THE federal and state governments have reached a 50/50 funding agreement that will see the value of the Queensland COVID-19 Business Support Grants rise from $260 million to $600 million.

As part of the package, additional support for businesses that have had a decline in turnover of more than 30 per cent will include:  A $1000 one-off grant to nonemploying sole traders across Queensland;  Tiered payments based on payroll size for all businesses across Queensland;  A $5000 one-off, top-up grant to small business with payroll of less than $1.3 million;  A $10,000 one-off, top-up grant to medium sized business with payroll between $1.3 million and $10 million;  A $25,000 one-off, top-up grant to large sized tourism and hospitality focused businesses with payroll of greater than $10 million.

“From Monday, August 16, our $5000 COVID-19 Business Support Grants program will be open to businesses across Queensland, but this agreement with the federal government is in addition to that and means that we will be able to extend our support even further,” Queensland treasurer Cameron Dick said on Friday.

“We have sold about half already so there is a chance we could sell out in the week before the event,” committee member Kristie Moran said on Saturday morning.

“We’ll be down here (in the Woolworths car park area) for the next two Saturdays, so you still have time to get a ticket, but we will only sell 2200 this year, so make sure you don’t miss out.”

The Fishing Classic starts on Thursday, September 2, with a Friday public holiday.

Sly grog a major concern for Cape York’s councils CAPE York councils have discussed the need for a sly grog campaign to help slow the flow of alcohol into communities.

The Torres and Cape Indigenous Councils Alliance put the issue on the table at last week’s August meeting, held by video conference.

“A coordinated approach is needed to address matters such as liquor licencing, policing and

interception of grog coming into communities,” TCICA chair Wayne Butcher said.

“We also need to educate local people on the negative impacts of sly grog, and the promotion of positive messaging to encourage people to drink responsibly.”

TCICA executive officer Melinda Eades said the mayors said it was a great initiative.

“Key partners will be identified to work with TCICA to help take this forward,” she said.

“Mayors noted that enforcement of alcohol restrictions across the whole of the road network in the Cape through vehicle searches is not the right answer to stopping alcohol reaching communities.

“The mayors agreed to call for a roundtable with the ministers

responsible for liquor licencing, policing and Aboriginal and Torres Strait Islander peoples to discuss the issue and identify strategies to manage and reduce the impact of sly grog.”

Other issues discussed at the August meeting included the spread of COVID-19 (see Strait Talkin’ liftout), regional education, local government grants, and future advocacy plans.

BRAMWELL Station was sold to the Queensland government for $11.5 million at a public auction last week, but the deal appears to be in jeopardy.

Cape York Weekly can reveal the state government was one of four registered bidders at the online auction and was the only one to make a bid.

Its offer of $11.5 million was accepted and sold under the hammer.

However, the Department of Environment and Science was backing away from the sale when questioned about it.

A spokesperson told Cape York Weekly that the sale was not a done deal.

“The government continues to progress discussions and contractual arrangements with the vendor about Bramwell Station,” the DES spokesperson said.

“We will have more to announce once that is finalised.”

Bramwell Station was sold to beef producers Wendy Kozicka and Vince Bowyer in 2002 for less than $1 million.

Back then, the station only featured the homestead and machinery sheds.

The tourist park and roadhouse were built by Ms Kozicka

and Mr Bowyer. The Queensland government attempted to purchase Bramwell Station back in 2002 but was a losing bidder.

Cape York Weekly can reveal that the state has since made at least one offer to purchase Bramwell, with the latest coming at the beginning of this year.

Ms Kozicka said she was reluctant to comment on the auction or the sale as negotiations were still continuing.

“As far as we are concerned it is still business as usual at Bramwell,” she said.

“If the sale doesn’t go through it will still be business as usual for us – we won’t be disappoint-

ed because we love the place.”

The state government has a history of buying property in Cape York, mostly for environmental reasons.

Bramwell Station features some pristine wilderness on the eastern side of the property.

It’s likely that the state would remove cattle from the property and foster it as a nature reserve.

However, sources indicated the tourist park and roadhouse would be kept operating under a lease arrangement.

Ken and Gail Godfrey are the current leaseholders and Bramwell has become a tourist mecca under their tenure.

Booking numbers strong at Weipa hub A THREE-WEEK vaccination hub opened at Weipa yesterday and local residents were lining up to get their long-awaited jab.

Eight stations were set up at the Weipa Storm Surge Shelter in Rocky Point and local doctor Will Horwood said things went smoothly on the opening day.

“We’re getting through people at a really good pace and they aren’t waiting for long at all,” he said.

“Of course, you have to wait for 15 minutes after getting the vaccine to make sure you have no side effects.

“So far, so good.”

Torres and Cape Hospital and Health Service chief executive Bev Hamerton said the interest had been strong from Weipa to get the COVID-19 vaccination.

“So far, we have already had more than 1200 bookings for our first two weeks at Weipa, which is great, so please keep up the

good work and keep registering,” she said.

Mobile clinics will pop-up in Napranum and Mapoon on the week of August 30.

Two nights of bucking at Bullride

WEIPA’S new-look showgrounds facility will come to life on Friday night for the opening of the Weipa Bullride and committee chairman Russell Scikluna can’t wait.

After last year’s event had to be cancelled due to COVID-19, a big crowd is expected at the Andoom Oval arena on both Friday and Saturday night for two nights of bucking entertainment.

The 2021 edition will be largely different to previous rodeos staged in Weipa.

Instead of a cabaret on Friday night, there will be action from the chutes to complement the live band. The program will then expand on Saturday with even more events, followed by a second live band.

“We have had to make a few late

changes this year because of COVID, but the show will go on and still be as good as we imagined,” Mr Scikluna said.

“The committee has put a lot of work in for the best part of two years for this event and it’ll be a great reward to see the arena lit up on Friday night.”

The program is packed with competitors, too. There are 25 entered in the novice bull ride, while 15 have put their hand up for the open bull ride.

In a new event, bucking horses have been added to the program and 14 will try and tame some of the best broncs in north Queensland.

The poddy calf riding is capped at 50 and those spots were quickly snapped up, while 30 entered the junior steer event and 12 will take part in the junior bullock ride.

Fourteen women will compete in the ladies bullock ride.

There will also be whip cracking events, an ironman challenge and the popular steer wrestling.

“A lot of rodeos haven’t been able to go ahead this year and we’ve worked hard to make it a COVID-safe event,” Mr Scikluna said last week.

“We ask everyone to come along and have a great time and cheer on the competitors who are putting on the show.

“But please remember to do the right thing and follow any guidelines if you’re asked by security or any other officials.

“We want this to be a safe event so that it continues to prosper for years to come.”

Gates open at 4pm on Friday and 3pm on Saturday.

NEWS IN BRIEF Portland Roads croc killed

DEPARTMENT of Environment and Science wildlife officers have located and humanely euthanised the crocodile involved in the non-fatal attack on two men at Portland Roads, near Lockhart River.

The 2.5m crocodile was observed swimming in the vicinity of where the incident occurred on August 6 and was easily identified by its highly aggressive behaviour when approached by boat.

DES deployed a range of resources to capture the animal, including a vessel, wildlife officers, drones, crocodile traps and baited snares.

“We would like to thank the local community for their support and assistance in recent days, particularly the Lockhart River Aboriginal Shire Council and local SES team,” a DES spokesman said.

“We would also remind people to be crocwise in croc country and to report any sightings through the QWildlife app.”

CAPE York NRM members last week voted to adopt a new constitution.

The new constitution is the result of 18 months research, discussion and consideration to ensure that the board has a strong knowledge base, skill set and diversity of members.

“The constitution will enhance the influence members have on the strategic direction of the organisation, and reflect the many ways that people live in and associate with the region,” Cape York NRM chair Emma Jackson said.

“The changes mean that people who no longer live in Cape York, but maintain a strong connection, will be able to continue playing a part in Cape York NRM.” CEO John Gavin said the changes also mean that directors will be chosen for their skills and experience, and that members will have a bigger say in the appointment of directors.

“Directors will represent a broad diversity, reflecting the community and ensuring that Cape York NRM’s decisionmaking is informed by an extensive mix of skills, knowledge and perspectives,” he said.

Cape York NRM will soon be putting processes in place for this year’s director elections, and invites people interested in the management of Cape York’s natural resources and future to get involved.

Twitcher is rapt to see an interest

The Barron River Bridge at Kuranda is a key access point for Cape York freight coming from Cairns. Its closure could have big consequences for our region.

Why this bridge near Cairns is so important to the Cape A CRITICAL bridge near Cairns has the potential to pose problems for Cape York residents if the state government doesn’t resolve to find a solution.

The Barron River Bridge near Kuranda is used by thousands of vehicles daily and has been reduced to one lane with significant load limits imposed.

The road is used by virtually all freight companies to transport goods between Cairns and Cape York, via Mareeba.

Last week, Warren Entsch took

to parliament to have a crack at the state government for its inaction on the bridge.

“I don’t often find myself agreeing with the Member for Kennedy on much of anything, but recently something strange has occurred,” he told colleagues in Canberra.

“I’ve found myself agreeing with him on an issue that he has recently shone light on.

“Since November last year, the Barron River Bridge at Kuranda has been reduced to one lane and has had significant load limits im-

posed. At the time, there was much speculation as to why this occurred overnight, without forewarning, given there weren’t any works planned in the area.

“It turns out Main Roads engineers were frantically checking the structure’s safety and stability.”

The state has since revealed it knew about the bridge’s issues for up to six years.

“I absolutely shudder when I think about what would have happened if the bridge had been closed permanently, given it is along a

major freight route connecting the Tablelands, the Gulf and Cape York with Cairns,” Mr Entsch said.

“It’s now time to explore and invest in alternative routes to connect Cairns with the tablelands, such as the Bridle Track proposal.

“This time the Queensland government can’t blame anyone else for their own incompetence.

“They need to cough up the cash to replace the bridge, and reassure an already nervous community that the current bridge won’t collapse into the Barron River.”

LETTER TO EDITOR – I must say congratulations to the organisers of Weipa’s recent birding event.

I greatly appreciate the fact that due coverage was provided in your much appreciated weekly paper here on Muralug (Prince of Wales Island).

I recall many years ago taking Blue Care elderly participants to Mullers Lagoon for birding activities. Some observers were totally amazed at the colours and variety of the birdlife right on our doorstep plus experiencing the first look through a pair of binoculars or telescope!

I have been a member of Bird Life Australia and Qld Birds for many years and at this time when so many restrictions are placed on our movements and freedoms, birds are an outlet to express a love for our natural environment.

They are found everywhere and provide a delight in our daily existence if we have time to observe.

For years our family has been involved in bird counts that provide information to a database.

I would encourage all that are interested in our natural World to take up birding, no better way to relax and be enthralled by the spectacles of our feathered friends.

Lockhart River mob lead the way MORE than 1300 people were vaccinated in Cape York last week and signs are positive ahead of the roll outs in Weipa, Aurukun and Pormpuraaw this week.

Torres and Cape Hospital and Health Service chief executive Bev Hamerton said 1346 people were vaccinated at Bamaga, Coen, Lockhart River and Kowanyama.

She said the vaccination totals represented about 73 per cent of the eligible population for Lockhart River, 65 per cent for Kowanyama, 57 per cent for Coen and 56 per cent for Bamaga.

“We will be moving on to other communities in coming weeks but will be returning to each community to deliver a second dose of vaccine to those who received their first dose this week, so you will have another chance to be vaccinated if you have not been already,” she said.

“Obviously, we want many more people to be vaccinated and I urge residents to do so as the recent cases of coronavirus in Cairns have shown that no region, no matter how remote, is safe from incursions by the coronavirus.

“The only way forward for everyone in our communities and across the nation is to achieve a very high rate of full vaccination – at least 80 per cent – and that is what we are aiming for.

“The Delta strain of the virus can spread like wildfire once it takes hold. If it moves into our vul-

“While no vaccine is 100 per cent effective, current evidence shows that people who have received the COVID-19 vaccine have a much lower chance of developing more serious symptoms from the virus, compared to those who did not get the vaccine.

“We urge all parents on Cape York to take the opportunity to have both themselves and their children vaccinated.

“Because of strong demand, we encourage people to book in for their vaccinations, especially at Weipa, to ensure you get a vaccine

– but we are definitely accepting walk-ins as well.”

Pregnant women also have been cleared to receive the Pfizer vaccine, so pregnant women are encouraged to come forward and receive the vaccine so they and their unborn child can be protected.

Proud students show off culture WESTERN Cape College students wrapped up the school’s NAIDOC Week celebrations with a dance performance to remember, highlighting the Indigenous culture at the school.

The entire college gathered on Thursday afternoon to watch the performances of Cape York and Torres Strait Islander dance routines which drew praise from both peers and staff.

“It was absolutely awesome and a great way to wrap up NAIDOC Week,” said associate principal Dan Tonon.

“Our school has a proud culture of inclusion and multiculturalism and it was on full display last week. The students who performed were a mix of both locally-based kids and those from our residential campus, which made it pretty special.”

Western Cape College kicked off its NAIDOC Week with an allschool assembly on Monday and celebrated each day with activities and events to capture the spirit.

“Because NAIDOC Week falls in the school holidays, we had to arrange our own time to celebrate and make it special,” Mr Tonon said.

“The dancing was a highlight, but the traditional Kup-murri feast was also amazing.

“Credit to all the students, both Indigenous and non-Indigenous, who made it a special week. The staff also deserve plenty of praise.”

Ben Cribbin, skipper of the runner-up team Red Oak, with Weipa young gun Jonty Millard, who skippered his own side.

A NAIL-BITING finish gave bowls fans a spectacle on Sunday as the two undefeated teams went head-to-head in the final round of the Weipa Bauxite Fours.

After five rounds across the weekend, the Unknowns and Red Oak were the only teams to have won every match and they just so happened to be drawn against each other in the sixth round.

The Unknowns, featuring two Mount Isa bowlers, a skipper from Brisbane and a Weipa local, needed to tie the match to claim victory as they had a superior for/against in the shot count.

But Red Oak, playing in the memory of the late Neil Ferris, had other ideas.

With a handful of ends to go, they held a five-shot lead and looked poised for victory.

However, a late comeback from the Unknowns saw them square it up on the last round to tie and secure an overall narrow victory.

For the win, they pocketed $10,000 in prizemoney from the $30,000 purse, as well as a generous cash bonus from the Calcutta after the confident team purchased themselves on Friday night.

“I had players in my team pull out because of border closures and the Mount Isa fellas had someone pull out, so I ended up on their team,” said Weipa bowler Fraser Maguire, who bowled second for the Unknowns.

The team was skippered by Pine Rivers Bowls Club star Trent Healy, while Rob Peters was lead, with Mount Isa teammate Peter Baker the all-important third.

Six teams had to withdraw due to COVID-19 restrictions, but the Weipa Bowls Club kept the prizemoney total the same, much to the pleasure of the 22 remaining sides.

In a first for the Bauxite Fours, an all-women’s team took part.

There were 21 men’s teams and officials wanted to avoid a bye.

Bowlers thanked major sponsor Goodline for backing the event.

Alliance voices concern

THE Torres and Cape Indigenous Councils Alliance has voiced its concerns about the threat of COVID-19 in vulnerable communities and is urging locals to do their bit to keep the region safe.

TCICA held its August meeting by video conference last week, with over 20 mayors, councillors and chief executives participating in discussions on matters including COVID-19, regional education, local government grants, future advocacy planning, and a community-led campaign to stop the flow of sly grog into communities.

Hot on the agenda was the threat of COVID-19 and especially the dangerous Delta variant.

“While the news of lockdowns being lifted in Cairns and Yarrabah

in the wake of no new cases was positive, communities still need to be highly vigilant and prepared for a possible outbreak,” said TCICA executive officer Melinda Eades in a statement.

“Some councils, including Torres Shire, have put in place measures to restrict people coming into communities for non-essential or non-urgent business.

“TCICA has also collectively asked staff of government agencies, non-government organisations and others to reconsider the need to travel and instead look to online platforms such as Zoom and Teams to conduct meetings, and this advice still stands.

“It is very pleasing to see that this position has been strongly supported across government, NGOs and industry.”

New supermarket proves popular for Erub residents THE Torres Strait’s newest supermarket has proven to be a smash hit with locals after opening last week.

There was a line up to be the first customer to enjoy Erub (Darnley) Island’s IBIS supermarket.

Not-for-profit remote store operator Community Enterprise Queensland said the store had an improved modern look and design.

The new facility includes: • An increased trading area; • New, more efficient fridge and freezer units; • An expanded range of goods available to customers, including fresh, hot chickens.

An official opening ceremony for the supermarket, which replaces the temporary store on the island, will be planned for later in the year.

Erub Island locals were waiting at the doors of the new supermarket to check out the new range of produce.

TCHHS to return for more jabs

TORRES Strait residents will get another opportunity to get vaccinated later this year, the local health service says.

Torres and Cape Hospital and Health Service chief executive Bev Hamerton said the health service planned to return to the Torres Strait in November, where vaccination rates had not been great during five months of clinic delivery in the region.

“We hope, with the recent cases in Cairns and the risk of the Delta variant in Queensland as a whole, that turnouts in the Torres Strait will be higher when we go back there in November after Cape York has had its turn,” she said.

“Going forward, anyone in our Torres Strait communities who did not receive a vaccination whilst our teams were in their communities, with either their first or second dose, can contact their local health facility and express their interest in having a vaccination.

“So, please, if you are in the Torres Strait and haven’t yet been vaccinated, including 12 to 15-year-olds, or only had one dose, please register with your local health facility so we can start planning our return program.”

From next week, vaccinations will continue at Weipa and second dose Pfizer vaccinations will be delivered to Northern Peninsula Area communities and to Mabuiag Island.

From August 30, teams will start delivering second doses of Pfizer at Bamaga.

Indigenous tourism funding coup BAMAGA Enterprises Ltd (BEL) has secured $100,000 in federal government funding from the Indigenous Tourism Fund, which it will use to provide new tours from its accommodation business, Cape York Peninsula Lodge.

The grant will enable BEL to purchase a purpose-built fourwheel drive bus with a capacity of up to 18 passengers and operate cultural discovery tours to showcase the natural wonders and Indigenous culture of the remote Cape York Peninsula region.

BEL chair Robert Poipoi said the new tourism product would fill the gap for tour groups and business travellers to the region.

“It will enable these types of travellers to extend their stay at Cape York Peninsula Lodge, and will also be suitable for the family adventure market arriving by road or ferry,” Mr Poipoi said.

“BEL is a community-owned Indigenous organisation and our goal is to support the community.

“These tours will benefit the wider NPA in terms of visitor spend and job creation.

“The opportunity for tourists to experience and understand the NPA’s Indigenous culture is not being sufficiently met at the moment, so we’re excited that we will soon be able to offer this.”

Tourism & Transport Forum’s research on Cultural and Heritage Tourism in Australia found domestic travellers staying overnight at a destination spent 56 per cent more and stayed longer when they incorporated cultural activities into their visit.

Cape York Peninsula Lodge will operate a return day trip hosted by

a locally employed Indigenous Bamaga driver-guide.

“It’s the untold story of the NPA that can be respectfully shared with visitors,” Mr Poipoi said, adding that the new tour was scheduled to launch around Easter 2022.

Member for Leichhardt Warren Entsch said the grants were designed to help Indigenous-owned tourism businesses and community organisations increase the number of Indigenous tourism products available and support the start-up, stabilisation or growth of operators in the sector.

“We are extremely proud of the rich history and Indigenous cultures we have in the region and want to showcase this to as many people as we can,” the MP said.

Mr Poipoi thanked Mr Entsch for his support in securing the funding for BEL, with the organisation receiving the equal-largest grant amount across Australia.

“On behalf of Bamaga Enterprises, I’d also like to thank the National Indigenous Australians Agency, NPA Regional Council, Regional Development Australia Tropical North, NPA Family and Community Services, and SeaSwift for their support of our grant application,” Mr Poipoi said.

Legacy of pearl divers preserved

THE descendants of Japanese pearl divers in the Torres Strait are coming together for Obon, Japan’s day of the dead, to remember the contribution of their forebears to an industry that claimed hundreds of lives.

Every year ahead of Obon, Chiomi and Russell Fujii sweep the graves of their father Tommy and his elder brother at the Thursday Island graveyard.

Seventy-five years ago, hundreds of Japanese pearl divers were deported from Australia at the end of World War II after being interned as enemy aliens.

It largely ended a then-lucrative industry in Queensland’s Torres Strait and one that claimed the lives of hundreds of seasonal workers.

Tomitaro “Tommy” Fujii is one of the most famous pearl divers of the Torres Strait. He came to Australia in 1925, survived the industry, and was one of those allowed to stay on after the war.

His children are now preserving the legacy of their father and the many other divers like him.

On the weekend, the family and other descendants marked Obon, a Buddhist ceremony honouring the

Tommy’s grave stands in stark contrast to the hundreds of other Japanese divers who died on the job.

“We take care of them and look after them,” Chiomi says.

“And on August 15 we gather here, the Japanese community, and they do this special recital, and they call out most of the names.”

Tommy’s brother Tosikuzu died in 1940 after a diving accident at 64 metres.

Just as their father did, Chiomi and Russell hope to ensure he and the others are not forgotten.

Between the 1880s and 1942, about 6000 Japanese divers worked in the Torres Strait. They were young men mainly from what was then the impoverished Wakayama prefecture in Japan.

They were cheap labour and the divers were allowed to stay in Australia exempted from the White Australia policy.

“It was hard work, hard days, that’s what he (Tommy) said,” Russell says.

“It was a dangerous job and small money.”

Thursday Island was at the time Australia’s largest Japanese community and is commemorated in the Torres Strait Heritage Museum.

“There’s a lot of Japanese history, war history, pearling history, old families’ history. There’s a wealth of history in the Torres Strait,” says museum owner and manager Vanessa Seekee.

Photos of the Japanese community are displayed alongside Aboriginal and Torres Strait and Second World War historical collections. Old diving suits, hand air pumps, pearl shells and newspaper articles can also be seen.

“The Japanese were instrumental here and became very dominant because they were able to dive to great depths. AUSTRALIAN basketball royalty Danny Morseu has backed calls for a statue to be erected of his nephew Patty Mills on Thursday Island.

Morseu, a Torres Strait Islander who represented Australia at the Olympics in Moscow (1980) and Los Angeles (1984), said it would be fitting if Mills was honoured with a bronze statue after leading the Boomers to a bronze medal at the Tokyo Games.

“I think it would be a wonderful opportunity to make it happen in the Torres Strait,” he told ABC radio last week.

“If they put it on Thursday Island I think it would be great for tourism in our part of the world.”

Morseu said he was brought to tears when the final whistle was blown in the bronze medal match between Australia and Slovenia, a match the Boomers won 107-93.

took us about 56 years to achieve that goal,” he said.

“When you reflect back to the 1964 Olympic Games and some of the great players we have had along the way; we have finally accomplished something with the bronze medal.

“It’s the culture in which Patty

has probably instilled in a lot of the guys to be proud to wear the green and gold.”

PROUD PARENT PATTY Mills’ dad Benny says he can’t wait to see his son after a long wait due to COVID restrictions.

“We haven’t caught up with him in a while because of the situation we’ve been in,” he said.

“We’ve spoken on the phone with FaceTime after the medal ceremony and kind of got in with the excitement and joy with him and his team.”

Mills is currently in quarantine and will have a short stint in Australia before heading back to the United States to link up with his new NBA team, the Brooklyn Nets.

He was traded from the San Antonio Spurs in the middle of the Olympics campaign.

The Spurs paid tribute to Mills in a video dedicated to the star point guard.

“We didn’t know what we were getting, really, when we got him,” legendary coach Gregg Popovich said in the video.

“As a basketball player, he’s gone off the charts with development.

“But as a human being and as a member of our society and a leader on our team. He’s been fantastic.

“He embodies empathy, awareness, an ability to be actionable after he speaks about things.

“He’s a very special human being, he’s doing things to try and make the world a better place.

“It’s been a thrill to watch him grow from just a guy who got signed and didn’t really have a role or wasn’t sure whether he was going to stay in the league or make it or anything like that.”

The Spurs picked up Mills after a lacklustre start to his NBA career with the Portland Trail Blazers, who took him with the 55th pick in the 2009 NBA Draft.

Popovich took Mills under his wing and turned him into one of the finest role players in the league, with a ball-handling and shooting game which should benefit a Nets team featuring Kevin Durant, Kyrie Irving and James Harden.

After claiming the gold medal with Team USA at the Olympics, Popovich was in the stands – with a glass of red wine – to watch Mills score a stunning 42 points to guide the Boomers to victory in the bronze-medal game.

Popovich shared an emotional embrace with Mills after the game.

“We’ve talked before about what a wonderful human being he is,” Popovich said.

“He’s a really unique player.

Popular taxi driver was Strait’s first Paralympian

TO the locals on Thursday Island, Harry Mosby was a popular member of the community who liked a game of darts or pool and made a living driving one of the island’s few taxis.

Some knew Mosby had been one of the hundreds of young Torres Strait Islander men who had worked building railway lines in Western Australia’s Pilbara region.

It’s where the then-21-yearold had lost both his legs when they were crushed by a train carriage.

Yet, when he returned to his island home in Far North Queensland a decade later, no one – not even his younger brothers – knew that during his time away Mosby had represented Australia at the 1976 Toronto Paralympics, becoming the only Torres Strait Islander Paralympian, and won a silver medal.

Mosby’s extraordinary story has become a passion for University of Queensland sports historian Gary Osmond, who would like to see the late Para athlete recognised alongside the 12 other Indigenous Australians who have competed at the Paralympics.

It’s a tale that may never have been revealed if not for Osmond picking up on ‘a throwaway line’ he heard while he was researching for the Australian Paralympic History Project.

“I found an oral history interview at the National Library with (Australian Paralympic Hall of Fame member) Frank Ponta, who’s now deceased,” Osmond said.

“In that interview, Frank said that at the Toronto Games in 1976 there was a big Thursday Islander, Harry Mosby. I thought ‘Thursday Islander?

That doesn’t make sense’. I looked up Wikipedia and it said that Harry had competed at the Paralympics in ’76 but that he was from Western Australia. I thought maybe Frank had made a mistake.”

Osmond was working on another research project at the time looking into Torres Strait Islander and Aboriginal community sport and had travelled to Thursday Island several times.

He said Mosby’s name had never come up but, knowing it to be a common surname in the Torres Strait, he thought to himself ‘Hang on, let’s check this out’.

On his next trip to Thursday Island, Osmond asked people about Mosby and some said they knew he’d been a taxi driver on the island.

Osmond tracked down Mosby’s brother Frank, who lived on nearby Yorke Island, and their cousin Dan Mosby, who also went to work in WA in the 1960s.

Through conversations with the pair and further investigations, Osmond pieced together an important part of Australian sporting and cultural history.

“The Torres Strait was the source of hundreds of men who went to North Queensland and Western Australia to work on building railway lines for various mine projects,” Osmond said.

“In WA, when they were building mines in the Pilbara and needed to connect them to the coastal ports, they brought in workers from around the world, but it was Torres Strait Islanders who were the most sought after because, though it’s stereotyping, many were big strong men who worked well together.

“Many of the men signed up because, at the time, the Torres Strait Islands, like Aboriginal Reserves across Queensland, were patrolled heavily by the state government and people couldn’t move around.

“Everything was highly controlled. In the late 60s, things started to open up and many people were keen for adventure with this new freedom. Harry was one of them.”

On one day in 1966, as the workers did each lunchtime, Mosby was snoozing underneath a train carriage, shielded from the blazing sun.

A whistle blew to notify the men it was time to return to work. However, Mosby didn’t wake up.

“The train started moving and rolled over one of his legs

and came to rest on the second leg,” Osmond said.

“He was taken to hospital at Port Hedland, then to Perth but he lost both legs.”

Mosby spent four years in rehabilitation and occupational therapy during which he was introduced to sport and became adept at the former Paralympic sport of dartchery, as well as wheelchair basketball, in which he excelled.

In the course of his research, Osmond spoke with Victor Salvemini, who became an Australian teammate of Mosby’s at the Toronto Games.

“Vic said that after he’d been injured in a car accident and was very depressed, some of the men in the ward encouraged him to play sport, which really helped him,” Osmond said.

“Vic wanted to pay it forward and encouraged Harry to play sport. Harry hadn’t played much at all before, but he started to become heavily involved.”

Mosby turned his focus to athletics and after just a few months of training was selected in Australia’s 46-person team for Toronto, where he won the silver medal in the men’s discus IC classification. Yet, after returning to Thursday Island, he never spoke about his sporting success.

“He kept it really quiet,” Mosby’s brother Frank said.

“We didn’t know about it until later on. He never really wanted it to be spoken of. I don’t know why, it’s just how it was.

“He went on to drive one of the local taxis, he was a popular fellow around the island. He liked to play darts, play pool. He had really good balance with his two legs, his two stumps, he was pretty good at them both.”

Osmond said Mosby was a modest man, but there was one clue that he was proud of his Paralympic achievement.

Not long before he died suddenly at 48, believed to have been from a heart attack, Mosby posed for a photo in the Torres News with his sporting medals.

“Thursday Island is a great community but they’re more about recognising cultural leaders than athletes,” Osmond said.

“Also, back then the Paralympics weren’t as well known as they are today. Certainly not in the Torres Strait.

“When I started asking about Harry it caused a bit of excitement up there because a lot of the young people didn’t know about him.

“Some of the councillors I spoke to know about Harry and are proud of him. But there’s no commemoration or anything like that.

“There have been some Olympians from the Torres Strait, basketballers Danny Morseu and Patty Mills, but Harry remains the only Torres Strait Islander Paralympian.

“I think some sort of recognition for him would be great.

Whether it’s a plaque or name on a board, or some sort of ceremony, I think that would be appropriate.”

Paralympics Australia chief executive Lynne Anderson agreed.

She said Paralympics Australia would consider how best to mark Mosby’s life and sporting achievements, including asking the National Centre of Indigenous Excellence in Sydney to add Mosby’s name to an honour board listing the Indigenous Australians who have competed at the Paralympics.

“Harry didn’t make a fuss about himself but it doesn’t mean we can’t,” Anderson said.

“It’s important, having found out about Harry’s story through the fabulous work of Associate Professor Osmond and the Paralympic History Project, that we do recognise it.

“It’s important also for every other Torres Strait Islander to know that no matter what your background or the challenges you face, you can get there.

“Harry faced obstacles in his life that were seemingly insurmountable, yet he didn’t stop. It epitomises everything that’s to be loved about our Paralympic athletes.

“Harry Mosby might not have been celebrated when he was alive, but we certainly owe it to him and to the next generation to mark his contribution to the Australian Paralympic story.”
