Minister shows no respect for Weipa residents

QUEENSLAND Deputy Premier Steven Miles has shown scant regard for the residents of Weipa, completely ignoring questions regarding normalisation. Mr Miles, who is also the Local Government Minister, didn’t even bother to address the questions put to him by Cape York Weekly. As Weipa suffers from a lack of future planning from Rio Tinto, with a major shortage of housing, child care and other infrastructure, the one man who has influence in Brisbane is simply ignoring the problem. Normalising Weipa into a local government area has been a topic of conversation for two decades. Cape York Weekly can reveal that an independent report from 14 years ago, commissioned by the state government, recommended that Weipa’s local governance issues be rectified immediately. Yet nothing has happened. “There should be no unincorporated areas in Queensland,” said the 2007 report submitted by the Local Government Reform Commission. In regards to Weipa, the report stated: “This should be achieved through state government progressing negotiations with Rio Tinto regarding the normalisation of Weipa Town”. On Wednesday last week, a number of questions were put to the office of Mr Miles, including an invitation for the Deputy Premier to pick up the phone and be interviewed. Continued – Page 2

WEIPA residents must continue to push for normalisation or it will never happen, says federal MP Warren Entsch. “People power is critical. If the state government feels like there is no pressure to make a change, it just won’t happen,” the Member for Leichhardt said.

“Anyone who has invested in Weipa should be pushing for it because it’s their future at risk. “There’s no way Rio Tinto should be running the town.” Mr Entsch said the mining company had found a number of excuses over the years to avoid handing up control of the town. He said one of the biggest issues Rio Tinto had previously

was a concern that it would lose its diesel subsidy for running the town’s power station. “I went to Canberra and got that sorted for them – a guarantee about the diesel subsidy,” Mr Entsch said. “Of course, they then found other reasons not to normalise.” The veteran MP said although Rio Tinto had been a strong con-

tributor to the Cape York economy, its core business was mining and not local governance. “I have been having these conversations for 20 years and nothing has been done by any state government,” he said. “It’s going to be up to the people of Weipa to keep pushing and pressure both Rio Tinto and the government to change.”

Miles dodges questions regarding normalisation From – Page 1 These are the questions sent to Mr Miles’ media representative last week.  In 2019, the state government said it was committed to working with Rio Tinto to begin the process of normalising Weipa as a town. That progress appears to have stalled. What are the state government’s plans regarding the normalisation of Weipa?

 In 2007, the state government received a report from the Local Government Reform Commission which recommended that Unincorporated Areas should be abolished. That included Sweers Island (now Mornington Island council) and the Weipa Town area. Why has nothing happened in that 14year period?  From a state government perspective, what needs to hap-

pen for Weipa to become a normalised community? Cape York Weekly received a response at 5.28pm on Friday and the response didn’t answer any of the questions. In a cowardly move, the MP had his departmental staff reply with: “The Queensland Government is open to further discussions with the community, Traditional Owners and Rio Tinto about the possibility of transi-

tioning responsibility over time. “However, no decision has been made to progress to a Local Government.” Zero answers. So far, Member for Cook Cynthia Lui has been silent on the normalisation issue, as have Rio Tinto’s executives. This week, we will request interviews with all the key players and see if they are willing to discuss Weipa’s future.

This letter written by WTA chair Michael Rowland seven years ago still rings true today. It was published in the Western Cape Bulletin on March 12, 2014 and highlights the lack of progress made on normalisation, despite years of conversations ...

AT the Weipa Governance Summit about five years ago (July 2009), then Minister for Local Government Desley Boyle made the comment that “The state government was committed to the Normalisation of Weipa”, also Jo-Anne Scarini, general manager of Rio Tinto Alcan Weipa at the time agreed, “That the current model of governance is problematic and Weipa would be better with its own independent governance”. Both of these people expressed the view that something had to change – Weipa needed to join the real world. Out of this a committee was formed in 2010 with representatives from Rio Tinto, Weipa Town Authority and the Local Government Department. Over the last four to five years they have met on a reasonably regular basis to look into the whole “normalisation thing”. They looked closely into the cost of running this town, the age of assets etc. It is my understanding that an enormous amount of work was done by this committee to form a clearer picture of the true cost of operating our town. Once this first stage was finished they would then move onto the implementation stage. Normalisation has always been something of a mystery to a lot of the people in this town and there is a lot of misinformation about normalisation, its impact and the costs to the ratepayers. That is why the committee that was formed must be supported by all three parties to run its full course and present to the people of Weipa a clear, accurate

picture of what Weipa would look like once normalised. The future of Weipa cannot be left solely in the hands of a mining company to decide. Yes, the mine was responsible for the town starting, and yes they have given us security of income over the years, but I don’t understand why normalising the town would be in any way threatening the security of the mine, as some seem to believe. Normalisation is not just about the governance of our community; normalisation is also about the right of this community to have a hands-on say in our future and in the direction that we want to go. It is about the right of our community leaders to openly court other business and industry to come and set up in our

community, thereby diversifying and broadening the economy and the rate base. Any business knows that it is not good to have all your eggs in one basket, and with the fluctuations in the mining industry, to have other business supporting Weipa’s economy, any hard times are hopefully evened out. I believe that the mine will be a part of Weipa’s future for a long time to come, but why is the decision about carrying this community into the future theirs alone to make? Rio Tinto is a publicly listed company and it has a responsibility to its shareholders to make sound business decisions to maintain the profitability and future of its operations. Sometimes those decisions may mean that part of the business is shut down. While that

decision may have good business rationale to back it up, what about the human cost? I am sure the people of Gove who have bought homes and invested in property, and now have mortgages hanging over their heads are wondering about their future with no small amount of trepidation. It is time Rio Tinto let go of the reins and focus on mining, which is their core business. And as they are a long-term member of this community, support the move to see Weipa as a community standing on its own feet in charge of its own destiny. It is also time that the people of Weipa took ownership of their town. To quote Desley Boyle again: “The push for normalisation needs to come from the people in the community”.

PIG hunters in Cape York are being urged to get immunised against Q Fever after a case was diagnosed in the region. Q Fever is an infectious disease caused by the bacteria Coxiella burnetii and carried by animals such as sheep, pigs, cattle, goats and kangaroos, as well as a variety of other domestic and wild animal species that are themselves usually unwell. People often catch the infection by breathing in droplets or dust contaminated by birth fluids, faeces, or urine from infected animals. Torres and Cape Hospital and

WEIPA pharmacist Sam Harbison said he was thrilled with the response to the AstraZeneca vaccine arriving at his store, with around 50 people rolling up their sleeves in the first 10 days. The AstraZeneca COVID-19 jab is only available to residents aged 60 and over, but is free and readily available to both tourists and local residents. “It’s been great. We’ve had a lot of interest,” Mr Harbison said. “People can walk in and get their vaccine, but we encourage people to book so they don’t have to wait.” Last week, more than 200 people were vaccinated with Pfizer at the Weipa Hospital as part of the Torres and Cape health service’s plan to immunise aged care residents and frontline staff. This week, that team moves to Cooktown. Cape York residents will be able to get their Pfizer jabs from August. Health Service public health medical officer Liz Peach said the most recent case was most likely linked to hunting in the Cape York region. “Another large community event that involves hunting is expected in September, so we are concerned about future possible cases and want to ensure people are aware of the risks,” she said. “Although very rarely, it can also be transmitted from human to human. Q Fever can cause severe illness in humans. “Patients often require extended treatment with hospitalisation once they have it.

“Those working in the cattle and sheep industries are usually the most affected. “But anyone whose work exposes them to high-risk animals, animal products, and animal excreta may develop Q Fever.’’ Dr Peach said Q Fever vaccination was the best protection for people who worked with animals or materials that may carry the Q Fever bacteria. The vaccination is available privately from GPs as well as through workplace vaccination programs if appropriate. “If you feel your activities may put you at risk of contract-

ing Q Fever, you should ensure you are vaccinated to avoid the risk,” she said. “Symptoms of Q Fever include fever, chills, muscle aches and pains, headache and a flulike illness. “The symptoms are often mistaken for just a severe case of the flu, but people can go on to have complications which can cause damage to the heart, liver and lungs.’’ Dr Peach said the case of Q Fever was the first so far this year for the Torres and Cape region, with one case also reported last year.

A SMALL bauxite mine on the other side of Weipa’s Embley River has been wound up by court order. The Commissioner of State Revenue won its case in Brisbane last week against Green Coast Resources, which was the first company outside of Rio Tinto to export bauxite from Cape York. The small mine, located not far from the Amrun ferry terminal on the southern side of the Embley, owed around $400,000 in mining royalties. The state had already twice won default judgments against Green Coast last year for unpaid moneys owing.

All roads lead to Laura DANCERS from across Cape York and Far North Queensland will converge at Laura this weekend for the Laura Dance Festival. Usually held every two years, the festival has not been staged since 2017 after it was postponed to 2020 to coincide with Cooktown’s 250th year celebrations, only for it then to be cancelled due to COVID-19. Although border restrictions will force some ticket holders to cancel, organisers are hoping that most people attending will be able to arrive as planned. Tickets are likely to be available at the gate, although online ticket sales are encouraged to avoid disappointment.

CT scanner opening WEIPA’S long-awaited CT scanner will be officially opened on Thursday. Paid for with a joint partnership between Queensland Health, Rio Tinto and the Old Mapoon Aboriginal Corporation, the CT scanner is expected to deliver positive health outcomes for patients on the Western Cape. PORMPUR Panthu Aboriginal Corporation has been granted $10,000 to deliver a Truth, Healing and Reconciliation health promotion campaign in Pormpuraaw. Member for Cook Cynthia Lui said it would make sure the vulnerable Aboriginal children of the past are supported to speak their truth about the abuse they experienced and heal in a way that is both culturally and physically safe. “One of the messages that came out of the Royal Commission into Institutional Responses to Child Sexual Abuse was that we must actively listen to those with lived experiences and acknowledge their stories,” she said.

Kidney unit snubs the Cape Breakdown has impact A POLITICAL decision to build a kidney transplant unit at Townsville instead of Cairns has riled medical experts in the Far North. The state government held bids from both Cairns and Townsville hospitals for the new renal transplant unit, but opted for the more southern hospital, despite evidence suggesting more patients would benefit if it was in Cairns. Because a large percentage of the unit is likely to be filled with

Aboriginal and Torres Strait Islander patients, the proximity of Cairns to the state’s most vulnerable communities would make it more accessible. “The decision to place Queensland’s second renal transplant unit in Townsville is a slap in the face for the Indigenous population of FNQ as well as to the Cairns Health Service,” Cairns Hospital’s clinical director Dr Peter Boyd told the Cairns Post.

“The government has said that they left the final decision about placement of the unit with Queensland Health. “It is an objective reality that the burden of end stage kidney disease in North Queensland is in FNQ and in particular the Cape and Torres regions. “Here was an opportunity to show real leadership.” Member for Leichhardt Warren Entsch slammed the decision.

“This decision was a political decision and certainly not based on health evidence and certainly not based on need,” he said. “State Cook MP Cynthia Lui’s comments on this issue were staggering and just goes to show she is utterly unfit to represent her constituents.” Mr Entsch said a leaked report showed that the Far North region had more than double the amount of patients for the new unit.

$3 million pontoon finished WEIPA’S flash new pontoon should be open by the end of the week, with the finishing touches just about complete on the Evans Landing facility. Staff from the Department of Transport and Main Roads will be in Weipa tomorrow to inspect the $3 million upgrade and should give it the tick of approval.

ESSENTIAL groceries will arrive in Weipa almost 48 hours late after a barge broke down on Saturday. Two Torres Strait communities will have their services impacted by three days. Sea Swift said MV Trinity Bay suffered a failure in a section of its exhaust system while located off Cape York Peninsula. The company made the decision to divert the vessel to a safe anchorage at Cape Flattery. “We arranged a charter flight with necessary materials and personnel to undertake permanent repairs, and the vessel resumed its voyage on Sunday night,” CEO Rochelle Macdonald said. “At no time has there been any environmental impact. “Due to the current situation, we are expecting a delay to the port of Weipa, with delivery of cargo now expected to arrive on Tuesday evening. “The delay in the Outer Torres Strait Islands service will now have Badu and Kubin Islands expected to be serviced on Thursday, as opposed to Monday. “We sincerely apologise to all our affected customers for the delay in their service this week.”

WEIPA’S Sunshine Mitre 10 now has a lifesaving defibrillator after the franchise invested in 18 for its Queensland stores. Sunshine Mitre 10 general manager Neil Hutchins said the defibrillators were an investment in emergency health care not just for staff, but also for the community. “We have over 400 staff across our locations, and we take our duty of care very seriously so we have first aid officers at each location, and now we also have defibrillators which can help save lives for anyone experiencing a sudden cardiac arrest,” Mr Hutchins said. “But it’s not only that, many of our stores are in regional and remote locations so by having a defibrillator on site, it also makes these lifesaving devices more accessible to the local communities. “And while it’s a very big investment, if we can save just one life, it will be money very well spent. “These machines really can mean the difference between life and death, so we need more of them in the community.” Mr Hutchins said Sunshine Mitre 10 had sourced the defibrillators from iHeart180, a company founded by Guy Leech in 2016, after he lost a mate to sudden cardiac arrest.

Students given first-hand mountain biking lesson IT’S one thing to have flash mountain bikes, it’s another thing to know how to use them. Students from Western Cape College’s residential campus were last week given expert lessons in how to ride safely off-road, which should give them more capability when going for after school and weekend rides. Mark Routledge and Mark Watts from MTB Coaching in Brisbane flew to Weipa to spend several days with the students, teaching them the necessary skills to stay safe.

Member for Leichhardt Warren Entsch said his government would continue to invest in programs that deliver training and employment outcomes for Indigenous people living in remote areas. He said the Kapani Warriors program had yielded outstanding rates of success across a number of remote Queensland communities. “It’s also led to valuable employment opportunities for participants, including with defence, the SES and local and regional employers,” Mr Entsch said. “The program showcases the value two worlds can offer each other and the rewards available to both sides. “I want to take this opportunity to publicly thank Tim White and his dedicated team for the amazing work that they’re doing. “They are literally saving lives and changing lives.” Minister for Indigenous Australians Ken Wyatt said Kapani Warriors connected Australian Defence Force veterans with Indigenous job seekers and created a constructive and supportive envi-

community and key employment partners to develop pathways to real jobs. “The ability to create and sustain long-term employment is significantly enhanced by assistance to access quality modern machinery that meets current mining and occupational standards,” he said. “This investment from the federal government enables us to help job starters acquire skills making them competitive in the market, and support them to go on to lead the future in Cape York.”

AURUKUN Police Station will undergo a $9.1 million facelift to make it into a modern facility. A tender stage is currently underway for the work which is expected to begin in late 2021 and deliver enhancements to the existing station, including the watchhouse and staff areas. Commissioner Katarina Carroll said the upgrades would deliver a boost to services by providing local police and the Aurukun community with enhanced and modernised policing facilities. “This work will cover essential upgrades to Aurukun Station, giving officers and the community access to modern services.” she said. “The upgrade to the station will ensure policing services are delivered now and into the future which will have a direct benefit to the community in Aurukun and surrounds.” Police Minister Mark Ryan said the proposed upgrades to the station would ensure a modern facility that would enhance the capabilities of local police who protect and serve the Aurukun community. Works are expected to be complete by mid-2022.

Cadell, you’re running the 10km; tell us a little about yourself? My name is Cadell Ryan, I am 12 years old and in year 7 at Western Cape College. I play football and soccer, do boxing lessons and race BMX. What made you start running? To get fitter for boxing and to beat my dad at parkrun, because I think he is getting old and slow and I want to crush him. But I can’t because he is too clever. Do you prefer morning or night exercise? I like to run in the morning and do sport in the afternoon. Mostly I like to do exercise at the exact moment that my mum asks me to do chores.

Best piece of advice you have been given? Don’t let your dad fill out a runners profile on your behalf. Favourite music to get you going? I like both kinds; country and western. What is your pre/post running routine? I like to hit the snooze button two or three times then try and get my shoes on the right feet. Which sometimes I get right. Who inspires you? My dad, obviously. What do you get most out of running? I am getting fitter and stronger for boxing. Wallabies match moved RUGBY Australia has moved the first of the Wallabies’ Test against France from Sydney to Brisbane due to the worsening COVID-19 situation in the New South Wales capital. The opening Test was to be played at the SCG on July 7 but given Greater Sydney has been placed in lockdown until July 9, RA decided to shift the match to Lang Park. “It’s never an easy decision to move a fixture … one thing that the COVID-19 pandemic has taught us is that we have to be able to pivot quickly,” RA chief executive Andy Marinos said in a statement. “Following the (lockdown) announcement we were faced with yet another challenge and we knew we had to respond swiftly.” The second Test is scheduled for Melbourne on July 13 and the third back in Brisbane on July 17.

THE Torres Strait will come to life on Thursday as the islands celebrate 150 years since the Coming of the Light. Events are planned on just about

every populated island, as well as the mainland, with big celebrations expected in Brisbane, Cairns and Townsville. Diocese of North Queensland Bishop Keith Joseph said it was an important day on the calendar for

all Torres Strait Islanders, as well as Australian Anglicans. Bishop Joseph will be joined by the Archbishop of Adelaide and other dignitaries on Erub Island, the place where Christianity first came to the Torres Strait.

“The Torres Strait Island ministry is an important part of what we do in the Diocese of North Queensland,” Bishop Joseph said. “It’s going to be a wonderful day of celebration on Erub.” Member for Leichhardt Warren

Significant celebrations for 150th From – Page 1 The Coming of the Light recognises the adoption of Christianity throughout Torres Strait Island communities during the late 19th century. It began when the London Missionary Society set out to convert people of the south-west Pacific to Christianity. On July 1, 1871, Reverend Samuel McFarlane, a member of the Society, anchored at Erub Island, accompanied by South Sea Islander evangelists and teachers.

They were welcomed by a Warrior Clan Elder on Erub. Bishop Joseph said the missionaries helped bring peace to the Torres Strait. “The 1860s and 1870s were not a happy time in the Torres Strait; there was a lot of warfare going on,” he said. “A lot of the white men coming were exploiting the locals with blackbirding or stealing their trade goods. “There was also a lot of violence and unhappiness and the

missionaries, when they came, offered them peace.” The acceptance of the missionaries and Christianity into the Torres Strait is often credited with ending conflict between different island groups. This allowed interactions between the island to be unified. This happened through the opening of new churches, festivals on the church calendar and meetings between congregations of different islands. “For us, the celebration of the

Coming of the Light is just like celebrating Christmas Day,” said Father Elemo Tapim, a Torres Strait clergyman. “On Christmas Day, God came to us in the form of a baby and on July 1, God came to the Torres Strait in the form of a book.” Bishop Joseph said when the Anglican Church took over from the London Missionary Society, they promoted Torres Strait culture within the church. “We said to them: this is your church, bring your culture. Dance

and sing and do what you want to connect to God.” While Erub Island’s celebrations will be significant, Bishop Joseph said Coming of the Light events on Thursday Island and in Brisbane would be even bigger. “There are going to be some massive celebrations for the 150th year. It starts with a re-enactment, then a church service, and finishes with the feasting, which usually goes well into the night,” he said. Thursday is also a public holiday in the Torres Strait.

Boost for pet owners as vets booked for local visit TWO vets will fly to Thursday Island next month for a week-long visit to improve the wellbeing of pets in the region. Organised by the Thursday Island Animal Support Group, two vets, two vet nurses, a representative from the Animal Welfare League and an administration officer from Vets Beyond Borders will make the journey to the Torres Strait. “This is a chance to get your pets de-sexed, booked in for check-ups and any other appointments that would require a vet,” said Sonia Einersen, president of the TIASG. “We’ve got great support from Vets Beyond Borders and the Animal Welfare League of Australia. “They are coming up to do the work and we’re doing the organising on T.I.” The Thursday Island Animal Support Group is a not-for-profit that has helped support locals get care for their beloved pets. “In the last few months we have probably spent up to $30,000 on treatments for animals,” Ms Einersen said. “We will fly the pets out so they can have surgery.”

Vets Beyond Borders will visit Thursday Island from July 15-19.

Local fundraisers, as well as Facebook donations, has helped support the cause. “We are asking everyone to make a donation to pay for the vet visits and the costs are on our Facebook

page, but we won’t turn anyone away,” Ms Einersen said. “This is the chance to get your dog or cat looked at or de-sexed, which is really important for their health.”

jab Hospital mould no cause COVID progress is for concern, says director a concern A DISCOVERY of mould at the Thursday Island Hospital should pose no health risks to patients or on-site works and remediation work is unlikely to impact progress on the redevelopment, officials say. Dean Davidson, Torres and Cape Hospital and Health Service’s director of asset management, said preliminary results from a specialist inspection of Thursday Island Hospital for potential mould issues had found no evidence of the presence of Stachybotrys atra, commonly known as black mould. A full report is still to be completed and delivered to the health service. However, the preliminary results indicate the presence of either surface tropical mould and mildew, or mould within some internal wall cavities, in several locations. “In the tropics, it is not unusual to find outbreaks of mould in buildings,” Mr Davidson said. “There is no practical way to eliminate all mould indoors. The best way to control mould is to control sources of moisture in a building. “But in the interests of patient

A total of 276 people were vaccinated with the Pfizer vaccine. Torres and Cape Hospital and Health Service Executive Director of Medical Services Tony Brown said this represented nearly 51 per cent of the 546 people in the eligible population group across all three islands. “While these numbers are welcome, we would still like to see many more people turning up to be vaccinated and I continue to urge Torres Strait residents to do so,” Dr Brown said. Vaccination teams also will be visiting Badu and Mer islands this week, followed by Warraber Island and the St Paul’s community on Moa Island. They will then move to Poruma Island and the Kubin community on Moa Island. Transporting the vaccines across Far North Queensland is expensive and health officials warn that residents who miss out may have a long wait for another opportunity.

Due to the hospital’s location, the salt and moist sea air have been causing steady deterioration in the buildings. A staged redevelopment of the hospital is being undertaken to address that deterioration. These works are expected to be completed by late 2022.

Culture in the spotlight as NPA By TALEI ELU CAPE York’s most northern communities put on an impressive display of culture, art, dance and fireworks at last weekend’s NPA Cultural Festival. The ceremonies kicked off with a relay of the Fire Stick starting at Injinoo and passing on to Umagico, Seisia, New Mapoon and finally to Bamaga. The torch was passed from Elder to youth to symbolise the focus of this year’s theme of Keeping the

Flame of Culture Burning by passing on culture to young people as the next generation tasked with keeping it alive. The two-day festival showcased and celebrated the unique cultural identity of NPA communities. Councillor for Bamaga, Estelle Gebadi said she was thrilled to have the event back on the calendar after the 2020 festival was postponed. “The NPA Cultural Festival is an opportunity to unite everyone again after COVID kept people

separated and isolated for some time,” she said. “It has allowed us to come together to strengthen the bonds and connect families and friends again. “This festival really gives us exposure, especially to tourists. “It is an opportunity to share our uniqueness and the diversity of cultures that we have here in the NPA.” Torres Strait Islander troupe Guba Markai Cultural Group and NPA State College school captains led the final community procession

A new addition to the biennial event was the inclusion of an art exhibition to showcase the artistic talent of the region. NPA Cultural Festival exhibition manager Leonora Adidi said: “You can see the transmission of culture and knowledge through art, we have art created by school stu-

dents on display and you can see the influence of the older local artists like Teho Ropeyarn and Vincent Babia.” Over the two nights there were electrifying performances from local artists the Bani Brothers, Blaik Koral Band and Patrick Mau, who took a stage selfie of his audience.
