’t allowed to cross the border to come back home,” she said.

“It was so special recording Avocado Latte back home in North Queensland, surrounded by people I grew up with and love.

“I had always dreamed of producing music with Mark Myers from growing up listening to his band’s (The Middle East) music.

“Everything felt natural and

part of a musical family, who play together in the band The Roadtrippers, Yazmindi began performing at age 13 and has been a regular at festivals such as Wallaby Creek and Black Mountain Unplugged.

“I sing, I play guitar, I play harmonica, and play stomp box as

flowed smoothly in the studio and I had so much fun bringing the final version to life, exactly as I had envisioned it, in my head and my heart.”

“I will be having an online livestream party the night it’s released to celebrate and I’ll attempt to make my own avo latte!”

“I am booked in already for a couple of festivals up there next year. I just don’t want to plan too far ahead, because I did that and just had to cancel it all... but I’ll definitely organise a bit of a tour,” she said.

CAPE York residents are being urged to take all possible precautions to avoid being bitten by mosquitoes this wet season.

Torres and Cape Hospital and Health Service public health medical officer Dr Allison Hempenstall said while mosquitoes were active all year round, they tended to be far more prevalent in normally wetter conditions between November and April.

“However, our advice to local communities remains the same no matter the time of year.

The very best protection against mosquito-borne diseases such as dengue, Ross River fever, Barmah Forest virus, or others, is to avoid being bitten in the first place,” she said.

“Mosquito control and public education campaigns can only do so much.

“All residents also need to do their part and take action to eliminate mosquito breeding sites on their properties and to protect themselves from mosquito bites.

“People should protect themselves by using mosquito repellent. In areas of the Cape, where people notice they have mosquitoes inside the house, they should also use long-lasting surface insecticide spray in places where mosquitoes can hide.”

Other personal protective measures include:  Install insect screens that are in good working order in your home and office. If not, sleep under a mosquito net day and night.  Tip out water from containers weekly, or dry store containers under cover and discard rubbish properly. Mosquitoes breed in containers that hold water.  Wear light-coloured clothing, (long-sleeved shirts and long pants wherever possible to cover exposed skin) and use personal insect repellent.

Portland Roads stalwart What’s has his say on proposal On? While the number of people living at Portland Roads is small, there is an issue that is divisive among the locals.

Does the area need better marine infrastructure? Local resident GREG WESTCOTT has his say on the matter ...

THE historic Portland Roads Jetty (circa 1938-1978) still engenders feelings of awe, magnificence, and a degree of romanticism within anyone living at Portland Roads, or for those who are aware of the significant role the jetty played in Cape York’s colonial history However, more than 40 years on from the jetty’s demolition, the Portland Roads community is divided by persistent lobbying by a minority of local property owners for the construction of a rock wall and boat ramp that, when completed, will extend out from “the point” about 190 metres into deep water.

This rock wall will need to be at least 4.5 metres high out near the edge of the Fringe Reef.

The proponents of this rock wall and boat ramp are promoting an all-tide access so as to increase Great Barrier Reef-based commercial tourism activity (and the resultant business opportunity for a few).

Unfortunately, to date these supporters have not addressed the adverse impact to the environment and community during the construction phase and on its completion.

The proposed construction necessitates excavating huge volumes of dubious quality rock, granite, and clay base from the escarpment beside the Point, to be then transported, and stabilized as the rock wall out to and beyond the edge of the fringe reef.

The excavation of the hill side for materials, and the simultaneous construction of the rock wall will be an enormous task.

Further, the height of the cutting will be frighteningly high, will increase the risks of landslides in the wet season, and will dominate what beforehand was our picturesque foreshore and esplanade.

ENVIRONMENTAL IMPACT AGAIN, there has been no discussion from the proponents on the environmental impact of this project if it was to go ahead.

But certainly, several impacts come to mind.

The rock wall by its nature will create an environmental breakwater at right angles to the foreshore, catastrophically endangering the marine environment out to beyond the edge of the fringe reef.

Currents will cease to flow along the foreshore in the bay area in front of the existing properties causing major changes to fish habitat and so affecting the seasonal schools of hardyheads, sardines and the predatory food chain that now abounds.

will be more than challenging for local residents, while clay siltation leaching out from the rock wall onto the pristine fringe reef would be an ecological disaster.

Our wonderful lifestyle and tourism-based businesses will disappear for the duration of the construction from daily noise pollution, and the necessity for the Point to be cordoned off to boating, tourism, and locals for the duration of the works.

My guesstimate is the works will take one dry season to complete.

COMMUNITY IMPACT EVEN now, Portland Roads is buckling under the impact of visitors launching trailer boats from Portland Roads to access the Great Barrier Reef.

Just recently, in one day there were 28 car/boat trailer combos parked like sardines, literally stopping any other activity along the foreshore.

These numbers of trailer boats are already over the maximum of what this community can handle. Improved roads and an all-tide launching facility will only exacerbate the congestion and chaos that already occurs.

Not least, as impacts go, is the hideous rock/gravel cutting that will blight the Point for a gener-

bay area. What will happen to the sandy beach?

The eastern side of the wall will also retain the snapped off seaweed from strong winds that normally bypasses the point into the bay and further north.

Instead, many tons of seaweed will lay against the wall pungently rotting away several times a year.

We also have to think about the shell life and the beautiful coastal clams now growing on the fringe reef.

Will they get sufficient nutrients once the currents stop flowing on top of the fringe reef, or will it just become a wasteland in what was once paradise?

In summing up; the existing launch facility at the Point for trailer boats combined with the sandy foreshore, and natural sand access at low tide already provides launch facilities for boats up to 8.1 metres on a 1.4-metre tide.

Commercial charter vessels can currently transfer clients from shore to their vessels on a 1.2-metre tide.

Do we really need to have this facility imposed on our community that is unique in its environmental appeal, and a destination that tourists currently acclaim as breathtakingly beautiful?

The now two-time beach volleyball Olympian hopes her achievements will inspire the next generation of Aboriginal and Torres Strait Islander kids to also dream of competing on the world’s biggest sporting stage.

“I just remember when I was a kid, and I sat and watched the 2000 Olympics, that was the reason why I’m in the position that I am today,” the Tokyo silver medallist said.

“So I’m hoping they watched us all compete, and I hope that’s enough for them to just go out and be active and, who knows, to even be a part of the 2032 Olympics here in Queensland.”

“The objective of that program is to take our kids to the national championship in Australia and from there to the Asia Pacific Cup, then onto the World NBA Junior Global Championship.”
